Make Valentine’s Day History

Coo Coo for Cocoa Fest DIVE INTO DECADENCE this month during the 8th annual Carolina Chocolate Festival, held at the Crystal Coast Civic Center Feb. 6-7. The event includes everything from cooking demonstrations and gourmet dinners to luxury spa treatments. And, of course, experience the star of the show in every form imaginable – chocolate cakes, chocolate tortes, chocolate bars, chocolate truffles and much more.

The festival was created by the late John Green, who envisioned nonprofit groups working together, hand-inhand, to organize an event as partners and in turn reap the benefits. Proceeds from the 2010 event will support the Carteret County Domestic Violence Program, Ginger’s House, 4H, White Oak Church, the Beaufort Woman’s Club, Beaufort Sister Cities, Broad Street Clinic, Carteret General Hospital Volunteers, Potters for Parkinson’s and the Girl Scouts. Over the last seven years, the festival has raised more than $200,000 for 30 local charities.

The event is scheduled from 9am-6pm on Saturday, Feb. 6 and from 10am-3pm on Sunday, Feb. 7. Tickets are $8 for adults and $2 for kids 5-12; children under 5 are admitted free.

In addition to the two day affair at the Civic Center, a collection of special ticketed events are planned. Returning again this year will be “Tee off for Charity and Chocolate” at Brandywine Bay Golf Club on Friday, Feb. 5. Golfers can enjoy a round of golf and lunch, which will include chocolate desserts, for $40. Friday evening offers “An Evening Wrapped in Chocolate” at Shepard’s Point restaurant in Morehead City to benefit the Boys and Girls Club of Coastal Carolina. Tickets are $160 per couple and the event begins at 6:30pm. The following day, the “Chocolate Spa” will open at noon until 8pm at the Sheraton Atlantic Beach, offering facials, mini-massages, manicures and more all served with champagne and gourmet chocolates. Tickets are $60 and reservations are required. Also on Saturday, the “Champagne & Truffles VIP Party” will be held on the Civic Center 8

The Beaufort Historical Association, celebrating its 50th anniversary in 2010, will open its doors and showcase the authentically restored homes and buildings of the Beaufort Historic Site from 2-4pm on Feb. 7 for its Valentine Membership Drive Party. This popular annual event welcomes current and prospective BHA members with a unique Valentine’s party held on the grounds of the Historic Site, located in the 100 block of Turner Street.

Each of the site’s restored historic buildings depicts a different aspect of life for early Beaufort residents. To enhance this experience, each building features a different food and drink for guests to enjoy, along with an on-site expert to answer questions about the history of the structure and its furnishings.

Down East Feast February can be a tough month to get through on the coast in North Carolina. The fun winter holidays are long gone, it’s one of the coldest times of the year and the summer seems an eternity away. This is why it’s the perfect time to go to the Gloucester Mardi Gras, an annual Down East event that gets people talking, dancing and consuming some delicious cuisine.

The Mardi Gras will begin at 11am on Feb. 13 at the Gloucester Community Center at the corner of Pigott and Ferry Dock roads, and is the 17th in its history. Preparations, including vegetable chopping and a music jam, begin the night before, with the main event getting underway the next morning. In addition to gumbo, there will be deep fried turkey, crawfish and plenty of side dishes. The feast is announced with a Fools Procession, and the Zydeco band Unknown Tongues takes the stage at 3pm.

The Gloucester Mardi Gras has plenty for the children to do too. One such example is the eating of the king and queen cakes. A small doll is baked into each of two cakes, and when the cake is cut and served, the boy who finds the doll in his piece is deemed the king and the girl the queen. The two receive a coronation and their parents have to bake the king and queen cakes next year.

Of course, the event also includes plenty of beads. Like always, the Mardi Gras is free, though donations of both food and money are appreciated. All are welcome. “We have a procession and there’s music all day long,” said Barbara Garrity-Blake, one of the founders of the event. “It’s designed for families, it’s during the day and it’s done by 6pm. It’s just a good community gathering.”

Food Fight One of the county’s most popular fundraising events, Empty Bowls of Carteret County, is gearing up for its annual luncheon, between 11am and 1pm at the Crystal Coast Civic Center on Feb. 17. Tickets went on sale Jan. 4, so those without one better hurry, as they don’t stick around for long.

Empty Bowls helps raise money for soup kitchens and pantries in Morehead City. For the event, potters of all stripes – amateur, student and professional – donate handmade bowls, while area restaurants donate soups. For a $15 ticket, attendees get to pick out a bowl and chow on two bowls of soup. Last year, the charity, raised $10,000 for Hope Mission, a soup kitchen ministry, and Martha’s Mission Cupboard, which provides food packages to families in the county.

Can’t get a ticket? There are still ways to help. Empty Bowls of Carteret County, which is now in its seventh year, is looking for donations to help offset their costs for use of the Civic Center and clay for students. The charity is also looking for more potters to participate and restaurants to donate soup. For more information, call 252-240-9841.

An Abundance of Blues The Down East Folk Arts Society continues to keep the musical flame burning this winter with Beaucoup Blue, a father-and-son duo based out of Philadelphia. Bridging many gaps in American music, their soulful traditional and contemporary styles mesh into an innovative and authentic sound. Although blues is a staple in their repertoire, their love for music spreads to folk, soul, R&B, jazz, country and bluegrass. A handsome range of instruments, like six- and 12string guitars, slide guitar and a round neck resonator guitar, combined with two soulful voices, encompasses a rich and honest feel, noticeably influenced by familial ties.

Coastal Report Jones Island: Development Threat Leads to Nature Sanctuary JONES ISLAND IN the White Oak River is a good example of how we here at the NC Coastal Federation work. What started as an effort to prevent the uninhabited island from being developed will end with a protected sanctuary that will teach people about the beauty and wonders of our coastal rivers.

To understand how that happened, you first should know that everybody here does a little bit of everything. Our advocacy, education and restoration and preservation programs are so tightly intertwined that a project started by one program often begets another headed by a different program. While the staff goes through a rigorous process each year to outline future goals, we’re not so bound by the resulting plan that we can’t react quickly to unforeseen opportunities.

When it all goes right, we end up with something like Jones Island.

A landowner on the island at the river’s mouth near Swansboro planned to develop his land and received the blessings of the Onslow County Board of Commissioners, which reluctantly agreed in 2003 to rezone his land to allow residential development. The precedent was set. The late Bryan Harper, the other major private landowner on the island, then put his six acres up for sale, hoping to attract a residential developer.

But Harper was a local boy. He had owned the land on the island for more than a decade and had lovingly cared for it – clearing underbrush, preserving the stately live oak trees, mowing and pruning. He built a cabin and several other structures, dug a well and a septic tank. He used his land as a primitive campground for kayakers and canoers. He really didn’t want to see it developed.

Frank Tursi, our Cape Lookout Coastkeeper, called Bryan to ask if he would like to sell his land to the federation instead. We would then donate it to Hammocks Beach State Park. Bryan was thrilled by the prospect and worked with us for the year it took to secure a grant from the state’s Clean Water Management Trust Fund to buy his land and several smaller tracts.

We got the grant in 2005. As part of the deal, North Carolina’s office of the National Audubon Society also donated the 10 acres (cont.on page 41)

No. 2 Befriend your vacation rental manager. If you don’t already have a personal rapport with someone at your vacation rental management office, make the effort and you will be rewarded with a special level of service. We all work harder and smarter for those we get to know. Larger offices may have dedicated homeowner teams and you may already have your favorite go-to gal or guy to advocate for you.

