Removing the ability for property investors to offset their interest expenses against their rental income when calculating their tax will remove the advantage investors have had over first home buyers. If the changes do lead to investors selling, there will be more properties available to first home buyers which may stabilise house prices. So, home buyers are likely

to be better off, but investors and renters disadvantaged. “New Zealand’s housing crisis has been decades in the making, and there is no silver bullet to fix this. It’s an issue that will take time to turn around, and will require everyone working together on solutions,” says Nelson MP Rachel Boyack. With the increase in income caps on the First Home Loan and First Home Grant programmes from $130,000 to $150,000 for two or more buyers, and raising the new property house price cap in the Tasman region from $550,000 to $600,000, the government is hoping more people can ac-

cess this support. The cap for existing property has moved from $500,000 to $525,000. “There wouldn’t be many houses for sale under $525,000 in the Richmond area but there were a few listed in other areas,” says Bayleys’ Matt Johnson. Along with the measures affecting first home buyers and property investors, key points in the package related to new builds. The launch of a $3.8billion Housing Acceleration Fund aims to speed up house builds and fund vital infrastructure such as pipes and transport links needed for new housing. There are incentives for new builds and removal of barriers holding them up.

Murchison keeps its ambulance Jenny Nicholson Reporter

Murchison residents have been vocal about wanting to keep their ambulance service and they have been heard. After consultation with St John Ambulance they not only keep their ambulance, they will have two additional ambulance officers. For Murchison and District Community Council chairman, Simon Blackmore, this was very good news, having previously thought they were going to lose their existing service. “It’s quite a turnaround fromwhat we were dealing with at the beginning of February. It’s really good news to see they have listened to the community,” says Simon. The two new ambulance officers will join the two existing ambulance staff and the current nine volunteers in Murchison to ensure the ambulance is always double crewed. A dedicated rural support officer will also be appointed to work alongside volunteers and the new ambulance officers to build confidence and provide additional resilience for the transition into this new service delivery model. “This has been a genuine consultative process. He recently started using a CGM and Sonia says it makes a huge difference at school. “I can just walk past him to check his levels, I don’t have to get him to wash his hands and then prick his finger. It has really minimised the disruption to his schooling,” says Sonia. Because type one diabetes is diagnosed in young people, long term complications including increased risk of amputation, stroke, and blindness, and even death can occur when they are much younger, than those with type two diabetes. Chances of complications increase for those who do not have good control of their blood sugar levels. “People get burnt out testing several times a day. It causes a lot of distress. It’s always front and foremost in their mind and if they don’t test they don’t know what is happening to their blood sugar levels,” says diabetes nurse

When Hannah Wilson was two years old she was diagnosed with type one diabetes, and from then had her blood sugar checked by a finger prick an average of ten times a day. There is an alternative, the continuous glucose monitor (CGM), but this device and the sensors that it reads are not funded by Pharmac. The initial outlay for a monitor is around $100 but it is the sensors, also priced around $100 and requiring replacement every 14 days, that some families cannot afford. “Knowing we should be funding a CGM but couldn’t afford it has been horrible,” says Hannah’s mother Sonia. “The hardest part is nights, waking your little child up for a finger prick.” Sonia is the teacher aid for Tate

Those who can afford CGM’s have a method of reducing the risk of complications that is not available to those who can’t afford them. Diabetes New Zealand has a petition into Parliament asking them to urge Pharmac to fund the CGM’s. Hannah was recently awarded a scholarship and is using the money to take a year off finger pricking by using a CGM. She loves the freedom it brings her as she embarks on her nursing training.

