Art and Surf Memorabilia on the Block THE BUDDY PELLETIER Surfing Foundation will once again host its Summertime Blues annual Surf Art and Memorabilia Silent Auction from 7-10pm on Saturday, Feb. 27 at the Watermark Restaurant, Atlantic Station. Tickets are $15.

Guests have the opportunity to support a good cause while meeting area artists and bidding on an array of donated art and collectibles for all budgets. The evening will be topped off by dancing to the music of Carteret County-based Free Poor.

The mission of the foundation, which was founded in 1995 in honor of the late Buddy Pelletier, is to help provide for the educational and humanitarian needs of the east coast surfing community and its youth through scholarships and emergency assistance.

Musicians on a Mission After the much publicized earthquake that destroyed portions of Haiti in January, the Haiti Initiative Service of Swansboro United Methodist Church has taken on a new level of urgency. Formed in May of last year, the group recognized that things were dire before the quake – one in every 12 women die during childbirth and one of every five children die before the age of 5. So Ginger Fulcher decided to take action, forming the committee with a clear vision: Help revitalize, rebuild and renew Haiti through maternal and child health initiatives, which include education, public health and medical missions.

Fulcher has been quick to respond to the recent tragedy, bringing together Musicians for Missions ’10, a dinner and concert program featuring more than a dozen area musicians with eclectic musical backgrounds. Slated for Friday, March 5, music will range from jazz and classical to rhythm and blues and soul.

A pig pickin’ style dinner begins at 6pm. The cost is $7 per person or $20 for a family (a couple with young children) and can be purchased at Emerald Isle Parks and Recreation, Swansboro United Methodist Church and via the website, music4haiti.org. Tickets will be $10 at the door. The concert begins at 7pm and is free, however, donations will be appreciated.

Danielle Miraglia will pay homage to the blues with her classic rock stylings and catchy melodies during a concert on Thursday, March 18, in the community room at Swansboro town hall, the former St. Mildred Catholic Church.

The show starts at 7:30pm and tickets are $10.

Miraglia, who grew up on a variety of popular music, from Motown to Led Zeppelin, began playing the guitar at 13.

She released her debut album, “Bad Poetry” in 2001, followed by a second release, “Just Wrong Enough” in 2002.

Her third, a self-released Danielle Miraglia album entitled “Nothing Romantic,” hit the streets in 2005 to rave reviews.

The concert is the fifth offered during the inaugural Seaside Arts Council’s Performing Arts Series. The final concert, Angelo M, is slated for April 15.

Tickets for the Thursday night concert are available at the Swansboro Area Chamber of Commerce and Swansboro Town Hall.

Just in case you miss the concert, Miraglia will perform again at 8pm on Saturday, March 20, at Clawson’s in Beaufort thanks to the Down East Folk Arts Association. Those tickets are $15 for nonmembers, $12 for members and $8 for students and can be obtained by calling 252-633-6444 or visiting downeastfolkarts.org.

Boating Safety Classes The US Coast guard Auxiliary Flotilla 20-10 is offering three recreational boating safety courses. The one-day seminars, planned for March 27, April 10 and 24, provide an overview of recreational boating safety. The class meets the requirements for the new NC state law (effective May 1) requiring that all boat operators under the age of 26 driving a boat with an engine of 10 hp or greater be able to pass a safety program.

The cost is $25 per student and $15 for a second student sharing the same course booklet. Classes will be held at the Emerald Isle Coast Guard Station. Preregistration is required.

Irish Open Set for March 28 It may not be the PGA, but it is an important tournament for Beaufort – at least as far as music lovers are concerned. The 3rd annual Irish Open is slated for Sunday, March 28, at the North River Club to benefit the annual Beaufort Music Festival. Registration begins at noon and tee off will be at 1pm.

The Beaufort Music Festival, in its 22nd year, brings an eclectic collection of free music to the Beaufort waterfront. This year’s event is scheduled for May 7-8.

“The annual golf tournament has become very important,” said board member, Mo Will. “It’s one of our major fundraisers.” And in order to continue bringing the free festival to the streets of Beaufort, fundraising plays a vital role. “It’s a lot of fun … everyone enjoys a round of golf.”

Homes Tour Supports Library Tickets are on sale now for the Friends of the Western Carteret Library’s 13th Homes Tour and Art Show. The tour is slated from 10am to 4pm on Saturday, April 17, and tickets are $12 in advance and $15 on the day of the event.

The tour offers visitors a leisurely view of beautifullydecorated private residences not normally open to the public.

The homes range in style from traditional coastal beach getaways to luxury penthouse apartments at Grande Villas.

Returning this year will be garden tours to showcase plants that flourish in a seaside environment. The self-guided tour, with hostesses at each home to answer questions, also includes an art show and refreshments from 10am to 4pm at the private 10

clubhouse at Land’s End. The Friends of the Western Carteret Library have funded 27 percent of the cost of the library building and has improvements on the drawing board.

“In 2010, we have plans to enclose the covered porch on the east side to increase space for preschool children and teens,” said Cindy Canipe, president.

The planned area will be approximately 22 by 50 feet and will include a restroom and a large sink for crafts. According to the president, the Friends hope to pay for 50 percent of the project with its ongoing fundraising.

Windows to the Beach Rick Babulski will exhibit his interpretation of “Windows to the Beach” in the foyer of the Western Carteret Public Library during the month of March, a merging of old windows with modern beach photography.

He begins with wooden, double hung windows that have been primed, painted and crackled, and then professionally dry mounts his original 20 x 30 inch beach photograph on a secure backing, to the back of the window. Each frame holds “… carefully thought out pictures of the beach, sea oats, sand dunes and other settings,” said Babulski. “When the picture is hung on a wall, the perception is that you’re looking out to the beach. My idea was for those who did not live near the beach or who could only visit on vacation, bring some of that peaceful serenity to their own homes.”

Coastal Report Coastal Federation Holds Plant Sale EVER WONDER WHAT to do with all that water sitting in your yard after a hard rain?

You can find the solution at the NC Coastal Federation’s annual Native Plant Festival on Saturday, April 24. The festival will run from 8am-4pm at federation headquarters at 3609 Hwy 24 in Ocean – about halfway between Morehead City and Swansboro.

One of the features of this year’s festival will be presentations on “How to Build a Rain Garden.” Rain gardens are simple and effective methods for reducing stormwater and coastal flooding.

They are small depressions planted with native trees, shrubs, grasses and flowers that collect, store and infiltrate stormwater.

Expert instruction will be provided by Coastal Federation staff. In addition to presentations, step-by-step directions on recommended plants will be available. Most of the plants available for sale at the festival are suitable for rain gardens, so attendees can learn how to create a rain garden and buy the plants all in the same day.

You’ll want to spend the day at the festival and enjoy all the activities. Carteret County entertainment will be plentiful and include the Beaufort Chanteymen, Brass Consortium, Solar Winds and Frank Gaines. Craftsmen and artists will surround the federation grounds with unique pieces of pottery,

handmade items and coastal art. Refreshments will be available throughout the day.

