elcome to Havelock, a city in transition with a vision towards the future. We are a wonderful city with a beautiful year round climate that has many activities to match it, including an annual Salute to the Veterans Dinner, the Freedom Festival, Music in the Park, National Night Out, and Annual Chili Cook-off and Christmas events such as a parade and community tree lighting. Havelock has a state of the art Tourist and Event Center that hosts a multitude of events from conferences and weddings to Marine Corps Balls and birthday parties. It also houses the Eastern Carolina Aviation Heritage Foundation. This group curates our aircraft collection and the dynamic and varied displays that are open for the public to enjoy every day. Their mission is to preserve the history of aviation in our region, and to encourage the next generation of aviation leaders through the use of education. Next to the Tourist and Event Center, we have

the Slocum Creek Waterfront Park. This park provides access to some of our most beautiful natural resources of wilderness and water through opportunities to picnic, hike, kayak and fish. This park is one of many examples of the extensive recreation opportunities that are already available in Havelock. As we navigate forward, the city is focused on providing citizens and businesses a responsive and efficient government. Our new city hall is an integral piece of that plan as it brings all of our core services under one roof. Our infrastructure is a main concern and is being maintained and expanded to best provide for our current citizens and accommodate healthy growth. We maintain a bright outlook on Havelock’s future and our priority is encouraging that outcome. Havelock is the gateway to Marine Corps Air Station Cherry Point. There is a long history of cooperation and partnership, and we take our role very seriously as we look to strengthen and grow that relationship. HISTORY H avelock has always welcomed visitors. Our lovely woods and creeks and Neuse River welcomed some of the earliest settlers in America. The area boasted permanent plantation sites as early as 1707 and provided plenty for the woodsmen, fishermen, and farmers living here before the American Revolution. The area welcomed the coming of the railroad in 1858, at a time when a British General was gaining worldwide fame for his heroic rescues of hostage citizens during a bloody uprising in India. When the Atlantic and North Carolina tracks came to a crossroads and the depot was built, it needed a name. The local folks embraced the name of General Henry Havelock, a devout Christian and military genius, for their budding community. The story of his courage gives inspiration to this day. This city is one of eight in the world named for Sir Henry Havelock, two of which are in Canada, three in the United States; one in Swaziland (Southern Africa) and two in New Zealand. An island in the Indian Ocean is also named for him. The town of Havelock Station saw action during the Civil War when elements of the Rhode Island Heavy Artillery, General Ambrose Burnside’s command, stormed ashore on the beach near what is now the Sound of Freedom Golf Course at Cherry Point. Union forces quickly took control of the hamlet and its railroad depot, using Havelock as a starting point for the capture of New Bern and Fort Macon. The operation in March, 1862, provided the Yankees their first major foothold in the South. The Union troops had few kind comments about the area calling it desolate, snake-infested, and muddy. A correspondent said the only comfort for the soldiers was “chainlightning whiskey” available from local stores and farm houses. 6

Wills and other records indicated that production of “naval stores,” such as tar and turpentine, had a greater economic effect here than farming. While most people farmed, the greater income was produced through the operation of turpentine distilleries and tar kilns. Wooden ships were replaced with the advent of the steam engine during and following the Civil War, collapsing the market for tar, pitch and turpentine. Many local families switched from turpentine distillation to the distillation of something with a little more “kick” to it to make ends meet. Local legend has it that Havelock and nearby Harlowe became renowned for the quality of their “moonshine,” it was the basis of a few fortunes. For many years, Havelock was a good stopping place for hunters. The Trader Store was one place eventually visited by all hunters. Babe Ruth often stopped by for a drink during his hunting trips to Camp Bryan, walking the distance from the camp to the store and back. Folks waiting for the train would be seen waiting around the store, and others would visit to make use of one of the few telephones in the area. Trader Store closed in 1977 and fell into disrepair. Due to the efforts of citizens and the Havelock Historical Preservation Society, the building has been restored into a museum and educational resource for Havelock. They are now working to restore the Train Depot which was relocated next to the Trader Store. Havelock welcomed the United States Marine Corps in 1940. Today, visitors are often seen craning their necks as Harriers or a Prowler streaks by overhead. Local residents are used to the roar acknowledged by a sign near the base’s main gate, which reads: “Pardon our Noise; It’s the Sound of Freedom.”

