Another free parking trial

Another free parking trial has been approved by Nelson City Council for the next six months. The new trial will mean the first hour of parking in Nelson’s CBD will be free. Car owners will then need to pay for time needed after the first hour at an increased rate of $1.50 per hour. Nelson mayor Rachel Reese says the current free parking trial – which ends next week – showed that free parking did entice

more people into the CBD, but car parks were full for longer, meaning fewer spaces for those driving in. “Foot traffic has increased, the city feels welcoming and busy and we are very pleased with that result. While this wasn’t necessarily reflected in the financial data, many fear their winter would have been much less prosperous if the free parking trial hadn’t gone ahead.” Rachel says offering the first hour of parking free of charge will provide an incentive

for those coming in to shop or dine, while keeping parks free in the city, by offering all-day free parking on the city’s fringes. Uniquely Nelson manager Cathy Madigan says the plan isn’t what her group would have liked to see implemented and she is concerned about getting a new message across to shoppers, but she’s happy the council are continuing to support the city’s retailers. “This is a trial and a short term initiative

and I look forward to working with council on a longer term one in the future.” Cathy says the current two hours of free parking had to change to keep the car parks free during the city’s busy summer and because city workers were taking advantage of the free car parking, which was filling car parks intended for shoppers. Rachel says the trial will be monitored before the council decides next year whether car parking will remain free.

Sergeant Mike Wardle says extra police will be on duty for the popular event. “Our observations from the last couple of years suggest that some young teens, and even intermediate-aged school children, are pre-loading before the event, and arriving intoxicated. Our message to parents is to take

responsibility for their children, know where they are and who they are with.” He says there will be zero tolerance for liquor ban breaches and disorderly behaviour, and police will be running breath-testing check-points around the city. Sophie says her team is working closely with police and other services like St John, HYPE and private security, to ensure people can enjoy themselves in a fun, friendly and safe environment. “Services supporting the event won’t be shy in turning people away if they’re caught drinking or behaving badly,” she says. If there is heavy rain, the parade will be held the next day, Saturday, October 18, at 5.30pm and the Carnivale will be cancelled.

Tip jar thief strikes again Locally Owned and Operated

A third Nelson bar has had its tip jar stolen and it is believed the same man is behind each of the thefts. The Vic Brew Bar had its tip jar stolen on Thursday evening and bar operations manager Howie Williams says there was “at least several hundred dollars” in it. It follows similar thefts in the past month at the Sprig & Fern on Hardy St and 623 in the City. A man was arrested by police in relation to the Sprig & Fern theft but it is believed he didn’t turn up to his court appearance, although police were unable to confirm this in time for our print deadline.

him to tell him the name of the man and he says it appears to be the same person who stole tip jars from the other Nelson bars. “We’ve had people call us and tell us who he is and where he lives so the public have been really helpful.” Howie says money from the tip jars is collected over time and then counted and split amongst the front of house staff. He says staff usually get between $80 to $100 each and it’s a “nice little bonus”. “For front of house staff, to get that extra $100 in your pocket makes a big difference so it’s pretty disappointing.” Police have confirmed that they are investigating the latest theft.

Stoke centre a step closer

The proposed Stoke Community Centre took another step forward last week when it was agreed by councillors to appoint a project manager for the project. Deputy mayor Paul Matheson says the council will work with

the community to develop a concept design that will meet the needs identified and is affordable. “The people of Stoke are consistent and united about what they want from the new Greenmeadows community centre. They want a multi-use,

flexible facility for sport and the community, which is used seven days a week, and carefully sited to avoid losing green space. “This feedback has given the council clear direction for the project, so we have a great foundation to work from.”

