What’s Wrong with Blackbeard JOIN AWARD-WINNING research historian, author and filmmaker Kevin Duffus in an all-new multi-media presentation that lays bare the popular myths of Black Beard’s widely-believed surname of Teach, his ferocity, his purported birth date, his many houses, his many wives and his long-lost treasure. “What’s Wrong with Black Beard” is as humorous as it is thought-provoking, as surprising as it is provocative, exposing one of the greatest myths of the Golden Age of Piracy. The program will be offered from 6-8:30pm on Thursday, Aug. 4, at The History Place, Morehead City. the Beaufort Pirate Invasion. Townsfolk will battle the pirates for control of Beaufort on Friday and Saturday, Aug. 8-9. This annual event highlights the rich history of pirates that have pillaged and plundered along the east coast. More specifically, it is a reenactment of an actual historical event that occurred in August of 1747 between the Town of Beaufort and a ship of Spanish privateers. Enjoy the sea invasion at on the Beaufort waterfront with Capt. Sinbad and the Meka II and Capt. Ben Bunn and the Skipjack Ada Mae as they terrorize the citizens and try to take the town. Join the townsfolk, farmers and the militia in a parade as they march from the pirate encampment to the waterfront battle to win the town back from nefarious pirates. The two-day event includes activities throughout town, from the Peg-Leg Pirate Pooch Costume Contest and pet pictures with a pirate at Beaufort Pet Provisions to sea shanties and pirate songs performed at four stage locations. Aspiring young pirates can take part in the Scallywag School presented by Blackbeard’s crew, have lunch with the pirates or participate in the children’s pirate activities at the NC Maritime Museum. Signature events include the Buccaneer Dinner and Revue, Yo Ho Ho and a Bottle O’Run and Parlay on the Waterfront. Book Shopping for Fall A gently used book sale will be held from 10am-2pm on Saturday, Aug. 9, at Shepherd of the Sea Church, 201 E. Fort Macon Road. Most books sell for $1 or less. Members of the Friends of Bogue Banks Library may attend a preview sale from 7-8pm on Friday, Aug. 8. Hard and soft cover fiction is arranged alphabetically, while nonfiction is organized by subject for your browsing convenience. Puzzles, children and teen books as well as paperbacks are also available. The sale benefits Bogue Banks Library by helping with the purchase of new books, updating computers for public use and supporting community programs. Yearly Friends membership is $15 for a family and $10 for an individual.

serious business in Carteret County and nobody knows that better than the Outer Banks Wildlife Shelter in Newport. Planned for Saturday, Aug. 2, the site’s sandcastle building contest is one of the shelter’s largest annual fundraising events. The contest challenges people to show what they’re made of when it comes to this timeless art and will help raise necessary funds for the shelter. Running from 9am-2pm at The Atlantis Lodge in Pine Knoll Shores, contestants and bystanders will spend the day on the beach playing in the sand and contestants will win prizes for this admirable cause and artistic ability. Judging is held around 3pm and will be based on originality, craftsmanship and best wildlife theme. Spectators are invited to vote on the People’s Choice Award by making a small donation, making it easy to keep your favorite team in the running. Categories include adult, children and family teams. Tapping Toes in the Sand Summer is in full swing along the Crystal Coast, and so is our summer playlist. Up and down Bogue Banks and across the mainland, summer brings a variety of free music opportunities and that tradition is alive and well and even growing, this August. EmeraldFest brings music to the Western Ocean Regional Beach Access in Emerald Isle from 6:30-8pm each Thursday evening. Enjoy live music and a peaceful ocean breeze while enjoying Wild Honey (7th), Scearce & Ketner (14th) and Big Drink (21st). In Swansboro, folks can catch a live show from 6:30-8pm each Sunday evening. This month SwanFest brings Andy and Kathryn Karg (3rd), Aqoostix (10th), Big Drink (17th), Beaucoup Blue (24th) and Acoustic Hwy (31st) to Olde Town Square in downtown Swansboro. Fort Macon State Park provides a unique backdrop for live music on Friday, Aug. 1 & 8. The Friends of Fort Macon bring their annual concert series to a close with performances by the 4EverAll and Scearce & Ketner. The Alive at Five concert series at Jaycee Park in Morehead City helps folks end the work week in style. Sponsored by the Downtown Morehead City Revitalization Association, the series brings the Band of Oz (1st) and Jupiter Jones (29th) to the Crystal Coast. Music is also offered at the same location each Saturday evening through the summer months thanks to the Morehead City Parks and Recreation Dept. The August schedule includes Liquid Pickle (2nd), Dependable Taxi (9th), 4EverAll (16th), Lipbone Redding (23rd) and Carolina Beach Club (30th). Guests are invited to bring chairs, blankets, even dinner if you’d like. Alcoholic beverages and glass containers are prohibited in most cases.