Of course, the main attraction is the more than 2,000 plants, shrubs and trees. This year’s collection boasts the best sellers of festivals past, as well as some newcomers. And many come with a bonus – like fruit. There will be black cherry trees, elderberry, blueberry bushes and persimmon trees. New to the festival will be American hazelnut, American holly, coastal dog hobble, pignut hickory, winterberry and zenobia.

Members of the Coastal Federation get a sneak peek at the massive plant assortment on Friday, April 23 from 3-7pm.

R E N TA L Signs Mary’s Secret MARY CAMPBELL HARLAN Batten will be best remembered for her smile, a smile that launched 10,000 vacations each summer as she welcomed rental guests who became friends – friends who then became dear homeowners. With her passing this January that first generation of pioneers and entrepreneurs who settled in Emerald Isle in the early 1960s has lost another of their leading ladies.

I like to think of my father and mother as part of an as yet unsung “greatest generation” on Emerald Isle, braving frozen pipes in winter, frequent power outages throughout the year and even melting tar streets on hot summer days! A daughter of the Depression era and a teen while our world was at war in the 1940s, this gave Mary a lifelong appreciation for hard work, perseverance

and a passion for meeting each day with all the strength and courage her Maker had endowed her. Along with the other first families to settle year-round on Emerald Isle, Jim and Mary fell in love with the wild native beauty of our island. An early coastal conservationist, Mary eschewed pampas grass and palm trees when landscaping her yard in favor of the trees, shrubs and grasses indigenous to Bogue Banks. An ardent birder, she enthusiastically observed egrets, herons and all other shorebirds, while feeding song birds and pigeons alike from her aerie, her porch overlooking Bogue Sound. Bird guides were stacked close at hand to discern the less frequent feathered friends that had heard of Mary’s renowned “birdseed café.”

Although I am mourning the loss of a beloved mother and partner in our family business, I wished to share a bit of her story as a way of ensuring her contribution to tourism in Carteret County will be not just remembered, but carried forward in the best possible way. I’ve often been asked the secret of the growth of our family business and am divulging it today.

Through the buoyant personalities of my mother and father, Mary and Jim Batten, all visitors to that little emerald green and red brick office at the corner of 2nd Street and Ocean Drive were not just warmly and effusively greeted, but remembered by name, as were the names of their children, the family dog and, especially, that very special beach cottage that was just perfect for them.

Carteret County needs this legacy now more than ever as we struggle through this current difficult downturn in our economy. If we, too, can learn to practice a radical form of (cont.on page 41)

C O U N T Y Perspective Bogue Banks Properties Gain Recognition for ‘Community Character’ THREE COMMERCIAL DEVELOPMENT projects on Bogue Banks were honored recently as Award of Merit for Development winners by the Carteret County Chamber of Commerce.

Bruce Caldwell of First Citizens Bank, the 2009 chair of the chamber’s board of directors, presented the awards on Saturday, Jan. 23 at the Crystal Ball, the chamber’s annual dinner/dance at the Sheraton Atlantic Beach Oceanfront Hotel.

“This is our fifth year of recognizing businesses, developers, contractors and entrepreneurs within Carteret County whose building construction and/or improvement projects make a positive statement for ‘Community Character,’” said Caldwell. “The winning projects enhance and preserve the unique, coastal qualities that define our communities.”

The Islander Suites, 102 Islander Drive, Emerald Isle, was selected in the Renovation category. Formerly known as the Islander Motor Hotel, the property has undergone almost a “total makeover,” inside and out, Caldwell noted. “The new exterior siding, roofing, trim, railings and other exterior accents give The Islander a nice, inviting, beach cottage look.”

There are 80 units, which have been converted to condominiums that are also rented as guest rooms to vacationers. Amenities include a pool, workout gym, game room, on-site store and an events room that accommodates 137 people. A second phase with 20 units is planned, and construction may begin in 2011.

Accepting the award was Bill Brown of Coastal Building of Morehead City, the general contractor. The developer is Islander

Ventures of Emerald Isle. The principal sales agent is Hamad Realty.

Rental operations are by Bluewater Real Estate.

Winners in the New Construction category included the town of Emerald Isle’s EMS Building and Grande Villas at Indian Beach.

Emerald Isle’s new EMS Building, 7604 Emerald Drive, Emerald Isle, has a Southern beach flavor, from top to bottom. This is a 4,900square-foot, wood-frame building with architectural shingles and accents that add to its curb appeal. Inside is a state-of-the-art EMS station, all built to meet rigorous energy efficiency standards.

The Grande Villas, 1435 Salter Path Road, Indian Beach, is a project that reflects the epitome of luxury in oceanfront living.

“With 86 villas, and a total of 260,000 square feet, this spectacular, up-scale condominium complex oozes with casual elegance and sophistication,” Caldwell said.

Accepting the award was vice president of sales John Burgee.

The developer is Indian Beach Acquisition, the building/landscape architect was JDavis Architects of Raleigh and the general contractor was Weaver Cooke-Rentenbach of Greensboro. Waypoint Real Estate Consulting is handling sales, and Breezy Property Management is the on-site building manager, under the Emerald Isle Realty umbrella.

Coastal Home Gallery in Morehead City was also an award winner.

Coincidentally, the March 11 Chamber Business After Hours is being sponsored and hosted by Coastal Home Gallery, 5056 US 70 West, Morehead City. Owners Jason Yeomans and Brian Bass invite the public to come and browse. C H A M B E R Connection Woody Warren Takes the Gavel As 2010 Chamber Chair WOODY WARREN OF Bluewater Real Estate in Emerald Isle has been installed as the 2010 chair of the Carteret County Chamber of Commerce’s board of directors.

Additionally, Tom Kies of NCCOAST Communications will serve as the 2010 chair elect. Kies, who is a resident of Pine Knoll Shores, is publisher of the Island Review.

This is the first time that anyone can remember that both of the chamber’s top volunteer leaders hail from Bogue Banks communities.

“Our chamber serves all of Carteret County,” Warren said. “So, we won’t be neglecting our friends, neighbors and business associates on the mainland.”

Joining Warren and Kies on the executive committee is treasurer Mal Garland of Sound Bank in Beaufort and past chair Bruce Caldwell of First Citizens Bank in Morehead City.

Warren officially took command at the chamber’s annual meeting, the Crystal Ball, on Jan. 23.

Approximately 200 members and guests attended the event at the Sheraton Atlantic Beach Hotel.

M AY O R ’ S Notes Building Character in Emerald Isle IN JANUARY, I had the pleasure of attending the Carteret Chamber of Commerce “Crystal Mayor Art Schools Ball.” The ball is an annual event where citizens are recognized for their service, businesses are recognized for projects well done and the new officers are installed.

