Peering Through 2011

By Duncan Ballantyne Carteret County Manager When identifying issues of note for 2011, one quickly realizes that the economy continues to hold center stage. While many families continue to struggle daily with the personal impact of recessionary forces, there is reason for cautious optimism in the short run and strong belief in a prosperous future.

The following provides the view of a relative newcomer on the dynamics at work.

The Economic Opportunity While unemployment remains relatively unchanged from last year, one sees stability in some sectors and a growing hope in others.

• The economic engine of military activity that produces over $2.2 billion in overall economic impact for Carteret County continues to provide the strength and stability that has kept our unemployment lower than other counties.

With some aircraft cycling out and new aircraft cycling in, activity at the Fleet Readiness Center remains strong.

And, the chamber, the NC Business Center and the Military Growth Task Force continue to help local businesses compete for military contracts.

• Tourism enjoyed a good year in 2010 with increases in visits ranging from 11 to 14 percent during the key summer months and continuing to log increases throughout the year. Carteret County has strengthened its tourism hand this year with such attractions as a repaired and climbable Cape Lookout Lighthouse, a more visible Outer Banks Scenic Byway, expanded offerings at the NC Aquarium and Core Sound Waterfowl Museum, a new sizeable harbor cruise boat and the 150-year celebration of the Civil War coinciding with the opening of the handsome new education center at Fort Macon State Park.

• Our local health care industry continues to provide good and increasing employment at all income levels and continued reports persist of a growing cottage industry of technology and niche entrepreneurs attracted to our quality of life.

• While our former construction and real estate engines remain cool, production home builders are in the area and we are seeing some new home construction in western Carteret County. We also appear to have reached a threshold where major national chains are in town scouting us more often. In addition, Verizon and AT&T‘s growing interest in area cell tower construction will strengthen our attraction to both the residential and commercial markets.

• Two local efforts deserve special attention. First, the creation of an updated economic development strategy by the Carteret County Economic Development Council will provide the roadmap for a robust future economy. The value of this effort is hard to overstate. Second, roads lead to jobs – especially in coastal areas. Great efforts continue to plan and develop the county’s future transportation network and better connect it with the statewide system. Such projects as the Gallants Channel Bridge, the Hwy 70 and Hwy 17 corridor improvement efforts, and an updated Carteret County Transportation Plan will continue to receive focused attention during this ‘lull’ in our economic progress.

The Economic Challenge While the sun is definitely peering out from behind the clouds, there are still clouds. This continued economic downturn has created a number of challenges for the community to face with both concern and compassion.

• Two years ago, a very busy day for the county’s department of social services was 150 clients. Today that number has grown to over 300. Too many of these “new faces” have never sought public assistance before but are now without resources, burdened with debt, and uninsured.

• The strain of economic desperation has resulted in swelling numbers of individuals with serious mental health issues requiring the attention of Carteret County Sheriff Asa Buck and our emergency health providers.

• With the state of North Carolina deficit approaching $4 billion, Carteret County has very real concerns that the state will attempt to solve its financial problems by shifting its costs to, and increasing revenues from, it’s already strapped counties. This would occur at a time when the demand for county public safety, social service, and public health needs are at record levels and continue to increase.

• In addition, the Carteret County School system faces the loss of $3 million in federal stimulus funds as well as an anticipated severe reduction in state aid. Thus, a continuing source of community pride and economic advantage will be greatly challenged.

While these problems are significant, they are not the future of the county. The future of the county can be found in the reams of research that predict and assure the continued march of the United States’ population to its coastal areas. Demand will return. A stable military presence, a dynamic tourism and second home economy, growing health care and entrepreneurial sectors, and the revitalization of our construction and real estate industry will provide the jobs needed by many. Efforts underway today to chart our path with a prudent economic development strategy, to plan and build the necessary local and regional transportation network and to continue to improve our quality of life deserve the attention and support of county residents. With that attention and support, progress shall occur and the sun will shine.

Watching Out for the Little Guys It has been said that the longest journey begins with a single step. And for those hoping to begin a small business here in Carteret County, that first step is often through the doors of the Small Business Resource Center.

Tucked away in an unassuming building in the front parking lot of Carteret Community College, the Small Business Resource Center is where prospective and veteran business owners alike come to do everything from locate the right building, to develop a business plan, to hire workers and even Small Business Resource network with other busiAlliance Members nesses. At the heart of all this information lies the Carteret Community College Small Business Resource Alliance.

Carteret Economic Formed 10 years ago Development Council in a combination of the Carteret County Chamber SCORE of Commerce, Carteret Carteret County Community College, the Chamber of Commerce Economic Development Council and SCORE, the JobLink Small Business Resource Alliance expanded to NC Military Business Center include two more organizations in 2010, which added the employee searching capabilities found through JobLink and the vast government contract opportunities available through the North Carolina Military Business Center.

“We’re getting very much entrepreneurial in our direction,” said John Smith, director of business development for Carteret Community College. “Although we are here to help small business, we’re really about job creation. If they can create a business and be more successful, then they’ll create more jobs.”

