The LTP3 Quarterly Review – an update for Members The purpose of this document is to provide all Members with information about the Local Transport Plan (LTP) projects being delivered in each ward area. The Local Transport Plan contains an annual programme of projects. This programme is reviewed on a quarterly basis throughout the course of the year, and changes may be necessary in response to unforeseen events, such as the weather. LTP Quarterly Review will keep all Members fully informed, and will assist with the key decisions made by the Head of Development and the Portfolio Holder for the Environment & Strategic Housing. This report is a snapshot of progress made in delivering North East Lincolnshire Council’s LTP at October 1st 2011.
The review includes: • • • • •
how the programme is developed; a full list of LTP projects; the delivery timescales for each project; a breakdown of projects and costs by ward, and; a map of schemes by ward.
How the programme is developed There are three types of new project:• Those where a statutory duty exists, where the works are unavoidable or already committed to either from a previous year or as part of a wider project. (e.g. Highway Maintenance) • Major schemes (e.g. A18/A180 Link road) • Elective schemes, those schemes where there is no statutory duty but works are undertaken to improve conditions on the highway network (e.g. New bus shelters) The LTP programme is developed using the system described below. Where there is a statutory duty or where the works are either already committed to or unavoidable they are added to the LTP programme, the projects are then assessed against each of the eight LTP Challenges which are to:• • • • • • • •
Enable sustainable growth through effective transport provision. Improve journey times and reliability by reducing congestion. Support regeneration and employment by connecting people to education, training and jobs. Enable disadvantaged groups or people living in disadvantaged areas to connect with employment, healthcare, social and leisure opportunities. Improve the health of individuals by encouraging and enabling more physically active travel. Provide safe access and reduce the risk of loss, death or injury due to transport accidents or crime. Improve the journey experience on the local transport network. Ensuring that transport contributes to environmental excellence, including managing air quality and reducing transport related greenhouse gas emissions.
Major schemes are also assessed against these eight LTP Challenges and where the scheme is proven to address these local challenges, an initial feasibility study will be commissioned into how deliverable the scheme will be. Subject to the outcome of this study, and the scheme receiving local support, a full Major Scheme Bid is submitted. Finally, elective schemes are developed by individual programme managers based on a range of programme specific criteria and their impact on the eight LTP Challenges. Programme managers schemes are then combined and prioritised based on available resources and an assessment of their deliverability. In some cases, projects are combined within a geographical area allowing the Council to achieve, at the same time, greater value for money and reduced disruption for local residents. The diagram on the next page summarises these processes.

Members Guidelines for introducing new schemes into the LTP Programme. Ward Councillors are often a valuable source of ideas and suggestions for new schemes. The following guidelines are designed to assist this process. •
In the first instance Ward members should contact the Councils’s Lead Officer for Highways and Transportation, Claire Fitzsimmons on (01472) 324428 to discuss suggestions for new highway and transport schemes. Claire will be able to provide general feedback on the proposal and comment on how it supports wider Council objectives.

This suggestion will then be discussed by Claire with the Head of Highways & Transportation at Balfour Beatty (Marcus Asquith) who will in turn distribute the request to the relevant Programme Manager for more specialist comment.

The Programme Manager, will assess the request against the eight LTP3 Challenges, any other relevant programme specific criteria and the already agreed LTP Capital Programme for the year. Ward Members will then be given written feedback as to whether their proposal has been successfully included in future years Capital Programme.
The annual LTP Capital programme is assembled during quarter 4 of the previous financial year (January – March), and whilst proposals from Ward Members can be made at any time it may be that larger, more complex or expensive schemes are not considered for inclusion in the Capital Programme until this time.