The chamber had several Awards of Merit for Development to recognize businesses, developers, contractors and entrepreneurs whose building construction and/or improvement projects make a positive statement for “community character.” I am proud to say that two of the awards this year were for Emerald Isle projects.

I was very pleased to accept an award on behalf of the town of Emerald Isle for the new EMS building. The building was completed in the fall of 2008, so many of you have already seen it. For those that haven’t, it is a building with a definite southern coastal beach flavor. The 4,900 sq. ft. wood-frame building has architectural shingles and accents that add to its curb appeal.

Inside is a state-of-the-art EMS station, all built with energy conservation in mind. The building contains bays for three vehicles, an up-to-date training room for about 25 students, overnight sleeping facilities for staff and kitchen facilities for staff on duty. The new building has proven very helpful in attracting new volunteers.

The second award for an Emerald Isle project was the renovation of The Islander Suites, formerly known as the Islander Motor Hotel. The property has undergone almost a “total makeover,” inside and out. The new exterior siding, roofing, trim, railings and other exterior accents give The Islander Suites a “nice, inviting, beach cottage look,” as one judge put it. There are 80 units, which have been converted to condominiums that are rented as guest rooms to vacationers. Accepting the award was Bill Brown of Coastal Building of Morehead City, the general contractor.

Also, Woody Warren, one of the owners of Bluewater Realty, was handed the gavel to be president of the chamber for 2010.

This is an honor and also a lot of work and I wish Woody the best of luck in his new role. Julia Wax, owner of Emerald Isle Realty, was recognized with a plaque for her six years of service on the chamber board since she has to rotate off of the board because of term limits.

The Crystal Coast Tourism Authority is the agency that uses the occupancy tax money to promote the Crystal Coast. Julia Wax and I both had to relinquish our seats on the Crystal Coast Tourism Authority Board since we have completed two consecutive terms. I was replaced by Trace Cooper, mayor of Atlantic Beach; Julia was replaced by her daughter-in-law Jamie Wax of Emerald Isle Realty; and Woody was also named to the board to fill a realtor’s seat. I will still remain as an ex-officio member of the tourism board. I know Trace, Jamie and Woody well and I can assure you the TDA Board is in good hands.

~Emerald Tidings~ NC 58 Bicycle Path Construction Continues CONSTRUCTION OF THE NC 58 bicycle path extension began in early January, and will continue over the next couple of months.

The town and our contractor, SunLand Development and Construction, hope to complete construction by Easter weekend.

The 2-mile path will extend from the terminus of the existing bicycle path at Black Skimmer Drive to Hurst Drive on the south side of NC 58. This $500,000 project is funded by the NC Department of Transportation with funding through the federal stimulus program.

Plans Submitted for Redevelopment of Island Harbor Marina The owners of Island Harbor Marina are proceeding with plans to redevelop the marina with improved wet slips, a new dry stack facility, a new retail store and a new waterfront restaurant. Development plans have been submitted for review by town staff and will be considered by the planning board at their February meeting. The board of commissioners will then conduct a final review of the plans after the planning board review is complete.

The new marina will not include a daily boat launching facility, however, the town and the NC Wildlife Resources Commission (NCWRC) are proceeding with the construction of a new public facility adjacent to Chapel by-the-Sea. The owners of Island Harbor Marina have agreed to keep their daily boat launching facility open until the new facility is open in late 2010.

Sand Placement Completed at The Point – Vehicle Ramp Open The US Army Corps of Engineers’ contractor, Southwind Construction, recently completed maintenance dredging in the Atlantic Intracoastal Waterway (AIWW) and placed approximately 64,000 cubic yards of sand at The Point. The new sand widened the beach considerably in this area and has enabled the town to reopen the vehicle access ramp at The Point.

The AIWW is now in good shape for navigation and Town Hall, 7500 Emerald Drive should not require dredging for another 2-3 years. NCDOT To Install Dynamic Message Sign at Emerald Isle Bridge The NC Department of Transportation will be installing two new electronic “dynamic message signs” along NC 58 on both sides of the Emerald Isle bridge. The signs

are an effort by NCDOT to reduce the number of accidents on the bridge and will include messages alerting motorists about completely stopped traffic and slow moving traffic ahead. The signs will also include hurricane evacuation information when necessary in the future.

The sign on the Emerald Isle side of the bridge will be located on the west side of the causeway leading to the bridge, right before the base of the bridge. The town was able to work with NCDOT to preserve all of the established crape myrtle trees along the NC 58 corridor in this area.

NCDOT expects to complete this work prior to Memorial Day weekend.

Emerald Isle Homemakers Club Donates Quilt The Emerald Isle Homemakers Club recently donated a new quilt, entitled “Patches of Our History,” to the town. The new quilt is on permanent display in the lobby of the new town administration building. The town greatly appreciates this donation, and is proud to display the quilt.

Town Maintains ‘Municipal Star’ Designation The town is one of only a handful of local governments in North Carolina to have received the “Municipal Star” designation from the NC Department of Labor (NCDOL), and this designation was recently renewed after a comprehensive inspection by the NCDOL. The “Municipal Star” designation recognizes the town’s commitment to a safe work environment for our employees, and we are very proud of this designation. The town has an active Safety Committee, led by fire chief Bill Walker, and the committee’s and all of our town employees’ efforts have enabled the town to achieve this designation, and more importantly, to minimize the number and severity of workplace injuries among our employees.

TURTLE TRACKS Emerald Isle Turtle Program Looks to 2010 THE EMERALD ISLE Sea Turtle Protection Program is looking forward to the 2010 sea turtle nesting and hatching season. Things kick off with the annual volunteer meeting held from 9-10am on Saturday, April 24, in the Emerald Isle Recreation Center adjacent to town hall. Pam Minnick and Jim Craig will again oversee the program and stress that the most important people in the program are the volunteers.

Those volunteers will begin their early morning searches for nesting sea turtle tracks on May 1 and continue through Aug. 31. They will also begin sitting nests and guiding hatchlings into the surf approximately 60 days after the nests are laid. The Emerald Isle beach is divided into 13 zones so volunteers patrol about one mile of beach on their morning walks.

The program invites area residents and visitors to join in the effort designed to help the survival of these wonderful, gentle and endangered sea turtles. T O W N Meeting Board Expresses Opinion on County Tax Revaluation UPON HEARING THAT Carteret County planned to delay its 2011 tax revaluation, Emerald Isle’s Board of Commissioners approved an additional agenda item and voted to strongly express their unanimous opinion that the county should proceed as originally scheduled. Mayor Art Schools cited the board’s concerns in his letter to Carteret County Board of Commissioners Chairman Doug Harris and the fellow county commissioners. Those reasons are outlined as follows: 1) “The purpose of a tax revaluation is to ensure that all property owners pay their fair share of county and municipal expenses. Real property values within Emerald Isle and throughout Carteret County have changed significantly since the last revaluation. It may be hard to determine current values because of few sales, but it is better to adjust based on available information than to leave values at unrealistically high levels.