Upon entering the Small Business Center, those interested in starting a new business are given an opportunity to meet with counselors to discuss the type of business they want to start, a market strategy and a rundown of the current business climate.

“We do not write business plans but we do assist, review and provide the demographics,” added Smith. “After that process, we help people build a budget. We help them get their financial statements together to go to a bank to borrow for a new business or purchase an existing business.”

Taking that assistance a step further, the counselors for the small business centers are being trained as loan agents for the Small Business Associations in an effort to help put SBA loan packages together.

Although popularity of the Small Business Center’s services saw a dip between 2009 and 2010 amid overall economic uncertainty, participants were on the rise going

into 2011 as one week of workshops saw 55 attendees.

“That’s phenomenal,” said Smith. “Take someone that’s unemployed. They have no other options and they’ve started their own small business. There’s a lot of people interested and I’ve seen a lot of existing business coming in to get training on their business plan, taxes, record keeping ….

“It’s a great partnership. A one-stop shop. We’re unique because we have a good partnership. Our SCORE office is right here with the Small Business Center and the EDC. We meet and plan as a group each year for small business week celebrations and other events that we can bring together with our resources.”

Among those events are networking opportunities like Business After Hours with the Carteret County Chamber of Commerce (page 28) and regular business roundtables held nearly every day of the workweek at different towns throughout the county.

“People do business with people they know,” added Smith. “I tell them to start getting networked into the community immediately.”

One of the best businesses to get connected with as of late has been the military, thanks to the recent addition of the NC Military Business Center to the Small Business Resource Alliance. Also located on the Carteret Community College campus (inside the Community Education Building), the Military Business Center’s sole purpose is to match up local business with local contractors.

“We encourage people to join matchforce,” said Smith.

“Once they are a member, they put in their business (into the database) and they’ll get notices of the kinds of contracts coming out. They come out about every day. I got one just a little while ago. The government buys everything. They were putting out bids last year to hire clergy people. Many of these military contractors were going out of state and they formed this to fill that gap, to make sure our folks had an opportunity to bid on those contracts.”

From the EDC The Corporate View and Job Growth The start of each year brings out the “Outlook, Forecast and State of” reports and presentations. I tried something different for predicting what might lie ahead as we begin to climb out of the global economic downturn. Last year, while attending two corporate real estate global summits, I asked each executive I met the same questions to gauge their responses about what will happen over the next several months and after the new year. These are the people directly responsible for making facility location decisions for some of the largest companies worldwide. Their responses for moving forward had a strikingly similar theme: “corporate cash is not a problem — confidence in the economy is the concern.”

Some large companies in select sectors are making “mission-critical” moves right now. These moves are essential to the introduction of “proven” new products and services. Most executives agreed that the first real wave of activity will be through acquisitions, buyouts and select mergers. The length and severity of this downturn has many once profitable companies struggling to survive. This is allowing more stable companies to increase market share and penetrate new markets by taking advantage of a “selling low” environment. Essentially, companies will be “acquiring the competition.”

There will be relocations and new location expansions in the near term but not anything like it was prior to 2008. Unfortunately, this scenario could last 2-3 years or more. Companies have excess space and are operating well under capacity. The demand for workforce “talent,” a key location driver prior to the down-

turn is no longer an issue. Selectivity ratios (qualified workers to available positions) are at all time highs.

A return to pre-2008 levels may not come until 2014 and in this environment, retaining and expanding our existing business and industry will be an even greater priority.

If we cannot expect much in the short-term from the very large companies, where will job growth occur?

Not surprisingly, from where it always has … small business.

Since the early 1990s, about 65 percent of net new jobs were created by small businesses (less than 100 employees and privately held). Small businesses generate almost 50 percent of Gross Domestic Product.

They also employ about 50 percent of the workforce.

Small businesses hold the most patents and lead the way in introducing new ideas, technology and services.

Existing and emerging small businesses certainly have the potential for significant job creation in the next few years. In addition, the overwhelming numbers of displaced workers from top management and production/development know potential markets and have the talent to form profitable new start-ups. The most pressing problem, of course, is the availability of “start-up” capital. Hopefully by the time you read this, The Small Business Jobs Act of 2010 (September), providing $30 billion in funding to community banks, will begin reaching start-ups and existing small businesses.

Additionally, this should be followed by additional federal initiatives to encourage “job creating” innovation, collaboration and commercialization. At the state level, North Carolina now has a Small Business Commissioner and will be well underway with an aggressive outreach effort. Locally, our newly-formed Small Business Resource Alliance will be stepping up efforts to provide “seamless” assistance to local entrepreneurs. A strong public/private sector effort will need to be the catalyst to make it happen.

Small business is a strong component of Carteret County and a very compatible economic development target. The EDC met with our Advisory Committee in early December 2010 to discuss the issues mentioned in this article, and others, as the first formal component of developing our strategic development plan.

