Hello! Apologies for being so quiet lately, but we’ve been so busy doing stuff that we ran out of time to tell you about it! Cynthia Poleson and myself are still working away on NCDC projects and there’s plenty of news about all that in this newsletter. We are particularly excited that the long-spoken aboot community skips and recycling scheme might just be around the corner, if we can obtain planning permission. The paperwark has taken a long time to put together but we’ve managed it at last. If you’d like to see this project happen, please take time to register your support at the SIC Planning website. A lot of our time has also been spent generating income to keep the NCDC going. It costs around £45,000 to pay staff wages and all the office costs. We receive about £8,000 of grant funding from Highlands and Islands Enterprise, but this is our only grant funding, and we have to earn the rest ourselves. We’re not complaining about raising our own money as it means NCDC doesn't have to rely on the vagaries of grants and it means we can be more independent, but it takes time that we could be using to speak to you more often. We’re working on being able to do that. We’re are also juggling family life so it means we might not be in the office at Ollaberry Hall as much during the day, but rather working from home or working in the evenings. More Nature Days

NCDC and local mum Alex Purbrick are organising another visit from Niki Buchan next month. Niki, an educational consultant with an international background, will be showing bairns how to learn from, and make the most of, the outdoors. Niki was here last year and we all had a great time hokkin ootside in the community garden at North Roe and the trees at Sullom. Nikki has worked with young children in real-world, outdoor educational environments that are very naturalistic, sensorial and practical, for 30 years. Plans for the visit this time at still at the early stages but we hope Nikki will spend a day at some of our Northmavine schools and we’ll have another family nature day. We’re sure the nature days will be inspirational for the bairns, allowing them to develop their imaginations as well as playing and learning from their rich local environment. We hope that lots of bairns and their carers will come along to enjoy the day – whatever da wadder. We’ll keep you posted with more details. Our priorities In the coming year we have identified some priorities. This doesn’t mean we won’t be looking at other things, but emphasis will be placed on these topics: Housing, Recycling and waste, Broadband, Young People and Tourism Do you agree? Should we be looking elsewhere? Let us know. We’ll also be updating our development plan early next year. It’s been a while since we pestered you with a survey to ask your views about development and the community in Northmavine, so we’ll be seeking your views in the next few months.

Plentiful polycrubs

Our trading arm, nortenergy, continues to do well with the sale of polycrubs, the Shetland polytunnel. Profits generated are used for the benefit of Northmavine. The equivalent of more than one acre of ground in Shetland is now ‘covered’ with polycrubs, providing a sheltered growing space for customers, many of whom are new to growing their own produce.

This has resulted in a huge increase in the amount of fruit and vegetables grown locally and more than 15km of salmon pipe, used in the design, has been diverted from landfill. Nortenergy is always keen to hear from salmon farms with redundant pipe. Although the polycrub has always been a robust design, we have modified and improved the structure recently to make it even stronger and more resilient. Polycrubs are sold as kits which customers can either build themselves, or with the help of a handyman/builder. We recommend George Magnus Nicolson from Eshaness. The cost of a polycrub compares extremely favourably to nortenergy’s nearest competitor in our type of market. Polycrubs are springing up the length and breadth of Shetland, from Sumburgh to Skaw. Fetlar, Skerries and Fair Isle are the only outlying islands that polycrubs haven’t yet reached. Quite a few Northmavine folk have supported the company in recent months and bought kits from us. Thank you to them. Thanks also to our volunteer Stephen for his help with the kits. News of the strength and durability of polycrubs has reached further afield too and nortenergy has shipped more than two dozen kits to the Hebrides and Orkney in the past year or so. Polycrubs can also be found on the Scottish mainland as far south as Glasgow and Stirling. We’ve had enquires from Southern Ireland recently, so you never keen, the Northmavine polycrub might soon go international!

Shetland Citizens Advice Bureau (CAB) are holding drop-in session at Hillswick Surgery. If you need advice on any topic including benefits, money worries, consumer problems, housing and employment issues then please pop along to see the Outreach Worker. Also, as CAB has now started an energy advice service, the Outreach Worker would be pleased to see anyone who has an energy-related problem. So if you are having problems with high fuel bills, energy debt, difficulty understanding your energy tariff or bills, why not go along and find out how CAB can help you. CAB has had advisers on a programme of visits to the North Isles, Whalsay, Hillswick and Bixter over the last few months and Bureau Manager, Karen Eunson, says there has been a really positive response so far, “We have been able to help people with a range of problems such as applying for benefits, help with pensions, queries about care, tax and scam phonecalls. Folk seem to really appreciate the efforts we are making to make our service more accessible.” Further Hillswick outreach sessions are planned for Wednesday 21st September and 19th October, from 10am – 1pm.

