CALIFORNIA OUTDOORS Q&A
California Department of Fish and Wildlife
What Can I Do if Wild Pigs Destroy My Yard? Wild Pigs Q: I live in Alameda County where wild pigs sometimes get onto my property and tear up my yard. If I see a pig actively destroying my property, do I need permission from the California Department of Fish and Wildlife (CDFW) to shoot it? A: Wild pigs can be a common challenge for residents who live near open land in the Bay Area and elsewhere throughout the state. During the dry season, pigs may work their way into residential areas to take advantage of food resources that have dried out where they usually feed. California Fish and Game Code (FGC) section 4181.1 allows for immediate take of any wild pig encountered damaging, destroying, or threatening to immediately damage or destroy land or other property, by the owner of the land, the property owner’s agent or employee, or by an agent or employee of any federal, state, county or city entity when acting in an official capacity. Known as the “encounter provision,” it most commonly applies to chance circumstances or unexpected issues. A person who takes a pig by en-
counter must report the take to CDFW no later than the next working day and must make the carcass available to department staff for inspection. For individuals such as yourself who are aware of an ongoing issue, the most appropriate mechanism is the depredation permit process. Depredation permits can be obtained through CDFW’s Wildlife Incident Reporting System. With either depredation provision — encounter or permit — safe discharge of firearms and use of non-lead ammunition apply. Additionally, these authorizations do not supersede local ordinances that may prohibit discharge of a firearm where you live, so be sure you do not run afoul of local law.
Airguns Q: Are airguns included in the “archery only” spring turkey special seasons beginning in May? (Bill) A: No. Airguns are not considered archery equipment and may not be used to hunt wild turkeys during the archery-only season. Section 354 of the California Code of Regulations (CCR), Title 14, describes what constitutes archery equipment, starting with the
definition of a bow. CCR, Title 14, section 354(a), defines a bow as any device consisting of a flexible material having a string connecting its two ends and used to propel an arrow held in a firing position by hand only. Bows include long bows, recurve or compound bows (but not crossbows).
Wolverines Q: I read about the elusive wolverine that scientists documented in the Truckee region of the Tahoe National Forest from 2008 to 2018. I’m not interested in hunting wolverines but I can’t find the law which says you can’t. Aren’t they non-game weasels, which would mean you can legally hunt them? A: No. Wolverines are fully protected mammals as defined by section 4700 of the FGC. It is not legal to hunt them. Your confusion may stem from the taxonomy (scientific name) of a weasel family and genus, and CCR, Title 14, section 472(a). That section states, in part: “The following nongame birds and mammals may be taken at any time of the year and in any number except as prohibited in Chapter 6: English sparrow, starling, domestic

