Beating the Streets in Beaufort Folks will be running the streets of picturesque Beaufort on Saturday, July 20 as the 34th Historic Beaufort Road Race takes to Front Street. The event includes a certified 10K run, 5K and 1-mile run and walk, 10K and 5K wheelchair events and a 5K baby-jogger race. Sponsored annually by the Beaufort Old Towne Rotary, the event helps fund scholarships for high schools seniors throughout Carteret County. According to officials, more than 800 participants took part in last year’s event. The 1-mile run and walk begin at 7:30am, the 5K baby joggers and 10K and 5K wheelchair racers take off at 7:55am and the 10K and 5K runs begin at 8am. The Sea Dog 1-mile walk for people and their dogs will be hot on their trails, leaving the starting line at 8:10. Entry fees range from $25 for individuals to $46 for families in advance and $31 and $61 on the day of the event. The Sea Dog Walk entry fee is $16. Entry forms are available by calling 252-728-4583 or visiting beaufortroadrace.com.
Hook & Bones Redfish Open Swansboro Parks and Recreation and Hook and Bones are presenting the 2013 Redfish Open slated for Aug. 10. Registration is being accepted now. This is the largest single day redfish tournament in North Carolina. More than $14,000 in cash prizes will be awarded with a maximum entry of 35 boats and a guaranteed $5,000 first place award. A mandatory captain’s meeting is scheduled from 5:30-7:30pm on Friday, Aug. 9. Buddy Pelletier Memorial Longboard Classic. With amateurs and professionals alike, this annual tradition brings with it a history of friendly competition in a variety of categories. Saturday’s competition is capped off with a beach party and live entertainment and Sunday rolls to a close with an awards presentation. Surfing begins each day at 7am. The competition is held annually in honor of the late Buddy Pelletier, a local resident and a member of the East Coast Surfing Hall of Fame. A top ranked shortboarder in the 1980s, Pelletier returned to his longboard roots

The Battle of Fort Macon Celebrate Fort Macon State Park, July 20-21, as the site welcomes the 1st North Carolina Volunteers for a weekend encampment. In all their pageantry and dress, the group will reenact the fort’s capture on April 14, 1861, bringing the fort back to the vital role it played during the Civil War. Swansboro Parks and Recreation and the Seaside Arts Council are offering a summer camp series at the Swansboro Recreation Center for 7-11 year olds. The camp will be instructed by 25-year visual art educator Captain Wallace. “Sculpted by a SeaWind” will be offered from 8am-1pm July 22-26 with an exhibition at SwanFest on July 28. The camp will focus on traditional fine craft and sculpting skills infused with life by the sea; themes could include coastal creatures, sticks and stones, and seashell pottery. Registration fee is $100 and all supplies are included. Guests must bring a bag lunch and be sure to dress for a mess. Barta Billfish Tournament Returns Tred Barta faced a harsh reality in May 2009, when he suffered a spinal stroke leading to his paralysis. With the help of his supportive wife, Anni, and his persistent positive spirit, he has proven that one should never give up, no matter the circumstances. The Barta Boys & Girls Club Billfish Tournament, the brain child of Barta, is entering its 10th year as the only 100 percent release billfish tournament in the state. Part of the NC Governors Cup Billfish Series, this year’s events take
place July 18-20 in Beaufort and all proceeds are donated directly to the Boys & Girls Clubs of Coastal Carolina. The event perfectly harmonizes with the club’s mission to offer encouragement to all children by allowing them to realize their full potential, much like Barta has learned throughout his journey. “This tournament is designed to give every boat an even playing field, to take time in our busy lives to embrace what sport fishing is all about, to celebrate the wind in our face, enjoy your family and friends and compete at the highest level where we trust our fellow man,” explains Barta on Sportfishermen.com. “If you said you released a billfish, you did. What is your reward? A handshake, a trophy and recognition from our peers that we tried our best and we lost or won honorable. To me, this is what life is really about and what our children need as a base to build on.” The entry fee is $850 for both divisions and $350 for the inshore tournament only. Camp Kids Need You! This summer the Emerald Isle Parks and Recreation Summer Day Camp kids will be hosting several different opportunities for the community to come out and show their support. From 9am-noon on Friday, July 5 the children will host a lemonade sale to benefit the American Red Cross. Everyone is invited to come. The kids will ask for a minimum donation of $1 for a cup of lemonade. From 1-3pm on Tuesday, July 9 the kids will host a recycling drive. Help the kids learn about sorting materials and recycling for a healthier future. Please only bring recyclable materials. Bottles and jars should be rinsed out prior to recycling. The kids will help you sort your recycling and the materials will be used throughout the week for games and crafts. EIPR will properly dispose of all recyclables at the end of the week. Starting at noon on Tuesday, July 16 through 3pm on Friday, July 19 the public is invited to vote for their favorite poster in the annual Summer Day Camp-Day4Kids Poster Contest. Each year, the campers put their best efforts into designing a poster that will receive the most votes. The winning poster will be used on the Day4Kids event T-shirts!

