Rachel Reese elected mayor of Nelson Nelson has a new mayor and for the first time ever it’s a woman. Rachel Reese stormed to victory on Saturday, collecting 7887 votes, almost 1500 more than the incumbent Aldo Miccio. She heads up a new team featuring five new councillors and says the win was a clear signal from Nelson voters that they want change. She plans to start those changes as soon as possible. “I campaigned on very clear priorities and how I wanted to drive the council for the next three years. So I will be sitting down with councillors over the next few days and talking to them about what they want to achieve over the next three years.”

She says she celebrated the win with friends and family and was “absolutely delighted” with the result and the margin. “We went into Friday night thinking it could have gone either way so it was fantastic to hear the results. It’s a really strong, positive vote. I think people picked up on the messages I was delivering and they know how I operate and what I do and I feel really good about that.” Although not sworn in until next week, the mayor-elect said she started the job on Sunday morning with a public event and was looking forward to plenty more.

Shock over $5k power bill

A power bill with no name on it has snowballed into thousands of dollars over five years and now one local man has been told to pay. Tavis De Smit has rented a Beatson Rd shed since 2008 and has never been asked to contribute to a power bill. The shed is one of three in the same building and all are connected to the same power source. You hear what’s important for them.” She says key priorities will be those she spelt out during the campaign, including bringing back standing committees and getting councillors involved in communities more. She also wants to address the wood burner issue and the “nuts and bolts” issues that affect Nelsonians every day. “I want a council table where we have 13 ambas-

sadors for the city. Being a councillor is far more than just turning up to the meetings and they’ll be out in the community.” Rachel was congratulated by other candidates, Brian McGurk and Aldo Miccio on Saturday, the latter saying Nelson had elected a strong team on council and he was sure the city was in safe hands. He said he was bitterly disappointed however. Rachel also hailed the efforts of her campaign team, especially those of her partner Richard Harden, who doubled as her campaign manager. Surf lifesaving club moves into police building The Nelson Surf Lifesaving Club has confirmed a move to Tahunanui Beach, meaning police will leave the building that has served as a community base. The surf club has been lobbying to move to the beach as its membership grows and will take over the lease this week after Nelson City Council approved it. The move was reported by Nelson Weekly in July. The building will become the new home for the surf lifesaving club and will store most of its equipment. Tahunanui Beach is the only patrolled beach in the Nelson and Tasman regions. The steady growth of the club over the last four years has been the moti-

Negligence on my part for not ever checking the situation but also negligence by Contact, who didn’t notice the bill hadn’t been paid for five years,” says Tavis. With not a lot of options left to him, considering he admits he’s partly in the wrong, Tavis is hopeful Contact will acknowledge their part of the blame and treat him “fairly”. “I’m happy to pay for some of it, as I have used it, but I didn’t know it wasn’t being paid for and I don’t like the idea of having to pay for their mistake and other people’s power.” A spokesperson for Contact Energy, who has recorded $199 million in profit for this year, was reluctant to comment on how the bill remained off their radar for five years, citing privacy reasons. “Vacant consumption, as this issue is often referred to, is

Voters have given five new councillors a seat at Civil House, the largest influx of rookie councillors since the Hands Up ticket swept into council in 2007. Saturday’s Nelson City Council elections delivered several surprises, including the dropping of long time councillor Derek Shaw and the introduction of a range of new councillors. But again a major talking point is the low voter turnout with just over 49 per cent bothering to have their say about who runs the city. Also departing is mayor Aldo Miccio with former deputy mayor Rachel Reese taking charge of the mayoral chains. Top polling councillor was Brian McGurk, despite finishing third in the mayoral race. His hard work of knocking on 9129 doors during the campaign paid off with a strong showing in the council race. Another rookie, journalist Matt Lawery, finished second and joins other new councillors including Gaile Noonan, Luke Acland and Tim Skinner.

andrew@nelsonweekly.co.nz Brian McGurk says the disappointment of missing out on the top job was tempered with being the top polling council candidate. “What I take out of that result was there was almost 10,000 votes between me and Rachel which shows there was a very clear mandate for change.” He says he’s looking forward to working with his new council colleagues and says one of the major issues facing the new council is fixing storm water infrastructure, introducing a living wage and that the “buzz” of the CBD is restored. The highest polling returning councillor, Pete Rainey, says he was disappointed Aldo wasn’t re-elected but is looking forward to working with his new colleagues. “I’m thrilled to be back on council and I think it has the potential to be a good, balanced council but I’m yet to know how

the new councillors will reveal themselves with their policies. Hopefully as a council we’ll be able to do some good stuff.” He says balancing up the spending needs some work. “The council is in the business of providing core infrastructure and has always been in that business. But it’s the other stuff that’s harder, like recreational infrastructure and that’s what I want to see addressed.” While there are plenty of new faces, there are also some big losses, including two former deputy mayors Ali Boswjik and Gail Collingwood, neither of whom stood. Jeff Rackley was another incumbent who didn’t stand. The biggest shock though was the loss of Derek Shaw, who has been a city councillor for more than 30 years. In the Nelson Marlborough District Health Board elections those elected were Jessica Bagge, Gerald Hope, Pat Heaphy, Brigid Forrest, Jenny Black and Judy Crowe.

