Keeping seniors connected

An end to Village fiasco? Owners of Waimea Village, Michael and Carolyn Wright, have agreed to sell the village to the residents. The deal was stitched together by Tasman mayoral candidate and current councillor Kit Maling and if completed will end almost three years of bitter dispute between the residents and owners of the village, in Richmond. Details of the deal remain confidential but residents were briefed on the options Sunday afternoon. Some residents were disappointed the Wrights would profit from their erratic behaviour over the past few years but most were in agreement that it was the only logical outcome and that now both sides can move on. The agreement was signed on Friday and Kit addressed residents of the village on Sunday afternoon with the proposal. It

will mean each home owner in the village has the opportunity to buy a 172nd share of the village, one share for each home and at a cost of $8200. Those who can’t afford to buy a share, or those who don’t want to can still lease their land as they do now but their monthly levies will be higher. A board will run the village and it will employ a part time manager to do all the things Michael Wright paid himself $100,000 a year for. Kit says the savings by getting rid of the Wrights would be huge and it would allow the residents of the village to get back to enjoying their retirement and living in peace again. “This is all

Life on the Block for Nelson couple

After a week on the Block NZ television show, Nelson’s Tom and Loz Heaphy were wondering what on earth they’d gotten into. They were the underdogs with no renovation skills, they couldn’t even build a decent letterbox and realisation that they could be in for ten weeks of losing was hitting them hard. “We said to the producers, did you just put us on this show to be the losers?’” says Loz.

pears to be a conclusion to the matter. “It will be fantastic when the people of the village will be able to control their own destiny and run the village for all the villagers.” One of the conditions of sale is that court proceedings against the Wrights to protect money that should be in the repair and replacement fund is dropped. Although that will only be done after due diligence is completed. The sale becomes unconditional in 42 days, at the time of signing. The dispute between the Wrights and the residents of Waimea Village has been over annual levy increases and a concern that almost $400,000 in a repair and replacement fund isn’t in the fund. The issues have seen residents protest on Gladstone Rd, two rounds of arbitration, an on-going court case and plenty of acrimony on both sides. Residents spoken to at the meeting on Sunday say they can’t wait for it all to be behind them and to say goodbye to the Wrights.

Airport expansion takes land off the golf course

Nelson airport is expanding its airfield further into the Aerodrome Reserve, which is great news for the airport but bad news for the neighbouring golf course. The expansion will creep onto the Nelson Golf Club’s driving range, which was leased to the club by the airport. Airport chief executive Kaye McNabb says the two parties have been working for years on the expansion as the increasing number of hangers and businesses at the airport took up the last of the available hanger sites. “It’s been a tight race between

the relocation of the BP fuel facility to where light aircraft are currently parked and finalising taking the Kaye McNabb driving range back and forming the new grass taxiway access to relocate the aircraft parking,” says Kaye. “Ground works are due to start this week to create the grass taxiway access into the new area.” She says the additional 6.5 hec-

tares is “absolutely necessary” if the airport is going to continue to grow its contribution to the regional economy and the jobs created and increased wealth of the region are very important considerations for the company. Walkers need to be aware that the extra airfield will increase the distance around the perimeter walkway by about a kilometre. The changes to the walkway are expected to occur over the next week and notices at each end will advise users what to expect.

YACHTSmAn DiES: Nelson man Charles Gerard Gallagher, 52, has died after falling overboard from his yacht in heavy seas in the outer Marlborough Sounds on Saturday. The incident happened about 2pm when the 11 metre yacht was sailing towards Picton. As the yacht neared Cape Jackson a large wave swept the man overboard. He was wearing wet weather gear, but no lifejacket. The man was winched from the water into the rescue helicopter. He was pronounced dead soon after.

“We thought what are we doing here?” But it didn’t take them long to turn it around, heading into this week they were on a streak of three wins, including for their children’s bedroom, the dinner wars challenge and their bathroom. Suddenly it all seemed to come together says Tom. “We don’t like losing and I pictured ten weeks of us losing the whole time and being a joke and being an embarrassment and that was really tough to get our heads around. Winning the bathroom was huge, because the judges just raved about it and it was then that we thought, we may actually be able to do this.” The Block NZ is a reality show that sees four couples renovating a house room by room over a ten week period. At the end of the ten weeks the houses will be auctioned off with the difference between the reserve and the final sale price theirs to keep. The winner will also win an extra $80,000 cash. Tom and Loz, both well known in Nelson, say they entered the show for the challenge of it. “It’s cliché but life is short and the last three years in Nelson have just flown by. So doing something out there and something to look back on hopefully with pride, not regret, was a big motivator,” says Tom. Along with learning new renovating skills, Tom and Loz have also had to

A spokesperson from police this week didn’t want to comment when asked if it was frustrating that people simply weren’t getting the message, but says the offenders were typically walking from their house to a friend’s house and robbing en route. “They just check car doors, see if they can get into them and see if there is anything worth taking,” the spokesperson says. “We get several reports a week.” And catching the culprits can prove difficult, meaning the valuables are not always returned. “It leaves very little evidence for us to investigate.” So why aren’t people getting the message? “I don’t know. If we knew that we’d fix it.” Nick says while the majority of thefts were from unlocked vehicles, some were also from locked cars that offenders had broken into. He says people should avoid leaving valuables in cars, but if it was unavoidable then they should be locked in the boot out of view.