Joyland By Stephen King THIS IS NOT the Stephen King you are used to. “Joyland” is more like Nicholas Sparks, Agatha Christie and “Water for Elephants” mixed together. It is like Sparks in that it is a moving story set in coastal North Carolina. It is like Christie in that it is a classic murder mystery. It is like “Water for Elephants” in that a young man goes to work in a carnival setting and meets a host of interesting characters, then years later recounts his adventure. College student Devin Jones accepts a summer job at Joyland, an amusement park at a beach near Wilmington, in the 1970s. He is trying to get over being jilted by his girlfriend. He becomes entwined in the legacy of a murder, involved with a dying child, and cast together with an array

of fascinating co-workers. Devin finds that he is adept at “wearing the fur” (dressing up as the mascot dog), and at saving lives. Stephen King knows how to tell a story with an economical use of words. This latest work grabs you in the beginning and holds you in its trance until the end. For King fans, there is a healthy dose of the paranormal, but the novel is more captivating than scary. This book has some of the feel of earlier King works, “The Girl Who Loved Tom Gordon” and “The Green Mile.” It is a blend of sparkling prose and clever character development. This novel is part of a series of books called “Hard Case Crime.” Released in inexpensive paperbacks, these novels offer excellent mysteries with an old-fashioned feel, but with modern innovations. King dedicates this book to Donald Westlake, a favorite of crime fiction readers. I suggest that readers visit “Joyland.” It is a place of fun and intrigue. Ride on the Whirly Cups, the Devil Wagons and visit Wiggle Waggle Village. You will not want to miss the Horror House where murder is not a planned part of the dark ride but may be an addition to the spooky venue. You will not be expected to “walk the walk” or “talk the talk” as the staff is, but you will be expected to have fun. If you enjoy a well-crafted mystery you will let Stephen King take you to this literary amusement park.

Fourth of July – Our Peak Reservation Week of the Year WITH THESE GLORIOUSLY sunny days, temperatures in the high 80s and a light southwest breeze, come all the joys of summertime on the Crystal Coast. Our local produce stands will soon heap piles of Bogue Sound melons warm and fresh picked from their fields. Ride around with your car windows down and smell the salty tang of our marshlands at low tide, then fresh, hot hushpuppies as you pass your favorite seafood restaurant. Lines of cars over the bridges to our island look like ants on a log from the vantage point of a deck chair on a soundside dock. Is it really the Fourth of July already? Hitting the beach for a week during the Fourth of July holiday has become a vacation tradition for many of our families. Up and down the North Carolina coast, occupancy levels at vacation rental homes peak during the week of the Fourth as well as for the first week of August, another time families love to vacation before it’s time to return to school year routines. If your vacation rental home is still not booked for one of these ultra-prime occupancy times, you call your vacation rental manager to discuss discounting, right? Not anymore; instead let’s take a little schooling from the hotel and airline industries, both of whom practice yield management to increase their profit margins. Here’s how it works in theory, and then it is up to you to discuss with your vacation rental manager to see if it will be a good revenue fit for your beach home. When you are four weeks out from a prime rental week where the inventory of
available rental homes is over 90 percent occupied, such as the Fourth of July, the old conventional wisdom is to start discounting by 10, 15 or even 25 percent to get that week booked. Yield management theory is to gradually increase the rental rate up to day of arrival as the available beach homes become scarcer than shark’s teeth on the beach. Have you ever priced a flight only to see the price increase by $50-100 or more overnight? That’s yield management. The great deals for flights are when you book months from departure and the most expensive seats on any flight are booked at the last minute. Likewise, hotel rooms booked in advance are your opportunity for a bargain rate. However, if you are looking for a hotel accommodation for college graduation weekend and it is only one week from arrival, be prepared to pay dearly for that nightly rate. Is the Crystal Coast vacation rental home market ready for such an innovative strategy? What gives us confidence in an affirmative answer is our travelers are so Internet savvy we know they are monitoring our travel websites on a daily basis, looking for last minute bargain prices. What if, instead, these same travelers saw across the board rental rate increases the closer we get to America’s favorite week at the beach, the glorious Fourth of July? As my daddy used to say, “God only made a certain amount of waterfront property� and I would add that of the 365 days a year He gave us, some vacation days are more special than others. North River flows south and South River flows north. Perhaps it’s because when you go upriver on the North River, you are going north, and vice versa on the South River. 9. Reverse Drawing is August 17: Grand Prize is $10,000 WOULDN’T IT BE great if someone from Bogue Banks won the $10,000 grand prize in the annual Reverse Drawing, presented by the Carteret County Chamber of Commerce? The Reverse Drawing is Saturday, Aug. 17, at the Crystal Coast Civic Center in Morehead City. It is open to the public, and you don’t have to be present to win … but each $100 ticket admits two people to the best party of the summer season. Doors open at 6pm. Here’s what you get. A full buffet dinner, open bar, silent auction, entertainment, dancing, sideboard drawings and a free cab ride home to any location within Carteret County. Dress is beach casual, but there’s a costume contest with prizes if you want to dress to coincide with the theme for the Reverse Drawing, which is “Surfin’ Safari: A Tropical Fantasy.” “Surfin’ Safari” by the Beach Boys, released in 1962, contains these lyrics: “We’re going on safari to the islands this year … From Hawaii to the shores of Peru … Come on and safari with me.” Let your imagination run free ... with lush, green rain forests, jungle creatures, tropical islands and huge ocean waves where the surfing is wild. Musician Morris Willis is working up his repertoire. Expect to hear a few selections from some of the best surf music bands in the land – the Beach Boys, Jan & Dean, The Belairs, The
Sentinals, The Del-Tones, The Chantays, The Surfaris, The Lively Ones and Forgotten Rebels. We’re putting out the call for all “Carolina Girls” who prefer that shaggin’ kind of music. Here’s how the Reverse Drawing works: Only 325 tickets will be sold. (You can buy as many as you like.) Each ticket has a number, and 325 numbered ping pong balls get placed into the hopper. The balls are drawn one at a time until there are only nine left. (Everyone who has been eliminated can buy any number of “Second Chance tickets.”) A special “Second Chance Drawing” will enable one lucky person to get back into the drawing. He or she is assigned ball “00” and it goes into back into the hopper. We resume the drawing with those 10 balls, until there is just a single ball left, and that person is the winner. (Once we are down to five finalists, they can agree to split the pot. If it is not a unanimous decision, we keep drawing.) Surfrider Foundation – Bogue Banks Chapter IT IS ALWAYS great to see new organizations getting started. In the summer of 2012 several Emerald Isle surfers got together and started looking into forming the Bogue Banks chapter of the Surfrider Foundation. Surfrider Foundation is a nonprofit, 501(c)3 organization. The mission of Surfriders is to protect our oceans, waves and beaches through a powerful, grassroots activist network. Conservation, Activism, Research and Education (CARE) are their fundamental tools. The Bogue Banks Chapter alternates meetings between StirIt-Up Coffee Shop in Emerald Isle and Watermark in Atlantic Beach. They meet on the second Tuesday of each month at 6:30pm. The July, September and November meetings are in Atlantic Beach and the August, October and December meetings are in Emerald Isle. Meetings start at 6:30 and last about an hour. The chapter now has 46 members; started as mostly surfers but now includes moms, dads, surfers, kids, teens, beach lovers and paddlers. Here is a list of things they have worked on and the goals.
1. Several beach and walkway cleanups in both Emerald Isle and Atlantic Beach 2. Placed recycling symbol on all Emerald Isle beach recycling containers 3. Met with five 2nd grade classes at Queens Creek Elementary 4. Creation of a club sign to be placed with the other civic