Quilters and their families joined together Friday night for the unveiling of the lockdown quilt. People of all ages have crafted squares telling their story of level four lockdown, an incredible record of an unusual time in our local history. As the quilt was unveiled, the stories behind each square were shared. Fiona Summerfield’s square started with part of an embroidered tablecloth her grandmother hadn’t completed before she died. Fiona took a section of the cloth, finished embroidering the flowers, and added the word ‘whanau’. “My grandmother grew up through the polio epidemic, and got scarlet fever as a child too and was in quarantine. Her par-

ents could only visit her at the weekend and throw toys over two fences to her. She would have understood lockdown and quarantine,” says Fiona. She says her grandmother was good at craft and would have been stoked to be part of this special quilt. Tasman District Library Marketing and Events Co-ordinator, Pania Walton, said the stitching on the quilt was amazing, but the story’s even more amazing. She says it is a patchwork of communal experience of an extraordinary time. “What I liked is the idea that in the same way we went through lockdown alone but were working for a common goal, the quilt are individual squares, and all put together as one,” says Pania. The quilt can be viewed at the Richmond Library.

Nelson Matters April 4th marks 25 years since the Kahurangi National Park was established, one of the most important Nelson projects I have been involved with. This weekend I will be joining a group of former DOC advisors and council staff, environmental groups and ministers traversing from Mt Arthur through to Lake Cobb to celebrate this conservation achievement. The concept of National Parks

was founded in the United State in 1872 with the creation of Yellowstone. The revolutionary idea was that some areas were so unique and special that they needed to be permanently protected. New Zealand was a fast follower, creating the Tongariro National Park in 1894. Kahurangi is New Zealand’s 13th National Park but is extraordinary for its size and diversity. Its 517,335 ha makes it

the second largest to Fiordland and bigger than 30 countries in the world. It is home to New Zealand’s oldest rocks, deepest caves and widest diversity of plants and animals. My favourite are the Nikau palms, stunted beech trees, giant snails and Takahe, reintroduced in 2018. I pay tribute to those who initiated the campaign for this park in the 1980’s and particularly the Waimea Tramping Club,

Maruia Society and Forest and Bird. Their lobbying convinced me of the merits, that I then advanced in Nationals 1990 election policy and my maiden speech to Parliament. There was intense debate over the park with some, like the then Buller Mayor, calling the proposal “criminal”. I spent months with officials considering the 1000 plus submissions and detail over the boundaries.

We got most right, except for the mountainbiking that I provided for when I returned as Conservation Minister in 2014 and the Mokihinui catchment that Minister Sage added in 2019. Kahurangi means “treasured possession” and it is. We are so fortunate to live in this amazing corner of New Zealand and we must keep it that way for future generations. Advert.

Leslie Smith is a bit of a veteran when it comes to excavation, with 34 years behind the controls. His experience might have been behind him winning the first Nelson Marlborough Regional Excavator Operator Competition to be held in seven years, at the Nelson A&P Show last November. “It was bloody good fun. At the end of the day, there was nothing in the scores. I think it was health and safety knowledge that got me there, as well as straight digger skills.” With his years of experience and that win under his belt, Leslie, better known as Smithy, headed off to Fielding for his first go at the National Excavation Championships. “The national competition is a whole different level with the pressure on you all day for two solid days,” says Smithy. Along with 11 other competitors from around the country, his excavator skills were tested with challenging tasks. Ranging from tests of ‘realworld’ skills such as traversing a trench or lifting and re-

He did better on the second day and won the overall scenario section which covers first aid, which Smithy believes is thanks to his being

Vandalism rocks Appleby School Jo Kent Reporter

Children at Appleby School were left shocked recently after an anti-littering sign, which was designed by students and made by Tasman District Council, was senselessly vandalised with a power tool, causing great distress to all concerned. “The children came up with the idea for the sign after they kept discovering people were littering the river with everything including tyres, cans, plastic and glass,” says Andrew Mason, a teacher at the school. After doing several litter cleanups along the river, the children contacted the council about putting a sign up to remind people to take their litter home with them. “The council suggested the kids design the sign, which they then had professionally made and secured to a metal plate, so it was pretty indestructible,” says Andrew. However, in a mindless act of vandalism, just a few months after the sign was erected, someone has used a power tool and deliberately cut a hole right through the middle, leaving a square hole of around 22cm. “The pupils were really upset, angry and dis-

