2015 Achievements
Human Rights and Democracy Following a legal petition by NIF grantee Emek Shaveh, the Israeli Civil Administration that controls the West Bank cancelled a license that was awarded illegally to Jewish settlers in Hebron to establish an archaeological site in the heart of the Palestinian neighborhood Tel Rumeida. As an association of progressive archaeologists, Emek Shaveh fights efforts like these to use archaeology as a pretense for expanding settlements in East Jerusalem and the West Bank.
Combating Racism NIF grantee Sikkuy is leading the struggle against discrimination as tensions between Jewish and Arab citizens escalate due to recent violence. In response to several schools banning Arab workers, Sikkuy launched a campaign urging government ministers to oppose the illegal dismissal of Arabs from their jobs. Sikkuy also sent an urgent appeal to the Attorney General and distributed information to Arab workers explaining how to receive assistance from the government’s Equal Employment Opportunities Commission.
Bedouin Israelis Three schools in Umm Batin, a Bedouin village in Israel’s South, are now finally connected to the electricity grid after a Supreme Court ruling. More than 3,000 students are affected by this case, following a petition filed by NIF grantee Adalah in 2013, and 3 other schools are in the process of being connected. Additionally, several indictments against individuals arrested during protests against home demolitions in the unrecognized Bedouin village of Al Araqib were dismissed by the Be’er Sheva Magistrate’s Court.
Religious Freedom With the help and guidance of NIF grantee Mavoi Satum, a woman who married outside the auspices of the chief rabbinate was able to get a divorce in an independent religious court. This represents a major victory for alternatives to the chief rabbinate’s monopoly and its state-backed rabbinical courts.

Social Justice Local residents and activists won a decades-long battle to open a nature preserve in the heart of Jerusalem. A coalition of local residents and social justice activists, assisted by Shatil and NIF grantee Bimkom — Planners for Planning Rights, fought to keep the land out of the hands of private interests. In addition to saving this important green space, activists are also promoting a project to repopulate the valley’s near-extinct gazelle herd.
East Jerusalem In a major victory for equality, the Jerusalem District Court ruled that the municipal government must maintain roads and infrastructure in Kafr Aqab, East Jerusalem’s northernmost neighborhood. This underserved Palestinian neighborhood is beyond the separation barrier and does not receive basic services from the Jerusalem Municipality, even though it’s located within the city’s boundaries. NIF grantee Ir Amim filed this petition on behalf of Kafr Aqab’s 20,000 residents.
Combating Women’s Exclusion Veteran NIF grantee Israel Religious Action Center (IRAC) won a major victory when the court ruled against “modesty signs” — publicly posted signs demanding modest attire for women. The ruling found Beit Shemesh’s municipal government guilty of gross negligence in its failure to act against the illegal signs, awarded damages to the four plaintiffs, and demanded that the city immediately remove the signs.
Economic Justice Thanks to several years of intensive advocacy efforts by flagship NIF grantee the Association for Civil Rights in Israel (ACRI), as well as a petition to Israel’s Supreme Court, poor families can no longer be disconnected from the water supply due to poverty and inability to pay their bills.

brought another surge in racism and tensions between Jewish and Arab citizens. Leading up to the March elections, ultranationalist candidates openly incited against Israel’s Arab minority, calling for violence, loyalty oaths, and expulsion. On Election Day, Prime Minister Benjamin Netanyahu used the threat of Arabs ‘heading out to the polls in droves’ to turn out his base and fan the flames of fear and prejudice. From the Jerusalem Pride Parade to the streets of Tel Aviv, Israel was rocked by terror attacks. These acts of violence against innocent

civilians, including both Jews and Arabs, created a climate of fear and distrust. It’s no wonder that recent polling found that nearly half of Israeli Jews want Arab citizens expelled, and almost as many do not believe that peace is possible. In a year in which extremists tried to tear Arabs and Jews apart, the NIF family was at the forefront of bringing them back together. Behind the headlines and reports of violence, there were ordinary Israelis from all backgrounds who fought back against racism and incitement. They are creating an Israel in which minorities exercising their right to vote is not a threat, but a celebrated symbol of a shared society.
In a shared society, minority groups are not just tolerated — they are valued as an irreplaceable part of the whole. To make that vision a reality, NIF grantees work to ensure that there are public spaces where different sectors can meet and mix as part of everyday life. That’s why NIF grantee Givat Haviva has fostered shared space partnerships between Arab and Jewish municipalities in northern Israel, including shared tourism projects and shared economic development initiatives. This is not just

