Reserve Funding There are two types of funding methods generally used for calculating contributions to reserves, Component and Pooled Cash. When using Component Funding the goal is full funding or a plan to get there in the short term. While this method puts the funds where they will be needed in the future for painting, paving, and roofing it does not include inflation or interest earned. In other words it’s good for one year at best.

Oh That Flipping Lake!

As we transition into fall the changing temperatures can have serious impacts on our ponds. Over the course of a long hot summer like we’ve endured many of our ponds have become stratified (layered) with a layer of sun baked warm water overlying a deeper layer of cooler and denser water below. These cool bottom layers often have depressed oxygen levels, low pH and increased levels of hydrogen sulfide gas. Surface water loses heat in fall causing the upper layer’s density to get close to that of the layer below. Add strong winds like we might see with a good nor’easter and we get a sudden mixing of these layers. This is more commonly referred to as an inversion, turnover or the lake flipping. In some cases there will simply be too much “bad” water mixing with the good. In these cases fish may be unable to adjust to the sudden drop of oxygen and change in chemistry resulting in a fish kill. Some lakes are more prone to this effect due to a variety of factors including shape, depth, surrounding terrain and ground water infiltration. Bottom aeration is an effective remedy by continually mixing the water layers together and preventing the stratification in the first place.

When using pooled cash, full funding is of course the best option but not always achievable. While Component Funding keeps the money in separate buckets the pooled cash looks at the money as one big fund. Pooled Cash applies interest to the money and inflation to the component replacement cost and provides an accurate view of future performance, like your check book with money in and money out. As long as you keep a minimum balance you’re okay.

The lower the balance, the more risk and the higher the balance, the less risk.

Why it is important to have a Safety Audit performed on your playground!!!

Each year more than 200,000 children go to U.S. hospital emergency rooms with injuries associated with playground equipment. Most injuries occur when a child falls from the equipment onto the ground.

It is estimated that over 70% of playground injuries are due to falls to the surface. In light of this, it is a wonder that protective surfacing options remain one of the most overlooked and under evaluated aspects of playground design.

This is why it is a smart idea to have a CPSI (Certified Playground Safety Inspector) do an audit on your play area at least once a year depending upon how much the playground is used.

A properly qualified CPSI will protect you from legal issues and remove the question of negligence, which is the key factor in the difference between a suit that is thrown out and a large verdict or settlement!!!!!!

The first step in getting started with developing a consistent and strong maintenance program for your playground is to call Christine at CY Rennoc and have her come out and look over your situation so she can get you on your way to compliancy.

Legal Update for HOAs and Condominium Associations Numerous changes to laws governing condominium and homeowner association were made in this year’s legislative session. Notably, amendments to the collection sections of the respective community association statutes should be carefully analyzed to ensure that modifications are made to collection letters sent by the association through management or its attorney. Other changes include additional rights to condominium associations when dealing with abandoned units, HOA and condominium membership directories, HOA emergency powers, as well as substantial modifications to laws governing community association managers (CAMs). For more information on the recent amendments, associations and management are encouraged to contact legal counsel.