Last week the Government announced the next steps in our plan to tackle the housing crisis and make it easier for Kiwis to get into their first home. Our housing crisis has been decades in the making. There’s no easy fix, and it will take time to turn around. The new housing package we announced last week will increase housing supply, relieve pressure on the market, and tilt the balance towards first home buyers. In Nelson, we’re lifting house price caps for First Home Loans and Grants: from $500,000 to $525,000 for existing properties; and from $550,000 to $600,000 for new builds. Local developers have told me that they can build in this price bracket.

Firearms licences disrupt roar Staff Reporter The New Zealand Deerstalkers Association says the backlog in police’s processing of new and renewing firearms licences will mean that many New Zealanders will, once again, miss out on hunting during the deer roar this March and April. NZDA chief executive Gwyn Thurlow says, “after missing out on the 2020 roar due to Covid-19 lockdown, hunters were looking forward to the 2021 roar this March and April, however many hunters will be forced to sit on the sidelines because of police administrative delays in renewing their firearm licences.” “Many hunters have been in touch to tell NZDA that they are one of the many people caught up in the huge backlog in firearms licence processing delays by police. “The timing is particularly unfair on hunters who rely on securing meat for their families at this time of year”, says Gwyn Thurlow. He goes on to say, ‘the roar is important for the Kiwi hunting community but sadly a good number will miss out through no fault of their own, simply because of the administrative

backlog by police.’ According to their own processing guidelines, police are meant to process 80% of licence applications, both renewals and new applications, within 30 days. However, NZDA is fielding calls and letters from members saying they have been waiting for over six months. Given the direct connection with hunting and the use of firearms, and the necessity of having a current firearms licence to use a firearm, the police delays are of deep concern to NZDA. “Hunting centres around the possession and safe use of fire-

arms and so any ‘process’ related delays are very disappointing”, says Gwyn Thurlow. Police Minister Poto Williams could use her powers under the Arms Act to provide for an extension of existing firearm licence holders caught up in the administrative process. “Law abiding licenced firearms owners are, yet again, at the mercy of third parties through no fault of their own.” However, in this instance the Minister of Police has the ability to do the right thing by New Zealanders and extend the expiry date of their licences until after the roar, or, if not, until after duck shooting season.”

Increasing housing supply is also important, and our new $3.8 billion Housing Acceleration Fund will speed up the pace and scale of house building. This fund will jump-start large-scale developments by partnering with local government, the private sector, iwi and Māori, and the not-for-profit sector, to fund the infrastructure like roads and pipes needed for new housing. We’re also tilting the balance towards first home buyers by extending the bright-line test from 5 to 10 years. The bright-line test, introduced by the last National Government, is designed to make speculative investment less attractive. The bright-line test does not and will not apply to the family home. We’re also helping to boost supply by incentivising investment in new developments, rather than existing houses. People who choose to invest in a newly built property will be exempt from the latest changes to the bright-line test and interest deductibility. This will encourage more people to invest in new builds, thereby stimulating the supply of housing. Nelson and Tasman are among the least affordable regions for home buyers in the country. When I entered Parliament, I made it clear that this is something I want to change. A warm, stable, affordable home is one of the basic building blocks needed for families and communities to thrive. It will take time and energy to turn around the housing crisis, but I am committed to tackling this challenge as the MP for Nelson.