Hunting Safety Program Offered The NC Wildlife Resource Commission will offer a free hunter education course from 5:30-9pm Aug. 26-28 at the Swansboro Recreation Center. Course instruction includes safety, ethics and responsibility, conservation and wildlife management, wildlife identification, survival and first aid, specialty hunting and tree stand safety. There are no minimum age requirements, however, classes are taught at a 6th grade level and tests must be completed without assistance. Call 910-326-2600 or come

Jazz Fest Planned for Tryon Palace The East Coast Jazz Revue and Tryon Palace have partnered to organize the Where Rivers Meet Summer Jazz Festival, a first for New Bern, on Saturday, Aug. 23 on the south lawn at Tryon Palace. Three acts are participating in the first endeavor, two established musicians, Grammy award winner Gregory Porter and Helen Sung, and a group of young artists who won the Next Generation Jazz title at the 2012 Monterey Jazz Festival, Elevations. Tickets are $28 and can be purchased through Eventbrite, Fuller’s Music and the NC History Center. Each adult may bring up to three children 12 and under at no cost. The concert begins at 6pm, gates open at 5. The festival’s Youth Master Class allows students to bring their instruments and learn tips and tricks from some of the performers from 10am-1pm at Cullman Performance Hall at the NC History Center. Led by drummer Roger Humphries and members of Elevations, the session includes a live demonstration and a question and answer period for youngsters grade 5 and up. The Target By David Baldacci

THIS IS THE third Will Robie novel by David Baldacci and possibly the best. Will and his partner Jessica Reel are asked to take on a mission which could easily cost them their lives. The president of the United States issued the order himself. Unknown to Robie and the president, the North Koreans have their own assassin, a girl plucked from an internment camp and trained to a lethal efficiency. “The Target” is an excellent summer read. It is a first class thriller with plenty of surprising turns which keep the reader guessing. Baldacci has honed his style almost to perfection. The only negative is that this one may have too much action and too many scenarios. It moves from Paris to Pyongyang to Alabama to New York to Nantucket. Each of these venues, however, adds much to the story. With several escapades woven together the clashes never stop.

COASTAL

The most intriguing aspect of this new thriller is the character, Chung-Cha, the Korean agent. Baldacci has researched the matter of the prison camps in North Korea well and offers insights into this terrible travesty in the isolated country. Not only does the reader of “The Target” gain a good story, there is also the advantage of cultural awareness. The author has provided a glimpse into the reality of life in a dictatorial regime. One surprising feature is that this novel will trigger an emotional response in most readers that is not common in a spy suspense. Baldacci has slipped into the story a sentimental tug for a villain which confounds the senses. “The Target” is true to its espionage roots but also weaves several emotional themes into the plot. Robie and Reel find themselves in a situation which is outside their training. The beginning pages of chapter 64 are so touching that readers will certainly feel a tug on their hearts. This is, however, a story about violence and death, in keeping with the genre. Baldacci is a native of Virginia but his characters are worldly acquainted. His books are published in 45 languages. The author and his wife founded the Wish You Well Foundation, a nonprofit organization dedicated to supporting literacy efforts across America. He has inspired many other authors and readers as well. Fireworks … and Hurricane Arthur IN OUR OVER 50 years as vacation rental managers on Emerald Isle, and through all our sessions with our managers on hurricane preparedness, not once did we envision a challenging category two hurricane coming ashore on the eve of the Fourth of July. With hotels and vacation rental properties at 99% occupancy, Arthur could have been a catastrophic event for Bogue Banks. The Carteret County Emergency Services Control Group met, considered the storm’s path, speed and wind speed predictions, and made the good judgment call not to order an evacuation order, either mandatory or voluntary. The decision was made and thousands of vacationing families on the Crystal Coast “sheltered in place.” As the owners of our family business, we take seriously all aspects of hospitality including “Thou shall not let your guests be terrified” when it is too late for them to vacate their oceanfront cottage to head inland to a hotel for the night. It feels a bit like being a member of the “sandwich generation” making decisions as a good parent of small children or a good son or daughter of aging parents would do. Over the days leading up to Arthur’s untimely arrival we stayed in constant communication with our rental guests by email and by calling their cell phones and rental home phones with one clear message – although we did not know yet what the town or the county decision would be

as far as an evacuation order, only they could make the right decision for their family; only they knew of the serious medical conditions that might require electrical power and how the stress of weathering a significant storm would affect them from tiny infants through frail great-grandparents and everyone in between. We enlisted their help to secure their vacation home for the week. Our rental guests were told to check every window and door to make sure they were firmly locked, and then stay away from windows and doors during the storm’s height. Many helped us secure porch furniture and trash cans. They charged their cell phones while the power stayed on and kept flashlights close at hand. Most of all, we said once the winds begin you will not be safe to leave and the beach towns and coastal communities reinforced this with curfews on the night of Arthur’s visit. Our guests listened. Many left for the night returning to their home in eastern North Carolina or an inland hotel, while the majority weathered the storm and spent a dark, noisy night on the island. Our homeowners received a stream of communications through email updates as well as posting messages to our private homeowner page on our website. A severe weather link on the homepage of our website let everyone read the storm status and our recommendations for the guests scheduled to arrive Friday, Saturday and Sunday. We prepared for the worst and hoped for the best. In the days following we rejoiced that the damages had been so (Cont.on page 52)

Cape Lookout National Seashore Withdraws Request for Harbor Sand THE NATIONAL PARK Service (NPS) has backed off its request to receive dredged material from the Morehead City Harbor Federal Navigation Project to nourish Shackleford Banks, according to an announcement issued June 24 by the Carteret County Shore Protection Office. Cape Lookout National Seashore Superintendent Pat Kenney sent a letter to this effect on June 11 to the US Army Corps of Engineers. He wrote: “After reviewing the public feedback and various internal discussions, NPS requests dismissal of the alternative to place dredged material on the beach (along Shackleford Banks)….” Kenney said the placement of the dredged material under the Dredged Material Management Plan (DMMP) “may not restore natural conditions or mitigate the impacts of the Morehead City Harbor Channel; instead it may make the situation worse.” Because of insufficient data, Kenny said the NPS was unable to definitely determine the amount of sediment volume loss that has resulted from maintenance activities of the channel, rather than natural occurrences. He said more study is needed and beach profiles should continue to be monitored. Greg “Rudi” Rudolph, Carteret County Shore Protection Manager, said the Carteret County Beach Commission opposed the Shackleford Banks beach placement alternative because “it would take sand away from Bogue Banks where it is needed … and would provide little to no benefit to

