Brethren, it is time for the lodge to jump into the digital age and get the trestle board received via the internet. It will save the lodge in postage and printing. We can also do our dues notices and any other correspondence on line. The trestle board is already available on line, we just need to have everyone who has internet access to look at it and print it out if they wish and or get there e-mail address to the secretary. Brethren, this is going to happen around the first of the year.

My Brothers, I want to thank all the Brothers and Past Masters throughout the year and continuing through to the next year that have stepped up. I can not tell you what a relief it is to have everyone ready to help and the Past Masters who with little or notice have been willing to step in to a role. Things haven't always been perfect, but we have done well. I very proud of everyone and Nellis should Scott Keiser give itself a big pat on the back. There Senior Warden is still a lot of work to do and things are not slowing down. More over, there is many things We'd like to get accomplished next year and Nellis will continue to rely on all the brothers. Thank all of you in advance for your commitment to make Nellis the very best. P.S. We will need help with some of the committees and there may be a couple of Officer spots available. Cutler’s Guide for Investigating Committees Bro. Brian Higgins Following Worshipful Mike Clark's educational presentation on October 4, 2011 at the Stated Meeting of Nellis Lodge #46, herein is presented a synopsis of a publication for petitioner investigations. It is the Nevada Masonic Manual, An Aid to Investigations, printed in 1973 by the Grand Lodge, F. & A. M. of Nevada, and "compiled by Albert W. Cutler, P.M." My copy was given to me previously by the Lodge Secretary when I was asked to join an investigating committee. Additional copies are available from the Grand Lodge Office, at a cost of $1.00, each. The pamphlet is 20 pages in length, measures 4 ¼ " x 6 ¾," and has a stapled binding. The "Foreword," page 1, expresses Worshipful Cutler’s sincere wishes for the booklet's usefulness to the Craft. Worshipful Albert Cutler was Master of Nellis Lodge #46, in 1965, the third since its founding. The specific actions the Worshipful Master must follow to initiate a petitioner investigation are elaborated thereafter, together with philosophical considerations everyone involved should keep in mind. While the first great care of Masons is to be alert to anything that would disqualify a petitioner, any given petitioner may eventually turn out to have a distinguished Masonic career, and either result would depend on proper investigation in the beginning. Investigating Committee members are to be picked with care. A standing committee is recommended to save time and confusion at the start. The Worshipful Master should personally impress upon each committee man his responsibility. An investigation is twofold; to gather facts, and to educate. At all times tact is required. All questions contained in the guidebook are to be asked indirectly. Anticipate how the petitioner will answer questions asked in the degree (without disclosing the ritual.) Ask advice of Brother Masons who know the petitioner. Does the petitioner have relatives in Masonry? What is his current and past marital status? Does he have a criminal record? Debts? What is the state of his finances? Is he a good neighbor? Others questions to be answered are personal impressions, not verifiable facts. Does the petitioner have a compliant nature and does he work in harmony with others? Is he prejudiced against anyone? What are his ideals? This leads to the controversial subject of the petitioner’s belief in God. What is his religion? Is he a member of a church? CONTINUED on 8

CUTLER Continued Does he contribute to the church’s collection and to other charitable causes? What is his wife's religion, and will it conflict with the ideals of Freemasonry? Can he deal with secrecy? What does he want from Masonry? Does he understand Masonry is not obligated to provide relief? To what other organizations does he belong, and will his politics interfere with his involvement in Freemasonry? Certain facts can be determined only within Masonry, such as previous petitions or membership status, if the petition is for affiliation. These facts must be checked through the Lodge Secretary, but is the petitioner’s testimony consistent with the facts? All the preceding considerations can’t be checked for every petitioner. However, any one of them can be grounds for an unfavorable report. Investigation committee members are ultimately responsible for the integrity of their investigating. All petitions are required to "lie over" from the Stated Meeting at which it is read until the next Stated Meeting. That is the minimum wait. But, if more time is needed, the Master may grant it. Finally, the ballot itself is the last word. The purpose of balloting is to elect candidates for initiation by unanimous consent. If the investigating committee has done its job there should never be a rejection at the ballot box.

As many of you know the Lodge been discussing a more efficient way to deliver the Trestleboard. Currently there are two ways to receive the it; direct mail which is becoming more and more expensive, or by viewing and downloading it from the Nellis website. It has been proposed that we point the members to the one posted on the Nellis website each month rather than mailing it to the majority of recipients every month. It will still be direct mailed to everyone without a computer or access to one but the greater part of the recipients simply need to go to the “nellislodge46.org” website around the 15th of each month to view a “paginated” (Flash® animated) downloadable electronic Trestleboard. It was also proposed that we email the Trestleboard. Our email experience has been dismal. Trying to acquire email addresses from the Brethren has been next to impossible. Either they don’t have one, it’s sent incorrectly or they simply don’t respond. The office currently has 1/3 of all the members email addresses and the ones we do have change regularly. We want to do a little experiment; would everyone that has an email address please send the office an email with the subject line saying “TRESTLEBOARD” to secretary@nellislodge46.org. If you don’t have an email address simply call the Nellis office and leave your name and say “I don’t have an email address”. This way we may be able to get the bulk of our membership’s email status without having to send out a letter or calling everyone. Brethren, we have to make these changes simply because bulk postal rates are becoming cost prohibitive. It now costs the Lodge $340 a year to maintain the Non Profit stamp and .14¢ per piece local mail & .17¢ per piece out of town mail (bulk rate). We also have an account for Return service requested, that we end up paying .64¢ for every piece returned. Over the last 2 years we’ve spent $80 on all the brethren that failed to give the office a change of address. Some of you may be wondering if the size of the Trestleboard is causing the high rates; the answer is no. The piece rate price is the same no matter what format is sent. The paper and printing is offset by our ads. No matter if it’s a quad fold or a small magazine, it’s the same mailing price. We would like to start this as soon as possible so please inform the office as with your information. Thanks to all of you for you cooperation and support. 9
