GOHumCo seeks community participation in two working groups for local economic development and pandemic recovery The Humboldt County Administrative Office’s Economic Development Team (GOHumCo) is seeking volunteers to serve on two newly created working groups that will be vital to local economic development and pandemic recovery. If you are interested or know someone who would be a good fit for these working groups, more information and links to apply are below.

“In our search for applicants for these two working groups we are seeking a diversity of individuals, thoughts, voices and ideas,” said Economic Development Director Scott Adair. “We also encourage individuals who have not been previously engaged in these initiatives, especially those in the private sector, to apply for these to working groups and become engaged in discussions that will help shape economic policy in our county.”

The working groups are as outlined below:

Comprehensive Economic Development Strategy (CEDS) Ad-Hoc Working Group

A Comprehensive Economic Development Strategy, or CEDS, is a plan that helps guide local economic development efforts and is required to be eligible for certain federal grants. Goals in writing a CEDS include deciding on and prioritizing economic development initiatives and helping to plan for a vibrant and resilient economy. While Humboldt County produces a new CEDS every 5 years, the county released its most recent CEDS in 2018 and COVID-19 is expected to alter the current economic strategy. As such, modifications and revisions need to be made to the most recent CEDS, which will be based on input from the CEDS Ad-Hoc Working Group.

The CEDS Ad-Hoc Working Group will consist of one representative from each of the following industry sectors: • Diversified Health Care • Specialty Food, Flowers and Beverages • Building and Systems Construction • Management Innovation Services • Niche Manufacturing • Investment Support Services • Forest Products • Tourism • Alternative Agriculture • Arts & Culture

Prosperity Network Working Group

Led and financially supported by the county, the Prosperity Network is comprised of regional economic development practitioners. This group meets monthly for networking and receives presentations from experts in the fields of marketing, economic development, workforce development, planning, and community development. The purpose of the network is to foster community and economic development to improve the quality of life for Humboldt County, its residents and its communities. The network acts as a platform for collaboration for those who are interested in economic development. The Prosperity Network Working Group will meet quarterly and will be tasked with steering the Prosperity Network through pandemic recovery resources and developing the framework and scheduling for the network members.

A Publisher’s Rant

H

ow will history judge this one, particularly chaotic week in time? Whose fault is it our country is failing in so many ways?

Top of the list is the president, with his long list of fails: the failure to recognize the magnitude of this coronavirus pandemic at every step, a repeated failure to embrace science and plan accordingly, and a total failure in leadership of the country.

(No, we are not 50 countries; we are one.)

Next are Senate Republicans with the possible exception of Mitt Romney.

The most evil is Majority Leader Mitch McConnell, and his most heinous crime to date was to unilaterally block the previous president’s constitutional right to fill a vacancy on the U.S. Supreme Court.

History should never forgive him for that act alone.

But let’s focus on this year, this week and this point in time.

Congress as a whole acted quickly and admirably in allocating $2 trillion to fight the pandemic by passing the CARES Act, signed by the president March 27. That included initial $1,200 stimulus checks that went to almost every adult in the U.S. for things like groceries and rent. Some employers were able to hire back laidoff workers and not go out of business.

After a rocky start, the feds began direct subsidies to states to help the newly unemployed.

There were certainly flaws in the CARES Act — unintended consequences.

The blame for these should be shared by both parties and corrected before the

next round of economic stimulus is sent to the president.

House Leader Nancy Pelosi continues to stand before cameras and claim Republicans are heartless because they refuse an extension of the federal $600 unemployment bonus to “poor people.”

I’d never want to be across a negotiating table from her but I suspect she doesn’t know any poor people. As long as workers were unemployed or partially unemployed, the feds added $600 per week to their state unemployment insurance check. In California, the top UI is $450 a week. With the fed bump, that’s $1,050 a week, or the equivalent of $54,600 a year.

(But the rates vary widely throughout the country, ranging from a maximum of $235 a week in Mississippi to $844 in Washington state. You do the math and raise your hand if you want to be laid off in Washington State. Me, too.) Dems should acknowledge that employers have had trouble getting good, trained employees back to work under this program and Congress needs to modify its incentives.

Actually, reducing it to $400 for a while isn’t a horrible idea and neither is basing long-term federal help at a set percentage of actual income.

The CARES Payroll Protection Program, which benefitted the North Coast Journal and hundreds of other local businesses, was not without flaws either, which should be corrected when and if there is a round two. Corporations like Shake Shack or franchises like McDonald’s should not have been eligible to receive funds.

Finally, the entire Congress seems hell

bent on a second round of direct economic stimulus payments: $1,200 per person, per household. Why? It will be spent in a flash and then what? How about something better and longer lasting?

Remember Andrew Yang, that guy who ran for president? Steal his idea. Stimulate the economy by replacing much of our very flawed welfare system with a Universal Basic Income of $1,000 or so per person, per month. (Some households would need additional direct special needs help.)

Students who graduate high school could stay home and go to community college.