Shackleford Banks, while having the significant potential to adversely impact the undisturbed ecosystem and recreational uses, including surfing, fishing and shelling at Shackleford Banks.” Beach Commission Chair and Atlantic Beach Mayor Trace Cooper said the Bogue Banks beaches “are the backbone of our tourism industry. Diverting much needed sand from Bogue Banks to Shackleford would have been a lose-lose outcome.” Mary Carlyle Brown, chair of the Public & Government Affairs Committee at the Carteret County Chamber of Commerce, said: “We have to express gratitude to NPS leaders for listening to the people who want to ‘Keep Shack Wild.’” The Chamber’s Board of Directors also opposed the DMMP alternative, and filed comments with the Army Corps of Engineers in January of 2014. “Our position all along,” Brown said, “has been that diverting dredged material to Shackleford Banks is contrary to the longstanding and historical practice of placing the sand on Bogue Banks. Furthermore, allocating 100 percent of the sand for beach nourishment along Bogue Banks is needed to protect valuable public and private investments. “Nourishing Shackleford is not in the best interest of the citizens of Carteret County and the countless vacationers who come to Bogue Banks and visit Cape Lookout National Seashore and expect us to ‘Keep Shack Wild.’” Mike Wagoner, President Carteret County Chamber of Commerce

Hat’s Off to the Races: Party Time Is August 16 THE “BEST PARTY of the summer” along the Crystal Coast begins at 6pm on Saturday, Aug. 16, at the Crystal Coast Civic Center in Morehead City. “It’s the Reverse Drawing, presented by Carteret County Chamber of Commerce … and it’s your chance to win the grand prize of $10,000 in cold, hard cash,” said Chamber Chair Bill Rogerson. “We’ll even throw in some champagne and roses for the champion.” The event is open to the public. A Chance Meeting with a New Friend I WOULD LIKE to begin my article by thanking our entire town staff for the wonderful job they did during Hurricane Arthur. It was amazing to see how each and every member of the town staff worked together to make certain that our citizens were prepared for Arthur. The preparations before the storm, working during the storm, and after the storm were outstanding. We were fortunate that we had little or no damage. I was extremely proud of our town staff. Thanks for a JOB WELL DONE! As mayor, I have been afforded the opportunity to meet lots of people and represent Emerald Isle at many functions. Recently I had the privilege to meet Conner Emmert, 9, of Charlottesville, Va. Let me share with you what his mother Kim shared with me: Conner is 9 years old and is a very special boy. He has really learned to make sure that size doesn’t define his world. Conner was born at full term, however, he was extremely small. He was diagnosed with a very rare form of dwarfism at the age of 1, Majewski (microcephalic) osteodysplastic primordial dwarfism type

He is persistent and works hard in everything he does. Conner is a rising second grader and faces various health risks that are monitored regularly. This was their third family visit to Emerald isle. The first visit took place six years ago, the week before Conner had a double bypass brain surgery. The family came again last summer and again the first week of July this year. This was the first summer that Conner really was able to go out and ride the waves on his boogey board and play in the water. I had the pleasure of meeting Conner at Ben and Jerry’s and he stole my heart. He has the most amazing personality, so full of life, so positive and he has never met a stranger. He is so optimistic and so loveable and huggable. He made my day and enabled me to realize again that each and day of life is a true gift from God. Conner, thanks for touching my life. As his mother Kim said, “I am happy you met our miracle and glad he had an impact on you.” Conner is the son of Kim and Buddy Emmert and has two older siblings, Chase (14) and Taylor (12). Thanks Conner for touching my heart!! May each of us share his gift of love with others.

~Emerald Tidings~ FY 14-15 Budget Adopted – No Tax Increase

THE FISCAL YEAR 14-15 town budget was adopted by the board of commissioners in June. The budget includes funding for the continued provision of high quality town services, appropriate capital investment and maintains the current tax rate for all town taxpayers. The total town budget is nearly $8.7 million for FY 14-15. The FY 14-15 General Fund tax rate is 14 cents per $100 of assessed value, a 1.5 cent increase in the General Fund tax rate. This increase is completely offset, however, by a 1.5 cent decrease in the town’s beach nourishment special district tax rates. Oceanfront and inlet-front property owners (Primary Benefit District) will pay an additional 3 cents per $100 of assessed value in FY 14-15 (a decrease from 4.5 cents in FY 13-14). The special district property tax rate for all other property owners (Secondary Benefit District) has been eliminated, and property owners will no longer be charged the additional 1.5 cent rate that was in effect for the past few years. These changes are primarily administrative, and the town will continue to reserve more than $680,000 annually for future beach nourishment projects (the same amount annually as the past few years). The FY 14-15 budget includes a $5 increase in the annual solid waste fee for the owners of developed residential properties and a few other fee increases for beach driving permits and short-term community center usage. The FY 14-15 budget also incorporates grant funding for planned parking and storm water improvements at the Eastern Ocean Regional Access (future site of planned ocean fishing pier) that will be constructed later this fall / winter, and also includes funding for the construction of a new Welcome Center in Emerald Isle (pending a proposed lease agreement with the Tourism Development Authority). Hurricane Arthur Spares Emerald Isle