2) The high tax values make difficult sales even more difficult.

Real estate agents tell us that potential buyers don’t like paying taxes on a value much higher than the selling price and may walk away from the deal.

3) The most frequent complaints that we get in Emerald Isle are about the high tax values. We were led to believe, and have been telling property owners that properties would be revalued by the county for the 2011 tax year. There are many property owners that will feel they have been misled.

4) Emerald Isle has applied to the NC Coastal Resources Commission (CRC) for an exception to the static vegetation line rule that has rendered many oceanfront homes and/or lots (a total of 168 in Emerald Isle) nonconforming. The tax value on these lots/homes was significantly reduced during the last revaluation because they were nonconforming. We expect the CRC to grant our request at their March meeting and this should result in a significantly higher tax value for these properties and the next revaluation.”

Addressing the board, realtor Everett Long agreed that the next revaluation should proceed on schedule. He stressed that buyers have told him they see no advantage to purchasing now, even though home and lot prices are lower. He explained that any savings realized now would be lost by the time the potential buyer pays higher valued taxes.

Also present at the meeting, County Commissioner Richard Hunt commented that he would relay the message to the county board that it should maintain its original four-year revaluation schedule. Mayor Schools also suggested that the matter be added as well to the county’s board agenda for its next scheduled meeting.

Fiscal Year 2010-2011 Budget Calendar Adopted On a motion by Commissioner John Wootten, the board unanimously adopted the budget calendar for the upcoming fiscal year. This calendar outlines the town’s budget process and included key target dates in the process. The FY 10-11 recommended budget will be presented to the board at the

May 11 regular meeting and three special budget workshop meetings will be held on May 18, May 25 and June 1. The official public hearing on the budget is planned for the June 1 workshop meeting with board adoption planned for the June 8 regular meeting.

Energy Efficiency Improvements Parks and Recreation Director Alesia Sanderson, who also serves as co-chair of the town’s staff-level Green Challenge Committee, outlined goals in seeking reduced energy and water usage in the future. She explained that pursuing these objectives would not result in significant expense to the town and should actually result in savings over time. Two items associated with a $40,000 grant application to the NC Energy Efficiency Block Grant Program for improvements in four town facilities would be matched with $26,723 from the town in its Fiscal Year ‘10-11 budget.

These funds would be used for lighting upgrades, “daylighting” (new windows for solar heat and light) and insulation changes, along with other energy efficiency improvements. For instance, Sanderson explained replacing lighting fixtures from T-12s with T-8s would result in savings since the newer bulbs use less electricity and give off less heat, while still producing the same light. The proposed energy efficiency improvements are projected to save the town $11,543 annually. Motions to adopt a strategic energy and water management plan and a resolution authorizing a NC energy efficiency block grant application approved unanimously.

Beach Nourishment Town Manager Frank Rush asked the board to delay consideration of a motion to approve an interlocal agreement for the Master Beach Nourishment Plan and Programmatic Environmental Impact Statement (EIS). The agreement is associated with the current development of a long-term plan that will guide future beach nourishment activities on Bogue Banks and also result in the issuance of a blanket permit for future beach nourishment activities.

“This permit will enable the county and the towns to secure greatly-expedited permit authorizations for future nourishment events and will help ensure that they can meet future needs in the most economical, expedited, and responsive manner,” said Rush. Rush further requested the board give additional time in order to “tweak” language and get feedback from other towns.

The agreement is specifically requested by the lead federal and state permitting agencies to facilitate this process. The Beach Commission/Shore Protection Office is funding the entire anticipated three-year effort at a cost of approximately $1.4 to $1.7 million.

Bicycle Path Extension The board also opted to delay action on two motions related to budget amendments for the majority of costs associated with the construction of an additional .2 miles of dedicated bicycle path along the south side of Coast Guard Road. As Bogue Banks Water Corporation will soon install a new water line in that area, Rush noted that the resulting clearing and rough grading will make the path easier and more affordable for the town in the future.

AS BRIEFLY MENTIONED and reviewed in last month’s edition of Shorelines, the umbrella organization for the state’s environmental resource agencies (the NC Department of Environment and Natural Resources – a.k.a. NCDENR) hosted a science forum on sea level rise in North Carolina at the North Raleigh Hilton Jan. 14-15. Besides showcasing a series of expert climate and sea level scientists, the forum was used as a platform to release a preliminary report concerning the current and projected rates of sea level rise in North Carolina. Most notably, the report projects sea level rise ranges in 25-year intervals through 2100 that are envisioned to provide a foundation for future policy development and adaptation planning. NCDENR, via the Division of Coastal Management, has created a forum website at dcm2. enr.state.nc.us/slr.html; complete with the agenda, many of the presentations, and the results of a public sea-level rise survey completed in 2009.

As a quick reiteration, global warming and its affect on sea level is an important set of processes impacting barrier islands like Bogue Banks and others along the gentle sloping southeast Atlantic coastal plain. Increasing temperature causes a rise of sea level due primarily to the melting of continental ice packs (or glaciers) and thermal expansion of seawater. Obviously North Carolina’s world famous low-lying estuarine marshes are also likely to feel the repercussions of rising sea level as well. Thus, to no surprise, the NCDENR Sea Level Rise Forum garnered a lot of interest – especially the preliminary report.

So what did this report disclose?

Sea Level Rise Scenarios - The preliminary report was prepared by the state’s Science Panel, a group appointed by the Coastal Resources Commission comprised of geology, engineering and biology researchers and practitioners. The Science Panel Metrics Report included three sea level rise scenarios based upon the best available science: (1) 0.38 m (1.26 ft) by 2100, or a rate of 4.27 mm/year (2) 1.00 m (3.28 ft) by 2100, or a rate of 11 mm/year (3) 1.4 m (4.59 ft) by 2100, or a rate of 15 mm/year However, the blanket rate is 4.27 mm/year (the low range) until the year 2030 when the scenarios begin to diverge – i.e., the rate of sea level rise in each scenario is the same until 2030. This concept is neatly presented in the accompanying graphic (figure 1).

Why Three Different Scenarios? – The recent/historical record utilizing tide gauges and satellite altimetry (water elevations obtained via satellite) demonstrate sea level is rising. Key indicators such as the volume of greenhouse gases in the atmosphere (CO2 mainly) and physical evidence such as increases in the acidification of sea water, increasing rates of glacial melt, etc. indicate the rate of sea level rise we can expect to see for the remainder of this century should increase from its present rate of roughly 3 mm/year. How much more of an increase is the big question, hence the three scenarios that will be modified in the future based on observations of sea level 5, 10, etc. years from now.

Implications (short & long term) – In the short term, and based solely upon the Coastal Resources Commission chair’s comments, we can expect a couple of things, including; (1) a big push for sea level rise and climate education, and (2) a requirement that sea level be taken into consideration when preparing land use plans.