New mothers could take a year off with the baby or go back to work and dad could stay home. Those of us who don’t need the $1,000 could give it to a good cause.

I remember sitting in an economics class at Humboldt State University in the late ’70s. In those days we were all excited about an idea to have a more just welfare system that was cheaper to administrate and did not make people feel guilty or ashamed. It was called the negative income tax (NIT). (President Richard Nixon proposed an NIT in 1969. It passed the House but failed in the Senate.) Yang’s UBI would be even easier to administrate and not limited to tax credits for the under-employed, like today’s Earned Income Tax Credit.

In May the Dems proposed a new version of the CARES ACT called the HEROS Act, a $3 trillion bill that included much needed aid to federal relief agencies, as well as state, local, tribal and territorial governments. This week they are dropping

their ask to $2 trillion and Republicans, who have been nothing but “wait-andsee” on CARES II since May and have made no concrete proposals, are now making their move. This week they say they are willing to support another round of $1,200 stimulus payments, renew a version of the Payroll Protection Program and continue some level of supplemental UI, McConnell told CNET on Monday.

Both parties are moving closer to a CARES II or whatever they call it. Let’s see how much imagination, cooperation and flexibility they can muster this week in order to get something to the president’s desk again. After all, the federal UI boost expired last week, going from $600 per week to zero overnight. I don’t think either party envisioned the unemployed falling directly off a cliff.

Meanwhile, our president just last week marched into an appliance manufacturing plant to the tune of “Live and Let Die” before going to play golf. Then over the weekend he issued a number of executive orders that should be ignored. (He should be reminded that Congress appropriates funds.) Let’s hope he spends more time out on the golf course until Congress has CARES II ready for him to sign.

Zombie Apocalypse

We’re losing the battle with COVID-19 but we don’t have to

nyone who’s watched traditional zombie movies knows it’s never really the zombies themselves that kill people. Sure, the relentless but slow-moving and brainless corpses are the mechanism of death, but it’s really humans’ selfishness, panic, stupidity and conflict that always causes them to leave positions of relative safety to imperil themselves and their loved ones.

COVID-19 is our zombie apocalypse and that’s what makes this moment so maddening.

After all, it’s not as though the rest of the developed world has some secret formula it’s withholding from the United States that has allowed country after country to gain control of the disease without the widespread infection and death we’re seeing here. No, what they have is leadership, fortitude, a willingness to sacrifice for the collective good and a belief in science. We don’t, but that’s no secret.

We could, of course, fill this column with a laundry list of our federal failings, from the lack of a cohesive strategy and testing shortages to a president who questions established science and mocks bona fide health experts.

But those problems are largely beyond our control, while what’s happening in Humboldt County is not.

When the Humboldt County Joint Information Center reported a single-day record of 10 new confirmed cases on Aug. 5, it was yet another sign that local officials’ sober warnings were going unheeded, even on the heels of July’s 100 new infections, nearly doubling our caseload as the rest of California spiraled out of control. Then came Aug. 6, when 25 more local cases were confirmed. By the time the Journal went to press with this issue Aug. 11, Humboldt County had already recorded 60 cases for the month.

And it’s no mystery what’s driving the new cases; Humboldt County Health Officer Teresa Frankovich and Sheriff William Honsal have been telling us for weeks that it’s largely the result of travel and multi-household gatherings.

People travel outside the area to visit family or vacation, and bring the virus home with, only for it to quickly spread though their households and — sometimes — their workplaces, too. Other people are welcoming visitors from outside the county into their homes, causing the same pattern to unfold.

Then there are those who simply refuse to abide county and state prohibitions against social gatherings and mix households for dinner parties, barbecues and other events, dramat-

ically increasing the virus’ potential to jump from one household to another, creating new clusters of infection and exponential growth.

That, in a nutshell, is how we went from 32 cases in June, to 100 in July to 60 through the first 11 days of August.

For some it may be tempting to look back at Aug. 6 and point to those 25 cases as the moment the tide turned, the day we lost the pandemic. But the truth is we — yes, even us here tucked behind the Redwood Curtain — have been losing this pandemic for weeks now, one decision at a time: the refusal to cancel that trip to meet friends in Lake Tahoe for the weekend; the inability to tell Mom or Grandpa they can’t come visit for the weekend; the sense of exceptionalism that says it’s fine to have some friends over for dinner even as your neighbors continue sacrificing for your — and everyone else’s — safety. Maybe as a state we lost this pandemic when the government gave everyone a false sense of security by opening bars, restaurants and movie theaters — a decision that arguably put a handful of weeks of revelry over safely getting our children back in school where they belong.

And it’s important to remember this isn’t close to over — it’s likely just beginning.

Today’s case numbers are the result of decisions made a week or two ago, just as today’s decisions dictate what public health will report a week or two from now. Hospitalizations trail a week or two behind reported case spikes, with intensive care and death numbers trailing behind those. Public Health reported two new hospitalizations Aug. 10. And as our cases continue to surge, flu and cold season lurk around the corner, promising to make COVID-19 cases harder to find, isolate and control, while also encroaching on our limited local healthcare capacity, as they do every year.

