HAMILTON, Bermuda—With stately resorts and white-roofed cottages nestled against pinksand beaches, Bermuda is one of the most idyllic slivers of land in the world, just a short flight from the Eastern Seaboard. Because of a heavily regulated real estate market that prohibits Bermudians selling to non-Bermudians and a hefty licensing fee for overseas buyers, the luxury market is tight, with only 10-15 estate transactions occurring annually. Brian Madeiros of Coldwell Banker Bermuda Realty reports that 2008 generated above average total sales, followed by a softer start to 2009. “However, we are now seeing more interest in the market,” he says. Compared to many other island paradises with which it competes, Bermuda offers greater accessibility, economic and political stability, and a more advanced infrastructure. For $3.9 million, an overseas buyer can acquire a 4,000-square-foot home on a half-acre site, and the current inventory includes oceanfront estates priced to $25 million. Luxury condominiums or townhouses are offered for as little as $1.2 million. According to Madeiros, about 85 percent of overseas buyers are from North America, with the balance primarily from the United Kingdom. Because of the limitations on overseas buyers, the inventory does not fluctuate as much as most luxury markets, but Madeiros insists this is a good time to invest. “There is currently a wide choice of properties in a broad range of prices, and our luxury home market has always held its value,” he maintains.

REHOBOTH BEACH, Del.—The historic town of Lewes, Del., (founded 1631) and neighboring communities of Rehoboth Beach and Dewey Beach comprise a vibrant family vacation home market in Delaware that is rapidly gaining favor with retirees, reports Bruce Plummer of Coldwell Banker Resort Realty. “Retirees love the quality of life we offer here,” he says, citing the low crime rate, great recreation and remarkably low property taxes, adding, “But they are still close to their families back in Washington, Baltimore or Philadelphia.” Baby boomers often pick up properties for summer vacations, with plans to move in permanently after retirement. Plummer notes that prices are off 20-25 percent from their historic highs in the luxury market, but reports, “There has been a significant increase in business in the past few months,” suggesting, “People seem to sense this is the bottom and realize they need to act now.” The luxury market begins at about $2 million, for which buyers can expect 3,000 to 3,800 square feet within a couple blocks of the beach, and more modern amenities further inland. Beachfront properties command at least $3.5 million and ascend all the way to $10 million for the most spectacular estates. Plummer is confident a recovery in the local market is rapidly approaching, if it has not already begun, and insists that current market conditions— plentiful choices, competitive prices and favorable financing—represent an unprecedented opportunity. “This is the best inventory I’ve seen in 30 years, and I can’t imagine a better time to buy,” he says.

F L O R I DA F A N TA S I E S JACKSONVILLE, Fla.—The real estate market in Jacksonville, Florida, never suffered as much as in Tampa or Miami, and Monica Hentschel of Coldwell Banker Devonshire Realty is optimistic about the future. “We’ve seen some dramatic increases in activity, which is starting to translate into sales,” she says, noting that some properties are even attracting multiple offers. With the St. John’s River, the Intracoastal Waterway and the Atlantic Ocean, Jacksonville boasts more than its share of coveted waterfront properties. It also lacks the congestion of South Florida or Atlanta, yet offers big-city amenities such as NFL football, an active arts scene and a revitalized downtown. As a result, this north Florida metropolis is popular with buyers from New York and New Jersey, including many retirees looking for sunshine, reasonable prices and a less hectic lifestyle. Unlike many Florida localities, however, the vast majority of buyers in this market are shopping for year-round primary residences.
