Overspend dam enquiry launched Jo Kent Reporter

An independent investigation has been launched into the events that led up to Tasman District Council’s decisionmaking process over the Waimea dam, while a final decision has been made on how to fund the resulting overspend at a recent council meeting. Council chief executive Janine Dowding says, “The cost overruns have been hugely disappointing. If we could have better anticipated them, then we need to learn from that. Those lessons would likely be valuable for other large Tasman projects as well as districts that are looking at water security solutions.” The review will focus on the quality of the information and advice provided to the project governance board and the council up until November 2018 when the TDC made the final decision to proceed with the dam. The investigation, estimated to take three months, will be carried out under the oversight of the Audit and Risk Committee. The investigation does not change the council’s contractual obligations relating to the dam project. How to fund the overspend has been the subject of debate for many months, with TDC now deciding that residential ratepayers will pay an average cost of $5 a year for five years. This decision falls under Revised Option A. It means some of the council debt and all irrigator debt to fund the overruns will be held in Waimea Water Ltd (WWL), a joint venture company of the Council and Waimea Irrigators Ltd (WIL). Part of the interest on that debt will be paid through WWL water charges to the council, and the rest by water charges to Irrigators through WIL. The cost of the dam is currently coming in at $158.4 million, up from $129.4 million, after several oversights and blunders along the way.

When Sheila Pollitt realised her husband had accidentally donated their most precious book to the Founders Book Fair, she knew it would be like finding a needle in a haystack. The book is special because it features their son Nigel, who passed away from Covid in Australia last year, aged 61. Now Sheila, and her husband Jim, are on a mission to get it back - the problem is they can’t recall the name of the book or the author. The book is about the tall ship, or schooner, Sofia that sank on 23 February 1982, off the North Island of New Zealand, between Cape Reinga and North Cape. Nigel, a keen sailor, was

one of the 17 crew members on board. “He loved the sea,” says Sheila. “He is mentioned in the book and there are photos of him. That was the precious part. Jim accidentally put it in the donation box, which we took to the book fair. A week later we realised it was missing.” Sheila says it was difficult losing their son during lockdown. “Nigel passed away on the very first day of lockdown. We couldn’t go over to Australia, so it made it so much harder.” Sheila says they have tried looking for the book online with no luck and would be grateful if anyone bought the book at the fair to get in touch and let them know what it’s called or even offer them the chance to buy it

back from them. Book fair coordinator, Karen Clark, says books are “accidentally donated” at least two or three times a year. However, because they receive thousands of books, it can be a tricky task to locate them. “Once a book is packed, it’s in ‘deep storage’ but we are usually successful in finding them 70 or 80 per cent of the time.” Karen says they are still looking for Sheila and Jim’s book in the boxes that were unsold when the fair ended. “We love reuniting books with their owners, but without a title or author it is a bit like looking for a needle in a haystack.” If you bought Sheila and Jim’s precious book, email jo@waimeaweekly.co.nz.

Solidarity for the nurses strike Jenny Nicholson Crowds dressed in purple gathered outside Nelson Hospital to protest on Wednesday showing their support for the nurses strike. Nurses walked off the wards at 10.45am after rejecting the latest offer from the DHBs. An offer in May would have given most around 1.38 per cent increase, just under the rate of inflation. Upper Moutere clinical nurse specialist Bobbye Buckland says wards have been horribly busy and two of her nurses were in tears saying they ‘couldn’t do this.’ She says for her the key issue is this busyness nurses are facing. The New Zealand Nurses Organisation (NZNO) says one key message is they are facing serious workforce issues with pay rates that do not attract and retain people and that the DHBs latest offer of a lump sum payment does nothing to lift rates of pay or to address the long-term issues. They say the Government’s wage restraint announcement in May on top of the poor first offer has made them furious. Nurse and NZNO delegate Amanda Field says, “Nurses are exhausted, unheard and undervalued. This has been going on since 2004, we have been asking for safe staffing and it’s actually worse now rather than better. It’s scary to be a nurse at the moment, people are sicker than previously and there are times it is unsafe and not enough nurses are on shift.”

