CALIFORNIA OUTDOORS Q&A
What is the Legal Status of Wild Donkeys? Wild Donkeys Q: I read about a person in Riverside County who tried to capture a wild donkey but was stopped by the sheriff ’s office and game wardens. What is the legal status of wild donkeys? Why can’t I go out and capture one and redomesticate it? How do you tell the difference between a wild donkey and a domesticated one? A: You may be surprised how much effort has been put into establishing the legal status of donkeys! The California State Legislature enacted Fish and Game Code section 4600 to make it unlawful to kill, wound, capture or have in possession any wild donkey, known legally as an “undomesticated burro,” with a few exceptions noted below. burro means a wild burro or a burro which has not been tamed or domesticated for a period of three years after its capture. The fact that a burro was killed, wounded or captured on publicly owned land, or on land owned by a person other than the person who killed, wounded or captured the burro is prima facie evidence that the burro was an undomesticated burro at the time it was killed, wounded or captured. The Legislature went further and included in Fish and Game Code section 4600 a provision that states that the California Fish and Game Commission, ofor anys other department e n e have the authority or agency, does iflnot l Li the l R u to modify section. first exemption is at the request of a landowner, officer or employee of a local animal control agency who may remove an undomesticated burro that strays onto private land. The second is when an officer or employee of a local animal control agency needs to remove an undomesticated burro that strays onto a public roadway to ensure public safety. The third occurs if an officer or employee of a local animal control agency may provide medical care or treatment, including, but not limited to, euthanasia if medically appropriate, to an undomesticated burro that is seriously ill or injured.
Two-way Radio Q: Is it legal to use a two-way radio while hunting in California? Some states do not allow this, do you know the reason why? (Tosh) A: California law does not prohibit use of two-way radios during hunting. Those who oppose using two-way radios may feel that they provide an unfair advantage when stalking and hunting wildlife. Currently, California has no such law, so radios and cell phones are legal.
Lead-free Ammo Q: Because of the pandemic, there has been a lot of issues finding leadfree ammo. Will there be any exceptions this year to California requiring lead-free ammo for hunting? (Tyler) A: Nonlead ammunition is required when taking any wildlife with a firearm anywhere in California. That requirement originated with state legislation signed into law in 2013 and, therefore, cannot be suspended, changed or altered by either the California Department of Fish and Wildlife (CDFW) or the California Fish and Game Commission.

The ammunition shortage you reference is actually a nationwide situation impacting the availability of lead and lead-free ammunition of all kinds. The shortage is the result of several factors – high demand brought about by millions of new gun owners, fear prompted by the global pandemic (resulting in panic-buying and hoarding), supply chain and workforce issues impacting the manufacturing process also brought about by the global pandemic, among other issues. The best advice we can offer California sportsmen and women is to plan ahead – far in advance of any hunting seasons or trips in order to acquire the ammunition you want and need. The days of quickly grabbing a couple of boxes of hunting loads at the neighborhood sporting goods store on your way to a hunting trip are largely over. The upside is that there are more and better-performing lead-free ammunition offerings being developed and introduced every year. You’ll likely need to call or check with a variety of retail outlets to find the ammunition you need. You can also shop and order ammunition online – you’ll just need to have it shipped and processed by an individual or a business with a Federal Firearms License or a California Ammunition Vendor License before you can pick it up. These businesses typically charge a small handling fee for this service. As the bulk of California’s big game and bird hunting seasons are still some months away, we expect the amount and availability of lead-free hunting ammunition to improve as these seasons approach. For more information, please consult CDFW’s Nonlead Ammunition in California web page. ✦ If you have a question you would like to see answered in the California Outdoors Q and A column, email it to CalOutdoors@wildlife.ca.gov.

FISHING
Plan an Angler’s Adventure Like a Pro (family features) Fishing is a treasured pastime for Americans from coast to coast, but the experience can be as individual as the person reeling them in. A successful angling excursion begins with thoughtful planning and all the right gear. If you’re new to the sport, gearing up for your first fishing season may feel equally exciting and overwhelming. On the other hand, a seasoned pro can always benefit from periodically taking stock of tackle, gear and other equipment to increase the thrill of a great catch.
License and Registration With just a few exceptions, fishing requires a license. Thanks to the internet, a fishing license is easy to come by, even if you’re not a resident of the place where you’ll be dropping a line. Pay close attention to the different types of licenses offered so you’re not vulnerable to fines or penalties. It’s a good idea to