Hurricane Arthur made landfall at Shackleford Banks, approximately 20 miles east of Emerald Isle, around midnight July 3-4. Emerald Isle experienced maximum gusts in the 60 mph range and Arthur did not cause any significant damage in Emerald Isle, thankfully! Rainfall totals were approximately 2.5 inches and no significant street flooding occurred. The entire July 4th weekend actually wound up with gorgeous weather, and Emerald Isle was full of visitors enjoying the beach! Town staff worked hard before, during and after Arthur to have the town prepared and to clean up quickly after Arthur passed early on the morning of July 4. Their dedication is greatly appreciated. The town extends its special thanks to Simmons & Simmons (the town’s solid waste contractor), the Emerald Isle vacation rental companies and Richie Creech & crew (trash can roll-out contractor for vacation rental properties) for their great cooperation before the storm that enabled all trash to be picked up one day early before Arthur’s winds hit Emerald Isle. The town also extends its thanks to Bogue Inlet Pier for partnering with the town on the July 4th fireworks (what a difference one day made!), and for the close cooperation and coordination required as a result of Arthur’s track. Let’s all hope Hurricane Arthur is the only one Emerald Isle has to deal with in 2014!

Rezoning Request Denied

At its July 8 meeting, the board of commissioners denied a request to rezone a portion of the Island Harbor Marina property from the Mobile Home zoning district to the Marina Village zoning district. The board of commissioners then directed the planning board to reassess the future land use goals for this area of Emerald Isle and report back with recommended changes to the town’s Land Use Plan and zoning districts. The planning board will consider this issue in the next few months, and their recommendation will be presented to the board of commissioners soon thereafter. 24

Golf Carts Not Permitted on Hwy 58 Coast Guard Road or the Emerald Path

The town is pleased to administer its golf cart program that allows registered golf carts to operate on most town streets in Emerald Isle, and the program continues to grow in popularity. There are now more than 425 golf carts registered in the town’s program. It is important that golf cart operators obey the town’s regulations, particularly the following: • Due to the fact that golf carts in the town’s program have a maximum speed of only 20 mph and because of greater vehicle traffic, golf carts are not permitted to travel on Coast Guard Road or Emerald Drive / Hwy 58 (it is legal to cross these streets to reach the oceanside or soundside only), and • Due to heavy pedestrian and bicycle use, golf carts are not permitted on the Emerald Path (the Coast Guard Road and Hwy 58 bicycle path). Parker Residence at Lands End, Emerald Isle Greg Hall, owner of Ace Builders, built our fourth home. My wife and I live in Pennsylvania, for now, and we built our first home in 1982. We have since remodeled an old farm house, a total disaster thanks to that contractor, but we built two more homes in Pennsylvania since then with the last one being built in 2005. We have also renovated two smaller office buildings, each with 20 to 30 occupants and each being a combination of commercial and residential rental spaces. We have had several good experiences with contractors. Greg Hall is definitely the best general contractor we have ever worked with. For this latest home on Emerald Isle, we requested proposals from 3 different contractors. All 3 prices seemed to be competitive but the first obvious difference was the quality of materials Greg had in his proposal. The most significant of these was that Greg had included impact rated windows. The other two had suggested cutting and drilling for plywood installation in the event of a hurricane. For people living 10 hours away building a second home this way was not an acceptable option. The cost difference for this one item alone was several thousand dollars, therefore the prices were not as competitive as they first appeared. We had told Greg that we were not wealthy people but were willing to spend a little more on things that mattered. A vague instruction at best but Greg really grasped what we were trying to accomplish and his choice of materials and suggestions on construction were extremely helpful. What we discovered a month ago when we were finally able to see the finished product is that his craftsmanship is exceptional. The house has a quality look and feel about it that we were not expecting, and we had learned working with Greg to expect a lot. In addition to the quality of his work, what made this a thoroughly enjoyable experience is that Greg is extremely well organized and maintains great communication with the client. His subs were excellent. His professional advice was often needed and always very helpful. If I had to come up with one complaint, I would definitely need more time to think. It was just an unusually good experience, particularly given the normal stresses that are always part of building any home. Finally, Greg and his wife Aimee are extremely nice people. This is not the first reason to hire a contractor but if you are spending 8 months working long distance on a project this important it is no minor consideration either. If I ever build another home, I know who I will hire. It was honestly that good. My wife agrees completely. We could not thank Greg enough.

These regulations are in place for safety reasons and it is simply not safe for the golf cart and/or others to operate golf carts in these areas. Violators will receive a citation from the Emerald Isle Police Dept., and the golf cart registration may be revoked entirely. It is important to note that golf carts that are specially outfitted to meet North Carolina DMV requirements and that have been issued a license plate are authorized to operate on Coast Guard Road and limited areas of Hwy 58. It is also important to note that, under state law, an individual with a handicapped placard that uses the golf cart as a bonafide mobility device (i.e., that person is the driver and is not ambulatory) is allowed to travel anywhere that a pedestrian is authorized to travel. Thank you for your adherence to the town’s golf cart regulations. The town offers this program as an additional amenity for our residents and property owners, and the town’s regulations are intended to promote safety first and foremost.

Please Lock Your Vehicle!

Please make it a habit to always lock your vehicle, even when parked in your driveway! Nearly all vehicle break-ins in Emerald Isle occur to vehicles that were left unlocked. Don’t let yourself be a victim.

“Second Helping” Collects Leftover Food

Visitors: Please don’t throw your remaining food away at the end of your vacation. Instead, please donate your leftover food to help those less fortunate.

