A Historic Day

F

or many Americans, Aug. 21 will be a once-in-a-lifetime opportunity to see one of the greatest displays in nature: a total solar eclipse. Partial solar eclipses — those in which the moon blocks a portion of the sun during the daytime hours — aren’t particularly uncommon. Total solar eclipses, in contrast, are far less common, especially for people who don’t have the means or interest to travel to obscure corners of the globe to witness them.

better view of the unusual heavenly phenomenon. Even months before the eclipse, hotels in some areas were reportedly sold out as sky gazers made reservations well in advance to ensure they had the best view of the event. It’s a good idea to plan early if you want to travel for the total eclipse. Others are planning parties to mark the occasion, while many observatories and educators are holding special events in conjunction with the eclipse. Being something that happens so rarely in the United States, the total eclipse is a great way to teach and raise excitement around science and the natural universe.

ECLIPSE 2017 | OVERVIEW

SOLAR ECLIPSE BASICS

W

hile solar eclipses have existed ever since the moon was formed — which scientists say happened several billion years ago — humans’ understanding of the eclipse is more recent.

Below are answers to some common questions about eclipses. WHAT CAUSES AN ECLIPSE? Eclipses are caused by the alignment of the sun, Earth and moon. A solar eclipse occurs when the moon’s path falls between Earth and the sun, blocking out sunlight for a period of time. HOW OFTEN DOES A TOTAL ECLIPSE HAPPEN? On average, a total solar eclipse occurs somewhere on Earth every 18 months. The timing for a total eclipse over any specific spot, though, can vary dramatically depending on how the cosmic bodies align. According to Science.com, a ballpark estimate of 400 years is a reasonable average for any given point, but some spots on Earth can take up to 3,600 years between totalities.

eclipse on Aug. 21. Otherwise, observers in America will see a partial eclipse. CAN I WATCH IT ONLINE? Yes. If the skies are cloudy or your job keeps you working at a desk, NASA is planning a twohour-long live broadcast during the eclipse from the Newseum in Washington, D.C. It can be seen at nasa.gov or on cable television’s NASA Channel.

WILL I SEE A TOTAL ECLIPSE? HOW LONG WILL If you live within the path of THE ECLIPSE LAST? totality — a relatively narrow The Aug. 21 total eclipse will strip from Oregon to South last no more than 2 minutes, 43 Carolina — you will see a total 6

seconds, and perhaps considerably shorter depending on the viewing location. The longest eclipses have a duration over 7 minutes. WHAT IS THE DIFFERENCE IN A PARTIAL AND TOTAL ECLIPSE? A total eclipse occurs when the sun is completely blocked by the moon’s path, revealing the corona that normally cannot be seen with the naked eye. In a partial eclipse, the moon passes the sun off center so that a portion of the sun’s disk is still visible.

ECLIPSE 2017 | PROTECTING YOUR VISION

EYE SAFETY TIPS

W

hile solar eclipses can be some of the most spectacular shows in nature, they also can be very dangerous if viewers don’t follow proper precautions.

Here are some things to know. EYE DAMAGE CAN BE PERMANENT Staring at the sun any time can cause permanent, irreversible eye damage, so it’s important to take eye safety seriously. The human retina is very sensitive to light and also quite delicate. Too much sunlight hitting the retina can cause damage, resulting in solar retinopathy. In extreme cases it can cause blindness, but more often it results in other serious vision problems such as yellow or dark spots or blurred eyesight. Solar eclipses are a particular risk because viewers are tempted to stare at the sun for long periods of time. Even a small sliver of sunlight showing is enough to cause permanent eye damage. To save your vision, make sure you use proper eye protection — not ordinary sunglasses. SPECIAL PROTECTION NEEDED To watch the eclipse safely, you’ll need to use appropriate eye glasses to filter out the sunlight. According to NASA, only four manufacturers have been certified under the international ISO 12312-2 standard for these glasses: Rainbow Symphony, American Paper Optics, Thousand Oaks Optical and TSE 17. It’s a good idea to order eclipse glasses early because high demand may cause a backlog or shortage of these safety devices. 8

© FOTOLIA

STAY SAFE NASA also offers these safety tips: • Homemade filters or ordinary sunglasses, even very dark ones, are not safe for looking at the sun. • Always inspect your solar filter before use; if scratched or damaged, discard it. Read and follow any instructions printed on or packaged with the filter. Always supervise children using solar filters. • Stand still and cover your eyes with your eclipse glasses or solar viewer before looking up at the bright sun. After glancing at the sun, turn away and remove your filter — do not remove it while looking at the sun. • Do not look at the uneclipsed or partially eclipsed sun through an unfiltered camera, telescope, binoculars, or other optical device. Similarly, do not look at the sun through a camera, a telescope, binoculars, or any other optical device while using your eclipse glasses or hand-held solar viewer —