store your permit in a waterproof container in a cubby on your boat or in your tackle box.
Boat Unless you’re planning to fish strictly from the shoreline or a bridge, you’ll probably need a boat to reach the best fishing waters. Boat styles vary depending on the species you’re angling for and the body of water you’ll use to drop a line, and dozens of features and options let you customize your experience. A leading boat maker like Alumacraft gives you ample selection with more than 80 models focused on fishing and hunting. The brand, which is celebrat-
ing its 75th anniversary this year, puts careful attention into the performance of each vessel while continually introducing innovations like a rigging system, called Alumatrac, that allows a host of custom accessories to be attached to the inner side of a boat’s gunwales. A lighter, stronger all-aluminum transom, made for today’s larger, more powerful outboard motors, can help enhance your fishing experience.
Advance Intel If you’re traveling to a place where you don’t know the locals, online research and area fishing reports can help you pinpoint the best places to find

Tackle and Gear Some elements of a fishing excursion are obvious, like rods and reels, but also be sure your gear includes a wellstocked first aid kit, sunscreen, sunglasses to reduce glare from the water, snacks and water to keep you safely hydrated. Bring plenty of extra line and tackle so you don’t have to call a day short if you snag a favorite lure. Depending on the manufacturer, fishing-specific boats like the Alumacraft multi-species or crossover boats are designed with built-in lockable rod storage and integrated dual aerated, LED-lit livewells for organizing your gear and keeping your catch safe. Spend more time planning your next fishing adventure at alumacraft.com.
Choose a Boat Style for Your Lifestyle Not all boats are created equal, so knowing how and where you plan to use your boat will help you determine which boat style you need. Consider these options from the experts at Alumacraft: Fish and Sport: These models provide maximum flexibility for families that love being on the water fishing or enjoying a day of relaxation, water sports and fun. Multispecies: Whether you’re looking to catch the next 50-pound muskie or just relax with friends catching panfish, adaptable multispecies boats are designed for all types of deep- or shallowwater anglers. Bay: Versatile bay boats offer equally smooth rides and easy handling on your local river or on intercoastal waters. Bass and Crappie: Designed for shallow-water anglers, these boats feature plenty of storage, powerful engines and flat casting decks. Hunt and Utility: Tough and easy to transport, these durable multi-purpose boats are built for those who are serious about the outdoors. ✦

3 Tips to Own Your Financial Outcome in 2021 (statepoint) 2020 was more than just a health crisis, it had ripple effects on nearly every aspect of our lives, including our long-term financial plans. Research from Lincoln Financial Group shows that personal finance concerns have intensified over the past year. Nearly half of Americans say they are preparing for the 2020 election’s impact on their investments and retirement accounts, and a vast

majority have expressed a need for financial education to help them be better prepared for the future. As uncertainty continues amidst the ongoing COVID-19 pandemic, Americans’ hopes of a comfortable retirement are at risk. “If you are nearing your retirement years, the events of this past year may have been especially concerning, and if you are rethinking your retirement plans altogether in light of 2020, you’re not alone,” says John Kennedy, head of Retirement Solutions Distribution at Lincoln Financial Group. “The good news is that with some smart steps and proper planning, you can set yourself up to feel more in control of your finances in the year ahead and for years to come.” Kennedy offers the following tips to pandemic-proof and own your financial outcome in 2021: 1. Talk with a financial professional. If you’re not already, consider talk-

ing to a financial professional about your goals, roadblocks and concerns, especially given today’s circumstances. Lincoln’s research shows that nearly a third of Americans agree that now is a good time to talk with one. They are well-positioned to help you consider a broad range of solutions that best address your individual needs and situation. 2. Protect your income. Your advisor may suggest diversifying your portfolio to include an annuity, which is a financial product that can provide you with protected income in retirement. Solutions like an annuity can help you feel better prepared to navigate volatility, protect the retirement savings you’ve worked hard for, as well as provide a legacy for loved ones. “With annuities, you have options for both protected growth and income that can help you feel more secure that
you can maintain your lifestyle in a down market,” added Kennedy. 3. Stay the course. New research shows that an unpredictable market concerns more people than actual investment losses. But while market twists and turns may take you for a ride, it’s important to resist the temptation to jump off altogether. By proofing your portfolio to weather market ups and downs, you can guard against market losses, while keeping your money invested for growth. For more resources and tips, visit www.lfg.com. As you look ahead to a new year, it can be empowering to shift focus onto matters within your control. Proper financial planning, along with strategies that offer protection and opportunities for growth, can help you feel more secure as you work toward your investment goals. F