No. 3 Discover the joys of having your vacation rental income electronically transferred into your bank account. It sounds so simple but many homeowners still are receiving their income by a paper check, which must travel 2-5 days through the mail and then necessitates you making a trip to the bank to deposit. With online banking and electronic transfers, wouldn’t you like to see your

money be available on deposit within hours instead of days later?

No. 4 Spend some quality time with your housekeeper early in the season. Just by taking a few hours in the spring to walk through and discuss how you like things to be for your rental guests upon arrival, your housekeeper will develop that personal rapport which will enable them to do their best on your behalf during those hot, humid, awful checkout days in August.

No. 5 Join the VRBO (Vacation Rent By Owner) website, but make your vacation rental manager the contact to handle the rental inquiries. I know it sounds great at first to not have to pay the agency commission to your vacation rental manager, but we are the best qualified to screen the rental guest, take their credit card or check payment, check them in and, most importantly, be there for those middle of the night emergencies. If you are the contact then you have all the hassles of taking those phone calls from the disgruntled guest yourself.

No. 6 Be a good listener when your vacation rental manager calls to discuss any guest service or other issues with you. Time poverty is a stressful reality for all of us but when you fail to return phone calls, ignore e-mails and think the problem will just magically go away, in reality the problem, and your rental guest’s negative reaction, is escalating rapidly.

No. 7 Take to heart any advice your vacation rental manager offers.

Just as you would never ignore advice from the other professionals you rely on such as your accountant, your attorney or your doctor, heed the recommendations made by your vacation rental professional. By doing so, I promise you will improve your rental (cont.on page 41)

C O U N T Y Perspective Carteret Residents Aim High To Become ‘Complaint Free’ THERE’S A MOVEMENT under way to make Carteret County “Complaint Free” in 2010.

So far, about 800 local people have experienced better living by striving to quit complaining, according to Herb Pierson, pastor of Crystal Coast Unity Church in Morehead City and a resident of Pine Knoll Shores.

Pierson and fellow “Complaint Free Champions” are bringing in the top gun for a speaking engagement, which is free and open to the public, at 3pm on Sunday, Feb. 21, at Joslyn Hall on the Carteret Community College campus in Morehead City.

The Rev. Will Bowen of Christ Church Unity in Kansas City, Mo., will be here to talk about his best seller, “A Complaint Free World,” as well as his newly published sequel, “Complaint Free Relationships.”

“Rev. Bowen’s idea started small,” Pierson said. “He challenged his church to go 21 consecutive days without complaining – using a purple bracelet to keep track of their success.

“The rules are simple: put the bracelet on your wrist and see how long you can go without complaining, griping or whining about something. When you catch yourself complaining, and you will, switch the bracelet to the other wrist and your 21-day count starts over.

“It’s not an easy task,” Pierson said. “Rev. Bowen took four months to accomplish his own challenge, but it’s a challenge that has now been accepted by 6.2 million people from 90 countries around the world. It changes our personal outlook and is good for our pocket book, relationships and business bottom-line.

“It took me about five months to accomplish the challenge,” Pierson said. “It was enlightening to see just how much I complained and how little of it was actually important. I complained about the weather, my health, which is actually pretty good, politics and too much more. Now, my conversations and my life are much better and my prosperity has increased in many ways.”

M AY O R ’ S Notes And the Awards Go To …

I WAS FORTUNATE to be part of two important award ceremonie recently. The Mayor Art Schools first was the Local Leadership Award presented to Emerald Isle Town Manager Frank Rush by the East Carolina Council of Governments at their annual awards banquet in December.

Over the years, there have been many projects for which Frank could/should have been nominated. Projects like beach nourishment, channel relocation, stormwater management, bicycle paths, etc. The most recent accomplishment and the one for which he received the award is the boat launching facility that will be built next to Chapel By The Sea. Frank identified land that was suitable for the project, which was not easy. However, the hard part was bringing together six different funding sources for a total of $4,250,000, the environmental agencies, the Emerald Isle commissioners and mayor, the town attorney, and the three sellers to an agreeable set of terms. That is a lot of people to get on the same page.

The end result will be a boat ramp owned and operated by the Wildlife Resources Commission with four launching ramps and parking for 120 or so vehicles and trailers. This will be a facility that will be enjoyed by many generations to come. Thank you Frank for your extraordinary efforts on this project.

The other ceremony was the presentation of the Long Leaf Pine Award to Pete Allen at the County Commissioners meeting on Dec. 14. Pete served as Emerald Isle mayor, administrator, town manager, and commissioner; county manager and commissioner; and as Atlantic Beach town manager. He began his public service career as county administrator in Franklin County in the 1970s. The award was a surprise for Pete, so the event was not widely publicized.

However, there were a significant number of friends/ coworkers from Emerald Isle, the county and Atlantic Beach in attendance.

The Order of the Long Leaf Pine is among the most prestigious awards presented by the governor of North Carolina. It is given to individuals who have a proven record of extraordinary service to the state. Contributions to their communities, extra effort in their careers, and many years of service to their organizations are some of the guidelines by which recipients are selected for this award.

When Pete was elected Emerald Isle mayor in the mid 1980s, he said he “was the best PR man Emerald Isle ever had.” As he moved on to the county and Atlantic Beach, he expanded that to all of Carteret County. Pete lives in Emerald Isle and as the weather warms up, I know we will see him out and about. Thank you Pete for all of your years of public service.

I wish everyone the best life has to offer in 2010.

~Emerald Tidings~ Town Receives Another Grant for New Public Boat Launching Facility THE NC MARINE Fisheries Commission recently approved a $500,000 grant to the town to assist with the land purchase for the new public boat launching facility. This grant program, the NC Marine Resources Fund, is funded by proceeds from the sale of saltwater fishing licenses by the state.

This grant brings the town’s total grant funding awarded for the land acquisition to $3.45 million from five different state and county sources. The NC Wildlife Resources Commission has also committed to fund the estimated $800,000 construction cost for the new facility.

The new public boat launching facility will be constructed on 23 acres adjacent to Chapel

By The Sea near mile marker 18 on Hwy 58. The new facility will have four launching ramps and parking for nearly 120 vehicles and trailers. Construction is expected to begin in late spring, with the facility open to the public in fall 2010.

Update - Static Vegetation Line Exception The Board of Commissioners will formally consider the town’s static vegetation line exception request in January. If approved by the board, the request will be forwarded to the NC Coastal Resources Commission for its consideration at its March 24-26 meeting in Sunset Beach.

The town’s static vegetation line exception request will outline past nourishment history in Emerald Isle, ongoing monitoring efforts, future sand sources, and future funding sources to continue beach nourishment activities for the next 25 years. If this request is approved, the static vegetation line currently used to determine oceanfront setbacks along the eastern six miles of Emerald Isle’s oceanfront will be replaced by the actual first line of stable vegetation. This change could potentially return many of the 171 nonconforming lots and structures in eastern Emerald Isle to conforming status, depending on the amount of dunes and vegetation present on-site.

Rain, Rain Go Away!

The last couple of months have been very challenging from a stormwater perspective in Emerald Isle. The town received unprecedented rainfall totals during this time, with stormwater impacts far greater than any of the past hurricane events in the 1990s and 2000s.

All totaled, the town received more than 35 inches of rain over the last seven weeks of 2009. To put this in perspective, the average annual rainfall total in Emerald Isle is approximately 55 inches for the whole year!

The town faced significant stormwater flooding issues in several areas on multiple occasions over the past seven weeks. The town’s Public Works staff worked very hard during all hours of the day and night, and all days of the week, to address flooding concerns as quickly and Town Hall, 7500 Emerald Drive effectively as possible. the most people in the shortest time.