Salisbury drop staff, but back on track Simon Bloomberg

Salisbury School has received some positive news after “a very tough four years” with the Ministry of Education confirming that the school will stay open despite a declining roll and nine staff losing their jobs at the end of last term. Staff and students at the Richmond school have been on a rollercoaster ride since the Minister of Education, Hekia Parata, tried to close the residential education care centre for girls with special needs, in October

2012. But last week principal Brenda Ellis and chair of the board of trustees, Julia O’Connor, told the Nelson Weekly that they had “a very positive meeting” with the secretary of education, Peter Hughes, who confirmed that there is no intention to close Salisbury. Julia says they also discussed changes to the school’s enrolment process after concerns that the roll had fallen from 71 in 2011 to just 15 this year. The Ministry of Education determines the enrolments after parents apply to have

their children attend Salisbury. “We have also started working with the Ministry on changes to the enrolment process with the goal of increasing the number of students enrolled at Salisbury next year,” says Julia. Brenda says they have been encouraged by the discussions with Peter and senior Ministry of Education staff which suggest “there has been a very positive shift in favour of Salisbury”. However, Brenda says the school had to make nine staff redundant at the end of last

term following funding cuts too all of the country’s residential schools. The funding cuts will be finalised this year but Brenda says they had an indication of the amount from the Ministry of Education and had to reduce staff numbers. “But there were no cuts in teaching staff or teacher sides. It was all to residential and support staff.” Brenda says the school had also received good news from the Education Review Office last term when it gave Salisbury a “fabulous” report.

Surf lifesavers dive into summer season

The Nelson Surf Lifesaving Club is gearing up for another summer of patrolling Nelson’s Tahunanui beach and keeping swimmers safe in the water. The club’s open day last weekend was a fun way to promote their presence in Nelson and give new members a chance to see the skills involved in being a life-guard. Last year, the Nelson Lifesaving Club

operated with around 30 qualified life-guards and another 60 children who were part of the junior Nippers section. As well as IRB rides, mock rescues and competitive beach sprints, the open day saw several potential new members, from children looking to work their way up the grades to adults thinking about getting back into the life-guard role.

Police focus on teen drivers Young drivers are breaching the conditions of their restricted licences so often that Nelson police are going out to the region’s secondary schools to discuss the issue with the students. Nelson police school community officer, senior constable John O’Donovan, has spoken to year 12 and 13 students at Nelson College, Nelson College for Girls and Nayland College as part of a “proactive educational campaign” to reduce the number of breaches. Police are planning to talk to year 11 and 12 students at Waimea College in week one and two of this term and the key message they will be delivering is that the “consequences of making a bad decision can be devastating”. “Young drivers are not insured when they breach the conditions of their restricted licence and the financial costs of an accident can be devastating for the young person and their family,” John says. “We want young drivers to make sound decisions that don’t have a negative impact on their financial future.” John says the campaign was launched in response to the “substantial” number of tickets being issued to drivers for breaching the conditions their graduated licences “We have been hearing about it from our road traffic groups, and even detectives, so we are trying to tackle it proactively with an education component. It’s far better that we have young people come on board with these messages rather than us just going out there and issuing tickets - that’s going to help them to make the right decisions.” John says the biggest concern is restricted licence holders carrying passengers, because young drivers are so easily distracted. “The moment you put another young person in the car the distraction level increases. A cellphone goes, someone gets a

text and people are talking and the driver is trying to concentrate on the road and all the conversations - that’s when the accidents happen.” Nayland College principal Rex Smith says the school supports the police initiative and he hopes it has a positive impact on his students. “I’m pleased the police took the opportunity to be proactive and talk to the students before starting a traffic campaign that focuses on young drivers,” Rex says. “It will give the students an opportunity to alter their behaviour instead of just being hit by tickets.” John says police are also sending a letter to parents of students asking for their support in the campaign. The letter states “we are asking that you are aware of your sons’ and daughters’ licence conditions and assist us in reinforcing the key safety measures”. “The parents are our allies in this, which is why we have included them. They often have control over the family car so we’d like them to help us out rather than us having to take a heavy-handed approach and issue tickets - we have to solve this problem together.” John says the driver’s friends also have a role to play. “It’s not just the driver’s responsibility, it’s also the passenger’s responsibility to say no to a ride - it’s about being a good mate.” Tasman District road policing manager, Jenni Richardson, says she supports the educational campaign which she says is “a far better way to get the message home to the students and parents rather than just ticketing them. However, she warns that the police’s Strategic Traffic Unit will be targeting young drivers following the educational campaign.

