CNAN CAUCUS 1/24/2003- NOTES

National Council of La Raza California NCLR Affiliate Network CNAN Notes January 24, 2003 Delhi Center, Santa Ana The Caucus began at 8:48 a.m. Fred Villasenor from 4C and Connie Ojeda Hernandez from MAAC Project welcomed everyone.

Introductions were made around the room. Co­Chairs Fred and Connie then proceeded to review the agenda for the day.

First order of business: Start committee breakout meetings.

Roy Cazares from San Ysidro Health Center kicked off the meeting by stating that he would like to move to the Workforce Development Committee from the Health Committee. Carla Paola from El Concilio also mentioned that she would like to be added to the Health Committee.

Members requested that Bridget and Patricia coordinate the email sending to CNAN members from Los Angeles and Sacramento.

They also requested that Bridget correct the CNAN email list.

The committees then proceeded to break out into groups for discussion.

The committees reconvened and gave reports.

EDUCATION

Elvira Diaz spoke on behalf of Education Committee. The committee presented four recommendations for CNAN approval.

1. A CNAN­ sponsored nationwide education summit for next spring, 2004. The summit would address Latino education issues from preschool to grade 12 and charter schools. Affiliates and policy­ makers would determine the target audience.

A possibility of inviting keynote speakers.

Request for motion was approved 2. General Membership to write a letter to the governor which will address education issues that are important for CNAN to support education summit next year. Possibly list all affiliates on letter. Link letter to summit to invite governor. Letter will be written and submitted to Hugo so he can secure concurrence from Raul.

3. Research Latino education to obtain empirical numbers. Would need a company like RAND to underwrite. ­ ­

Would like to see ownership of own research information Encourage all 17charter schools to participate and meet on quarterly basis.

4. Education Committee to visit with key legislators in Sacramento for Spring Caucus.

WORKFORCE DEVELOPMENT

Richard Morales, WFD Committee Co­Chair said that Sears and Wal­Mart expressed interest in working with NCLR and Home Depot in the Bay Area as well.

HEALTH Ernie Cardoza of San Ysidro Health Center mentioned that he would like to see a strategy to partner with NCLR policy staff to provide numbers evidence for health issues. Patricia Diaz, NCLR Policy Analyst, also mentioned that she would keep everyone up to date on budget cuts in health at the state and local levels. Ernie Cardoza also mentioned that he would like to see NCLR’s Institute for Hispanic Health (IHH) emphasize more on preventive medicine rather than chronic illness.

The Health Committee is currently in the process of writing a request of what they would like to see more of NCLR. Currently, they would like to see more of an emphasis on Affiliate Relations/Services and will be forwarding Diana Nancy Deleon a fact sheet.

The Health Committee wanted to know the status of the Border Health Issues Conference, which Raul mentioned was being organized.

It was also mentioned that Work Force Development (WFD) supports partnerships with the Institute for Hispanic Health (IHH) for the National Careers in Health Initiative. ­ ­

The committee wanted to know how many loans the Raza Development Fund has provided to CNAN members.

ECONOMIC DEVELOPMENT Robert Monzon presented a few items for review. ­ ­ ­ ­ ­

Would like to have monthly teleconference to develop upcoming agenda.

Who will address funding sources or a process to go after funding?

I.D. resources within CNAN network.

Assess strengths within network.

Create a method of contacting affiliates within the network.

CAPACITY DEVELOPMENT Ray Uzeta spoke on behalf of the committee. Ray started his report by giving the name of a book that Hugo Cardona recommended to all of CNAN, Good to Great by Jim Collins, which is a study of highly successful companies. He offered a few points that the Capacity Development Committee would like to bring to the table. ­ ­

Sharing computer hard/software within CNAN. Develop a list of affiliates in need.

Offer regular one­day capacity­ building trainings the day before the Caucus.

Begin to structure peer­ to­peer technical assistance around the practical accomplishments of the affiliates.

For example, creating a fee­for­services structure: How to acquire your own building; affordable housing in California; creating your own newspaper where the need is, etc.

Create survey to find out what type of training affiliates are interested in.

Overall, technical assistance and ongoing training for affiliates is vital to the success of CNAN.

MARKETING Annette Sanchez spoke on behalf of the Marketing Committee. Annette and the committee decided that there is a need to distinguish exactly who CNAN is and what the functions are. She also stated that the marketing committee would like to create a logo for CNAN as well as create envelopes and a brochure (fact sheets) stating who CNAN is and what they do. Sample brochures will be sent out to marketing members for approval. A CNAN newsletter was also discussed. Annette will gather costs/estimates for a possible newsletter and submit to Hugo Cardona for approval of costs. It was agreed that Hugo would send the NCLR logo so affiliates may uset.

LUNCH NCLR California Office Updates General Updates, Hugo Cardona Hugo addressed the ALMA Awards issue stating that this year’s ALMA is postponed but not completely cancelled. The production of the ALMA Awards will be reviewed each year. The ALMA Awards is not cost effective for NCLR. What NCLR would like to see happen is a television network to pick up the ALMAs in order to reduce cost for NCLR and so we are able to continue producing ALMA year after year.

Capital Awards will be held in Washington, DC on March 4. The Annual Conference will be July12­ 15 in Austin, Texas.

Hugo expects high attendance at Annual Conference. He also mentioned that he would try to secure a ful­ time position for Affiliate Relations in Los Angeles.

Institute for Hispanic Health, Patricia Diaz Carlos Ugarte sends his greetings. He is currently interviewing for the Director of IHH position. Project PRONTO through the work of Diana Nancy Deleon, has identified the organizations for affiliation: Tiburcio Vasquez Health Center in Union City, California and Atascosa Health Center in Pleasanton, Texas.

Liany Elba Arroyo is the new Project Coordinator for IHH out of the Atlanta, Georgia. Office.

Diana Nancy Deleon just completed a Promotores de Salud training program January 21 ­ 23 in Los Angeles and is currently working on workshops for NCLR's July Conference.

Workforce Development, Jorge Hinojosa Jorge has interviewed for the workforce development coordinator in the Los Angeles office and has made an offer to a candidate. The Workforce and LLC resources are up and running. He is gearing up for workshops at the Annual Conference and is planning strategies at the local, regional, and statewide levels.

Education, Jacqueline Duvivier Castillo

Jacqueline gave an update on the Early College Project (ECP). They now have six schools and six more to be chosen in summer 2003. The students of ECP graduate with a high school diploma as well as an associates degree or two years college credit.

Education and Workforce Development have forged a partnership. They are looking to incorporate the Escalera Project into ECP. A career development component is also in the works.

Policy, Patricia Diaz Patricia Diaz gave an update on immigrant rights. She is currently working on the right for immigrants to obtain a drivers license for work and naturalization issues. She also mentioned that Cristina Huezo is working on the No Child Left Behind Act and the California Master Plan for Education.

They will send monthly updates to CNAN. CNAN Charter procedure and approval.

Next meeting dates DELHI Presentation Irene Martinez, with the help of staff, showed CNAN a PowerPoint presentation of how the new DELHI Center came to be and what services they provide the community. She thanked everyone for their attendance.