pigeon (Columba livia), coyote, weasels, skunks, opossum, moles and rodents (excluding tree and flying squirrels, and those listed as furbearers, endangered or threatened species).” Weasels and wolverines are in the same family Mustelidae, but wolverines are not in the weasel genus Mustela, so they do not meet the definition of “weasel” by this regulation. Wolverines have a well-deserved ferocious reputation. But other than the lone wolverine recorded living north of Truckee, there have been no verified detections in California since the 1930s. Legal protection of the species is provided in FGC section 4700, which states “fully protected mammals or parts thereof may not be taken or possessed at any time.” That FGC section also states, “No provision of the code or any other law shall be construed to authorize the issuance of permits or licenses to take any fully protected mammal, and no permits or licenses heretofore issued shall have any force or effect for that purpose…” In addition to being listed as threatened pursuant to the California Endangered Species Act, the wolverine is number nine of nine mammals on the fully protected mammal list in California: (1) Morro Bay kangaroo rat (Dipodomys heermanni morroensis). (2) Bighorn sheep (Ovis canadensis), except Nelson bighorn sheep (subspecies Ovis canadensis nelsoni) as provided by subdivision (b) of Section 4902. (3) Northern elephant seal (Mirounga angustirostris). (4) Guadalupe fur seal (Arctocephalus townsendi). (5) Ring-tailed cat (genus Bassariscus). (6) Pacific right whale (Eubalaena sieboldi). (7) Salt-marsh harvest mouse (Reithrodontomys raviventris). (8) Southern sea otter (Enhydra lutris nereis) and (9) Wolverine (Gulo luscus). Extend the Life of Your Used Car with These Tips (StatePoint) In the market for a car? If you’re planning on purchasing a used vehicle, you’re in good company. Nearly 70 percent of all car sales are used vehicles, likely due to the the rising costs of new cars and the increasing quality of their used counterparts. While previously owned vehicles make the best financial sense in a lot of cases, experts encourage motorists to keep a few things in mind. “For the safety of everyone sharing the road with you and to protect your purchase, it’s important to stay up-todate on car maintenance,” says Doug Turner, director of service operations at Byrider, the nation’s largest used car and finance network of dealerships. April is National Car Care Month and to help you extend the life of your used car, the automotive experts at Byrider are offering the following tips: • Follow the maintenance recommendations of the manufacturer to keep it running as smoothly as possible. This
includes filling your vehicle with the proper gas, and using the proper oil per the manufacturer’s recommendations. • Prioritize preventive maintenance to avoid issues down the line. Pay special attention to noises or warning signs that could indicate your vehicle needs maintenance. Remember, warning lights on your dashboard are illuminated for a reason. Understand what they mean and address them as-needed. • Keep the interior and exterior of your vehicle clean to prevent rust and other issues. • Use only trusted repair services that hire Automotive Service Excellence (ASE)-certified technicians. This certification can make a big difference when it comes to quality repairs and maintenance. • Complete as-needed or at a minimum, an annual inspection, on the vehicle. Keep in mind that different seasons of the year require different inspections

Spring is Here — Along with the Harshest Allergy Season Yet
Follow these tips to manage allergy symptoms and enjoy the outdoors this spring. © michaeljung / iStock via Getty Images Plus
(StatePoint) Experts predict allergy season to be exceptionally severe this spring, according to the Allergy & Asthma Network. Rising global temperatures and a forecast of warm, dry air this spring after a winter of heavy snow could significantly increase pollen production. This comes after a year many people spent mostly indoors in quarantine. As you head outside to enjoy the spring weather, allergens like pol-
len may come as a shock to the system. Spring allergens, which can lead to chronic and troublesome symptoms, such as respiratory irritation, itchy eyes, and nasal congestion, impact millions of Americans. “After over a year spent in the confines of our homes during the pandemic, we want to spend as much time outdoors as we can this spring,” says nationally renowned natural health physician and best-selling author, Dr. Fred Pescatore.
“Don’t let allergies ruin your long-awaited spring. There are steps you can take to alleviate your allergy symptoms.” • Rinse Your Eyes. Allergies can cause burning, itching, and tearing in our eyes as well as swelling of the eyelids. Washing your eyes with clean water or an eye wetting product moistens them to provide relief when they are dry and irritated. It also removes allergens that cause eye inflammation. • Wash Your Clothes Often. When

worn outdoors, your clothes can carry small particles back into your home and cause more exposure and allergic reaction. Washing your clothes and taking a shower after outdoor activity can remove lingering allergens. • Manage Your Stress Levels. Stress can be a powerful force on your physical and mental well-being, and it can pile on quickly. Stress hormones can negatively impact the immune system, increase oxidative stress levels, and inflame seasonal allergy symptoms. When you start to feel stressed, stop and take a breath. If you can, take a walk. Getting
quality sleep also helps reduce the effects of stress. • Add a Natural Supplement. Try adding a natural anti-inflammatory daily oral supplement. Pycnogenol, an extract from French maritime pine bark, is shown in research to reduce the body’s response to histamines without the side effects typically experienced with allergy medications, such as drowsiness. Studies show that supplementing daily with Pycnogenol can substantially reduce the symptoms associated with seasonal allergies, like burning, itchy, or watering eyes, and stuff y, runny, or