The meeting went on much longer than planned and produced a range of ideas and directions. Moving forward in this economy will require the involvement and commitment of many players … at all levels … across the board. I

Enjoy the Scenery The Down East communities got a boost in October of 2009 when the region’s picturesque roadways were included as part of a National Scenic Byway running from North River to Whalebone Junction in Dare County.

“This pretty much puts us on a parallel with the Blue Ridge Parkway,” said Dr. Tom Steepy of Beaufort. “And we all know what the Blue Ridge Parkway has done for ecotourism and cottage industry.”

At the other end of the Outer Banks Byway, 134-miles and two ferry rides north of Carteret County, a visitor’s center proudly announces the gateway to the Outer Banks. To date, nothing denotes the eastern end of the journey. But Steepy and other members of the Outer Banks Scenic Byway Advisory Board have a vision, and they’re looking for grant funds to bring it to fruition.

The group has applied for about $112,000 in CAMA funds, which require 20 percent in matching grants.

Steepy said in addition to several private donors, the NC Coastal Federation, Down East Business Association, town of Beaufort and the NC Wildlife Resources Commission have donated toward the matching portion. While Carteret County has not donated, it will take on maintenance of the site once completed.

“What we’re trying to develop in agreement with the guidelines of the CAMA grant is to develop an entrance into the byway,” Steepy said. “We’d have an information kiosk with maps, a walkway going out to a boardwalk.

We hope, by working with the developer, to have access to a septic system so we can have restrooms out there.”

The 13-acre tract of land the group is looking at is located directly behind the gas station on what is known locally as East Carteret corner, the first lot in the North Point development.

The committee has estimated it will cost an additional $200,000 for full construction, but based on the stipulations attached to the CAMA grant, it has five years to begin construction. The grant award may take up to six

months to arrive, but once secured, Steepy said the group will begin searching for subsequent grants to start development.

“We hope to hear a yay or nay within the next 30 days or so,” Steepy said at the end of January. “And we’re excited. It’s a much needed gateway to what is basically a cultural and history tour of Down East.”

While there have been a handful of people who have aired concerns, primarily in regard to the site being used for illegal activity or concerns about the environment, the board has received a lot of positive response from folks Down East as well as both Dare and Hyde counties.

“It’s going to take a number of years to develop it, but now we have our foot in the door,” he said. “We’re crossing our fingers and waiting to see what happens.

This could really help boost ecotourism here and along the Outer Banks.”

Tourists and residents in Beaufort will have another option when it comes to exploring the outlaying islands that surround our beautiful coast. George Aswad, owner of Crabby Patty’s in Havelock, has launched the Crystal Coast Lady, which will begin doing tours around the end of March.

Amtrak Considers Motor Coach Service to Morehead City

Amtrak is conducting a feasibility study that could provide a motor coach service, connecting Morehead City to passenger rail lines now serving Wilson and/or Rocky Mount.

Jeff Mann, Amtrak assistant vice president, policy and development – south, presented this concept to members of the US 70 Corridor Commission on Jan. 13. Ironically, the commission’s meeting was at the Morehead City Train Depot.

Eastern North Carolina is attractive to Amtrak, Mann said, because of its coastal tourism destinations, the military installations and presence of East Carolina University in Greenville.

The study includes an evaluation of funding alternatives and identifying potential “stop locations” that provide ample parking, restroom facilities, etc.

So, it would be possible for someone to board the motor coach (Amtrak bus) in Morehead City, travel to the Amtrak station and continue on to more than 525 destinations in the country that are served by Amtrak passenger trains.

The Eastern North Carolina Thruway Motor Coach Concept is modeled after a successful program now operating in California, Mann said.

This could be the first step toward eventual direct passenger rail service here along the North Carolina Railroad line that runs 317 miles from Morehead City to Charlotte.

During the presentation it was noted that the first year of ridership for the route running from Wilson or Rocky Mount to Greenville, Kinston, New Bern, Havelock and Morehead City would be approximately 13,000 passengers.

Step By Step Finding the hidden treasures while driving through Down East will certainly be a treat for visitors. The town of Morehead City, however, is focusing on a treat that will hopefully be used more by residents – a pedestrian plan.

With the NC Dept. of Transportation looking at upcoming projects with a different set of criteria, weight is given to those communities who have

a Comprehensive Transportation Plan (CTP), which includes pedestrian and bicycle traffic, in place. In essence, points out Linda Staab, Morehead City’s director of planning and inspections, the town gets extra points for having a pedestrian plan and it could ultimately help it see its needs addressed in a more timely manner.

A steering committee of about 20 members has led the way, she said.

Two public outreaches have been held, a survey was circulated and all of the information was folded into the town’s new 156-page, three-phased plan.

The initial goal, said Staab, is to close gaps between schools and outlying neighborhoods in hopes of providing a safe walking route to school for most area youngsters.

To meter the interest in walking to school, the town and school district are partnering to promote a Walk to School Initiative this spring. Superintendent Dan Novey is on board, Staab said, and lots of support is coming from school physical education teachers as well. In addition, Staab said that Matt Fitzpatrick, owner of the Friendly Market on the Bridges Street Extension, has offered his business as a centralized drop-off point for parents who want to ensure that their children are on the footpath and headed in the right direction.

