Holt hangs up her sombrero Veda Holt, longtime educator from Kiowa, Kansas, has taught Spanish parttime at Burlington School for the last 20 years, while also teaching at South Barber schools. This school year was her last at both schools, as she hangs up her sombrero and retires from teaching. Not only was Holt instrumental in teaching many students Spanish over the years, she also taught English when needed and was a strong supporter of the students and school in many ways.

In 1996, 2014 and 2015, Bob Pinegar was the first to bring in a load of wheat to the Alva Wheeler Brothers Grain Company. This past Saturday, Pinegar's wheat tested in at 13.2 moisture with a test weight of 60.3. The variety was “Everest.”

Each morning before school, Holt came early to eat breakfast with the children in the cafeteria, helping them as needed and making sure they ate well. Her love and concern for children was not only obvious in the cafeteria, but also in her willingness and ability to help children in a variety of ways over the years whenever needed. She took a local farmer’s family under her tutelage, teaching his wife and her son from Mexico how to speak English. Holt supported the school’s accelerated reader (AR) program, generously donating each year to their annual quilt raffle. After never winning a quilt, this year Holt asked Family and Consumer Science teacher Judy Elliott if they would make one for her. During this year’s AR quilt raffle, as luck would have it, Holt’s name was drawn from the huge lot of names to finally win a quilt. Holt was also generous with her time, serving gate duty at both Burlington and South Barber basketball games. Her familiar face was a staple as she greeted fans as they came to support their teams. She also took it upon herself to transport the school’s recycling to Kiowa and brought the teacher’s donuts on many

occasions. School superintendent Glen Elliott said he couldn’t say enough good things about her. Many in the community would like to say “thank you, Mrs. Holt” for her many years of service, kindness and support of the Burlington School system. Her presence will be missed.

Lynn Says

Oklahoma Gov. Mary Fallin signs open-carry gun bill into law By Lynn L. Martin (This article is from the Daily Oklahoman. An interesting constitutional dispute evolved when states started charging fees in order to obtain a carry-permit for a firearm. The constitutional folks said, “Since when can a state charge a fee for a right that is guaranteed by the Bill of Rights?” Good point. Sort of takes one back to the days when the “poll tax” was declared unconstitutional. Oklahoma has handled the problem with new legislation permitting unlicensed open carry, but still requiring a permit for concealed-carry. Here’s the latest:) Oklahoma will become the 25th state to allow the open carrying of handguns. Gov. Mary Fallin signed into law Tuesday a measure that allows Oklahomans to openly carry handguns. The measure, Senate Bill 1733, allows those who are licensed to carry a firearm under the Oklahoma Self Defense Act a choice: to openly carry a weapon or conceal it. It also allows a property owner to

openly carry a handgun on his or her land. No concealed carry permit would be required. To receive a license under the Oklahoma Self Defense Act, applicants must take a firearms safety and training course and submit to a background check by the Oklahoma State Bureau of Investigation. Those convicted of felonies and certain misdemeanors may not receive a handgun license. The measure takes effect Nov. 1. Oklahoma is the 25th state with either “permissive open carry” laws, which means no permit required, or “licensed open carry,” which requires a permit. Oklahoma now joins Utah, North Dakota, Minnesota, Iowa, Indiana, Tennessee, Georgia, Mississippi, New Jersey, Connecticut, Rhode Island, Hawaii and Massachusetts as a “licensed open carry” state. “As a strong supporter of the Second Amendment and a gun owner myself, I’m happy to sign this bill into law and grant law-abiding citizens the ability to openly carry firearms,” Fallin said. “Senate Bill 1733 sends a strong message that Oklahoma values the rights of its citizens to defend themselves, their family and their property. It does so in a responsible way, by requiring those citizens who choose to