Simon Ladley was recently awarded his Gold Star service medal for completing 25 years as a volunteer fireman for the Wakefield Brigade. The station turned out in force at the ceremony held at Wakefield School Hall for dinner, drinks and speeches. Students building brighter futures Jo Kent Three new houses and six community cabins built by carpentry students at the Richmond campus of Nelson Marlborough Institute of Technology (NMIT) on Lower Queen Street will be relocated to become first homes for families struggling to enter the market. A collaboration between NMIT and Habitat for Humanity means that students are upskilling and giving back to the community at the same time. Habitat for Humanity general manager Nick Clarke says, “Students are learning skills to build houses, while supporting people who haven’t got a home. It is effectively being financed by the support we get through Habitat’s ReStore and Nook Cafe.” More than 40 students are currently working on the project as part of a year-long course in carpentry. Tutor Alan Barnes says, “The whole thing is a massive challenge for our students as this is their first year and they are out here building houses which people will then go on to live in.” One of the stu-

dents, Tayla Billingsley, says, “I was hoping there would be more girls than just me on the course, and luckily there are eight. We make a really good team.” Alan says the girls on the course are some of the best and their organisational skills are standout among the building process. Once completed, the threebedroom houses will be re-

located to yet-to-be-chosen sites in the region as part of the progressive home-ownership programme. Families with a low to moderate income are eligible for the rent-to-buy scheme. In addition to the houses, the students are making six cabins which will follow a similar fate. Nick says the Cabins for Community project had

grown out of a need to come up with plans to address the housing crisis. They will provide transitional housing, the next step for people who had been in emergency housing. Jacquetta honoured with Queen’s Service Medal Jonty Dine When Jacquetta Bell saw she had received an email from the Prime Minister’s office she assumed they were asking her for information about someone else. But the email was congratulating her on being awarded a Queen’s Service Medal. “It was a big surprise!” Jacquetta was honoured for her services to arts and the community. Her career has included working with and helping create iconic events such as the Readers and Writers programme at the Nelson Arts Festival and Smokefreerockquest. “I feel I’ve been privileged in my working life because I have had a lot of fun.” Jacquetta was a pioneer in the world of private radio, working for Fifeshire FM in the 80s. “It was quite radical, it felt very free and ground-breaking.” Through her Nelson Media Agency, Jacquetta has provided free services to voluntary organisations throughout the region from Light Nelson to the Brook Waimarama Sanc-

prominent voices calling for action against climate change in the 70s. “I have been on the radical fringe as far back as the Vietnam War and 1981 Springbok tour, people I have worked

with have tended to be on the right side of history.” Jacquetta’s work has also seen her develop some lasting relationships with some prominent figures. “My grandchildren don’t believe when I tell them Chris Mac from Six60 calls me ‘mate’.” Motueka’s Jan Riley was also a recipient of the Queen’s Service Medal for her volunteer work at the Nelson Tasman Hospice and the Nelson/Tasman Cancer Society for more than 30 years. Jan has held multiple roles across the hospice, including as a family support volunteer with patients for 22 years. She’s coordinated the Tree of Remembrance, an annual hospice promotion, for 18 years. Since 2013 she has been responsible for sending cards and letters to bereaved families in her area and coordinating the local raffle promotion. She established a service offering birthday flowers for patients and for more than 10 years has coordinated the Monday Club, a support group for patients and bereaved families.

School food available every day Jenny Nicholson Staff at Tapawera Area School have almost completely stopped needing to feed hungry children since the school joined the free Lunches in Schools programme at the start of this term. “The greatest change is in student social behaviour. provided to all students are required to be both delicious and nutritious. “Primary students are enjoying the variety in the lunches and being gently challenged to try new things. Not all students enjoy every meal but it is a very high percentage who do. Evidence of this is that waste is minimal most days. Certainly, the local pet pigs are not going to be overfed!” says Kelvin. The free lunches in schools are provided for lower decile schools and with Tapawera Area School being decile four, they were invited to join.

Ralph celebrates 100th half marathon Jenny Nicholson This month’s Kaiteriteri to Mapua (K2M) half marathon may have been wet and cold but it was a special occasion for 73-year-old local Ralph Bradley as he finished his 100th half marathon. “I did it in two hours 20. My first half was two hours two,” says Ralph. Along with the 100 half marathons, he has competed in 14 marathons, including the LA Marathon in 2015. He also received 35 medals at Masters Games competing in every running event. His first run in 1987 wasn’t planned. He was down from Gisbourne at a church conference and Tony Barnett had been