Because it’s obviously not cost effective to provide a pump to every property owner with standing water in their yard, the town’s pumping efforts focused on clearing public and private streets only. Perhaps the most limiting factor is having an acceptable and legal place to pump the water. In some cases, there was simply no publicly owned land nearby, and the town can only pump water to private property with the consent of private property owners. Federal and state laws and regulations also limit the town’s flexibility to pump stormwater to the ocean and sound, and in some cases those laws and regulations do not allow the town to pump in certain areas.

In the vast majority of cases, the main problem, which is still ongoing and will be for some time, is that the groundwater table is very near or already above the ground surface, and the water simply has no place to go. The vast majority of “stormwater” problems in Emerald Isle are actually groundwater problems.

Aside from a much larger system of fixed groundwater pumps in numerous locations (at significant expense), there’s not much that can be done other than to wait for the groundwater table to subside to normal levels. Having said this, the town continues to pursue plans for additional fixed pumps in the areas most chronically impacted.

Sand Placement at The Point Southwind Construction, the US Army Corps of Engineers’ dredging contractor performing work in the Atlantic Intracoastal Waterway and nearby channels, is currently working in our area. Dredged sand is being placed on the beach at The Point, and will further help to stabilize this area.

An estimated 75,000 cubic yards of sand is being placed in the area between the Channel Drive public access walkway on the oceanfront and around The Point to the Coast Guard Channel. Southwind expects to complete all work by the end of January, and the town expects to be able to reopen the vehicle ramp at The Point later this winter.

T R AV E L Log Community Embraces Return of Afghan Women HAVING JUST FINISHED an arduous schedule of completing their semester finals, 38 gifted young women came to Emerald Isle for winter recess (intercession). There, they reconnected with friends in a place visited before – a place they have come to look at fondly. It was a return to a beautiful beach community where they could relink, share stories and relax before resuming their studies.

With the aroma of spices in the air, the young women cooked meals from their homeland and shared their culture, their laughter, traditional dances and joy with a community that has come to embrace them. Acting as “House Mothers,” Emerald Isle’s Mickey Henrickson and Diane Schools brought their talents for arts and crafts, making earrings and sharing their week with these extraordinary women. Activities were arranged by the Initiative to Educate Afghan Women

coordinator, Alicia Baucom, who lives in Cedar Point, and Laura Lee Davis, program supervisor with Emerald Isle’s Department of Parks and Recreation.

Those events included bowling, swimming, and flying kites – an activity not done by girls in Afghanistan. With long flowing streamers, a colorful assortment of kites played in the air. Don Dixon of Kites Unlimited was on hand, along with several kite enthusiasts, to guide their launch and give tips on how to manage them while aloft. Marza, who studies at Meredith College in Raleigh, showed a talent for flying a colorful sky skimmer, and explained she had helped her brother bring his in during a competition at home.

When asked what he would think about her handling this kite, she smiled and said, “Oh, he would be very proud of me.”

One Woman Makes a Village That feeling of personal pride is one of the special things each young woman has achieved. Marza will return to Afghanistan, bringing with her a global knowledge and awareness, along with an excellent education. The experience each of these gifted young women gains will in turn enrich and broaden the horizons of her people, as well as build a brighter future for her country. Since 2002, Paula Nirschel, founder of the IEAW, has utilized her vision and placed her energy into a project most would have found impossible. She has discovered that the people of Afghanistan are warm and generous and these women will enhance their culture to its fullest.

“One woman makes a village,” Nirschel explains. “And, these women are their country’s future.”

T O W N Meeting Static Line Exception Adopted TOWN COMMISSIONERS UNANIMOUSLY passed a resolution adopting the static line exception report during the board of commissioners’ regular meeting, held Tuesday, Jan. 12.

Engineer Tom Jarrett was on hand to present the report to the board, outlining the town’s past nourishment activities, project performance and monitoring. He gave a detailed review of the town’s 2003 beach nourishment project and the touch-up projects for Hurricane Isabel in 2004 and Hurricane Ophelia in 2007. Maps also showed the static vegetation line currently in effect between Scotch Bonnet Drive and the Indian Beach town line. The report reviewed the performance of past nourishment activities and considered the future nourishment needs in neighboring communities to ensure adequate sand sources are available to all on Bogue Banks.

The total estimated cost for beach nourishment during the 30-year planning period is $187.2 million for all communities on the banks.

For the town of Emerald Isle, the report relies on three funding sources to meet this expense – state funding, Carteret County room occupancy tax revenues and Emerald Isle tax revenues.

The report also recommends the establishment of new special district tax rates of three cents for oceanfront and inlet-front property owners, and one cent for all other property owners in Fiscal Year 2011-12. Funding for the project would be met by both the county and state.

Three scenarios were presented outlining the contributions that could be made and showing the cost to the town. In a best case scenario the cost during the next 30 years would be $4.2 million (5 percent); however, $8.5 million (10 percent) is more likely and the worst case scenario would be $21.1 million (25 percent).

Town Manager Frank Rush asked the board to preliminarily approve the tax increase for the greatest cost, because it is reliable. He also stressed that such a plan demonstrating the town’s willingness to maintain its coastal beach would leave it in a better position to remain eligible for federal assistance, when and if emergency situations arise.

Mayor Pro Tem Floyd Messer commented that such a plan could be regarded as “long-term care insurance.”

This report will be submitted to the NC Coastal Resources Commission (CRC) for its review in March. If approved by the CRC, the static line in place along the eastern 5.9 miles of oceanfront in Emerald Isle would be removed and the actual first line of stable vegetation would be used to measure oceanfront setbacks. The application of the actual first line may return many of the 171 perpetually nonconforming properties in this area to conforming status.

Town Prohibits Beach Equipment on the Strand Overnight Having received numerous complaints that beach tents, canopies, and other equipment not only detract from the aesthetics of the beach, but may also be harmful to sea turtle nesting activities, unsafe, and affect the ability of others to fully enjoy the beach, Rush

presented an ordinance to the board in an attempt to prevent further occurrences.

That amendment requires all unattended beach equipment be removed from the beach strand on a daily basis between the hours of 7pm and 8am. Anything left will be removed and disposed of by town personnel. It also includes a requirement that equipment maintain a 20-foot separation from frontal dunes, emergency vehicle and public access points and sea turtle nests. Rush noted that some exceptions will be made from time to time.

After hearing comments from several property owners, an amended version (Sec. 5-103 Exceptions) included the wording that the town manager, or his/her designees, shall have the authority to grant exception to the requirements of this article for oceanfront property owners upon presentation of a written request outlining the reasons for said exceptions for limited duration special events or other reasons in the general public interest.

Commissioner John Wootten made the motion with approval of the amended version. The motion passed unanimously.

Bicycle Paths and Pedestrians Jill Searcy, representing the EI Business Association and chairman of the town’s Bicycle and Pedestrian Advisory Committee, presented a check to the town for $3,000. Raised from proceeds of the 2009 Emerald Isle Triathlon, the money has been earmarked for bicycle and sidewalk projects. She also presented a new master plan which recommends a total of 7.9 miles of new paths and sidewalks in the future. Searcy noted that the town has already received honorable mention, but would like to see it get bicycle friendly status in the future. Messer made a motion to adopt the Capital Project Ordinance Amendment and adopt the Bicycle and Pedestrian Master Plan. Both passed unanimously.