‘open carry’ to undergo both firearms training and a background check.” Under the measure, businesses may continue to prohibit firearms to be carried on their premises. SB 1733 prohibits carrying firearms on properties owned or leased by the city, state or federal government, at corrections facilities, in schools or college campuses and at sports arenas during sporting events. The measure won strong support from the Legislature. The House of Representatives passed it 85-3 and it passed the Senate 33-10. Rep. Emily Virgin, one of three House Democrats to vote against SB 1733, said the state’s concealed-carry system works well. Virgin, D-Norman, said local law enforcement officers have told her they are concerned about public safety. “They’ve expressed concerns about approaching a crime scene where multiple people are carrying guns openly and they’re not sure who is the shooter or who is the quote-unquote bad guy,” she said. Sen. Anthony Sykes, R-Moore, author of SB 1733, said the measure contains safeguards. “I’m happy to say that Oklahomans will be able to display their firearms openly if they so choose,” he said.

Alva school board accepts 14 transfers

Cynthia Leiter

Danielle Barnett

By Lynn L. Martin The Alva schools lost about a classroom worth (20-30) of students after the oil boom diminished in the spring of 2016. They made about half that back with the requested transfers into the district at Monday night’s board meeting. Eight students from Freedom asked to attend Alva schools (two of those were already here on an emergency transfer), two from Timberlake to Alva, three from Burlington to Alva, and one from Cherokee. Several Hires Upon the recommendation of Alva Middle School (AMS) Principal Ron Sunderland, the board hired a new middle school secretary who will finish out this fiscal year and also serve the next fiscal year. She is Kelsey Bryant. Two paraprofessionals were hired; they are Keri Pannell and Mary Tyree. Two new teachers were hired. Danielle Barnett (formerly teaching at Aline) will teach AMS science and Cynthia Leiter will teach AMS language arts. Several extra-duty resignations were tendered. Shannon Drew, who is moving to Longfellow Elementary, is giving up sponsorship of the student council at AMS; Margo Hamilton is stepping down as coach of Alva High School soccer; Tammy Duncan is resigning one of her jobs as district test coordinator; and Diane Gourley is resigning since her educational co-op job went away. Transportation Improvements Superintendent Steve Parkhurst told the board an additional activity bus is needed because Alva students are participating in an increasing number of competitions at the state level. He said the two activity buses traveled 227,034 miles last year, which was an increase of 41,000 miles. The board approved purchasing a second Vanhool over-the-road type of bus. They purchased a used 2009 Vanhool a couple of years ago that had 340,000 miles. They found another 2009 Vanhool bus in Dallas with similar mileage for $285,000. Parkhurst said these buses easily achieve a million miles service if properly maintained. After a very thorough inspection by Richard Burton, district transportation boss, they provided a list of things they wanted improved, which included painting the Goldbugs and La-

Small crowd shows up to address staffing rumors at Waynoka School By Stacy Sanborn It was an eventful evening at Waynoka’s Board of Education meeting on Monday. Several members of the community came to give their two cents on a situation involving two staff members not being rehired. All board members – Mindy Zook, Rick George, Andy Ferguson, Clint Olson and Don Blalock – were present. One woman, a transplant to Waynoka, said she came from a school very rich in sports tradition, and “it pains me to see the sports programs here.” She was very upset about the board not rehiring what she deemed as a “beloved” coach (Danny Green), and alleged the girls get treated differently than the boys. She stated that there is no support for the girls and said, “This is an issue. This should be our focus,” emphasizing inequality. Another person stood up and said he feels like the community was losing some of their greatest teachers. He said it feels like a school divided, and lots of things need attention. Vocational agriculture teacher Troy Gosney took the floor next with the purpose of “squashing some rumors” over why he was not rehired. He said there was a rumor that maybe he wasn’t hired at Shattuck, but that the superintendent there wrote a letter confirming that wasn’t true. He said he was not sure why he wasn’t hired on again. “I wasn’t there, so I don’t know, but the one thing that bothers me is that they’re using a child, saying I told the child that I was taking him to a speech contest, and not to tell his parents. I would never ask a child to do