Student success at Shakespeare festival

Garin College students joined others from across the region for this year’s University of Otago Sheilah Winn Shakespeare Festival and have come away with several wins, including best production overall for their portrayal of a scene from Hamlet. The winning team of Seth Eastmond, Katie Heard, Lucien Panting, Ethan Speers, and Vianne Wessel will now compete at the nationals in Wellington over Queen’s Birthday weekend. Drama teacher Annie Millard said the festival gives students the opportunity to perform with others, explore Shakespeare, and having a student director gives them the satisfaction of doing something that belongs to them. “It was a fabulous day with extraordinary talent. I love when their intelligence shines through in their acting,” says Annie. William Haywood, a year 10 student, says his dad had recommended he participate last year and he enjoyed it so took part again this year. Although he is only in year ten, he won both best understanding of text and best delivery of lines for his portrayal of Prince Arthur from King John. He and Ryan Chilton won best presentation of history. Waimea College’s Paige Gill and Tom Lam won best five-minute piece for their version of Measure for Measure, one of Shakespeare’s lesser known plays. They will be joined by Coryn Shuker to compete in the nationals in June.

Ninety per cent of port workers and the people who live with them have received the first of the two doses of the Covid vaccine. Provision of the second dose has also begun with this first group. The rollout of the vaccine to Group 2 has also begun as of this week. This includes health and disability workers who have begun receiving the vaccine. They will also start offering the vaccine to another part of Group 2. This is people who live in community environments where there’s a higher risk of Covid-19 spreading. This includes aged residential care facility residents and older Māori and Pasifika people who are cared for by their whānau.

After the success of the last Pinnacle House Fashion Show, the charity, which provides a high-quality day service to individuals with very high special needs, are hosting another catwalk event to help fundraise for their outdoor area. “We depend on the support of our local community to enable our participants to have meaningful days in a fantastic environment,” says Sheryl Waterhouse, assistant manager. “The money raised at the fashion show will help pay for a sunshade, ground work, fencing and solid outdoor furniture.” The 2019 fashion show got enough

donations to purchase a wheelchair van, which has meant participants can be transported easily for day trips to enjoy more of the region they live in. Aside from the catwalk show, the evening includes a delicious dinner, and there will be a silent auction, a raffle and lots of fun for the whole family. Tickets cost $20 and are available from Pinnacle House, Grace Church Offices, Made for Men and Fashion in central Richmond. “We can guarantee you a night of fun, frivolity and laughter, so come along to show your support for a great cause,” says Sheryl. The event takes place on Thursday, 8th April at 6.30pm at the Headingly Centre, Richmond. Show starts at 7pm.

Cora Crawford is living on the floor in a tiny room at her friend’s house. She is one of many who have tried for months to find a home to rent and feels she would be more likely to get into a rental if she could just have a conversation with the owner. “If I could get the chance to meet with a property owner rather than an agent, we could have a conversation about who I am and how I want to make the outside amazing, how I don’t have parties and am usually a quiet person,” she says. Instead, many of the homes she has looked at are managed by agents. Cora says she understands owners can be overwhelmed by the response to a house advertised for rent because there are so many replies to each property and sees it could be easier for the owner to use a property manager. But it makes it harder for her to show them she would be a good tenant. Cora had been a volunteer peer supporter before starting work in the mental health sector. She now

don’t accept tenants with pets. However, she feels that many pet owners make more stable tenants and would like to see a greater recognition of a pet’s place in the family.

“Pets are part of the family. You wouldn’t leave your children behind so why would you leave your pet behind. I know some people ruin it for others but it is very disheartening to see ‘no pets’

in advertisements,” she says. The Rent Shop Richmond/Nelson general manager, Tonia Allan, says some newer properties have covenants prohibiting fencing which takes having a dog in the rental out of landlord’s hands. She says there are a percentage of landlords who would prefer not to have pets in their rentals, but it is looked at on a case-by-case basis. “First impressions are very important. If people are organised and have good references, we will put it back to the owner that there is a quality tenant looking but they do have a pet,” she says. SuperGold card holders can travel for free on the NBus network, including the Richmond Loop, at off-peak times on weekdays and all weekend. The new Bee Card (tag on/ tag off travel card) was introduced in August 2020, and you need to have one to access your SuperGold free offpeak travel concession. You need to load your concession onto your Bee card, which is very easy to do. After that, you won’t need to show your SuperGold Card to the driver when you board (but you will need to carry it with you to show on request). Understanding our veins