Eclipse 2017 - In the Path of Totality

the concentrated solar rays will damage the filter and enter your eye(s), causing serious injury. • Seek expert advice from an astronomer before using a solar filter with a camera, a telescope, binoculars, or any other optical device. • If you are within the path of totality, remove your solar filter only when the moon completely covers the sun’s bright face and it suddenly gets quite dark. Experience totality, then, as soon as the bright sun begins to reappear, replace your solar viewer to glance at the remaining partial phases. Purchase a copy of the August 18 News-Times to get an official eclipse-viewing eye protection card. Si Com letz Healthmunity Clinic

M

VIEWING TIPS

illions of people will be stepping outside to watch the solar eclipse as it crosses the United States from coast to coast on Aug. 21.

With a bit of planning, you can find the perfect spot to see this wonder of nature. WHERE TO WATCH If you’re wanting to see a total solar eclipse, you need to make sure you find a spot within the path of totality. That’s the roughly 70-mile-wide strip where the moon will completely block the sun’s disk. All Americans, though, will be able to see an impressive partial solar eclipse on Aug. 21. A good location to watch the eclipse will be one with wide-open spaces, ideally with little light pollution from nearby cities. If you’re going to a popular spot like parks or recreation areas, you’ll want to arrive very early to make sure you can find parking and scout out a good location.

that can make the calculations easy. You can also search online to find the start and end times for your area. When you know the correct time of the eclipse, it’s a good idea to go outside a day or two before the eclipse so you’ll know where the sun will be positioned at that moment. You may find a building, tree or other obstruction blocks the view, so you can scout out the best place to set up for eclipse viewing on Aug. 21.

ECLIPSE 2017 | ANTICIPATED COMMUNITY IMPACT

TIPS FOR RESIDENTS E

clipse begins Monday, August 21, 2017 Partial phase at 9:04 am - Totality at 10:16 am (PDT)

• Traffic will be heavy and lines for local services such as restaurants, gas stations, grocery and retail stores may be longer than usual; do what you can ahead of time before the anticipated impact days and allow for extra time to get where you need to go. • Things to consider doing in advance to make life a little easier during the heaviest congestion periods: ERRANDS & APPOINTMENTS Schedule your errands and appointments early, before Thursday the 17th if possible. Check ahead if you have plans for Monday the 21st; some services may be closed or have limited hours during this time. By scheduling your errands early, you will beat the crowds and give our local stores and businesses time to restock before the eclipse visitors arrive; this includes grocery shopping, doctor/dentist/ veterinary appointments, prescriptions, etc. SUPPLIES: OVERALL Supplies may be limited due to the high demand; which may mean the items you want are not available during the impact days. If there is something important you want, get it early. GAS If you normally fill up your gas 12

tank Friday – Monday, be sure to do that task early, before Thursday, August 17th. CASH If you regularly use cash or want some on hand, consider visiting your local bank or ATM before Thursday, August 17th. 911 Know when it is appropriate to call 911 (true emergencies) and the have the non-emergency phone number for your local Dispatch Center programmed into your phone ahead of time. CELLULAR SERVICE With the increased number of visitors, local public safety officials anticipate cellular service may become overwhelmed (primarily Monday the 21st) or have limited access during the impact days. Consider these ideas to assist with communications during this time: • Develop a communication plan with family and friends if you lose or have limited service. • If you only have a mobile phone at home find out which of your neighbors have a land-line number in case you need to call 911 for an emergency. PUBLIC WATER SYSTEMS Consider postponing watering your lawn or using “extra” water during the anticipated impact days to take a little pressure off of the

Eclipse 2017 - In the Path of Totality

public water systems during that time. REMINDER FROM PUBLIC HEALTH A food preparation license is required if you plan to prepare and sell perishable food items from your home or business to others; contact Lincoln County Public Health at 541-265-4127. INDIVIDUAL/FAMILY EMERGENCY PLANS Consider the eclipse event a drill to check your emergency kits and emergency plans. If you do not have a kit or have not talked about your emergency plans, now is a great time to do so. ECLIPSE 2017 | BUSINESS IMPACTS

TIPS FOR BUSINESSES A

significant increase in tourist density is anticipated, so businesses need to prepare.