The second and third phases of the plan focus on the Country Club area, connecting Tootle and Mayberry Loop roads, Crab Point and the far western end of town around Brandywine Bay. “Of course we’ll need funding sources to help move it forward,” Staab said of the plan, which was scheduled to be addressed by the Morehead City Town Council on Tuesday, Feb. 8. Meanwhile, the town hopes the Walk to School Initiative will help raise awareness of the need for safe pedestrian routes.

Eight New Squadrons Heading to Cherry Point Marine Corps Air Station Cherry Point is enforcing its dominating presence as an economic and military power in Eastern North Carolina following the US Navy’s announcement on Dec. 10, 2010 that eight operational squadrons of the new F-35B will be arriving at MCAS Cherry Point. Three additional squadrons and a pilot training facility will be placed at MCAS Beaufort in South Carolina.

The move means Cherry Point will see up to 128 of the new aircraft, even though state officials were hopeful that the base would see all of the squadrons.

“While Cherry Point was certainly prepared to receive all 11 F-35B fighter squadrons, I am pleased that the Marine Corps’ preferred alternative will bring eight operational squadrons to the base,” Sen. Kay Hagan said in a release. “This equates to 128 planes and as many as 1,194 additional military personnel that will be arriving in Cherry Point.

“The result will increase the capabilities of our Marines while making a substantial economic impact in the region. I will continue to work with the Dept. of the Navy on the schedule for delivery of the operational squadrons.”

The current schedule would begin replacing F/A18 aircraft at MCAS Beaufort as early as 2014, and would begin replacing Cherry Point’s AV-8B Harriers as early as 2019.

“This is great news for MCAS Cherry Point and Eastern North Carolina,” said Col. Philip Zimmerman, Cherry Point’s commanding officer. “We know that Eastern North Carolina is a great place to train our Marine aviators thanks to its unique and stateof-the-art training facilities and ranges and thanks to the fantastic support we receive from the our neighbors in the local communities.”

Gov. Bev Perdue applauded the announcement that North Carolina will be the home of 128 new Joint Strike Fighter jets. Perdue has long been an advocate of the state’s military, noting that it was her brother, while stationed at Cherry Point, who originally introduced her to Eastern Carolina. The announcement, she said, comes as welcome news to the most military friendly state in the nation.

Randolph Mahr cut the ribbon on its new $17.5 million Engineering Product Support Facility, a section of Fleet Readiness Center East. The more than 35,000-sq-ft site, which is located across from Havelock High School, will house about 200 engineers who have previously worked in separate areas of the base. And while many are reveling in the sheer size of the structure, which contains a 5,000-sq-ft open bay capable of accommodating aircraft, others are lauding the steps taken to make the building environmentally friendly.

The first LEED certified building aboard MCAS Cherry Point, the structure contains solar panels capable of providing up to 25 percent of the building’s energy.

“The military understands that green is gold,” Perdue said during the ribbon cutting ceremony.

HERE WE GROW

Managing Eastern North Carolina’s Military Presence Eastern North Carolina continues to experience rapid population growth. Twenty-percent more military growth in the last five years alone and we’re still growing. Most of that growth spurt is the result of a congressional decision to increase troop numbers during the wars in Iraq and Afghanistan. Although Eastern North Carolina welcomes the additional troops and families, it has presented some problems for the region.

The Military Growth Task Force (MGTF) was created in 2008, to help our member counties facilitate regional responses to growth challenges, exacerbated by the substantial increase in military personnel.

Rapid population growth has created lost capacity in areas such as housing, transportation, healthcare and social services, quality of life, public safety and emergency services, education, and infrastructure. With thousands more people moving here we need more doctors, nurses, teachers and daycare providers. We need to work closely with our community colleges and technology centers to support additional workforce development. We need to implement programs to reduce traffic congestion and increase safety around our military installations. The MGTF is assisting our member counties in executing these tasks, as well as finding grant opportunities and creating partnerships to help mitigate growth challenges.

Our eight member counties were chosen based on the economic footprint of our region’s military installations: MCB Camp Lejeune, MCAS Cherry Point, MCAS New River and Seymour Johnson Air Force Base. People who work at these installations generally live in Carteret, Craven, Duplin, Jones, Onslow, Pamlico, Pender or Wayne counties. The agricultural makeup of this membership is a perfect backyard for our military. And the MGTF and its members want to preserve that economic footprint.

In 2010, the MGTF and its parent committee, North Carolina’s Eastern Region (NCER), began the process of helping several counties preserve their agricultural makeup through the development of Farmland Protection Plans, Voluntary Agricultural District Ordinances, and Enhanced Voluntary Agricultural District Ordinances. NCER was awarded a grant by the NC Department of Agriculture and Consumer Services last year and hopes to receive the same grant this year to continue the process. These programs help maintain, enhance and protect viable agricultural communities. In 2011, the MGTF & NCER will begin creation of these programs in Carteret, Craven and Lenoir counties.

the creation of a biofuels industry in Eastern North Carolina. Our “Project Eastern Gain” kickoff unveiled a commitment to provide our military and state with homegrown and locally produced biodiesel in order to help meet renewable energy mandates. Eventually, we hope to fuel not only our state and our military, but also counties and other transportation interests.

