Future of Rocks Rd homes and highway remain uncertain as ground movement continues Andrew Board and Phillip Rollo A fresh state of emergency was put in place for the Nelson region this morning as last week’s rain was confirmed as the most intense in any urban area of New Zealand, ever. Two days of constant rain last Wednesday and Thursday caused more than 300 slips in the region, forcing hundreds from their
homes and leaving a clean-up bill now estimated to be in the tens of millions. Ratepayers will have to foot some of the bill it was announced at a media conference in Richmond yesterday; how much was not said. Nelson MP Nick Smith says central government will come to the party with some of the costs, with prime minister John Key saying on RadioLive yesterday that it
would not be fair to make Nelson and Tasman pay for the entire clean up, just because the EQC piggy bank is low due to the Christchurch earthquakes. More than 100 homes have been given a red sticker, meaning they are unable to be occupied until they are cleared by officials. But Nelson mayor Aldo Miccio says he wants to get as many people back in their homes by Christmas as possible – even if
just to collect some possessions – and already 15 homes were downgraded to a yellow sticker yesterday. “It’s an ambitious goal but we aim to get everybody back in their homes, which can be back in their homes, before Christmas. It’s never a good time, but it does make it a lot more frustrating at Christmas,” he says.

Retailers hope for Christmas cheer The big shop is on, although retailers are hoping for a busy week after last week’s floods slowed the Christmas rush. Uniquely Nelson manager Cathy Madigan says she is expecting a bumper week after last week’s rain put a “real dent” in shopping figures. Likewise, Nita Knight of the Nelson Market says she is expecting a huge market this Saturday, Christmas Eve. “Last week was a good market under the circumstances but this week will be very busy.” Paymark eftpos figures show spending in Nelson was up 4.5 per cent for the first two weeks of December, with $39.5 million passing through the system. Cathy says last week’s downturn was due to the rain and with a fine weather forecast she is expecting to see the city humming this week. “I think we’ll be seeing a lot of people who put their shopping off last week because of the storm. Whatever we lost last week we will make up for this week.” Fashion Island manager Susan Matz says retailers in the complex have been busy since the start of December.

St John hands royal honour to local man
A long-serving Nelson-based member of St John has been honoured for his contribution to the organisation. Lindsay McCaw, who is St John Rural Support Officer in Nelson, has been admitted as a Member of the Order of St John. The announcement was made last week. St John is part of the New Zealand Royal Honours System. St John Honours are sanctioned by Her Majesty the Queen, as the Sovereign Head of St John. They are awarded every year on merit to St John members, both volunteer and paid, who stand out from their peers. These Royal Honours acknowledge outstanding contributions and commitment to care for communities. Lindsay has a key role as one of a dedicated team of St John paramedics who work on the Summit Rescue Helicopter. He has played a lead role in establishing St John First Response Units in Okiwi Bay and Collingwood. The honour will be presented to Lindsay next year by the Governor-General, who is the head of St John in New Zealand, at one of two Investiture ceremonies. St John is the largest provider of ambulance services in the country.

Super yacht industry on cusp of boom Andrew Board A visiting super yacht captain says Nelson is on the verge of an industry boom – as long as the region continues to put out the welcome mat. Burno Herregods sailed his 48 metre multimillion dollar yacht into Nelson early last week and after its owners come aboard, will spend several weeks sailing the Marlborough Sounds and Abel Tasman with Nelson as its base. He says after three years of sailing around the Pacific it is the first time he has been to
Nelson, though not through lack of trying. “Two years ago we looked at coming to Nelson but there were very few services, nowhere to dock and it was all too hard, so we went elsewhere. This time it has been great. We have a great place to dock, close to town, close to the airport and services are close by.” The arrival of Slojo comes after a locally owned super yacht service business started promoting the region to super yacht skippers last year. Although they haven’t had anything to do with the arrival of Slojo they say Nelson can expect more visits this summer. “We’ve got 12 other boats coming to Nelson this summer, Bruno’s and one other have come via a different agency, but
it’s great to see these boats coming to Nelson and exploring our region,” says Yacht Services New Zealand director Haden McCrorie. “One boat we have coming is 97 metres long; that is huge and it will be an impressive sight when it arrives,” he says. Port Nelson harbour master Dave Duncan is also right behind the increase in super yachts and says the industry is one Nelson should support as it offers high-quality tourism and gives locals work supporting the boats. your restaurants and bars. Then we refuel, that costs us thousands, then we buy food and other bits and pieces. All that doesn’t even include what the owners spend when they get here. They will find your galleries, restaurants and shops and look to spend,” he says. He says sailing in the Marlborough Sounds and Abel Tasman is desirable for many super yacht skippers and he sees more coming to Nelson. Especially as other parts of the world are now off limits for many yachts. “This boat was designed to travel the world, but with pirates in the Indian Ocean most don’t dare go there anymore so a lot are sailing the Pacific more. When skippers cross the Panama Cannel they have made a pretty big commitment to get to the Pacific so they will want to spend a lot of time here and see as much as they can. From Alaska, to Fiji and Tahiti and Australia and New Zealand.” He says the Pacific as a whole is also on track for an increase in boats. A lot will come through the cannel to see the America’s Cup in San Francisco next year and when they cross over they will want to make the most of it and travel other parts of the Pacific. I think that will really boost the number of yachts in the Pacific over the next few years.” Soljo is registered to the Cayman Islands in the Carribean and has a spa pool, two motor boats and can sleep 18 people. Burno refused to comment on who the owner is or how much the yacht is worth.