Former Labour MP Maryan Street has farewelled Nelson, declaring she will not contest another election campaign after her party failed to get enough votes to return her to parliament last month. A special farewell was held for Maryan at the Victory Community Centre last Thursday, after she missed out on returning to parliament as a list MP by just one place. She says she has “loved” being involved in Nelson and will miss it dearly, but will seek new employment in the aid work sector or treaty negotiations, something she did before coming into parliament. “I was serious about being here as a list MP and being a part of the community. But now it's time for a new candidate,” she says. 20mm Maryan was a three-term list MP, contesting the National-safe Takanaki/ King Country seat in 2005. She became a cabinet minister towards the end of Helen Clark’s government, and it was during that first term she decided to move to Nelson and contest the Nelson seat, long held by National’s Nick Smith. Maryan was returned to parliament in 2008 and 2011 via the Labour list and the ability for Labour to collect enough

She says she fell in love with Nelson and what it has to offer. “I loved working for people here in Nelson, I really loved it.” She signalled out working with businesses of primary production, visiting Nelson schools and being involved in the arts and music scene as real highlights. She says the Cawthron Institute is the "jewel in Nelson’s crown". She also said working with Q Youth was something she loved and Nelson is lucky that it has so many non-gov-

ernment organisations and volunteer groups. “This city is underpinned by a huge network of NGO’s and voluntary organisations that carry a lot of the burden in this community, and I really value their contribution as they are often unseen and unsung." Maryan says she will not rush any decisions about her future. “I’m enjoying some time to myself. The house is really clean and the ironing is done. It’s kind of nice being a domestic goddess, making dinner every night. It’s taken my partner a bit of getting used to.”

Teen donates world challenge funds to sick child Nicole Preller has turned her own disappointment into joy, when she donated $2022 to help the family of 21-monthold Adelaide Ketel who is undergoing treatment for cancer. Nicole had been fundraising to travel to Costa Rica and Nicaragua for the World Challenge with Waimea College next year. But the 16-year-old student was forced to abandon her travel plans after deciding to leave school and instead donated the proceeds of her fundraising efforts to help Adelaide. "I'm leaving school at the end of the year to study at the Nelson Marlborough Institute of Technology, so I couldn't go to the World Challenge. I was disappointed about that but in a way it turned out well because the money I raised went to such a good cause." Because Nicole raised most of the funds through selling raffles and fudge at her parents cafe, the Wakefield Villa Tearooms, she put up a notice in the cafe advising clients about her decision. Nicole's mother Ally says they wanted to be transparent and let everyone know what Nicole was doing with the funds and they have received a lot of really positive feedback. "One lady who comes into the cafe gave

Adelaide's father, Andrew Ketel, says they were deeply touched by Nicole's donation, which epitomised the generosity of the Wakefield community. "It's wonderful that teenagers think so much about other people," Andrew says. But Nicole is not the only young person to help out Adelaide and her family. "We had a primary schoolboy, Luke Perry, who is only nine, help out," Andrew says. "Luke set up a stall at the Wake-

"Luke also used the proceeds to buy Adelaide some books to read on the plane to Christchurch. It was an incredible thing to do and very humbling." Andrew says Adelaide has now finished her chemotherapy, and was due to go back to Christchurch this week for an MRI scan that will determine the next step in her treatment.

Cyanobacteria, also known as blue-green algae, has grown and proliferated in shallow areas of the Maitai River at Maitai Camp and in the lower Maitai after several weeks of little rain, says Nelson City Council. Because the algae is a naturally-occurring bacteria there is little that can be done to remove it, apart from waiting for significant rain which increases the water flow and washes the algae away. There have been no reports of problems in other rivers around the region and dog owners are advised to swim their pets in the permitted area at Tahunanui Beach.