The MGTF and its partners, the Biofuels Center of North Carolina and NC State University, have planted 25 acres of canola test plots in two counties. We’re hoping to harvest our crop and produce the first batch of fuel this spring.

Physician scarcity and healthcare retention/recruitment are priority issues for our region, and the MGTF will continue working in 2011 to increase access to adequate medical care. We’re working with ECU to implement a telehealth network in the region, as a means of increasing throughput, decreasing patient wait times and reducing driving distances.

And finally, regional growth challenges require a regional entity to mitigate them. So we’ve assembled the first class and board of advisors for our regional planning partnership, “PlanIt East.” This partnership will exist as the legacy of the Military Growth Task Force, and will remain nestled within our counties in perpetuity. The group is comprised of representatives from five constituencies (local government, military, environment, agriculture, and development) who are appointed by the member counties. The first “PlanIt East” meeting will be in February to begin developing consensus solutions to growth problems. Candidate projects include a water resources strategy, and largescale programs to feed and fuel our local military, to name a few.

All told, this growth will bring an estimated 80,000+ additional people to the region by the end of 2011, including military, families, average annual regional growth and jobs and services expansion. That’s like plopping down another city the size of Greenville!

Arts Council to Study Economic Impact of Nonprofit Arts and Culture Organizations The NC Arts Council announced in December that it will participate in a national research study, Arts and Economic Prosperity IV, which will evaluate the impact spending by nonprofit arts organizations and their audiences have on local economies.

The NC Arts Council is one of 200 partners across the US that will facilitate gathering detailed economic and event attendance data from nonprofit arts and cultural organizations throughout the state. Additionally, the NC Arts Council will collaborate with more than 15 independently operated local arts councils to collect audience surveys during 2011.

“Participating in the Arts & Economic Prosperity study will provide another way for us to demonstrate that the arts create jobs and stimulate economies across North Carolina,” said Linda A. Carlisle, secretary of the NC Department of Cultural Resources. “A vibrant arts and culture industry helps local businesses thrive.”

According to estimates provided by the Hotel Motel Association for Convention Center Visitors, locals each spend $25 in the community on the day of a local event, while visitors rack up $185 a day for lodging, food, gifts and entertainment.

The venue’s popularity hasn’t been restricted to summertime events either. During the shoulder seasons, concerts and trade shows are promoted in-house to keep revenues up and to bring entertainment to the community. For example, the Carolina Chocolate Festival held each February draws an estimated 8,000 visitors and Coastal Home and Garden Show, now in its 23rd year, has had a huge impact on businesses by giving them the opportunity to market products and services to local residents and second homeowners.

Located in Morehead City on the campus of Carteret Community College, the civic center’s backdrop of the Intracoastal Waterway has helped bring in additional contracts for weddings as well.

“Everybody is really marketing this area for a destination wedding,” added Jones. “Every venue is talking about how many weddings they’re doing here and the majority are from out of town.”

Revisiting the Vision A name change, a more versatile vision and a facelift will help carry the former Crystal Coast Jamboree – now the Morehead Center for Performing Arts & Events – into the 2011 tourist season. In hopes of seeing a boost in visitation, the theater’s owners, Ed, Judy and Scott Grafton plan on mixing it up this season, bringing in a variety of shows to appeal to a broader audience.

“You can only have a show for so long without changing it,” said Barbara Johnson, a spokesman for the site.

“The name change represents a revisiting of the vision that was there when the theater first opened in 2003 – to have a variety of shows and make the space available for rentals and charitable events. They’re eager to get back to their original vision – something for the community, something families can do, whether they live here or are just here for a visit.”

Throughout last fall, Johnson said, the site has held a variety of shows to get a meter on what the community wants to see. And with that data in hand, the staff is busy booking acts for the season to come.

Every Friday, beginning April 15, the theater will become the Comedy Zone, featuring two comedians a week. One night each week will feature beach music, another will return to the variety-type show seen during the Jamboree days. Special presentations in the works include Michael Jackson and Beatles tribute bands, Bowl City Syndicate, a Motown show, modern dance and more. In addition, Johnson said they’d love to see

the location used more by outside groups as well.

“Our goal is to be a community asset,” said Johnson.

“We want to be here for the local community and provide a place for people to have events, for dance studios to put on shows, lectures, seminars, conferences, even weddings. We always say ‘for the couple who want to be center stage during their wedding we have the stage.’”

While inside work has been ongoing, folks will notice the façade getting a facelift in the months to come. An official ribbon cutting will be scheduled for March or April.

Out to the Ballgame Morehead City’s newest attraction begins its second season as the Morehead City Marlins play their home opener at Big Rock Stadium on Wednesday, June 1.