training some women. “Tony talked me into wagging conference for the Saturday morning and I entered the Taylor’s half,” he says. As a boy he was asthmatic and got red in the face and coughed and spluttered on exercise, so he wasn’t the fastest at school. In college he played a bit of rugby and soccer and joined harriers to run regularly. He says that running now seems to help keep him clear of asthma. Ralph’s training programme has changed over the years but he still incorporates fast runs and a long run each week. Local singers join composer Jenny Nicholson Composer Jessie Leov, working alongside a group of local singers, was the recipient of the SOUNZ Community Commission award leading to the creation of an original a cappella piece ‘Call of the Ocean’. The $2,000 SOUNZ award brings New Zealand professional composers and community groups together to create and perform a new work. This year, Jessie who was part of the Nelson Bays Harmony Chorus during her school years, approached the group and together they brainstormed ideas which Jessie then formed into a song and put

to music. “‘Jessie’s song’, as we call it, is more like a poem set to music and sung by us and it’s such an honour to perform it under her guidance,” says chorus member Carole Brown. Carole says the call of the ocean is something our island nation resonates with, whether it be the sound, feel, touch or smell. ‘Call of the Ocean’ will be performed at the Nelson Centre of Musical Arts on Saturday 19 June. The chorus have recently returned from a successful National Barbershop Contest in Christchurch where they won the audience appreciation award. They will also perform this at the concert.

The people in the country, among whom he chiefly laboured, express regret for their loss.’ Decimus later returned to Nelson for a term of six years, and continued to visit the district afterwards. He laid the foundation stone of the new Baptist Church in 1896 and presided over the Baptists’ Jubilee in 1901. His obituary in the Colonist said, ‘He was remarkable for the simplicity of his faith and his loyalty to Jesus Christ.’ Decimus died in 1912 at the age of 93.

Just a thought... Dave Harris Christians Against Poverty Jiminy Cricket - remember this guy? He was Pinocchio’s friend who’d whisper in his ear when Pinocchio was starting to head down the wrong path. Pinocchio didn’t always listen to Jiminy Cricket and when he didn’t, things went wrong didn’t they? Who whispers into your ears? What are those thoughts? Where do those little voices come from that tell you you’re not doing well? Those voices that remind you that you raised your voice at your wife or said unkind things to your child. In the Gospel of John in the Bible, John talks about Jesus being the shepherd and the sheep know his voice. The sheep being you and me. He then talks about someone that comes into the sheep pen but not through the gate, through the back and he is a thief and a robber. In John 10:10. “The thief comes to kill, steal and destroy but I come am so they would have life and life to the full.” What Jesus is saying is that the one who comes to kill, steal and destroy

is the one who tells you you’re not good enough, you have failed again and others are doing better. Another thing we get lied to is about our finances and what we want versus what we need. You’ve worked hard so you deserve it. As Gemma a C.A.P. (Christrian Against Poverty) client says, “Before working with C.A.P., I used to spend money because I thought that was what made me happy. It would fill the gap for awhile then I’d slip back into being lonely.” So if you feel trapped at the moment with either finance constraints or from negative thoughts I suggest: Ring or text me on 021 1066967 and we can talk through some options for financial support. If speed is the problem, lower it. Put a speed bump outside all the councillors’ houses. See if they get any sleep.

“From small beginnings it has organically bloomed,” she laughs. The Nursery’s online plant catalogue offers up a who’s who of the native plant world. The extensive collection includes Totara, Matai, Rimu, red and white Kaka Beaks, Kowhai (including the dwarf variety) and Metrosideros excelsa ‘Maungapiko’, a cross between a Rata and Pohutakawa. There are a substantial array of grasses including the popu-

lar red and silver tussock along with sedges, toe toe and numeous others. There are hedging plants, flax, ferns, pungas and exotic trees and currently a great special on olive trees. The plants keep the staff very busy. “We love the variety,” says Jo. Due to The Nursery’s strong commitment to sustainability, many plants are grown in recycled plastic root trainers. “This makes them very affordable and we give great discounts for big-

CNZ South Island 8 Ball Championships Club Waimea recently hosted the South Island Ladies’ 8 Ball Tournament held over Queen’s Birthday Weekend, and then the South Island Open 8 Ball Tournament from Tuesday through to Saturday. The turnout for both tournaments was awesome. In the Ladies’ competition, there were 26 pairs and 58 single entries. The ladies’ pairs were won by Jojo Coleman and Zarrie Wood from Cashmere Club and the singles won by Larissa Devine from Kaiapoi Club. The Ladies’ tournament was full of laughs, fun and a few oopsies. Pants were split, cues were dropped, and Larissa played the final day with a broken foot. In the open competition there were 54 pairs and 132 single entries. The Open pairs was won by Simon Singleton and Neil Whalley from Cashmere Club and the singles was won by Ceri Worts of Clubs Marlborough. This was said to be the strongest contingent seen for a South Island Open competition ever. The skill that these players have was a delight to watch. Our Club