Police are still fielding multiple reports each week about thefts from cars as it appears the public still haven’t get the message that by simply locking their car, it can go a long way to keep it safe. Acting sergeant Nick Kempthorne says police had received a number of reports of wallets and other valuables being taken from unlocked cars. The thefts are district-wide and predominately occur in residential areas with cars sitting under carports, on streets or up driveways. “It’s a perennial problem. People are making it easy for dishonest types to take their stuff by not making it secure and by leaving it in temptation’s way,” says Nick. “In most of those cases people had left valuables in full view inside the car. The offenders targeted those vehicles because they knew there was something worth taking.” While the response from police might appear passive, urging the public to lock their car doors is continually being stressed. It was only in February of this year that police sent out a press release saying the number of car thefts had doubled since that time in 2012. The acting area commander at the time Ross Lienart said it was a problem Nelson had been dealing with for a number of years. “For whatever reason Nelson

Cawthron steps reach 100 years

reporter@nelsonweekly.co.nz The ‘church steps’ have spent the last 100 years as a venue for gatherings, rallies, memorials and meetings but on Friday, it was their turn to be a cause for celebration. The community marked the milestone birthday of the Cawthron steps with a ceremony held in their honour, with a crowd of people turning up to join in the special occasion. The iconic landmark was donated by local philanthropist and Cawthron Institute founder Thomas Cawthron in September 1913 and they’ve been at the top of Trafalgar St ever since. As a go-to venue for events as well as a general place of meeting for many, the steps have seen tens of thousands of Nelsonians and visitors alike, who use them as a place to sit down for lunch, take a quick break, or simply get a vantage point out over the city. The celebrations were kicked into gear inside the cathedral with a performance from the Nelson Cathedral Choir followed by speeches from Nelson MP Nick Smith, Cawthron Institute Trust Board chairman Bob Dickinson, Mayor Aldo Miccio and Arts, Culture and Heritage Minister Chris Finlayson. Chris says when he thinks of Nelson he automatically thinks of the church steps, which he describes as central to the feel

Tahuna roading options to be discussed Nelson mayor Aldo Miccio says he has spoken to transport minister Gerry Brownlee about protecting Rocks Rd and the best way to future proof Nelson’s transport. Aldo met with Gerry last Wednesday and he says it went well. “Minister Brownlee appreciates the importance of Nelson’s iconic waterfront and the increasing demands on existing roads from a growing economy with increasing freight movements and the need to increase roading capacity.” He says a third option for a single lane through the lights at Tahunanui will be added for community consultation, something residents and business owners at Tahunanui say they want. A meeting is being held tonight to discuss the issues surrounding traffic through the seaside suburb.

Keeping seniors connected with computers In 1993 the founders of Seniornet predicted they’d be out of a job within a couple of years, as soon as the few seniors in Nelson who owned a computer learnt how to use it. Twenty years on, they’ve never been busier. “When we first started only one of the original committee had a computer,” says committee member Duncan Fuller. “Now we’ve had thousands come through our courses or become members of Seniornet and it just keeps going.” Seniornet Nelson celebrates its 20th anniversary on October 15 and over that time their main goal has been to up-skill and teach people over 50 years of age how to use their computers. They say the goal is to get people using their email, Google and able to up load photographs. From there Skype and other features like Google Maps are introduced. There are also interest groups that members can join, like those interested in learning more about Apple computers, photographs or the technical side of how a computer works. Duncan says the challenge of new technology means tutors are never standing still. When asked how the tutors stay up with the play of the latest technology, Duncan replied: “With difficulty.” Another committee member, Lindsay

We’re just ahead of them. We just need to be a day ahead.” They say they’ve had some great stories for those who have learnt how to use a computer over the years and it’s been a great way for them to connect with family and loved ones. “Some of them get really excited when they figure it out and they squeal with delight when it makes sense to them, when the light’s come on,” says Lindsay. “I have one elderly friend with a grandchild in London and she has the same children’s book as her grandchild and reads to her via Skype, which is really great for her.” “We do regularly get comments like ‘oh, it’s so brilliant, I can now Skype my kids’ and that’s what keeps us going,” says Duncan. The group now has 616 members (as of last week) and Duncan says many of them are now independent on a computer but like the comfort of having a group that they can continue to learn from and ask questions if they get stuck.