Recycling project skips forward a peerie bit

A community-led waste and recycling scheme for Northmavine has moved a step further to becoming a reality. NCDC has lodged a planning application to create the facility, on the site of a redundant sheep cro, near the Hillswick junction. We received a lot of e-mails, visits and phone calls from folk in Northmavine who were concerned when the skips scheme was stopped by Shetland Islands Council in 2013. NCDC did a lot of community consultation and a survey to find out whether folk would use and support a community-led skips and recycling scheme. The idea received a huge amount of support and the bones of a scheme was developed from the comments we received. The scheme would:  Be a community-led and operated social enterprise.  Operate from a secure site and have regular opening hours.  Encourage less waste and recycle/repurpose and reuse as many items as possible.  Operate a membership scheme for regular users. Membership would cost £60 per year unlimited use.  Operate a ‘pay per use’ scheme for households that would only want to use the facility occasionally.  Collect waste in skips on site, for landfill.  Be manned by volunteers, with an aim to create employment.  Ensure that only suitable materials (bulky household items) are collected.  Transfer full skips to the Gremista Waste Management facility.  Collect waste metal in a separate skip. This would be sold to a scrap merchant. When we undertook the community survey, a number of folk indicated that they would be willing to join a working group to progress and set up the project. We will be in touch with them soon to arrange a meeting. Anyone else that would like to join the group can also get in touch with us. The survey also gave us a list of folk that would like to volunteer to man the skips once the scheme is up and running. Once we know the outcome of the planning application, we will also be in contact with them to check that they’re still happy to volunteer. We’d also be delighted to hear from any new volunteers or anyone with ideas on how we could repurpose and restore items brought to the skips that are too good to be sent to the dump. This project has lots of potential to expand and develop and we would love to hear any of your ideas on how this could happen, or how you’d like to get involved. We should know the outcome of the planning decision by the end of September. We really could do with your support to help gain planning permission. Anyone who supports the project is encouraged to write letters of support to the planning department or send an on-line submission through the Shetland Islands Council planning website. It really could make the difference on whether this project goes ahead or not.

Given the recent bother we’ve been having with broadband reliability and speeds, and the issues with mobile phone coverage, here’s an ideal opportunity to go along and express your views on broadband and mobile coverage in Northmavine. The Northern Isles Digital Forum provides an opportunity to hear a number of presentations covering the challenges and ongoing work to improve broadband services and mobile phone coverage across Shetland. The presentations will be followed by a public Q&A session which will give you an opportunity to raise any questions or concerns. Invited participants include senior representatives from Highlands and Islands Enterprise, British Telecom, 02 and Vodafone. The Northern Isles Digital Forum, which has been well attended in recent years, is open to anyone so please come along to listen and make your views known. Hillswick Shop needs YOU

Hillswick Shop has it’s own board of directors who are responsible for the shop. The board usually has nine directors and they oversee the running of the shop. Recently, two board members have resigned. Peter Sinclair has stepped down after playing a huge part in the life of the shop since it was bought by the community nearly seven years ago. Peter was part of the team that rolled up their sleeves and cleared out the old fixtures and fittings and replaced them with new. Since the shop opened, not only has he made a valuable contribution to the board, but he has also continued to roll up his sleeves up to fix/maintain/fabricate anything needed. Hillswick Shop and NCDC would like to record their very grateful thanks to Peter for all he has done. He will truly be a miss.

Fiona Cope has also resigned. Fiona has significant retail and marketing skills, among a host of others, and her contribution will also be missed.. So, we would like to hear from anyone in the Hillswick and Eshaness area who would like to join the board and help with the overall management of the shop. It is not a huge time commitment. The shop board will meet at least quarterly. Current shop directors are: John Alex Cromarty—Chair, Graham Mullay, Ewan Mowat, Iain Davidson, Christina Nicolson, James Titcomb, and Aileen Robertson. Anyone interested in being part of the board could have a yarn with any of these directors to find out more about what’s involved. Contact the NCDC office for an application form.

