About Europan

Europan - In a collaboration of, on average, twenty European countries, Europan organises a competition once every two years in the field of architecture and urban design. Landscape aspects also play an increasing role in the assignments submitted. Europan invites young architects to come up with solutions for real sites, made available by clients and municipalities. The competition is organised according to the same rules in all countries and with the overall theme “European Urbanity� and in each country a national jury adjudicates the entries for the sites in the country in question. In this way Europan aims at giving form to a Europe in which young and highly-promising architects can contribute to innovations in the field of spatial design. The salient feature of Europan is that the organisation not only restricts itself to a competition of ideas, but that the prize-winners receive a brief in a second phase, either in the form of the realisation of their winning Europan design, or in the form of an alternative brief. In this way Europan supports the prize-winning architects in securing their (frequently first) design assignment. Also, in later phases of the realisation process, Europan remains in contact with its winners in order to offer them advice or support where necessary. The competition is open to architects under the age of forty from all over (geographic) Europe. Europan 9 theme is > European urbanity, sustainable city and new public spaces. 4

TOPIC / RESUME The study site, called The Poljane Area, was a decade ago a run-down industrial and institutional area, containing programs such as military barracks, a slaughterhouse, a prison and a mental hospital. During the last decade, The Poljane Area has become one of the important inner growth areas with high urban potential and excellent accessibility. It is recognized by city authorities as a strategic area for future city development as a contemporary extension of the historical city center of Ljubljana. The competition brief is twofold: the task at the urban level is to test possible development scenarios in order to achieve cohesion of the highly fragmented area. The second task is connected to four different project sites - A, B, C and D - each with its own programmatic and spatial requests. Competitors are expected to develop a conceptual proposal at the urban level for the entire study site and that they develop an architectural concept on at least one of the four project sites.

TERRITORIAL SCALE: CONURBATION Ljubljana, one of the smallest capital cities in Europe is strategically positioned at the crossing of routes running from Vienna to Venice and from Munich to Zagreb. It takes only 1 hour by car to reach Trieste, Graz or Zagreb, 2 hours to reach Venice, 3 hours to Vienna and 4 hours to Munich. In the near future, Ljubljana will be connected by a high-speed train corridor V (Milan-Venice-Ljubljana-Budapest) Ljubljana is a cultural, governmental, educational and financial center of Slovenia and plays a central role in the region. Neighboring domestic cities are Maribor, Kranj, Novo Mesto and Koper, all within 1 hour of a car drive.

URBAN SCALE: STUDY AREA A decade ago, the competition study area was a rundown industrial and institutional area, with programs such as military barracks, a slaughterhouse, a prison and a mental hospital. Located close to the city-center, the Poljane area is becoming one of the important inner growth areas with high urban potential and excellent accessibility. The study area is divided into fifteen fragments, zoned from institutional, housing, to commercial programs, each owned and developed by different owners or developers.

URBAN SCALE: PROGRAMMATIC INTENTIONS Large investors, such as the State Housing Agency, have been recently active in the area. New buildings for Art Academies with an adjacent performing centre and a new Regional Medical Center are also being planned in the area. The municipality’s first concern is to develop a strategy at the urban level which would successfully foster the development of connections between fragments and the adjacent city area. The aim of the municipality is to transform fragmented area into an interconnected working patchwork. This goal can be achieved by creation of a programmatically balanced city area by smart intensification of building structure, formation of a tightly interwoven network of movement patterns, and incorporating into development existing green areas in order to connect “Ljubljanica River” and area “Golovec”.

PROXIMITY SCALE: PROJECT SITE Project Sites are four fragments within a study area, owned by either the state or municipality, marked as A, B, C and D. Project Site A is an area planned for the Regional Medical Center and is at the moment a decayed fragment, containing a large storage area and housing. Project Site B, Water locks area, stretches along the Ljubljanica River and contains a baroque palace, a small park and an abandoned parking structure. Project site C, The Corner, is an empty lot at the crossing of two important traffic corridors. Project Site D, Big Meadow, is currently an agricultural area, where urban tissue transgresses into the green recreational area of Golovec.