(statepoint) When it comes to keeping your home healthy, safe and clean, it’s all about balance. Using the following tips, you can make 2021 the year you perfect your cleaning technique affordably:
Get Prepped Before getting started, wash your hands. Not only does it help you to avoid spreading germs, it’s also a great way to get into a cleaning mindset. You can also give yourself a little motivational boost by putting on some great tunes. Check out the Ultimate Cleaning Playlist on Spotify, which features danceable hits spanning decades, or create your own. According to the
experts, a bit of preparation can even streamline your efforts. “Before any cleaning session, I take a few minutes to de-clutter. This makes the process of dusting and wiping down surfaces so much easier,” says Erin Chase, AlEn Cleanfluencer and busy mom of four.
Strike a Balance Contrary to what you might assume, there’s no need to use a disinfectant cleaner on every surface, even in the age of COVID-19. High-touch areas such as doorknobs, light switches, remotes and countertops should be disinfected daily. You should also be sure to disin-
N O RT H COAST T R A D E R • M A R C H 9 – M A R C H 2 3 , 2 021
fect after visitors, and continually disinfect surfaces touched by sick household members. However, it’s important use strong cleansers mindfully. The power of bleach is a great way to disinfect properly where and when it’s needed. Be sure to use approved products, such as Cloralen Disinfectant Bleach, and follow the instructions on the label. Don’t use bleach on porous surfaces and never mix cleaning products -- in particular don’t mix bleach with ammonia. This can result in dangerous fumes you shouldn’t breathe.

Go Green When You Can For everyday messes, use naturallyderived cleaning products, such as Art of Green wipes and sprays, which are hardworking and safe for sensitive skin, making them good choices for “over and over” cleaning around kids and pets. Voted a 2020 Product of the Year by more than 40,000 consumers, Art of Green works on many surfaces and comes in two uplifting scents, Lavender Eucalyptus and Citrus and White Flowers. You can also help protect the planet by choosing products from companies committed to building a cleaner, more sustainable world. Many products from AlEn USA are made with sustainable ingredients, and the company recycles more plastic than it uses. “The good news is that these products also offer great value, making it possible to get an effective eco-friendly clean at an affordable price,” says Chase. package for cupcakes. Cool cupcakes on wire rack. To make bunny feet: In medium, microwave-safe bowl, microwave white chocolate chips on high 30 seconds. Stir until completely melted and smooth. Spoon into pastry bag or resealable plastic bag. Snip small corner from bag. Pipe 24 pairs of bunny feet onto parchment or wax paper-lined cookie sheet. Use toothpick to smooth out bumps or rough edges, and gently tap cookie sheet on counter to help settle. Allow to harden 2 minutes in freezer or 15 minutes in refrigerator. To make frosting: In large bowl, beat butter and remaining lemon extract until light and fluff y. Gradually add confectioners’ sugar, beating well after each addition and scraping sides and bottom of bowl frequently. Add milk; beat until light and fluff y. Remove half the frosting and place in medium bowl. Add green food color; mix until evenly blended. Spoon into pastry bag fitted with grass decorating tip. Set aside. Remove half the remaining frosting into small bowl. Add red food color; mix until light pink. Spoon into another pastry bag. Using pink frosting, pipe three toes and padding on each bunny foot. Once frosting has set (about 1 hour) gently press down on pink frosting to create smoother look. To assemble cupcakes: Pipe green frosting onto each cupcake in series of short motions to create individual grass spots. Cover top of each cupcake completely. To make bunny butts: Place cut sides of marshmallow halves onto each frosted cupcake, leaving room for bunny feet. Shape remaining white frosting into dime-sized balls then roll with white sprinkles to cover. Pipe small drop of remaining pink or white frosting onto top of each marshmallow. Press bunny tail on top. Place both bunny feet against base of marshmallow with toes facing down. ✦