Sale of Property Approved The sale of town-owned property at 218 Cedar St. (site of the former EMS Station) for $350,000, of which $63,000 represents two Craven County parcels for exchange, passed unanimously. Wootten made the motion authorizing the sale and Maripat Wright made the motion authorizing the exchange of real property.

Other Business Messer made a motion to reappoint Wootten to the Eastern Carolina Council’s General Membership Board, and it passed unanimously. The ECC meets twice annually to oversee and allocate funding for senior services, community and transportation planning and the Economic Development Administration.

Police Chief Bill Hargett introduced telecommunicator Brooke Breen and police officer Shane Mathis as new additions to the EI Police force. Breen holds a bachelor’s degree from NC State in zoology and Mathis recently completed his basic law enforcement training from Coastal Carolina Community College. Parks and Recreation Director Alesia Sanderson introduced the department’s new employee, James Sobel. An avid fisherman, Sobel hails from Michigan and has an extensive background in building maintenance.

What is Sea Level?

THE SHORELINE OF course is that rare place in the world where three of the four “spheres” of the Earth meet – the atmosphere (air), the hydrosphere (sea), and the lithosphere (land) – the biosphere is the fourth sphere. One could also argue that in most places, the boundary of the sea is the least static of all the spheres, i.e., sea level is constantly moving up or down – everywhere.

Also, considering we live on the Earth’s surface and 71 percent of this surface is water (95 percent of which is sea water) and roughly 40 percent of the world’s population lives within 60 miles of the sea, we tend to care about the current, past, and future positions of sea level for a host of reasons. Those reasons cover a vast spectrum of socioeconomic needs including agricultural production, sustainable water supply, petroleum hydrocarbon (oil and gas) formation and burial, marine mineral and rock extraction, tourism, coastal heritage, and of course shore protection to name a few.

And finally, the topic of global warming and its affect on sea level is dominating everyday media and blogs all over the internet. It’s an important phenomenon impacting barrier islands like Bogue Banks and others along the gentle sloping southeast Atlantic coastal plain because increasing temperature causes a rise of sea level due primarily to the melting of continental ice packs (or glaciers) and thermal expansion of seawater. That’s as far as we’ll dive into that subject for now.

So transitioning smartly into our next segment – if sea level is so important, then how do we define it? The following is a delicate attempt to answer this question.

Glacio-Eustatic Sea Level – the portion of sea-level movement (rise or fall) only attributable to the melting or uptake of water in the world’s glaciers.

Relative Sea Level – the measurement of the sea surface incorporating glacial melt/uptake and other dynamics such as land movements and sediment supply. So for instance, in areas where mountain building is occurring, the land may be rising at a rate close to that of glacio-eustatic 30

sea level. Thus the relative sea-level surface is balanced and the rate of movement is close to zero. Conversely, in areas where land is subsiding (sinking), sea level may be considered “rising” at an enhanced rate because glacio-eustatic sea level is rising and the land is sinking.

These first two definitions are obviously more “earth-process” driven. The next series of terms are more datum focused, meaning a base elevation is used as a reference to reckon heights or depths. When discussing sea level, a series of tidal datums (not the word “data”) are used as standard elevations, which are defined by a certain phase of the tide. The following are just a few definitions.

Importantly, these tidal datums are normalized to the National Tidal Datum Epoch (NTDE), which is a specific 19-year period adopted as the official time segment over which tide observations are taken and reduced to obtain mean values. For instance, “mean high water” along Bogue Banks is +1.1 feet above sea level using the NAVD 88 coordinate system. The present NTDE is 1983 through 2001.

Mean High Water (MHW) – the average of all the high water heights observed over the NTDM. Mean Higher High Water (MHHW) – the average of the higher high water height of each tidal day observed over the NTDM. Remember all tides are not created equal.

Mean Low Water (MLW) – the average of all the low water heights observed over the NTDM. Mean Lower Low Water (MLLW) – the average of the lower low water height of each tidal day observed over the NTDM. Mean Sea Level (MSL) – the arithmetic mean of hourly heights observed over the NTDM. Another realm of sea-level height measurement, and an important one for communities along the Atlantic Coast, is related specifically to water levels produced by low pressure systems (e.g., tropical cyclones) out at sea – storm surge and storm tide.

Storm Surge – the increased height of water attributable to a low pressure system pushing water onshore, e.g. 8 feet of storm surge.

Storm Tide – the storm surge plus the height of the predicted “normal” tidal cycle above mean sea level. E.g., the storm surge was 8 feet but with the high tide that afternoon, the storm tide height was 10 feet above mean sea level.

From a policy perspective, this little summary of sea level purposely coincides with a forum the NC Department of Environment and Natural Resources (NCDENR) is hosting on Jan. 14-15 regarding sea-level rise in North Carolina. Importantly, the forum includes a release of a preliminary report detailing current and projected rates of sea-level rise in the state.

The report will project sea-level rise ranges in 25-year time slices through 2100 (i.e., 2025, 2050, 2075, and 2100). NCDENR will likely use these metrics as the foundation for future policy development and adaptation planning.

Aquarium Offers Warm Hearts on Wintery Days

WANT SOMETHING MORE than roses this Valentine’s Day? “Dating, Mating and Romance in the Animal Kingdom” on Saturday evening, Feb. 13, offers an entertaining exploration of the sometimes strange mating rituals of aquatic creatures.

Test your romantic skills with humorous games and trivia. Get the insider’s scoop on love at the aquarium. Find out who’s wooing whom among the aquatic animals, and who’s laying eggs.

You don’t have to be part of a pair to enjoy these activities focused on animal attraction and Mother Nature’s matchmaking – singles and couples are welcome. Decadent desserts and coffee are provided; wine is available for purchase.

The event begins at 6:30pm and is $25 per person – adults only, please. Advance registration is required and space is limited, so call early to get in on this sweet occasion.

When the weather outside is frightful, the aquarium is delightful!

The aquarium is open 9am to 5pm every day. Dive shows, live animal programs and animal feedings are presented twice every day, free with admission. Parents with young children can appreciate two other free programs – Toddler Time at 10am Wednesdays, and for preschoolers, Story Time at 9:30am on Fridays. Free programs do not require advance registration.

If you want something more on a chilly Sunday afternoon, become an Aquarist Apprentice. Participants spend three hours with aquarium staff behind the scenes, preparing animal food and participating in daily care and maintenance activities. If you don’t have that much time on Sunday, try the 45-minute Aquarium at a Glance behind-the-scenes tour.

Children’s programs, opportunities to feed the animals and other activities are available throughout the week. These programs require additional fees and advance registration. Call or check out the Pine Knoll Shores programs section of the website for more information.

‘Get Hooked’ on Fishing Get the right angles on your favorite kind of fishing with the aquarium’s fourth annual “Get Hooked” Fishing School.

The one-day course on March 13 is packed with presentations by experienced anglers on all aspects of the sport. Sessions include pier and surf fishing, offshore bottom fishing, beginner and advanced fly fishing, fishing the Crystal Coast, fishing for king mackerel, trout, flounder and red drum, and knot-tying.

All sessions are at the aquarium. The fee is $50; $45 for aquarium members. Advance registration is required.

Call early – space is limited.

Registration includes participation in up to five sessions, a catered lunch, free goodies and drawings for fishing gear. Agencies and businesses of interest to fishermen and boaters will be on hand also. Sea Striker and Star Rods join the aquarium in sponsoring the fishing school.