Residents back Waimea Village sale Andrew Board More than 130 of the 172 home owners of Waimea Village have already accepted a proposal to buy the village, enough to push forward with the plan. Kit Maling stitched a deal together last month to buy the village on behalf of the residents but needed the majority to agree to each pay the roughly $8000 needed to pull it off. After proposals were sent out two weeks ago Kit says 134 have already come back saying they are happy to buy a slice of the village, with another 18 happy to stay on as lease holders. The number could increase with several home owners yet to reply. If the sale is successful it will end almost three years of bitter dispute between the residents and the owners of the village, Michael and Carolyn Wright. The Wrights have attempted to raise the monthly levy payment for each resident from $80 in 2010 to $300 this year. Residents own their own homes and pay the levy on top of normal rates and other charges. Kit’s proposal would see the residents each buy a 172nd share of the village with a board of five employing a part time manager to make sure it runs efficiently. It would mean the residents have control of the village. An early-November deadline has been set for the sale to go unconditional and Kit says the residents should be free from the

Wrights by Christmas. “We still have to do our due diligence. But we now have enough to make buying the village viable, which is a great start.” Chair of the Waimea Village Residents Association, Jerry Rowland, says it would be great for the residents to control their own destiny but the fight still isn’t over. He says a proposal to postpone arbitration over another disputed levy increase and a court case over the disputed repair and replacement fund was rejected by the Wrights. “We asked for it to be postponed because two conditions of purchase are that the court case and arbitration be dropped. And because of that we requested postponement to save money until such time as we find out if the purchase is going to go through or not. “They said no, they rejected it and they want to proceed with arbitration, even though it will be invalid if the sale goes ahead.” Jerry says the fact that 100 people have already confirmed that they are keen to buy a stake in the village is great news. “That’s brilliant. We’re delighted that this is taking place, granted there are some things in the deal that some people aren’t happy with. Some people feel the price is too much but we need to think pragmatically and get him the hell out of here. The benefits that we will receive from it will far exceed the negative aspects of it.” The final date for the purchase to go through is November 1.

Stolen car smashed into home Two Nelson residents were given an early morning shock when a stolen car smashed into their car port early Sunday morning. Police are trying to establish who was driving a stolen car which crashed into the car port of a Britannia Heights house at around 3am. Police have established that the crashed Holden station wagon had been stolen from a nearby address just minutes before. “The vehicle appears to have become airborne before hitting some trees, narrowly missing a bedroom in which the homeowners were sleeping and coming to rest in the carport of the house,” say police. Midnight hours for shopping centre Kmart will be open until midnight every day of the week, in a move it believes will draw even more shoppers to Richmond. “There aren’t too many places open that late and we see that as an opportunity,” says zone manager Jason Picard, who hopes it will encourage other businesses to follow suit. “At our other stores we do about 35 per cent of our sales between 6pm and midnight and customers love it. We’re hoping some of our friends around here will extend their hours and join us. It could be a real point of difference for Richmond.”

More than 500 people applied for work at Kmart in Richmond with 90 of those applicants successful. From that, around 2530 are current secondary school students from Garin College and Waimea College. Only three of the staff will be from out of town. Work and Income sourced a lot of the candidates, as did local job service providers. More than 50,000 lines of merchandise will arrive in the store during the next nine days as the official opening date of Thursday November 7 beckons – all of it coming

Kmart management are expecting a “chaotic” first day of business but believe their staff will be well trained before then. To help ease the stress on the new employees, another 30 Kmart members have been flown in from around the country and will work from now until the early stages of opening. “We almost had to charter a jet for them,” Jason jokes. Kmart is part of the Gibbons development project which will also include The Warehouse, Couplands, Benge and Co, Columbus Coffee and Aki Sushi.

Isel Park truly was in bloom on Sunday as annual celebrations kicked off the start of the spring season. Isel House attracts thousands of visitors every year and on Sunday hundreds of people attended the reopening of the historical home and gardens, enjoying face painting, food and arts and crafts stalls. Performances from the Nelson Brass Band, the City of Nelson Highland Pipe Band and local students kept the crowds entertained and the public were able to tour through the historical homestead.

Leigh Page, who attended the event with a friend, says she goes along every year and thought this year’s was “absolutely awesome”. “The sunny weather definitely helps. It is a really good family day. We grew up in this park and have been bringing the children here for three generations to have picnics.” Leigh says she loves the gardens and thought the event was very successful. All proceeds from this year’s Isel in Bloom tours will go towards the restoration of a brick entryway into the house.

