Issue Date: 9/28/2020 Deadline: 10/20/2020 – 2:00 pm Contact: Brandi Page, Town Administrator Awarded To: The Town of Otis is accepting bids by October 20, 2020 at 2:00 pm for the following services in accordance with Chapter 149, Massachusetts General Law. “BOILER AND BURNER MAINTENANCE SERVICES PROVIDER” The contract being offered is for a one year period from Nov 01, 2020 through October 31, 2021 with two (2) additional one (1) year options at the sole discretion of the Town. Services to include preventative maintenance and emergency service on 13 boilers/burners located at 9 individual sites within the Town of Otis. All contracts must be strictly awarded in accordance with the requirements of this Invitation for Bid. If it becomes necessary to revise any part of this Bid or otherwise provide additional information, an addendum will be issued to all prospective bidders who received copies of the original request. Yearly services are not expected to exceed $5,000. Chapter 149 applies to the services to be provided. Full compliance with Federal, State and Municipal Wage Laws is required of all work done for the Town of Otis. Minimum Wage Rates as determined by the Commissioner of Department of Labor and Industries under the provision of the Massachusetts General Laws, Chapter 149, Section 26 to 27D, as amended, apply to this project. It is the responsibility of the contractor, before bid opening, to request if necessary, any additional information on Minimum Wage Rates for those trades people who may be employed for the proposed work under this contract. Wage Rates dated August 12, 2020 shall be provided in the bid specification and are applicable to this project. Contractors shall be required to comply with all applicable Massachusetts General Law Chapter 149, and all other applicable Massachusetts General Laws. Bids are due in the Administrator’s Office no later than 2:00 p.m. on October 20, 2020 and the bid opening will be at that time. All bids must be received prior to the opening to be considered. Prevailing wages as determined by the Department of Labor and Industries under the provisions of Massachusetts General Law c. 149, s.26 apply to this contract. OSHA 10 certification to be submitted with bid and is required for any worker performing work on Town property. The Town of Otis reserves the right to reject any or all bids when it deems to be in the best interest of the Town. A contract award will be made by the Town of Otis Board of Selectmen within 30 days after the bid opening.

The Town of Otis, through its Board of Selectmen, is accepting bid proposals by October 21, 2020 at 11:00 am for the following services in accordance with Chapter 149, Massachusetts General Law. “SOLID WASTE & RECYCLING SERVICES”

The contract being offered is for a one year period from Nov 01, 2020 through October 31, 2021 with two (2) additional one (1) year options at the sole discretion of the Town. Services to include waste hauling from the Transfer Station, 536 West Center Road, Town of Otis. All contracts must be strictly awarded in accordance with the requirements of this Invitation for Bid. If it becomes necessary to revise any part of this Bid or otherwise provide additional information, an addendum will be issued to all prospective bidders who received copies of the original request.

OSHA 10 certification to be submitted with bid and is required for any worker performing work on Town property. Certificate of Non-Collusion and Tax Compliance Certification must be submitted with bid. The Town of Otis reserves the right to reject any or all bids when it deems to be in the best interest of the Town. A contract award will be made by the Town of Otis Board of Selectmen within 30 days after the bid opening. The content of all bid proposals will be considered confidential until the contract has been awarded. Per Massachusetts General Laws, Chapter 30B Sec 1(b)(30), a contract for the collection, transportation, receipt, processing or disposal of solid waste, recyclable or compostable materials is exempt from public bid laws. Firms responding to this request must clearly understand that this is not a formal bid process pursuant to the legalities of MGL Ch. 30B and that the municipality is utilizing this format so that all interested firms can provide a proposal based on equal footing so that they a more direct comparison can be made. of calm and beauty, respite from the headlines, stress of the past year and ever-changing world. That’s what we all crave right now. Thankfully, Winterlights is coming. The team at Naumkeag began planning the annual wintertime draw during the pandemic, while maintaining the Gilded Age mansion and estate, bequeathed to The Trustees of Reservations in 1958. The Trustees is a nonprofit organization dedicated to preserving iconic and natural places statewide. Brian Cruey is Director for The Trustees’ Southern Berkshires region, which includes Naumkeag. He spoke with The Eagle recently about how this year’s Winterlights experience will be a bit different than years prior and to advise Winterlights fans not to dally, as tickets will sell out quickly after they go on sale to the general public at noon on Oct. 16. There will be a pre-sale for Trustees members (renew those memberships, Cruey says), and general admission tickets follow a few days later. A FEAST FOR THE EYES For those who don’t know, Winterlights is a dazzling feast for the eyes, with more than 150,000 en-

Coming up with a pandemic plan for the event was a challenge but it will be worth it, says Cruey. “We decided we would do it and make it work. We thought it was important to have a moment of normalcy,� says Cruey. “We’re really proud that we’ve found a way to welcome the community back to Naumkeag this year.� Winterlights will run from Nov. 27 to Jan. 2, from 4:30 to 8:30 p.m., and won’t be open Christmas Eve or Day. Based on the rate of ticket sales for its Oct. 1 show, The Incredible Naumkeag Pumpkin Show, Cruey expects Winterlights to sell out. “We’re going to mix it up, with some new elements but also favor-

ites from years past,� says Cruey. Attendees wanting to see such displays as Rainbow Road, Laser Light Forest and Blue Steps, will not be disappointed. NEW SAFETY PROTOCOLS What will be new are things such as masks and social-distancing requirements. Naumkeag’s attendance plan will greatly decrease the number of visitors from the 1,500 to 1,800 who normally attend during preCOVID times. State occupancy limits mean that only 50 people are allowed to congregate at the site at one time; 200 visitors will be allowed over the course of an evening. As such, Cruey says staffing has been curtailed to get as many peo-

ple through the door as possible. “We’re operating at a reduced capacity, to allow more spots for more people,� says Cruey. “We’re asking people to be patient. All of these events are a group effort. It’s going to be up to everybody to help to get as many people as possible to see the show.� Attendees will be asked to go through once and limit their stay to an hour. “We are expecting that people are going to be respectful and apply what they have learned about COVID safety,� notes Cruey. This year, the event will run Tuesdays through Sundays, to expand opportunities for more groups of people to see the spectacle during the reduced-capacity event.

Just like some markets and other shopping outlets, the Winterlights displays now are designed to maintain one-way foot traffic. “It’s designed to keep people moving through; it’s going to be great,� says Cruey. Winterlights visitors should also expect no shuttle service this year, another noticeable change from years past. “All parking will be on-site at Naumkeag. With COVID, we can’t have a shuttle system,� notes Cruey. Cruey says it was important to host the event to boost spirits, even if Winterlights took a slightly different form. However, he says not to fret, as Naumkeag will offer its usual spread of holiday-themed delights, such as eggnog, gingerbread, hot cocoa, hot cider, as well as some sweets, popcorn and cider doughnuts. “Naumkeag is a really special place, and I think we all appreciate it a little more this year,� says Cruey. He/she is responsible for assisting the practitioners in the performance of procedures and other patient care required by the clients.