And they think new technology may just mean they’ll be around for at least another 20 years. “We have been predicting since 1993 that eventually we’d have nothing left to do because we would have taught everyone how to use a computer. But it just seems to get busier every year and you think what else

Top cooks’ chosen from book The category winners for the Richmond Mall cook book have been announced, with five locals being named as having the best recipes in the region. Centre manager Belinda de Clercq says it was a tough job just choosing one winner per category for the christmas, jams and preserves, childrens, desserts and family meal sections but the people who won had “fabulous recipes and a fantastic

story to go along with them.” As the publishing date for the cook book featuring local home recipes draws near, Belinda says she has been blown away by the quality and variety of the recipes that have come in. Overall category winner Elaine Flannery of Stoke took out first place due to the strong history her recipe had within her family. “It’s a traditional Christmas Plum

Duff. It came from my mum’s mother, was handed down to my mum, then my mum passed it down to me and then me to my daughters. Now I’ve just got to get the grandys’ and greats’ to make it to keep it going.” Elaine says her memories of the Plum Duff are that it never lasted long because her mother would put “threepenny bits” into the bottom of it for the kids to find to ensure they “would eat the lot.”

Spring fling another success While the weekend’s wild weather forced the cancellation of the Cherry Blossom festival, next door the Founders Spring Fling battled on and attracted 400 locals who took advantage of the heritage park’s annual open day. Most of the visitors throughout the day were

in family groups, which was what the day was all about says Angela Ricker, manager of community relations for the Nelson City Council. “Once the rain stopped the pavement art was popular, as was the treasure hunt which involved the whole family.”

Science fair bubbles to life

The region’s top science fair has begun and organisers are already saying it’s the biggest one ever. The Cawthron Science and Technology Fair is open for public viewing all week and Cawthron’s community educator Jo Thompson is hoping for a big turn out. “This year is the largest fair we have ever had. We’ve received over 250 entries for the fair, which is open to students aged 6 to 17. It’s such a fantastic representation of the budding scientists we have in our region

and their passion for science and technology. I can’t wait to see some of these projects.” The Science and Technology Fair has been an established Tasman Nelson event on the school calendar for almost 30 years and involves each student performing a scientific investigation, creating a presentation board and completing interviews with four independent judges. The projects are available for public viewing daily from 10am to 2pm on Tuesday 24 and

New study for Crohn’s and Colitis patients Nelson’s Crohn’s and Colitis Support Group is hosting a University of Otago PhD student who is hoping to recruit locals for a new study. Andrew McCombie, along with a professor and assistant professor at the university are interested in seeing whether inflammatory bowel disease (IBD) Andrew McCombie patients benefit from is coming to speak participating in an in Nelson. 8-week computerised psychological intervention, which may improve general psychological wellbeing and perhaps even disease course. The topics covered in the 8 week computerised intervention include goal setting; relaxation techniques; improving thoughts, feelings and behaviours; reducing avoidant behaviour; coping strategies; diet; improving relationships and effective communication and pain management. There will be a meeting on September 30 at 7pm at the Victory Centre in Nelson where Andrew will introduce himself and the study and let people know how they can get involved.

Grace becomes NZ's first sea cadet warrant officer from New Zealand had sailed to another country.” Earlier this year Grace was second in charge of an eight day leadership voyage through the Marlborough Sounds with her junior sea cadets. She returned to New Caledonia in April when she was chosen by the Commandant of the New Zealand Cadet Forces and Chief of the New Zealand Defence Force to attend the ANZAC ceremonies in Noumea. “It was such an honour to represent the youth of New Zealand as a member of the cadet forces for such a special occasion.” She says she now looks forward to passing her experience on to the younger generation of sea cadets with the T.S. Joining the Sea Cadets in 2008, Nelson's Grace Winnington could never imagine that five years later she would become New Zealand’s first Sea Cadet Warrant Officer. The warrant officer rank is a new introduction to the sea cadets ranks which have remained largely unchanged since 1929. The change brings them into line with their parent service, the Royal New Zealand Navy. In a fitting gesture, Grace was presented her new rank slides by warrant officer of the RNZN, Lennie Shailes. Also present at the ceremony were members of Navy ship, HMNZS WELLINGTON, who were in Nelson and made the special trip to congratulate Grace. Just in time for the first grapes of the season, Katrina and Neil Ward’s dream has come to fruition and their café amid the vineyard is now open for business. Not only have they started the menu from scratch, they’ve completely revamped the style of the café. A complete makeover means the café, whilst in the same premises is almost unrecognisable from what it was. A conservatory now opens out into the vines, wood and stone blend throughout the interior and a feature wall photograph by Andre Ismael of the sprawling Waimea Estate takes pride of place. Katrina and Neil, both passionate chefs with a wealth of experience have come back to Nelson after a stint in Wanaka. It dawned on them that there was no better place to open their own café or restaurant than Nelson, where their philosophy of fresh, simple flavours using local ingredients could flourish. Just four months ago the duo took over the cafe and restaurant and after some hard work, creativity and the help of Waimea Estate owners, the Bolitho family, the result is a stylish, relaxed dining space with a menu that speaks for itself. Time to vote for your representatives It’s election time. Every three years we elect some fellow residents onto council to help make our city a great place to live without costing us the earth. At the last Nelson City Council election in 2010 voter turnout was only at around 50 per cent. So to help keep you informed we’ve put together a feature of those standing for council so you can read why they’d best represent you. You would have had your election papers delivered by now and if you’re unsure who to vote for, have a read over the next few pages and see who sticks out for you. Not all candidates chose to go in this feature so there will be more