The good news is we have all the answers we need to keep the zombies at bay. We can stay home (or outdoors and physically distanced) whenever possible, cancel all nonessential travel and opt for video conferences and phone calls to keep up with friends and family, forgoing in-person get-togethers.

Or we can keep doing what we’re doing, choosing instant personal gratification over the collective good, thinking we are somehow exempt from the sacrifice this moment in history demands or that we know better than the rest of the developed world, even as our hospitals bulge and our morgues overflow and our schools remain empty.

The zombies are out there but the choice is ours. l

How about “Best Painter-Oils,” “Best Painter-Watercolors,” “Best Painter-Acrylics,” “Best Painter-Silk,” “Best Graffiti Artist,” “Best Cartoonist,” “Best Sculptor-Metal,” “Best Sculptor-Ceramic,” “Best Sculptor-Mixed Media,” “Best Sculptor-Kinetic,” “Best Glassblower,” “Best Digital Artist,” “Best Graphic Design Artist,” “Best Jewelry Design,” “Best Fabric Artist,” “Best Performance Artist,” “Best Storyteller,” “Best Clown,” “Best Filmmaker,” etc.? Instead of “Best Band,” how about “Best Rock Band,” “Best Jazz Band,” “Best Reggae Band,” “Best Funk Band,” “Best Classical Chamber Music Ensemble” etc.? There’s good competition in all of those categories here in Humboldt County, and your readers would know that if you lived up to your name as a “Journal of People, Politics and Art.” Artists will never buy those stupid “vote for me” ads but it does not cost very much money to have a thriving art scene; all you have to do is pay attention to it. Art thrives on attention, and the more attention you pay to it, the more it thrives, and the more your art scene thrives, the more attractive your community becomes, and the more the quality of life improves for all of us. Supporting the arts won’t solve all of our community’s problems but it does give us something positive, vibrant and inspirational to focus on and identify with. If the NCJ can’t be bothered to give our local art scene the

attention it desperately needs and deserves, maybe it’s time for a name change.

Perhaps you should change the name of the magazine to the North Coast Journal of Business, Politics and Marijuana, and we can all just get used to living in an area best known for greed, corruption and drug abuse, thanks, in part, to the efforts (or lack thereof) of your fine publication.

John Hardin, Redway Editor: Your “Best Of” issue (Aug. 6) has some very disconcerting news. Rex Bohn most popular politician? To read the NCJ and its Greek Chorus, one would think he’d be way down the list. Heck, if you listen to the couple hundred or so that went to the recent demonstrations to get their fair share of abuse, there’s overwhelming sentiment to drastically defund the police in one of the highest crime areas in the entire U.S. Everyone in their social circle feels that way. How can that be that there is huge untapped opinion of non-activist folks that plain disagree … and they are a majority? Shameful. The great and powerful Oz says disregard those folks, as well as the man in the booth pulling levers.

‘An Antidote’ Editor: I want to respond to Bill Stiles letter (Mailbox, July 30), which criticized Mark Larson’s July 23 article “A Walk Around the County.” Yes, there are more people now than ever struggling to pay for food and rent. This issue deserves more media and community attention. However, there is no need to denigrate Mark Larson’s article and dismiss the stress he mentions as irrelevant. Human beings need other people. It is a fundamental requirement, and nothing truly replaces face to face contact. The media and health officials have rarely acknowledged this during lockdown, but the stress we feel from diminished human contact and increased confinement is real.

It affects our physical and mental health.

I appreciate Mark Larson’s article, because it focuses on exploring the real world as an antidote to the stress. This makes a welcome contrast to the endless encouragement to move ever more of our lives onto that disembodied world known as the internet. Real life in the real world is always better.

Brushing Scam Editor: Brushing scams (“Don’t Plant Mystery Seeds,” Aug. 6) are just one of the ways merchants who sell on the internet try to improve their sales. Vendors from many countries have employed them for years.

This “mystery seed” thing is part of a more sinister phenomenon, however: a nationwide effort to stir up fear of China.

The language of the USDA on how to treat these seeds: double bagging, “Contact the Agricultural Commissioner’s Office to arrange for collection” — these are the directives given for envelopes containing white powder that might be anthrax.

Watch out! The seeds will sprout into Audrey II (Little Shop of Horrors) and drink human blood!

It is impressive that the national campaign to fuel Sinophobia has swept even to a small town weekly newspaper (not forgetting, however, the history of the near-massacre and brutal expulsion of our Chinese population in 1885).

The entire powerful U.S. propaganda machine is working hard to demonize China. There’s the “China virus.” This is utter falsehood: China was cautious, not understanding COVID-19 at first, and recognizing what economic upheaval it might

cause. Lancet, the world’s leading medical journal, stated that we owe China a debt of gratitude.