that on my behalf. That is absolutely false. I talked to the boy’s mother and father and they assured me that yes, they understood that I didn’t tell him that, that he apparently maybe had not been as truthful with them. But that is circulating that I had told that boy to be quiet and not tell his parents, not tell anybody, because I didn’t want to get in trouble. That is absolutely false; I’d never ask a student to do that. “Also, there’s rumors that have made it all around the county that I only help one family, and I find that disgusting. We had eight students in the livestock sale in Woodward the first year I was here, and that’s basically eight different families, or at least seven. “Also, I’ve heard that maybe there’s rumors that I was profiting from selling steaks to the chapter, and I can tell you that I’ve not made a dime. I don’t own that company anymore, I have another guy running it. I had checked into a barbecue place, suggested to me by one of the board members. It would have cost $1,800 of the FFA chapter’s money to feed the people at the banquet. I talked to our lunch ladies about getting the steaks from Mid-America. It would have cost $1,650 to provide that meal at our banquet had we went through that vendor. I called the guy that I know and got those for less than $500, so, for less than $900, we had a meal. Now, it doesn’t make a difference to me. Why would I care if we saved a dime at that point because I didn’t have a job? But I saved the school half, and I’ve always been a penny pincher, that’s part of

my problem. I’m not the most organized person, and that’s part of my problem too. I just feel that there needs to be some transparency, and I still don’t know, other than rumors, why I was not rehired. I just feel like, if nothing else, I’m at least owed an explanation.” The board thanked him and asked if there was anyone else who would like to speak. Jason Badley, another transplant to this community, stood up and said Gosney is one of the teachers there who you feel is like a part of your family. He said Coach Green helps every kid from first grade to high school. “You don’t find that in other coaches. You don’t find that anywhere. I hate to see us losing two good teachers, that are actually supporting our student athletes and our students, because of pettiness.” Steve Haltom was the last of the commenters. He said in light of the coaching situation and rumors going around, he would just ask that everyone think about their kids, and the importance of what your jobs are in re-employing the coaches they have. “I think we have great coaches all the way across the board … I hope we can put kids first, instead of personal agendas, or personal vendettas.” Due to time constraints, the floor was closed and the board moved on to the consent agenda. Superintendent Loren Tackett said there was not a whole lot to say on the financial part. “If you’re watching oil and gas prices, you know that money is down, gross production money is down. Our budget has mainly been the ad valorem money and the money we’ve been getting for gross production actually has been added to our carry-over for the last three years, and it looks like that’s about what’s going to happen again this year, so those things are in good shape.” He said the state still owes the school district about $340,000 for Atlas money, and they should be hearing about that soon. In Tackett’s report, he said they are starting to remove old lockers, and the new ones will be here in about two weeks. The new cafeteria tables came in, along with the new bus. Before going into executive session, the board quickly moved through the agenda,

And they’re off ... the combines, that is Wheat Harvest 2016 is underway in Newsgram reading area: Early reports indicate strong test weights, high yields By Yvonne Miller An early harvest was predicted, that wheat cutting would likely begin by Memorial Day, but Mother Nature slowed the process down with additional moisture and pleasantly cool temperatures in the 70s and 80s. It was the first week of June when harvest weather arrived – dry, hot and windy. “We took in our first load Saturday (June 4),” Alva Farmer’s Cooperative General Manager Ronnie Truelock said. He said that all of their elevators took in grain Saturday including sites at Alva, Capron, Ashley and Hopeton. “Sunday was another good day. We

really have not had anyone pull out (of the fields) because it was too wet. They are movin’ along. Some fields are a little wet, but not bad. Right now farmers are selective with which fields to cut,” Truelock said. Late afternoon Monday Truelock said, “Most test weights are coming in (strong) at 58 to 62 (pounds per bushel). After last year (when most test weights averaged only in the low to mid 50s) that’s a good deal.” He said some fields have Mosaic and rust problems lowering test weights to 50-57 pounds, “But, that’s a very small percentage,” Truelock said. As of Monday afternoon, Truelock said just a couple people had come in and

