Learn More About Accessing DMV Services Online in 2021 As the COVID-19 pandemic continues, the California DMV is increasing the number of transactions that can be completed without a visit to a field office. The DMV has several methods to serve customers, including online self-service options, through DMV Now kiosks, or via a DMV business partner so that customers can “visit” the DMV by other means. The following questions cover some of the most convenient ways to access DMV services and complete essential transactions without stepping foot in a field office. Q1: I have to complete some DMV business in the near future, but I want to avoid an in-person DMV visit. What are my options?
A: The health and safety of all customers and Californians is a top priority for the DMV. While a few select services need to be completed in a field office, most DMV transactions can be completed online. The DMV is urging customers to use their expanded online services or DMV Now kiosks to complete most transactions including eligible driver’s license and vehicle registration renewals, change of address, replacement sticker or registration card, notice of transfer and release of liability, duplicate driver’s license and vehicle license fee refund requests, among many others. Nearly all California drivers are now eligible to renew their license online or by mail – even if their renewal notice
states that an office visit is required. Use the DMV’s Service Advisor tool at dmv. ca.gov/online to learn what options are available for you depending on your needed service. Customers who must come into a DMV office for services in person during the COVID-19 pandemic will find increased health screening and safety protocols. To best serve customers and maintain appropriate physical distance, the number of people allowed in DMV offices is limited, chairs are appropriately spaced, and plexiglass shields have been installed. Customers should anticipate longer than usual wait times while these preventive measures are in place. Q2: I saw a DMV Now kiosk at my local grocery store. What is that, and can I use it to renew my vehicle registration? A: There are hundreds of DMV Now kiosks located throughout the state to help customers complete their vehicle registration renewal, submit proof of insurance, receive a driver or vehicle record, and more. DMV Now kiosks are convenient and allow customers to conduct transactions quickly and efficiently. Customers simply scan their document, pay the fees using a card or cash (where available) and then print their registration card and sticker, planned non-operation acknowledgment, and more, right on the spot. 30 Year

Customers can also find DMV business partners to complete selected transactions by visiting www.dmv. ca.gov and clicking on “Locations” to find nearby partners. Q3: I am over 70 and received a letter in the mail that states I need to renew my license, but I cannot get to the DMV before my renewal date. What can I do? A: The California DMV is working to help all Californians stay safe during the COVID-19 pandemic, especially our state’s senior drivers. Nearly all California drivers are now eligible to renew their license online or by mail – even if their renewal notice indicates an office visit is required. Californians age 70 and older with a noncommercial driver’s license are now eligible to renew online or by mail, eliminating the need to visit a California Department of Motor Vehicles office. March 1, 2020 are eligible. This new option waives the requirement for many seniors to visit a DMV office during the COVID-19 pandemic. Californians with a suspended license are not eligible. Drivers over the age of 70 can find information on DMV services, safety guidelines, and other resources by visiting www.dmv.ca.gov/seniors. Q4: I still need to get my REAL ID. Can I do this online? A: As of March 23, 2020, the federal government has extended the REAL ID enforcement date to October 1, 2021. However, an in-person field office visit is still required to complete your application for a REAL ID. To limit the amount of time spent in a DMV office and to best prepare for your DMV visit, customers should start their REAL ID application online and use the REAL ID checklist to make sure they have the correct identification documents. The applicant can then upload their documents before coming to the office. After completing the online application and uploading identification documents, the applicant will receive a confirmation code that will be stored for up to one year which DMV employees can quickly access when they visit the DMV office – no appointment is needed. Learn more so you can be ready when the time is right for you to get a REAL ID at www.dmv.ca.gov. You may also renew an expiring license online and get a REAL ID at a later time.

How Many Rods Can I Use While Fishing in Tomales Bay? Fishing in Tomales Bay
Question: When fishing off the shore of Tomales Bay in Marshall, Marin County, I can only use one rod, right? (Ramon) Answer: Fishing regulations in Tomales Bay are outlined in the Ocean Sport Fishing Regulations booklet. The number of rods you can use will depend upon what species of fish you are targeting. California Code of Regulations, Title 14, section 28.65 states that any number of hooks and lines may be used in all ocean waters and bays, with these exceptions that could apply in your case: On public piers, no person shall use more than two rods and lines, two hand lines, or two nets, traps or other appliances used to take crabs (Title 14, sec-
tion 28.65). When rockfish, lingcod, cabezon, sculpin, or kelp or rock greenlings are aboard or in possession, where only one line with not more than two hooks may be used (Title 14, section 28.65 (c)). North of Point Conception, where only one rod and line may be used by each angler fishing for salmon, or fishing from any boat or floating device with salmon on board (Title 14, section 28.65 (e)).

