CALIFORNIA OUTDOORS Q&A
CDFW
Why Are So Many Salmon Showing Up In Bay Area Rivers And Streams? Bay Area Salmon
Q: Why are so many salmon showing up in Bay Area rivers and streams? A: CDFW fisheries staff can confirm that hundreds of salmon — many of them Chinook — have been spotted over the past few months in Bay Area streams and rivers, especially in the east bay. Chinook salmon stray for a lot of reasons, including natural repopulation strategies, lack of attraction flows coming from natal streams, release location and large attraction flows at the right time of year. This fall, we had substantial early rain that coincided with the adult fall-run migration back into freshwater. This helped attract salmon to these areas. Salmon may attempt to spawn in these streams, but because they do not have sufficient year-round stream flows, they can’t maintain a run. Due to poor environmental conditions
in the Central Valley rivers and Delta, the California Department of Fish and Wildlife (CDFW) typically trucks millions of juvenile salmon to the San Pablo, San Francisco and Monterey bays to help increase their chances of survival to the ocean. When these fish return to spawn, the majority will find their native streams or be caught near their release location. However, a proportion of the hatchery-origin fish will stray into alternative streams. This straying is exacerbated by low natal stream flows and high localized flows in other locations.
Fish and Game Commission
Q: What’s the difference between CDFW and the California Fish and Game Commission? A: Essentially, CDFW implements and enforces the Fish and Game Code, along with regulations adopted by the
California Fish and Game Commission. CDFW also provides biological data and expertise to inform the Commission’s decision-making process. The Commission was one of the first wildlife conservation agencies in the U.S. Established by California’s State Constitution, it is composed of five Commissioners appointed by the Governor and confirmed by the state Senate. The Commission and CDFW are separate legal entities with a wide variety of authorities, some general in nature and some very specific. Primary functions of the Commission are adopting policies and regulations that guide its work and the work of CDFW, listing and delisting threatened or endangered species, letting leases for shellfish cultivation and kelp harvest, and establishing

seasons, bag limits, and methods of take for hunting and fishing. CDFW’s law enforcement division enforces regulations adopted by the Commission, but CDFW also administers other programs, such as the streambed alteration program, that are unrelated to the Commission. Commission meetings are held bimonthly, with both video and audio coverage live-streamed and archived. During the COVID-19 pandemic, the Commission and its committees are conducting meetings by webinar and teleconference to avoid public gatherings and protect public health. Visit the Commission home page at fgc.ca.gov on the day of the meeting to watch or listen live.
Deer Poaching
Q: Can a deer hunter lose their license if they are convicted of a poaching offense? A: Yes. Fish and Game Code section 4340(a) states: Any person who is convicted of a violation of any provision of this code, or of any rule, regulation or order made or adopted under this code, relating to deer, shall forfeit his or her deer tags, and no new deer tags shall be issued to that person during the then current license year for hunting licenses. Section 4340(b) also specifies that no person described in subsection (a) may apply for deer tags for the following license year. In addition, the Fish and Game Commission can suspend or revoke hunting and fishing privileges when an individual is convicted of violating the Fish and Game Code or its implementing regulations (California Code of Regulations, Title 14, section 745.5). Decades of wildlife law enforcement have provided anecdotal evidence that the potential loss of future hunting privileges is often more effective than fines to deter future poaching behavior. Fruits and vegetables are loaded with vitamins and nutrients, so why not kick off 2022 with a resolution to eat more of them? Try a new kind of lettuce. Eat berries with your oatmeal. Take an apple to the office. Be realistic about how much you can eat in a week. Don’t overstock your refrigerator, but definitely add more fresh produce to your shopping cart. 3. Allow your favorite spaces to bloom. Adding a flowering plant to your favorite room, such as an easy-care Just Add Ice Orchid, inexpensively brightens your décor. Research shows that having plants boosts mood, productivity and well-being. Plants, including orchids, also remove toxins from the air. Orchids are particularly good at eliminating xylene, a chemical that causes nose and throat irritation and potential neurological issues. 4. Walk it off. Walking daily for even 15 minutes burns extra calories and improves your mood. Longer walks, such as vigorous hikes, build physical and mental endurance and strengthen cardiovascular health. If you’re crunched for time, take that short walk or even a couple short ones throughout the day if your schedule allows it. The benefits are worth it. Don’t forget to bring your favorite walking buddy with you! 5. Sing in the shower, the car or the kitchen. Research has shown that people feel happier after actively singing than they do when simply listening to music. If joining a choir isn’t your thing, never fear. Breaking into song in the car, shower or while you’re cooking can provide the same kind of lift. It doesn’t matter where you sing, it just matters that you do. Harmonizing with friends makes it even more fun. As you read this list, you might be inspired to come up with a few other encouraging ways to become your best self in 2022. Go for it. Kick off this new year with better focus, renewed enthusiasm and a fresh approach to the days and weeks ahead of you! F