Now for some conjecture... In the bigger picture, many state and federal government agencies are facing a similar sea level dilemma – sea level is rising, but the rate of future rise is difficult to predict, let alone determine its impact on a parcel-by-parcel level, which is what local governments and property owners care about at the end of the day. In other words, there is clamor to do “something” about sea level rise but innocently, no one can tell us exactly what. Thus society is likely going to continue to wrestle with these issues for years to come.

‘Get Hooked’ on Fishing GET THE SKINNY on catching big fish at the annual Get Hooked Fishing School at the NC Aquarium at Pine Knoll Shores. The one-day seminar on Saturday, March 13, packs in a variety of presentations from the pros.

Participants choose up to five sessions and the seminar includes a catered lunch, drawings for fishing gear and giveaways. Vendors are on hand to provide information on products and services.

Cape Lookout Fly Fishers and the Triangle Fly Fishers will demonstrate fly-tying techniques.

Get Hooked begins at 8am and concludes around 4:30pm. All sessions are at the aquarium. Sea Striker and Star Rods are major sponsors of the event.

The fee is $50; aquarium members pay $45. Space is limited and advance registration is required.

Eggstraordinaire The aquarium celebrates shelled beauties of different shapes, sizes, colors and patterns in early April. But, it’s not whelks or turtles in the spotlight – aquatic eggs fill aquarium exhibits for “Egg”stravaganza on Saturday, April 3.

Family members can challenge each other in a scavenger hunt to find and identify animal eggs among the exhibits, rather than scrambling for sweets. Kids can get a realistic birds-eye view by climbing into largerthan-life models of nests and eggs.

All “Egg”stravaganza activities are free with paid admission or membership.

Welcome the New Director The aquarium welcomes new director Allen Monroe. He comes to Pine Knoll Shores from Austin, Texas, where he has been director of operations for the ADM Group since 2004. The consulting firm helps private, state and federal organizations manage research projects and policy development. He has held management positions at the Indianapolis Zoo and the Oregon Coast Aquarium and brings more than 20 years of experience in the operation of public aquariums and the establishment of education, research and conservation programs. He has a bachelor’s degree in wildlife and fisheries science from Texas A&M and a master’s degree from the University of Texas at Austin.

“I am excited to be joining the excellent staff and volunteers at the NC Aquarium at Pine Knoll Shores and continuing the work of inspiring the appreciation and conservation of North Carolina’s aquatic environments,” said Monroe.

Monroe assumes the leadership position formerly held by Jay Barnes. Barnes retired from the state in the fall of 2009, after 20 years as director of the aquarium at Pine Knoll Shores and 30 years with the NC Aquariums.

The aquarium is open 9am-5pm daily. Admission is $8 for ages 18-61, $7 for ages 62 and over and $6 for ages 6-17. Children 5 and under and NC Aquarium Society members are admitted free. T O W N Meeting Council Adopts Amendment for Amusement Facilities ATLANTIC BEACH COUNCILMEN unanimously approved a Unified Development Ordinance (UDO) to allow amusement facilities, including rides, in three zoning districts during their regular meeting on Tuesday, Jan. 19, The decision, which followed a public hearing in which no one spoke for or against the proposal, means amusement parks could be located in the Circle Development, Community Business and Resort Services zoning districts. The primary properties affected are the interior of the old amusement circle, the Food Lion tract owned by the town and the old Jungleland amusement park at the west end of town.

Under the amendment, amusement parks are a conditional use, which means proposals must be viewed and approved by a staff technical review committee, the planning board and the board of adjustment. All permits issued would be good for a maximum of 180 days, but could be renewed.

Mayor Trace Cooper and Planning Director Jessica Fiester said the amendment, modeled in part on a similar one in North Myrtle Beach, SC, was to a large degree the result of complaints that the closure of Jungleland and the transformation of the circle into an as-yet undeveloped mixed-use zoning district have left young people with little to do in Atlantic Beach.

Fiester emphasized that despite a rumor to the contrary, there had been no specific requests to build an amusement center in the town; about 15 people had attended a recent planning board meeting because the amendment was up for discussion and they believed Jungleland was the reason. The old amusement facility has been closed for several years and has been rezoned for condo-tel development, but that development is on hold because of the economy.

Councilman Eddie Briley said that by the end of that planning board meeting, he felt the residents near Jungleland were satisfied that the amendment would give the town sufficient control of noise, bright lights and other potential problems.

Planning board chairman Ray Langley agreed, and said that “everyone in town who has spoken to me directly has been very much in favor of amusements coming back to Atlantic Beach.” Langley added that the conditional-use permit (CUP) language crafted by the planning board is very general and allows the board of adjustment – the final authority on CUP requests – to tailor strong, site-specific restrictions to protect the interests of residents near any potential amusement center.

Briley asked if the public would have an opportunity to speak when specific proposals arise. Fiester said the public can speak at planning board meetings and the board of adjustment must hold a hearing on each permit proposal.

“I think the planning board did a very good job crafting this (amendment), Cooper said. “It’s a perfect example of how our conditional-use permit process works on a site-by-site basis. What’s appropriate at the circle might not be at Jungleland or at the Food Lion property,” and the process ensures those differences can be addressed with specific restrictions.

“I thought this was a good fit for us,” the mayor added. “Maybe instead of weeds growing at the circle we can have a Ferris wheel.”

UDO Amendment for Marinas; Hearing for ‘Tent Campgrounds’ The council, also by unanimous vote, adopted a UDO amendment that regulates development and major redevelopment of marinas, and set Feb. 15 as the date for a public hearing on an amendment that would allow tent campgrounds as a conditional use in the resort services district.

Fiester said the former was largely to adequately incorporate the old marina rules, included in a zoning ordinance written mostly as far back as 1978, into the UDO. 40

“There are really not many changes,” other than the process for getting a permit for a marina, she said.

Under the UDO, a marina permit request will go first to a staff technical review committee, then to the planning board for further review and a recommendation, then to the council for final approval.

The tent campground request came from realtor Alan Shelor, and had raised some concerns before getting a favorable recommendation from the planning board.

Mayor Cooper said the town has not heard any specific proposal from Shelor or anyone else and, in fact, hasn’t heard whether Shelor is still interested.

But Fiester said the planning board didn’t really think a tent campground was economically feasible, but saw no reason not to hold a public hearing on the proposal. Several planning board members, she added, thought there might be some merit to the idea – if rules were tight enough – given the high cost of accommodations for visitors to the coast.

Taxi Request Tabled The council for the second month in a row tabled a public hearing on a proposal by Sammie Turner, former police chief of Morehead City, to operate a taxi business in Atlantic Beach. In December, the hearing was postponed because the town had not provided adequate public notice. At the January meeting, the hearing was postponed until Feb. 15 because Turner didn’t get his notice in time and was unable to attend.

The meeting was the first for new Town Manager David Walker, who the council hired at its regular meeting in December to replace Pete Allen, who retired.