Birds Attacking Your Windows? Here’s How to Stop It (statepoint) If you’ve ever noticed a bird attack your windows, you may wonder why this strange behavior is occurring. Beyond the potential disruption it might cause your family, repeated attacks can be harmful to birds. Understanding the problem however, can help you put a stop to it, and better protect the birds nesting on your property.
The Problem Many birds will stake out a territory, perhaps by your home, and vigorously defend it. If a territorial bird discovers its reflection in your window, it may perceive this reflection to be another bird competing for its territory and mate, compelling the bird to attack. This attack of its own reflection can take the form of pecking or scratching at your window, as
20
well as flying up and banging into your window. When repeated, these actions deplete a bird’s energy and put its health and the health of its nesting young at risk. Though this can occur at any time of year, it happens most often in spring, with males.
A Solution You can help stop this problem from occurring. One good solution designed to do so is Stop Bird Attack, a removable, white coating that may be sprayed on any window. It eliminates the bird’s window reflection, calms the bird and stops the attack. Effective for Northern Cardinals, American Robins, California Towhees and other territorial birds, Stop Bird Attack is made by WindowAlert, a brand that also makes bird window decals and UV Liquid products that help prevent
bird strikes (another common hazard to birds). More information can be found by visiting windowalert.com.
Take it a Step Further While you are at it, consider other dangers to birds that you can eliminate on your property. For example, by swapping out conventional pesticides with essential oils, you can ward off pests in your garden without putting birds at risk. You might also try keeping pet cats indoors or in an enclosure to prevent them from attacking birds. “While your home’s windows can be an unexpected hazard to birds, it’s important to be aware of the easy solutions that can help keep them safe this spring nesting season and beyond,” says Spencer Schock, founder of WindowAlert. ✦

GARDENING
Tips for Seed Starting Success by Melinda Myers you created your wish list, ordered some or all of the seeds you will need, and they are beginning to arrive. Make the most of your investment with a bit of planning. Starting seeds at the proper time, indoors or directly in the garden, ensures a good start to the growing season. Check the back of the seed packet for planting times and directions. Consult your local Extension Service’s website for more details on the best time to plant in your area. Organize your seeds by when they need to be started. You can create your own system or invest in one like Gardener’s Supply’s seed envelopes and dividers. This system allows you to organize seeds by type, planting season, color, garden location and more. Use your storage system to keep leftover seeds organized for future plantings. It will also save you money on future seed orders. Just be sure to place the seeds in an airtight container in the refrigerator. Enter planting dates on your calendar as well. Months pass quickly and it is easy to miss important planting times. Creating a planting calendar will help you plant seeds at the proper time for the maximum benefit. Gather seed starting equipment and supplies if starting seeds indoors. You will need a quality seed starting or potting mix and clean containers. Use yogurt and other small food containers for starting seeds. Drill holes in the bottom and clean them before planting. Avoid disease problems by sanitizing old plant containers. Soak them in a one-part bleach and nineparts water solution for 10 minutes. Then rinse in clear water before filling with planting mix.

Or try one of the new plastic-free, environmentally friendly seed starting options. Use a paper pot maker (gardeners.com) to convert newspaper into biodegradable plant pots. Consider cow pots made of composted manure that provide nutrients in a biodegradable pot. You can leave your seedlings in these containers when moving them into the garden.
Create your own pot-free seed starter with Gardener’s Supply soil blocker. It presses moist potting mix into blocks that hold their shape. The blocks can be moved directly into the garden, reducing transplant shock. Follow the directions on the seed packets for depth and care. Most seeds prefer warm conditions but do not need light to sprout. Keep the planting mix moist. Cover the containers with a sheet of plastic to conserve moisture and extend the time between watering. Once you see any green, it is time to move the seedlings into bright light or under artificial lights. Keep the lights on for no more than 14 to 16 hours and four to six inches above the top of the plants for best results.

Once your plants are actively growing, you can begin fertilizing if needed. Check the planting mix to see if a fertilizer has been added and how long it will be effective before adding more. Follow the label directions on the fertilizer you select. Share the fun and workload with friends and family. Perhaps you will start tomatoes for everyone, another person handles the peppers and yet

another person the eggplants. Or just share extra seeds since each packet usually contains more than most gardeners have space to grow. Most importantly, have fun. She hosts The Great Courses “How to Grow Anything” DVD series and the Melinda’s Garden Moment TV & radio program. He knew an important date in history was coming, and he had obligations. “Called it The Ideas of March, you know,” Windy said to those whose wheelchairs weren’t quick enough to make the hallway. “Now the object of their evilness on the Ideas of March was none other than Julius Caesar hisself. But a-course he said it in Roman, so it come out more like “Et tu Buffet?” “They used ta talk like that. But anyway, that was the Ideas of March for that year, anyhow, and ol’ Julius Caesar went on to orange juice fame and havin’ movies and plays wrote about him. “But I still think “Et tu Buffet” would be a pretty good ol’ name for a Roman coffee shop, and you can tell ‘em I said so.” They’d all made it to safety by that time except for one old lady whose aluminum walker had broken its leg and had to be put down. ✦