Winter weather is great for exploring the aquarium’s two nature trails, and colorful signs installed this year can help you interpret the woodland and wetland wonders you encounter. Tidbits of history, ecology and folklore complement conservation messages. Watercolor illustrations depict plants and animals in natural settings. The Alice Hoffman trail is accessible from the Marsh Walk – aquarium admission is required. Hikers are not required to pay admission to enjoy the longer Roosevelt Trail, accessible from the aquarium parking lot.

The Aquarium is open 9am-5pm daily, closed Christmas Day and New Year’s Day. Admission is $8 for ages 18-61, $7 for ages 62 and over and $6 for ages 6-17. Children 5 and under and NC Aquarium Society members are admitted free. Program fees discounted 10 percent for aquarium members. Garden Scape What Can You Do in the Garden in February?

WINTER STILL BRINGS plenty to do in your garden. Below is a list that will keep your yard alive and growing all year long: Lawns If you feel the need to maintain a lush, weed-free lawn (OK, as lush as warm season grasses such as Centipede, Bermuda, and St. Augustine will allow) and if you have had summer annual weed problems in the past, February is the time to apply pre-emergent herbicides. These herbicides do not kill those winter annuals that already are growing and that will take off as soon as the weather begins to warm (such as annual bluegrass), but instead will prevent the establishment of new summer weeds from seeds that are resting in the soil now. These pre-emergent herbicides work not by keeping the weed seeds from germinating, but by keeping the newly germinated roots from establishing themselves in the soil. It therefore is important that you recognize that the herbicide that keeps these new weeds from establishing also will prevent new grass seed from establishing, and will likewise inhibit establishment of any new surface roots springing from your existing grass as it spreads into new areas.

As always, before you use an herbicide, try also to determine why your grass is thin enough to allow weeds to thrive. Is your soil pH wrong for the type of grass you are trying to grow? Are you watering just a little on a daily basis during the summer, instead of the recommended deep watering once or twice a week? Are you adding Nitrogen fertilizer more than one time a year to Centipede, a grass that thrives in a low Nitrogen environment? If you don’t correct these problems, your grass won’t ever stand up to the weeds, and you will simply be on a rotation of herbicide after herbicide, without ever getting the thick, healthy lawn you seek.

Shrubs and Trees Prune out dead and sick branches. Gently prune to shape plants.

(But please don’t just cut the tips off and make a meatball shaped row of shrubs, as this leads to shrubs that have only a thin layer of leaves around a center of brown branches. Reach into the plants instead, and prune back to the natural base of limbs and twigs.) Don’t, however, prune shrubs that flower early in the spring, as you will end up cutting off the branch tips where your flower buds are hiding. Prune early spring flowering shrubs, such as azaleas, after they flower this spring. Clean up any fallen fruit, nuts, limbs, or twigs, as these may harbor insect or disease pests.

Vegetable Gardens It is time to plant peas (English and Sugar Snap), onions, carrots, and lettuce. Keep harvesting greens that overwintered. Pull up spent winter crops, and prepare the soil for the big spring planting that is just around the corner.

Backyard Hens The days are getting longer, and egg production should start to pick up soon. Make sure the hens are getting a balanced ration, and that they have a dry spot to dust bathe, and an area to scratch and peck. Don’t let them loose around your newly planted garden, as they will dig up each and every new seedling.

Backyard Bees The first blooming trees of the spring should start blooming soon.

Make sure the bees have enough honey stores to hold them over until that new source of nectar is available. If the bees already are into their top box of stores, consider feeding some sugar syrup to make sure they do not starve now, after making it through the worst of the winter. Watch for the bees to fly on any stray warm days that sneak into the month.

Enjoy the last of the lazy days of winter. Spring and all the wonderful work of the gardens is just around the corner.

T O W N Meeting AB Council Hires Walker as Manager ATLANTIC BEACH COUNCILMEN on Monday, Dec. 21, named David Walker as town manager to replace the retiring Pete Allen, effective Jan. 4, 2010.

The 5-0 vote to sign a contract came during the panel’s regular monthly meeting, and marked the second time the beach town has hired Walker, who employed several of the town’s current department heads during his previous stint about a decade ago.

Mayor Trace Cooper said that just as the town had looked far and wide before settling on then-interim manager Allen as its best choice about two years ago, the panel recently had interviewed other well-qualified candidates before choosing Walker.

Mayor Pro Tem Harry Archer – who the council reappointed to that position during its post-election organizational session earlier in the meeting – said there had been “intense” discussions before councilmen reached a consensus to hire Walker.

“I was reticent because we were getting in good resumes and the ads were still running,” Archer said. “But we came to a consensus ... decided this would be most beneficial to the town.”

Councilman Eddie Briley said he was “amazed” by the quality of the council’s interview with Walker, even when compared to interviews with other good candidates.

“The man knows his stuff,” he said. “He’s been manager in Kinston – he did an excellent job – and he was manager in Morehead City for 10 years. I think he’s going to do this town a good job.”

Councilman Vada Palma said Walker had hired “great” department heads during his previous leadership in Atlantic Beach, and noted that he has a deserved reputation for being able to save money and bring in “big bucks from grants,” both crucial during tough economic times. Briley and Cooper said Walker is known as a manager who gets things done, an important consideration for a council that hopes to “pick up the pace” and “turn up the heat” to solve nagging problems, such as stormwater management, during the next two years.

Walker, whose contract does not specify a time period, will receive a salary of $70,000 per year, plus traditional benefits, such as a $200 per month allowance for instate travel.

The entire council voiced high praise for the departing Allen, who has also been mayor of Emerald Isle, manager of Emerald Isle and a Carteret County commissioner.

All council members – who swept out six incumbents in the 2007 election – stressed that Allen’s vast experience in government had been of great benefit to them.

Council Reverses East Boardwalk Closure In the other big action of the night, the council by a 5-0 vote ended, at least temporarily, the long-running and emotional saga of East Boardwalk. The vote reversed a previous council’s 3-2 decision to close the west end of the street to help pave the way for the planned Ocean King hotel project on the east end of the old amusement circle.

Residents of the street and Ocean King LLC have sparred through lawsuits, and while the town, the developers and some residents have sought compromises, none have stuck. Most recently, a state Superior Court judge gave the town 45 days to finally resolve the matter, a period that expired Jan. 14.

In a briefing at the start of the discussion, the town’s attorney, Derek Taylor, noted that both the town and the LLC had agreed to extend that 45 days to 180 days, but the judge had not yet signed off on the agreement.

Mayor Cooper, the son of Ocean King owner and developer A.B. Cooper, sought and won recusal from the discussion, at which point Archer, who took over the meeting in his capacity as mayor pro-tem, pushed for action.

All the parties, Archer said, have worked for two-plus years to solve the impasse, to no avail. “I don’t see what difference a few extra days is going to make,” he said.

Briley argued to continue to seek the judge’s approval for the extension.

“There are some things ongoing (with the proposed development),” he said.

“There’s a possibility that it won’t need to be closed. There’s been so much time and effort put into this. I hate to see us vote now. I’d rather wait and take no action tonight and have a special meeting if necessary.”

But other councilmen, including Trish Ide and Palma, said it was time to act.

They noted that although further legal action might ensue, they favored keeping the street open. Finally, Palma made that motion, Ide seconded, and it passed 5-0.

Archer stressed that the town would continue to explore reasonable alternatives, and would “at any time,” welcome a new request from Ocean King LLC.

Panel Approves Water Agreement Also during the meeting, the council by a 5-0 vote approved an agreement to tie the town’s water system into the Pine Knoll Shores system. Marc Schulze, public services director, said the agreement would benefit both towns, especially in the event one town’s system stopped working during a hurricane or other disaster. Pine Knoll Shores commissioners are expected to vote on the agreement in January.