The bride is a graduate of Cherokee High School in Cherokee, Oklahoma, and received a bachelor of science degree in early childhood education from Northwestern Oklahoma State University (NWOSU). She is employed as a kindergarten teacher for the Enid Public Schools. She is the granddaughter of Shirley McDaniel and the late Dale McDaniel of Medicine Lodge, Kansas; Don and Gail Cox of Sharon, Oklahoma; and Albert and Faye Richmond of Sharon, Oklahoma. The groom is a graduate of Holly High School in Holly, Colorado, and received a bachelor of science in biology from NWOSU and an associates degree as a medical laboratory technician from Northeastern Oklahoma A&M College. He is employed as a medical laboratory technician at Integris Bass Hospital in Enid. He is the grandson of Bill and Norma Lowe of Holly, Colorado, and

Audrey Richmond and Cameron Lowe. Kathy and the late Carl Lindholm of Holly, Colorado. The couple will be married on June 25, 2016, at 5:30 p.m. at St. Paul’s Lutheran Church in Enid, Oklahoma.

reported yields in the upper 40s to lower 50s (bushels per acre). “Most farmers feel like they’ll get into even better wheat,” Truelock said. “The first few days bode well for the rest of the harvest, “Truelock said. “It will be determined by the amount of diseased fields that come in.” Referring to the start of the 2016 wheat harvest, Truelock said, “This is what we were hoping for. This 62-pound test weight wheat will work well to blend into what we have left from last year’s crop and make it more marketable.” Dacoma Agronomist Reports Dacoma Co-op agronomist Chuck Carson said people “got serious about cutting” Sunday. Both wheat and canola were cut. Carson said, “We’re seeing above average test weights 60 and up.” Although it’s early, Carson said he’s heard of yields in the 40s. “There’s no rain in the forecast so we’re good to go,” Carson said. Cherokee Area Started Monday Cherokee Co-op Manager Shane Parker was out of the office Tuesday morning. When asked about how harvest is progressing there, bookkeeper/secretary Debbie Stoner gave an update. She said the Cherokee elevator took 75 trucks Monday, the first of this harvest. Test weights were good at 61 to 63 pounds, she said. Burlington Just Started Tuesday A call to the Burlington Co-op found that area farmers were “just getting started” Tuesday, according to office staff Rose Dotson. So there were not yet any reports on test weights or yields. Inslee Reports Great Test Weights Steve Inslee, manager of O.K. Co-op Grain Company in Kiowa, Kansas, said Tuesday morning, “We are just getting rollin’.” O.K. Grain took in some grain Monday, with “great” test weights at 63 to 64 pounds. Inslee said after Tuesday when some fields are completely cut he’ll be able to report on yields.

Kiowa Hospital Board sees changes in nursing staff, tight finances By Yvonne Miller The regular May meeting of the Kiowa District Hospital (KDH) Board was brief, as most of the reports were presented at the annual meeting. With all the same members, the board reorganized with new officers as reported earlier in the Newsgram. They are: President Brenna May, Vice President Jeff Miller, Treasurer Chantae Simpson, Secretary Jim Parker and Director Pat Myers. Tammy Stroud is the new director of nurses at the Kiowa District Manor. She started in late May. Nurse Robin Whitaker has taken over the risk management/quality assurance program and will make monthly reports to the board. Manor Administrator Kim Balding reported that the manor had 22 residents the day of the meeting and was expecting another resident soon as well as a couple. Regarding the daycare at the manor, Balding said they lowered the age from two years to 19 months and reduced childcare rates. The new van was used to transfer some residents and youth on an outing at the museum in Alva. The Mobile Meals program operating

