Clock Tower OMB hearing set for next year TERESA LATCHFORD tlatchford@yrmg.com Newmarket residents will have to wait a year to find out if the proposed Clock Tower development will get the green light. Lawyers and the public packed into the Cane meeting room at town hall for the second Ontario Municipal Board pre-hearing session where it was determined a three-week hearing would be necessary to accommodate all of the discussion points agreed upon by participating parties, witness statements and expert testimonials. The hearing will begin Aug. 7, 2018, and will run no later than Aug. 27, OMB adjudicator Laurie Bruce said. The hearing is expected to take place in council chambers at the municipal offices on Mulock Drive but should chambers be occupied at any time, the Cane meeting room will be
utilized. Main Street Clock Inc. is appealing the town’s decision not to make allowances under the Heritage Act and zoning bylaw required for the proposed 165-unit, seven-storey rental apartment complex with underground parking and five ground-floor retail commercial units at the corner of Main Street and Park Avenue. The current heritage conservation district bylaw limits the area to three-storey buildings. In 2016, there was a land swap request in the original development application of the developer conditional on the approval of the proposal, which the town denied in December. The town and developer are now disputing the ownership of a piece of the property and will be heading to court on Nov. 15 where a judge will determine ownership.
At the first pre-hearing, three organizations were seeking party status but the Trinity United Church and the Architectural Conservancy of Ontario bowed out, leaving only the Heart of Newmarket group with party status. Main Street Clock Inc. legal counsel Ira Kagan, the town’s legal counsel Leo Longo and Heart of Newmarket representative Gerald Fox worked with Bruce to tackle the "issues list" of items that will be discussed and debated come the formal hearing. They tweaked wording, consolidated items and deleted others all together. Items discussed included the coverage of the district plan, traffic studies and property and garage access. There are also more than 20 people who have been granted participant status for the hearing.

he province’s Special Investigations Unit (SIU) launched investigations into 13 police-involved deaths and injuries in York Region last year but you only heard about six of them. That’s because the SIU doesn’t have enough staff to issue news releases for every investigation, according to SIU spokesperson Jason Gennaro. "Each year the SIU starts hundreds of investigations all across the province," Gennaro wrote in an email to Metroland Media. "The unit has limited resources and does not have the ability to issue an initial news release and to provide details in every case it begins." The SIU isn’t required by law to report to the public. It does so as a matter of policy. That’s one thing Justice Michael Tulloch, in his Independent Police Oversight Review report, has said must change. "The SIU must be more open, candid and communicative than it is now," Tulloch concluded in the lengthy report released this past April that included 129 recommendations for improvements to the current system of police oversight in Ontario. He quoted the Police Services Act, which states only that the SIU must re-

Since the release of Tulloch’s report, the Attorney General has committed to releasing all reports publicly, online. That decision will give the public access to information about all SIU investigations in which charges are not laid, but only after the case has been closed. Tulloch recommended the law require the SIU report to the public on every investigation, and he even set out guidelines for how often the unit should update the progress being made on ongoing investigations - after 120 days, and then every 60 days thereafter. Gennaro has said the SIU is committed to issuing news releases in all death cases, shootings, and for "major" vehicle collisions
involving police, which has meant few details released in the majority of SIU-involved cases. Under that policy, news releases are issued by the SIU only 25 per cent of the time, or for one out of every four investigations it conducts, Tulloch’s review found. The SIU handles hundreds of cases each year. Last year, it opened 327 investigations. Tulloch emphasized the correlation between accountability and public trust in the SIU and the amount of information the unit shares with the public. In 2014/15, the SIU spent 4 per cent of its total expenditures on "communications, outreach and affected persons," or $352,584 out of approximately $8.2 million. "Public accountability
is vital to the SIU’s success. Yet the SIU currently has only one person responsible for public communications," Tulloch concluded. Approximately 80 per cent of expenditures were spent on investigations and identification services. "This disparity between the two functions should be addressed," Tulloch concluded, calling for more resources to fulfill its public accountability function. Since the release of Tulloch’s report, the Attorney General’s office has begun releasing the reports the SIU submits and a spokesperson for the Attorney General said that, going forward, all reports will be released to the public. That means the public will be notified of all SIU investigations, after they are completed.
Suzan Zreik spent a good part of her day learning about ballistics evidence and the science of guns. Later that evening, the woman had a bullet lodged in her back, fired by a Peel Regional Police officer. She knew instantly she had been shot. "It was a very hot, burning sensation. There’s nothing else that would’ve flown that quickly through my body," she said. Zreik, 24, was a police foundations student at Humber College when she was accidentally shot March 20, 2015 in her kitchen. The gunfire erupted as officers responded to a disturbance and were trying to fend off a man armed with a knife. Zreik spent the night in hospital and waited six weeks for doctors to remove the bullet. The SIU investigation that followed determined the incident, which also saw the armed man, Marc Ekamba-Boekwa, shot dead and two officers wounded, was "legally justified." The SIU said Zreik was in the "wrong place at the wrong time," a statement that angers her to this day. "I was in my kitchen minding my own business," she said. "These officers were firing wildly into a residential area with children." She is frustrated with the SIU refusing to tell her, or the public, which police officer shot her - and is hoping to find out in court as part of a $21-million civil lawsuit against Peel police. The SIU cannot release the name because it is prohibited by the Freedom of Information and