Volunteers will collect canned goods, foodstuffs, perishables & nonperishables (even open containers) at two convenient locations on your way out of Emerald Isle. Drop-off sites are near Bert’s Surf Shop (corner of Islander Drive and Hwy 58) and near Holiday TravLPark (corner of Coast Guard Road and Reed Drive). Volunteers will collect food each Saturday morning from 7am-noon from June 14-Sept. 1. The inaugural Emerald Isle Half-Marathon and 5K Race was a big success, and the 2015 race is scheduled for March 28, 2015. BEAUFORT INLET AND the ocean channel reach of the Morehead City Federal Navigation Project is maintained (dredged) on an annual basis by the US Army Corps of Engineers via industry contractors. The disposal of the dredged material is currently done so under the auspices of a recurring 3-year cycle. Year 1 includes the direct placement of dredged sand along the beaches of Fort Macon and Atlantic Beach, while years 2 and 3 are limited to offshore disposal. This approach was first codified in 2010-11 with an effort including the dredging and concurrent nourishment of 1,346,700 cubic yards along a 16,760 feet (3.17 miles) reach of shoreline that extended to the Circle in Atlantic Beach. A standard dump truck holds roughly 12-15 cy of sand as mental image. True to form, year 1 of the aforementioned cycle took place again this year (specifically from April 14 to May 22). This time, because of funding issues and the Corps of Engineers decision-making process, 1,107,585 cy sand was placed along 9,500 feet (1.8 miles) of beach extending to ~1,500 feet west of the Tom Doe Regional Access (see Fig. 1). That’s 7,260 feet (1.37 miles) shorter and 239,115 cy less sand than 2010-11. The maintenance of the Morehead City Harbor and management of the dredged shoal materials has been facing an uphill climb lately. Macon and Atlantic Beach. decade. This becomes even more problematic as the “toe” of Shackleford Banks (the west tip of the island) has been migrating into the harbor channel. The channel itself cannot be moved – it literally takes an act of Congress to do so. This essentially means more and more sand is shoaling the channel, yet there are less financial resources to keep up. Placement of dredged sand along the beaches is also an important component of the harbor project. Without diving into an inordinate amount of detail, an appropriate amount of sand dredged from the channel needs to be placed on Bogue Banks (and in the correct areas) to replicate a natural system that has been altered by construction and maintenance of the channel. This requires good policy-making decisions and again, adequate funding. In the past year and a half 2,072,596 cy of sand have been placed along Bogue Banks providing a buffer for storms such as Arthur, including the most recent harbor dredging/nourishment project and last year’s 965,011 cy effort also depicted in fig. 2. 32

at the AQUARIUM Dino-mite! IF YOU HAVEN’T eyed an allosaurus or seen the coelophysis yet, don’t tarry too long. The countdown to extinction has begun. The seven species and 11 specimens of Dinosaur Adventure disappear after Labor Day. The realistic, large-scale models of bygone beasts move and call as you stroll the Marsh Boardwalk, turning the walk into a journey back in time. Don’t worry about the roaring – the creatures are confined behind the railing. Prepare to dodge the dilophosaurus pair at the end, though. Both can emit a drenching stream of water over the fence. The tyrannosaurus rex out front is no threat, but is a great photo op. The 40-foot “lizard king” provides the platform for the must-have memoir of your beach vacation. Sea Turtle Time Nimbus, the aquarium’s rare white sea turtle, turns 4 this month! Enjoy a daylong Sea Turtle Celebration on Aug. 12 that honors the unusual loggerhead. It also highlights the troubles sea turtles face, and how you can help them. Some activities include: • Sign a super-sized birthday card for Nimbus and pledge to help sea turtles. • See last season’s youngsters and check for new hatchlings in the sea turtle nursery exhibit. • Meet sea turtles in a Creature Connection program or animal encounter. • Test your sea turtle savvy with hands-on activities and games. • Pose next to an inflatable giant leatherback turtle, and enjoy other displays and crafts. The celebration coincides with sea turtle hatching season on area beaches. Because of sea turtles’ imperiled status, the NC Wildlife Resources Commission and trained volunteers monitor how many eggs hatch from each nest and check for hatchlings left behind.


Each year, the aquarium provides temporary care for many of these little turtles until they can be released. Nimbus turned up in a nest excavation on a Pine Knoll Shores beach in August 2010. Expert care has helped it overcome mouth and nasal deformities and vision problems. Nimbus, meaning a radiant light or shining cloud, was the name chosen out of hundreds suggested by the public. A genetic deviation similar to that of albino animals causes the pale coloring. Nimbus’ sex is not known. Nimbus is the star of the new Ancient Seas Gallery, just past the lionfish exhibit, and can be seen any day you visit. Sea Turtle Celebration activities are free with admission or membership.

National Night Out Celebrate National Night Out with the NC Aquarium at Pine Knoll Shores and the Town of Pine Knoll Shores. On Aug. 5, the aquarium stays open late and offers free admission for kids 12 and under, from 5 to 8pm. Find more free family fun outdoors in the aquarium’s upper parking lot, including bouncy houses, live jazz by Naked Knees, guest appearances by the aquarium’s shark mascot,

Friendly Finley and safety celebrities McGruff the Crime Dog and the fire department’s costumed Dalmatian mascot, Sparky, complimentary hotdogs, chips and sodas, and activities and displays by a number of safety and rescue organizations. A national crime prevention movement, National Night Out promotes neighborhood unity and strong police-community partnerships. The Town of Pine Knoll Shores police department organized the local celebration. The aquarium volunteered to be the host site.