Police: phone line for crime ‘saves time’

If you are reporting a nonemergency crime, chances are your call will now be sent to Auckland. The Crime Reporting Line went live here in June, and is intended to allow victims to report crime over the phone, rather than having to report in person to a police station. While the new initiative was set up to allow front line police to focus on attending critical incidents and to perform crime prevention duties, it copped flack last week from Richmond man John Bowen. A car parked outside John’s Olympus Way home had its windscreen smashed in during the night, but when he phoned Nelson Police to report the incident his call was sent to Auckland after “they didn’t want to know about it”. He claimed police refused to send an officer out to visit, made no attempt to call back and had lost the link with the community. However, police were just following

protocol, putting his call through to the Crime Reporting Line, and say staff tried unsuccessfully on at least three occasions that day to call him back to arrange a visit. “Police attempted to arrange to attend once the job was received - which was on the same day it was reported - but were unable to contact the victim,” says communications manager Barbara Dunn. Barbara says Nelson Bays Police consider their relationship with the community and victims to be an essential part of its core business and they are constantly striving to build on those, with a spokesperson from the national police headquarters adding that the Crime Reporting Line is not intended to lose the link with the community but to save time for all parties involved. “Phone reporting saves time for the victim, and also frees up front line police staff to concentrate on other crime.”

Fashionable opening for Morrison Square Morrison Square it is. The shopping centre formally known as Fashion Island was given a new name and a fresh look last Wednesday when it was officially opened. John Bougen a director of Oyster, the company that manages the complex, said Nelsonians hated the old name and hated the old colour scheme so it was time to change it to something locals could identify with and Morrison Square fitted the bill. The ceremonial ribbon was cut by John and Nelson Tasman Chamber of Commerce CEO Dot Kettle. Morrison Square manager Nicola Dolan says she has received “fantastic” feedback since the new look and new name were revealed last month and it's nice to have it all officially switched over. “It's been quite positive. I've heard a few people walking through the centre say 'oh, it's quite Mediterranean' and that's exactly the feel we're going for so that's really heartening to hear." She says the general feedback about the name is that people say it makes sense. "In all honestly that's the bulk of the

Spending growth amongst best in NZ Nelson’s spending growth is again amongst the highest in the country with an increase of 7.3 per cent in September, according to eftpos provider Paymark. The growth is the fourth highest in the country after Palmerston North, Marlborough and Canterbury. It was also above the nationwide average of

a 5.3 per cent increase in the month. The figures released by Paymark show $73.1 million was spent in Nelson through the network, which processes about 75 per cent of all eftpos transactions in New Zealand. That is up from $68.2 million in 2012. The latest figures indicate increased

optimism amongst shoppers and a new energy in Nelson’s city shopping district, says Cathy Madigan, manager of Uniquely Nelson. “During the 12 months, there have been at least 24 new businesses opening in Nelson’s CBD and Paymark data over the winter months has consistently shown

strong growth in retail spend. Nelson has continued to show growth above the national average and this strong growth in consumer spending over what is traditionally the quieter winter months can only indicate a good Christmas and summer season is ahead for Nelson retailers.”

Science festival ready to launch in Victory

The Cawthron Science Festival is on this weekend and organisers are encouraging kids of all ages to get involved. The Festival is a free event at Victory Community Centre and is focused on science from our daily lives that most of us don’t even notice. “It’s all about having fun with science,” says Cawthron’s Jo Thompson. “A lot of people think science should be put in the ‘too hard basket’ but we can prove them wrong. We’ve got lots of interactive things for families to get stuck into, short and informative talks and even a rocket launching competition for the kids.” Led by Cawthron Trust, Victory Community Centre

and Mr Science (aka Sterling Cathman) it’s a three day event from October 18 to 20, with Friday being available to pre-booked school groups only and Saturday and Sunday open to everyone from 9.30am to 3pm. Nelson Police recently ran a road policing operation to focus on checking whether people were complying with the conditions of their graduated driver’s licence. Anecdotally we are aware that a fair number of people who hold a restricted driver’s licence routinely breach the conditions of that licence by carrying passengers and driving outside the authorised hours. This complacency often comes from people getting their restricted licence and then doing nothing about progressing to a full licence - often for several years. The checks we did recently focussed on the area’s secondary schools to make sure those students driving to school on a restricted licence weren’t carrying passengers. This is something I would like to see parents take some ownership of as well. You can’t let your teenager on a restricted licence drive younger siblings around, regardless of how convenient that might be for you! A teenager with a vehicle is likely to get some pressure from their peers to give them a ride and they need your support and direction to ensure they don’t succumb to that pressure. For one, it is illegal and secondly your insurance will not be valid should they be involved in an accident. There are very good reasons graduated licences place certain conditions on the drivers and they’re all focussed around safety. An inexperienced driver with a car full of mates is much more likely to be distracted or to show off and drive in an unsafe way. If they can’t carry those passengers those risks are greatly reduced. I would encourage anyone who is going through the licensing process to make an effort to progress to gaining a full licence. I am also asking all parents and guardians to take some responsibility for ensuring younger drivers do not break the law and put themselves and other road users at risk. After all, decisions people make about driving affect us all.