There’s the Uyghurs, Hong Kong, sanctions, TikTok, Huawei: all used to incite anti-Chinese sentiment. Why? A casual response is Trump’s preoccupation with reelection. However, the roots are deeper.

Fear of China supports our obsession with world domination, with landslide Congressional approval of our grotesque military budget, with war.

War is our brushing scam.

‘A Positive Light’ Editor: Thank you for Jennifer Fumiko Cahill’s delightful article on the shisho leaf (Aug. 6). It was a positive light in these uncertain times of COVID-19. Jennifer is a long-time contributor to the Food page, as well as both Wendy Chan and Simona Carini.

Every Number is a Person

Humboldt’s missing and murdered Indigenous women, girls and Two Spirit people

This report notes there are 165 documented MMIWG2 cases in California, making California the fifth highest number nationally. The report also notes: “Northern California outranks many states, and if it were a state, would be in the top 10, with 105 cases.”

I was born and raised in Humboldt County and have grown up with the notion that we live “behind the Redwood Curtain,” something that supposedly shields us from the violence and scariness of “big city life.” I’m also an Indigenous woman, a member of the Hoopa Valley Tribe who is also Yurok and Karuk. For me, statistics like these are lived in my body and they remind me why I do the work I do. The stories we share, the histories we document, they are more than words on a page, and sometimes at night I watch my daughter sleep and think about how if anything happened to her I would never stop trying to find her. I’ve noticed Humboldt County doesn’t really like to talk about the violence that plagues our rural region (ahem, anybody remember Murder Mountain?) and so our county tends to respond to these types of reports with continued disbelief, denial or even dismissal.

Our county has some reckoning to do with our continued dismissal of everyday violence against Black, Black Indigenous, Indigenous, People of Color (BIPOC) in this region. Think about everyday violence like comments on news stories or postings on social media that justify violence against us, history lessons and books that try to water down the attempted genocide of us or even the continued sales of land to cannabis industries that we know increase violence and trafficking in our region.

Humboldt County history is made possible because of violence like the indiscriminate killing of Native peoples and the seizure and removal of Native peoples from their lands and homes in order to build some of the wealthiest land-owning families in the region.

In Humboldt County, women and children were taken while men were most often killed. The Act for the Government and Protection of Indians was a law passed in 1850 allowing Native American people to be forced into servitude. Under this law, Native people found loitering or children who were orphaned could be brought before a justice of the peace and put into “apprenticeship” with whomever could pay their fine. Settlers would raid villages and take women and children seemingly to put them into apprenticeship. Women disappeared from many of the historical records because they were forced to marry, forced to live as concubines or sold as sex slaves. They didn’t document when Native women were forced into prostitution, so instead many were taken and never heard from again. When you look at the records of Indian people being sold into slavery in the mid 1800s in Humboldt County, what you see is that most of them are children ages 7-12 and most are girls.

Today we are forced to confront these types of statistics again, with Indigenous women and girls made vulnerable by a system that is not designed to protect them.

And in Humboldt County we continue to uphold this system that exacerbates continued violence against Native women, girls and Two-Spirit people.

How? First, laws don’t protect Indigenous women, girls and Two-spirit people.

Right now because of the Major Crimes Act and, in California, Public Law 280, a

jurisdictional vacuum exists where Native people cannot pursue justice for violent crimes committed on Indian land. Native women are the most likely to be raped in the United States of America, even though we are less than 2 percent of the population. More than 80 percent of rapes are perpetuated by non-Native men but non-Native offenders are rarely prosecuted on tribal lands. This is because Native tribes do not have the jurisdiction to prosecute non-Native offenders who commit crimes on Native land and often the state or federal government, which do have the jurisdiction, do not prosecute. Second, in Humboldt County, we continue to build and support industries that we know have connections to increased trafficking and violence against BIPOC. Recent studies that focus on extractive industries (like oil pipelines, mining or cannabis) have shown that these industries significantly increase the trafficking and sexual assault of women and girls, primarily Indigenous women and girls. For Humboldt County, this includes the cannabis industry. According to the research, if the industry (1) creates a rapid increase in population during certain periods of time, (2) is located in rural areas with often strained infrastructure for social services and law enforcement, and (3) is primarily located on rural lands that often surround reservation/Indian lands, then you see an increase in sexual violence that affects Native peoples because of location and also jurisdictional loopholes.

Humboldt County focuses development of the cannabis industry on economic and environmental factors, but one of the questions we need to ask is what happens when cannabis grows surround Native lands and yet the county and state have not set up the infrastructure to protect and support Native nations? Where is the funding from the county so that tribes can have additional support services?

Where is the lobbying or policy intervention so tribes can prosecute non-Native offenders? Where is the funding from the county so tribes can purchase lands surrounding their reservations so landowners don’t need to sell them to cannabis growers? I have led community discussions over the past year with the Native Women’s Collective, Sovereign Bodies Institute and Two Feathers Native American Family Services, which resulted in a number of Humboldt County citizens sharing that they saw a clear connection between the cannabis industry and the trafficking of

Native people are doing the work so we can intervene on policies and laws that continue to try to silence us. So if your instinct is to parse numbers, play devil’s advocate or find some way out of this that doesn’t include radical systemic change, then let’s go back to the people, the women, their families and their children, and let’s remember that every one of these numbers is a person. Someone who held their children when they cried, or someone who told bad jokes and laughed anyway, or someone who sang songs while they worked, or held hands with people they loved. Every one of these numbers is someone who is missed.

