Request for Expression of Interest

COURSE DEVELOPMENT Environmental and Regulatory Compliance Project Management

1. Introduction The Newfoundland and Labrador Environmental Industry Association (NEIA) is seeking expressions of interest (EOIs) from parties interested in developing an Environmental and Regulatory Compliance Project Management course.

2. Details In collaboration with its members and stakeholders, NEIA has developed a detailed syllabus for a two-day Environmental and Regulatory Compliance Project Management course for environmental professionals in the province. NEIA is now seeking professional assistance, using this syllabus as a guide, in the development of training modules and materials for the course. The ideal candidate would have experience relating to: a) environmental and regulatory compliance within large projects; b) project management; and c) preferably course development. The course will include 5 modules, specifically relating to: a refresher on basic project management principles; a detailed overview of the regulatory environment in Newfoundland and Labrador; an outline of environmental compliance considerations for projects in the province; an introduction to environmental management systems and how they may impact a project; and an in depth exploration on how environmental and regulatory compliance factors impact the project lifecycle and project management. The course syllabus will provide detailed guidance for the candidate in the development of the modules. The project scope does not include course delivery.

3. Submission Requirements General The request for EOIs is exploratory in nature, and thus does not require a detailed response. EOIs can be between 1-2 pages in length. Relevant Experience This section must include a listing of relevant experience of the consultant with respect to environmental and regulatory compliance within projects and/or experience in training course development. Cost This section must include a cost estimate for the scope of work. Timeline This section must include an estimation of time required to complete the scope of work.


4. Submission Details The deadline for the submission of EOIs is 17h00 on February 16, 2017. EOIs can be submitted directly to Kieran Hanley, Executive Director of NEIA, at kieran@neia.org. Only the proponents of EOIs of interest to NEIA will be contacted.

6. Disclaimer This Request for EOIs is not an offer by NEIA, but an invitation to receive responses from interested parties on a possible future piece of work. No contractual obligation whatsoever shall arise from the EOI process unless and until a formal contract is signed and executed between NEIA and the interested party. The issue of this EOI does not imply that NEIA is bound to select a submission. NEIA reserves the right not to proceed with the project outlined.