Editorial: Dropped mayor did his best for Nelson Andrew Board

It was always going to happen. A great mayoral candidate for Nelson was going to be bitterly disappointed. In 2010 Rachel Reese felt that disappointment and over the weekend it was the turn of her rival Aldo Miccio. Both were fantastic candidates and I often said to people throughout the election that the city is lucky to have two highly qualified people wanting to stand for the position. Rachel is a hardworking, smart and extremely capable politician and will make a fantastic mayor. Nelson hasn’t lost anything in that regard and she will lead the city with distinction. Her story will

tarnished with some pretty heavy labels. He has been made out to be selfish, greedy and in it for himself. In my experience I truly believe that is as far from the truth as you’re likely to get. He threw everything into Nelson and helping Nelson achieve its potential and for that and his six years of service, the first three as councillor, he deserves congratulations. He did what he thought was best for the city and worked his guts out to achieve it and I think that’s the best quality you can ask for in a mayor. But now the reins are with Rachel and we wish her the best of luck.

Freemason duo celebrate 120 years of service When Maurice Abrahams signed up to the Victory Lodge of the Freemasons in Nelson the world was at war, television hadn’t been invented and Queen Elizabeth was still a teenager. Last Tuesday night he reminisced on 70 years as a Freemason during a special celebration for him and fellow Victory Lodge Freemason Bruce Hamilton, who was celebrating 50 years in the “craft”. The duo were awarded with special badges from District Grand Master Derek Nees in front of family, friends and fellow Masons. Maurice says he signed up to the Masons on the recommendation of his father and did so in 1943 after he arrived home from Egypt where he was fighting the Nazis in World War 2. Initially the trip home was to give the soldiers a three month break but as Maurice was married he was allowed to stay behind, ending his involvement in the war and allowing him to embrace life in Nelson, including as a Mason. He has held various roles within the group including as grand master of the Victory lodge and

as a representative to Wellington for a national “communications” conference that didn’t start so well. He forgot his apron that Masons wear and was forced to put a handkerchief in place of his apron, much to his “embarrassment”. Bruce is a former school teacher and became a Mason while living in Picton. He says he always wanted to join after his dad was involved. It took him two years to be formally accepted and shortly after he moved with his family to Nelson, where he joined the Victory Lodge. He says he learnt a lot about himself over the 50 years thanks to the Freemasons and has made some fantastic friends. Derek says the two men’s achievements are unique, especially Maurice. “He’s an icon, he’s a living icon. I’ve known Maurie for a good number of years so it was a special night.” He says it was the first 70 year bar he’s ever presented but he’s done several 60 year bars and 50 year jewels. There are four Freemason lodges in Nelson under the New Zealand constitution, as well as one in the English constitution. Members

You’ll find local good sort Margaret Green up bright and early once a month, setting up her stall at the local car boot sale. But unlike most who sell their goods for personal gain, to Margaret it is a means to an end – and not her own. Perusing the recycle centre, collecting donated goods, she parks up at the Richmond Baptist Church and sells them on, using the money she collects to help pay the way of the volunteer work she does in the community. Gardening for the elderly, odd jobs for the unable, companionship for those living alone, at 79 years old Margaret has spent the past 70 years of her life “doing unto others” and says she wouldn’t have it any other way. “It’s been a pattern. Somehow, my feet will always be taken to a place where I am going to be needed.” Knick knacks, books, clothing, household items, you name it and it could well be in Margaret’s boot, ready for another day of fundraising at the market. Local churches and friends often donate items to her cause and the rest Margaret finds at the local recyling centre. Her goodwill started when she was just nine years old. Living in Ruby Bay, she would call in to see people who lived alone or needed a hand on her way home from school and says she hasn’t stopped since. “There is a lot of need out there and I’ve been drawn to helping others all of my life. People don’t often see how the other half live, or understand the situations some people can

reporter@nelsonweekly.co.nz be in.” Her charity even accompanied her to London where by day she was a librarian, then she’d spend weekends in “cardboard city” with homeless people. Now living in Richmond, Margaret spends her days helping others, volunteering at St Vincent De Pauls’, keeping people company and keeping an eye out for items to sell at her market stall. Margaret uses the money raised to top up her superannuation so she can afford to put petrol in her car when she picks up and drops off the people she volunteers for, or helps pay for the items she needs to look after their household chores or takes them to events. While she may be getting on in life herself, Margaret won’t ever stop helping others. “No, I couldn’t, not ever. Helping others means too much to me and it isn’t something I could ever just stop doing.” While the work she does slips under the radar most days, Margaret hopes she can inspire others to volunteer their time to helping people living “on the fringe” in the community. As well as the market held at the Richmond Babtist Church, Margaret will hold a garage sale at her home this Saturday. Sales begin from 8am at 15a Roeske St in Richmond.

