CONSULTATIVE MEETING ON ROLE OF PLHIV ORGANIZATIONS

Introduction The consultative meeting was a project of Global Fund Round 9 organized by the Association of People Living with HIV. The technical assistance for the project was provided by the Nur Centre for Research and Policy, the technical arm of the Fatima Memorial Hospital. Both Fatima Memorial Hospital and the Association of People Living with HIV are both sub recipients of the Global Fund Round 9 and the present meeting was a joint collaborative project of both the SRs for which they worked closely together.

Objective of training To develop a shared vision of principles for good practice for PLHIV Organizations that can guide their work, and to which they can commit to and be held accountable for

Scope The Consultation focused on five thematic areas:     

Theme 1: Priority roles of PLHIV Organizations.

Theme 2: Core Values for PLHIV Organizations.

Theme 3: The capacity and resources available and needed for PLHIV Organizations Theme 4: Partnerships and linkages that integrate prevention, treatment, care and support.

Theme 5: Defining a strategic framework for PLHIV Organizations

Participant Profile Participants included Provincial Aids Control Program representatives, policymakers, activists, healthcare workers, educators, community leaders, UN Agencies representatives, senior level staff of local, national, regional and international NGOs and CSOs working for PLHIV, networks of people living with HIV (PLHIV Networks), AIDS service organizations(ASOs),community based organizations (CBOs), AIDS activist organizations, faith‐based organizations (FBOs) and networks or coalitions of AIDS organizations

Facilitator’s Profile The meeting was facilitated by Dr Shabnum Sarfraz. Dr Sarfraz is a senior health management professional who holds an MBA from the Surrey University (UK) with a degree in medicine from Pakistan. She has over 20 years of inter-professional experience in strategic planning & management, resource mobilization, project designing, monitoring and evaluation, hospital administration, marketing, human resource development in the health & social sector. She has also completed the Social Enterprise Management Programme from LUMS-McGill. Educational background in Management, Business Administration, Leadership, Social and Health Sector provides Dr Sarfraz with sound knowledge of the concerned sectors; an understanding of the unique needs of systems and policy frameworks and the technical expertise essential for successful development, implementation and monitoring of strategies.

Dr Sarfraz has worked extensively for the Global Fund on Pakistan and represented Pakistan on national and international forums on HIV AIDS. She is overseeing the implementation of the sub

recipient grant to the Fatima Memorial Hospital, an SR to the Global Fund Round 9. She is also one of the country representatives of the International Planned Parenthood Federation (IPPF). She developed the national guidelines for Community and Home Based Care for Pakistan and subsequently compiled an extensive manual for training of CHBC Staff. Dr Sarfraz has worked extensively at the policy level in Pakistan and has worked with international development partners on projects aimed at institutional strengthening, manpower planning and effective health service delivery. She is technical advisor to the Punjab Health Department for issues pertaining to human resource for health.

Training Methodology 

Power Point Presentation on the necessary theory and concepts. Presentations lasted between 15-30 minutes and provided opportunity for questions and discussion.



Group work during which groups, with assistance of their facilitator, utilized the worksheets and drafted vision, mission and select core values for PLHIV Network for Pakistan.



Reporting of the consensus on vision, mission and core values of the group work in plenary by a member of each group, so that other groups and facilitator could comment and refine it.

Proceedings Session 1 In the first session, the concept of PLHIV organization was discussed and affected communities were defined. A sheet was circulated that enlisted core values (attached as Annex 3). The participants were requested to enlist 5 core values that they felt can be used to guide PLHIV organizations for:

the development, implementation and evaluation of programs, including advocacy programs

–

advocacy efforts to ensure effective scaling-up of our responses to HIV/AIDS

–

allocation of resources based on the principles it outlines, and

–

advocacy efforts to ensure that the essential range of programmes is available where they are needed.

The participants introduced their organizations, its focus area of work and the geographic coverage.

Session 2 A SWOT Analysis was undertaken in which the participants were consulted for enlisting the following: •

The participants further went on to discuss the priority actions that should be taken to improve PLHIV Organizations response to HIV AIDS in Pakistan.

Session 3 The participants were asked to draft the vision and mission for PLHIV Networks in Pakistan. Sample mission and vision statements were shared of PLHIV Networks worldwide (attached as Annex 4 & 35).

Session 4 The participants were invited to share their experience, introduce their area of work and discuss the way forward.

Feedback/Recommendations/Comments of Participants       

An important step in bringing the PLHIV Organizations onto one forum.

The meeting has reinforced the concept of networking and linkage development especially in a scenario of limited resources.

A good networking forum!

One day was too limited to develop a real consensus.

Facilitator effectively moderated the session and was able to generate productive discussion.

The meeting is just the start, we need to meet again to develop the strategic plan for PLHIV for Pakistan Facilitator had good grasp over the subjects.

MISSION To improve the quality of life of PLHIV To ensure that governments and policy makers meet the HIV targets they set, the commitments they made, and mobilize the necessary resources To empower, strengthen and coordinate all support groups, state networks, constituencies, associations and organizations of people living with HIV and AIDS to contribute meaningfully to the national response To Advocate for the rights of PLHIV and seek to put in place comprehensive HIV and AIDS prevention, care and support services To promote greater involvement of PLHIV at all levels of HIV/AIDS prevention, care and support in Kenya To work to improve the quality of life of People Living with HIV/AIDS (PLHIV) through co-ordination of PLHIV activities To create a better life for positive people by networking with all positive self-help groups in Myanmar and working towards to a formal national network To improve the quality of lives of people living with HIV/AIDS and their families