3 Ways to DIY Your Valentine’s Day (StatePoint) As the third most expensive holiday on the calendar, according to Wallet Hub, Valentine’s Day expenses can quickly add up. With a little planning however, you can design a memorable, do-it-yourself date that truly shows that special someone how much you care, while saving time and money in the process. The experts at Dollar General are here to help with budget-friendly Valentine’s date essentials to gush over!
Devoted Decorations Adding just a few small romantic details around the house can create an intimate ambiance. Place flowers on the dinner table and light candles for a fresh aroma. Give the candles a festive touch by adding burlap and heart pendants around the sides using these crafting instructions from Dollar General: dollargeneral.com/inspiration. Create mood lighting by turning off all main
sources of light and spreading tea light candles throughout the space instead. Dress up the rest of the house with red, pink or white banners on the walls and mantle, or with homemade crafts such as a Puzzle Piece Frame or cards.
Be Mine Meals Next, plan a romantic dinner and sweet treats to follow. Homemade food can mean more than ordering an expensive meal at a restaurant or takeout, especially when the meal is delicious, nutritious and doesn’t break the bank. Consider using Dollar General’s “Better For You” recipes, such as the PecanCrusted Salmon, Steak & Veggie Kabobs, or Slow Cooker Pork Chops to serve a tasty meal that is also affordable. Finish the feast on a sweet note with a dessert that can be shared between a couple or a group of loved ones, such as Valentine’s Day Truffles.

Gush Over Gifts Smaller, affordable self-care gifts are a great way to make loved ones feel loved and appreciated without going over your budget. Consider a new razor or cologne, or create a gift basket full of candy, beauty products, a gift card and candles. Additional gift options can range from a lovable stuffed animal or candy they can munch on.
Regardless on how the love-filled holiday is spent, consider visiting the DG Tips & Hacks page at dollargeneral. com to find more helpful DIY projects, recipes and more. From the decorations to dessert, you can show your love and appreciation on Valentine’s Day by creating an unforgettable, affordable date at home. F

6 Tips to Keep Pets Safe and Warm This Winter (Family Features) Just as people prepare their homes, cars and families for extreme temperatures and weather events of winter, it’s important to remember pets’ needs this time of year. As cold weather sets in, Dr. Jennifer Freeman, DVM, resident veterinarian at PetSmart, shares these tips to prepare and ensure your pets are warm and happy throughout winter.
Take Caution When Outdoors When temperatures reach levels of extreme cold, Freeman recommends limiting outdoor walks and monitoring your pet’s behavior for signs of stress or discomfort. Letting your dog outside to use the bathroom or go for a quick walk is OK, but never leave a pet outside for a long period of time, especially during a
14
winter storm. “Don’t let your dog off its leash after snowfall, as snow can mask familiar scents,” Freeman said. “This can cause your pet to become disoriented or lost if they get too far away.”
Add Extra Layers Despite efforts to limit time outdoors, your pet needs to go outside for bathroom breaks and exercise. Pets who are small, short-haired, old or have any health issues or illnesses may be more sensitive to cold weather. Pet sweaters can help keep your pet warm. If your pet is shivering, that’s a sign they need extra layers. To help trap body heat and protect paws from extreme cold, consider using booties when venturing outside.
Watch out for Hazardous Chemicals Many people use snow-melting products like deicers, antifreeze and salt, which can cause skin irritation and be fatal if ingested by your pet. Pet parents should keep an eye on their pets when they’re outside and be mindful of hazards. After a walk, it’s important to thoroughly rinse your pet’s paws and stomach, Freeman said, especially after walking in areas where these products are frequently used.
Keep Skin Protected Just like humans, many pets get dry skin during the winter. When your pet needs a bath, try using a pet-friendly moisturizing shampoo to help keep skin healthy and hydrated. If your pet’s skin seems extra dry, supplements like fish

“While creating emergency kits in case of a storm or power outage, don’t forget about your pet’s needs,” Freeman said. “A pet’s kit should include supplies needed to keep them fed, warm and secure during emergency conditions like blizzards or extreme cold. Items like sweaters, insulated vests, paw booties, pet-safe ice melt and a heated bed or pad can help avoid risks associated with freezing temperatures.” Gather any other care items your