itchy nose. “For the many people seeking alternatives to conventional treatment for seasonal allergies, Pycnogenol may represent an effective and completely natural solution, void of any side-effects,” says Dr. Pescatore. Pycnogenol is available in more than 800 products sold in stores and online. To learn more, visit pycnogenol.com. Five Steps to Help Manage Recovery from ‘Long COVID’ (statepoint) More than a year into the COVID-19 pandemic, it’s becoming clear that some patients who recover may take longer to feel like themselves than others. A new analysis of Cigna claims data estimates that about seven to 10 percent of its commercial customers diagnosed with COVID-19 could be considered “long-haulers,” or patients experiencing symptoms for longer than 12 weeks after initially getting sick. “Much remains to be learned about the potential long-lasting effects of COVID-19, but the good news is that the health care community is working to support people in their recovery long after they leave the hospital,” says Dr.

Steve Miller, executive vice president and chief clinical officer, Cigna. Dr. Miller, a nationally-recognized advocate for greater access, affordability and excellence in health care, is offering the following tips for those grappling with “Long COVID.” 1. Take care of your mental health: It’s no secret that we’re facing a mental health crisis in America that will remain long after COVID-19 restrictions are eased. Last year alone, Cigna’s pharmacy benefit manager saw a nearly 8 percent increase in people using antidepressants. Recovery from COVID-19 can be physically and mentally draining, especially for people whose symptoms per-

sist for many weeks or months. Cigna research shows at least 5 percent of its patients who recovered from COVID-19 developed a mental health disorder in the following months. The good news is that the pandemic has rapidly accelerated the availability and adoption of a range of behavioral health options, making it easier to find a mental health counselor who can help. In fact, 60 percent of Cigna behavioral health customers are now using virtual services – 97 percent of which had previously never had a virtual visit before the pandemic. 2. Take advantage of care managers: Many health plans have expanded access to virtual and telehealth ser-

vices that can help you avoid additional trips to the clinic or emergency room. Equally important, some health plans offer individualized support in your recovery from a “care manager.” Think of them as a personal health advocate. They will check in to see how you’re feeling, help connect you with needed specialists and follow-up treatments, and will even check in on your family. Hospitalized Cigna customers who had a post-discharge visit with a provider, either in-person or virtually, and engaged with a Cigna care manager, saw savings of almost $2,000 in 60-day post-COVID costs. Care managers also helped people
recover and return to work a full week sooner than average. 3. Get vaccinated when you can. Some preliminary reports show that getting the COVID-19 vaccine has helped improve symptoms for long-haulers. 4. Find a “long-hauler” clinic. Researchers are still learning about COVID-19’s long-term impacts, and there are a number of clinics opening across the country focused solely on treating COVID long-haulers. The National Institutes of Health has also dedicated $1.1 billion to the study of “Long COVID,” and
Cigna is coordinating closely with them and these clinics to support its customers. Connection is crucial, so also consider seeking out an online long-hauler support network like Survivor Corps. 5. Keep practicing COVID-19 precautions. Everyone is ready to get back to doing the things they love, but none of us are safe until all of us are safe. America is in a race to reach herd immunity before more contagious variants gain momentum. Continue wearing masks, washing your hands and practicing social distancing and encourage family and friends to do the same. F

Carla Hall Shares Fun and Tasty Carrot Recipes Perfect for Spring StatePoint) To celebrate spring, Carla Hall, renowned chef, author, and television host, offers two delicious recipes that make carrots the star ingredient of the season. “The thing I love most about the humble carrot is its versatility. It can be a snack, a salad, a dessert, a side dish or the basis for most soups and sauces,” says Hall. McCormick spices agrees, reporting that recipe searches for roasting carrots is trending over the past year in internet searches and on their website, making it the perfect choice for vibrant spring dishes. With roasted veggies on people’s minds, Hall created Roasted Carrots-in-a Blanket – a fun, carrot-y spin on the traditional pigs-in-a-blanket. The roasted carrots, seasoned with paprika, ground mustard, and rosemary, are wrapped in a light and flaky pastry.
Carrots-in-a-Blanket 2 tablespoons unsalted butter, melted 2 tablespoons orange juice 2 teaspoons honey 1 teaspoon McCormick Gourmet Organic Ground Coriander