The council, after a public hearing during which no one spoke, approved amendments to the town’s statemandated Coastal Area Management Act land-use plan. The amendments reflect zoning ordinance and map changes included in the town’s new Unified Development Ordinance.

Councilmen also agreed that their regular meetings in 2010, except for the January session, will be at 6pm on the third Monday of each month. For the past two years, because Allen had a conflict, the council had met on the fourth Monday of the month.

T O U R I S M Barometer Crystal Coast Growing Rapidly as Popular Wedding Destination THE BEAUTY OF Crystal Coast beaches serves as a backdrop for all kinds of events and activities year-round. The smell of salt water, a soft wind blowing and sand between your toes as you listen to the waves roll in … it’s no wonder that more and more couples are choosing the Crystal Coast for a romantic beach wedding.

Even with the slower economy, the bridal industry remains steady with some local florists reporting they were each engaged in over 150 weddings last year!

The Crystal Coast Tourism Authority (TDA) continues to capture a larger share of the bridal market by various marketing efforts including the recent development of a full color wedding brochure and trade show banners with stunning local photography. TDA executive director Carol Lohr and group sales director Cathy Adair are considering participating in bridal trade shows, which offer great networking opportunities and chances to showcase our area as a premier wedding destination.

The Crystal Coast is featured on bridal websites such as theknot. com, an all inclusive wedding planning site, as well as ad placements in several national brides’ magazines with collective readerships of approximately 600,000.

Many area businesses are dedicated to providing wedding services for all budgets and tastes. The Tourism Authority website, crystalcoastnc.org has a listing of local wedding planners, ministers,

it owned on the island to the state park. As a result, more than 70 percent of the island is now protected.

But the park received no money to maintain the island or to offer any programs there. That got us to thinking. Todd Miller, our executive director; Dr. Lexia Weaver, our regional coastal scientist; and Sarah Phillips, our regional educator, all sat down with Paul Donnelly, the superintendent of Hammocks Beach. They conceived a plan that was later formalized into an official agreement with the state. The park would tap into our expertise in habitat restoration and education, and we would have an ideally situated island to use as a classroom to teach people about our coastal environment.

Then our staff got to work to find the money to pay for it all. All summer, Sarah has been taking school kids and adults over the island where Lexia has put them to work rebuilding marshes and building oyster reefs.

We got a little lucky next. Sam Bland, who worked at the park for 22 years before retiring early this year, joined the federation staff part-time. His main job has been Jones Island. T O W N Meeting Setting the Static Line TO REBUILD OR not to rebuild. That was the question Tuesday, Jan. 12, as Pine Knoll Shores’ newly-sworn board voted 4-1 in favor of attempting to avoid tough new building regulations along the beach.

With Commissioner Clark Edwards as the lone dissenter, the board voted to request a $10,000 static line exception (SLE) report from Florida-based Coastal Planning and Engineering, Inc. “I think it’s an excellent thing,” said Commissioner John Halada, who broached the topic even though it wasn’t listed on the day’s agenda. “It embodies a 25-year plan for how we will maintain our beaches where we are now.”

The static line is a set distance from the ocean at which construction can begin. In September of 2008 the Coastal Resources Commission (CRC) adopted an increase in the setback distances allowed along North Carolina’s shores for structures larger than 5,000 sq. ft., for both businesses and single-family homes.

Previously, the setback was 30 times the average beach erosion rate, with a minimum line of 60 feet inland from the first area of stable, natural vegetation. The new requirements, which became effective last August, increase the distance, up to 90 times the erosion rate in some cases, based on the square footage of the structure. And in many areas along Bogue Banks, it has left property nonconforming.

In layman’s terms, it means for some that reconstruction on the original footprint of their home wouldn’t be possible if more than 50 percent of their home was destroyed by fire or natural disaster.

“This affects some 50, 60, or 70 homes and about 14 condos,” said Commissioner Larry Corsello. “And if something happens and the building gets destroyed, they can’t rebuild.”

As Mayor Ken Jones added, the board finds it necessary to not only protect its tax base but to make a stand for its property owners’ rights.

It’s a topic that has been the root of much discussion throughout the beach towns, said Halada. Indian Beach, Emerald Isle and Atlantic Beach already have plans in place, or have already applied, for SLE’s.

“It’s important that we synchronize our beaches with the rest of Bogue Banks,” he said. “That train is moving for all the other towns right now. If our intent is to be able to maintain our beaches over a period of time then this is something we have to do.”

The Coastal Planning and Engineering report is the first step toward obtaining the variance. The outside entity would establish a history of all previous beach nourishment activities, describe future nourishment plans, assess the available sand sources and outlay the town’s financial plan for taking care of its beachfront. The information would then be used to file for a SLE from the CRC. Edwards appreciated the idea that the island towns work together toward a plan for beach maintenance as well as soliciting an outside agency for the SLE report; however, he wasn’t ready to commit his support to the static line exception.

“I just feel strongly that if we know something is going to happen that we shouldn’t make exceptions,” Edwards said following the

meeting. “If Mother Nature is pushing this way, there’s no reason why we should think we can push that way.”

In fact, Mr. Edwards contends, it is the job of town officials to protect its residents by not allowing them to build too close to the ocean.

Water Loss Under Investigation Beginning in February, residents may see engineers from the NC Rural Water Association investigating the town’s water mains, said Public Services Director Ernie Rudolph.

Several leaks have been repaired during the last year, including one last summer under a roadway that went undiscovered for several months.

“It’s just something we have to deal with based on the age of the system,” he said, adding that most of the town’s main lines were laid in the late 1960s and early ‘70s.

RWA staff will examine the town’s main lines with ultrasound equipment, he said, in hopes of finding any leaks that may remain or areas where leaks are possible.

Volunteers May Become Integral as Departments Merge William Matthias, chief of public safety, unveiled plans to tap into one of Pine Knoll Shores’ most abundant resources – its residents.

Working in conjunction with Atlantic Beach, training will begin next month for a volunteer program for the town’s fire and police departments in nonemergency situations. From helping hand out beach passes when inclement weather closes the bridges to helping steer motorists during high traffic events, Matthias said there are an array of posts where citizens can be of benefit to the department staff.

A date has not been set, although a combined training will be arranged for February, he added.

As the fire and police departments meld together to form a combined unit, the chief said staff had a prime opportunity to test the system on Jan. 9. Pine Knoll Shores responded to a mutual aid call in Atlantic Beach for a structure fire, but soon after arriving on the scene with a ladder truck, a fire call came in to the Pine Knoll Shores Fire Department.

Matthias said that instead of panicking, an officer drove to the residence and was able to report that there wasn’t smoke showing.

“It worked well to have the police gain that situational awareness and it helped the fire department by having an officer who was able to make that call.”

Meetings Change to Evening Hours Edwards made a motion to move the town board’s meetings to evening hours to make it more accessible for working residents.

After a brief discussion and a second by Commissioner Bob Danehy, it was unanimously decided that the meetings will move to 6pm on the second Tuesday of each month for the next six months. At that time, attendance will be reviewed to see if the time slot indeed brings more citizens.

Halfway There EXPERTS AGREE IT takes 24 to 30 days to form a habit. That includes good habits and bad habits, starting habits and breaking habits. As we are in that time period in the new year 2010, it’s always interesting to see how we are doing on our New Year’s resolutions or goals at this point.