Walker, who hired several of the town’s current department heads during a previous stint about a decade ago, thanked the mayor and council for giving him the opportunity to return to Atlantic Beach. “I’m truly excited,” he said. “I also want to thank Pete Allen, who did an excellent job during the transition. And I want to thank the town staff for doing an excellent job getting me up to speed.”

M AY O R ’ S Notes ‘Entertaining’ a Few Ideas THE TOWN COUNCIL, town manager Mayor Trace Cooper and I recently held a strategic planning workshop to discuss ideas and set priorities for the coming year. Our goal for the day was to leave with a set of short and long term goals that our newly appointed town manager David Walker and his staff could get to work on right away. It was a long day with wide-ranging and fruitful discussions. The following is a summary of some of the items discussed and our goals related to them.

• Entertainment Opportunities. We continue to hear more about the lack of entertainment opportunities in Atlantic Beach more than any other issue. I have listened to comments from year round residents and second home owners as well as many business owners. In an earlier issue of the Island Review, I promised to have some improved family entertainment options on the ground before Memorial Day and I am standing by that promise. Councilman Harry Archer is chairman of our parks and recreation committee that should have held its first meeting by the time this issue hits the streets.

Our long-term goals on this issue involve building a firstclass town park. The details of this project will be driven by input from citizens and visitors. My personal hope would be to develop a park and amusement complex that would provide entertainment for a range of ages and would include features such as a water park and skateboard park. We hope to have the very beginnings of this project on the ground in the coming months, but there will be much more to come in the next year or two.

For the short term, we are exploring the options of temporary amusement parks, community movie nights, weekly surfing lessons and similar ideas to ensure that there is more family oriented entertainment in place for this coming season.

• Beach Access. Although Atlantic Beach has numerous public beach accesses, the success of our beach nourishment program over the past several years has limited the utility of some of our access ramps. In some cases, the walkways cross the first line of dunes, but end before crossing a second, newly formed, dune line. We have committed to a program of renovating these accesses to ensure that everyone can get to our beach without having to climb over dunes. Our goal is to have two accesses renovated by this summer. We will select one access on the east side of town and one on the west to be improved this year. We plan to continue this process in the coming years until all of our accesses are improved.

• Community Center Complex. We realize our activity and entertainment options should not be limited to toddlers and teens. With this in mind we are exploring the construction of a new community center and town hall complex. The building would provide needed upgrades to our town facilities while also providing new community rooms and recreation facilities.

I have been impressed by how many people use Emerald Isle’s community center and think a similar facility would be well-

received in Atlantic Beach. Again, this is a long range project that will require several months of planning. We will soon select a firm to help us with the preliminary planning and design of the building. During this process we will rely heavily on input from our citizens to make sure we provide what you want with a new building. Potential locations for the project include the current site of our town hall, our property at Cyprus Bay Plaza, or our acreage on Highway 58 near the western water tower.

We also made a commitment to continue funding our dredging committee and maintenance dredging operations.

Similarly, we committed to continue developing and executing our stormwater management strategy with both large-scale engineered solutions and smaller Low Impact Development solutions such as rain gardens and cisterns.

The economic environment remains quite unstable. But, the fiscal conservatism of our current council and our predecessors has left the town in a strong financial position. We believe we can leverage this financial strength with available grants, stimulus monies and low interest loans to deliver a lot of bang for your taxpayer buck. I want us to be moving very quickly over the coming months. Despite this rapid pace, we will still require your input on the important decisions we will be facing.

So please continue to attend our meetings and respond to the surveys we will be sending out. And, as always, you can reach me, the town manager or any of the town council through town hall.

The true gift that Mary brought to her island business was that she had a deep understanding that people would return year after year to visit those who had taken the time, like Mary, to ensure that they were always welcomed with smiles, conversation and friendship through her generosity of spirit.

If all of us who work in tourism in Carteret County will share a bit of Mary’s love for joyful smiles, a shared story and the gift of time to create dear friends, then we, too, will have learned Mary’s secret – not just for a successful family business, but for a life well lived and well loved. When you return to your island home in the next few weeks or months, take time to get to know your neighbors and welcome them into your home like family. Prepare your beach home or cozy condo to welcome rental guests as if they were your dearest, oldest friends. Mary would.

T O W N Meeting Board Urges County to Stay on Schedule THE PINE KNOLL SHORES Board of Commissioners voted unanimously to urge county government to stay on schedule with its 2011 property tax revaluation – an adjustment the Carteret County Board of Commissioners has discussed skipping as the housing market plummets.

Mayor Ken Jones added the item to the agenda at the beginning of the group’s first evening meeting of the season, held Tuesday, Feb. 9, at town hall.

While the state requires that counties evaluate property every eight years, Carteret County moved to a four-year cycle in 2006, with its first revaluation completed in 2007.

Next year, knee-deep in a seemingly endless decline in the housing market, the revaluation is once again due, causing the county’s board to question whether or not they want to continue with its schedule that surpasses state requirements.

“We’d really like to encourage them to go ahead with the revaluation,” Jones said. Because of the housing boom in the region just a few years ago, he said many homes were valued at a much higher rate than they would be in today’s economy. Regular revaluations are the only way for tax assessments to follow regional financial trends, he contends. “Without the revaluation, we’re all paying disproportionately,” said Jones.

Commissioner Larry Kacmarick motioned to have the board’s support of the 2011 revaluation made official and Commissioner John Halada seconded the decision.

Interlocal Agreement Under Review Without citing any specific reasons, the board tabled any decision on the interlocal agreement it hopes to form with Carteret County and the Bogue Banks beach towns. Hopes are that Atlantic Beach, Indian Beach, Emerald Isle and Pine Knoll Shores will team with the county in the development of a 30-year beach nourishment plan. The move, which is highly supported by the state, would make permitting and funding easier for future projects by clumping the area together instead of isolating individual towns.

A draft agreement was available during the February meeting, however, the board voiced a need to fully review the document before accepting it. Mayor Jones said the Emerald Isle Board of Commissioners was removing the agreement from the agenda at its monthly board meeting being held the same night, and recommended that his board make a similar move.

“We’re just trying to work out the mechanics to be sure that it’s fair for everyone,” said Town Attorney Neil Whitford.

Having a document in hand is certainly a step in the right direction, Halada added to the discussion.

Right of Way Maintenance Can you park on the side of the roadway in Pine Knoll Shores? How close to the road can your vegetation come?

And what must residents do if the city needs access to the road in front of their home?

Right of ways have continued to be an issue among the quiet tree-lined streets of this beachside community. Reading from the town ordinances, Town Manager Brian Kramer set the record straight – nothing on the property should come within six feet of a paved surface.

The ordinance (46-2) goes on to say that if a resident does plant or build something within the right of way, he does so “at his own risk” and that if the town needs access to the area it must be removed by the owner within 15 days of written notice.

