SAPMA’s Tara Benn responds to questions from Coatings SA around the new lead in paint legislation.

Q: Implementation challenges: What are the primary challenges that paint manufacturers are currently facing in implementing the new lead regulations, and how is SAPMA assisting its members in overcoming these challenges?

Tara Benn: The main challenge is ensuring that non-compliant paint, which exceeds the new regulation limit of 90 PPM, is phased out within the stipulated 12-month period. Manufacturers must ensure that all stock currently in the market or retail stores complies with the new regulations. SAPMA will provide constant reminders to its members to ensure awareness and adherence to the time frames noted within the regulation.

Q: Compliance monitoring: How is SAPMA planning to monitor and ensure compliance among its members with the newly established lead content limits in paint products?

Tara Benn: SAPMA will not be directly responsible for compliance monitoring. The Department of Health has Handheld XRF testing equipment at all ports of entry into South Africa to test for compliance with the latest Lead in Paint Regulation. However, these XRF testers are not 100% accurate, and further testing by an accredited laboratory will be necessary to confirm the lead content in the paint. The Department of Health and their inspectors will monitor manufacturers within the coatings sector to ensure compliance,

with regular national inspections.

Q: Impact on small manufacturers: Could you elaborate on the impact of the new lead regulations on smaller paint manufacturers? How is SAPMA supporting these businesses in adapting to the new requirements?

Tara Benn: The impact on small businesses to eliminate lead in paint and comply with the current regulations will be onerous and costly. We have been advising our members for many years about the impending regulation changes, emphasising the need to reduce lead content to less than 90 PPM. For those who have not yet transitioned to unleaded pigments, the cost of starting now will be significant. We have partnered with LEEP (Lead Exposure Eliminating Project), which provides no-cost technical support to help manufacturers switch to leadfree paint. LEEP’s support is impartial, confidential, and free, assisting our members in complying with the new Lead in Paint Regulation.

Q: Consumer Awareness: What initiatives is SAPMA undertaking to educate consumers about the dangers of lead in paint and the benefits of choosing products that comply with the new regulations?

Tara Benn: SAPMA, with the Department of Health, has compiled poster campaigns, awareness emails, and press releases for our members. Regarding consumer awareness, we have educated and informed our

members, particularly in the retail sector, about the elimination of lead in paint so they can convey this message to consumers.

Q: Future regulations: Are there any additional regulations or changes in the pipeline that could affect the paint manufacturing industry in the near future? How is SAPMA preparing its members for these potential changes?

Tara Benn: The sector is always striving to ensure its members comply with current regulations and standards set by the SABS, which are necessary for product certification. Regulation adjustments and amendments are ongoing with the Department of Health and the Department of Labour to ensure safer working environments for all. c

Urgent call for action: SAPMA advocates for stricter methanol regulations in paint industry

The upcoming regulations on methanol in the South African coatings industry, primarily driven by the South African Paint Manufacturing Association (SAPMA), aim to address health risks associated with its use in paint thinners and related products.

SAPMA is advocating for government action to either ban or severely restrict methanol in paint thinners due to health risks like poisoning and potential accidental ingestion.

Code of Ethics and Labelling: SAPMA requires members to adhere to a strict Code of Ethics, which includes clear labeling according to GHS regulations be present on products containing methanol to inform consumers and reduce risks.

Support for Methanol Regulation:

SAPMA and its members support methanol regulation and are part of a task team dedicated to this cause within the coatings sector.

Despite these efforts, the actual implementation of new regulations is pending. The Department of Health has completed a Socio-economic Impact Assessment on methanol, and the proposed legislation is with

the Department of Monitoring and Evaluation for approval. However, the enactment of these regulations has not been confirmed.

METHANOL HEALTH RISKS

Methanol, also known as methyl alcohol, poses significant health risks, particularly when ingested, inhaled, or absorbed through the skin.

There are many risks associated with methanol exposure.

Toxicity Upon Ingestion: Methanol is highly toxic when ingested. Even small amounts can be fatal. Upon ingestion, methanol is metabolised in the liver to formaldehyde and formic acid, both of which are highly toxic. The initial symptoms can be delayed for several hours and may include headache, dizziness, nausea, and lack of coordination.

As the toxicity progresses, more severe symptoms such as abdominal pain, vomiting, and visual disturbances (including blindness) can occur.

Respiratory Issues:

Inhalation of methanol vapors can cause respiratory problems. Symptoms may include coughing, shortness of breath, and chest tightness. High concentrations can lead to severe respiratory effects, including pulmonary edema, which is a life-threatening condition where fluid accumulates in the lungs.

Skin and Eye Irritation: Methanol can cause irritation when it comes into contact with the skin or eyes. Skin exposure can lead to dermatitis, which is characterised by redness, itching, and blistering. Eye exposure can cause severe irritation and even permanent damage to the cornea if not treated promptly.

Central Nervous System Effects:

Methanol exposure can affect the central nervous system, leading to symptoms such as headache, dizziness, confusion, and in severe cases, seizures and coma. The neurological effects can be longlasting and potentially irreversible.

Metabolic Acidosis: One of the most dangerous effects of methanol poisoning is the development of metabolic acidosis, a condition where the body's pH balance becomes dangerously acidic. This can lead to rapid breathing, lethargy, shock, and ultimately, organ failure.

Potential for Chronic Effects: Chronic exposure to methanol can lead to ongoing health issues, including persistent visual impairment and neurological damage.

Due to these severe health risks, handling methanol requires strict safety measures, including proper ventilation, use of protective gear, and adherence to safety protocols to prevent accidental exposure. In industrial settings, such as in paint manufacturing, the push for regulations is crucial to minimize occupational exposure and ensure the safety of workers and consumers. c
