REVIEW OF 2021 After two years of the global COVID 19 pandemic, the film sector is navigating uncertain waters, trying to recover and finding out which elements of work will return and which won’t. Against a backdrop of high uncertainty the challenge for theatres and cinemas is to find back audiences which they’ve lost along the way. 2021 was another challenging year, where the Fund has been very much focusing on supporting both industry and professionals. From a European perspective, the Dutch industry still managed to yield a fair performance. Total Dutch film & audio-visual market revenues truly exploded from €731M to €986M. Total SVOD and TVOD together generated a record 822M euro, a 51% increase. Of that figure the SVOD market represents the bulk share with 777M euro, a staggering increase in turnover value compared to the previous year. It must be noted that these are industry estimates. The lack of data transparency and absence of rules and regulations in the Netherlands enable the dominant foreign platforms to share zero data about market share, turnover, catalogue size, Dutch content, number of customers, reach etc. Out of the 50+ VOD platforms operating in the Netherlands only a few very small players like PICL are willing to share data publicly. Total theatrical admissions dropped from 16.8M to 14.2M compared to the previous year. The Dutch domestic share could climb a notch from 21.2% to 23.1%. In 2021 298 films were released into Dutch cinemas. Of these 298 releases, 51 were Dutch (2020: 43). Due to cinemas being closed for a prolonged period and with the explosion of streaming in 2021, the total box office revenues shrank to 142M euro, a mere 14.4% of total market turnover. DVD and Blu-ray sales already showed a downward trend in the last years and 2021 was no exception. Physical retail generated €22 million, a 39% decrease in comparison to 2020. As a public fund, we foresee that the many changes for the film industry, accelerated by the pandemic years will need more time to adjust to, in order for it to re-balance itself in this shifted power dynamic. MARKET SHARES IN ADMISSIONS DOMESTIC PRODUCTIONS Market share for Dutch films climbs to 23,1% Similar to the global situation, 2021 was not a very good year for Dutch films, mainly due to the effects of the corona crisis. Admissions were down in comparison to 2020. However, despite the return of some strong international titles, which were postponed in 2020, domestic films saw a small increase of market share from 21,2% in 2020 to 23,1% in 2021. This effect was less apparent in other European countries, which mostly showed a significant decrease in market share of domestic films.

Twenty-nine of these were shot wholly or partly in the Netherlands, while 8 were shot abroad. The number and production budgets of Dutch productions in 2021 showed a significant recovery compared to 2020. A total of 23 productions of (minority) international features were contributed by The Netherlands, an increase compared to the 16 in 2020. In total, these productions represent a production budget of €62 million, almost double the figure of 2019 (€37.3).

1.3 FINANCING OF DUTCH FEATURE FILMS RELEASED IN 2021 Jump in production value of Dutch feature releases: €117 million A total of 45 Dutch feature releases (including minority co-productions) had a combined production value of €117 million in 2021. 7 of these films did not get a theatrical release. The number and combined production value represent an increase in comparison to 2020 (39 features, €80.1 million production value). Production support from the Netherlands Film Fund increased as well to €26.3 million (including 1.1 million Covid-19 support), from €27.7 million in 2019 and €15.9 million in 2020. European and other public funding increased from €0.3 million and €1.8 million in 2020 to € 2.5 million and € 4.1 million in 2021, respectively. Other parties which funded Dutch productions included, among others, private investors and Dutch broadcasters.

2.1 DUTCH THEATRICAL RELEASES 2021 30 Dutch features released with an average audience of 102.888 In total, 30 Dutch feature films and 10 minority co-productions were released in 2021 (2019: 55 releases). Production costs of Dutch majority films averaged €2 million, an increase compared to the average in 2020 (€1.5 million). The average production costs of Film Fund supported majority films, however, increased from €1.6 million in 2020 to €2.4 million in 2021. On average, these features reached an audience of 102.888. Admissions to IFFR reaching 179.819 of which 10.292 were physical. IDFA was luckier lockdownwise and could still receive 130.739 guests out of a total 171.981.