Old socks make sick kids smile

A group of Nelson women have been busy turning socks into monkeys and bears, and will send them to sick children at Starship Hospital hoping it will put a smile on their faces. Stoke’s Janet Neill, who is part of the Nelson Centre Women’s Institute, says the idea is not a new one and has been around since her grandmother’s day. “But it’s new to us and I think they got it off the internet somewhere and we went from there,” she says. “The idea appealed to us and I know there’s a hospital here but the children at Starship are so ill.” Janet smiled when asked if the children would love the knitted monkeys which are made using one pair of socks and some nylon stuffing. The group of around six people met together for the first knitting session but then individuals completed them in their own time. “We got together, had a cup of tea and made monkeys.” Janet says she’s made about two dozen so far, and would be shooting around everyone else to pick up theirs before sending them to Auckland in the coming days.

• This week saw the start of the sea swims. It was great to see so many competitors taking part and an excellent support group of vessels and kayaks. • The Harbour Master vessel was kept busy on the weekend again with several smaller craft and individuals not wearing or carrying the proper lifejackets. It was almost a day of revenue collection for the council as each offense is a $150 fine however the pragmatic deputy harbourmaster was able to ensure those that didn’t have one went ashore and got one, even if it did interrupt their day. • Many thanks to those that called in an empty kayak floating down the harbour – apparently it was one that got away, We have not heard of anyone missing so we are assuming all are ok. • There was also many vessels sighted near the shore and definitely within two hundred metres exceeding 5 knots. At $200 a fine it is an expensive rush for some. Please ensure you obey the 5 knot rule. Do not exceed 5 knots within: 200m of shore, 50m of a swimmer, 50m of another vessel, 200m of a dive flag. We will police this conscientiously this summer.

Nelson cadets winSaySIgoodbye title to glasses, Nelson’s Cadet Unit has returned home as champions of the South Island, determined to add a national crown to their haul next month. The Nelson unit competed in at Burnham Army Camp in Christchurch last week and took out the South Island title convincingly, winning six of the nine stages. They will return to Burnham in the first weekend of November for the national finals and are confident of winning the crown they claimed in 2010 and 2011. “We always think we’re going to win,” says Gareth Edwards who went away with the team as their manager. “The Nelson cadet unit has built themselves up over the past five or six years as one of the top cadet units in the South Island and we down there with the view to win, to nail it.” The three day event tests the cadets over a range of skills including first aid, navigation, standard army physical tests, radio work, initiative testing, leadership tasks and a lot of theory work including naming the high brass of the armed forces. “It’s very intense but they are pretty good and pretty much

Ann Cumpstone hopes Nelsonians will be digging through their garages and sheds this week and dusting off old outdoor equipment for the first ever Camping, Boating and Outdoor swap meet at the Tahuna Beach Holiday Park. The swap meet will be similar to the successful motorhome expo the holiday park hosts each November, with locals able to buy a stand for just $10 and sell any used outdoor equipment. Ann, the manager of the holiday park, hopes to see a range of gear from camping equipment, kayaks, jet skis, boats, anything to do with fun in the outdoors. People wanting to sell their old gear can pre book a stand by calling the holiday park or simply turn up on the day. “It will be a good chance for people to come along and buy some cheap outdoor equipment, even if it’s just for the summer.” All the proceeds from the stall fees will be donated to the Stoke-Tahunanui Rotary Club for their youth programmes. The swap meet will start at 9am and run until 5pm. There will also be food and drinks available. To book a site call 548 5159.

A new building development on Oxford St and Wensley Rd in Richmond will partly double as an emergency operations centre. Nelson Tasman Emergency Management is renting out part of the first floor of the building and will relocate from the “cramped and unsuitable” office space it currently occupies at the Trafalgar Centre. Four staff will be based at the Richmond site, which will also be used to lead responses to civil defence events in the Nelson-Tasman area. Jim Frater of the Tasman District Council says past lessons have been that managing an emergency from council offices posed problems, and moving into a separate building follows the suit of other councils around the country. While the Canterbury earthquake and regional flooding in NelsonTasman has underlined the need for such a facility, this building has been planned for a number of years now. “The building itself has been specifically designed to withstand the majority of disasters, it will also be set up specifically to house the Nelson Tasman Emergency Management Office and it provides training space for council staff,” says Jim, who then went on to reinforce it is not designed as a high tech facility with overly fancy requirements.

Nelson Tasman Emergency Management will rent out part of the first floor of a new building in Richmond. “It will be a solid, resilient building that will be big enough to cope with most emergency events. For larger emergency events we expect staff will overflow into the TDC buildings next door.” Oxford St has been a flood hot spot in recent times, but this was also taken into account and the building has specific flood and earthquake measures built into the design, which were again reviewed following April’s event. Civil Defence is led by both local councils and also includes other agencies such as emergency services. The building, which is owned by a private developer, is likely to open early next year. Work is currently being undertaken by Coman Construction.