Prevent cigarette and litter on beaches and in waterways by working with local law enforcement and campaigning to locals and tourists. 6. Decrease our dependence on fossil fuels by preventing further drilling and promoting clean and renewable energy sources 8. Rise above plastics – reduce litter and hazardous waste in our waters by eliminating single-use plastics through legislation and on-theground campaigns 9. Become a prominent fixture in schools to create a culture of compassion toward our environment in future generations 10. End offshore seismic testing that is detrimental to our marine mammals 11. Begin a stringent water quality testing program that highlights potential infrastructure improvements and keeps citizens informed 12. Become a key player in legislative decisions that affect our coast by partnering with other essential organizations 13. Ensure public beach accesses are preserved 14. Move our communities toward cleaner, greener gardening practices to prevent toxic water runoff 15. Involve the community in conserving our resources and protecting our beautiful coast

EMERALD ISLE MAYOR Art Schools recently announced that he will not seek re-election in 2013. Mayor Schools will have served for 12 years when his term expires in December 2013. He is the longest serving mayor in the history of Emerald Isle. Candidate filing for Emerald Isle municipal elections will occur from July 5-19, and the municipal election will be held on Nov. 5.
Hwy 58 Bridge Work Finally Complete
NCDOT and their contractor, Penhall Company, have completed all work on the Hwy 58 bridge, and no more lane closures are required! The town is pleased to have this important project finally completed, and appreciates NCDOT’s and Penhall’s hard work and cooperation over the past 6+ months. Jeff Waters Named New Emerald Isle Police Chief
The town is pleased to announce the selection of Jeff Waters as its new police chief. Waters is a 28-year veteran of the Emerald Isle Police Dept., and had been serving as acting chief since February. He has served as a police lieutenant since 1991 and has been heavily involved in all aspects of the police department during his career in Emerald Isle. He is a lifelong resident of Carteret County, with a deep commitment to the success of the Town of Emerald Isle and its people. Chief Waters was selected from a pool of 140 quality applicants from all over North Carolina and the United States. The town’s search process began in February 2013, and included various activities that led to the appointment of Chief Waters in late May. Chief Waters leads a department that includes 16 full-time sworn officers, three civilians and 12 part-time/seasonal reserve officers providing a full range of police services for a community with a permanent population of nearly 4,000 people that increases to nearly 40,000 at peak summer visitation. turtle tracks THE SEA TURTLE nesting season only really began about mid-May, but by June 1 visitors were already asking where were the big yellow nest markers that they normally notice appearing along the beach. The visitors were seeing what has been all too apparent to the sea turtle volunteers up and down the coast. The number of nests is very low for this time of year. Where have the turtles been? A partial answer has been; still out at sea. The nesting statistics tell much of the story. Last May there were a total of 153 sea turtle nests reported along the coast. This May there were a total of 35 nests along the coast. The main cause appears to be the colder than normal surf waters between the Gulf Stream and the beaches. The good news was that there were not too many cold stunned turtles; the bad news was that few of the healthy turtles were

coming on to the beaches. By June 1, the surf temperature had begun to warm into the 75-80 degree range that is much more comfortable for the sea turtles. Accordingly, workers are hopeful that the sea turtles that have been seen off shore in large numbers will begin to visit the beaches. June 2012 saw 433 nests laid along North Carolina’s entire coast. Workers and watchers are hoping for those kinds of numbers for this June. The Emerald Isle Sea Turtle Program had reported three nests (May 22, May 31 and June 4 by the time this contribution went to press. The volunteers are searching for more every morning. Anyone seeing signs of sea turtles on the Emerald Isle Beaches should call the Emerald Isle Police nonemergency number at 252-354-2021. Update – Hwy 58 Bicycle Path Extension
Construction of the new 0.4 mile segment of the Hwy 58 bicycle path from Hurst Drive to Fairfax Road has still not yet begun (as of June 10). The town’s contractor has been delayed by weather and other factors, but is now expected to begin later in June. Work is expected to be complete by late July or early
August, and town staff and the contractor will be working hard to minimize impacts on our residents and visitors in the construction area. We look forward to expanding the bicycle path network to these areas of Emerald Isle!
Update - New Recycling Containers
The town’s recycling container manufacturer continues to experience significant problems at its manufacturing plant, and has still not been able to deliver new roll-out recycling containers to Emerald Isle. The manufacturer recently informed the town that the new containers should arrive later in June or early July, and the containers will be available at Sound ACE Hardware at that time. The town will not take any enforcement actions for noncompliant recycling containers until later this year in order to provide ample time for property owners to purchase the new containers. We apologize for any inconvenience, and thank you for your patience and cooperation on this issue.