Metroland has learned through Freedom of Information documents that of the 60 investigators with the SIU, 34 are "former/retired police officers." In his report focusing on recommendations to improve transparency and accountability at the SIU, Justice Michael Tulloch agreed that having former police officers on staff poses a challenge. "Nobody doubts their ability to investigate. Yet many question whether they are biased in favour of police officers," he wrote. However, Tulloch recommended officers continue to be hired because of their knowledge of police training, education and experience. But he also recommended the SIU try to do more to attract and develop quality investigators who do not have a background in policing.

Municipal co-operation should be encouraged Municipalities don’t often play well with others when it comes to attracting sought-after employers or highprofile events. After all, the competition to host a major tournament or bring a big-name corporation to town is generally fierce and to the victor goes the lion’s share of the spoils - among them tourism dollars, in the case of a sporting event, and more business tax revenue with a new employer - not to mention political bonus points and bragging rights. That’s why it was encouraging to see the municipalities in the GTA join forces after tech giant Amazon recently announced its intention to establish a second North American headquarters. Rather than trying to self-promote to the detriment of their neighbouring communities, the mayors of Toronto, Mississauga and Brampton, along with the regional chairs of York, Durham and Halton, have teamed up to present a single regional bid in the hope Amazon will set up shop somewhere in the GTA. The municipalities involved are all members of Toronto Global, an arms-length, not-for-profit corporation established earlier this year, whose mandate is to work with municipalities, the province and the federal government to market and promote the area to potential foreign investors. "The Toronto Region is ready for Amazon. The company already has a strong presence in the area, with more than two million square feet of operational footprint across the Toronto Region," the mayors and regional chairs said in a joint statement issued by Toronto Global. "With ready access to major markets, a compelling cost structure, and sophisticated U.S. and international connectivity, there has never been a better time for Amazon to choose the Toronto Region." Amazon has said that it will spend in excess of $5 billion to build the second headquarters, and it is expected to create somewhere in the neighbourhood of 50,000 good-paying jobs. If any GTA municipality were selected to play host to the facility, it would provide enormous spinoff benefits for the entire region and no doubt create tremendous employment opportunities for residents in all of the aforementioned communities and beyond. Not surprisingly, the GTA isn’t alone in its plans to lure Amazon. Vancouver is preparing its case, as are a number of cities in the United States. Regardless, even if the bid to bring Amazon’s second headquarters to the area proves ultimately fruitless, the co-operation displayed between municipalities and local leaders should be seen as a win. Teamwork can only prove beneficial in future campaigns to attract employers or major events to the GTA and ought to be encouraged.