Top goals and resolutions include topics about fitness and weight loss, Mayor Ken Jones financial challenges and getting organized. Goals have to be realistic and include checkpoints, or milestones. Statistics indicate that 95 to 97 percent of the population does not have written goals and therefore fails, while only 3 to 5 percent have written goals and succeed! According to a Marist poll, 65 percent of people who made a resolution in 2008 kept their promise for at least part of the following year, and 35 percent never even made it out of the gate – and that’s with about half of all American adults making New Year’s resolutions.

In Pine Knoll Shores, one of my continued goals is to achieve efficiencies that will best serve the citizens in areas the Board of Commissioners can influence. Not very quantifiable, but a start. Then I have metrics, or measurable goals to support the “higher goal.” Town commissioners will meet for two days in February to start strategic planning and goal setting. We’ll start with developing a mission statement for the board, and work on what I call our “Annual Agenda.”

These are goals to accomplish in the coming calendar year, with each agenda item having at least one commissioner as the primary contact.

President Abraham Lincoln once said, “A goal properly set is halfway reached.” We want to properly set the goals for our town.

Another area we are going to try to define is our budget and capital improvement plan. Our challenge here is to look at each year over the next five years, and then look at a future point in time, 10 years, and see where we are at that point and plan around our town and its infrastructure and needs. This plan is very quantifiable because it’s all about the numbers. This will give future boards a baseline to make adjustments for economic, investment equipment, and infrastructure changes and requirements.

The focus of our mission statement and goals is the citizens of Pine Knoll Shores. Where are we now, where do we want to be in the future, and how will we get there?

Many of our goals and their check will be measured in the future based on economics and events. But, if we can put our town in the 3 to 5 percent category that has written goals and is successful, we will all be better off going forward. In the end our measurement is how the citizens of PKS think we did.

Women’s Club Donates Scholarship THE PINE KNOLL Shores Women’s Club awarded a Carteret Community College scholarship to Candace Christopherson. She lives in Cape Carteret with her two daughters, ages 2 and 3, and with her 5-year-old pug. She is employed as a manager at the Carteret County Humane Society, Inc. and Animal Shelter.

With her college major in business administration/ accounting, she looks forward to a job in accounting, whether for a company or independent business.

In speaking of the women’s club she said, “This scholarship Scholarship Chairs Barbara Baccollo actually meant a lot and Moni Bottlinger with recipient more to me than I Candace Christopherson. thought. It was at first the financial reward that enabled me to continue on my path. However, after meeting all of the wonderful women that are in this group, it meant more. I spoke with so many people that not only told me of their lives but were also interested in my life. Being invited to all of the functions so far has meant a lot as well. I love to listen and learn from people so this group is great.”

Candy loves being a mom. Thinking she wasn’t able to have children, Candy decided to parent a Pug, named Princess, and she has been her best friend for five years now.

Princess adjusted great with Candy eventually bringing two children into her home. She has learned a newfound peace within from her three girls. She feels they have taught her so much about herself and how to handle hard times with a bigger smile!

Other than her girls, work and school, Candy loves poetry, reading and writing. She enjoys certain TV shows like Bones, Dexter and Cold Case and any sport activities, such as softball and football.

Candy has one year left at CCC and plans to transfer to a university. She is so glad she was financially and emotionally ready to go back to school and then got some of the help she needed to afford it.

The club’s next board meeting is Feb. 19 at Town Hall.

The regular meeting is Feb. 26 and features member Martha Edwards speaking on Pine Knoll Shores’ history. Supper Club will have their brunch on Feb. 20 and the contact is Pat Ruggiero.

The Women’s Club plans to continue encouraging women to become involved in all club activities, regular meetings with interesting and inspirational speakers, club committees, Caroline’s House, services for the ill, Women Welcoming Women, arts and culture, book clubs, supper clubs, cooks’ night out fundraisers, and any other community activities.

All women living in Pine Knoll Shores are welcome to attend meetings and join the club.

In the Garden Jane Hahn, owner of Interiors-by-the-Sea in Morehead City and a professional member of the American Society of Interior Decorators, was the guest speaker at the Jan. 13 meeting of the Pine Knoll Shores Garden Club. Her presentation was about the skill of using plants and flowers in decorating.

The club’s Dec. 9 meeting was combined with a gala Christmas luncheon held at the beautiful shorefront home of President Carol McVitty. President McVitty reported on the district meeting of the Garden Club of North Carolina, which she attended on Oct. 20 in Wilmington.

Lois Jean O’Keefe made a sad announcement of the death on Dec. 6 of one of the garden club’s charter members, Martha Flynn. On Arbor Day, March 19, the club will plant a tree in her memory. Cheri Range, garden club chairman of the town’s Christmas parade, announced that due to heavy rain, the parade had to be cancelled this year.

Joanne Shallcross disclosed that sponsors and judges had been lined up for the club’s birdhouse project, and that the committee’s January meeting date had been set. Barbara Williams happily reported that the club’s fundraising sale of 22-inch evergreen wreaths was a huge success. Vice President Martha Edwards reminded club members of the upcoming street fair to be conducted by the Recreation Department of the town of Pine Knoll Shores on April 24.

Helvi Larson was happy to inform club members that for the month of December she had suspended weeding and trash pickup duties. Almost $200 was collected at the luncheon to help bring Christmas cheer to children and moms at the Domestic Violence shelter in Morehead City. President McVitty shared a hint for getting rid of slugs and grubs. Set out a pie tin containing slices of cucumber, and the pests will quickly disappear!

Guests and visitors are always welcome to attend garden club meetings which are held in town hall at 9:30am on the second Wednesday of each month.

Bridge Project Approved The Pine Knoll Shores Board of Commissioners took its first step to replacing the Mimosa Bridge at a special meeting held on Jan. 7.

The board voted 4-0 in favor of hiring the engineering firm Kimley Horn to design the new bridge span, as well as some additional work. Commissioner Bob Danehy was absent. The state inspected the current bridge on Mimosa Boulevard in 2006, determining it to be structurally deficient and in need of replacement. That bridge, which is one of two in town, first opened in 1973.

While discussing the project with prospective consultants, the board decided to also widen the canal in that area and replace the seawall. The federal government will chip in 80 percent of the funding for the bridge replacement, though it will not contribute toward the additional work.

The project will be done in two phases: the engineering, to be conducted by Kimley Horn, will take place this year and cost $356,000. The federal government will pay $229,000, while the town will pay $127,000. Actual construction will take place during the second phase, to begin in 2011. A cost estimate will not be known until the engineering work is complete.

Town Manager Brian Kramer said the discussion was relatively smooth, though the three new board members who took their seats just a month ago had to be brought up to speed on the project.

Hook & Sinker Fishing for a World Record SARA MOSS AND her husband, Clifton, were fishing east of Cape Lookout on Oct. 13 when she felt a tug at her line – little did she know it was a record breaking Spanish mackerel. Sara fought her catch for 43 minutes before finally landing the 7-pound, 4-ounce fish.

“It was intense because I wanted to bring it in,” she said. She had previously caught a 5-pound Spanish mackerel and broke off another earlier that day, so she really wanted to try and break the record. “It was very exciting,” she added.

The international Game Fish Association (IGFA) notified the Moss residence on Dec. 14; however, Clifton wanted to keep the record a secret from his wife, so he could mount the fish and give it to her as a Christmas present.

“Keeping the secret from my wife was a covert operation,” Clifton said.

He asked the IGFA to mail all the papers and certificates to another address just so Sara would not find out about the award winning fish until Christmas Day. When that day came, Sara saw this long present in front of the sofa. She opened the mounted fish, certificates and plaque given to her from her husband. She was clearly shocked and surprised when she realized she was a record breaker.