SPCA hoping for quiet Christmas
As the SPCA prepares itself for a busy Christmas period its manager is urging people not to give animals as a surprise present. Donna Walzl, who manages the facility, says Christmas falls over the breeding season and there are lots of kittens and puppies around at this time of the year spending the holidays abandoned or homeless. She says giving an animal as a Christmas present can backfire and end up being put up for adoption at the SPCA. “We don’t really encourage animals as Christmas presents, they’re really a decision you need to make yourself,” she says. The holiday period also marks an influx of animals coming into the centre due to people going on holiday and having no one to take care of their pet, says Donna. “If you’re thinking about giving a pet as a present, consider instead giving an SPCA voucher, so that the decision can be thought over and the recipient can better prepare for the new addition to their household,” says Donna. “We really encourage people to adopt animals but we want them to go to loving homes.”

We're still open, says tourism chief Nelson Tasman Tourism has issued a statement to holiday-makers around the country: "We're still open for business". NTT chief Lynda Keene sent the message to the country's media last week after floods damaged several key holiday destinations, including Golden Bay and access to Rocks Rd. The Nelson and Tasman regions are popular summer holiday destinations for families and international tourists and Lynda says the region is looking forward to welcoming visitors from around the world this month. Council didn't break law, but poll still expected The Nelson City Council’s move to create a Maori ward in time for the next local body election did not breach legislation, according to an independent legal opinion received by council at its final meeting of the year last Thursday. A local resident, who is also a lawyer, recently questioned the legality of the resolution to establish a Maori ward, passed by council last month. He claimed it breached both the Local Electoral Act 2001 and the Local Government Act 2002. Council then asked for an independent opinion, which was the basis of the extensive report presented by Nelson lawyer Camilla Owen at last week's meeting. It says council was correct in believing it did not have a legal obligation to consult on the decision and that a poll whether
to proceed with the move could be initiated by either the public, or council. Since the public advertising of the council resolution, Nelson man Kevin Gardener has launched a petition to hold a poll on whether to create a Maori ward. The petition has a threshold of 5 per cent, or 1701 Nelson electors, to initiate a binding poll. The deadline for the completion of the petition is 28 February 2012. Nelson mayor Aldo Miccio says the poll is one way of hearing what the public has to say on what is an important issue. “The public will have its say through a poll, and we will listen. This was always going to be a contentious issue. The petition and poll are critical safeguards," he says.