• LETTERS & COMMENTARY • Conservatives right to blame Liberals over Khadr Re: LETTER TO THE EDITOR: Conservatives culpable in Khadr lawsuit, Aug. 15. Before you bash the right with your emotional speech rather than understand fact, please realize that it was under Liberal power for two leaders (Jean Chrétien and Paul Martin) from 1993 to 2006 that Khadr was held and never brought back to Canada. This means the Liberals had four years to get Khadr out. Yet they did not. Clearly, the Conservatives have no culpability in the four years previous when the Liberals held the power to free him. Or am I missing something?
Also, the fact that the Supreme Court’s ruling mentioned no statement of a $10-million settlement stinks of an emotional response on the part of Trudeau. According to law, he was not a child soldier (14 years according to UN ruling and Khadr was 15 at time of bombings). By carefully comparing Genesis 7:11 with Genesis 8:3 and 4, we see that the ark came to rest on one of the peaks of Ararat after five months or 150 days. Thus, Noah chronicled events on the basis of the adjusted lunar year of 30 days per month. From the second month of Gen. 7:11 to the same day of the seventh month was 150 days. After that, the waters slowly decreased, but as Genesis 8:13 and 14 show, it wasn’t until the 27th day of the second month of the year after the flood had begun that they were able to come out of the ark (bringing his compost with him). However, it wasn’t his composting that kept him
alive, but his obedience to specific instructions. Jesus compared this historical event to the last days of this age before he would destroy the nations for their corrupt conduct. In Luke, chapter 17, we see him comparing the days of Noah and those of Lot to this time, when people would be too busy with everyday pursuits to carry out the specific assignment and instructions he had given us. We would be busy marrying, building, planting (and composting), and taking no note of God’s will, and then suffer the consequences. Lila Duncan has excellent intentions, but composting by itself, while yielding sumptuous mustard plants, won’t cut the proverbial mustard. Thorsten Laue

An elderly man and an elderly woman driving together in a Hyundai died and five other people were injured in a multi-vehicle crash that closed Ravenshoe Road between Woodbine and Warden avenues for several hours Sept. 19, York police announced Wednesday afternoon. The seven-vehicle crash, which police initially reported as involving six vehicles, also sent a 25-year-old man from the Town of Omemee, driving a Honda Civic, to hospital with critical injuries. Four other people were taken to hospital with minor injuries, police said in a news release. The collision happened just before 3 p.m. Tuesday, Sept. 19 on Ravenshoe Road, just east of Woodbine Avenue, according to a news re-

It involved a black Honda Civic, which investigators believe was driving west on Ravenshoe Road, possibly from Hwy 48, as well as a blue Dodge Caravan, two silver Chevrolet pick-up trucks, a white cube van, a silver Kia Rio and a grey Hyundai The investigation is ongoing and any witnesses who have not yet spoken with police, or anyone who may have dashcam footage of the collision, are being asked to come forward. Investigators are inter-
ested in any information on the actions or driving behaviours of any of the involved vehicles prior to the collision. Several ambulances responded to the collision. However, there were no available air ambulances available, according to Ornge spokesperson Joshua McNamara. "It was a very busy day. Unfortunately, when that crash happened, we were already engaged with other transports. It’s not an every day thing. It does happen from time to time," he said.

Mercedes-Benz debuts compact electric concept
FRANKFURT: The MercedesBenz Concept EQA, which made its world premiere at the International Motor Show in Frankfurt, demonstrated how the EQ strategy can be introduced to the compact class. Featuring one electric motor at the front axle and one at the rear, the electric athlete has a system output of over 200 kW. The drive characteristics can be altered by varying the permanent all-wheel drive’s front to rear torque distribution. The Concept EQA is another example of the logical evolution of the Sensual Purity design idiom: sharp edges and lines have been signifi-
cantly reduced. One example of the new electric aesthetic is the light technology which features laser fibres. Here a laser-activated medium is embedded in the centre of a fiberoptic cable. The eye-catching spiralshaped light signet underlines the electric concept, its design evoking the copper windings of an electric motor and the animation visualizing electrical impulses. Two electric motors, with a system output that can be increased to more than 200 kW thanks to scalable battery components, and permanent all-wheel drive deliver impressive dynamic performance.
The two drive programs “Sport” and “Sport Plus” offer a different front to rear torque distribution, allowing a choice of individual drive characteristics. The black panel at the front end acts as a virtual radiator grille and changes its look according to the drive program. In the “Sport” drive program the grille depicts a flaming wing in horizontal format, while in “Sport Plus” mode vertical struts in the style of a Panamericana radiator grille are displayed. In combination with the intelligent Mercedes-Benz operating strategy, the Concept EQA achieves a
range of around 400 km, depending on the battery capacity installed. The highly efficient lithium-ion battery with pouch cells is supplied by the Daimler subsidiary Deutsche ACCUMOTIVE. Thanks to their
modular design, the innovative battery systems have a model-specific total capacity of over 60 kWh. The Concept EQA can be charged via induction or wallbox and is also ready for rapid charging.