1 teaspoon McCormick Ground Mustard 1 teaspoon McCormick Paprika 1/2 teaspoon McCormick Rosemary Leaves, lightly crushed 1 teaspoon kosher salt 1/2 teaspoon McCormick Black Pepper Grinder 1 package (16 ounces) baby carrots 3 cans (8 ounces each) refrigerated crescent roll dough
Carrot Mustard Sauce 2 1/2 cup French’s Stone Ground Dijon Mustard 1/2 teaspoon McCormick Ground Cinnamon 1/2 teaspoon McCormick Black Pepper Grinder 1/4 teaspoon McCormick Pure Lemon Extract 1/4 cup water
Instructions 1. Preheat oven to 375°F. Mix butter, orange juice, honey, spices, salt and pepper in large bowl. Add carrots; toss to coat well. Arrange carrots in single layer on large parchment-lined sheet pan. 2. Roast 20 to 25 minutes or just until tender. Allow to cool slightly. 3. For the Carrot Mustard Sauce, transfer 1/2 cup of the roasted carrots to blender container or food processor. Add mustard, spices, extract and water. Cover. Purée until completely smooth. Set aside. 4. Unroll crescent dough onto clean surface (do not separate triangles). Brush about 2 tablespoons of the Carrot Mustard Sauce evenly over each sheet of crescent dough. Reserve remaining sauce for serving. Use a pizza cutter to cut along perforations, then cut each triangle lengthwise into three separate

triangles. Place one cooled carrot on the wide side of each dough triangle, then roll towards pointy ends to wrap carrots in dough. Place wrapped carrots tail-end down about 1 inch apart on parchmentlined sheet pan. 5. Bake 12 to 15 minutes until dough is golden brown, rotating pan halfway through cooking. Serve warm with remaining sauce for dipping. Makes 32 servings. Hall also came up with a Warm Carrot Salad with Creamy Lemon Dressing. Layers of roasted carrots are lightly spiced with cayenne and black pepper to complement naturally sweet Granny Smith apples, golden raisins, and pineapple. A simple, creamy lemon dressing drizzled on top adds a slightly tangy pop to finish this bright and colorful dish. Here, Hall shares some clever tips for creating carrot-inspired meals: • To make the most of your time in the kitchen, peel your carrots using up and down strokes to make sure there are no wasted movements, and you get the job done faster. • Or buy carrot sticks or baby carrots to reduce prep and peeling time. You can quickly dice them at home for soups and stews. • Carrots are beautiful and can be the star of your dish. Adding multi-hued carrots will make simple dishes appear fancy. • You can use spices, herbs, and other ingredients as supporting cast members to add great flavor and make your dish taste even more amazing. For Hall’s exclusive carrot recipes along with additional springtime dishes, visit www.mccormick.com. This spring enjoy delicious foods with people you love. By utilizing the versatile carrot, you can put fun and tasty twists on classic recipes that will make any occasion special. ✦

GARDENING
Include habitat features in your garden and landscape that are needed to attract and sustain the wildlife you are trying to attract. Photo courtesy of MelindaMyers.com
Designing a Wildlife-Friendly Landscape by Melinda Myers
We love watching the bunnies hopping across the lawn or ground squirrels scurrying away with a cheek full of seeds. That is, until they dine on our favorite shrub or take just one bite out of each red ripe tomato in the garden. Finding a way to coexist is critical for wildlife struggling to survive and our enjoyment of nature and our landscapes. As gardeners, we know that digging in the soil and tending a garden is good for our mind, body, and spirit. Researchers discovered the same is true when we take time to observe wildlife. Our need for a relationship with nature is also important to our wellbeing. It helps us feel more content and function more effectively.
22
But we love our gardens too. Implementing some design and management strategies can help us support and enjoy wildlife, care for our landscapes, and improve our quality of life. By reducing the amount of edge habitat, where one type of habitat meets another, can allow us to support wildlife while reducing the risk of damage. Create circular or square garden beds that have more interior space and less border space. Long linear beds with more edges and less interior space allows easier access for animals to dine. Work with neighbors and your community to create large blocks and corridors of habitat. Providing them spaces, other than your gardens, with needed food and shelter can help you and the
wildlife to coexist. Protect key gardens and plants. Fencing is an option. Make sure your fence is high enough, tight to the ground, and the gates secure. Repellents are a less obtrusive option. Select a product labeled for the animals and rodents you are trying to manage. For best results, apply repellents before the animals start feeding. Then reapply as recommended on the label. Look for one, like organic, bird- and pollinatorfriendly Plantskydd (plantskydd.com), that is rain and snow resistant, requiring fewer repeat applications. Work with nature to maintain a balance in your landscape. Invite hawks, owls, and fox to your backyard. Grow