See how sharks really eat in shark feeding programs. Ask divers in the Living Shipwreck about the sharks swimming around them. Get the inside story on shark anatomy in a creature feature. Take your photo in front of an inflatable model of a great white shark, sharpen your wits and win prizes in a shark quiz game, enjoy shark crafts and

Activities are free with admission or membership. Look for four shark species at the aquarium any day you visit. The 306,000-gallon Living Shipwreck is home to two toothy sand tiger sharks. Sandbar sharks and nurse sharks also swim the Living Shipwreck waters. An aptly named bonnethead shark, also called a shovelhead shark, is easy to pick out among the marine life of the Queen Anne’s Revenge exhibit.
Turtle Tuesdays All types of turtles take the stage every week on Turtle Tuesdays. Programs, activities, crafts and exhibits feature these shelled reptiles, both freshwater and saltwater dwellers. Meet various turtles around the aquarium and come out of your shell to compete for prizes in a turtle quiz game. Watch for turtle crafts and activities for the younger set. The summer winds up with a special Sea Turtle Celebration on Aug. 13, spotlighting the rare white loggerhead, Nimbus. Turtle activities are free with admission or membership.

A new disease, laurel wilt, is killing redbay and other related plants in nearby states and has slowly moved over the last two years into a few counties in North Carolina. Redbay is an important tree in the maritime forest, so the spread of this disease into Carteret County would impact the makeup of our local forest ecosystem. Entomologists Stephen Bambara and Steve Frank of NC State University explain that the disease is a fungus, introduced into the tree by a recently introduced ambrosia beetle. Damage to trees from the beetle itself is minimal, and the beetle does not feed on the wood. The beetle instead cultivates the fungus for food! The fungal pathogen resides in specialized pockets within the head of these beetles. The ambrosia fungus is thought to ooze out of that pocket and into the water conducting tissues (xylem) of redbay and other susceptible species when the beetle bores into the tree. Spores of the fungus reproduce and spread within the xylem, producing food for the beetle, and plugging the tree’s water conducting tissue, resulting in wilt. It is not fully understood if the beetles attack preferred locations on trees. Field observations in Florida indicate that the redbay ambrosia beetles can attack smaller branches in the upper crowns of trees, but have also been found on the main stems of apparently healthy large trees. Avoid moving firewood or mulch from redbays and other host plants out of the area from which it originated. Burying, burning, or chipping host tree material may have benefit if the infestation is restricted. Standard chipping may not destroy all of the ambrosia beetles due to their tiny size, but may reduce breeding potential. I also wanted to share with you the following information on Frequently Asked Questions, from the NC Forestry Service. Please note that the forest service requests that you call, rather than send in a sample if you think you have infested trees. This is an effort to prevent possible unintentional spread of the disease or the beetle that spreads the disease.
Laurel Wilt Frequently Asked Questions What is laurel wilt?
Laurel wilt is a fungal disease of plants in the Laurel family that is carried from tree to tree by a small beetle called the redbay ambrosia beetle (Xyleborus glabratus). The disease has killed nearly all of the mature redbay (Persea borbonia), the most widely affected host, in affected areas south of North Carolina. The fungus that causes laurel wilt (Raffaelea lauricola) is very aggressive and mortality is thought to occur in trees attacked by a single female beetle.
How does it kill a tree?
All ambrosia beetles carry a fungus with them which they “farm” and feed upon when they occupy a tree. Most of the time the fungus is not lethal to the tree, however, the redbay ambrosia beetle carries a fungus that is pathogenic, or capable of causing disease, to the trees. When the beetle bores into the wood they easily infect the tree with their fungus. Once infection occurs, the fungus spreads quickly throughout the tree’s vascular system, preventing the movement of water within the tree. Choked of water, trees wilt and die within a few weeks or months of becoming infected.
What plants are affected?
Only plants in the Laurel family are susceptible to laurel wilt. The most severely affected species is redbay, which is 42

a medium sized tree commonly found throughout the eastern part of the state. Other susceptible trees and shrubs in the Laurel family found in North Carolina include sassafras, spicebush, pondspice and pondberry. Pondberry is a federally endangered species and pondspice is a species of special concern in North Carolina. Though not found in this state, avocado, a commercially important crop, is also susceptible to this disease. Mountainlaurel, rhododendron, loblolly bay and sweetbay (magnolia) are not susceptible to this disease.