information in your voting packs. We also asked each council candidate via email to give us their views on some major issues facing Nelson in a simple “yes” or “no” format. Some of the candidates didn’t like that as they said it was too simplistic because they couldn’t say why they came to that answer. That’s fine, they didn’t have to answer a question if they didn’t want to. John Armstrong has lived in Nelson since 1995 and is married to Rebecca with two school aged children. Originally from Christchurch, he graduated from the University of Canterbury with degrees in the Arts, Science and Education. One difference I feel I bring is an overarching whanau perspective, I also believe there are some solutions, particularly on environmental issues, that tikanga Maori has to offer for the benefit of all. My intent is to bring a unique and diverse set of values to the decision making and governance of our city. I believe I have alot to offer in the formal and decisive negotiation processes at local body level. I intend to be a strong advocate for both environmental and social issues and the responsibilities that come with Katiakitanga (guardianship) and citizenship. Whilst not having a strong position on amalgamation I think councils and the communities of interest in Te Tau Ihu have to consider a more effective, streamlined way of working together, In closing, to move forward will take the entire community.

I reinforce the belief that we must demand that central government stop forcing processes on council that becomes a rate cost on our community. I believe we must stop making decisions that polarise our community to the extent that those decisions are overturned. I am prepared to stand up and argue for my communities overall benefit and welfare. Having spent three years on council I feel I have found a vocation I am able to contribute to successfully. Working with 13 people all with different views and life experiences I thrive on listening to new ideas and trying to find inventive ways to implement them. Keeping an open mind, being fully informed and then making a decision is the best approach to making good decisions. Information comes from pre-consultation, consultation, submissions made, talking to and listening to the community, staff reports, questions asked, LGA, RMA, local plans, legal advice, CE advice, listening to other councillors points of view and then carefully considering the recommendation/policy/bylaw to see if it can be amended to reflect all of the above. I was part of the Mayor’s Taskforce on Sustainability which worked with the community to develop our Vision 2060. The four themes and ten goals in this Vision all encompass the importance of well being to our community. If re-elected implementing strategies which achieve these goals would be my main focus. I am also standing for the NMDHB because my interest and understanding of health issues can complement the work I do on council and vice versa.

Owen is standing to represent the city of Nelson as a person who has wide and diversified life of experience in the workforce, as well as to unseat “those greedy councilors who have had years beyond their sell by date.” Owen’s experience ranges from a six year plumbing apprenticeship, seven years working all over Otago with the Dunedin Railway service, eight years experience at Hillside workshops, time spent in the Air Training Corps band, to five years with the NZ Armoured Corp Black Watch regiment. He has sung with the Operatic Company in Dunedin, worked twice for Greggs coffee doing the night shift and worked at McSkimming Industries and the Wrightson wool store. Owen has only ever stood for one term from 1983 to 1986 for the Richmond Borough Council and in 1986 he represented the borough at the Municipal conference in Dunedin. He has also stood against Tim Shadbolt in Invercargill whom he knows well. “If you the rate payers feel underdone by the current councilors, I have the working council experience and not being a one trick pony would serve your interests well. Are you aware - because it shocked me – that the base rate as a city councilor is $35,000 and mounting dramatically upon promotion? Excessive is the word.” It is time to consolidate-that is to make what we have stronger and more stable. To ensure the Council spends rate money carefully, fairly and with balance to benefit the whole city and its residents. To look at the long term plan and see what is necessary and affordable, bearing in mind the need for sustainable growth against growth at the expense of fundamentals.