What are varicose veins? Veins return blood to the heart. In the legs there are two systems, the important deep veins that carry 90% of the blood back to the heart and the superficial system, which can be seen as an ac-

cessory system. There are one-way valves in the veins which keeps the blood flowing from the legs back to the heart against gravity. Varicose veins occur when the valves in the superficial veins fail. Blood then travels back down into these veins and their branches. Why do you get varicose veins? The most common reason for varicose veins is found in our genes. We inherit the tendency of leaking valves and it can sometimes be made worse by standing jobs, pregnancy or obesity. Just a thought... Sage Harris Associate Minister Whakatu Presbyterian Church This weekend, as a community, we will celebrate Easter. For lots of reasons, we celebrate. You may celebrate the overindulgence of chocolate over the weekend, or possibly the long weekend we are given, or maybe, like me, you celebrate Easter as one of the significant dates in the Christian Church calendar. Let’s assume that Easter isn’t about over-indulgence in chocolate and it’s not about the extra-long weekend off, but actually about what the church celebrates. So, what is Easter about? Easter begins very sombrely; it recognises the grim way that Jesus was murdered through crucifixion. It’s persecution because of ones own faith. Sounding familiar? Perhaps you’ve heard the story

of Jesus’ crucifixion and how, because of it, we have the opportunity to be in relationship with God. But there is more than this that can be taken from this story of a man killed because of his beliefs. Humour me for a moment. Let us assume that what the Bible says is true, that Jesus is indeed the Son of God, that he was killed, and on the third day rose from the grave. If all that is true it may give a different perspective to the type of person Jesus is and the type of God that Christians worship. Often, we’ve had the Christian God described as removed and judgemental, with no real interest in creation, a God who allows terrible catastrophes to happen. Yet when we read the Easter story, we read about a

man who has encountered the worst of humanity, who has experienced one of the cruellest ways to die. We read of a man who has experienced the most destructive form of humanity and still looks upon them with compassion. He even speaks about forgiving those who are hanging him on the cross. A man who has actually experienced the worst of it. That is the God that Christians worship. Not a God who is removed from humanity, but a God who got in amidst the worst of it and still looked at us and forgave us and had compassion for us. And then after death, and being buried, he rose from death. Christians talk about it as conquering death - meaning that we don’t have to fear the terrible stuff life or humanity can throw at us, because the Creator has been through it, has compassion for each of us and is beside us as we journey through. A grisly end for a well-travelled woman Ruth Russ

Born in Spring Grove in 1850, Hannah Higgins was named after her mother’s sister Susannah (known as Hannah) Sharp. The Sharp family had arrived in Nelson aboard the Bolton on 29 October 1841, but Hannah, the eldest daughter, at age 19 suffered an aneurism of the aorta at sea. This just a month after the Bolton’s departure from England. Her early death would have tragic echoes in her niece, her namesake. Hannah Higgins spent her toddler years with her parents, Sydney and Sarah, at the Sharp patriarch’s home in Waimea South. Stephen Sharp, who had been considered too aged at 51 years when he immigrated, only man-

aged to make the journey across the world by lying and saying he was just 39. An agricultural labourer, Stephen owned a section at Maddocks Wood. When Hannah was three, Sydney and Sarah moved to Mount Heslington, where they raised Hannah and her ten siblings while farming there. At the Higgins’ house, when Hannah was 19, she married a confectioner, William Cruickshank Jeffreys-Bryant. After a brief stint in Greymouth, where their first child was born, the Jeffreys-Bryants returned to Wakefield, and then moved down to Dunedin where two of William and Hannah’s children died, and finally William himself, after only a decade of marriage. Hannah was expecting

