Een geheel nieuwe redactie bestaande uit specialisten in beeldende kunst, design, mode, illustratie, poëzie, fotografie, architectuur en grafisch ontwerp, selecteerde voor 2024 elke dag een nieuw, bijzonder werk. Deze werken worden gebundeld in een lijvige, bijna 3 kilo wegende full colour scheurkalender. Elke dag een vers stuk kunst aan de muur, op tafel of op het boekenezeltje.
Podium voor kunstenaars De kalender biedt een podium aan gerenommeerd én aanstormend talent. Voor kunstenaars is het dé manier om hun werk aan een breed publiek te presenteren. Breed palet aan kunst De kalender toont op een originele manier het veelzijdige aanbod van kunst in Nederland. After graduating from the GLR continued studies at the WdK in Rotterdam, but dropped out aft 1,5 years to start working. Best choice ever! Nowadays spent most of my time in the office, working on illustrations, magazines, books, paintings and researching recipes, but from time to time sneak out to paint. 42 43 CUSTOMS SUPERVISION SUPERVISION LEVELS PROVISION INTERVENTION CORRECTION REPERCUSSION ENFORCEMENT TOOLS Figure 5 Customs Supervision Pyramid Conceptual framework PART –THE BEDROCK Supervision is the range of activities carried out by Customs to ensure that the rules laid down in legislation are observed and the objectives pursued. Supervision is carried out on four supervisory levels Service Provision Intervention Correction Repercussion. Within these supervision levels, specific enforcement instruments used for each level. This can be represented schematically as follows: Figure 5 shows, first of all, that all the activities carried out by Customs to ensure the correct application of the laws and regulations and compliance with the obligations and formalities laid down in them can be classified as Supervision Supervision, then, entails more than 'checking whether the rules are being complied with, followed by corrective or punitive action if not'. Supervision is the sum of all activities in the areas of Service Provision, Intervention, Correction and Repercussion and of all enforcement instruments used in these areas. The figure also shows in line with the theory of responsive supervision developed by Ayers and Braithwaithe that the group of members of the public and businesses confronted with the various supervision levels becomes smaller as a higher, 'heavier' supervision level is reached. Each member of the public and business can claim 'Service Provision'; 'Intervention' is only exercised on the group of members of the public and businesses that generate an actual crossborder movement of goods, 'Correction' is only applied if it emerges that the rules are not being complied with, and 'Repercussion' is limited to the group of members of the public and businesses that have (seriously) broken the rules. A further explanation of the supervision pyramid, to clarify the terms used in it: 1] Through Service Provision Customs aims to support members of the public and businesses as much as possible in complying with their obligations and meeting the formalities. Service provision is thus an important instrument for promoting the compliance of members of the public and businesses, i.e. the extent to which they voluntarily and of their own accord fulfil their obligations. Adequate Service Provision by Customs supports compliance by members of the public and businesses. Activities that can be undertaken within the framework of Service Provision include informing members of the public and businesses about the relevant laws and regulations and consulting with groups of citizens and businesses about their application. But this may also include adequate physical, telephone and digital accessibility, the availability of a digital counter for submitting declarations electronically, the (partially) pre-completed Customs declaration and the representation of the interests of members of the public and businesses in the development of legislation and regulations. All these activities can be regarded as enforcement instruments they raise awareness of the regulations among members of the public and businesses and make it easier to apply them. They increase the willingness to comply and thus the extent to which the goals envisaged by the legislation in question are achieved. Service Provision is more than a service-oriented attitude of the enforcement organisation. Service Provision consists of all concrete activities that enable members of the public and businesses to fulfil their obligations easily. This often cuts both ways: adequate service provision makes it easier for members of the public and businesses to comply with their obligations and formalities and makes it easier for Customs to detect shortcomings. It can inform the members of the public and businesses concerned; they, in turn, can solve the problem themselves. As an example, it is a form of Service Provision when Customs applies business rules in the electronic declaration process; this makes it possible to check a declaration for completeness and inconsistencies. In cases such as these, the declaration may be rejected. For the members of the public and companies involved, this reduces the administrative burden since they can easily correct their declarations themselves and will not face a formal correction of the declaration by Customs and the time-consuming procedures that will entail. At the same time, Customs has seen a reduction in the 'burden of supervision': the proportion of correct declarations is developing positively, so that less intervention is required. 