I am committed to Nelson and want to see it continue to grow into a city and region we can all be proud of – vibrant, thriving and exciting. I want to contribute to a council with strong leadership and a positive, forward thinking, collaborative approach. I have the background to make this happen. I have co -directed the company that has organized the nationwide Smokefreerockquest for the last 25 years, and have leadership roles with Opera in the Park, various Nelson music groups, and the NZ Antique and Classic Boat show. I was recently awarded a MNZM by the Governor General for services to NZ Music. As a choir conductor I am used to working collaboratively with people and at the same time showing strong leadership when necessary. The same applies to my work as a councillor. I would like to have the opportunity to continue to work well with others around the council table. I am a Nelsonian – Phillipa and I love this place and I will work to build a region where our two children can grow up in a safe, happy and prosperous environment. I will bring key skills, experience and an eye for detail to the council chamber. I have a degree in Mechanical and Energy Resource Engineering. I have experience in teaching, engineering, IT, finance, local government and farming, I’ve owned my own wine label, designed several houses, built one and worked as a tractor mechanic for a year. Currently I work as a land use consultant, work for TDC in IT and am a partner in Off-Grid NZ. I plan to rationalise my other activities if elected. I have also worked with many local community groups and organisations some of which include and work closely with council like the sustainability forum and Civil Defence. The common thread in all of these careers is problem solving. The most pressing challenge that requires my hand is now the City Council. I have run an honest, evidenced based campaign, focused on measurables not just values and theoretic. Much of what we have heard during this campaign has been around economic growth, we need a reality check as there is no evidence to suggest we have had any of late or can expect this to change. We should be talking about living within our means. Currently a City councillor, I have 30 years experience in local government. I’m the Governance co-portfolio holder and co-chair of the Framing our Future Committee. I’ve lived in the Nelson region for most of my life and am active in several community organisations, including the Brook Waimarama Sanctuary Trust, Tasman Regional Sports Events Trust and Nelson Environment Centre as well as being a keen runner and an athletics official. I’m married with three young adult children and operate a parttime publishing business, Nikau Press, around my Council work. If re-elected, I will continue to try and ensure that Nelson remains a special place to live, including through: • Progressing the Nelson 2060 goals with increased community engagement; • Maintaining, and improving where necessary, community infrastructure - both below and above ground; • Safe, sensible and sustainable transport solutions; • Safeguarding our wonderful natural environment; • Vibrant city centre and enhanced community centres in other areas; • Encouraging more use of solar technologies; • Tackling future issues in a constructive manner. The legislation brought in 10 years ago is having a growing detrimental effect on Nelsonian’s health and financial wellbeing. Heating and cooking in your own home is a fundamental necessity. My reasons for standing for council are:• Committed to reducing, preferably eliminating wasteful and unnecessary expenditure, this will free up funds for improving the viability of the already attractive inner-city and other improvements in the greater Nelson City. I will support other councillors with the same vision. • Rate increases over the last 9 years have been excessive and need to be restrained as does ever increasing debt. • Winter tourism and cruise ship visits need to be promoted. • The rules residents have to adhere to should also be followed by the Council - removing unnecessary bureaucracy. • There needs to be a review of the rules for log burners • Nelson and Tasman need to work together, sharing resources for the greater good of the region. I always want to get value for money. I believe in spending money on worthwhile long term improvements . I am passionate about Nelson and want to get the Nelson City Council back on track from within. I own and live in Marybank and have been self employed for over 30 years. I established HouseParts which involves manufacturing, importing, wholesaling and retail. Another part of my company, JWAuctions involves location auctions, general and charity. I also provide business mentoring, at no cost, mainly in the retail sector. My hobbies include vintage and classic cars. Of concern, is the future of roading and parking in Nelson City. Failure to address this will reflect on retail, employment and tourism. Recent flooding in Stoke means stormwater drainage must be urgently addressed along with earthquake strengthening policies for commercial and retail buildings. Woodburner regulations must also be revised. The Council must review its priorities so that rate increases are never more than the rate of inflation, and to provide transparent management with effective consultation with ratepayers. In 2011 a slip reduced the Cable Bay road to one lane, it is STILL 1 lane. This is unacceptable as this road has local ratepayers as well as being important to tourism. Keeping Nelson Special Ours is a most beautiful and fortunate city and if we were to rest on our laurels and do nothing it is likely that visitors and locals alike would continue to delight in being here, but it is not in our nature to rest on our laurels and whether in Council or out I will continue to look for ways to make our place lovelier, fairer, safer, wiser, friendlier, kinder, tolerant, generous, more fun, more creative and sustainable. At the beginning of this term I took a speech that I had given to Garin College Students in August 2010 and turned it into a vision for Nelson… my thoughts on what the future might look like if we could leave Nelson as good as I would like it to be for our children and their children… a kind of blueprint for the future. Thanks to your contribution to Framing Our Future Nelson has done better than that. Other communities have gone through similar processes but I know of none that have come up with anything better than Nelson’s 2060 vision and Strategy. It is a most remarkable document and since I do not have another fifty years to complete the process, whether elected or not I will continue to do what I can to flesh out the vision and imbed that vision and the strategy in the City’s and our Council’s culture. The challenge during the next term is to turn our neighbourhoods into a collection of communities, a whole bunch of supportive villages each with a range of dwelling options better suited to our changing lifestyles and shrinking household sizes. We also need to make our roads safer by improving transport options, filling the buses, sharing our cars, avoiding unnecessary trips, walking and cycling and making it possible for more of us to live closer to the places we need to be so that we can spend less time getting there and more time doing the things that most delight us with the people we care about. This has been my most productive term and my thanks go to Mayor Aldo for his enthusiasm, optimism, energy and trust, to my colleagues, staff and councillors for their commitment and collective wisdom and to you the people of Nelson for your affection, your contribution to Council deliberations, and all of the things you do to make Nelson special. I would be proud to serve the city for another term and my plea to you is that you vote, that you judge the incoming council by its successes and that Nelson’s 2060 vision underpins all of the choices you make.