from the manor is going well. Balding said there are a few recipients who could use financial assistance to pay for their meals in this program designed to meet a need within the area and break even for KDH. All employees associated with the manor kitchen recently underwent a safe-serve food training. Physician Assistant Melissa Stroh reported that the Rural Health Clinic conducted 96 sports physicals including baseline concussion on all. CEO Margaret Grismer reported that the Rural Health Clinic has a requirement that the physician see twice as many patients as the mid-level. She’s applying for an exemption as KDH is not currently compliant. Combined Hospital and Manor Finances in the Red KDH Chief Financial Officer Janell Goodno presented a financial report for the hospital and manor ending April 30. Although the hospital was in the black by $4,786 year to date (YTD) at the end of April, the manor showed a loss of $112,667. This makes a total YTD loss for the district of $107,881 at the end of April. After the Medicare Cost Report,

Goodno said the amount of Medicare reimbursement to KDH had to be reduced. As the search for another doctor continues, Goodno said KDH has to use Docs Who Care physicians, which drives up costs. In April, the hospital had total operating revenue of $209,114 and total operating expenses of $392,227. This made a net loss from operations of $183,112. The addition of tax revenue as well as grant and tax credit revenue totaling $191,228 made the hospital show a slight profit of $8,116. Hospital statistics for April show 14 total admissions. Total days of swingbed and acute care were 28. Total outpatient visits were 559. Clinic visits totaled 299. The manor had total operating revenue for April of $112,532. Agency nursing costs of $24,810 helped drive up total operating expenses to $127,934. The manor lost $25,403. The addition of mainly tax revenue curbed the loss to $19,354. The next regular meeting of the KDH board is Thursday, June 23, at 7 p.m., in the clinic lobby.

Kiowa City Council discusses damage charges and more By Yvonne Miller The Kiowa City Council met for their June meeting Monday night. Mayor Brandon Farney called the meeting to order with the following members present: Bill Watson, R.L. Simpson, Brian Farney and Tom Wells. Russel Molz arrived a few minutes late straight out of the field, as harvest began that day. The agenda had few business items except for routine reports. One of the biggest discussions came under council member comments. Watson asked for an update on how the research had gone regarding an electric issue discussed previously by the council. Reportedly, an incident occurred earlier on a weekend when a resident was using a skid steer and accidentally hit a power pole, damaging the pole and the meter attached to it. The resident was Tom Holcomb who reportedly went to the city office first thing that next week and offered to pay for damages. Council members discussed the issue at their last council meeting.

Apparently council members have differing opinions on the subject. The council took no action on that issue at the May meeting. Visiting with Mayor Farney after the meeting Monday night, he said that Holcomb accidentally struck the pole and damaged it. “That was one of the poles on the list that the city is replacing anyway,” Farney said. The jolt also damaged a meter box on the power pole that had to be replaced on that Saturday. Farney said that Holcomb already paid the more than $400 to repair that box. He said the majority of council members felt that amount was sufficient. Any other charge regarding the pole replacement, the city was already planning to pay, Farney said. At Monday night’s meeting Watson asked why the city was not charging for their services in this situation. He said the city has a resolution in place that charges for those services. For example, if the bucket truck is called out on weekends it costs $75 per hour. That amount does not include manpower. The mayor asked Watson what amount he thinks the city should charge Holcomb. The council took no further action regarding the matter. In another council item, Molz said he’s received more complaints about pit bulls. He added, “There is no grey