Cycle Trail, Tuesday, October 7: The hugely popular Great Taste Cycle Trail has officially reached the golden shores of Kaiteriteri. The grand opening of the Kaiteriteri section was celebrated on Saturday, October 11 with a ride from Motueka to Kaiteriteri via the new track. The Tasman Great Taste Trail will eventually create a loop track that is expected to become a premier cycle-tourism destination.

Hundreds of yellow rubber ducks took to the Maitai River last weekend, in a fundraising event for St John Nelson. Not all of the ducks survived the race to the Collingwood St Bridge unscathed, but even so, it was a great turn out for the emergency services group who managed to raise just on $7000 for their cause. The St John duck race was held for the first time last year to provide some variety in their efforts to raise funds. “We wanted to do something fun in Nelson that perhaps attracted different people to support St John and enjoy the Maitai river setting,” says organiser Sarah McCabe. The race also saw the introduction of a

Ray White’s houseboat duck came first in the best dressed section with Sandra Johnson Boutique Photography in second place with “Marilyn the Bride” and Tozzetti Panetteria third for their “Baker Duck”. However, Crowe Horwath with “Scrooge McDuck”, won the race that mattered most, by reaching the river bank first. Another 600 smaller ducks, sponsored by the public, were also released from Bridge St, and after fighting the current, the wind and the weeds, eventually made it to the finish line, with duck number 89 taking out first place.

Editorial: Common sense prevails over athletics track Last week, news came out that the organisers of the ICC Cricket World Cup had performed a U-turn and relaxed their exclusive use of Saxton Field’s athletics track, allowing local athletes to use their track for all but 19 days of summer. It’s fantastic common sense has prevailed. In February this year Nelson Weekly broke the story that the International Cricket Council had a signed agreement with Nelson City Council for exclusive rights over the cricket oval and the ground around it, including the athletes track, for almost 50 days this summer. The exclusivity period stretched from

January 26 to March 15, the peak of the athletics season. At the time, athletics coaches commented that it would ruin the season and Nelson Weekly took a strong stand, urging the ICC to back down over the proposal. Last week they did. It’s great news for our local athletes because there was no other option as far as a decent track for them, and it’s even better for cricket world cup organisers because the exclusive use of the track has been the only contentious issue surrounding it. Now that it’s sorted, the region can look forward to hosting the biggest cricket

not the paying for parking but the inconvenience of having change and also the nuisance if you decide to stay shopping for longer than initially planned – surely this is what the retailers would like! Another idea similar to yours with the barrier arms, is to have a card like the London tube Oyster card (and the card used by many transport systems) where you put money on it, then swipe the card on entry and departure. So easy and quicker than waiting for barriers. Nelson is set up perfectly for a system like this, as the machines would only have to be at the main carparks and as you wrote, traditional meters could be used elsewhere. The council has worked hard to make Nelson attractive to shoppers, surely this is an obvious benefit. Anne Stanton. I read your article on parking in the city. As a senior I have found the free parking just great, paying to park is no big deal but, as you stated, we are getting into a cashless society. But you have to give the older people in Nelson some thought and, let's face it, most seniors come here to retire, which in turn means your mobility is not great so I am not in favour of barrier arms. I say if paying to park is coming back then lets stay with the old system. I find it easier to drive into the car park to where the toilets are and use the meter there to park my car. I say for the people who have to rush into a shop for coin they should think ahead and leave some coin in the car. George Barker.

I am asking, please, anyone that sees this and feels the same as me that we should be allowed to install clean air burners, email the council at enquiry@ncc.govt.nz. I, for one, am sick of my children being ill all winter. And for them to tell me it is due to air quality. Tasman Art Society to host spring exhibition A combination of visual and performing arts will be on display at Tasman Visual Art Society’s Spring Exhibition, this coming week. Tasman Visual Art Society was founded 12 years ago by Susan Creedy and now has around 88 members. As well as the wonderful artworks on display, there will be live music by The Nelson Youth Jazz Orchestra, barber shop four-part harmony, Men in Accord, female harmony choir, The Songbirds and solo keyboardist June Guthardt. All artworks in the exhi-