Where is the disease currently found?
Laurel wilt was first detected in North Carolina in early 2011 and the disease is currently found in portions of Bladen, Brunswick, Columbus, New Hanover, Pender and Sampson counties. North Carolina is the most northerly affected state. The disease was initially detected at Port Wentworth, Ga., in 2002 and has since been causing mortality in Mississippi, Alabama, Florida and South Carolina. coastal report Coastal Federation and Second Wind Offer Kayak/Yoga Adventure BILLED AS ONE of their most popular trips, the NC Coastal Federation will join with Second Wind Eco Tours in Swansboro to host a summer kayak/yoga trip on the White Oak River from 1-4pm on Friday, Aug. 2. Paddlers will launch from the Cedar Point Wildlife Landing in the Croatan National Forest off Hwy 58 in Cedar Point. Depending on wind and tide, the paddle is usually a 20 minute trip and suitable for beginning adult paddlers. The destination is Jones Island at the mouth of the White Oak River, an island preserved and part of Hammocks Beach State Park. Once on the island, participants will learn about the island’s conservation and restoration projects coordinated by the Park and the Coastal Federation. Yoga instructor Cheryl LeClair will lead the group in gentle yoga under the shade of the island’s giant oak trees. A swim from the island’s beach will prepare paddlers for the trip back to the Wildlife Landing. “Partnering with the Coastal Federation enhances the paddle experience for kayakers. Providing education and advocacy to our trips adds value and is a smart way to ensure we can use these waterways for years to come,”said April Clark, owner of Second Wind Eco Tours. YOU MAY HAVE seen some interesting new signs around Atlantic Beach recently. The signs are part of a pilot program we are participating in with a group called Walk [your city] and should make our town a better place for walking and biking. Atlantic Beach is a pretty compact place. We only have about 2.5 square miles of land. As such, it should be a pretty easy place to get around on foot or on a bike. Consider Ocracoke for comparison’s sake. I love to visit Ocracoke. One of the reasons why is that once I get there, I can park my car and I won’t need it until I head home. Atlantic Beach is about the same size as Ocracoke, but walking and biking is not nearly as popular here as it is there. We are working to change that. We’ve developed a long range bike plan with the help of the NC Department of Transportation and will be implementing it over the coming years. Our new signs are the first steps in the process. As opposed to traditional wayfinding sings that simply point you in the direction of an attraction – such as shopping, the beach, food and drink – the program we are currently implementing includes this traditional direction along with a note about how long it will take you to get there on foot or by bike. The point of this approach is to remind people how walkable and bikeable our town is. For example, a sign in my neighborhood near the Oceanana may point me west and state, “The Boardwalk is an 8 minute walk” or “It’s only 12 minutes by bike to the grocery store.” This approach has been well received in the other areas in which it has been implemented and we are excited to be one of a select few pilot programs along with Raleigh and Miami. To learn more about the people behind the idea, check out www.walkyourcity.org. Our new signs also help direct our residents and visitors to safe routes for walking and biking. If you have ever tried to walk or bike through the center of town on Hwy 58, you know it is not a comfortable experience. The widening of the road over time has taken up all of the right-of-way in the center of town, so there is no room left for sidewalks. Our approach is now to direct people to “back roads” in order to get around the congestion at the center of town. For example, Bouge Boulevard, which runs to the north of Hwy 58 can connect the east side of town (at Wilson Avenue) to the west side of Town (at Cedar Lane). Locals often know these alternate routes, but with some good wayfinding signage, visitors will learn them as well. Our long range plans include a lot more than just signage, but I’m excited about working with Walk [your city] to launch our improvements so that you will not have to rely on your car as much to get around Atlantic Beach. You should not have to deal with traffic while you are at the beach, so I’ll see you on the sidewalks.

Summer Safety THE SUMMER SEASON is fully upon us! This is also the time of year when we see a lot of accidents occur. Whether its beach safety, boating safety or hurricane prep, we all need to do a better job of situational awareness. We try to do as much as possible in Pine Knoll Shores to prevent citizens and visitors from getting injured, or worse yet, getting killed. Make sure when you go to the beach that you check out the instructional signs at each location. They tell you where you are, so if you need to call for help you can tell the dispatcher where to send emergency services personnel. They also tell you some of the rules, like no driving on the beach, no glass containers and dogs are REQUIRED to be on a leash. Most towns on the island also have an ordinance against digging holes on the beach. Pine knoll Shores has put a lot of taxpayer money into dune building to protect our town and beaches, so we don’t allow climbing on the dunes or using the sand fence to hang anything on. We take this very seriously and therefore have a $500 fine for climbing on the dunes. The warning flags posted on the beach probably are one of the least understood symbols. This can and has cost lives. Please pay attention to the color of the flag – there are four: Green – Conditions are good for water activity. Yellow – You should exercise caution. Red – Warning that it may not be safe for anyone – even the best of swimmers Black – Stay out of the water. We try our best to keep the flags up-to-date with changing conditions, but common sense cannot be replaced. Always keep

an eye on young children – even if they aren’t yours. It doesn’t take much or very long for Mayor Ken Jones a bad situation to get worse, so respect the ocean and the force that comes with it. Please make sure you understand what a “rip tide” or “rip current” is. Know what your response should be when and if you are swept up in one. You cannot out swim a rip current! Be ready to float and above ALL else, DO NOT PANIC. You will see our PKS Public Safety folks routinely patrolling the beach with a four-wheeler. If you have a question or problem, feel free to give them a wave. They will quite often be the first ones to respond to any emergency. When traveling to and from the beach by foot, please be careful crossing Hwy 58 – Salter Path Road. We have worked for several years to get crosswalks in Pine Knoll Shores – we finally have them at Mimosa Drive and Juniper Road. This is a huge milestone for the safety of our citizens. Traffic on Salter Path Road in Pine Knoll Shores has a speed limit of 45 the whole way – make sure you and your family have ample time to get across safely. If you are driving anywhere on the island pay close attention to pedestrians ... they come from everywhere! Boating safety is often overlooked. The local Coast Guard Auxiliary and the Power Squadron will inspect your boat for free to make sure it is properly equipped with safety gear. Please make sure you have life vests for everyone on board at all times. As you know, we live and play in a fragile and beautiful environment. At the same time it is fun, it can be very dangerous. Please watch out for yourself, your family, and each other, so we can have a painless and happy summer.