Survivors and families contributed to the report, sharing details, stories and remembrances of their loved ones, many of whom remain missing or have unsolved murder cases. The 146-page report is free and available for download from the Sovereign Bodies Institute. You should read it.

Coastie Crew Honored for Rescue

A

Coast Guard helicopter crew from Sector Humboldt Bay received prestigious national honors Aug. 6 for their daring rescue of two injured firefighters during last year’s Middle Fire.

Cmdr. Derek Schramel, an MH-65 Dolphin helicopter pilot, and Petty Officer 1st Class Graham McGinnis, an aviation survival technician, received Distinguished Flying Crosses from Rear Adm. Brian Penoyer.

Lt.j.g. Adam Ownbey, an MH-65 Dolphin helicopter pilot, and Petty Officer 3rd Class Tyler Cook, an aviation maintenance technician, were presented with Air Medals during the ceremony.

“It was just the best example of what we aspire to in naval aviation, in Coast Guard rescuing and in lifesaving operation,” Penoye said.

The Coast Guard noted in a release that the Distinguished Flying Cross is “our nation’s highest award for extraordinary aerial achievement” and is awarded to “recipients for heroism while participating in an aerial flight.”

The prestigious Air Medal, the release states, “is presented to an Armed Forces member who has distinguished themselves by heroic or meritorious achievement in aerial flight during the rescue of survivors.”

The crew made the rescue on Sept. 16, 2019, bringing the injured firefighters on board about 10 yards away from the fire line in a clearing the firefighters’ crew had cut to make way for the rescue.

“Battling bouts of vertigo, fire updrafts, and night vision device blinding, the crew established a prolonged precision hover above a narrow 20-by-30 foot hoisting area, surrounded by towering trees with wildfire flanking the zone on three sides,” a Coast Guard release on the ceremony stated. “The firefighters were hoisted expeditiously despite the crew having to overcome fatigue and choking smoke that filled the helicopter cabin. The firefighters were successfully rescued and delivered to advanced medical care, saving their lives.”

The helicopter crew was ultimately able to hoist the firefighters to safety from a height of 240 feet, its maximum range.

“The flight crew’s outstanding airmanship and devotion to duty reflect great credit upon themselves and were in keeping with the highest traditions of the United States Coast Guard,” the release states.

‘See You Again’

Report: Investigative failures in cases of missing, murdered Indigenous women

or generations, order and cleanliness had been Christina Lastra’s family’s way of fighting off poverty.

But the day in July 1991 when her mother’s mysterious death was ruled an accident marked the end of the orderly life Lastra had been leading in Humboldt County.

“We didn’t get peace. No one ever even thought of looking further into the death of a Native woman, of my mom,” said Lastra, who identifies as Indigenous and Chicana. “Until now.”

A new report by the Sovereign Bodies Institute, a data-driven nonprofit based in Humboldt, in partnership with the Yurok Tribe, details for the first time the lack of scrutiny and data surrounding the cases of 105 missing and murdered Indigenous women and girls across Northern California, from the Bay Area to the Oregon border.

Using state and federal data, other research, police reports and community-based information, the institute found more than 2,300 cases in the United States.

Of the California cases classified as murders, law enforcement solved 9 percent, researchers found. The statewide clearance rate is more than 60 percent in the past decade, according to the state Department of Justice, meaning that murders of Indigenous women in Northern California were about seven times less likely to be solved than homicides involving all other victims.

“Women after women, disappearing,” said Annita Lucchesi, the executive director of SBI and a Cheyenne descendant. “It creates a sense of hopelessness. It makes it feel like this is a world that we can’t live in anymore.”

The Yurok Tribal Court initiated the To’ Kee Skuy’ Soo Ney-Wo-Chek’ Project — which means “I will see you again in a good way” — with SBI to changes those numbers and improve the outcomes of missing and murdered Indigenous women and girls cases.

“Currently, there is a scarcity of accu-

rate data on Native, MMIWG2 victims and survivors in California and everywhere else in the United States. The databases that do exist are largely inaccessible to tribes and are woefully inadequate when it comes to tribal populations,” Yurok Chief Justice Abby Abinanti said in a news release from the tribe. “Parallel to the database component of this project, we are creating a cooperative plan that seeks to mobilize tribal, county, state and federal agencies in response to future MMIWG2 cases. I would like to thank the Tribal Court and SBI staff as well as all of the families and law enforcement representatives who contributed to this report.

“I want to find those bodies.”

Together, we have a lot better chance of addressing this indelible issue.”