Crooked Capers What Gave It Away?

OFFICIALS IN OHIO are trying to auction off a bar stool, powered by a deconstructed lawn mower, after its owner wrecked it while driving drunk. Police responded to a report of a crash with injuries and found Kile Wygle, who admitted to drinking 15 beers.

He also said his bar stool could go up to 38 mph.

Police promptly charged Wygle with driving under the influence, and the culprit eventually pleaded guilty. Now the child support agency in central Ohio’s Licking County is trying to sell the contraption to pay child support owed by the dead-beat dad. An attempt to auction the stool on eBay failed when the winner, who bid $1,125, did not come through with payment. The agency will now hold a live auction in an attempt to unload the item.

It’s Rude to Stare A Michigan man walked into a diner, sat down, ordered a coffee and complained about the weather – all without mentioning the 5-inch blade stuck in his chest.

According to authorities, the 52-year-old man called a 911 operator asking that an ambulance be sent to Bray’s, an eatery in Hazel Park. He said he had been stabbed during an attempted robbery half a mile away, then walked to the restaurant and called 911 from an outdoor pay phone.

According to the Associated Press, the man gave a vague description of his attacker before saying, “I’m gonna sit down at Bray’s ‘cause they got a chair and it’s cold out here.”

Police say an Ohio woman punched through a McDonald’s drive-through window because Chicken McNuggets weren’t available.

The offender, 24-year-old Melodi Dushane, was treated for injuries, then jailed. She pleaded not guilty to a vandalism charge.

Funny enough, this is not the first McNugget-related arrest. In March of 2009, a Florida woman called 911 three times to report a fast food “emergency” when she found out the McDonald’s she had visited was out of McNuggets.

Latreasa Goodman complained to police that a cashier, citing McDonald’s “all sales are final” policy, would not return the money she had paid for the McNuggets. The cashier instead had offered her a McDouble – an inferior product according to Goodman.

After being issued a misdemeanor citation for misuse of the 911 system, Goodman contended, “this is an emergency, my McNuggets are an emergency.”

But don’t blame McDonald’s. In a separate event, a Florida man was arrested after he called 911 to complain about his displeasure with a Burger King combo meal.

Ruminate on This A calf with a white marking on its forehead in the shape of a cross was born recently at a dairy farm in Connecticut. Owner Brad Davis told the local TV station WFSB that he thinks the marking may be a message from above, though he’s still trying to figure out what that message might be.

Tidal Tidbits Jefferson Place and the Street Walkers HOW MANY OF you have driven by one of the many subdivisions on Emerald Isle such as Land’s End, Wyndtree, Spinnakers Reach, Columbus Square, Jefferson Place or others and wondered about the derivation of the name?

I would like to take you on a behind scenes peek into Jefferson Place subdivision and the Street Walkers in this development.

Jefferson Place is located 1 ½ blocks east of Emerald Isle Town Hall on the south, or ocean side, of Emerald Drive.

The subdivision (Block 32) was one of the blocks owned by George Spell, one of the original five owners and developers of Emerald Isle. It was subdivided and approved by the town board on May 22, 1978.

The Jefferson Place name and street names are richly steeped in the history of the state of Virginia and the Civil War. Thomas Jefferson, one of the greatest Americans, was the third president of the country and author of the US Constitution. The streets Lee, Stuart and Jackson are named for Civil War generals that were all born in Virginia and graduates of West Point Academy.

Now, for the rest of the story as to how we named Street Walkers.

One of the residents, Bobbi Brown, owner of Brown and Curtis Home Service, was the lucky winner of a contest whose prize was a two-day stay at the “Boat House,” located on the north side of Emerald Drive and Second Street. Julia and Mark Wax, to replace the original and first house ever built on Emerald Isle by W.B. McLean in 1954, built the Boat House in 2004. W.B. McLean was the person who, while looking for pine trees for his lumber business in Red Springs, discovered this area and persuaded four other men to invest in and purchase Emerald Isle for $350,000. What a deal!

Rather than spend the weekend by themselves, Bobbi and David Brown decided to throw a party. In addition to the residents of Jefferson Place, the Browns invited several people whose homes were being cared for by the Brown and Curtis Home Service. During the mingling of the guests, Jefferson Place residents Jay Thomas and Pat Clouser, who had just moved here permanently from Virginia, commented what a great opportunity the gathering provided for Pat and his wife, Ann, to meet so many residents and town officials.

That conversation evoked the thought of perhaps getting a small group together once or twice a year for dinner. Since several of the residents are health conscious and walk every morning, casual meetings of the walkers led to the residents and couples who have homes here and in other states.

The couples are from six different states: Virginia, Maryland, Kentucky, New Jersey, West Virginia and three from North Carolina. Each have diverse vocational

backgrounds: dentist, hygienist, artist, business owners, telephone company, secretaries, bridal shop owner, safety alarm specialist, sales marketing specialist for a textile company, educator and a retired colonel from the Judge Advocate General’s office.

The Street Walkers now meet once a month with each couple serving as host during the year. There have been several special events such as a luau, an oyster roast, a Halloween party and several birthday celebrations.

Regardless of these special events, the individual dishes, including desserts, are delicious and, of course, nonfattening.

That is why the Street Walkers keep walking. During our short duration of existence, we have been blessed to live in this wonderful paradise called Emerald Isle.

(About the Author: Dick Conover is a retired teacher and principal form the Milburn, NJ Public School System. Dick and his wife, Marie, moved to Jefferson Place on Jan.15, 1981.

They were the only permanent residents in the subdivision for more than one year. Dick served as an Emerald Isle town commissioner from December 1981 until December 1983 and celebrated his 91st birthday on Dec. 4 with the Street Walkers.)

B O O K bag Hard Work: A Life on and Off the Court

By Roy Williams with Tim Crothers FOR NORTH CAROLINA Tar Heel basketball fans, this book is a must read. The reviewer, a graduate of NC State, is not a fan, but still a follower of basketball teams at Chapel Hill. It does not take a fan of the Tar Heels, however, to appreciate the accomplishments of Coach Roy Williams, one of the most successful coaches in the country.

The first few chapters of this autobiography are devoted to the boyhood years of the coach’s life. With a hard working mother and an alcoholic father, his early years were those of struggle and finding escape through sports. A star athlete in high school, Williams’ father never saw him play. His main role model was Coach Baldwin, from whom he developed a desire to be a coach. With a key to the gym at age eleven, the young Williams was always dogged in his work ethic.

This book follows Williams to his freshman year at Chapel Hill, where he played basketball under Bill Guthridge. This was the extent of his college basketball career except for his intramural playing and coaching. He became deeply involved in the program there under the team’s coach, Dean Smith, and eventually became an assistant coach.

From there, Williams became the head coach at Kansas, but finally ended up

His admiration for Smith has never wavered. The story of his return to Chapel Hill is intriguing.

Lovers of college basketball will enjoy the recounting of the teams and players from Williams’ many coaching years. The insights into what it took to succeed are the stuff that true fans love to read about. The coach tells of the stress of being a head coach, such as the night he woke up at four in the morning and thought, “How can I live with myself if I don’t get these guys back to the Final Four?� There is the anecdote where he told his players, “The only people you’ve got to please are me and yourselves.�

The title of this book is very appropriate in that Williams has always put in the hours necessary to make it in a challenging career, even when he had to sell calendars to supplement his coaching income.

Determination, loyalty, character, and modesty are all traits that are found in this man and in his life story. One does not have to love college basketball to find this book a delightful read.
