But during a time of political instability in Israel and a global pandemic, I’ve been reminded, again and again, what NIF is really all about. At its core, our work has always been about one thing more than any other: the people who make up this community of activists, advocates, and allies. To me, the
last year and a half has served as a shining example of the power of this community, as we have reached out to one another, built diverse, inclusive movements, and risen to meet the challenges of the day. Whether defending democracy in the shadow of the coronavirus outbreak or opposing plans to annex parts of West Bank, the New Israel Fund community will always stand strong for our values. Crisis Action Plan As COVID-19 spread around the world, it revealed inequalities and vulnerabilities in all of the societies it affected, including in Israel. NIF’s task during this public health emergency has been to see the big picture and line up all of the resources we can in order to help all Israelis make it through this crisis. We created a Crisis Action Plan with three strategies to help ensure that Israel weathers this storm and emerges a more just, democratic, and equal society:

Protecting the Most Marginalized and Vulnerable Communities During a public health crisis, those who are affected disproportionately — the most vulnerable and marginalized communities— need special attention and care. But those who need help the most do not always get it, whether for lack of access to basic health services or because the government leaves them out of policies for economic recovery. That’s why NIF grantees have been working to protect the people struggling the most by making sure everyone in Israel can access everything they need to get well, stay healthy, and provide for themselves and their families. NIF’s work to protect the most vulnerable during the COVID-19 crisis falls into three categories: Ensuring equal access to healthcare and other basic needs. Access to healthcare is a basic right that should be afforded to all. Through its “open clinic,” NIF grantee Physicians for Human Rights Israel has been providing healthcare to vulnerable communities like African asylum seekers and
Bedouin citizens. These groups of people face barriers to accessing Israel’s healthcare system, whether because of their legal status or the lack of infrastructure in their communities. Providing access to coronavirus-related information to help flatten the curve. During a pandemic, all people should be able to find clear information in the language they speak so that they can protect themselves and their families. NIF grantees Physicians for Human Rights Israel and Adalah: The Legal Center for Arab Minority Rights advocated for government websites to share accurate and timely public health information in Arabic, Amharic, and other languages, rather than only in Hebrew. Thanks to these efforts, Arab citizens, African asylum seekers, and Ethiopian Israelis have been able to access urgent and credible public health information in the languages they speak. Advocating for a just and equitable economic policy in the aftermath of this pandemic. The economic implications of this pandemic will be enormous, and it is up to governments to help people get back on their feet. NIF grantees like Rabbis for Human Rights, the Berl Katznelson Foundation, and the Social Economic Academy have proposed detailed plans for economic relief, and they are advocating for equitable and inclusive government policies to address the economic impacts of the crisis.

RESPONDING TO COVID-19 Defending Civil Liberties and Democracy NIF and our grantees have fought to ensure that, amidst this public health crisis, Israel’s democratic institutions remain strong and the civil liberties of all Israelis are protected. The Netanyahu government has undermined democratic norms and tried to constrict civil liberties during the pandemic. NIF’s flagship grantee, the Association for Civil Rights in Israel (ACRI), has been working intensely to defend Israelis’ rights and to demand government transparency on policies and decisions related to the pandemic. After Justice Minister Amir Ohana declared a “state of emergency” for the judicial system and tried to shut down the courts, ACRI filed a petition with Israel’s Supreme Court, challenging this attempt to use the pandemic as a pretense for undercutting the power of the courts.
Maintaining a Strong and Vibrant Civil Society
Spurred by the COVID-19 pandemic, Prime Minister Benjamin Netanyahu and his former rival Benny Gantz formed an emergency government in March 2020. This government, which was formed in a crisis, is trying to exploit the COVID-19 crisis to