The cases documented in the report span more than a century, but 72 percent occurred after 2000, and problems collecting data on crimes against Native American women suggest the actual number is much higher — around 1,700 statewide since 1900, according to researchers who extrapolated from existing data.

California is home to 700,000 Indigenous people, the largest Native American population in the country, but there is no reliable data on missing Native women in the state, according to Lucchesi, who said more than half of the cases in the state were not in official missing persons databases.

When records were available, the report found, Native women were often misclassified as white, or their deaths were labeled accidental even when family and friends thought otherwise.

Much about the cases remains unknown because of difficulties in data collection and a “chronic and pervasive failure to investigate,” the report said.

mother Alicia Lara had died in a car accident, Lastra said she reached out to the county coroner. She had heard that someone from Weitchpec, where her mother was found, had seen her shortly before her death, badly beaten up. That’s when she learned that her mother’s body had been found in the passenger seat of her car.

“If they’d just ask around, I think people in Weitchpec knew that she didn’t have an accident,” Lastra said. “But she wasn’t important enough to open an investigation.”

Humboldt County Sheriff William Honsal, who has headed the department since 2013, said the case report for Lastra’s mother didn’t strike him as particularly suspicious. But he said he did have trouble understanding how Lara had gotten in the passenger seat. “It’s hard to see how this could’ve happened,” Honsal said. No

investigation was opened.

“There may have been things that have happened in the past, things that didn’t go well, where communication didn’t happen,” Honsal said. “We’re learning from past mistakes, trying not to repeat that in the future.”

Lastra’s perception that local police didn’t put enough effort into her mother’s case isn’t unique. Lucchesi said the report found deep mistrust toward law enforcement among Indigenous women.

Policing in tribal areas is tricky. Jurisdiction is shared with the tribes, which have police forces with limited powers, and communication between county and tribal departments has historically been limited, something many tribes would like to remedy, according to Abinanti, a co-author of the report.

ments, combined with the sheer size of territory officers have to patrol, adds to the difficulty of investigating cases, the report found, a problem echoed by sheriffs across the region. High poverty rates, which, according to the 2018 American Community Survey, bordered 40 percent for the Yurok and Hoopa Tribes, two of the largest tribes in the state, also make it hard for victims to advocate for their family members and for tribes to build efficient police forces.

Last fall, in recognition of the crisis of missing and murdered Indigenous women and girls, the Justice Department launched Operation Lady Justice, to combat violence and human trafficking of Native Americans. State Assemblyman James Ramos, a Democrat from San Bernardino County, is pushing for a bill that would establish a task force to study the disappearances and provide financial

assistance to law enforcement and tribal governments.

In the meantime, Indigenous women are leading the effort to investigate. “I want to find those bodies,” said Abinanti, who was the first Native American woman to pass the state bar. “And then, prosecution is at the bottom of the list, but it’s on the list.”

But the main priority remains for victims’ families to find closure.

“We’re treated like we don’t count, but you know what?” Lastra said. “My mother counted and I am her legacy and I count.

he peach is the beauty queen of summer. The blend of red, yellow and pink colors brighten up my day. Luckily, my family’s peach tree is right outside our kitchen window. I enjoy looking at it every day while I’m cooking. It brings me so much joy and hope during shelter in place, watching their soft pink blossoms give way to timid little green fruits. I cherish every phase. Now they are all grown up, elegant and returning peachy grins at me.

I’m reluctant to pick them, as I just want this perfect picture to stay at my kitchen window a little longer.

Sadly, as they started falling, I realized their show was over. I harvested and shared them with family and friends by making peach cobbler and tarts. Since not everyone in my household likes sweets, I made a savory dish with them, too. This recipe is easy to make and simply delightful. I baked peaches, pork spareribs and chicken drumsticks with some Asian fusion flavors. My boys said it’s delicious since the peaches add some sweetness and tang to the meat. I love the flavor combination of fruit and meat, how the acids in the peaches tone down the fat in the pork and chicken. In this dish, I feel like I captured my summer on a plate.

1 tablespoon minced ginger 1 teaspoon salt 1 teaspoon pepper 2 tablespoons regular soy sauce 2 tablespoons dark soy sauce 1/3 cup maple syrup or peach jam ¼ cup rice wine 4 peaches, sliced ½ inch thick, plus additional slices for optional garnish 4 sprigs of thyme

Roasted Summer Peach with Pork Ribs and Chicken

Soak the ribs and chicken in hot (but not boiling) water for 30 min before draining and patting them dry with a paper towel. Place the meat in a large bowl. In a small bowl, mix the garlic, ginger, salt, pepper, soy sauces, jam and rice wine well.

Pour the mixture over the meat and rub it in evenly. Let it marinate at least 3 hours or overnight.

Heat the oven to 375 F. Arrange the ribs, chicken, peaches and thyme on a baking sheet, reserving the marinade liquid. Bake for 30 minutes, turn the meat over and baste it with the remaining marinade. Bake for another 25 to 30 minutes, until meat is fully cooked and the juices from the chicken run clear when you pierce the thickest part. For a crisp exterior, finish off by moving the pan to an upper rack and broiling for 3-5 minutes, watching carefully.