Masked Parade set to take ove

Nelson’s biggest street party – and one of the Southern Hemisphere’s largest walking parades – is just days away and organisers say it will be as big as ever. Thousands of students, groups and performers will take to the street for the annual Masked Parade on Friday night, with the theme of “adventurous journeys”. That will be followed by the Carnivale, which sees live music, food and entertainment take over upper Trafalgar St and the CBD. Both of the events are free and part of the Nelson Arts Festival which kicked off last Friday night to sell out shows says director Sophie Kelly. The action starts at 5.30pm when the Masked Parade starts from Montgomery Square and heads onto Bridge St, Trafalgar St, Hardy St, Morrison St, Selwyn Pl and Church Lane. Spectator viewing along any of those streets is excellent with the biggest crowds along upper Trafalgar St. Sophie says the parade is the pin-

There are already well over 3000 entries and many more community groups and performers are participating too, so we’re thrilled.” She says the level of participation from the community as a whole is phenomenal with schools incorporating the mask making into their curriculums, sometimes preparing months in advance. “I think overall there is this huge sense of pride from the community in seeing that mass amount

of people coming together and celebrating creatively, it’s really become a big part of this community, with the vibrancy it brings.” Because the event has been going for 19 years, Sophie says they are starting to see people who have been in the parade themselves as kids, now bringing their own children along. “It’s this lovely cycle, It’s quite firmly ingrained in our community.” After the fun of the parade is finished central Nelson turns into party central. The More FM Carnival and Sonic Live Zone will see the bands play on the main stage in front of the Cathedral including Irrepressible Eggs featuring players from Fat Freddy’s Drop, The Phoenix Foundation, and Twinset. There will also be street performances, food stalls, a ferris wheel and more. “The carnival element is about bringing people of all ages to celebrate and party together in a safe and fun environment. It’s hard to think of any other event that does that on that scale.” The carnivale finishes at 11pm.

er city streets Fundraisers help couple keep rural property

The owners of a rural farm that have been found liable for a 2009 fire that destroyed another property are still fundraising to cover the costs in the hope they will be able to keep their property. Steve Garrant and Tracey Lynch own land in Glenhope and a fire that started on their property spread causing damage as well as extensive costs from those fighting the fires. They were told to pay $1.2 million in costs and feared that they would lose their home. They have since been in discussions about how much they can afford to pay and still keep their loved property. Tracey says while the negotiations are on-going they are trying to raise as much as possible and will be hosting a quiz night and auction on November 7. “It started with Jeff Rackley who popped in and said he’d like to help us and that he would run an auction for us and I thought ‘well that’s nice’ and he’s been helping me to arrange it.” So far they’ve raised $12,000 and say although it’s a long way from $1.2 million they will continue to fight and try and save their property.

I recently bought a property with existing tenants and lodged a change of landlord form with the previous property manager. The previous property manager hadn’t advised us before we settled with the vendor that the tenants had paid rent two weeks in advance. Is there anything we can do to recover this? There are two matters here - rent in advance and apportionment of rents upon change of owner. Firstly, there are specific requirements in the Residential Tenancies Act 1986: All rent is to be paid in advance and the landlord is not permitted to require the payment of any rent “before the expiry of the period for which the rent has been paid already.” It has been common practice for some landlords to require a bond and also two week’s rent in advance and then have the tenant start paying regular rent payments within the two weeks which had already been paid. This is declared to be an unlawful act under section 23 of the RTA. The initial rent in advance must be used up before the next rent payment is due. Secondly, when a tenanted property changes ownership, the vendor has probably received a final rent which overlaps the settlement date. In this event some of that rent rightly belongs to the purchaser. The odd days that overlap should be apportioned by the vendor’s solicitor to the purchaser during settlement. If the vendor has received money that should be paid to you, the purchaser, it is a matter you should take up directly with the vendor. Who are Nelson Beds? • It’s October. Half way through in fact and time to hustle the bustle in the vege garden. I am not a good vege grower, so I have devised a cunning little plan. I only grow the veges that want to grow for me. • So here is my list: Tomatoes, beans, potatoes, spinach and pumpkin. Carrots miss out because they need thinning, and I am too lazy to do that. But then, if a few radish seeds were included with the carrots, thinning may not be necessary. • Parsnip miss as well because we only use a very few. But here is a clever thought. Because parsnips are slow to germinate, how about sowing them together with carrots? You will definitely know where they are supposed to be anyway. The other method to try with parsnip seed is to make a drill where they are to grow, then before sowing the seed, pour some boiling water along the drill, sow the seed and lightly cover with soil, and hey presto! Success! I tried it and it did work. • Swedes go in the "Too Hard Basket" because of lack of

space, but I like them so I might try growing them in a tub. Will keep you posted on the success or lack of, later. I don’t grow brassicas because of the white butterfly and we are not home long enough to treat the plants. I do grow them for winter use though, relying on the colder weather to keep the pests away. • But I am going to give capsicums a go. They will be in a tub and set to grow in the tunnel house. • I planted my potatoes a couple of weeks ago, using the layering method of damp paper, and pea straw. On our return home last week, I rushed to the potato patch to see how they were going. Nothing. So I peeled back a layer of paper, and there they were! Sprouting away beautifully. I might add that we are going to enjoy a nice meal or two of peas which have come up through the straw of their own free will. • If you are new to growing veges, don’t panic. You will learn as you go along. Perhaps you should stick to my Easy as She Goes list or should that