Nelson Harmony Chorus If you have ever been at Club Waimea on a Thursday night, you may have heard some angelic singing coming from the main hall. Those are the sweet sounds of Nelson Bays Harmony, an enthusiastic bunch of women ranging in age from late teens through to octogenarians who just love to sing and perform. Their members travel from as far afield as Atawhai in the north, Wakefield in the south and even from the very top of the Takaka Hill for weekly rehearsals. Some of these women have come from a musical background, some not, some have sung at church or at school talent contests, karaoke or even dabbled in a little bit, or a lot, of acting, but they all have one thing in common, their love of everything musical. The members will tell you, rehearsals, although important for vocal production/learning, are also a great way to connect not only voices, but with each other personally. Even Covid 19 did not hold this group back. During lockdown, week-

ly zoom rehearsals were held, which proved invaluable in keeping connections alive and enabling check ins on members that may have been living alone or needed a distraction from essential work. Level 2 saw the group resume Thursday night rehearsals albeit with social distancing restrictions in place, and Level 1 saw this team of wonder women back to full rehearsals at the Club. “If anything, Covid has made us more motivated to get together and connect with each other, when it is safe, to sing and have fun. Something other choirs/choruses around the world unfortunately couldn’t do as quickly as we could.” Now they have something extra special to celebrate, Nelson Bays Harmony have recently returned from a national barbershop contest in Christchurch sporting a brandnew medal – the Audience Choice Award! At the contest, the group presented a singing and acting package that championed fair pay, equal treatment, and better workplace conditions for women with

a mix of show tunes and pop songs. The award was made even more special as their performance was judged by their musical peers on not only musicality but also showmanship and entertainment, and now, they are preparing to bring this award-winning performance to a local Nelson/ Tasman Audience. A stunning first-half performance from Nelson College blew local rivals Waimea Combined away in the latest round of the Crusaders Championship last week. Nelson ran in six tries to put the result to bed before the break, but Waimea Combined managed to square the second half. Alex Honey was a standout for Waimea, scoring a superb solo try and setting up another. Alex says the will take plenty of confidence into their remaining matches. Coach Jono Phillips says, “Marlborough did us a favour, the boys got a real confidence knock last week and needed to come back strong and they did, that first half was magnificent for us.” Dylan Irvine put in an immense shift at hooker for Nelson while Will Thornalley was all class at halfback. It's time, register your dogs by 30 June 2021. In Tasman, it only costs $50 to register an urban dog or $30 for a rural dog, however penalty fees will apply for late registrations. Moturoa Rabbit Island – Nelson Marlborough Fish & Game pheasant hunt Public access to the eastern half of Moturoa / Rabbit Island will be closed for three organised game bird hunts this winter. Battle for the Banded Rail community planting

A keen group of volunteers have been working on restoring Robson’s Scenic Reserve in Eighty-Eight Valley near Wakefield. The final push is being made this Saturday 19 June with a community planting day from 10.00 am. The Wakefield Bush Restoration Society will be planting 3,000 trees, half of which are being supplied by Tasman District Council with the remainder coming from an extremely generous donation from a Wakefield resident. Bring a picnic, a spade and sturdy footwear and get your hands dirty for a great community asset. If the weather’s wet the planting will be postponed until Saturday 26 June.

Restoration planting at Robson's Reserve

Battle for the Banded Rail is a Tasman Environmental Trust community conservation project. The group works with volunteers, Tasman District Council, the Department of Conservation and landowners to restore birdlife to the Waimea Inlet by trapping introduced predators and restoring habitat around the estuary margin.

Yvonne West A real ‘old fashioned’ cross country course delighted the field of over 90 runners and walkers as they competed in the inaugural ‘Scarecrow Scamper’ course at the Bonny’s farm, Tapawera, on Saturday. Both the shorter 1.75km per lap course for the children and the longer 3.25km per lap course for the adults proved very challenging with streams to cross, hills to climb, slippery areas of mud, cow pats to navigate around and generally rough terrain. However, the parents, grandparents and friends supporting from the sidelines, gave great encouragement to the 27 children and adult participants alike. Line honours in this Event went to: 1st Junior 1 lap, Rachel Brown; 1st Junior 2 laps, Isaac Bonny; 1st Senior 2 laps, Noah Lausen; 1st Walker 2 laps, Alan West; 1st Senior 3 laps, Matt Ogden.