At the outset of the pandemic, NIF’s action arm Shatil began working with organizations to help them adapt their work, budgets, and staffing needs to this crisis and to plan for the day after. annex parts of the West Bank. This would cause irreparable damage to Israeli democracy and Palestinian rights, and NIF-supported organizations like Breaking the Silence, Yesh Din, and Ir Amim have been mobilizing, educating, and sounding the alarm about this danger to Israel’s future.
A strong and vibrant civil society is essential for a healthy democracy. During this crisis, civil society organizations around the world are both increasingly vital and pressed for resources. With the unprecedented disruption to everyday life and work that COVID-19 has wrought, Israeli organizations have been facing major challenges in maintaining workable budgets and necessary staffing so that they can meet the new and urgent needs of those they serve.
Since then, Shatil has moved its ongoing consulting work with civil society organizations to online formats, hosting digital trainings on topics such as online organizing and management in times of crisis. These trainings have drawn hundreds of attendees from across the Israeli nonprofit sector, ensuring that these activists and organizations have the support they need to make it through the COVID-19 crisis with strength and resilience.

Throughout the extended 2019 Israeli election cycle, Israelis saw unprecedented levels of incitement against Arab citizens in effort by hardliners to suppress, intimidate, and demonize Arab exercise of the legal right to vote. In that same period, NIF and our grantees defended the right to vote for all Israelis, the integrity of the democratic process, and both the necessity and legitimacy of Jewish-Arab partnership.

NIF is a nonpartisan organization that does not endorse or support candidates or political parties. Rather, we speak out against racist incitement, we help ensure that every Israeli can participate in their democracy, and we work to create an inclusive atmosphere in which free and fair elections can take place. In advance of the election in April 2019, NIF grantee The Democratic Bloc, in collaboration with other organizations like Mehazkim (Strengthening), Omdim Beychad (Standing Together), Shatil, and the Lighthouse (which specializes in opposition research), launched the Citizens’ Election Headquarters, a first-of-its-kind coordinated effort to monitor and respond to partisan misinformation and to defend Arab citizens from racist attacks that are contrary to democratic norms and values. Citizens’ HQ was active throughout the last year exposing misinformation and propaganda and defending Arab voters from racist attacks.

A SHARED FUTURE THROUGH JEWISH-ARAB Partnership On Election Day in April, hardliners placed cameras in polling stations in Arab towns with the explicit intent to intimidate and disenfranchise Arab voters. They later announced their plans to do this again in the September 2019 election. It’s unacceptable for any party to use such an antidemocratic scheme that’s clearly designed to frighten and intimidate voters on any side, and NIF will always stand against these tactics, no matter who uses them. Our grantees Zazim — Community Action, Adalah: The Legal Center for Arab Minority Rights, and the Association for Civil Rights in Israel (ACRI) worked together to fight back and appealed to Israel’s Central Elections Committee. After their testimony, the Central Elections Committee banned political parties from placing recording devices of any kind in polling places.
The Next Generation of Leaders The progressive social change movement in Israel needs to be energized from top to bottom, not only by mobilizing people in grassroots organizing, but also by training a new generation of leaders from a variety of professional fields who can articulate and promote a progressive vision for Israel’s future. That’s why NIF supports organizations that are cultivating diverse leaders for a strong and integrated social change movement. Our grantees The Berl Katznelson Foundation — Derech Fellows Program and The Alliance for Israel’s Future are both training progressive Jewish and Arab leaders to take action together. These groundbreaking programs are building relationships that will open up
future possibilities for Jewish-Arab partnership and will work to transform Israeli society.
Standing Up for the Lives of Women NIF is building an inclusive movement, led by Jewish and Arab women, that is working together to protect the lives of women. In December 2018, at the end of a year in which 27 women were murdered by their partners, NIF grantees the Israel Women’s Network (IWN) and Women Against Violence (WAV) led a national women’s strike, the largest women’s protest in Israel’s history. Thousands joined demonstrations across the country, with over 30,000 people filling Tel Aviv’s Rabin Square, calling for government action to protect women. The Arab-Jewish character of these protests was unmistakable. Jewish and Arab women and men marched side-by-side with signs that said “stop the murder of women” — in Hebrew and in Arabic. Thanks to this public pressure, the Israeli government committed 250 million shekels to combating domestic violence. This Arab-Jewish movement continued to mobilize in March 2019, when an Arab Israeli woman was killed, despite the police having known she was in danger. Omdim Beyachad (Standing Together), a Jewish-Arab grassroots movement, brought out its members to demonstrate outside the police headquarters in Lod, calling for an end to violence against women and police neglect of the issue. On November 25, 2019, the International Day for the Elimination of Violence Against Women, Arab and Jewish-led feminist organizations IWN, WAV, Kayan – Feminist Organization, and Al-Tufula Center collaborated on a 13-minute strike in memory of the 13 Israeli women murdered that year. These NIF grantees have continued to join forces and work together on bilingual anti-domestic violence campaigns, raising awareness of this issue in both communities.