Cargo volume behind the second row seats is 493 litres and 928 litres with the seat folded flat. And to make loading easier, the hatch opening is 71 mm wider, loading height is up by 26 mm and luggage tray depth is 20 mm deeper and includes a cargo privacy cover to hide valuables. Suspension remains MacPherson struts up front and a twist beam at the rear and 15-inch wheels are found on the LX or EX, while 17inch alloys come on the EX Sport model and up. Despite being a sub-compact, front and rear leg, hip and shoulder room are almost identical, a rarity in this class where back seats sometimes are for kiddies only. Where this car stands out compared to Rios that have gone before is what I call the Schreyer Factor, meaning Peter Schreyer who transformed Kia from a maker of “cheap and cheerful” econoboxes into the brand that leads all other makers in J.D. Power quality studies the last two years in a row. Here’s one small example When the Rio arrived in 2001, it was awash in hard, shiny plastic interior trim that scratched easily and came loose a lot. Look inside the 2018 Rio and that’s all gone, with soft touch materials, a dual level centre console with connectivity ports cellphone/ tablet storage, a centre stack with a floatingstyle touchscreen/head unit, and one thing I really like about Kias — all the secondary controls such as HVAC are set as high up on the instrument panel as possible. On the outside, the Schreyer Factor sense of styling results in a pert overall design with very short front and rear overhangs and a standard rear spoiler and backup camera. And unlike the first two pre-Schreyer generations, these Rios have color – six hues, in fact, including a vibrant Hyper Blue. But it doesn’t stop there.
Rio is introducing its new UVO Intelligence system that will commence rolling out across the entire Kia model line featuring a number of app or website controlled remote services. Found on the EX models and up, telematics allow remote engine start/stop (including climate control), door lock/unlock, “find my car” locator, various maintenance and service and automatic crash/SOS emergency help/roadside assistance, all with a live agent. All this and more is free for five years and that stays with the car even if sold to a second owner. And, of course, Apple CarPlay or Android Auto are part of the package. My co-driver used his Samsung smartphone to turn the touchscreen into a navi that gave us route directions to a lunch stop during the press launch in and around Quebec City. My Montreal-based driving partner knows the region well and we opted to take the Chemin du Roy (the original road linking Montreal and Quebec City) all the way and it was fabulous. With a hint of fall colour change showing on the trees, the hilly sparsely travelled twolane blacktop revealed handling that was jounce-free, which was not the case with the first generation Rio. With lots of room for two big guys, the 1.6-litre was more than capable of handling the constant prodding of the throttle, while the brakes were just as smooth and easy to modulate as the gas. In short, it drove more like a compact car but without feeling as big. Kia knows Rio is up against some tough customers in the sub-compact arena, but with the level of standard equipment not to mention greater power, they are ready for the cross shopping that is bound to take place. But if potential buyers do just that, they’ll find the company slogan “The Power to Surprise” really does apply when it comes to the 2018 Kia Rio 5-Door.

The 2.0-litre, but with six-speed, was rated at 10.4/7.4/9.1L/100km (city/hwy/combined).
Mechanically, much is the same, including the platform and front-drive only drive train. On the first day of school on Sept. 5, the boy said he got upset after he and another boy got into a disagreement about using a computer. When teachers intervened, he ran away, a behaviour he’s been known to rely on in the past. "It’s better than fighting," said the boy, who likes

The school called York Regional Police to search for the child. The boy said he "tricked" police by hiding in the bushes but they found him be-
fore he could circle back to the school, where he planned to get his bag and go on the roof. Although his 24-year-old sister came with her baby to pick him up, police decided to take him to the hospital because he was too angry. He was placed in restraints restricting the movement of his hands, arms and legs and injected with a sedative. The slight boy said he understands that he was put in restraints to calm him down but doesn’t know why he was then given the needle, which left him dizzy and feeling like he would fall over when he later tried to walk. "They didn’t need to put that in me," he said. "They said when you calm down, they’ll take one (restraint) off one by one. I calmed down, they didn’t take one off. They put it tighter. I freaked out again and that’s when they put the needle in me."