he Havelock Chamber of Commerce Military Affairs Committee (MAC) brings the business community and the military together by sponsoring a number of functions for the Marines and Sailors at MCAS Cherry Point including: Military Family of the Quarter, Military Appreciation Game (football at ECU), Morehead City Marlins baseball game and Pig Pickin’. Our “jets” also appear in numerous parades to promote awareness of the military presence in the surrounding communities. t is my pleasure to welcome you to the City of Havelock and to Marine Corps Air Station Cherry Point. Located in the heart of coastal North Carolina, Havelock is a tremendous place for Marines and Sailors to live and serve our country. The Eastern Carolina region provides superb training areas so that America’s Expeditionary Force in Readiness is prepared to respond to any crisis. The friendly and patriotic neighbors make this part of the country one of the most military-friendly in the nation and I am confident that your time spent here will be filled with wonderful memories. MCAS Cherry Point is home to the 2nd Marine Aircraft Wing, the Cherry Point Naval Health Clinic, and Fleet Readiness Center East – the state’s largest industrial employer east of I-95. Altogether, Cherry Point has a workforce of more than 14,200 Marines, Sailors and civilians who play a vital role in the economic stability of Eastern North Carolina, significantly contributing to the economic health of the entire state with over $2 billion in annual economic impact. Marine air assets, such as the AV-8B Harrier, EA-6B Prowler and the KC-130J Hercules are common sights over the city, where they fly daily training missions. The roar of the jet and turboprop engines is proudly known to local residents as “the Sound of Freedom.” As we move into the future, those sights will continue to evolve as the Marine Corps replaces

its fighter and attack aircraft with the F-35B Lightning II. This highly sophisticated jet will serve as the backbone of America’s military air power for many years to come and Cherry Point will be the premier installation from which they will train to fight and deploy in defense of our nation. The residents of Havelock understand the Marine Corps’ mission and our rich history in this region is deeply interwoven into the fabric of the local populace. The warm support our service members and their families receive from the Havelock community is a strong factor in our success, both in peace and in war. This shared common bond is such that many of our Marines, Sailors and their families make Havelock their home during their military service as well as in retirement or during their second careers. FRC East Commanding Officer
I
t is my distinct pleasure to welcome you to the City of Havelock and to Fleet Readiness Center East, the Department of Defense Vertical List Center of Excellence. Havelock is a friendly neighborhood and a great place to live, work, play and stay. The Havelock community has been home to FRC East and many of our employees since World War II when the depot opened as the Assembly and Repair (A&R) Department in 1943. We are proud of our long-standing association with the city, and its continued support and enthusiasm for the work FRC East does generating combat air power for America’s Marines and Naval forces, both here and abroad. Since our early days as the A&R, we have evolved into a modern aviation maintenance, repair, and overhaul facility, which has considerable economic impact on the state and the communities surrounding Marine Corps Air Station, Cherry Point. For a number of years we have been the largest industrial employer in North Carolina east of Interstate 95, with a current annual payroll in excess of $354.3 million. FRC East provides maintenance, engineering, in-service repair and logistics support primarily for Navy and Marine Corps aircraft, engines, and components, but our customers also include the U.S. Army, the U.S. Air Force, other U.S. government agencies, and several allied nations. At MCAS Cherry
Point we support the AV-8B Harrier, V-22 Osprey, UH-1N Huey, EA6B Prowler, H-53E Super Stallion, MH-53E Sea Dragon, and F-35B Lightning II. We also support the F/A-18 Hornet, UH-1Y Venom, and the KC-130 Super Hercules at offsite locations. We also service four aircraft type engines (F402, T400, T58 and T64); produce annually more than 20,000 components supporting nearly 200 different types, models and series aircraft; manufacture nearly 120,000 parts; and provide engineering and logistic support for all Navy Rotary Wing, vertical and/or short take-off and landing aircraft, C-130 and other systems. The forecast is bright for FRC East’s future workload, as we have been selected as the site for the F-35B Vertical Lift Fan Repair and Test Facility, and named the designated repair facility for the AH-1Z Viper. herry Point is one of the largest Marine Corps Air Stations in the world and the Fleet Readiness Center is the largest civilian employer in Eastern North Carolina. Military and civilian employees at Cherry Point and FRC East pump more than $1.2 billion into the local economy every year. During its more than seven decades of operation, Fleet Readiness Center East has supported the warfighter by providing maintenance, repair and overhaul support to virtually every weapons platform the Marine Corps has flown – from the inverted gull-winged F4U Corsair of World War II fame, to the Corps newest aircraft, the tilt-rotor V-22 Osprey, the UH-1Y Venom, and the short takeoff/vertical landing F-35B Lightning II (Joint Strike Fighter). It is one of eight fleet readiness centers operated by the United States Navy, and the only fleet readiness center commanded by Marines. Located on Marine Corps Air Station Cherry Point, it is also the Department of Defense Vertical Lift Center of Excellence. FRC East’s primary goal is generating combat air power for America’s Marines and Naval forces, both here and abroad. The command is a forerunner in performance-based logistics with its initiatives to partner with private industry and make assets more readily available to the Fleet. Simply put, FRC East’s purpose is to deliver its customers on-time quality products and services at the best value available. FRC East performs maintenance, modernizations, modifications, and repair on more than 10 types of aircraft, several types of engines, and rebuilds or repairs more than 18,000 types of 10