IF YOU WANT to find a shark’s tooth or a fossil on the beach in Pine Knoll Shores its best to have Jan Corsello walking beside you. Known for her uncanny ability to locate shark’s teeth and other seaside treasures, Jan, along with shell expert Sheryl Woodbury, were the guest speakers at a recent meeting of the Pine Knoll Shores Women’s Club. In their talk, “From Sea Shells to Shark’s Teeth, Exploring our Local Beaches,” these two PKS residents amazed the audience with their broad knowledge of the treasures to be found along the seashore in North Carolina. Sheryl Woodbury brought along a sampling of her large, spectacular shell collection and highlighted the most common shells found in North Carolina. She explained that the wide variety of shells to be found in our coastal environment is a result of the fact that the range for northern species and southern species of various sea creatures either terminates or originates here, hence the diversity of shells to be found. Corsello, a member of the Fossil Club of NC, Inc, displayed samples of her dramatic fossil collection. She is an avid collector and can be seen regularly walking the beaches with her eyes on the sand. She explained that with our recent beach renourishment projects many prehistoric materials including shark’s teeth and mammal bones have been deposited along our beaches. Sharks shed their teeth regularly so if we look carefully we should be able to locate teeth in the sand along our shore. Remember, next time you find yourself walking the beach be sure to look down and see what treasures you can find – better yet, get Jan and Sheryl to go along with you! The lecture was a wonderful culmination of the Women’s Club’s 2012-2013 program year. Meetings will resume in September when the club’s new leadership will take the helm. At the Installation Luncheon, held at the Coral Bay Club in June, outgoing President Bonnie Ferneau thanked all the club members for their support during her 2 year tenure. She reflected on the club’s Starfish Theme, in which the 5 parts of the starfish represent the club’s mission. “I treasure the unique friendships, our outreach in scholarship, local charities, intellectual enhancement, social opportunities and continued community involvement, she said. Incoming officers for the 2013-2014 year, President Bobbie Hill, Vice President Peggy Knecht, Recording Secretary Betty Thomas, Corresponding Secretary Ronnie Stanley and Treasurer Marion Kutzer were installed by club member and former PKS Mayor Joan Lamson. Hill stressed that the club remains strong because of the continued commitment of all its members. Her powerful message of “Don’t Put it Down, Put It Away” stressed the club’s commitment to always finish the jobs we undertake for our efforts provide energy to the success of the neighborhood we enjoy in Pine Knoll Shores. The club adds value to our members’ lives and our club’s activities enhance our community.
On June 12 the Pine Knoll Shores Garden Club held its annual luncheon and installation of new officers at the Coral Bay Club. Donna Belanger was installed as president; Jean McDanal as first vice president; Lana Hathaway and Martha Edwards as second vice presidents; Mary Ann Shapiro as corresponding secretary; Barbara Williams as recording secretary; and Helvi Larson as treasurer. Club members and several friends from the Women’s Club enjoyed a bus trip to Raleigh on May 8 to visit the J.R. Raulston Arboretum , Logan Trading Company and 18 Seaboard Restaurant. While boarding the bus, each traveler was handed by President Karen Zaenker and her hospitality committee a personalized goody bag containing two homemade prune Danish, two homemade sugar cookies, a bag of trailmix, a York peppermint patty, peanut butter cheese crackers, a bookmark, package of flower seeds and plant food, napkins, Kleenex and Lifesavers. The nationally acclaimed J.C. Raulston Arboretum contains the most diverse collection of cold hardy, temperate zone plants in the southeastern United States. This 10 acre jewel of a garden was built and is mainly maintained by NC State University students, faculty, volunteers and staff. The arboretum is named in honor of its founder and late director, J.C. Raulston Phd., a horticultural professor at NC State, who founded it in 1976. Two knowledgeable arboretum guides, Gail Harris and Melissa Kilpatrick explained to us in detail the facets of the many gardens within the arboretum, and that it is a teaching and research facility for students, the plant nursery industry and the people. As we started our tour, we learned about the nationally acclaimed Red Bud Collection and were impressed with the colorful pink, wine and red flowering trees. Next we viewed the collection of lagastromia indica crepe myrtles with their unusual exfoliating bark. The Chinese Garden contained a Chinese fringe tree with spectacular white flowers and many exotic crossbred hybrids. Nearby was a coastal California redwood, also a thirsty tree. Harris shared with us a very interesting feature of these trees. When one tree realizes that its buddy doesn’t have enough water, it reaches out with its roots to share its own water. We then viewed the magnificent White Garden with its many Indian Hawthorns and white snowbells, so lovely that weddings are held here! The Lath House provides shade and shelter for the arboretum’s many new plants. In the beautiful Rose Garden a fungicide is used to keep the plants bug free; the rest of the 10 acres is designated “No Spray.” The Scree Garden contains handsome rocks, raked sand and drought tolerant plants like cactus and agave. Gardens like this abound in New Mexico and Arizona. Guests and visitors are always welcome to join us at our regular meetings at town hall at 9:30 a.m. every second Wednesday of the month. The garden club does not meet in the summer months, but will be back on schedule in September.

A Celebration of Independent Proportions
T
he day prior to the Declaration of Independence’s approval on July 4, 1776, John Adams wrote a letter to his wife Abigail describing the country’s independence and its celebration: “It ought to be solemnized with pomp and parade, with shows, games, sports, guns, bells, bonfires and illuminations, from one end of this continent to the other, from this time forward, forever more.” The Fourth of July, or Independence Day, is celebrated across the country, and the Crystal Coast has all the ingredients necessary to make it a memorable family holiday. As if the beach and the sun weren’t enough, there is an abundance of special music, fireworks and parades slated to celebrate America’s political freedom as well as those who continue to defend that freedom today. Hosted by Discovery Diving, one of the most interesting July 4th events in the area is the annual Underwater Bike Race to benefit the Mile of Hope, a charity that brings child cancer patients for an all-expense paid weekend at the beach. The race begins at 3pm and occurs on the starboard side of the USS Indra, which was sunk in 1992 as part of the NC Artificial Reef Program. Transportation to and from the Indra is offered aboard the Outrageous V for $65 per diver, but private vessels are also 52
ISLAND REVIEW • July 2013
welcome. A bike decorating bonanza is held at the dive shop prior to departure to the Indra. Prizes are awarded to the best dressed bike and rider with an entry fee of $5 per diver. Post race festivities include a covered dish potluck. Riders can swim, pedal, push or drag their bike to the finish line and only human power is permitted for this fun and wacky trek under the seas. Over in Beaufort, the Fourth of July parade begins at 11am for a picture perfect old-fashioned, small town celebration. Youngsters can be found waving flags along the sidelines as floats, cars, busses and boats pass by tossing candy to the waiting crowds. In Morehead City event center on Jaycee Park, 9th and Shepard streets, with music from The Main Event beginning at 7pm. Guests are invited to bring their own blankets, lawn chairs and other comfort items. Music is also on tap in Emerald Isle, where popular Reggae band Selah Dubb will perform at 6:30pm at the Western Ocean Regional Access. And Swansboro is getting in on the act as well, bringing the Coastline Band to its outdoor stage downtown from 6-10pm. As always, these events are free to attend. Even farther down the beach, Swansboro and Cedar Point partner to bring the community fireworks over the White Oak River. For more information on that event, visit swansboro-nc.org. The Crystal Coast is known for hosting plenty of Independence Day activities for everyone to enjoy. Join family, friends, neighbors and visitors and gather around for one of the many fireworks displays throughout the area or join in the fun at the parade in Beaufort.
Fireworks displays are planned throughout the county and many guests will want to take advantage of local boat tours in order to take in more than one set of fireworks. All fireworks begin at dusk, about 9pm. Guests are advised to arrive early. gardenscape (cont. from page 42) flight, but they can also be moved to new locations through the movement of infested wood. These beetles are wood borers, so they tunnel deep within the host trees. When the host tree dies, those beetles often remain inside the tree. If the killed tree is moved to a new location as firewood or other untreated wood products those beetles can emerge at the new location and start a new infestation. Remember, it only takes one beetle to start a new population.
Where is it from?
The redbay ambrosia beetle is originally from southeastern Asia and was likely introduced in wood products shipped from overseas. The ambrosia fungus carried by this beetle is not known to cause problems for trees in its native range. Laurel wilt most likely spread to North Carolina through movement of beetle-infested wood.