The Adventure Continues See the exhibits from the other side with behind-thescenes tours. Pick up a board or a paddle for a wet and wild experience. Indoor activities and outdoor adventures are available through Labor Day. Sign up online or call to meet the advance registration requirement for these programs. The aquarium is open 9am-5pm daily, including all holidays except Christmas and New Year’s days. Admission is $10.95 for ages 13-61, $9.95 for age 62 and over and military; $8.95 for ages 3-12. tourism BAROMETER Promoting Tourism and the Arts on the Crystal Coast OUR LOCAL COMMUNITY is filled with artists and artistic venues that we should take full advantage of in attracting tourists. Numerous studies have shown that people who include the arts in their travel plans often have higher income levels than other tourists to that location, having a greater likelihood of staying in local hotels, shopping more and taking longer trips. The Crystal Coast offers a beautiful backdrop for artists to fulfill their creativity. There are many artistic venues throughout the year where tourists can view and purchase special works of art. On Aug. 2 from 9am to 4pm the Summer Craft Fair will take place at The History Place Museum in Morehead City. Sponsored by The Carteret County Historical Society, the fair features handmade, one of a kind items, desserts and pastries. The museum’s craft fair also takes place in the spring. On Labor Day weekend on the Beaufort Historic Site, the Carteret County Arts & Crafts Coalition holds its annual summer show & sale. This show is one of four held during the year on major holiday weekends. Some of the local markets such as The Friendly Market in Morehead City (open year round) and the Olde Beaufort Farmer’s Market held on the grounds of the Carteret County Courthouse supports local talent and features beautiful handmade arts & crafts. The market is open every Saturday 8:30am to 1pm through November. Aside from spending time on our beautiful beaches and

visiting the historical attractions, oftentimes those on vacation like to seek out something hands-on. Some of the art galleries offer classes for adults and children where both locals and tourists can try their hand at creating something unique. The Artestry Hideaway in Beaufort offers painting workshops in all mediums. BluSail Gallery in Morehead City offers the popular Paint and Partake program on Friday evenings and Wine and Design in Atlantic Beach also offers classes. Both venues allow students to follow instructions and paint the same subject using their own interpretation. On the Morehead City waterfront on select Saturdays Plein Air Art on the Waterfront features local artists giving free demonstrations and selling their artwork. This outside painting venue benefits area businesses as people meander into the stores as they stroll the waterfront. During the Crystal Coast Boat Show in May, the ARTrageous art show sponsored by the Arts Council of Carteret County allows local and regional artists to line up along the Morehead City waterfront with demonstrations and art for sale. Since the inclusion of this art show, the attendance for the boat show has increased significantly. The Arts Council also puts on the Art from the Heart art show in mid-February each year. HURRICANE ARTHUR WAS an unwelcome guest in Atlantic Beach this past Fourth of July weekend. Luckily, the storm did not leave significant damage on a townwide scale. It did, however, serve as a clear reminder that hurricane seasona starts in June each year and that we should all prepare early in the season for the possibility of a severe storm. Each year with the threat of storms, town hall receives a surge of the same questions regarding the closing of bridges and re-entry passes. The policies and procedures for these things have been in place for years and I’ll recap them below in hopes of answering your questions before the next storm approaches. First, we are often asked when we will “close the bridge.” The answer to this question is that we never actually close the bridges. Local police or the highway patrol will always let someone off the island during a storm. They may, however, advise you against crossing in high winds or in a high profile vehicle (such as a van or SUV). On the other hand, we do sometimes control access onto the island. But, we only control access onto the island in the event that an evacuation has been ordered. It is only during the case of an evacuation that you may need a re-entry pass to get back onto the island before the general public is allowed onto the island. If no evacuation has been ordered, there will be no access control at the bridges and you will not need a re-entry pass. The purpose of a re-entry pass system is to control access back into town in the case of significant damage to property on the island. If there is damage to homes

and businesses, there is no reason for Mayor Trace Cooper the general public to be allowed into town until our properties are secure. In other words, the purpose of the system is to protect your property. For the system to be effective we need to limit the number of passes that are issued to only those who own property or businesses. Our lifetime passes were distributed years ago. If you do not have your passes, please call town hall and ask about the procedure. Make this call soon. Do not wait for a storm. In the hours leading up to a storm our staff has their hands full preparing the town for a natural disaster, re-entry passes cannot be our top priority. Our passes are lifetime passes; take good care of them. Each replacement pass costs $25. I suggest putting them in your car’s glove compartment and treating them with the same care that you treat your car’s registration. If the pass is in your car, it will be there when you need it. In the past, people have contacted us because they wanted to get on the beach, but they had stored their passes in their beach houses. For obvious reasons, we don’t recommend this approach – the pass needs to be in your car, not in a house on the other side of a check point. Besides, the pass also serves as a free parking pass for town residents. Please note, however, not every storm will require a reentry pass to get back onto the island. And, in the case of a major storm, it may be days before we let anyone with re-entry passes onto the island. Our re-entry policy will typically fall into one of three categories: • If an approaching storm does not appear to be a serious threat, we will not order an evacuation. If we do not order an evacuation, we will not control access back onto the island and everyone (pass holders and the general public) will be free to come across the bridge onto Atlantic Beach. This was the case with Hurricane Arthur. • If an approaching storm is serious enough to trigger an evacuation but does not do much damage, everyone (pass holders and the general public) will be free to come across the bridge when we open access back onto Atlantic Beach. This was the case with Hurricane Earl which triggered an evacuation but stayed offshore and did very little damage. • If an approaching storm is serious enough to trigger an evacuation and does significant damage to property in Atlantic Beach, only pass holders will initially be allowed onto Atlantic Beach. This allows you time to inspect and secure your property before the general public is allowed onto the island. This was the case with Hurricane Irene a few years ago. If there is major damage in town, no one (pass holders or the general public) will be allowed back into town until the roads are passable and any public safety threats, such as downed power lines, are removed. Please call town hall if you have any questions about the re-entry pass system. And, please, do not wait to make this call until a storm is upon us.