aircraft avionics and dynamic components. It Estimated Replacement Value (Equipment is also the depot repair & Buildings) $1.6 Billion point for the drive and Acres 147 rotary systems of the vertical-lift Scout, and Number of Buildings 123 was recently selected as the site for the F-35B Vertical Lift Fan Repair and Test Facility. The facility’s In-Service Support Center provides worldwide engineering and logistics management in both the maintenance and design fields, and works side-by-side with FRC East production artisans developing and refining overhaul, repair, test and troubleshooting procedures. The command’s customers include more than 180 Navy and Marine Corps activities, 17 foreign nations, nine Air Force activities, three Army activities, one federal agency and 11 industrial partnerships. Its emerging workload includes the AH-1Z Viper helicopters. With a workforce of about 3,700 civilian, military and contractor employees, FRC East is one of the largest tenant commands on Cherry Point, and the largest industrial employer in North Carolina east of Interstate I-95. Its annual payroll exceeds $296 million. FRC East’s primary facility is centrally located on the eastern seaboard, accessible by air, rail, highway, waterway and deep-water port facilities. The command also has permanent detachments at Marine Corps Air Station New River, NC, and Beaufort, SC, and Joint Base McGuire-Dix-Lakehurst, NJ.

This is an opportunity for our new businesses and old, to host an open house for the public, to have the official ribbon cutting ceremony pictures taken, and to be published in our local Havelock Newspaper. We will provide a banner to be used to advertise the event, a special email to be sent to all members, and the event will be listed on our website. This is an exciting way to announce your business to the city of Havelock and the surrounding communities!

H O U R S
Business After Hours is the premiere networking event for business professionals in the Greater Havelock Area. It is held on the second Thursday of each month from 5:30 – 7:30 p.m and is free to attend. This two hour time frame gives you the opportunity to discuss and share ideas while learning about other local businesses. It is a relationship-building experience held in a relaxed setting that benefits you and your company through added contacts and resources. Each event includes complimentary food and beverages, and door prizes are often given out. Stay for 20 minutes or enjoy the full two hours. Get out there! Give people the chance to get to know you so they will want to do business with you. This is a tremendous opportunity to support our Havelock community and local businesses.