GARDENING
Winter sowing allows gardeners to start transplants from seeds outdoors by repurposing milk jugs or two-liter soda bottles. Photo Courtesy of MelindaMyers.com
Start Seeds Outdoors with Winter Sowing by Melinda Myers Save money and indoor space used for starting seeds indoors with winter sowing. This easy technique allows you to start transplants from seeds outdoors without a greenhouse or cold frame. Growing your own transplants from seeds can save you money and is often the only option for new, unique and other hard to find plants. Not everyone has the time, equipment and dedication to watering that’s needed to start plants indoors. All you need are flower and vegetable seeds, milk jugs or two-liter soda bottles, duct tape and a quality potting mix. Check the seed packet
for information on planting details and timing. Winter sowing dates vary with the growing climate, individual gardener and seed variety you are planting. Try starting hardy perennials and self-seeding annuals sometime winter through early spring. Other flowers and vegetables seeds are typically winter sown about the same time you would plant them indoors or a month or two before the transplants get moved into the garden. Keep a record of your planting dates and results to help you fine tune your planting schedule and increase future success.
Drill four to 12 small holes in the bottom of the jug for drainage. One winter sower fills the container with water and pops it into the freezer or outside in below freezing temperatures. Once frozen solid, he drills the holes into the container. The ice prevents the plastic container from collapsing during the process. Next, partially cut the jug to create a hinged lid. Make your cut about three to four inches above the bottom, leaving the area by the handle attached so it forms a hinge. The bottom of the milk jug handle is usually a good guide.

Fill the bottom with moist potting mix. Plant seeds according to the package directions. Gently water until the excess runs out the bottom of the container. Fellow gardener, Patricia, uses rolled newspaper or the cardboard tubes from toilet paper to help space and eventually transplant her winter sown seedlings. She makes newspaper pots by wrapping 22 ½” x 5” strips of newspaper around a 2½” diameter x 4” tall jar. She folds the end to create the bottom for a 3 ½” tall pot. Secured with staples, she sets the pots or toilet paper rolls in the milk jug, fills with potting mix, tops them off with about half an inch of seed starting mix and then plants her seeds. Label the inside and outside of the jug with a permanent marker. Close the lid and seal it shut with duct tape. Remove the cap before setting your milk jugs in a sunny location outdoors where rain and snow can reach it. Keep them handy to prevent waterlogged soil during extremely wet weather. Water your outdoor seed starting chambers during snow-free and dry weather. This will be much less often than those seedlings growing indoors under artificial lights. Your plants will be ready to move into the garden at the normal planting time. Just open the lids, harden off the plants and move them into the garden. F Melinda Myers has written more than 20 gardening books, including The Midwest Gardener’s Handbook and Small Space Gardening. She hosts The Great Courses “How to Grow Anything” DVD series and the nationally-syndicated Melinda’s Garden Moment TV & radio program. It wasn’t like this idea just popped into his head all at once. Great notions often take time to fester, you know. It was like that with Windy Wilson a couple of weeks back. Our semi-legendary cowboy, camp cook, and storyteller might have seen this coming on, but we missed the signs. There was that piece in the Valley Weekly Miracle about our pal, Doc, receiving that honorary associates’ degree from Jerry Hat Trick Junior College, the one financed and named for that hockey player. Now we knew Doc had more degrees than a thermometer already and it puzzled us why he needed another one. “Doc?” said Windy over coffee, “that new diploma thingie you got is shore ‘nuf nice. Does it help you operate on folks?” Doc laughed, and so did the rest of us. “Nope. Not really. All I did was make a contribution to their new gym. This was their way of thanking me, I guess.” “Well you know,” said Steve, “this changes everything. Now, instead of calling our pal Doctor, we’ll have to update it and call him Associate, I guess.” “That’s kinda long to say, isn’t it? Now if we were to shorten it to just the first three letters….” “That’s not funny, Herb!” “Then why are you laughing, Doc?” I guess we all were. Truth was, they couldn’t trot out too many honors for Doc. Prince of a guy. “You know,” Windy whispered to Steve, “I’d like to get one of them things my ownself. How do you do it?” “Windy, that’s one of the goofy things about an honorary degree. If you think you deserve one, you don’t get one.” F Brought to you by the horses and other animals from their forever home at Masleña Rescue. Help feed one or two at www.masleñarf.org.