4.1 TOP 20 ADMISSIONS ALL RELEASES IN 2021 Box office share of top 20 at 56% The top 20 best-performing titles of 2021 accounted for 56% of all ticket sales in the Netherlands. This is the highest market share in years, showing that the top 20 films play an increasing role in the share of the total box office. The latest Bond-film No Time to Die was easily the best performing title of 2021, selling more than 1.7 million tickets. Other titles remained well at a distance, with Fast & Furious 9 as second best (with 532 thousand tickets sold). On a national level the Dutch feature The Forgotten Battle/De Slag om de Schelde saw good attendance with 508 thousand tickets sold, which made it the third best visited film overall in 2021. 4.2 TOP 20 ADMISSIONS FOR DUTCH FILMS IN 2021 The Forgotten Battle/De Slag om de Schelde best performing Dutch Film Nearly all admissions to Dutch films were from the top 20’s share (97%). This is an increase compared to 2020 (93%) and 2019 (83%). Although 2021 saw more Dutch films released than 2020 (51 vs. 43), admissions dropped from 3.5 to 3.3 million. The long periods of lockdowns and restrictions in relation to the corona crisis played a large role in the decline. The Forgotten Battle/De Slag om de Schelde was the best visited Dutch film of 2021, closely followed by Rebels @ School/Luizenmoeder - De Film. 4.6 DISTRIBUTOR MARKET SHARES 2017-2021 Market share major distributors recovers from 2020 The corona crisis had a big impact on the release schedule of films in 2020. Major distributors in particular were forced to postpone most of their upcoming films. 2021 showed some recovery with more films released in cinemas. During the corona crisis this market share was significantly higher, with 2021 showing a share of 28.3%. This is mainly the result of a bigger market share of Dutch films in the same year.

5.2 FILMS SCREENED 2017-2021 51 feature-length Dutch films released with 3,092 prints In 2021 51 Dutch and documentaries (majority coproductions) were released, an increase compared to 2020 with 43 titles released. This is still far less than the pre-corona crisis years though. The total number of European films in Dutch cinemas saw a decline from 138 in 2020 to 122 in 2021. 1. Small increase in the combined market share of major Dutch exhibitor chains
21.3% INDEPENDENTS
In total the three major exhibitor chains (Pathé, Vue and Kinepolis) attracted 70.9% of the cinemagoers in the Netherlands. That is a small increase in comparison to 2020 (67,5%). Independent cinemas (21,3%) and arthouses (7,9%) both dropped a bit in market share. In terms of number of screens major exhibitors accounted for 516 screens, which is almost the same number as independent cinemas and arthouses combined (511).

In 2021 the theatrical boxoffice, greatly impacted by the corona crisis, is only a fraction of the total market turnover In 2021 VOD again profited greatly from selfquarantining (staying at home) due to the corona crisis. Total SVOD and TVOD together generated a record 822M euro, a 51% increase. Of that figure the SVOD market represents the bulk share with 777M euro, a staggering 58% increase* in turnover value compared to the previous year. Due to cinema’s being closed for a prolonged period and with the explosion of streaming in 2021, the total box office revenues shrank to 142M euro, a mere 14.4% of total market turnover. DVD and Blu-ray sales already showed a downward trend in the last years and 2021 was no exception. Physical retail generated €22 million, a 39% decrease in comparison to 2020. It must be noted that the large increase of the SVOD value can also be influenced by a change in the method of calculation.

6.3 VOD PLATFORMS AND SERVICES More than 50 VOD platforms available in The Netherlands The number of VOD platforms Dutch audiences can use to watch films and documentaries is still increasing. A total of 52 TVOD and SVOD (including catch-up) platforms are available to the public. Although specific numbers are not made public, according to our own analysis the overall trend still shows a significant growth in subscribers of SVOD. One TVOD service (PICL) co-operates directly with exhibitors and distributors and offers users the opportunity to watch movies at home while they are still playing in cinemas. Users pay the price of a regular ticket and can choose to ‘’donate’’ their admission price to one of the associated theatres. This research monitor shows that Netflix is still the most used VOD platform in Netherlands. Of Dutch households 62% say that they used Netflix in 2021. After Netflix, Videoland (22%) and Disney+ (17%) are the most used platforms.

6.5 B VOD SERVICES AND USAGE 2021 In terms of demographics users of Netflix and NPO Start Plus have a larger amount of users at older ages. Disney+ and Amazon Prime Video tend to be more attractive to younger age groups. In addition, Videoland is especially popular with women. 7.3 CREATIVE EUROPE PROGRAMME SUPPORT 2014-2020 Almost 35 million euros to the Dutch audio-visual industry through Creative Europe Desk NL between 2014-2020 Due to the delay of the first “new generation” calls within the new Creative Europe Programme 2021-2027 and modifications in the grant agreement procedure, complete data of 2021 are not available at time of this publication. Dutch participation in the previous Creative Europe program (2014-2020) reveals that the Netherlands did very well. Almost 35 million euros went directly to the Dutch audio-visual industry.