Kramer is making sure all Pine Knoll Shores residents are aware of town policies pertaining to right of way maintenance with an education campaign.

“The prevalent issue here is safety,” he said during the board meeting. Many delivery drivers and maintenance providers are using the space to park utility vehicles, sometimes blocking a large portion of the roadway.

Commissioners agreed that having roadways blocked during emergencies could be potentially dangerous. They also noted that modifications to the landscaping often affects drainage and is a definite factor in roadside pooling during storms.

Tax Liens on the Horizon For the first time the town of Pine Knoll Shores will send delinquent tax bills for 2007 and 2008 to a debt collector in hopes of recouping that lost revenue for the town. This announcement came on the heels of the board’s decision to advertise 2009 tax liens in April.

More than $167,000 in unpaid taxes remain from 2009 alone, but Julie Anderson, director of finance and administration, warned the town not to get too excited about the unbudgeted revenue. What extra money does come in is, in essence, a surplus, she said. However, the budget doesn’t reflect a contingency for funds that are not collected for the current budget year.

Setting Priorities With a variety of hot topics in Pine Knoll Shores, the new board of directors opted to set an annual agenda giving priority to topics of high concern and assigning a commissioner the task of reviewing and presenting the subject matter.

Topics to be discussed in coming months include the resolution of beach accesses, sand tax planning, strategic long-term planning, ILA beach building and dune stabilization, the budget and the Mimosa Bridge replacement.

M AY O R ’ S Notes Taking a Moment to Say ‘Thank You’ AT TIMES I sound like a broken record, but that’s a good thing. We live in a community that is populated with so many talented and giving people. I am always humbled. Our town thrives based on the volunteerism of these talented citizens.

We have had a few changes recently to our boards, committees Mayor Ken Jones and volunteers. I want to say “thank you” to those whose terms have ended and another “thank you” to those who have volunteered to take their place. From our planning board I want to extend a big thanks to John Clarke who will be away to Atlanta for a while. The planning board is lucky to have Ike Pipkin, Paul Payne and Fred Fulcher join them. The Recreational Advisory Committee (RAC) and Pine Knoll Shores owe a huge debt of gratitude to Jo-Ann Shallcross. Jo-Ann chaired the RAC since it started and has provided the leadership for our first two Kayak for the Warriors fundraising events and spearheaded creation of Veteran’s Park. Her replacement is Bonnie Jean Peter, a former town commissioner. Also joining the RAC is Mike Hargett and John Brodman. There were several changes to the Community Appearance Commission (CAC). We’ll miss Bob Angle on the CAC, but we are now joined by Susan Walsh and Norman Trommer as alternates and Rena Kihlstrom and Harold Green are now regular members.

Please join me in thanking those that have served and stepped down and in congratulating those that have stepped up and are now serving.

Your board of commissioners recently adopted a new personnel manual for our town. The objective here was to give our town manager, Brian Kramer, a more flexible tool to manage town employees and help new ones. We are very lucky again to have an expert from within our town volunteer to help us with this arduous task – Barbara Lemons. Thank you for all your professional help Barbara.

Soon you will be hearing more and more about “VIPS,” Volunteers in Public Safety. Our new public safety director Bill Mathias is putting together a program that will allow us to have volunteers help our police and fire fighters with administrative tasks. One of the primary objectives is to free up the front line force to do their jobs and not get bogged down with administrative errands and tasks. This will also help our town’s budget and help build community.

We went to Newport police officer Pete Bocker for help in starting our VIPS program. I would like to extend a huge “thank you” to Pete for all of his enthusiasm and support.

The bottom line here is the citizens in our community get involved and make our town a community where we work and help each other as “One Team, One Town, One Pine Knoll Shores.” Thank you all!

C L U B News Women’s Club Reviews Medical Issues THE PINE KNOLL Shores Women’s Club met Jan. 22 in town hall, where president Linda Strader welcomed members and began the meeting with the Pledge of Allegiance followed by a moment of silence for the Haiti earthquake victims. She reminded the members to invite town women to our meetings to encourage our theme of involvement for better fellowship and service in our community. She introduced Mary Ann Shapiro as the new secretary, replacing Ann Erickson who had to resign due to family medical concerns. Hostesses, Barbara Zaik, Kathy Murray and Marian Kutzer presented a table of refreshments decorated with Jim Shore snowmen and winter snow globes.

Membership chair Barbara Fix reported 58 members in attendance. Scholarship co-chair Moni Bottlinger thanked member Teresa King for her donation of a Celtic cross pendant for the scholarship raffle. Caroline’s House chair Mary Jo Jennings thanked members for their donations of kitchen and bath products for the women in the domestic violence safe house and urged them to continue their generosity for there is much need for them.

Special projects chair Teresa King thanked members for their participation in the Festival of Trees and the work they did for the Pine Knoll Shores Christmas Parade despite its rain cancellation. Women Welcoming Women chair Bonnie Ferneau gave a special welcome to newcomer Linda Pearson.

Arts and culture chair Marian Kutzer announced all upcoming activities in the community. A special note was made about the Bogue Banks Library exhibit in February by member, Lorraine Mc Elroy. Her handmade porcelain doll collection will be on display. Dot Miller noted that the Beach Book Club will review The Book Thief by Marcus Zusak. Between the Bookends will be discussing Their Eyes Were Watching God by Zora Neale Hurston.

Vice president Barbara Bagby introduced her daughter, guest speaker Elizabeth Bagby Agnew DO, who spoke on “Women’s Medical Issues.” Dr. Agnew majored in biology at James Madison University. Upon graduation she had the opportunity to work at the National Cancer Institute as a research chemist.

Fulfilling her goal in medicine, she graduated from the Philadelphia College of Osteopathic Medicine and did her residency in internal medicine in Greensboro where she now works as a board-certified physician in internal medicine. She continues her training as a fellow in hematology/oncology at Wake Forest University in Winston-Salem.

She noted that women’s average life expectancy improved in the last 100 years from 47 to 77 years. Our medical care has improved with screening and treatment and Dr. Agnew addressed what members need to do to take advantage of that care. Primary care involves exercise, smoking cessation, moderation of alcohol use, nutrition with vitamins having doctor approval and vaccinations for shingles, pneumonia, flu and tetanus. Secondary care involves colonoscopy, pap smear, mammogram, blood pressure and cholesterol monitoring and bone density screening. Tertiary care involves making sure our activities for daily living are functioning properly. Memory loss needs to be checked if normal behavior is affected. Depression, decreased vision and hearing, mobility and incontinence issues need to be addresses and can be treated. She urged patients

to ask questions and take notes as they review conditions and medication with their doctors. End of life wishes are also very important to survivors.

Pauly Brown’s report on famous women covered women’s employment within the confines of their homes after World War II. She reminded women about home demonstrations of Tupperware, Avon, Mary Kay and highlighted Sarah Coventry.