Kiroff said she was dismayed when she arrived at the hospital about half an hour later and saw her son tied down to the bed and then learned about the injection. "I looked at his face and could see he was destroyed," she said. Kiroff, a Canada Post letter carrier who had to empty her truck before she could go to the hospital, is disheartened that a school employee didn’t accompany her son to Southlake until she could get there. Her son was not permitted to return to school until Sept. 15 following a meeting with the principal. Kiroff is also upset with the treatment her son received at Southlake. Meanwhile, if Southlake felt her son was such a danger that he required restraints and an injection, she wonders why he was discharged rather than receiving mental health care at the hospital.
Both the York Region District School Board and the hospital provided emailed responses when asked about the incident. "As I’m sure you can appreciate, we’re required by law to respect the privacy of our students and can’t discuss the specifics of a situation regarding an individual child. Our primary focus is always student safety - in any situation where a child’s safety may be at risk, we have a duty to report and immediately contact the police," the school board said. "We undertake every effort to ensure that our students are in an environment that is safe and welcoming for all. When required, Individual Education Plans (IEPs) and Safety Plans to support a child’s achievement and well-being are developed in collaboration with the child’s family." Southlake said the safety of its patients and staff is paramount.
"In extreme situations where there is an imminent risk or threat to a patient and our staff, based on a medical assessment by a physician, we use restraints as a short-term intervention to protect a patient. Restraints can include a sedative and/or restraining hands and feet," it said. "No one wants to use restraints; it is a last measure and is done only in dire situations deemed an ’emergency.’ In an ’emergency’ situation, our concern for our patient determines how long a restraint is used. A comprehensive assessment is completed before any action is taken; and as soon as the patient is assessed to be safe, restraints are removed. Upon assessment by a physician and psychiatrist, a decision is made to determine whether remaining in hospital is best for a patient; often resources in the community provide longer-term support and treatment."

Hartley Bernier, 8, fundraising for SickKids program LAURA FINNEY lfinney@yrmg.com It all started when eightyear-old Hartley Bernier wondered why he didn’t see any fundraisers for children with his condition. The Newmarket resident has intestinal failure and has faced unique challenges since the day he was born. "He has had 17 operations." He also has to eat 4,000 calories a day. Hartley is an ambassador for SickKids, and has been part of many events for things like cancer and Miracle Treat Day. "He said, ’Why aren’t there any events for kids with intestinal failure?’," said Daniel. "And we didn’t, at time, have a very good answer." Daniel said there are a few reasons: it is rare and not well known. "People don’t want to talk about poop," added Ashley Bernier, Hartley’s mom. So they started Chefs with Hart, a fundraiser for
the GIFT (Group for Improvement of Intestinal Function and Treatment) Program, which provides life-saving care to infants with intestinal failure at SickKids. "It would be an easy case to argue that they are the best in the world at what they do," said Daniel. Two years ago, the family held a fundraising event with the ice cream shop Sweet Jesus in Toronto. Since then, there have been a number of foodbased events in Toronto, Prince Edward County and at Ground Burger Bar and Snackmrkt in Newmarket. The restaurant had two special menu items available for two weeks: deep fried ravioli sliders and Reuben poutine. The dishes were created by Hartley and his younger brother Hudson, who had met with the restaurant staff to come up with the ideas. "They showed us how they wanted them built, how they wanted them plated and we did all that with them," said Grant Buckley, owner of Ground Burger Bar and Snackmrkt. The boys also sold temporary tattoos and merchandise at the restaurant. Ashley and Daniel admitted that their journey with Hartley has been isolating.
But through this fundraiser, they have had a lot of support, including some from well-known chefs. "It’s so flattering, and we feel so happy they would be willing to get behind something like this," said Daniel. "And people go above and beyond," added Ashley. She said they went to Ground Burger Bar for dinner, because it was their kids’ favourite restaurant. They ended up talking to staff about hosting a fundraiser. "Ground Burger Bar has been unbelievable, they’ve been so generous," said Daniel. "I don’t think it is really much of a choice, you just try to help out when you can," said Buckley. So far, Chefs with Hart has raised $35,000. Hartley wants to raise $50,000 by the end of the year. "It’s been quite empowering, because as you can imagine, living with this type of illness would be hard on anybody," said Daniel. "But having your illness be something that inspires people, or that you could be proud of . you are actually fighting back against and doing something about, that’s really changed the way he feels about himself." Action overdue for Rowan’s Law implementation Rowan’s Law is a noble endeavour and badly needed concept intended to create safe practices on the playing fields for youth sports. It’s been four years since the death of Rowan Stringer, an Ottawa-area high school rugby player whose multiple concussions led to her death, started to raise awareness of concussion protocol. Lots of recommendations and talk about what to do have occurred since the Rowan’s Law advisory committee was formed in 2015, which is great. However, it’s time action replaced talk and iron-clad enforcement was introduced. There are already penalties, including suspensions in such high-risk sports such as hockey, rugby, lacrosse and football for head contact and dangerously high tackles, yet incidents continue to occur. By their very nature, it is almost impossible in contact sports to remove all risk factors. What does not help, mind you, are TV images in which we watch players absorb knocks to the noggin and either return to the game within a shift or two or do not remove themselves at all. True, concussion protocol has improved, but there remains a feeling that untruth-iness sometimes sways reality of head knocks. It is business, after all, at the pro levels. It’s time for the sports organizations in Ontario to enforce recommendations as they apply to their sports and enforce them with some serious bite. But even moreso for the big leaguers to set a better example with their protocols. *Upon further review When last Ontario Junior Hockey League season ended, many observers felt it would be only a matter of time before Hockey Canada closed an embarrassing loophole. Loophole? What loop-