How many trees have died already?
Laurel wilt has caused extensive losses of redbay in affected areas, often killing more than 90 percent of redbay over 1-inch in diameter. Redbay seedlings, however, are plentiful and less readily attacked by the redbay ambrosia beetle.
Will it cause redbays to go extinct?
year-round. Adults are most common from late June through September and less common from fall to early summer.
What can be done about it?
Though redbay are not typically used for commercial purposes, they provide food and shelter to a number of animals including songbirds, turkeys, quail, deer and bears. Specifically, two species of swallowtail butterflies rely almost exclusively on the redbay and spicebush to complete their life cycles. Additionally, this disease could lead to the complete loss of two rare plant species in our state, pondspice and pondberry.
Currently, there is no reliable way to prevent or treat laurel wilt. Insecticides have not been effective in stopping beetle attacks, and fungicides are costly and have to be reapplied annually. Our best weapon in slowing the spread of this disease is to keep infected trees where they are. Do not move dead host material. Even moving chips or tree debris to landfills can spread the insect and disease to new areas. Trees killed by laurel wilt can be properly disposed of by cutting the tree and leaving it on the site, or burying or burning dead trees on the site following all state and local regulations. Saws and equipment used to cut and chip affected trees should be cleaned of tree debris and disinfected before moving to a new site.

Though the long term effects of this disease are unknown at this time, laurel wilt has the potential to drastically reduce redbay populations in our forests.
Why are redbay and other host species important?
The laurel wilt fungus is very aggressive. Once the beetle introduces the fungus into the tree, the tree wilts and dies within a few weeks or months.
What does a tree affected by laurel wilt look like?
Trees infected by the laurel wilt fungus wilt and the leaves will turn from green to reddish- or purplish-brown. These wilted leaves may stay on the tree for a year or more. The disease also causes dark staining in wilted branches and the main stem of dead trees just below the bark. Redbay ambrosia beetles produce very tiny holes in the tree that may not be readily visible without peeling off the bark. Often, small “toothpicks” of sawdust and beetle excrement, called frass, form at beetle entrance holes as the beetles push materials out to excavate living space within the tree. There are other ambrosia beetles that cause dieback in the crowns of redbay and/or create sawdust “toothpicks.” Trees with one or two dead branches may be affected by these unrelated beetles that do not vector laurel wilt.
What do the beetles look like and when can they be found?
The redbay ambrosia beetle is an inconspicuous, cylindrical brown to black beetle about 1/16th inch long. There are multiple generations of beetles each year, so adults can be found

With no effective control for this disease, the best we can do is to monitor this pest and try to limit its spread by educating people on the dangers of moving potentially-infested firewood. There are no quarantines, either federal or state, for this pest in North Carolina. Due to the reproductive capabilities of the redbay ambrosia beetle, it was determined that a quarantine would do little to slow the spread of this disease. The scientific community continues to conduct research to better understand the beetle, the disease, potential control measures, and the long-term impacts of the disease on our forests. We survey for laurel wilt in North Carolina annually, in the winter months. You can find areas where this pest has been found on the latest range map for laurel wilt in North Carolina.
What should you do if you observe dying redbays or sassafras and suspect laurel wilt? Most importantly, DO NOT SEND SAMPLES. Sending samples of potentially infested material could transport the beetle and the disease to new locations. If you think you’ve found a laurel wilt-killed tree in a new area (based on the range map linked above), please contact your county forest ranger for assistance with confirmation and management recommendations, 919-857-4801.