This Week
Arriving at work on Sunday, my mood was pretty sour. Running around taking photographs of the destruction caused by last week’s floods tends to put a dampner on your state of mind. Watching people literally lose their homes is about as tough as it can get. Then on Friday, news came through that one of Nelson’s greatest sportspeople of the past decade had died. Without a doubt it was a bum week for our region. Financially, the worst is probably yet to come; at the height of the region’s tourism period, roads around Golden Bay will take weeks to fix, the state of Rocks Rd is, at the time of writing, still unknown and the clean-up bill will stretch easily into the tens of millions. The second piece of news was far more expected than the floods but still upsetting. Jason Richards was a man many in Nelson wouldn’t even know was one of us. I had the pleasure to interview him several times and he was one of the greats, a fantastic ambassador for Nelson and New Zealand. I’m no motorsport fanatic but “Jace” truly was a sportsman of the highest quality and never fully gained the recognition in Nelson he deserved – the fact he never won a Sportsman of the Year award is criminal. However, when I logged on to my computer on Sunday morning one small piece of news started to turn my mood – an unknown person in Richmond won $8.2 million in Lotto. I know it’s nothing compared to what has happened over the past week but if Karma is alive and well let’s hope it is just the start of a lot of good news for our region. Nelson City Council, Tasman District Council, Police, the Fire brigade -- all lead by Civil Defence -- have been working around the clock to get as many people as possible back in their homes before Christmas. My hope is that this Sunday we can all sit down to a Christmas lunch/dinner/barbeque and look forward to a summer holiday without any more nasty surprises. Flying business career for local ‘farmer’ Jessica Roden Running a farm is a tough business, fortunately for John Palmer he knows all about tough business. John, a Waimea West farmer, also happens to be chairman of Air New Zealand, Solid Energy and is a director on several of New Zealand’s other largest corporations. Locally, he was inducted into the Nelson Tasman Chamber of Commerce Hall of Fame last month; an honour that he says surprised him. He describes it as “rather neat” and humbly says, “I was surprised because it did come out of the blue… and I was gratified because most of what I do is outside of Nelson.” John grew up in Waimea West and after attending Lincoln University to study agricultural science, returned to the family property. He and his wife Sally have been living there for over 35 years. “I wanted to be a farmer and I don’t regret doing it,” says John. John has led many organisations at regional, national and international levels. As well as being Chairman of Air New Zealand and Solid Energy, John is also a director of AMP limited and director of Rabo Bank, among others. John’s demanding schedule takes
him away from home at least three days a week as the majority of his business is conducted in Christchurch, Auckland or Sydney. John describes himself as pretty determined in most things. This determination helped especially during the 1992 kiwifruit crisis which he describes as the biggest challenge of his career. With his leadership they managed to “create a billion dollar industry out of the ashes of 1992.” As one of the top businessmen in Nelson, and nationally, John wisely advises that if you are prepared to accept challenges along the way it’s amazing what happens. “You can’t fake leadership, you gotta be genuine and you gotta be yourself. But that doesn’t mean you don’t learn things along the way.” He says one of the most important things he learnt is that people respond when you are prepared to commit yourself 100 per cent. John acknowledged that he, like everyone else, has made some mistakes over his career. He says you don’t get it all right. “But hopefully you get it right more often than you get it wrong.” Judging by his achievements so far it would appear that John does not make it a habit of getting it wrong often.

SPORT Council says yes to velodrome A multi-million dollar velodrome is another step closer to reality, says Nelson City Council, which has agreed to consider its funding contribution as part of next year’s Long Term Plan. The velodrome will compliment Saxton Field’s current world-class facilities, as well as giving the region, with an abundance of cycling talent, another discipline to excel in. Council agreed in principle to establishing a velodrome as a regional facility subject to final design and pricing. It wants 20 per cent of the estimated design and construction cost of $2 million to come from the Saxton Velodrome Trust. The remaining 80 percent would be made up of 43 per cent
from the Nelson City Council and 37 per cent from Tasman District Council. Council’s funding contribution will be considered as part of next year’s long term plan 2012-2022, in the 2012/13 year, with payment being subject to the Saxton Velodrome Trust making significant progress with its funding contribution. Rob Ford, chairman of the Saxton Velodrome Trust, says he is confident the trust, along with the local clubs, can raise the $400,000 needed. Tasman District Council have already pledged full support to the project and allocated the funding for the track in this years annual plan.
Jace remembered as ‘top bloke’ Andrew Board
Racing around the Redwood Valley karting track as a youngster Jason Richards dreamt of becoming a professional race car driver. He achieved his goal and became one of the best in Australasia before a cruel form of cancer took his life last Thursday. Jason, or Jace as he was known to his loyal Nelson fans, will go down as one of the greatest sportspeople to ever come out of Nelson. He was only 35 years-old. His best friend from the age of six says he will remember Jason above all, as a great guy who loved to talk and walked around with his trademark smile. “Everyone loved Jace, he used to have a paper run in Richmond and I remember it taking him an hour and a half because he stopped to talk to everyone. When I filled in for him it would take me 20 minutes,” says Tony Dyer. “That’s the way he was, he loved to chat with everyone.” Jason died in Melbourne surrounded by his wife and two children after a long battle with an aggressive form of stomach cancer. He earned even more plaudits during his battle for his infectious positive attitude, even racing while undergoing chemo-therapy. Tributes have been flowing from around the world since his passing and Tony says Jason’s death is a huge loss for him personally and the entire country. Earlier this year Tony – along with

Nelson Dawnbreakers Fishing Club to get out in the deeper water and target them. Most have been caught on long lines but some very good fish are being taken on rods. Use fresh small baits (Kahawai is best), plenty of salmon burley and the lightest gear you can get away with. The smaller kingfish are now arriving also along the Boulder Bank and spat farm so target them in the morning on an incoming tide with Rapala X-Rap 30 lures and you will have the best chance. Kingfish have moved right in closer with good catches being reported off the spat farms out in Tasman Bay. Delaware Bay is still fishing very well with lots of pannies on offer. Kenepuru is producing some nice snapper as well. Unfortunately though with all the recent heavy rain the fishing will be a lot slower and probably take a couple of weeks to get back to normal. Boating will be somewhat hazardous with a lot of floating debris so take extra care, especially from partially submerged objects. Tip this month: The big snapper have arrived in the bay and it’s time