I told Peter of my worries. “Don’t worry,” he said, “they will teach you in the hospital.” So I didn’t, and they didn’t either. Teach me, that is. We left the hospital with this brand new baby and do you know what? It was a matter of common sense, just like gardening! • I had a quick whip around the garden last week. The viburnums are looking lovely, particularly the varieties with lacecap flowers like Mariesii and Grandiflorum. The wisterias are grown as standards and give an oriental effect, and the cornus or dogwoods are starting to do their thing. • If you are ever in Blenheim, and feel inclined to visit this garden that I talk about, we are in the phone book, and there is always someone there between 10am and 3pm, 7 days. It is not pristine clean, and never will be, but entry is free, and if you don’t like it, you can always visit another garden more to your liking. See you later, Jill.

They seem to have done this with little or no notice and with only presumed consent from their customers. Things to be aware of:  You may have been put onto a new plan (contract) without notice or consent.  The new plans will probably have a new set of terms and conditions.  The terms and conditions may lock you into a contract whereby you need to give a lengthy notice period when you intend to terminate your account (change power companies).  There may be a termination fee if you fail to give proper notice or if you wish to change power plans even within the same power company.  If you do not pay your power bill in full by the due date there may be significant penalty fees added to your account daily, weekly or monthly which will also need to be paid.  If you fail to pay, this could adversely affect your credit rating. Nelson could host the South Island Masters Games again, but it won’t be until 2015 at the earliest. Reflecting on a busy two weeks of competitive and social sports, events manager Rita Merriman says Sport Tasman has already expressed interest at hosting the event again. Due to the 2013 tournament’s success, which saw 2400 people take part all together, she hoped Nelson would be a front runner to get it, with Christchurch still lacking in facilities following the earthquakes. “From Sport Tasman’s perspective, we’re definitely keen to manage the event again. We’ve already expressed interest,” says Rita. “It’s in Timaru next year and then it’s likely to come back in 2015. Saxton Field is a world class facility so it’s great we can have multiple codes participating at the same time and this event really showcases that. There are few places in the

However, there were some sports that had very little participation. Rita believed that turning Saxton Field into a “games village” with a bar and marquee featuring live music centralised the event and created a better at-

mosphere. “Personally I thought the games village was the overall highlight just because it brought everyone together. People would come and meet and have a bite to eat and I think that was definitely a big improvement.” A review would be done in the coming weeks, discussing ways it could be improved in future years. This year's games finished on Sunday with the athletics events.

In that time he’s seen a 20 per cent increase in player numbers and a 40 per cent increase in young players, with the sport now in 85 per cent of schools, compared to just 55 per cent a couple of years ago. The BlackCaps have announced their first ever one day international to be played in Nelson, at Saxton Oval on January 4, and the organisers of Cricket World Cup handed the city three games for the sport’s top tournament.

Ed says the future for the sport is indeed bright. “It’s an exciting time for the association. We are lucky to have world cup games considering other grounds across New Zealand and Australia. We have done amazingly well to get there.” When he stepped into the job he says he had three main goals, to make the association financially stable, to grow the game locally and to attract international cricket. Champion rowing coach in charge of Nelson's best

One of New Zealand’s most successful rowing coaches is the new head coach of the Nelson Rowing Club. John Robinson spent more than a decade coaching this country’s top rowers to world title and Olympic medals. After coaching Juliet Haigh and Rebecca Scown to a bronze medal in London last year he left the New Zealand team to take up a role in China but has now returned to New Zealand and to Nelson. “It’s good to come back and be able to use my own voice rather than work through an interpreter. I’m from Marlborough originally so it’s not far from family. I also needed a break, I’ve coached in Karapiro with the New Zealand team for about 15 years so it’s quite good to come back to the

grass roots and see what you can do.” John has also worked with Nathan Twaddle, George Bridgewater, Nathan Cohen and Mahe Drysdale and he says he sees some talent in Nelson. “I think there’s probably a few that could go onto national level and I want to help the coaches and also make sure the rowers are technically good and improve everyone so they can go onto the next level.” He says while there are a few tricks to the trade the best asset a young rower can have is work ethic. “Rowing is a sport that you can’t short cut, work ethic is the key.” John says he may still coach a team in the national side at Lake Karapiro next winter but is looking forward to at least two years with the Nelson club.