In July 2019, an unarmed Ethiopian Israeli youth named Solomon Teka was fatally shot by an offduty police officer. It was the second time a young Ethiopian Israeli was killed by the police that year. The shooting, along with long-simmering frustration with the Israeli government’s slow progress to weed out racial inequality, launched a wave of nationwide protests against police brutality. Thousands of Ethiopian Israelis protested — and they were not alone. Members of Omdim Beyachad (Standing Together), a Jewish-Arab grassroots movement, organized solidarity marches all over the country. In the media and in the streets of Israeli cities, leaders like Ethiopian Israeli activist Avi Yalou called on people of all backgrounds to join the demonstrations, because police violence isn’t only an “Ethiopian” issue, it’s an issue for anyone who wants to live in a just and fair society.
The only way to create a shared society is by bringing people together through shared struggle. That’s why we’re building a broad, inclusive movement that can mobilize diverse groups of people to take action together and build a better future.
Standing Up to Violent Crime Last year saw a surge of violent crime that disproportionately affected Arab communities. Over the last few years, illegal weapons and gun violence in Arab towns have steadily increased due in no small part to neglect by Israeli authorities and racist attitudes that view Arab citizens as enemies, not civilians that police are duty-bound to protect. Nearly 100 Arab citizens were killed as a result of violent crime in Arab communities, leading to neardaily protests across the country. Organizations like The Abraham Initiatives and Sikkuy: The Association for the Advancement of Civic Equality, campaigned for an emergency government response to the violence and called on Israelis of all backgrounds to join them. These NIF grantees modeled true Jewish-Arab partnership, bringing together Jewish and Arab citizens to fight together for equality, safety, and a better future for all.

Fighting Racial Segregation Officially, the city of Afula claimed that a municipal park was for residents only, but in practice, security guards placed at the park’s gates only refused entry to Arab citizens from nearby villages. Adalah: The Legal Center for Arab Minority Rights petitioned the Nazareth Administrative Court on the matter and the court agreed and ordered Afula to overturn the policy, ensuring the park is open to all.
Public Housing Victory for Single Mothers Thanks to the efforts of the Shatil-led Public Housing Forum, single mothers who receive child support will now be eligible for public housing. Until a ruling by the Tel Aviv District Court and effective advocacy by the Public Housing Forum, single mothers receiving child support were considered ineligible for public housing.
Standing Against Homophobia Just a few days before Jerusalem Pride, an ultra-nationalist group put up homophobic ads against LGBTQ rights and same-sex marriage around the city. After the ensuing public outcry and pressure from the Israel Religious Action Center, the Jerusalem municipality ordered the removal of the posters.
Fairness for Arab Israeli Students After a petition was submitted by the Association for Civil Rights in Israel, the Supreme Court ordered the Ministry of Education to translate a state geography exam for Arabic-speaking students. In response to the court’s ruling, the ministry said the geography maps would be fully translated in time for all future exams.