Parties hosted by women directors in Sarah Coventry featured quality costume jewelry, which is no longer made, but treasured as vintage pieces such as the necklace she was wearing.

The next board meeting is March 19, 9am at town hall and the regular meeting is March 26, (9:30am social, 10am meeting) featuring member Martha Edwards discussing “Pine Knoll Shores History.” Cook’s Night Out is March 26 at T & W Oyster Bar. The garden club is sponsoring a townwide decorative birdhouse competition named “This One’s For the Birds” that will take place March 5-7. This event is free. Information and entry forms are available at town hall, the library and the NC Aquarium at Pine Knoll Shores.

Tidal Tidbits A ‘Patty’ On the Back for Emerald Isle Emerald Isle is going green in March – and it has nothing at all to do with the environment. For the 19th year, the townsfolk will don their favorite color and welcome guests to their very own Emerald City for the annual observance of St. Patrick’s Day. With a modest population of just under 4,000, the undertaking sees the small island town literally bursting at the seams as it pulls some 20,000 visitors for the one day event. But Brittany Wood, recreation coordinator for the Emerald Isle Parks and Recreation Dept. thinks she knows exactly why it has become so popular.

“It really and truly is the epitome of fun for the whole family,” she said. “You’ve got the children’s rides, duck pond and climbing wall and all that then on the other end you have the beer garden and music. In between it all, of course, there’s this great collection of arts and crafts and food and booths of all kind.”

“It’s a great lineup of music this year,” Wood said. “While keeping everything family friendly, we try to be as diverse as we can with the entertainment.”

At 11am the young people will head over to the Gold Stage for the popular Mr. and Miss Leprechaun Contest. With divisions for tots age 2-3 and 4-5, the contest judges originality, costume creativity and overall stage presence. There’s a $15 entry fee to participate. Contestants must preregister by filling out a form at Emerald Isle Parks and Rec or printing it off from the website emeraldisle-nc.org/stpats and dropping it by the office. While each entrant wins a small prize, the winners each receive a $50 savings bond.

“I’d have to say that’s really one of the favorite parts of the festival so we’re looking forward to a lot of entries,” said Wood.

But what’s her favorite?

“The food is really one of my favorite parts,” Wood said with a chuckle. “There’s everything from barbecue sandwiches to corn on the cob – and it’s all wonderful. We get a lot of registration requests each year and we try really hard not to have more than one booth with a certain kind of food or a similar craft or game. We want to offer as much variety as possible.”

FOR THOSE OF us who are fortunate enough to live on the Crystal Coast, we know there is plenty to do and see right here. But for a change of pace, it’s nice to head out of town to experience new things, especially if it’s only a 45 minute drive.

New Bern, North Carolina’s second oldest town, is celebrating its 300th anniversary this year. New Bern residents invite everyone to join them in their celebration. With an area so rich in history and heritage, there are many exciting activities planned each month.

The kickoff to a year’s worth of celebrations took place this past New Year’s Eve with First Night, a day-to-night “arts-based, family-oriented” celebration with more than 30 events that concluded with fireworks downtown.

Reptilian Retreat A German reptile collector has been jailed for 14 weeks and must pay the equivalent of $3,540 in fines for helping himself to some of New Zealand’s wild gecko and skink populations, a judge has ruled, and will be deported to Germany upon his release.

Hans Kurt Kubus, 58, was caught attempting to board an overseas flight with 44 geckos and skinks in a hand-sewn package concealed in his underwear. He admitted to trading in exploited species without a permit.

The geckos were said to have been worth 2,000 euros ($2,800) each on the European market.

Biting the Hand that Helps You Police in Colorado arrested a 28-year-old man accused of passing out in a McDonald’s play area and telling his two children to bite the officers who were trying to arrest him.

Colorado Springs police said officers had to use a Taser on Joshua Alger to subdue him after he allegedly passed out drunk while the children were playing.

Police said Alger refused an officer’s request and instead told his children to “bite the officers’ faces off.” Alger has a previous arrest warrant for failing to appear in court on a charge of obstructing a police officer. He now also faces charges of second-degree assault on a police officer, resisting arrest and marijuana possession.

If this is a typical year (is there such a thing any more?), our last freeze will be between Feb.25 and March 12, and our last frost will be between March 20 and April 6. In reality, we know that the last date for either might be a few weeks before or a few weeks after those dates. But no matter, because the changing light, the new spring birds and our internal clocks are telling us that spring is very, very near and we all are getting ready for it.

Now is a great time to test your soil, mulch your perennial beds and enhance your annual beds and vegetable gardens with compost. The soil is calling!

Why do we test our soil, apply compost and fertilize? It is because plants need certain nutrients to live and thrive. Here is a good summary of the key nutrients, as described by M. Ray Tucker, agronomist, in 1999 in the NC State University publication “Essential Plant Nutrients: their presence in North Carolina soils and role in plant nutrition.”

“Plants will use essential elements only in proportion to each other, and the element that is in shortest supply – in proportion to the rest – will determine how well the plant uses the other nutrient elements.”

Knowing the nutrients required to grow plants is only one aspect of successful crop production. Optimum yield also requires knowing the rate to apply, the method and time of application, the source of nutrients to use and how the elements are influenced by soil and climatic conditions.

The primary nutrients – nitrogen, phosphorus and potassium – are commonly found in blended fertilizers such as 10-10-10, or equivalent grades. Primary nutrients are utilized in the largest amounts by crops, and therefore, are applied at higher rates than secondary nutrients and micronutrients.

The secondary nutrients – calcium, magnesium and sulfur – are required in smaller amounts than the primary nutrients. The major source for supplementing the soil with calcium and magnesium is dolomitic lime (aglime), although these nutrients are also available from a variety of fertilizer sources. Sulfur is available in fertilizers such as potassium and magnesium sulfate, gypsum (calcium sulfate) and elemental sulfur.

Micronutrients – iron, manganese, zinc, copper, boron and molybdenum – are required in even smaller amounts than secondary nutrients. They are available in manganese, zinc and copper sulfates, oxides, oxy-sulfates and chelates, as well as in boric acid and ammonium molybdate.

But, the long term importance of this exposĂŠ will ensure it a place in the long tradition of tell-all books about well known personalities. The lasting value of this particular book is that it documents the dichotomy between public persona and private reality which confounds most of us who seek to ďŹ nd leaders we can trust.

The reason for this choice of book to review is that this particular revelation of indiscretion is so close to home for those of us who live in North Carolina.

The ďŹ rst part of Young’s account of his association with John Edwards provides an insider’s view of politics in the Tar Heel state. The author, son of a prominent minister in the Triangle area, describes the quick ascendancy of the trial lawyer who became the junior senator from our state. Readers learn of how much those who admired Edwards’ populist views invested themselves in his early political success.

Of course, the main dynamic of this book is the downfall of the former vicepresidential and presidential candidate through the revelation of his affair while his wife was ďŹ ghting cancer.