Native Americans in California. In general, Tribal members outside of their home reservation or rancheria are restricted to using the same methods as anyone else fishing in California. California fishing regulations currently only allow for take of fish by hook and line and otherwise prohibit the use or possession of any nets other than dip nets for landing fish within 100 yards of inland waters (streams, lakes, canals, reservoirs) with a few limited exceptions. Tribal members fishing within their home reservation or rancheria may use any methods to fish that are authorized by their Tribe.
How to Report Poaching and Polluting
Question: I recently watched two guys hunting at Colusa National Wildlife Refuge shoot and kill three pintails. I’m positive all three were pintails and I know the limit is one each. Then I saw them at the parking lot and they only had two pintails, so I think they got rid of one before leaving the blind. What’s the best way to report something like this? Answer: Let’s start with the best way to report what you saw. You’re right, the daily limit for ducks is seven, but within that limit of seven a hunter may only take one pintail. A summary of those regulations is at wildlife.ca.gov/ Hunting/Waterfowl. If you saw two hunters shoot three pintails, whether or not it was done by accident, one of them is in violation of an overlimit. That alone justifies a call to CalTIP, our 24hour poaching and polluting tip line. Be prepared to include the exact location of where you saw the violation occur. National Wildlife Refuges, state Wildlife Areas, and even private duck clubs are big and a detailed location description will help a wildlife officer make contact with the appropriate persons. Otherwise, the physical descrip-

tion of the suspects is usually “waders and full waterfowl hunting camouflage” and that’s what everyone out there looks like! You’ll help us maximize the probability of a wildlife officer making a case if you remain available by phone to help vector them in on the alleged violator. California Fish and Game Code section 4304 states “No person shall at any time capture or destroy any deer and detach or remove from the carcass only the head, hide, antlers, or horns.” However, it continues to include other acts of waste by stating, “nor shall any person at any time leave through carelessness
or neglect any game mammal or game bird which is in his possession, or any portion of the flesh thereof usually eaten by humans, to go needlessly to waste.” Intentionally leaving behind an extra pintail even if accidentally shot would be well within the definition of “carelessness or neglect.” Thus, the situation you described would possibly involve two violations, both misdemeanors. In the future, if you witness a poaching or polluting incident or any fish and wildlife violation, or have information about such a violation, immediately dial the toll-free CalTIP number (888)

5 Tips to Protect Seniors from Financial Scams Right Now (StatePoint) Social isolation among seniors is not only linked to numerous negative health consequences like depression and cardiovascular disease, but it’s also a primary contributing factor in financial exploitation and scams. Estimated to affect one in 10 older adults and cost billions annually, the threat of elder financial fraud is pervasive, and especially so right now. With seniors more isolated than ever due to the pandemic and stimulus checks being sent to millions of Americans nationwide, experts suggest that seniors and their families be extra vigilant. “Scammers look for key time periods where money and private financial information are in motion. Not only is IRS fraud one of the most common and successful types of scams that exists, as a general rule, additional money equates to additional fraud,” says Ron Long, head of Aging Client Services at Wells Fargo. “Scammers are banking on the fact that many seniors are apart from families and friends due to COVID-19. When someone is alone, physically or socially, they often miss out on the added benefit of a second pair of eyes and ears.” Compounding the risks associated with isolation is the number of seniors
who feel their chances of falling victim to a financial scam is unlikely. According to a recent Wells Fargo study conducted by The Harris Poll, 69 percent of all seniors age 60 and above believe they’re not likely to be susceptible to a financial scam, despite nearly all seniors (97 percent) acknowledging that older people are very or somewhat susceptible to becoming a victim. When asked about their peers, the poll found that 47 percent of all seniors knew someone who had already fallen victim to a scam. “The results indicate what most of us want -- the ability to age relatively unaffected from the realities associated with aging,” says Dr. Marti DeLiema, a gerontologist and consultant for Wells Fargo’s Aging Client Services. “The problem is that when someone doesn’t feel they’re at risk, they’re unlikely to take precaution.” To better protect seniors from elder financial fraud and abuse, consider these tips from Wells Fargo: 1.