To serve, transfer meat and any big pieces of peach to a platter. Top with fresh peach slices of (optional), and garnish with thyme sprigs. For a dipping sauce, you can pour any remaining liquid into a saucepan and simmer over medium heat until reduced to desired intensity. Serve and enjoy. ●

Monumental Changes White Manna’s Arc

i, everybody! It is I, your erstwhile guide into Humboldt’s groovy and often chaotic world of music. On the topic of chaos, how is everyone since I last spoke to you in March? It is with utter sincerity that I hope that all of you and yours are safe and well.

Change is rarely up to 2020 levels of badness, and is sometimes remarkably good. Sometimes a radical shift is so good that you can’t help but compare it to a brutal catastrophe, as if something in its DNA contains the secret to ameliorating the titanic damage inflicted by tragedy.

I’m not saying an album is going to fix the fallout from this dogshit year we’re all having; that’s foolishness. But I will tell you White Manna has made a radical shift in sound on its new album Arc, and that shift is totally fucking thrilling.

First off, this isn’t really an album in the sense that you get a tight collection of four-on-the-floor poppy psych-rock tracks. Forget about that business; the past is dead. Recorded at engineer and band member Anthony Taibi’s 3D Light Studio, this album ripples and drips out of its vinyl grooves like the volcanic water birth of a new island. Tracks exist, as do extremely limited vocals by the ever-dependable David Johnson, but long gone are the concepts of sequenced tracking or frontman stylings. The band sounds like an organic body here, with drummer Tavan Anderson and bassist Johnny Webb loosening up like never before to accommodate the synth and guitar theatrics of Taibi and Johnson, which undergird a controlled trumpet explosion by guest Dominic Talvola. This thing is layered. There’s even a mysterious guest named Charlie Love, who shows up to put some flourishes down on what I’m assuming is an electric guitar. It’s impossible to tell — this whole thing rolls out like the third act of Akira.

I won’t talk too much about titles like “Pilgrim’s Progress,” “Painted Cakes” and “Surfer Moron” (Dave, don’t be so hard on yourself). Because tracks don’t matter.

The titular opener sounds like a Terry Riley outtake before the drums come in and warn us that a krautrock jam is what’s coming down the tube and the entire

song capsizes into rumbles and echoes.

The tracks are either pretty long or very short and none of that matters because, as I said, they all become one another.

The album itself isn’t very long. Or is it extremely drawn out? I honestly can’t tell you, because in my free time (which these days is itself vast but also contracted due to the disorienting natural laws of this pandemic) I have been playing it quite a lot and I always seem to be both listening to it expansively AND flipping the vinyl to the next side like a black flapjack on a hot and fast griddle. I really don’t know what’s happening anymore.

What I can tell you is there’s some baffling but iconic artwork by Rachel Duffy, the design layout for the sleeve is by former Arcatan Matt Goldberg and the official release from Cardinal Fuzz Records hits Aug. 28. If you are clever, invested in good taste and lucky enough to have a few disposable dollars, I highly suggest that you bug Steve at People’s Records to order you a copy. You won’t be disappointed.

Anderson tells me the band had a truly great European tour lined up for this release in October but it’s obviously shelved indefinitely. That sucks. But what cuts even deeper is what is happening to the live music venues here and afar as a result of this disaster. We may stand on the brink of losing our cultural expression and identities if independent venues fall.

So my last words to you, dear reader, as I briefly return to my old soapbox: Consider what action you can take to preserve the unique and beautiful character of our live arts scene. In times of genuine struggle, community is our best defense against the cruelty of predatory disaster capitalism and market indifference. Hold fast — our solidarity and collective love for our community and each other is our greatest strength. It’s been really nice talking with you again. Like James Ellroy (whose work I also consume with probably unhealthy compulsion), writer/director David Ayer has spent two decades unpacking and examining the lives of men at war, to mixed degrees of success. Occasionally he’ll explore a universally acknowledged conflict, a War with a capital W: U-571 (2000) and Fury (2014), which is notable on its own merits, but also marked Ayer’s first collaboration with Tax Collector costar Shia LaBeouf. But for the most part, Ayer, again like Ellroy, is obsessed with the ongoing battle between cops and criminals on the streets of Los Angeles. The two of them have even worked together, with Ayer adapting an Ellroy story for the screenplay of Dark Blue (2002), directed by Ron Shelton, and directing Street Kings (2008) from a script by Ellroy, Kurt Wimmer and Jamie Moss. Both movies have their merits and are saturated with the atmosphere and types and tropes that define both men’s bodies of work, but can hardly be called high water marks for either.