Turns out the Trenton Golden Hawks did not manipulate any loophole at the trade deadline in January to assure a second goaltender appeared on their roster despite a commitment to another team. They flat out exploited an interpretation of a rule. And got away with it. The controversy, called out by Newmarket Hurricanes general manager Eric Cella some time after the Jan. 10 trade deadline and prior to a playoff series against Trenton, centred on the Golden Hawks’ inclusion of Erie Otters goaltender Joseph Murdaca on its roster. The Golden Hawks traded the netminder’s rights, received compensation, then continued to list him on their roster for carding purposes. Double dipping, and quite illegal, since players may appear on only one roster. Loophole? There was no loophole. We understand this now because a source close to junior hockey insists the Canadian Junior Hockey League conceded Cella was correct in his rule interpretation. A few penalties later to both the Golden Hawks and OJHL, whose system ultimately missed the cheat despite pointing it out (apply pretzel logic here), seems a bit ludicrous. The OJHL, we recall, identified the issue as problematic, but received no backing from higher sources, left, as it were, to twist in the breeze by those higher on the food chain all the way to Hock-
ey Canada. Moving forward, every roster will require two goaltenders to be carded. Joe Fan may be left scratching his head wondering how the issue might have been treated had the Golden Hawks not been host for the Dudley Hewitt Cup. *Paying it forward The pay-to-play concept introduced into the OJHL four years ago has seeped into the - don’t call us Junior B - Greater Ontario Junior Hockey League. That may be comforting news for OJHL teams that adopted the pay-toplay model much to the glee and giggles of Junior B operators who often compete for the same players. Although an official OJHL team cap is $5,000, there also exist other fees for the league and Ontario Hockey Association, pushing the tab to closer to $7,000. That is, if your team isn’t requiring you to pay for a golf tournament foursome or a jersey fee or some other hidden cost. In recent seasons the OJHL has lost countless battles with GOJHL teams for players, mostly veterans and former OHL players, that opt to play Junior B for the simplest of reasons: it costs less money. In fact, some Junior B teams (ssshhhh!) allegedly pay wages under the table in the form of gas money, expenses or whatever today’s currency may be. One has to think at some point the enticing prospect of not losing as much money is going to cause Junior B operators to rethink their stance. According to a recent Hamilton Spectator story by reporter Teri Pecoskie, the Ancaster Avalanche is the first GOJHL team to adopt the policy. Once the seal is broken . well, we can guess the rest. Perhaps the big winner will be Junior C hockey, at least until its owners jump on to the concept of charging fees.
Streaking Aurora FC aims to extend roll JOHN CUDMORE jcudmore@yrmg.com Aurora FC will be seeking to extend its late-season push in a clash with Vaughan Azzurri in League1 Ontario women’s soccer action Sept. 24. Aurora, which is riding a three-game unbeaten streak, is 9-8-1 with two weeks left in the regular season schedule. That mark has the team sitting as part of a five-team jam separated by just three points in the middle of the 11-team league standings. Game time at McNaughton Park in Maple is noon. Aurora, now 2-0-1 in its past three games, received a goal late in the first half from Courtney Chocol in a 1-0 victory over Toronto Azzurri Blizzard in a game Sept. 16. *Tackling high school crowd The growing popularity of rugby sevens is making a reach into York Region high schools. Ryan Stickle and Sandy Townsend, who operate Advantage Rugby, are offering the seven-per-side model to boys and girls ranging in age from 16 to 18 years. Stickle, who coaches rugby at Seneca College, and Townsend, an Aurora Barbs under-18 men’s coach, are planning to operate four youth sevens rugby programs in October and November. Practices will be held at St. Maximilian Kolbe Catholic High School in Aurora on Thursday nights from 6 to 7 p.m. starting Sept. 21. The program costs $250. Bradford resident Nick Chaykowsky and Zac Masson of Newmarket were selected with back-to-back picks in the second round by the New England Black Wolves and Toronto Rock, respectively, as the nine members of the league drafted a total of 59 players. Chaykowsky, chosen 17th overall, completed a five-year Junior A career with the Barrie Lakeshores where he scored 71 goals in 68 career games, including 17 in 11 games during the 2017 season. Masson, who plays transition, capped a junior career that spanned six seasons with the Orangeville Northmen in the Ontario Lacrosse Association’s Junior A league. His