four of his own children. The couple raised their seven children together in Picton, where Hannah proved her capability by beginning a dressmaking business. She and one of her sons often rowed a small dingy from Picton to The Grove to visit relations—a round trip of nearly 40kms. Hannah also became a teacher for some of the children of welloff Picton families. William and Hannah had a son of their own, who was born back in Waimea West. It was here, in Hoult Valley, that Hannah and three of her children were involved in a trap accident. With her youngest son (only a year old) in her lap, Hannah was guiding the horse

down a steep hill near Cropp’s hop kiln, when the horse bolted. The trap struck a tree stump at the bottom of the hill. Hannah and the children were thrown to the ground. While the two older children were thrown clear of the trap, the horse fell on Hannah and the baby. Incredibly, the baby was unhurt, but Hannah was killed instantly. The coroner reports the grisly scene: ‘the horse in falling must have struck her on the head with the hames of the harness crushing the skull; indeed the brains bespattered the ground’. Hannah was only 37 years old and known and well-liked by all Nelson and Picton residents who knew her. She was buried at the Spring Grove cemetery.

The curtain came down on the Taylors Wanderers Sports Club cricket season on Saturday night with the annual end-of-season Awards Dinner held at the clubrooms in Brightwater. The T25 College team played their final game at home and set the scene for an enjoyable evening by re-

cording a wonderful 2 run victory in an exciting, tense game against WTTU. Losing 5 wickets for only 3 additional runs in the middle of the game resulted in Wanderers being dismissed for 114, with Jacob Ogilvie standing out with 55. WTTU appeared on target but at 106/4 in the 18th over and only requiring nine runs to win, Wanderers snared the

last four wickets for only four more with Emmalia Hobbs taking 2 for 7 off her two overs. Club chairman and NCA Board member Andy Leonard welcomed everyone to the dinner and acknowledged the outstanding work of all coaches, managers and volunteers who contributed to all players experiencing another enjoyable season.

Special mention was made of the continued development of the combined Wanderers – Motueka premier team, making the semi-finals in the 50 over format and two players, Harsh Visavadiya and Logan Ogilvie, gaining representative honours in the victo-

rious Hawke Cup team. Growth in teenage participation, resulting in two College grade T25 teams, was another positive move by the club and a consequence of the good work undertaken by Harsh Visavadiya within the local schools and colleges.

Graeme West Caitlin Fielder was the ‘class act’ in Saturday’s 31st Kaiteriteri Gold Half Marathon, scorching the undulating course in an impressive 1 hr 22 mins 53 seconds. She ‘chicked’ all but two of her male counterparts, Clinton Manderson and Dan Busch, who were just over a minute ahead into the golden sand finish shute. Manderson and Busch shadowed each other on the outward leg to the Marahau Valley turnaround but homeward bound Manderson edged away seemingly in control until Busch dug deep in a valiant effort to overtake, falling just seven seconds short. While Fielder was the dominant female, Candice Riley and Maryann Cant had a close contest for second and third with Riley prevailing. A group of Nelson sailors are proving Kiwis don’t just excel at racing the big boats. Bob Spearman is a lifelong sailor but recently traded in his 47ft cruising yacht for something a bit more manageable. It was at Christmas in 1939 that Bob’s sailing career first began. He was gifted a membership to the Nelson Yacht Club. Bob hasn’t stopped sailing since and now at 90-years-old is the most senior member of the Radio Yacht Squadron Nelson. It was during an outing to Monacco that Bob first saw the International One Metre class, radio-controlled yachts. “I sold the big boat and so I had to get into something. Someone handed me a transmitter, then that was it.” The club’s 33 members meet at least twice a week for racing at the Best Island pond. Bob says he loves the fact there are no age limits in the sport. Anyone who is giving it some thought are encouraged to get along to the club and join in. “It’s very social and you can be very competitive if you want to be. It is such a great club, and the camaraderie is unbelievable.” Bob’s obsession extends to off the water as well. “When I get home, I spend an hour in the garage playing with it.