Following an inaugural season where they had an average attendance of 1,161 fans and a record high of 2,146 on opening day, the Marlins are hoping to be an even bigger draw for locals and tourists alike during the 2011 season.

“We’re definitely looking to move forward in 2011,” said owner Buddy Bengal. “Those numbers were based on a limited year, because the stadium didn’t finish until May. This year our numbers should be higher.”

Not having to wait for the stadium’s completion means more baseball tournaments and events will be added to the calendar. Beginning in February with a three-team college tournament, followed by a high school tourney in April, a Carolina Virginia Conference regional tournament, the American Legion state tournament and potentially 29 Marlins games, the stadium’s impact should be substantially higher.

“We want this to be the sports and entertainment center of Eastern North Carolina,” added Bengal. “That’s our goal. Bring more people to stay a longer period of time in Carteret County. That’s increased revenue to hotels, shops restaurants and other people from other areas to Carteret County who may have never heard or seen it.

And then they want to come back.”

The Morehead City Marlins have also been a boon to local businesses in a direct way as the team spent nearly 90 percent of its budget in the county.

“All our signs, printed materials, tickets, game programs, they were all done here in Carteret,” said Bengal.

“We kept it local.”

The Marlins are a member of the Coastal Plain League, which affords college baseball players a chance to gain experience playing in a wooden bat league during the offseason. This is also a draw for those hoping to see future Major Leaguers like Rodney Quintero, who made four appearances with the Marlins in 2010 before signing with the Houston Astros last July.

Keeping the Customers You Already Have

Business analysts say it is far more effective and profitable for a business to keep the customer they have rather than to replace an existing customer with a new one. The costs of acquiring a new customer, in some cases, can be 10 times as much as keeping an existing one. This is part of the motivation for businesses to focus on customer service and follow through, as well as product quality and delivery. The same is true for education, but with a twist.

Carteret Community College is currently focusing on five strategic areas that are represented by the acronym ARTSI. They are: Access, Retention, Technology, Success, and Integration.

Retention has similarities to the “keeping the customer you have” in the business world, but with some very different motivators and outcome matrix.

In education, the student is the product and the primary customer, while the business community (employer) is essentially the end user of that product.

The ultimate goal of most students is employment with a wide range of choices and quality options for a career. Therefore, if the employers are getting what they need, so too are the students being well served.

What does this have to do with retention? At Carteret Community College, we believe that each student’s success is our responsibility, and that if we are to serve our “customers” then we need to do all we can to help them complete their chosen path of study.

According to business counseling experts, the most junior employee in an organization can do more to runoff customers than the most senior person can do to attract them. That’s why super customer service has to be an organizational vision embraced by all employees.

In education, solid retention starts at the beginning with the admission process. We first work to determine the student’s academic readiness and skill.

We focus on meeting their goals through matching course work, schedule and the type of instruction for which they are best suited. If we put students in classes that are too far advanced, then it helps no one. Likewise, if the students are placed in classes too elementary for their skill level, then that too can have a negative impact.

So what happens regarding retention once the student is enrolled and attending classes? Research tells us that connecting early with students and helping them right away is critical. We have piloted and are implementing an “early alert” process that will allow faculty to identify students who may need assistance and helps get them connected with what they need as soon as possible, even the first week of class.

Monitoring student success and using the results of our monitoring is also affecting how we provide feedback for all aspects of our instructional environment. We are managing this through our Quality Enhancement Plan that focuses on student success and establishes a required academic success class that all students must take early in their academic programs. Institutional learning outcomes or ILOs are monitored for all classes, allowing the college to directly evaluate and modify each course based on assessment results.

One thing we have learned over the years is that word-of-mouth advertising is the best result you can have if it is positive. Business counselors say the average wronged customer will tell 8 to 16 people (about 10 percent will tell more than 20 people).

According to SCORE, 91 percent of unhappy customers will never purchase goods or services again from the same organization.

To relate this to the business environment, we are not only responsible for the end product, the student, but we must also start the process at the student’s individual skill level, and they don’t all start at the same level. All of our students, like customers, are individuals, and to facilitate their success we must do all we can to treat them as such and work to ensure we do not lose them. I Dr. Kerry L. April 23 is a significant date in the annals of US commerce. It will mark the 26-year anniversary of the introduction of “New Coke” by the Coca-Cola Company in 1985.

“Coca-Cola Classic,” with the original formula, magically appeared on July 11, 1985.

Those 79 days were a wild and crazy time at the Atlanta headquarters of the soft drink giant. For the company’s version of the story, visit thecoca-colacompany.com/heritage/cokelore_newcoke.

The motivation for changing the formula was market share.

Brand Coke’s lead over Pepsi had been slowly eroding away each year since 1970. By the mid 1980s, the margin had grown dangerously uncomfortable for the Coke executives. Blind taste testing results with nearly 200,000 consumers convinced officials that the new formula was the new “Real Thing.”

But the power of the bond that consumers had with their original Coca-Cola (developed over 99 years) was totally overlooked by the research department. Consumers protested vehemently.

And the company’s about-face was a victory for Coke drinkers worldwide.