Carmen Whelan receives some home-cooked lovin’ JOHN CUDMORE jcudmore@yrmg.com For Carmen Whelan, winning the Canadian rhythmic gymnastics comes with a few hometown perks. The 19-year-old has been named the second Sport Aurora athlete of the year after a season which saw her dominate in her sport at the national level to become national champion after runner-up finishes in 2015 and 2016. Whelan also won the Elite Canada competition, a combination that factored heavily in a season that led to her being named Aurora’s top athlete for a 12-month period when concluded at the end of June. At both competitions, Whelan swept all four events. Whelan, who has been a member of the Canadian
national team since 2014, will be recognized at the Mayor’s Breakfast of Champions to be held Oct. 28. She trains as a member of the Silhouettes of York located in Newmarket. The 19-year-old was surprised by the news when contacted at her Aurora home. "I didn’t know I was in the running for it but I’m glad to know," said Whelan, a first-year animal biology student at the University of Guelph. "It’s nice to represent all the girls in this sport. We don’t always get the attention but hopefully this raises the awareness of the beauty and grace of our sport." Whelan went on to place 41st at world championships held in Pesaro, Italy in August. That was a significant leap from 59th at
the 2015 world championships. She had been second in nationals for two previous seasons. However, with defending champion Patricia Bezzoubenko sidelined by injury, Whelan stepped up to claim the title at national championships in May. "I finally broke through," she said. "For me it’s a huge step up. I’m very happy with my placing. It’s incentive for me to work harder and get into the top 30 and looking toward the Tokyo Olympics in 2020, fingers crossed." Whelan is a graduate of Dr. G.W. Williams Secondary School in Aurora. Ironically, the 2016 Sport Aurora award recipient, Cameron Morrison, attended the same high school and the both athletes attended Aurora Grove Public School.

Notice of Public Community Open House for a Project Proposal for Incremental Regulation Capacity The proponent identified below is proposing to submit a proposal to the Independent Electricity System Operator (IESO) to design, build, and operate a facility for Incremental Regulation Capacity (IRC). The IESO is seeking to expand the breadth of its Regulation market and expand its capacity to schedule Regulation. This will be achieved by increasing the amount of scheduled regulation from 100MW to a range of between 150 to 200MW for each hour, and developing sufficient market breadth to allow it to schedule between 250 to 300MW of Regulated capacity on an as-needed basis by 2020. IRC is a competitive process and is a critical step towards reaching these targets. This notice is to inform the public of a community open house to discuss this specific IRC project. At the request of the Attorney General and in accordance with the Justices of the Peace Act, the Justices of the Peace Appointments Advisory Committee invites applications for vacant Justice of the Peace positions in the Province of Ontario. A Justice of the Peace is an independent judicial officer who presides in court over various proceedings under federal and provincial statutes. Applicants must meet minimum qualifications as set out in the Justices of the Peace Act. The Justices of the Peace Appointments Advisory Committee reviews and evaluates applications and classifies candidates as “Not Qualified”, “Qualified” or “Highly Qualified”. Classifications are reported to the Attorney General, who recommends candidates for Order-in-Council appointments to the Ontario Court of Justice.

Applications for current vacancies must be submitted on the current prescribed application form and received by 4:30 p.m. on Wednesday, October 11, 2017.