ACTIVISM THROUGH
GLOBAL Partnership NIF was founded as a partnership between Israelis of all backgrounds and diaspora Jews. As a result, our work building a movement is not only focused in Israel, but on strengthening and deepening connections between Israeli changemakers and their supporters around the world. These global relationships are the beating heart of NIF’s work and they have enabled thousands of people, wherever they live, to take action for a better Israel and a better world.
The Social Justice and Global Activism Fellowships When young diaspora Jews relate to Israel, they are increasingly asking to encounter multiple narratives, see and hear more complexity, and confront the social issues that are central to understanding Israel today. They are eager to engage with an Israel that isn’t whitewashed or sanitized. NIF’s fellowships meet this pressing need and empower young Jews to build relationships with their Israeli and Palestinian counterparts on the basis of shared values and to engage with Israel through progressive activism. The NIF/Shatil Social Justice Fellowship places post-college young adults in Israeli organizations for 10 months of work and study. In 2019, fellows were placed at Hand in Hand: Center for Arab-Jewish Education, Bimkom: Planners for Planning Rights, Itach Maaki – Women Lawyers for Social Justice, and Omdim Beyachad (Standing Together).

ACTIVISM THROUGH GLOBAL Partnership In 2019, 17 young Jews from America, Australia, Canada, and the U.K. participated in NIF’s Global Activism Fellowship. After visiting Israel and the occupied territories for 10 days, meeting with Israeli and Palestinian activists, they took what they had learned back to their home countries and mobilized support for NIF’s work in their communities. By bringing young people into the fold of Israeli social justice activism, NIF is strengthening the global connections between progressive Israelis and diaspora Jews, and building a stronger, more connected global movement.
Celebrating 40 Years of NIF In 2019, NIF celebrated our 40th anniversary year with galas in Atlanta, Boston, New York, and San Francisco. Hundreds of NIF supporters gathered together to celebrate 40 years of our work fighting for equality and democracy in Israel and building community around these values in America. Maisam Jaljuli, a Palestinian citizen and a feminist social activist, visited several U.S. cities after receiving the Gallanter Prize at NIF’s annual Guardian of Democracy gala in San Francisco. Her inspiring message about the power and importance of Arab-Jewish partnership helped strengthen ties between the American Jewish community and Israeli civil society.

victories Kicking Racism Off the Soccer Field Since the 2003 founding of NIF’s Kick It Out (KIO) campaign to fight racism in soccer, KIO has campaigned relentlessly to highlight the problem, which has gradually been reduced over the years. There were only two cases of racist chanting by Beitar Jerusalem fans during the 2018/19, compared with 17 during the 2017/18 season, and 35 in 2016/17, according to a KIO report.
Mainstreaming Accountability and Fact-Checking Less than two years after its founding, The Whistle, the only organization fact-checking statements by Israeli politicians, was acquired by the Israeli financial news site Globes. The Whistle was incubated by NIF as part of our New Initiatives for Democracy (NIFD), and this development is a hopeful sign of support from the Israeli business community for government accountability and transparency.

Public Transportation on Shabbat
Lawyers for Social Justice
After persistent campaigning by NIF grantees Be Free Israel (Yisrael Hofsheet) and the Israel Religious Action Center, Tel Aviv and nearby areas introduced public transportation on Saturdays, attracting tens of thousands of passengers. In the wake of the success of these Shabbat buses, other municipalities said they intend to operate public transportation on Saturday.
Economic Planning for Bedouin Towns Lakia will be the first Bedouin municipality in Israel to have its own economic planning department. Thanks to Shatil, in collaboration with the European Union and Bimkom: Planners for Planning Rights, Lakia will have the capacity to implement an economic development plan and include local residents in the decisionmaking process.

NIF’s Engagement, Education, and Leadership Programs in Israel and the U.S. are major components of NIF’s mission, and include our social justice fellowships, study tours, New
Generations programming, education and awareness-raising events, critical media campaigns, and press work.
NIF’s support expenses are the infrastructure throughout the U.S. and in Israel that help us raise funds and keep the lights on in our offices in Jerusalem, Haifa, Beer Sheva, and cities
across the United States. The pieces of this pie come together
to form a strong and sustainable network of change-makers in Israel and communities of supporters around the world.