In the aftermath, was this all one big marketing ploy? I remember that Don Keough, company president at the time, responded to the reporter’s question: “We’re not that dumb, and we’re not that smart.”

Now, in 2011, the Big Ten Conference finds itself in a similar

predicament with its football alignment and the names for them – Legends and Leaders. Sports fans are revolting. One critic says Legends and Leaders sounds more like the name of a sports bar in a mall somewhere.

Or a chamber of commerce event. In fact, the San Jose Silicon Valley (Calif.) chamber offers “Legends and Leaders” as its annual business gala and fundraiser.

Big Ten Conference Commissioner James Delaney’s announcement on Dec. 13 was heralded as a win-win by the league’s ivory tower publicists: A tribute to legendary figures like Woody Hayes and a pledge to groom student-athletes to become future leaders of America. (Oh, please!)

“To get a 90 percent disapproval rating (from sports fans) was really surprising,” Delaney said.

Part of the problem is the league divided the teams based on “historical parity,” rather than common sense geography … so east-west or north-south doesn’t work.

Let’s see if the Big Ten officials can take a page out of Coke history and pull the plug on Legends and Leaders … in less than 79 days. The clock was still ticking at deadline time.

This whole Big Ten mess could have been avoided … if the league had paused to refresh and had conducted small focus group sessions with students, fans and alumni. Listen before you leap. I

Counselors to America’s Small Business

I’ve heard that the volunteers from SCORE can help small businesses in many ways.

I’d like to know a little more about who these volunteers are and what their qualifications are before I make an appointment. I’m reluctant to share my business information until I know more.

A:

You’re very wise to ask about the qualifications of those who will advise you, and your concern about confidentiality is good as well. You are correct that SCORE counselors are volunteers; they do not get paid for their services. There is no charge to you, the client.

First, a little background about SCORE. The SCORE organization was started over 40 years ago through the US Small Business Administration (SBA.) The purpose of SCORE is to provide business assistance to persons who want to start a business or to grow a business. This assistance is provided by SCORE counselors who have “been there, done that.” SCORE counselors may still be in business and have the time to contribute to start-up businesses or those who need a “hand-up.” Many of the counselors, though, have either owned a business or been employed in a management position with a larger company and have since retired.

Those who are accepted as SCORE counselors must first apply for the position. Once their application is accepted, they will have a personal interview with persons who have been in SCORE for some time. If it looks as though the applicant has either

broad business knowledge or significant specific functional business knowledge, the application will be passed on to the National Office with a recommendation for volunteer membership. There are no dues or membership fees required to become a SCORE volunteer/counselor. There is no limit to the length of time of a counseling relationship. Many have gone on for years.

The applicant will receive a welcome letter from the SCORE National Office and the person will be contacted for an orientation meeting and training sessions, with access provided to the website for the SCORE National Volunteer Center. The volunteer will start their work with clients as a co-counselor with a mentor, and then move into serving clients on their own, although, many clients have co-counselors for some time.

If you call SCORE (252-222-6126) for a counseling appointment, a counselor matched as close as possible to your area of concern or industry will be assigned to you. To address your interest in qualifications, you may request a different counselor if you think the assigned counselor may not be right for you. You will also likely be asked, by email, to evaluate the counseling experience you have had so that we can continually improve the experience to you, the client. If the local chapter of SCORE does not have a counselor with the experience or expertise you need, we have access to counselors all over the country who might better address your business issues.

All client relationships are confidential. Your personal/private information will not be shared. SCORE counselors sign confidentiality agreements each year to assure that your information is as private as you want it to be.

Carteret County Economic Development Council, Inc. is a nonprofit membership organization incorporated in 1971 to promote the economic welfare of Carteret County. For 40 years, primary goals of the EDC are to generate additional job opportunities in Carteret County, and to expand the tax base of Carteret County and its municipalities through planned, quality growth. The Economic Development Council provides assistance to entrepreneurs and existing or expanding businesses, as well as prospective companies considering Carteret County for a relocation or expansion.

GENERAL INFORMATION

Carteret County, established in 1722, contains approximately 1,064 square miles, of which 520 square miles are land. The elevation averages 10 ft. above sea level. The population density as of 2010 is estimated at 127 residents per square mile. The county seat is Beaufort. Carteret County has a Aa2 bond rating (Moody’s), a AA bond rating (Standard & Poor’s), and a AA (Fitch). The County’s total taxable real property as of December 23, 2010, was $18,219,043,599.

GOVERNMENT

Carteret County has a commissioner/manager form of government. Carteret County’s seven commissioners are nominated by district and voted on county-wide. Carteret County has 11 municipalities, each of which has its own town council. The type of government structure varies from town to town. As of Dec. 20, 2010, Carteret County registration was as follows: 15,494 Democrats; 19,521 Republicans; 12,923 Unaffiliated; and 74 Libertarians for a total of 48,012.