Brian is standing for Mayor and for Council because he believes in the city, that people come first and the Mayor and Council should inspire, listen and work constructively with others to achieve what is in the best interests of the whole community. His vision for Nelson is a safe, vibrant and resilient city. Brian’s key priorities include improving quality of engagement between council and the community, investment in essential infrastructure especially storm water and waste water management maintaining quality core services, transparency and prudent financial management, treating the environment with respect and valuing our heritage. For more than eight years Brian was the Nelson Bays Police Area Commander before he led an international team of officers in Afghanistan during 2011-12. He is an experienced leader, used to operating in the public sector and alongside local communities in sometimes demanding and complex situations. He recently retired from the Police after 35 years’ service and is a qualified lawyer. A strong commitment to serving the public, consistent and responsible leadership, the ability to listen and to work in partnership are some of Brian’s strengths. He knows the city and its communities and has the right skills and knowledge, gained from broad experience. Brian is married with two adult children. Aldo Miccio was born and raised in Nelson. He has had an extensive and successful career in senior management, including running his own multinational company, before returning to Nelson in 2002 to raise his three children with wife Kimberly. Elected as Mayor in 2010, Aldo has a proven record as a hard working representative of the ratepayers. He has successfully followed through on his vision and promises, working alongside his fellow Nelson City Councillors to facilitate projects that the whole community has benefited from. These have included rates falling to the lowest of any term of Council in 20 years, securing Rugby World Cup and Cricket World Cup games, and attracting new business and employment opportunities to the region. As a family man, an active community member on local trust boards, and a children’s sports coach, Aldo understands the importance of continuing to create a thriving and prosperous city for our children and grandchildren. “I want Nelson to be a region where everyone can afford to enjoy their retirement and our children have an option of raising their children here.” Nelson has achieved monumental gains under Aldo’s leadership over the last three years, and with your vote we can keep up the momentum. Over the last 6 years I’ve served as a member of council, three as your Deputy Mayor. For the past 14 years I’ve also run a Resource Management practice. I’m an accredited resource management commissioner and mediator. I’ve been a committee member and Trustee of many voluntary organisations and I am a Rotarian. I’ve brought my business and community experience to my council role. My partner Richard also runs his own business in Nelson. Between us we have three children - the two oldest are grown up and living overseas. My step-son, is in year 12 at Nelson College. Ensuring Nelson remains a family friendly city is vitally important to me. As your mayor I will maintain Nelson’s vibrancy and culture but we must address urgent priorities. They are: • Delivering a secure transport network, including planning for the southern arterial; • Revitalisation of Tahunanui and Stoke; • Ensuring our CBD’s heart is pumping; • Workable woodburner solutions; • Essential services to grow our city. My top priority is financial accountability to Nelson’s ratepayers – spending your money responsibly. Even with $2M of expenditure cuts and cancelled capital works of over $14M, rates are forecast to be over 5% next year. On a per head basis, Nelson will carry more than 7 times the debt of Marlborough. This is unacceptable and I will conduct a full budget review and set financial controls. We need fewer plans, policies and less vision-speak. More action, results and simple systems without surprises. I’ll be weeding out silly rules that add cost for limited benefit. I’ll lead a council where good ideas are welcomed and the mayor gets the best out of every councillor this community elects. We must build a strong relationship between the community and council, one based on trust and respect and better communication through better listening. And that change needs to happen from the mayor down. I’m 100% committed, 100% capable and 100% ready to be YOUR NELSON MAYOR.

Nelson Marlborough District Health Board (NMDHB) elections are for seven positions, elected on an ‘at large’ basis by residents of Marlborough, Nelson and Tasman. Following the election, the Minister of Health may appoint a further four members, making a total of 11 members of the Board. There are 23 candidates contesting seven positions in the Nelson Marlborough District Health Board election this year. This is the fifth highest number in New Zealand, equal with Capital & Coast DHB.