Lincoln County expects as much as a 30% increase in visitors over a normal summer holiday weekend. This could be a great opportunity for business, but you will need to be prepared. Grocery stores, gas stations, hotels, restaurants, transportation services, coffee shops, retail stores, urgent care/ walk-in clinics and many other establishments will experience a jump in business. WHAT YOU CAN DO TO PREPARE YOUR BUSINESS: • Back-up Plans: Prepare for an increase in customers; have needed supplies on hand and early; consider extending hours of operation to meet customer needs and have back-up plans if staff is delayed due to traffic. • Employee Preparedness: Encourage employees to have a full tank of gas; have their own resources ready at home; day care needs are met, etc. by Thursday, the 17th. Gas stations may be very busy or may be waiting on resupply. Make sure your staff can get to work, so give them reminders to plan ahead and share the “Tips for Residents” in this guide. CASH/FINANCIAL TRANSACTIONS: • Be prepared for more cash transactions; consider having extra tills set up to accommodate more cash transactions. You may have 14

larger than normal deposits over the weekend. Check ahead of time if your bank will be open on Monday, the 21st. • How does your credit/debit card machine access the internet? If you use cell service/cell wireless service for your transactions, be prepared with a back-up plan. We anticipate a high demand for cellular service during the impact period, especially Monday, the 21st. You may find you are not able to make transactions; have a backup plan to meet your customers’ needs. COMMUNICATIONS Anticipate possible cellular service disruptions due to the increased demand. Visitors may have urgent requests to use your landline business phone if cell service is limited; decide how you want to handle these requests and make sure employees know what to do. If it is a 911 emergency and you have a landline…be ready to help!! REGULARLY SCHEDULED DELIVERIES: Evaluate when you receive your regular deliveries; deliveries scheduled for Monday, August 21st may be significantly delayed

Eclipse 2017 - In the Path of Totality

due to the overwhelming amount of vehicles trying to come in and leave Lincoln County. Consider rescheduling for Tuesday or order extra the week before. RESTROOMS: Be aware many visitors will be camping in authorized and potentially unauthorized locations; expect customers who may be primarily interested in using business restrooms. Public restrooms will be in short supply and port-a-potties in limited locations may be at capacity until service providers can empty them. WEATHER AND YOUR BUSINESS If conditions are foggy, visitors with hotel reservations will most likely not change their plans, but the “day trippers” may move further inland; there is no way to predict this, but monitoring the weather the week to 10 days prior to 08/21/17 could be very useful for your business. ECLIPSE 2017 | VISITOR IMPACTS

TIPS FOR VISITORS V

isitors to the central Oregon coast will experience the beauty of our area, and its hazards.

Lincoln County’s population of approximately 46,500 is expected to swell to 115,000+ during the impact period. It is best to arrive early, come prepared, and have reasonable expectations, given the situation. Once the eclipse begins, you will forget all about the crowds and any small inconveniences it took for you to experience this wondrous event! The Oregon Coast is beautiful, but keep local hazards in mind and always know where your safe zones are, especially when at the beach or near the ocean. Important hazards to be aware of: • Tides – We expect a very high tide the night before the eclipse. If you plan to visit the beach know when to expect the incoming and outgoing tides; remember, our rivers in the tidal area may also be affected by the tidal changes. NOAA Tide Tables for Oregon • Distant/Local Tsunami Zones Know where your safety areas are, be aware of your environment and where to go in the event of flooding, earthquakes and other natural disasters. Use due diligence; overall, be aware of your surroundings. Tsunami Public Evacuation Maps, www.oregontsunami.org While Visiting During The Eclipse Impact Days: • Do not think, “We’ll just pick up what we need when we get there.” Supplies, cash, fuel, and restaurant meals may be limited or have long lines due to high demand. 16

THINK ABOUT YOUR PERSONAL SAFETY AND SECURITY • Have a good communication plan with your family members. Cell service may be limited due to the increased volume. Have an out of area friend or family member you can check in with if you get separated. Pick a landmark where you can reunite if you get separated in a crowd. • Do not leave valuables in your vehicles. Think through your security plan and how to keep important items secure, i.e., cell phones, telescopes, binoculars, wallets, etc. • Make sure your vehicle/RV has been serviced and you are all fueled up and ready to go (gas, propane, etc.) • Help us keep our communities and public areas clean and safe; follow the rule “Pack it in, Pack it out!” WHAT TO BRING WITH YOU • Eclipse Viewing Glasses • Water (plenty of it) • First Aid Kit • Necessary medications for you

ECLIPSE 2017 | EDUCATION

Activities For Children W

hen children will be around for the solar eclipse, it’s a great chance to have some fun and teach them about astronomy at the same time.