If you are a speedway fan, then be prepared for another season of thrilling Saturday nights spent at the Tahuna Beach Holiday Park Speedway. With pre-season laps under their belts, new and experienced drivers are rearing to go, and they won’t have to wait long with the season kicking off this Saturday night at 7pm. This year’s grand opening is being held

earlier in a similar format to last year’s event and will be followed by the Coca Cola fireworks display on November 2. This year’s superstock team race between arch rivals the Palmerston Panthers and our own Nelson Tigers will be hosted in Palmerston North on November 23. All the best to the drivers – the crowds who make the trip up will be cheering you on from the grandstand and there’ll be plenty of support from fans here at home. This year Nelson will play host to another round of the Sprintcar War of the Wings South Island series. There

This event is known as ‘the jewel in the speedway crown’ close of course to the New Zealand Superstock Championship which will be held in Hawkes Bay next year in January. After a stellar performance at the national champs, which was held here last season, expect youngsters Dale McKenzie (2NZ) and Thomas Stanaway (3NZ) to shine at the South Island Championship, and don’t forget the SI event was won by 5n Nick Fowler. With home advantage and incredible depth, there should be a few Nelson drivers on the podium. Nelson Speedway is also set to host the TQ Midget Grand Prix in the new year on January 11 with champions from all over the country descending on the local track. And yet again, Nelson has been given hosting rights for a national title with the Zumo NZ Streestock Championship on the weekend of the 24 to 25. Can we finally see a Nelson driver on the podium?

Nelson Speedway’s 2013-2014 season begins this weekend, with plenty more spills and thrills expected. Other major promotions for the upcoming season include the Classic Hits Demolition Derby, the Sturgeons Amusements King of the Clay, War of the Wings, South Island sidecar championship and Stock Shock events. There will be a number of support promotions planned to go alongside the main events to make sure fans of all speedway classes see their favourite thrills and spills

Insurance risk article May 30, 2011 may bring law suit The following is a paid advertisement by Fluecube inventor Neville D’Herville. When Nelson out-lawed 10 year old wood burners claims were being made about a clean air wood burners. I wrote to the Nelson City Council to say I will prove that lab tested wood burners cannot solve pollution as atmospheric conditions affects all wood burners. In our research behind lab testing, Bobby Fisher revolutionised the double burner but lost control to 100,000 manufacturers copying his design. In Oregon three large steel manufacturers introduced the condor lab, the reason behind it was to single out the small players in the market as well as make claims it solves pollution. But the results did not satisfy the government for them to legislate real field testing for 75% of the manufacturers to go bankrupt. The 25% that survived were three steel manufacturers from Oregon as they were pre warned by their pet politician. For their survival of the industry the manufacturers formed the HPBA to lobby the government to drop field testing. Australia was told to adopt America’s clean air policy and the wood burner manufacturers formed the AHHA and for years carried out their own testing using the condor system with no requirement to test in the field. NZ joined Australia and adopted the standard of lab testing. So the big boys have a “closed shop” linking the HPBA, AHHA and NZHHA that blocks any one that criticizes the lab testing. The ministry hides behind a known flawed standard that protects the manufacturer and totally misleads the public, in my opinion. John Todd, the man who set up the adopted standards in Australia, was later employed by the government for five years to test the approved wood burners in the field. His findings were that there was not one approved wood burner was under 10 times the lab results. So they all fail the real test. Atmospheric winter conditions affects all wood burners and it is totally ignored in the standard set up by the manufacturers. It is part of the installer’s job to solve the problems of why the fire does not burn or smoke in the room. It is called down draft, “not our problem” say the manufacturers. The reason why flue caps are not tested in the AUS/NZ standards, but say they can fix a fire after it has been passed in the lab, is to shut you up, pointed out by our manufacturer. I believe the manufacturers like the law as it is because

they do not want field testing as they would all fail and the government use this knowledge to manipulate their own energy policies, so do deals with the AHHA telling them where they can sell wood burners in their towns. Wood burners are tested in optimum conditions so they achieve maximum temperature in the lab. There is nothing wrong with the test but the results cannot be used as they are out of context once the wood burner is installed. In John Todd’s own words the law is flawed but the government do nothing about it. The AUS/NZ standards do not ask for flue caps to be tested yet they make claims that the Fluecube has to be tested, yet not every flue cap on the market has been asked to be tested. So why do they single out the flue cap designed in Nelson? I believe the reason is that we solved most problems with atmospheric conditions in winter but it contradicts the standard of testing and we prove the public are being misled by a flawed standard. We have proved this on over 2000 wood burners around NZ as well proving it around the world. Like a rottweiler, the ministry and NCC set out to get me. We’ve had every dirty trick in the book thrown at us

from changing the inventors name on the world patent application (in the nick of time we changed patent attorneys). A Nelson councillor on TV3 said our flue cap could be dangerous if it has not been tested and our flue cap is an insurance risk. TDC and Nelson City Council tells the consumer it has to be tested when no other flue cap is asked to be tested. So, in spite of all the dirty tactics, I stayed focused on achieving world patents. Suitable manufacturers prove to the consumer we do better with thousands of consumers having a more pleasant atmosphere in the home, solving smoke in the room problems, saving fuel, most of all lowering pollution in their towns. It’s now used on many new and older wood burners, proving that we are doing better. That has antagonised the ministry, setting the ‘rottweiler’ on me, going around the country and Australia to block our product. We can write a book on the dirty tactics but I was one jump ahead, I took my product overseas to do real testing, first the BSRIA EU standards. The Ringlemann tests real life emissions used in the industry here in Nelson. Testing between identical wood burners using the same fuel, exchanging different flue caps, with the FlueCube