2] At another level of supervision, that of Intervention Customs checks whether members of the public and businesses have correctly and fully complied with the legal obligations and formalities applicable to them. For this check, Customs intervenes in the cross-border flow of goods, stopping it for a short or longer 148 PART II THE VISION 149 CUSTOMS The enablers of the Pushing Boundaries Vision In the drawings below, the distinction between the 'traditional' system of reporting and supplying data within the Single Window concept is explained: REPORT FEEDBACK REPORT FEEDBACK REPORT FEEDBACK REPORT FEEDBACK Without a Single Window, an economic operator will have to make as many notifications as there are inspection services involved in the cross-border movement of goods. The procedures and IT systems prescribed by the respective inspection services must be used for each notification. The feedback will also be through the Single Window, but there will be as many feedback reports as inspectorates involved. In this version of the Single Window, the advantage is at the 'front end' (the process of providing data to the government) and not at the 'back end' (the process of reporting the research results). In the ideal application of a Single Window where one of the cooperating administrations takes the lead and sees to the internal coordination before feedback process. The economic operator only has to provide data once, there is one feedback moment, and controls to be carried out are coordinated and take place at the same time wherever possible. [r] port community system is an electronic platform within 'community' of a seaport or airport, to which all parties that a role within this community (so not only the parties that have to provide data to the government) are connected. Well-known examples in the Netherlands are Portbase in the port of Rotterdam and Cargonaut at Schiphol Airport. 260 PART III –BUILDING BLOCKS 261 CUSTOMS concerns Customs employees, but also employees of the logistics business, and not only at lower secondary and secondary vocational education levels, but also higher professional education and even academic education levels. The term 'customs professional' also made its appearance around this time. This term was used to describe the need for highly qualified professionals who have in-depth knowledge of the relevant processes within logistics and customs in the supervision of international trade and can link these different processes together. This customs professional can be employed by Customs, but also by a logistics operator. This also means that Customs and the economic operators involved in international trade actually need the same kind of specialist for this specific field of work and that (potential) employees of both Customs and the logistics industry can very well be trained together within the same learning environment, where they are taught the same knowledge, skills and attitudes. This learning environment would have to be built from scratch, as existing in-house training did not provide for the training of such customs professionals, nor was there a suitable alternative available on the market. 7.4.2. COMPETENCIES OF THE CUSTOMS PROFESSIONAL Before setting up a common learning environment, another question needs to be answered: what competencies should the customs professional possess? Another precedes this question: what competencies should 'the average customs officer' possess? Two 'standards' are available for answering both questions: the EU Customs Competency Framework of the European Commission, and the Professional Standards of the World Customs Organisation. Both are outlined below. 7.4.2.1. EU CUSTOMS COMPETENCY FRAMEWORK The EU Customs Competency Framework (abbreviated as CCF) was created in 2014 as a result of a study (2011) into the possibility of developing a uniform customs training programme at an academic level within the EU. This study found that although the customs administrations of the EU Member States offer a significant number of training courses, their content is not always future-proof. The training material does not automatically train customs professionals in the competencies they need to adequately deal with the major changes that have taken place in the international movement of goods and its supervision. However, these changes have significantly changed the nature of the 'customs profession' and the supervision of cross-border goods movement. This has led to a significant change in the needs of all parties working in that field, both on the public and private sides. In the report Feasibility study on a potential EU academic programme for the customs profession the EU subsequently drew a number of conclusions: The labour factor and its continuous development is the critical success factor for the future of customs in Europe In view of this development, a uniform description of the competencies of the staff of the customs administrations within the EU is necessary Academic education in the customs field is more than necessary. That uniform description is the CFF, which was developed in cooperation between the EU, representatives of the customs administrations of the EU Member States, representatives of logistics operators within the EU involved in cross-border trade in goods and the World Customs Organisation. It consists of two parts: one for the public sector, i.e. the customs administrations of the EU Member States, and one for the private sector, i.e. EU economic operators involved in cross-border trade of goods to or from the EU. After all, both sectors employ 'customs professionals'. The CFF not only describes 'job profiles' of public and private sector employees working in the field of cross-border trade of goods. It is also a tool that can be used in the context of recruitment and selection of future employees, matching the training content with the competencies these employees need, and exchanging best practices on training within the EU (see Figure 16).