It’s been over 6 years since the community reopened the Hillswick Shop and what a busy time it has been. We are still adding to the range of goods the shop stocks: bairns rubber boots arrived the other week, and the sharp eyed among you will have noticed some extra shelves being added lately. The shelves were a gift from the old Co-op in Brae following the opening of their new store. It is great to see the Co -op investing in Brae ,helping to balance the Shetland economy and save folk needing to go to Lerwick, but I think it is also worth remembering the advantages of using our local shops in Northmavine. Over the last 6 years, thanks to your support, the Hillswick Shop Ltd has donated over £55,000 in profits to the Northmavine Community Development Company (NCDC). This helps NCDC to continue working on projects like those highlighted in this newsletter. Since opening, the Hillswick Shop has also repaid a loan that NCDC provided to set up the shop, paid over £250,000 in wages to local people, and continued to invest in the business to update equipment and improve the service it offers. All this has been achieved while, I hope, providing a good service to you, the people of Northmavine, which is after all what the shop was set up to do. Special home at former weaving shed

The keen-eyed among you might have noticed recent signs of building work at the large, derelict, former weaving shed across the road from the Hillswick Shop. The good news is that the shed has been bought privately and is now in the early stages of a stunning refurbishment. The building was bought by the community in 2009 and NCDC has worked with the folk of Northmavine to look for a viable, community use for the building. Sadly, although there were lots of good ideas from folk, we just couldn’t find anything that would be of definite benefit to the community and could afford to pay the overheads involved with such a large building. Rather than the building becoming even more derelict, remaining empty and not having a purpose in the community, NCDC recently sold the store to a private buyer. The sale is a story of love and legacy. Geoff Jukes and his partner Jeannette Obstoj had been coming to Northmavine for long holidays for more than a decade. The couple loved Shetland, and Northmavine in particular. Sadly, Jeannette passed away in March last year after a short and sudden illness. Jeannette was an extraordinary talent; video-maker, artistic director, poet, painter, graphic artist and lyricist who wrote songs for Tina Turner and Dusty Springfield amongst many others.

During her life, Jeannette produced many stunning paintings that expressed her extraordinary imagination, humour and love of animals. Geoff was keen to find a special place to hang Jeannette’s work. Her deep love of Shetland, and Northmavine, made it fitting that her works should find a home here. Geoff also wanted to spend more time in Shetland and have a permanent base in Northmavine. The weaving shed was the ideal place. Living accommodation for Geoff, family and guests will be created on the upper floor of the shed. Downstairs will be transformed into a gallery for Jeannette’s paintings. Geoff is also keen for the building to be of value to the community. In addition to Jeannette’s legacy in the gallery, he will create workshop space and accommodation downstairs. Geoff plans to use the workshop and living area downstairs as a space for an artist in residence programme, bringing artists to Northmavine to create. More information will be available as the idea evolves. NCDC would be delighted to hear from anyone in the community that has connections with folk who could be interested in using the space.

Animal loving, talented, Jeannette

Geoff is keen that the folk of Northmavine are closely involved in shaping the residency programme. He hopes that the refurbishment will be complete by June 2017 and we look forward to welcoming Geoff to the Northmavine community. We are also delighted that such a beautiful part of Jeannette’s spirit will have a home here too.

Peerie turbines

Some of the profits from nortenergy were used to help buy the two peerie 5kw wind turbines now situated near the Ollaberry shop. The turbines provide energy for the shop and PJ Hurson (Garage Services), thus saving them money on their hydro bills. The energy ultimately also provides an income for the benefit of Northmavine from the Feed in Tariff (FiT). FiT is an income paid to us for each kilowatt hour of energy generated by the turbines. It’s not a huge amount, perhaps around £4500 per year after insurance costs and overheads have been paid, but it really does help.

So, the turbines have reduced the utility bills for both of the local businesses and provide an income to the community for two decades. The turbine for the garage is having mechanical problems at the moment and we’re waiting for a new part to be fitted to get it back up and running again. Hopefully it will be repaired by the end of August— just in time for the windy season, no doubt!

Fibre Broadband rollout NCDC has lobbied for better broadband in Northmavine for more than a decade. We continue to do so, and it would appear to be paying off in some cases. Some folk can now access superfast fibre broadband in Northmavine and the service should be available to others later this year. Unfortunately, there will not be any improvement for many users. The £146 million Digital Scotland Superfast Broadband scheme is being delivered in the region by Highlands and Islands Enterprise (HIE) and private sector partners BT. Funding partners include the Scottish Government, HIE, Broadband Delivery UK (BDUK) and BT. Fibre technology is mainly provided by installing fibre into green, roadside exchange cabinets, but the final part of the journey from the cabinet to the customer is still undertaken by existing copper cable. So, proximity to a green cabinet is important. Broadly speaking, if the copper wiring from the cabinet to the customer is 1km or less, users are likely to see superfast speeds. Homes with up to 2kms of copper wiring from the cabinet may see an uplift of speeds, depending on their current service. After a distance of 2km, service falls away rapidly. Hillswick will have three green cabinets at Stucca, Eshaness junction and Heylor junction. The latter cabinet went live last month and some folk in Urafirth are already benefitting from superfast speeds. Customers should be aware that they need to register to receive the new services. Sadly, folk in Eshaness will not benefit from the work at Hillswick. New fibre cabling and one or more cabinets would be needed to give any reasonable speed. According to HIE, funds are not available to do this but there may be scope in the future. Later this year a green cabinet will be installed near the current telephone exchange at Ollaberry and another will be installed near the houses at Bayview in North Roe. The scheme only has budget for a single cabinet in each community but HIE say, given that fibre cabling will be installed, further cabinets may be cost effective in the future. A cabinet will be installed near Stackhoull in Sullom later this year.