ith the help of our community, the Havelock Chamber of Commerce honors our veterans and active duty military with a “thank you� dinner, entertainment and cake-cutting ceremony for their service over the years, thus giving them time to reminisce with old friends, and enjoy their time together. This event is sponsored by our local businesses and individuals who contribute by buying a table of eight which they may fill with veterans, active military or their friends and spouses. We can also fill the table with those people who apply for free tickets. Since 2003, we have received such positive and wonderful response from those who helped, supported and attended this event that we continue this tradition each year. The Havelock Fire and Emergency Medical Services Department provides paramedic level services responding to over 1,400 EMS calls annually. he North Carolina Aerospace Corridor exists to establish Wayne,
Lenoir and Craven counties in Southeastern North Carolina as a world-class aerospace and aviation corridor, and to promote the region’s common assets to take advantage of opportunities for growth in the corridor. The region is anchored by the North Carolina Global TransPark, a multi-modal transportation and industrial complex designed to meet the present and emerging needs of domestic and global commerce. The NCAC is also centrally located on the eastern seaboard of the United States and offers unparalleled access to air, rail, highways and North Carolina’s two international ports, and provides convenient access to the region’s four major military bases. The North Carolina Aerospace Corridor has an aggressive economic development model in place and has found great success utilizing this model while transitioning from tobacco and textile industry clusters to aerospace, food, housing, biotech and pharmaceutical. The North Carolina Aerospace Corridor’s central location provides oneday trucking service to major metropolitan markets, such as Atlanta, Baltimore, New York and Philadelphia. Two-day motor freight services reaches deep into the Northeast, Midwest and Southeast, connecting the North Carolina Aerospace Corridor with target cities like Boston, Miami, Chicago and Pittsburgh.
Major Highways US Primary Highway: US 70 & US 70 Bypass State Primary Highway: NC 101 lanning is underway to build a bypass on the southwest side of Havelock and U.S. 70 beginning north of the Havelock city limit and extending

south approximately 10 miles to north of the Craven-Carteret county line. The Havelock Bypass will be a four-lane, median-divided highway that will provide a high-speed alternative to using U.S. 70 through Havelock, which is hampered by numerous traffic signals at intersecting side streets. The roadway will help improve traffic and freight movement along the U.S. 70 Corridor – a major connection from the Morehead City Port to Raleigh – and assist economic development in eastern North Carolina’s rural areas. isit an exciting aviation exhibit highlighting Marine Corps aviation in Eastern North Carolina. Five restored aircraft on loan from the U.S. Marine Corps and Department of the Navy are on display along with scaled models depicting the aircraft lineage of the 2nd Marine Aircraft Wing at Cherry Point from its inception in 1942. Historic photographs, videos and artifacts round out the exhibit. The adjacent waterfront park along Slocum Creek features a nature boardwalk and boat ramp. avelock will be hosting the 37th Annual Havelock Chili Festival on Friday, October 19, 2018, and Saturday, October 20, 2018. The festivities will be held at the Walter B. Jones Park in the middle of town. Friday night opening ceremonies start at 5:00 pm, followed by free live entertainment and the Chicken Wing Cook-off Competition. Chicken Wings will be available for purchase on Friday night after 5:00 pm and with your purchase you will get to vote for the People’s Choice Award. Saturday’s festivities start at 10:00 am with free live entertainment, the Chili Cookoff and booth competition and the Salsa Competition. There will be many vendors and displays. Chili will be available for purchase until it runs out on Saturday. Awards presentations will be on Saturday. Some of the displays could be a fossil dig for children, face painting, fire trucks, and City of Havelock Public Works vehicles. A variety of vendors usually participate including crafts, art, hobbies, purses, jewelry, household items, and much more. There will also be food vendors which may sell everything from funnel cakes to crab cakes and everything in between. Parking is plentiful and within easy walking distance. Mark your calendar for one of the oldest festivals in Eastern North Carolina with a small town flavor and lots of free things to do! The Havelock Chili Festival raises money to support local charities. Some of the nonprofits benefiting from previous festivals include: our Easter Seals Craven-Cherry Point Child Development Center, Early College E.A.S.T., Cherry Point Young Marines, Rainbow Unit Girl Scouts, Double B’s Motorcycle Club and the Havelock Chamber of Commerce. If you would like to participate in the planning of the Havelock Chili Festival, the committee meets on the 2nd Tuesday of each month at 5:30 pm at the Havelock Tourist and Event Center. avelock is the most populous city in Craven, Pamlico, or Carteret County with an official population listed in the 2014 U.S. census www..city-data.com of 20,706. The “Gateway City” continues to be one of the fastest growing urban areas of the state. Although the area was among the first settled in North Carolina, the official population in 1950 was 100. The population in 1965 was about 3,500. Many of the city’s current residents are affiliated with the adjacent Cherry Point Marine Corps Air Station. A recent survey indicated that one of the largest groups of residents in Havelock has been here less than two years. The median age, according to the 2013 census, is 23.9. Havelock provides a home for nearly every race and creed known to the world. Because of Cherry Point, the city is an international crossroads including Filipinos, Koreans, Japanese, Indians, and Hispanics.