Chief Executive Chris Fleming said, ”I would like the voting public to understand that those candidates successfully elected to the board will represent the whole of the DHB and have to make decisions that benefit the whole of the district. “What we aim for are sustainable health services for all Nelson Tasman and Marlborough people. “We have over 2000 staff members and are responsible for the health and disability services for a population of 140,000, with a budget of $426 million, it's a big, complex organisation.” This will again be an STV election, where you rank the candidates you vote for with numbers in order of preference instead of putting a tick beside their name. Beginning with ‘1’, for the person you like best, ‘2’ for the next

person and so on. How do you vote with STV? In an STV election, you use numbers instead of the ticks you use in First Past the Post elections. It is simple to vote. Instead of putting a tick beside the candidates you want to vote for, you rank them with numbers. In other words you put them in order of preference. You begin with ‘1’, for the person you like best. By giving the number 1 to a candidate, you are saying that the candidate is your number one choice. By ranking candidates in your preferred order - 1, 2, 3, 4 and so on - you are saying which other candidates you prefer if your top choice doesn’t have enough support to get in, or does not need all the votes they got to be elected. You can rank all the candidates on the voting document, or as few candidates as you wish.

Last election I promised that specialist clinical surgical services at Wairau and Nelson Hospitals would not be downgraded. I remain committed to ensuring that both Hospitals deliver the full range of health services expected by people across the Top of the South. The new Golden Bay Family Health Centre excels in delivery of services for the people of Takaka. I accept the township of Murchison is also in the category of requiring special support from elected members to make sure its health needs are not forgotten. NMDHB is undertaking a review of models of care, including providing quality services that improve and strengthen delivery of health services in Nelson, Marlborough and Golden Bay. Brigid Forrest wants the best healthcare possible for you and your family. A vote for her will mean continued medical perspective on the NMDH and progress towards equitable health services for everyone in the top of the south. As a qualified medical practitioner who has spent 24 years working in Marlborough – initially as a GP where she specialised in obstetrics delivering several hundred local babies, in the last 12 years Brigid has worked as a GP locum and community geriatrician for the NMDHB. Brigid believes that Marlborough people have lost a lot of services over the last 10 years and access to services ‘over the hill’ for many of the population is difficult and expensive – as it is for similar populations in Golden Bay and Murchison. She believes there needs to be an equal distribution of health services and a more open discussion about where the health budget is best spent. With governance experience on school and community boards, being passionately involved in community projects such as Bike Walk Marlborough – integrating safe walking and cycling in both urban and rural areas within Marlborough - Brigid is well placed to advocate on the community’s behalf. Paula Miles has worked in the Golden Bay community with other volunteers to fundraise for the new Golden Bay Community Health Centre. This close contact with the financial constraints facing the health sector and the perpetual struggle to retain services in Golden Bay has motivated her to stand for the Nelson Marlborough District Health Board. A rural voice is essential at Board level. Health sector issues directly affect people and with budget deficits looking at being brought into line funds need to be carefully allocated. They need to be targeted where they can reach as many in the community as possible. Sound governance and financial practices are imperative to successful outcomes in the aim to provide sustainable services throughout the entire region and it is important that policies set and strategies to deliver these services do not increase the risks to those who choose to live in rural areas. Paula will be a strong advocate for a public health system which works equally for everyone no matter their locality or their means. Paula will look out for community issues and bring her practical thinking to work as a team member of the Nelson Marlborough District Board.