And that’s the thing with David Ayer: the yawning chasm between his best work and his worst. There are distinct tiers to his output, and gradations of quality and intensity to those tiers. These movies are unlikely to become landmarks of cinema or regarded as important contributions to humanity’s understanding of itself. They have been and will be relegated to genre, or sub-genre, status. While I bristle at the notion of genre classification as a pejorative, I can live with the differentiation. And I would counter that in his best work Ayer

collaborates with actors who can embody, if not fully elucidate, the complexities inherent in the character of frontline combatants. I’m thinking most specifically of Jake Gyllenhaal and Michael Peña in End of Watch (2012), Christian Bale and Freddy Rodriguez in Harsh Times (2005) — a contentious favorite — and the entire tank crew at the center of Fury (Brad Pitt, LaBeouf, Logan Lerman, Peña and Jon Bernthal). It’s worth noting Ayer’s stories, first tier or otherwise, usually focus on a duo.

The Tax Collector, decidedly an “otherwise” is no exception.

David (Bobby Soto), a loving husband and father, as well as a devout Christian, works as a tax collector for the ominous Wizard (Jimmy Smits), under whose aegis all the street gangs of Los Angeles seemingly operate. They all must pay their tithe and David, alongside the murderous but unfailingly loyal Creeper (LaBeouf), see that they are paid, in full and on time. It’s lucrative if unpleasant work, and Wizard’s supremacy is rarely called into question.

That is until Conejo (Jose Conejo Martin), demonic, anointed in blood, returns from Mexico with orders to disrupt the hierarchy. David, Creeper and their crew are immediately thrust to the front lines of a hideously violent conflict that will leave everyone irrevocably altered.

It must be said: This movie’s kind of a mess. The plot, while simple enough to describe in a single sentence, comes off as somehow confusing on screen, with vital inciting incidents seemingly omitted or glossed over in service of pacing. And that pace, which I think is intended to

accelerate from languid to frantic by the climax, feels rushed throughout. That being said, there are, for fans of Ayer and of the genre, aspects of The Tax Collector to recommend it. It fits somewhere in the L.A. mythology of Training Day (2001) and Harsh Times, with a couple of shared references for close-watching heads. And the atmosphere of the embattled city of Ayer’s mind, particularly in the nighttime aerial photography, is both unsettling and weirdly pretty. LaBeouf does tremendous work as Creeper, despite his role becoming precipitously diminished in the truncated build-up of the second and third acts. (He and Ayer have received some public criticism for cultural appropriation regarding this role, though LaBeouf is portraying a white character.) And while some of the action would have benefitted from more time spent in the staging, there are a few moments of violence worthy of note.

In the greater scheme, The Tax Collector is minor work, to be sure. And even within the smaller scope of Ayer’s catalog, it can’t be said to approach the best of his work. But I admire it as an example of an artist (albeit one working in the most commercial of media) continuing to explore a setting and subject, from multiple perspectives, that can yield countless stories. It’s the sort of non-comic-book world building to which I have long been drawn.

The problem with making out the wall from space is twofold: Besides being comparatively narrow, it’s built from the same material as the surrounding land, so there’s little contrast. Fifteen years ago, American astronaut Leroy Chiao took the accompanying photo of central Inner Mongolia with a digital camera using a 180 mm telephoto lens (the human eye is equivalent to a 50 mm lens). Conditions were perfect: fresh snow and bright sunlight. In the photo, you can make out short sections of the wall but Chiao reported that he was unable to see it with the naked eye.

Not that this disparages the near-miracle that is the human eye. While other animals have sharper vision than us (birds of prey can see about eight times as far as we can) and are more sensitive in darkness (frogs can see individual photons), our eyes are pretty much optimized for our well-being.

It’s hard to see how the ability to make out the Great Wall from space adds anything to the long-term survival of our species.

Incidentally, the Great Wall stands out quite clearly in the radar images taken from the Space Shuttle Endeavour. That’s because, instead of recording reflected colors like a photograph, radar is sensitive to roughness, and the top of the wall is smooth compared to its surroundings.

To put this in perspective, literally, remember the last time you had an eye test, trying to make out those letters and numbers on a Snell chart? The bottom line (Snell 6/6, letters about one-third of an inch high, from 20 feet away) is about at the limit of human seeing. Put another way, our eyes have an angular resolution of about 1 minute of arc, meaning that the bottom line of a Snell chart on the moon would have 120-mile-high letters, with strokes 24 miles wide.

Seeing the 16-foot-wide Great Wall, (supposedly designed for four horses side by side) from the moon would be equivalent to making out a human hair from two miles away. Forget even making it out from the International Space Station, 1,000 times closer to us than the moon when they’re both overhead. The wall would still need to be over 100 feet wide to be visible. How about the pyramids of Egypt? Yup — Che-

A Comprehensive Economic Development Strategy, or CEDS, is a plan that helps guide local economic development efforts and is required to be eligible for certain federal grants. Goals in writing a CEDS include deciding on and prioritizing economic development initiatives and helping to plan for a vibrant and resilient economy. While Humboldt County produces a new CEDS every 5 years, the county released its most recent CEDS in 2018 and COVID-19 is expected to alter the current economic strategy.