Using a globe, tennis ball and flashlight is a great way to demonstrate exactly how a solar eclipse works. Just turn off the lights and show how the flashlight can cast a shadow on the globe when the tennis ball passes in front of it like the moon passes in front of the sun. BIG SUN, SMALL MOON Explaining the differences in size between the moon and the sun can be hard for young children to grasp. After all, when the moon covers the sun in the sky, it may look like the moon and sun are the same size. In reality, it’s all about perspective, and a simple game can demonstrate that. All you need is a quarter and a dinner plate. Have one child hold the quarter while their friend holds the plate. Up close, it’s obvious that the quarter is smaller. But as they step farther away from each other, or as the quarter is held closer to their eye, the quarter can 18

soon look like it’s bigger than the dinner plate. You can also have your child predict how far their friend will have to walk before the quarter completely conceals the dinner plate. How far did they have to walk, and was the prediction accurate? This is a great way to explain how the sun is 400 times bigger than the moon, even if they look similar in size when they cross in the sky. WATCH VIDEOS TOGETHER Today’s kids typically

Eclipse 2017 - In the Path of Totality

love watching videos online, and a solar eclipse is a great way to put their digital interests to good use. There are plenty of child-friendly, ageappropriate videos online that explain what a total solar eclipse is and why this year’s event is so unique. Search on YouTube or other video sites for fun videos that explain the basics of astronomy, then share your favorites with your children. HELP WITH BAKING If you’ll be making

eclipse-themed treats, let the kids help. While it can take a bit more time and perhaps create more clean-up work for Mom and Dad, letting children help in the kitchen is a great way to teach basic life skills and make memories at the same time. With careful oversight, many kids can mix batters, cut out cookies and pour ingredients. It’s a fun way to let them be a part of making the solar eclipse a special and memorable day.

ECLIPSE 2017 | OREGON BEACHES

BEACH SAFETY

BEWARE THE SNEAKER WAVE They’re called sneaker waves because they appear without warning, often surging high up on the beach with deadly force, and are impossible to predict. How to play it safe: Never turn your back on the ocean. WATCH THOSE LOGS The ocean is strong enough to pick up even the biggest log and plop it down on top of you. Some logs may look small, but even the tiny ones can be waterlogged and weigh tons. How to play it safe: If you see a log in the surf or on wet sand, stay off it. LOOK OUT FOR DEEP WATER & STRONG CURRENTS The deeper the water, the greater the risk of falling victim to an undertow (the seaward pull of receding waves breaking onshore). These currents can swiftly sweep unwary beachcombers and waders off their feet and out to sea. How to play it safe: Stay in shallow water. KNOW THE TIDES Incoming tides isolate rocks from headlands and the shore. Avoid the temptation of strolling out to an interesting rock without knowing when the tide rolls back in. Free tide tables are readily available at state park offices, information centers and many shops and motels. How to play it safe: Stay off rocks and small, enclosed beaches. Know when the tide is coming in by visiting the tidetable website at the Hatfield Marine Science Center. ALWAYS ASSUME HIGH WAVES CAN REACH YOU Tides and waves can sweep over rocks, jetties and headlands, knocking you 20

off and carrying you out to sea. How to play it safe: Assume nothing is “high enough” and avoid exposed rocks, jetties and headlands during strong wave action periods (like during and after storms). TAKE CARE AROUND HIGH, STEEP CLIFFS Assume that all cliff edges are unstable. Wet trails or soft sand and earth can make for unstable footing. Rocks can be slippery even when it isn’t raining. How to play it safe: Make sure you wear proper footwear, and stick to the trails. Stay behind guard fences and railings, and don’t get too close to the edge. HEADS UP Standing at the base of an oceanside cliff can be dangerous, especially if it has an overhang. In some places, winter storms and high waves have eroded the shoreline, increasing the chance of collapsing landforms and slides.

How to play it safe: Beware of falling rocks, and don’t climb on bluffs and eroding hillsides. Don’t walk along the base of cliffs unless absolutely necessary. COASTAL JETTIES HAVE HIDDEN DANGERS Waves remove or shift even the largest boulders from the jetties, but underwater currents – which penetrate the structure – remove smaller rocks and sand from the inside of the jetty. And that can create dangers – some visible, others hidden: • Sudden larger waves, even in calm weather, can knock a person off balance or into the water • Waves and strong currents near the jetty can prevent safe recovery after a fall into the water • Open crevasses and sinkholes between large boulders create stepping hazards Slippery rock surfaces caused by sea spray • Caverns within the structure, caused by the eroding of stones and sand, could be hidden below a thin surface which can suddenly collapse How to play it safe: Don’t walk on coastal jetties.