Critical Habitat Proposed For the Loggerhead Sea Turtle THE US FISH & Wildlife Service (USF&WS) recently proposed to designate 739 miles of oceanfront beaches as nesting loggerhead turtle Critical Habitat in North Carolina, South Carolina, Georgia, Florida, Alabama and Mississippi under the perceived auspices of the Endangered Species Act (ESA). All in all, these beaches account for 48 percent of an estimated 1,531 miles of coastal beach shoreline that were evaluated and approximately 84 percent of the documented nests within these six states. Most importantly, however, for our purposes, is that the proposed Critical Habitat area in North Carolina includes 96 miles of beach located south of Cape Lookout within Brunswick, Carteret, New Hanover, Onslow and Pender counties – the Carteret County portion includes all of Bogue Banks. A separate designation encompassing water habitat is anticipated to be released by the National Marine Fisheries Service (NMFS) before July 1. Why two separate designations? Because loggerhead turtles nesting “on the land” are regulated by the USF&WS while the turtles “in the water” are managed by the NMFS. We often reference the USF&WS and NMFS collectively as “the Services.” Loggerheads were first designated as threatened (not endangered) in 1978 and the Services also recently concluded a loggerhead sea turtle assessment and divided the world population into nine Distinct Population Segments (DPS). Each DPS was subsequently classified as threatened or endangered and the Northwest Atlantic DPS that inhabits the eastern seaboard of the US remains threatened. Hence the loggerhead sea turtle has been classified as threatened since 1978 (~35 years) without any Critical Habitat designation; and even on a grander scale, Critical Habitat has been designated for only 661 of the 1,499 U.S. species listed as threatened or endangered throughout the country. So why is Critical Habitat designation being pursued now for the loggerhead sea turtle? The recent actions (the population assessment AND Critical Habitat designations) seem to have been spurred by a series of legal actions filed by the Center of Biological Diversity, Turtle Island Restoration Network and Oceana since 2007 and continue today. This fact alone has given Carteret County and many other coastal communities reason to pause because it is apparent the proposed critical habitat designation is not rooted utilizing the best scientific practices, but rather by the power of the courts. Regardless, Critical Habitat is defined in section 3 of the ESA as specific areas within (or even outside) the geographical area occupied by the species which are; (a) Essential to the conservation of the species and (b) Which may require special management considerations or protection. More specifically, for the proposed “on the land” rule, the USF&WS grouped the primary threats to nesting loggerheads into 12 categories that will necessitate these special management considerations. They include; (1) Recreational beach use: beach cleaning, human presence (e.g., dog beach, special events, piers and recreational beach equipment); (2) Beach driving: essential and nonessential off-road vehicles, all-terrain vehicles, and recreational access and use; (3) Predation: depredation of eggs and hatchlings by native and nonnative predators; (4) Beach sand placement activities: beach nourishment, beach restoration, inlet sand bypassing, dredge material disposal, dune construction, emergency sand placement after natural disaster, berm construction, and dune and berm planting; 56

(5) In-water and shoreline alterations: artificial in-water and shoreline stabilization measures (e.g., in-water erosion control structures, such as groins, breakwaters, jetties), inlet relocation, inlet dredging, nearshore dredging, and dredging and deepening channels; (6) Coastal development: residential and commercial development and associated activities including beach armoring (e.g., sea walls, geotextile tubes, rock revetments, sandbags, emergency temporary armoring); and activities associated with construction, repair, and maintenance of upland structures, stormwater outfalls, and piers; (7) Artificial lighting: direct and indirect lighting, skyglow and bonfires; (8) Beach erosion: erosion due to aperiodic, short-term weather-related erosion events, such as atmospheric fronts, northeasters, tropical storms, and hurricanes; (9) Climate change: includes sea level rise; (10) Habitat obstructions: tree stumps, fallen trees, and other debris on the beach; nearshore sand bars; and ponding along beachfront seaward of dry beach; (11) Human-caused disasters and response: natural and human-caused disasters (oil spills, oil spill response including beach cleaning and berm construction, and debris cleanup after natural disasters); and (12) Military testing and training activities: troop presence, pyrotechnics and nighttime lighting, vehicles and amphibious watercraft usage on the beach, helicopter drops and
extractions, live fire exercises and placement and removal of objects on the beach. This is an extensive list that will impact every aspect of a federal action(s) that take place at or near the beach. The most obvious federal actions include regulatory permits for beach nourishment or FEMA repair, but could also include more indirect federal actions such as those related to the National Flood Insurance Program or national building codes that could be perceived as fostering development in sensitive turtle habitats and therefore requiring changes to these programs. There are many different directions the Critical Habitat designation could lead to but more review at a minimum to wholesale changes to federal actions as a maximum is all in the realm of possibility. The impacts to local beach ordinances and state rules (NC Division of Coastal Management) are also an unknown at this point, but there are very recent examples in Florida where local lighting ordinances were mandated/ imposed as a requisite to receive federal funding for beach nourishment. What has become equally frustrating is the disregard or ignorance by the Services of all the successful conservation measures already in place to protect loggerhead turtles. For instance, coastal governments such as Carteret County have constructed and maintained active shore damage reduction (beach nourishment) projects, which not only provide protection of and benefits to public and private infrastructure, small businesses, the tourism industry, public recreation, and state and local tax bases; but also maintain and enhance habitat for loggerhead sea turtles. These nourishment projects are conducted pursuant to a litany of stringent federal and state regulations aimed to ensure habitat for threatened and endangered species, including the loggerhead sea turtle, is protected before, during and after these events.
Local volunteers, in coordination with the NC Wildlife Resources Commission, also conduct a sea turtle management program whereby sea turtle activity is monitored daily during nesting season, and volunteers assist in protecting nesting sites and during hatching and assist in tending to and collecting data with respect to stranded turtles. If Critical Habitat is designated, some of these existing and successful programs could very well be burdened with additional and unnecessary regulations, and therefore will become more costly, which will increase the threat to the loggerhead sea turtle and its habitat. From a policy standpoint, we are evaluating the USF&WS’s proposed “on the land” Critical Habitat designation and are focusing on; (1.) USF&WS’s failure to include an economic analysis of the proposed designation, an environmental review pursuant to the National Environmental Policy Act, and a consistency determination pursuant to the Coastal Zone Management Act; (2.) USF&WS’s failure to adequately consider existing regulations and programs that ensure loggerhead habitat is protected and maintained; and (3.) USF&WS’s failure to adequately consider the impacts of designating critical habitat on the effectiveness of these successful programs. We will likely conduct a similar evaluation once the NMFS’s “in the water” Critical Habitat designation is released within the next several weeks. This latter designation will surely have implications for our dredging activities and even bigger ramifications for the fishing industries as well.