coexistence and meeting the “other” — it’s coming together as equals, based on shared values and interests, and shaping a society that both enriches everyone and is enriched by everyone. But building a shared society also means taking decisive action against those whose agenda pits Israelis against each other. The Coalition Against Racism, which represents nearly 50 organizations, fought back against the hate-filled climate of the elections season by promoting voices against racism across the usual dividing lines, including Mizrahi Jews condemning violence against Arab citizens and Russian-speaking Israeli leaders denouncing racism against Ethiopian Jews.

NIF’s partners in the New Initiatives for Democracy (NIFD) program are also involved. The Shaharit think tank hosts a group of Palestinian Israeli citizens who are in dialogue with groups from other sectors, including the ultra-Orthodox, national religious and Mizrahi Jews. Mitvim, a foreign policy think tank, sponsored a joint project with the Abraham Fund designed to include PalestinianIsraeli citizens in the peace process. The Mizrahi organization Kol Israel Haverim (KIAH) devoted its annual education conference to the subject of shared society, and conducted a campaign for tolerance in Jerusalem based on the writings of traditional Jewish religious sages.

This is what shared society looks like in practice — people of all racial and ethnic backgrounds coming together to declare that racism and exclusion have no place in their society. Late in the year, the Netanyahu government announced an enormous increase in funding to the Arab sector for education, transportation, and land and housing expansion. Although the agreement remains to be implemented, those involved credit NIF grantee Sikkuy for working tirelessly to develop the new budget blueprint, and for continuing to monitor the political process to ensure that equal funding finally reaches one of Israel’s most underserved communities.
Out of divisiveness, unity. For the first time, Arab and Jewish-Arab parties united in the Joint List, which emerged as the third largest party in the Knesset led by MK Ayman Odeh, a veteran shared society activist. In his first Knesset speech, Odeh declared that Israel’s future depends on Arab and Jewish citizens sharing society as equals.

Human Rights and the Occupation
WATCHDOGS
have warned for decades that the 49-year-old occupation and settlement enterprise erode Israel’s democracy, its safety, and its standing in the world. But only recently have many Israelis begun to see these warnings coming true. NIF-supported human rights groups have tirelessly documented the human, moral, and strategic cost of the occupation, from the testimonies of Breaking the Silence’s combat soldiers to the reports of the Mitivim think tank on Israel’s hawkish foreign policy and growing isolation. The settler lobby has fought back. With an ultra-nationalist message and many allies among Israel’s leadership, it has pushed a crackdown on dissent, attacking and inciting against critics of Israeli government policy. By branding human rights activists as “foreign agents,” “traitors,” and “terrorist moles,” these extremists attempted to silence progressive civil society, a linchpin of Israel’s democracy. In 2015, these attacks escalated. The attacks against the human rights community came at an already anxious time, as the situation in the Occupied Territories continued to deteriorate. Violent acts of terror claimed the lives of both Israeli and Palestinian civilians. The arson attack on the Dawabsheh family home in the West Bank village of Duma killed 3 people, including an 18-month-old child. In the months

that followed, dozens of Jewish civilians were killed and wounded by terror attacks. Instead of addressing the roots of the violence, rightwing extremists doubled down on incitement and fear, scapegoating the progressive camp that seeks to lead Israel out of this cycle of violence and retribution. Rather then give in to intimidation, Israel’s human rights activists understood the importance of these attacks — no one would be trying silence them if their message was not powerful. Michael Sfard, legal adviser to several NIF grantees, wrote in response to the smear campaign, “We

NIF supporters in Israel and around the world are inspired by these front-line activists. While we cannot end the occupation overnight, we can ensure this threat to Israel’s democratic future does not fade from the public’s view. That’s why NIF grantees like B’Tselem work through the media to expose how the
settlement enterprise drains Israeli society economically, strategically, and morally. They are our partners in holding up a mirror to society and reminding the Israeli public of the costs of the occupation. NIF grantee Tag Meir, a coalition of organizations from across the religious spectrum, continued to raise a voice grounded in traditional Jewish values against violence and hate crimes. Tag Meir not only organized a powerful solidarity visit to the site of the Duma arson attack, but it also raised nearly $100,000 from ordinary Israelis for the surviving Dawabsheh child.