tall grasses and plants that provide cover for foxes. Include trees with good perches or install perch poles to attract and support raptors. And like any landscape endeavor, start with a plan. Make a sketch of your existing landscape. Identify existing plants and wildlife-friendly habitats. Make note of both the natural habitats and any supplemental food, water, and shelter you provide. Review and note various features in your landscape throughout the year. Now decide what you want to accomplish in your landscape. What wildlife do you want to attract and have the space to support? Perhaps you want to attract more songbirds to your gardens or animals, like toads, that help manage pests in the garden. Make sure your landscape provides the habitat features needed to attract and sustain these welcome residents. You will find lots of helpful resources on National Wildlife Federation, Audubon, Natural Resources Conservation Services, Department of Natural Resources, and University Extension websites. Be patient and wait for a year to evaluate the results of your efforts. Then begin making any needed changes to meet your goals. Developing a landscape for you to enjoy and one that supports wildlife takes time, but as a gardener this is not only part of the process but an exciting adventure. ✦ Melinda Myers has written more than 20 gardening books, including Small Space Gardening. She hosts The Great Courses “How to Grow Anything” DVD series and the nationally-syndicated Melinda’s Garden Moment TV & radio program. Myers is a columnist and contributing editor for Birds & Blooms magazine and was commissioned by Tree World Plant Care for her expertise to write this article. Myers’ website is www.MelindaMyers.com.

like a doctor removing something important, Herb Collins gently peeled the wrapper back from the root ball and tenderly placed the baby tree in the hole. Then he stood and walked around it to see which way he should align it. Actually, looks pretty good just the way it is. So he took his bucket of mixed sand and compost and began sprinkling it down onto the roots and then packing it in gently with his fist. Every few minutes he’d stop and read the directions again. When he ordered the tree, the nurseryman had written back “Are you sure?” Well, that made ol’ Herb laugh. Yes, he was sure. He’s always sure this time of year. He was still chuckling to himself when Janice Thomas walked along the sidewalk. “Hi Herb,” said the high school art teacher. “What is it this year?” “Papaya, Janice. Nice healthy one, don’t you think?” Janice took a close look at the little dark green tree. Papaya. “Isn’t that a tropical tree?” “Sure is,” he said, tucking more dirt around the roots. “I have to read the instructions carefully to get this right.” Janice thought carefully before speaking. “Papayas sure taste good, Herb.” “Sure do. Wouldn’t it be nice if this lives long enough to produce fruit?” “But you’re not expecting … ” “Of course not. The first nippy day in autumn will turn this little guy belly up.” He looked up and smiled at Janice’s consternation.

“You know that banana tree almost made it to Christmas last year. That was my best so far. We’ll see how this little guy makes out.” Each year Herb plants something in the front yard that has no chance at all of being there the following spring. He’s done it for years. It gives the neighborhood something to look at and talk about, and it’s fun. “You know, Herb, if you’re looking for fruit, a cherry tree will produce … ” “I’m not looking for fruit, Janice,” he said, gently. “I’m looking for glory. Glory!” He laughed. “Where’s the glory in planting something that will grow here? Anyone can do that. But a papaya? Ha! There’s glory in that.” ✦ Brought to you by yourself … and me, as we take off our hats to the brave men and women of our medical and emergency services. Thank you. © Puzzles by Pappocom Medium #4