2013 ELECTIONS 20 September to 12 October With a proven record of service to Nelson and as a voice of reason to current and past city councils, Ian Barker is standing for election to the NMDHB because he wishes to place an emphasis on preventative health care and better life style decisions, to improve the health of all people in the top of the south. Ian believes there is far too much expenditure being used for self inflicted ailments resulting from smoking, alcohol and drug abuses, which limits the resources available to the masses – despite the fact the region has an ageing population. Ian will push the board to work with the appropriate authorities, industries and the community, to achieve better self respecting, personal decisions by individuals. Initiatives that Ian will place an emphasis on will be diabetes and obesity prevention, drugs and alcohol management, quit smoking programmes, immunisation programmes, healthy homes and anti gambling programs. “I will also be focussing on the provision of an equality of service for all, regardless and will welcome increased government expenditure on targeted front line services and procedures to reduce waiting times for all.” Making good quality decisions based on accurate expert advice – a vote for Ian will mean quality and safety in the health care system is enhanced. Preventative care is part of a big picture relationship between the DHB, other Governments agencies and local Councils. During her term as a Marlborough District Councillor, Jessica fought hard to maintain services at Wairau Hospital. Her time spent lobbying with Save Our Services/Hands Off Wairau, means she is well versed in the concerns and needs of the community. Key issues of concern to Jessica are the wait times for diagnostic care and the stress on families caused by having to travel. There are families waiting five months for an ENT appointment for their toddlers, there are 365 people waiting more than 48 days for an MRI scan – a basic diagnostic investigation. “I’m sure we can do this better and faster - it is not okay to wait that long. I will advocate for a MRI Scanner to be based at Wairau - this will not only benefit the people of Marlborough, but take the strain off the services in Nelson.” Ensure a strong voice for the community and vote for Jessica Bagge – she‘s accessible, she listens, she cares. This includes the boards of Nelson Bays Primary Health and the Pharmacy Council of NZ, membership on the NMDHB Hospital Advisory Committee for nearly ten years and senior management positions at Middlemore Hospital where I also sat on the clinical board. We deserve to have our health care provided efficiently and effectively getting the best value from every health dollar. I want to help ensure community healthcare isn’t stifled by the DHB deficit so we can invest in local health initiatives to prevent illness and stay well. Currently an elected board member of the NMDHB, the last three years have been interesting for Gordon. There were some major challenges and while some of the decisions made have not found favour with the public the future is now shaping up to be very positive. “I thank you for your past support and look forward to your continued support as I stand to be reelected to the Nelson Marlborough District Health Board.” Gordon is passionate about the health requirements of the region’s senior citizens and ensuring there are first class health and disability services available to people of all ages, from all walks of life. Over the years he has maintained a strong interest in and with community affairs and issues, advocating on behalf of many different parties. Examples of this include serving as a Chief Fire Officer, a board member of Nelson Bays Community Law Service, being elected chairman of the NZ Grey Power Federation, and having served six years as a Tasman District councillor. For 20 years he also served as president of Nelson Grey Power, lifting the membership from 2,400 to over 14,000. This was achieved by team work and dedication and by working with a supportive board. After stepping down as president of Nelson Grey Power, Gordon assumed the position of zone director for Nelson, Marlborough, West Coast, with a seat on the executive of Grey Power Federation NZ. His experience in the above roles see him in great capacity to continue advocating for access to good health services on behalf of people young and old. “As a board member, you are part of a team, all decisions are made after in depth discussions and while you may disagree in a personal capacity, you arrive at a result in favour of the public at large. Local man Neville Mead has been growing vegetables for 62 years but he got one hell of a shock when harvesting his latest crop of carrots. The carrots he pulled from his garden last week were all large but

one in particular measured 33cm. He says the secret was a mixture of chicken blood and bones and the type of carrot that it was. "This is the biggest one I've ever seen. There were a few

others that were big but this was the biggest." He says he's given the large carrots to his friend to feed to his horses. "The big ones don't taste very nice," he says. Photo: Andrew Board.

More the merrier for gala The more people the merrier is the message from organisers of the biannual Day Services gala, scheduled for next weekend. Staff and service users of Day Services, a disability support service based in Stoke, have been working hard all year to prepare for the event. Service users will run arts, crafts and baking stalls are being prepared and stall holders from outside the Day Services community are most welcome. A variety of stalls from cakes, sweets, jewellery, pony cart rides, face painting and home made produce will be on offer and proceeds will go straight back into the organisation. Day Services offer support to more than 150 local people

Nelson tournament wins praise from the top

Nelson Bays Football has had a ringing endorsement after the girls New Zealand Secondary Schools premier football tournament. Nelson hosted the tournament at Saxton Field earlier this month and it was done so well that executive committee member of New Zealand Secondary School Football Association, Grant Jarvis, felt compelled to say so. In a letter he praised the facilities at Saxton Field and the management and says he wouldn’t hesitate to recommend it come back to the top of the south. “In summary we congratulate you for a truly splendid week. Our commitment to return at least each third year, if invited, was firmly endorsed at the AGM. Nelson Bays Football is held in very high esteem by our member schools,” he wrote.

Delayed flight ends Titans season The Tasman Titans have missed out on a spot in the South Island Inter-Districts rugby league finals after their opposition didn’t show up and the competition’s governing body labeled the match as a draw. The Southland Rams had their flight from Invercargill cancelled on Friday night and the decision was agreed by both parties to accept a default. With Southland sitting second on six competition points and Tasman third, needing a win and to make up a 36 point differential to sneak ahead, Titans coach Phil Bergman was under the assumption the default would leap frog his side ahead of the southerners, giving them a default 30-0 win. But instead, a 30-30 draw was decided, robbing his side of a chance to win back the title they won against Southland last year. “It’s bitterly disappointing,” Phil says. “The unfortunate thing about this

whole fiasco is that a team can default and somehow reach the final ahead of us.” When questioned whether he was pissed off at the situation, Phil’s frustrations were aimed at the rule book rather than the opposition. “It’s in the rules and they get interpreted by a board. In a case a few weeks earlier the West Coast defaulted to them [Southland] and they received the two points and a 30 point differential. Had that been applied in this case, which I can’t see a reason why it wasn’t, we would also have been awarded the two points, the 30 point differential and we’d be in the final against Canterbury Development.” The ruling now sees Tasman end the competition in fourth place behind the Otago Whalers, a position Phil says doesn’t reflect the season. “We just needed that last game. We just wanted a go. It all feels very empty and I’m disappointed that we just didn’t get a crack.”