Under the occupation, violence against Palestinians is an all too common occurrence. That’s why Tag Meir activists have called on Israeli society to do more to protect Palestinians’ lives and property, proclaiming ‘do not be indifferent to racism.’

Ir Amim, a grantee that works for an equitable and sustainable future for Jerusalem, successfully petitioned the Israeli courts to improve roads and other vital infrastructure in the neglected Palestinian neighborhoods of East Jerusalem. While the city confronts Jewish-Arab tensions in the present, Ir Amim is not losing sight of a better future for all of Jerusalem’s inhabitants. If the events of the past year have taught us anything, it’s that this conflict and this occupation cannot simply be managed.

DEBATING
Israel in the community can be fraught with tension for progressive American Jews. Israelis take a range of positions on their country’s future, while American Jews are often told to follow the party line and refrain from publicly criticizing Israeli government policy. The lively debates of the Knesset only highlight the limited discourse in the American Jewish community, especially when tiny and extreme minorities attempt to exclude liberal organizations like NIF from the debate. As a result, the gap between progressive American Jews and their Israeli counterparts can seem insurmountable. NIF was founded to bridge that gap, and not just as a funder. We are your direct connection to the Israelis who are working on the ground, day in and day out, to uphold the values of liberal democracy.

The strength of that connection was on full display at “HaaretzQ with the New Israel Fund,” a gathering of more than 1,300 people, convened in partnership with Israel’s leading newspaper and a slew of American progressive organizations. We brought together Israeli and American journalists, politicians, and civil society leaders to ask the most pressing questions about Israel’s future and to bring Americans into a dynamic conversation with Israel’s most prominent change-makers.
President Barack Obama kicked off the conference with a special video greeting, thanking those assembled for their commitment to justice and democracy and reminding us that, “peace is necessary, just, and possible.” Israeli President Reuven Rivlin, a man of the Israeli right but a stalwart defender of civil liberties, delivered a keynote address on the importance of dissent and freedom of speech in Israeli society.

Progressive American Jews have not only proven their strength in numbers, but they have put their values into action. When NIF grantees were threatened by the latest version of the NGO bill, a law designed to weaken only those civil society organizations that criticize government policy, you answered the call. You joined us as we partnered with other progressive American
organizations in standing up for freedom of speech in Israel. While the fight against the NGO bill is far from over, we made it clear that many of Israel’s supporters believe in the values of liberal democracy and the importance of dissent. When Israel is rocked by violence and fear, some would have us quiet down and put the struggle for social change on hold. But it is precisely in those moments of uncertainty when we must double down on the values that we hold dear: equality, freedom, and justice. It is exactly when the future seems most in doubt that we must recommit to a shared future for all of Israel’s inhabitants. And it is surely when the stakes are so high when we owe it to Israel’s progressive camp to have their backs.

The three stories in this report about aspects of our work in 2015 are a little different from our usual selection. You might have noticed that while two cover aspects of our program in Israel, the last one deals with our work in the U.S. Our telling you about events in the U.S. is a departure for the New Israel Fund. We have always focused on our frontline, on-theground, grassroots work in Israel, and this is not changing. Given Israel’s trajectory towards increased polarization and isolation in the international community, given the now almost 50-year-old occupation, given that many Israelis are pushing back against the ultra-nationalist agenda, we need to increase our commitment to those who can move Israeli society to a path of justice, equality and peace. And we will. But more and more, what happens in Israel reflects and is reflected back to Israel’s constituencies worldwide. This is why we recently asked many of you to participate in an online survey, to ask your thoughts about where Israel is going and how you can accompany Israel and NIF on a more hopeful path.

We discovered that because many of you are deeply concerned about Israel, your affiliation with the New Israel Fund is remarkably strong. Your loyalty and generosity to the New Israel Fund are off the charts, even by the standards of the philanthropic Jewish community. Your participation in our events in the U.S. and elsewhere outside Israel, and your activism on behalf of our issues when asked, has a real impact. And when you join our study tours or actively work to broaden the conversation about Israel in your communities, you contribute your own time and integrity to our proudly progressive values and actions. In the last three years we have expanded and focused our program in Israel to better meet the serious challenges that we face. We will continue to do that. Also, we will turn to our work in the U.S. and our international affiliates, analyze what we are doing and decide, with your help, how to better serve and unite our community here behind our collective vision for Israel.