bition are available for sale and a luxury gift basket and collectible doll, donated by Jean Johnston, will be raffled. All proceeds from the raffle will go to the Nelson Region Hospice in memory of Pamela Banks, a member who passed away this year. Last year’s event proved very popular with 1200 people enjoying the day. This is the completion of a process that began when I became President in October 2012. At that time the association was in a run down state. I was elected as President on a mandate to make Nelson Grey Power a respected and professional community organisation and over the past 12 months actions to achieve this have been taken, including moving to a new more modern office and introducing new technology. It wasn't the way the Tasman Makos would have wanted to finish the regular season, but they have still done enough to host an ITM Cup semi final in Nelson this weekend. The Makos lost to Counties-Manukau on Sunday, but still finished second on the table and will host Canterbury at Trafalgar Park this Saturday at 7.05pm.

Tim’s learn-to-sail classes aren’t just for children though, he also runs adult classes on a Wednesday night or over the weekend. “You could be up and running in a month or so, but it takes years to perfect, of course. Sailing season opens with a bang big for a sport like sailing.” The two week-long school holidays were again packed with young sailors and Tim says after a few sessions most kids feel quite confident on the water. “For young kids, when they get out there in a little boat on their own it can be intimidating and a little scary. But then they get through that, realise they can cope with that and the more and more they do, it builds independence and self-reliance. It gives people that sense of achievement that they’ve gone out and faced the elements and come back again.”

The Nelson Yacht Club officially opened its summer racing season on Saturday, but the waters of Nelson Haven had already been tested by dozens of students over the school holidays. The learn-to-sail programme at the Nelson Yacht Club has been booming over the past few years, thanks to sailing manager Tim Fraser-Harris, and he says this summer is set to be another big one. “It has just got bigger and bigger really. Nelson Dawnbreakers Fishing Club Up until the weekend just gone the wind has proved painful, but a reprieve was due and the last weekend of the school holidays has been a stunner. As the weather improves, the boat ramps around the region should start seeing plenty of action. Nelson boat ramp was one good example, with the car park full and a few parked in Akersten St, on both Saturday and Sunday. It would appear from fishing reports that the snapper were patchy on the longlines, with the carpet shark and spiny dog brigade making up the catch. Fish that were caught, though, were out deep. The water temperature is on the rise in Tasman Bay, but still only around 14 degrees and will need a couple of weeks to get closer to the magical 18 degree mark. Hopefully, they will be on song for Labour weekend. Kenepuru has produced some large snapper in the last two weeks, but fishing is still quite patchy and there would appear to be a bit of a shark

plague at the moment and a lot of patience is required. Catches of good blue cod, terakhi, and gurnard were also reported from around Delaware Bay. No sign of any Kingfish yet but they won’t be too far away either. Don’t forget the Marlborough Sounds area for blue cod is currently closed until 19 December, to protect the core spawning season. Within this area, fishers can only take, or possess, two blue cod per fisher at any one time. This applies even if you caught the fish over more than one day, fished outside the Marlborough Sounds area, or you are transporting the fish through the area. You can only have blue cod between 30cm and 35cm long. You must not fillet blue cod unless you eat them immediately. Any blue cod eaten form part of your daily limit. You must not use more than two hooks per fishing line when fishing for any finfish species.

Nelson’s top trials motorbikers will head into the New Zealand champs this month with plenty of confidence, after walking away with South Island titles recently. Nick Oliver took out the expert grade at the South Island Championships last month, while his younger brother, Peter, won the A grade and his father, Stephen won the masters. The clean sweep for the Olivers means they will go into the NZ Moto Trials Championships at Labour weekend with plenty of confidence, especially considering the nationals will be held in Motueka. But Nick says the competition will be intense. “The competition will be of the highest standard this year, with the largest number of expert riders with the addition of top overseas competitors being invited to take part. So although I am a little nervous, I am looking forward to Labour weekend."