For the past couple of years, NCDC has looked at the possibility of undertaking a community broadband project for the areas of Northmavine that would not be helped by the Digital Scotland programme. It has been very difficult to find out exactly which areas will be assisted and how they will be helped, so this has stalled any progress. MSP, Tavish Scott, has been very helpful with our lobbying and has co-founded a Digital Forum (see separate article) which brings the Digital Scotland team to meetings in Shetland in a bid to get clearer information and answers. The Digital Forum also attempts to address the poor mobile phone network and senior representatives from the networks also attend. More information on the fibre roll-out can be found at www.digitalscotland.org/whereandwhen Folk can also register online for updates and news of when fibre broadband becomes available in their area. Further information is also available on HIE’s website at www.hie.co.uk/digital NCDC will continue to lobby for better services in Northmavine and would encourage anyone with broadband or mobile phone issues to get in touch with us so that we can build up a picture of the problems and present them to the industry on your behalf.

Some directors have been with us for a few years and others have just joined, so there’s a good mix of ’old’ hands and new blood.

Loyalty rewarded at Ollaberry Shop The Ollaberry Community Enterprise shop has been busy trading now for 21 years come October, and is still going strong. At the moment we have 12 staff, 3 of which are school bairns. Having got a new manager over a year ago now, things are a little different. We are always looking for new ways to keep our customers coming back. We will try our best to get in the stock you need, and keep a good range at the same time. All you have to do is ask. We do have some new stock in and some new shelving which was kindly donated from the 'old' Brae Co-op. We value our customers greatly and appreciate their loyalty. So much so, we have a loyalty card system already in place. For every £20 spent on groceries (excluding fuel, alcohol and tobacco) you receive a stamp, once your card is filled up, you can then cash in your card and receive £4 off your shopping. Does Northmavine need new homes? Housing remains a top priority for NCDC and the community. Although small numbers of new folk are coming to byde here, we need to encourage more folk to move and remain here to sustain Northmavine socially and economically. It’s important to have a critical mass of folk to ensure our schools, businesses, services, way of life and community groups thrive. For folk to be able to remain or move here, they need homes. NCDC plans to carry out more consultation, as we have done here in the past, in a bid to find out whether there really is a need to create more homes in Northmavine. If there is, we’d like to build up a picture of who needs housing, the size of home they would need, the type of housing required —is it social housing; do we need plots for self-build; is there a demand for peerie developments of houses for sale; are there empty houses out there that folk would like to renovate and bring back into use? Lots of questions. A previous housing survery we carried out in 2008 provided enough evidence for the community to show that there was a real demand for housing in Northmavine. Thanks to the insight and generosity of the late Drew Cromarty, NCDC was able to work with Drew to eventually see the construction of Anniesland, two social houses at North Roe. Anniesland was built as part of the former Rural Homes for Rent (RHfR) scheme. The Scottish Government provided roughly half of the funds to build the houses and Drew generously provided the rest. Because of our housing needs survey, we could evidence housing demand, so when the RHfR scheme opened, we were ready to take advantage of the funding. NCDC successfully applied to the fund on behalf of Drew. Now is a good time to look at the local housing picture again. We plan to start this work in the next couple of months. We would encourage you to take part and tell us what you think. We will also need to reach folk that don't live here at the moment, but would like to. The results we get back will inform what we do next.

The £400 payment we received was based on the installed capacity (80kw) of the first of the two turbines to be sited at the Hillhead, Ollaberry. Northmaven Community Council (NCC) was instrumental in securing the payments, which will be made annually for each of the two turbines. We also thank NCC for choosing to direct the payments to NCDC. Donations such as these are extremely helpful. The funds will help towards set up of the skips scheme.