INCENTIVES

North Carolina imposes no tax on business inventories, and there is no state property tax on equipment or real property. Carteret County historically has one of the lowest property tax rates in North Carolina, and the 2010 tax rate of $.23/$100 valuation is the lowest rate of any North Carolina county. The sales assessment ratio for Carteret County is 1.0657 and the effective tax rate is $.2451. The effective rate adjusts for the county revaluation cycle by adjusting the county’s nominal tax rate by the sales/assessment ratio - the ratio of the selling price of property to the assessed value of property.

North Carolina offers free customized job training and retraining through its Community College System for manufacturing companies employing 12 or more workers. North Carolina manufacturers employing five or more workers are also eligible for an income or franchise tax credit of 50% of eligible company paid training expenses (up to $500/employee).

Manufacturers locating in Carteret County are eligible for a $750/job tax credit against NC income/ franchise taxes with a requirement to create at least 15 jobs. Carteret County manufacturers also enjoy a 3.5% investment tax credit for investments in machinery and equipment over $2 million.

MARINE INDUSTRY

Carteret County has one of the largest industrial clusters of marine related businesses in North Carolina. With over 27 boat builders and manufacturers, and nearly 76 marinas and docks, the marine industry has a payroll of $50 million and employs 1,850 people. TOURISM IMPACT

The Carteret County tourism industry generated $257.56 million in revenue in 2009. This represents a -3.69% decrease over 2008 and ranked the county 13th in the state in travel impact. Tourism is responsible for the creation of over 3,040 jobs with an annual payroll of $49.15 million. State and local tax revenues from travel to Carteret County amounted to $29.45 million and represents a $455 tax savings to each county resident. Total net occupancy tax collections of 5% for fiscal year 2009-2010 was $4,1758,940. The county received $2,087,970 for beach nourishment and the Tourism Development Authority received $2,087,970.

CARTERET COMMUNITY COLLEGE is a part of North Carolina’s

nationally acclaimed 58-campus community college system. This fully accredited community college offers vocational, technical and general education, including two-year college courses in affiliation with UNC system campuses. In addition, the college offers comprehensive workforce development training for businesses and industry.

DUKE UNIVERSITY MARINE LABORATORY is an internationally renowned research and education facility located on Pivers Island near Beaufort. As part of the Nicholas School of Environment and Earth Sciences at Duke, the resident faculty represent the fields of biology, ecology, biochemistry, oceanography, coastal environmental management, and marine affairs and policy. This residential facility, complete with dorms, dining hall, and recreation facilities offers undergraduate, professional masters, and doctoral programs. The Duke Marine Lab is home to the 135’ research vessel CAPE HATTERAS, in addition to a fleet of smaller boats for research and education.

NOAA NATIONAL OCEAN SERVICE - CENTER FOR COASTAL FISHERIES AND HABITAT RESEARCH. The center conducts ecological research on injured coastal habitats, harmful algal blooms, and living marine resources at sites throughout the Nation based in facilities located in both North Carolina and Alaska. The center supports NOAA’s missions for sustaining healthy coasts, coastal and fishery management. The center maintains facilities for laboratory and field research, including running seawater systems, SCUBA, and vessel operations.

NATIONAL OCEANIC & ATMOSPHERIC ADMINISTRATION (NOAA) WEATHER FORECAST OFFICE. Located in Newport, this weather fore-

cast office offers state-of-the-art weather tracking and forecasting. Part of the National Weather Service, this facility includes a Doppler weather radar system with advanced weather detection capabilities.

NC SEA GRANT EXTENSION PROGRAM. Sea Grant promotes the wise use of our coastal and marine resources through research, extension and education. Sea Grant operates a marine extension office located at the N.C. State Center of Marine Science and Technology (CMAST) and staffed with specialists in fisheries, marine business, seafood technology and water quality. Sea Grant also administers the Fishery Resource Grant Program and the Blue Crab Research Program for the state legislature.

NC STATE UNIVERSITY CENTER FOR MARINE SCIENCES AND TECHNOLOGY (CMAST) is a consortium of research scientists, exten-

sion specialists and other marine-related experts. Established in 1999, the center supports educational and applied research activities for faculty throughout the University system. Knowledge generated improves the well-being and quality of lives of North Carolinians, enhances the coastal environment and fosters coastal resource management.

NC STATE UNIVERSITY SEAFOOD LABORATORY established in 1970 is an applied research and extension education unit of the Dept. of Food Science located at CMAST. The lab focuses on seafood safety and technology, seafood product development and seafood marketing. Personnel work with seafood-related industries, public health professionals and consumer groups to promote seafood quality and safety issues, nutrition and utilization, innovative processing technologies and value-added fishery products.

Highway 101, approximately 6 miles north of the Town of Beaufort. Located adjacent to the Intracoastal Waterway with over 2,000 linear feet of waterway frontage, the Park focuses on marine industries and offers lots ranging in size from 1.1 acres to 27.4 acres.

The park features a 50-ton and 220-ton travel lift and a 40-ton trailer and also has a deep boat basin of 300 linear feet which adjoins the Intracoastal Waterway.

The Intracoastal Waterway is maintained at a depth of 12 feet mean low water, and offers direct deep water access.