TYPICALLY, DURING THE heat of summer, it isn’t the optimal time for starting new plants. However, there is one that thrives when planted during the heat of summer – the palm. Thinking of palm trees or shrubs usually brings to mind the tropics, but palms also thrive along the Crystal Coast. There are many varieties of palms and some thought should be given to the location before planting. For example, there are shade-loving and sun-loving palm varieties. You also need to consider the height, will it grow to 5 feet or 20 feet. Below we have listed several varieties that will thrive in the Crystal Coast region, as well as considerations for planting.

Sabal Palmetto Palm

The Sabal Palmetto palm, also known as the cabbage palm, is the state tree of Florida and South Carolina. Although originally it was native to the Gulf Coast, Cuba, and Bahamas, this palm has expanded up the Crystal Coast, as well as across the plains of Texas. The Sabal Palmetto can grow up to 65 feet in height with a trunk of about two feet. This palm can tolerate drought, standing water and even brackish water. It is resistant to fire, floods, coastal conditions, high winds and cold weather and makes a great addition to any landscape because it is extremely easy to care for.

European Fan Palm The European Fan palm has recently become very popular because of its hardiness to cold weather. The European Fan is a slow growing palm that can grow to a height of about 10 feet. It is often used as a focal point for gardens. The leaves of the European Fan palm are either triangular or fan 50

shaped, ranging from blue green to a silvery gray in color. The leaves begin growing first outward and then upward to about 25 inches. However, be careful with the stems as they are covered in thorns. This palm grows best in full sun, although it will tolerate some shade. Unlike the Sabal Palmetto, the European Fan requires well draining soil.

Needle Palm

The Needle Palm is another slow growing fan palm that grows in the Crystal Coast area. This shrub like palm, has a single base with stems growing up and tightly together. Needle-like spines are produced between the leaves and protect the stem from harm. The leaves can grow up to 6 1/2 feet long. This palm is known for its extraordinary ability to tolerate cold. It can adapt to most soil types and is drought tolerant once established. It grows best in full sun.

Windmill Palm

The Windmill Palm, a fan palm, is native to central China, Burma and India. The Windmill palm is a slow-growing, low maintenance, cold hardy and pest resistant palm. These palms can reach heights of 40 feet, although the typical height is between 10 and 20 feet. The palm is ideal for any sunny location and can tolerate drought conditions and many types of soils. Many of us still carry the emotional and mental scars from previous storms, wounded by Bertha and Fran, Floyd and Ophelia … we knew just how bad it could be. After fearful winds, swaying homes on pilings, and thunderous seas, the sun rose on the Fourth of July and dawn’s light showed we had weathered it well. Whether they chose their own voluntary evacuation or sheltered in place, rental guests, homeowners and residents woke up to bluebird skies, a crisp breeze and glorious sunshine for their Fourth of July celebration. The Fourth has always been a special week for us, the pinnacle of the summer in many ways. Everyone reading the town of Emerald Isle’s severe weather updates took heart reading “July 4th Fireworks – Still On, For Now.” Sitting with 30 or so family and friends in beach chairs arrayed in theater style, all pointing east towards the pier for the very best viewing, we watched the Emerald Isle fireworks, small children snuggled on laps, teens and adults clapping and exclaiming, all the while amateur fireworks cascaded up and down the shoreline. We had feasted earlier that evening on bountiful summer foods after a dazzling afternoon on the 52

club news PKS Women’s Club “Volunteers receive no compensation, not because they are worthless but because they are priceless”. ACCORDING TO THE Corporation for National and Community Service over 64.5 million Americans gave over 7.9 billion hours of volunteer service during 2013. Charitable organizations value the energy, talents and dedication of volunteers – rather than consider their time “priceless” organizations actually quantify the value of volunteer time each year utilizing a formula provided by The Independent Sector, a national organization of charitable groups. The formula is based on hourly earnings of nonfarm, nonsupervisory workers and factors in fringe benefits to provide a national average as well as a state by state estimate to demonstrate the immense value volunteers provide. The value of volunteer time in 2013 was estimated at $22.50/hr. nationally; the North Carolina estimate was $21.04. This estimate is acknowledged by the Financial Accounting Standards Board (FASB) and is recognized by the IRS and the Bureau of Labor Statistics. In Pine Knoll Shores volunteerism is a way of life. I became intrigued by the concept of the economic value of volunteerism and decided to focus on one group in the community that embodies the spirit of volunteerism – the Pine Knoll Shores Women’s Club. As an organization, the Women’s Club enhances life in the community through its volunteer efforts, but even more striking is the level of volunteer service that each individual club member provides not just in Pine Knoll Shores but in the larger community. I conducted an informal, albeit unscientific, survey of club members. The results were impressive. With a 48% response rate I was able to determine that Women’s Club members gave over 11,099 hours of volunteer service last year providing a staggering $249,727 of value to the community. The diversity of organizations that benefited from their service included town organizations such as the PKS Parks and Recreation Committee, PKS Planning Board, the Community Appearance Committee, the Shoreline, CERT, the Garden Club, town-sponsored events such as Kayak for the Warriors and holiday celebrations. Countywide organizations were also in the mix including the NC Aquarium, the Bogue Banks Library, Martha’s Mission, Carteret County Domestic Violence Program, Carteret General Hospital, the Salvation Army, The History Place, Beaufort Historic Association, the Humane Society and more. While all these volunteer activities are performed with the intention of helping others there is also the common wisdom that those who give of themselves receive. Recent academic studies have demonstrated that those who engage in volunteer activities receive both physical and mental health benefits from their volunteer work. A growing body of research including longitudinal studies conducted by Duke University, Harvard Medical School, Carnegie Mellon and various health insurance providers indicates that volunteering improves physical well-being, raises self-confidence and self-esteem, encourages friendships which buffer against stress, and increases life expectancy. Follow the example of the women of the Pine Knoll Shores Women’s Club – do something for yourself – Volunteer! Meetings of the Women’s Club will resume on Sept. 26