area” regarding pit bulls, he said. They are not allowed in the city limits. Administrator Discusses Many Items Administrator Lou Leone’s report included numerous informational items. Leone thanked the many people who helped get the city swimming pool ready and open for Memorial Day. He said the increased rainfall has revived drainage issues throughout Kiowa. Leone said he is seeking input from two engineering firms on longterm solutions. The application for certification of the city’s electric grid has been filed with the Kansas Corporation Commission, Leone said. As reported previously, the City of Kiowa had overcharges on their electric bill from providers SPP and WFEC. Leone said the credit due to the city did not appear on the May KMEA bill. He is continuing to monitor and will report back when the credit is applied. Leone said he’s working with the fire department on ways to improve the city’s ISO rating. This benefits the city’s and residents’ insurance. Nuisance letters will be mailed to owners of properties deemed a nuisance. The council approved the $650 tuition to send Leone to a grant writing workshop in Wichita Aug. 4. The administrator said he’s working on the city budget and attended a state-sponsored class at Hays on June 3. Leone said he’s spent most of May reviewing/inspecting the city’s capital assets to help determine future budgeting needs and goals. The city sprays for mosquitoes the first and third Tuesday mornings in Kiowa. They recently sprayed for the City of Hardtner. He is calling a staff meeting with the intent to increase the level of communication between departments. Leone spoke of numerous items he is working toward, some of which will be presented at the July meeting. The council held a 15-minute executive session at the end of the meeting with no action taken upon return to open session.

Jennifer Hensley has filed for the Alfalfa County clerk position that voters will choose June 28. Hensley has been a resident of Jet since January 2011, when Hensley’s husband, Glen, started work at the Salt Plains National Wildlife Refuge as the wildlife biologist. Glen Hensley is also a member of the Jet Fire Department, where he serves at the training officer. The couple has been married for 11 years and have three children: Riley (10), Hannah (6) and Austin (4). Since joining the Timberlake community, the Hensleys have been active in the Timberlake 4-H club, along with showing swine and horses at the county fair and spring livestock show. In addition all three children are active in sports, including basketball, softball and track. The family has also been members of the Cherokee Roundup club for two years. Hensley is employed with the Pioneer Telephone Cooperative in Helena where she serves as a customer service representative. Hensley says her experience at Pioneer has reinforced her belief in the importance of providing “above average customer service through building relationships.” “As the Alfalfa County clerk, I plan to utilize my experience by focusing on customer service and building relationships between the communities within the county,” Hensley said.

year beginning in July. The temporary estimate of needs provides those funds. This year, because of declining revenue, the auditor recommended using 75 percent of last year’s number instead of 90 percent. So the Alva general fund estimate went from $16,166,214 to $12,124,660.55; the building fund went from $1,692,570.53 to $1,269,427.90; the child nutrition fund went from $429,427.67 to $322,070.76 and the Senior Achievement Fund dropped from $610,635.65 to $457,976.74. This drop to 75 percent is not going to be especially burdensome on the Alva schools since they have a $6 million carryover. Last year’s collections were $16,306,438.05 and last year’s expenses so far have totaled $9,895,598.91. Board member Jane McDermott noticed that interest earnings on investments

were going up. The projected earnings last year totaled $46,674 while the actual earnings were $61,355.73, and she bragged on whomever was handling that job. Steve Parkhurst received nodding approval from the board to permit an outside consulting firm to do a lightbulb energy audit. The firm says they can save the district 61 percent in energy costs by using LED bulbs. They are willing to permit a 5- to 7-year lease purchase if the audit, in conjunction with OGE, confirms such possible savings. The board will have the final say as to whether such a change will be made. The AHS gym received the LED exchange treatment this year since the older lights kept dimming during basketball games.

dybugs logos on the side. Also, Parkhurst said they were looking at leasing a specially modified 14-passenger Ford vehicle from Collins Bus Corporation of Hutchinson, Kansas. This bus can be legally be driven by some one with a regular driver’s license. Many Oklahoma schools are having difficulty finding drivers with CDL licenses. Also, the district is making many trips using two Suburban-type vehicles and this 14-passenger vehicle could save some money. Temporary Appropriations Down 75 Percent Normally, governmental entities approve a tentative estimate of needs for the upcoming fiscal year of 90 percent of last year’s budget. The actual budget won’t be known until the fall, yet the district must pay bills for the next fiscal
