Nevertheless, the California Department of Fish and Wildlife (CDFW) remains cautiously optimistic and inspired to build on the past year’s success. We are focused on improving management of CDFW-owned overwin tering sites, increasing the availability of early-season native milkweed to sup port first generation monarchs, and enhancing collaboration with state and federal partners to catalyze monarch conservation throughout California.

A: In the scenario you described, the angler would have to use a single hook only and not a treble hook. It is unlawful to use any multiple hook or more than one single hook on non-buoyant arti ficial lures exceeding one ounce. This information is covered in pages 17-18 of the California Freshwater Sportfishing Regulations. The regulation is designed to prevent the snagging of salmon.

A: In July 2022, the International Union for Conservation of Nature (IUCN) re-classified the migratory mon arch butterfly as endangered on its “red list.” It had previously been classified as declining. IUCN’s action will help draw attention to the causes of the monarch’s decline, including habitat loss, climate change and pesticide exposure. The decrease has been steeper in the west ern population that overwinters in California than in the eastern popula tion that overwinters in Mexico. However, the IUCN classification does not translate to legal or regula tory protections for the species. The U.S. Fish and Wildlife Service has con cluded that listing monarchs under the Federal Endangered Species Act would be warranted but is precluded due to other high priority species. Currently, the monarch is scheduled to be federally listed in 2024. Monarchs are not listed as threatened or endangered under the California Endangered Species Act (CESA). The process for CESA listing can be found at fgc.ca.gov/cesa. In early 2022, new data showed that overwintering numbers for western monarch butterflies increased to almost 250,000. While these numbers are en couraging, this one-year trend does not represent a full recovery given that his torically monarchs numbered in the mil lions along the California coast.

A: Yes, you may gaff legal-sized hali but. Gaffs may be used to land most spe cies that are equal to or greater than the minimum size limit, per California Code of Regulations (CCR), Title 14, section 28.65(d). Gaffs are not allowed for the take of species that have a defined, al lowed method of take or have a prohibi tion on snagging. Examples include, but are not limited to, sturgeon and striped bass. Section 28.65(d) also specifies that a landing net with an opening diameter of 18 inches or greater must be aboard

A: If you see a bear in an urban area, we suggest notifying local law enforce ment or your CDFW regional office. Your local police or sheriff’s department will be in the best position to respond quickly and secure the area if there is a public safety issue. Local law enforce ment can also contact CDFW and animal control authorities for assistance. That being said, the appropriate response to seeing a bear depends on the situation.

• If there’s a possible threat to pub lic safety, call 911. For example, seeing a bear walking through a heavily popu lated area would warrant a 911 call.

To make meatballs: Preheat oven to 450 F and line two rimmed baking sheets with parchment paper. In large bowl, mix veal, breadcrumbs, milk, green on ions, egg, garlic powder, ginger and salt until just combined. Portion veal mix ture into 2-inch balls. Place in even layer on prepared baking sheets. Bake about 15 minutes. Remove from oven. To make vegetables: Toss broccoli, bell peppers, red onion, pineapple and oil together until coated. Season with salt and pepper, to taste. Arrange vegetables in single layer on baking sheets with meatballs. Flip meat balls and brush with sauce. Bake until vegetables are tender and meatballs are golden-brown, or until internal temper ature reaches 160 F, about 15 minutes. Drizzle with barbecue sauce. Top with green onions and sesame seeds. Cilantro is a favorite ingredient in guacamole, tacos, rice dishes and, of course, salsa. But as summer tempera tures climb, the cilantro quickly goes to seed. This can be frustrating but using all parts of the plant or growing a heat tolerant cilantro-flavored substitute can help.Gardeners in cooler climates can sow seeds every three to four weeks through out the summer for continual harvests. Those with hotter summers will have the best results growing cilantro in the cooler temperatures of spring, fall and even winter. Grow cilantro in full sun or light shade as temperatures climb and moist well-drained soil for best results. Mulching the soil to keep the roots cool and moist will help delay flowering. Avoid overwatering that can lead to root rot.Harvest the leaves when they are four to six inches tall and before the plants flower for the best flavor. Harvest as needed a third of the plant at one time to allow it to keep producing or cut the whole plant back to an inch above the ground and wait for it to regrow. Store freshly cut leaves like a bouquet of flowers in a glass of fresh water. Place in the refrigerator to use for the upcom ing week. Hang leaves upside down to dry or freeze. Just wash the leaves, pat dry and place in a freezer bag or air-tight container in the freezer. Or chop up the rinsed cilantro into smaller pieces, place in ice cube trays and top with a splash of water before placing in the freezer. As temperatures rise, the plant will flower and set seed. Do not discard it but rather look at utilizing the other parts of this plant. Enjoy the beauty and flavor of the lacy white flowers that also attract beneficial insects to the garden. After the white flowers fade, green seeds appear. Wait for the plants and seeds to turn brown when using them as coriander. Cut off the seed heads, place in a paper bag, and allow the seeds to drop to the bottom. The seeds Cilantro ready to be harvested.

Packing PeoPle into the back country doesn’t sound really exciting, I know. And if it gets exciting, it’s undoubtedly because something went wrong. But we did have occasional chuckles during those eight summers. I stopped off at the backcountry ranger’s tent near Bullfrog Lake, in Kings Canyon National Park. He mostly checked fire per mits and had a fun summer. He told me to get off my horse and in the tent … NOW, to see what he had. He said no matter how many times they told campers not to feed the wild animals, there was always someone with a hearing problem. On the western slopes of the Park, where there are roads, a young guy was driv ing along in his brand-new Chevy hard-top convertible when he spotted a bear mosey ingThat’salong. when the great idea hit him. He wrapped some bacon around the steering wheel, opened the driver’s door, and stepped out with his camera. In a few minutes, the bear climbed in behind the wheel and was eating the bacon. He closed the car door on the bear. Click, click! Wow. It sure looked like the bear was driving the car. But when he walked over to open the door and let the bear out, the bear had other ideas. He growled and snapped and our photographer backed off. When the bacon was gone, the bear dis covered a creel in the back seat smelling deli ciously of prime trout, and wanted that, too. So he turned and started climbing into the back seat. Unfortunately, the bear stepped squarely on the car’s brand-new horn as he went for the creel. So the picture the ranger showed me was a good illustration of what a brand-new hard top convertible looks like when a hand gre nade goes off. Think sardine can.