PKS Garden Club The town gardens in Pine Knoll Shores have never looked so beautiful! Besides being pruned, weeded and covered with handsome dressings of pine straw mulch and nuggets, the brilliant knockout roses, scarlet geraniums, orange marigolds, lavender cabbage and yellow lilies added by garden club members draw the attention of every passerby. At the June 11 luncheon meeting of the garden club, held at the Coral Bay Club, President Donna Belanger thanked Martha Edwards, Lana Hathaway, Susan King and Lois Jean O’Keefe for their many hours of working on the town gardens. At this annual June meeting, new officers for 2014-2015 were installed: president, Donna Belanger; 1st vice presidents, Karen Zaenker and Gini Stambaugh; 2nd vice presidents, Martha Edwards and Lana Hathaway; recording secretary, Jean McDanal; corresponding secretary, Mary Ann Shapiro; and treasurer, Kay Howe. Lana Hathaway gave a very inspiring invocation, and outgoing President, as well as incoming President Donna Belanger thanked her board of officers and committee members for all their dedication and hard work during the past year. She announced the area garden captains for the coming year: Lois Jean O’Keefe – Hereth Garden; Susan King – Roosevelt Drive; Martha Edwards – Oakleaf Drive; Lana Hathaway – Pine Knoll Boulevard; Karen Zaeker – Mimosa Boulevard; Barbara Yankauskas – Dogwood Circle. Martha Edwards reported that garden club members worked a total of 301 hours during the current year. The Bureau of Labor Statistics values gardening work at $22.50 an hour; thus showing that the garden club saved the Town of Pine Knoll Shores $6,772.50 for gardening services this year. Pine Knoll Shores’ 3-day fund raising event, Kayak for Warriors, June 5-7 was well supported by members of our garden club. Three members- JoAnn Shalcross, Linda Langheld and Joy Wray opened their homes for the Pine Knoll Shores Homes Tour held on Thursday, June 6. Linda Langheld and Susan King displayed prizes during the live auction at the aquarium, which followed the house tour. The audience at this Thursday night auction went wild bidding for the gorgeous handcrafted blue and white maritime quilt donated by Karen Zaenker. Other garden club members also donated prizes for this auction. Jean McDanal and Michele Powers were part of the auction team, and Gini Stambaugh guided visitors during the house tour. The 12 truly magnificent waterfront homes on the tour were an addition to Kayak for Warriors this year. It is with much sadness that we report the death of Lenora Roberson, a much beloved member who joined the garden club in 1978 and was an active member till just a few years ago. She was proud of being a World War II veteran and each year conducted the Salute to the Flag when our club celebrated Arbor Day. She will be greatly missed by all our members and the entire community of Pine Knoll Shores. Although the garden club does not meet during the summer months of July and August, members still tend the five town gardens all summer long. Meetings will resume at the town hall in September. turtle tracks Emerald Isle Turtle Nesting on the Upswing THE EMERALD ISLE Sea Turtle protection Program continued to lag behind recent years in terms of sea turtle nests, reporting only one nest by June 1. The month of May was markedly slow in the tally of nests state wide. In June, the state total began to climb, albeit impoverished relative to other recent years. Emerald Isle volunteers were encouraged by the discovery of nests number two and number three on June 17 and 18 in the beach subdivisions off Coast Guard Road. It was especially encouraging to see some the town’s future volunteers actually making discoveries. The crawl to nest number four was made on the evening of July 1 near nests two and three by Ian Lilliston, grandson of coordinator Kevin Geraghty. Then, the following evening, Thomas Willet and Jessica Craig, grandchildren of Jim Craig, spotted a turtle emerging from the surf in the same area. They sprinted down the beach like Olympians to pass the word on to program coordinators and volunteers. That allowed

more visitors and volunteers to see the female loggerhead in the dark and quiet of the beach. By the time the turtle returned to the surf, there were approximately 50 well behaved onlookers. The second half of June was again relatively quiet statewide and without nesting activity in Emerald Isle. However, the arrival of July brought a surge in activity with the discovery of nests number four, five and six, and the spotting of five false crawls. Unfortunately, it also ushered in the visit of Hurricane Arthur. This resulted in the loss of one nest in the Point area and the repositioning of nest five to save it from the waves. Peak nesting activity should continue through the month of July and numerous nests have been laid in early August. So, in August visitors should be on the lookout for large turtles still coming to lay nests and for baby turtles hatching and crawling off the beach. Emerald Isle Sea Turtle Protection Program