he F-35 is the next generation strike weapons system designed to meet an advanced threat, while improving lethality, survivability, and supportability. It will be the cornerstone of a multi-mission joint force posessing improved mission flexibility and unprecedented effectiveness to engage and destroy both air and ground threats. The F-35 was developed using a complete analysis of legacy aircraft shortfalls, emerging threats, and consideration of future operating locations. This approach led to an aircraft design that incorporates advanced stealth characteristics and a powerful sensor suite that provides superior awareness to the pilot and ensures increased survivability and lethality in all environments. The Marine Corps will procure a total of 353 F-35Bs and 67 F-35Cs to replace F/A-18, AV-8B and EA-6Bs. The aircraft is currently tracking to reach its full program-of-record operation capability by the end of 2017. The full transition from legacy to F-35 will complete with the transition of the second reserve squadron in 2031.

The Havelock Industrial Park The Havelock Industrial Park is located off NC Highway 101 at the intersection with Outer Banks Drive. It encompasses 55 acres subdivided into twelve industrial sites. PARKS & RECREATION

avelock’s Park and Recreation Department offers a wide variety of programs for people of all ages. These programs are held at the Recreation Center and its adjoining 50 acre athletic complex, the Havelock Senior Center, and a number of parks that are operated and maintained throughout the city. The Recreation Complex is located off Highway 101 and was dedicated in 1989. It includes eight baseball / softball fields and has multiple facilities for soccer, football, and lacrosse. Aerobics, selfdefense, Pilates and Yoga classes are offered in the 1800 square foot fitness center which is open to the public Monday through Saturday 6am – 10pm and Sunday 1pm – 9pm. A one-mile walking
trail, encircling the complex itself gives fitness enthusiasts a chance to run and walk. Sports-related activities keep the complex lively on a year round basis. Local athletic leagues offer various sports that include: Baseball, Softball, Football, Soccer, Lacrosse, and Basketball. Havelock T-ball plays its games at Rachide T-ball complex, introducing its variation of America’s pastime to a younger generation. The Recreation Department is in charge of its own Adult Slow-Pitch Softball League, offering the program twice a year, and runs an eightweek Summer Day Camp Program for local youths ages 6 – 12. The renovation of the old post office, located on Trader Avenue was converted to a Senior Center. Activities at the Havelock Senior Center may include bingo, various line-dancing, ballroom dancing, monthly socials, exercise groups, games and cards, Wii bowling and a knit and crochet group. to get outdoors with shelters available for rentals for cookouts, family reunions, or birthday parties. City-wide special events held in the parks are the Annual Easter Egg Hunt, the July 4th Freedom Festival, the Annual Havelock Chili Festival, and the Annual Christmas Tree Lighting. So if you are just visiting the area, or have lived here all your life, know that the dedicated Parks and Recreation staff is working hard to give you the best recreation experience possible. A new recreation area is now open at the Slocum Creek Waterfront Park, allowing access to the scenic waterways surrounding the area. A state of the art kayak launch is available to make access easy and enjoyable for all.
