Hirings, budget, gifts, improvements and more at South Barber School Board

By Yvonne Miller South Barber’s Board of Education covered a full agenda Monday night – hearing about finances, hiring personnel and accepting resignations, hearing further information on P1’s proposed master plan of improvements for the high school, accepting the Verda Diel Estate scholarship gift, and much more. Board President Steve Allen called the regular August meeting to order with all members present except Dooli Rugg. Those members are: Mike Miller, Mark Pollock, Melissa Simpson, Deb Helfrich and Mariah Doherty. Superintendent Dr. Andi Williams also sat at the board table as did board clerk Julie Johnson. Grades 7-12 Principal Brent Shaffer and PK-6 Principal Eric Stoddard attended and gave brief reports. Following a one-hour executive session near the end of the meeting, the board approved hiring a second clerical position at USD 255’s central office. When the meeting opened Michael Simpson, president of the Freedom Gates Boys Ranch (FGBR) at Hazelton, addressed the board on the status of how many boys are expected to attend South Barber this coming school year. “Our boys have done above and beyond. Every one of our boys has graduated from South Barber,” Simpson said proudly. “We’ve had awesome help from Mr. Shaffer.” FGBR is moving to a private placement facility away from foster care

ANDI WILLIAMS

and awaits licensure. That means FGBR will no longer work with the government. Simpson said this enables the youth to stay at FGBR from junior high to high school if desired. Prior to this, boys might have to leave before an event they were a part of concluded, for example a sports season. FGBR accepts boys ages 12-18. For the first 60 days they have no contact with their families. “Then we can very carefully reintegrate visitation,” Simpson said. “The minute we are licensed we can put five boys in school,” Simpson told the board. Superintendent Williams Reports on Budget Finance and More Williams presented the board with the proposed budget for the 2016-17 school year. The general fund budget is $2,196,952. The mill levy is 18.608, which is up from 6.1 mills. She said the extraordinary needs money received last year ($242,313) allowed the school to keep the mill rate at 6.1 for an additional year. The budget will be published. The public is invited to the budget hearing Aug. 22 at 7:30 a.m.,in the central office. The superintendent updated the board on the “extraordinary need” hearing. The state’s block grant, ruled unconstitutional, provided a flat amount of money to schools, which the legislature liked, but school needs are not flat, so it was not equitable in that way, she explained. The mineral tax money was not encompassed in the block

grant. With the previous school funding formula, when the mineral tax money went away, the state money kicked in and vice versa. With the block grant, there was no kick. Williams said USD 255 is approved for $219,000 in extraordinary need funds. That fund is at zero right now, as it was swept to help the state balance its end of year budget. That’s although schools all donated four-tenths of one percent to the fund. For South Barber that was $5,000. The replacement of that extraordinary needs money will come from the sale of the State’s Bio science authority valued between $20,000,000 and $38,000,000, Williams said. The Bio science authority is what funds some KU Med Center functions, grants, etc. The superintendent said USD 255’s budget will be very similar to last year’s budget IF they receive the anticipated extraordinary needs money. She said they may not now if they get the money until December. The superintendent commended clerk Johnson for finding a $9,000 Medicaid reimbursement due to the school for services provided a couple of years ago. Verda Diel Leaves $25,000 Scholarhip Money to South Barber The late Verda Diel, lifelong Kiowa area resident who loved education, left a $25,000 gift to South Barber School in her estate. The money is to be used for scholarships for graduating seniors. The superintendent is to distribute the gift to students who demonstrate financial need. Per Diel’s instruction, the money is to be given at a rate of $5,000 per year until the entire $25,000, plus interest has been distributed to students. The board gratefully accepted the gift. Hirings, Resignations and Other SB Board Business The board hired Pam Malone to teach high school business classes (previously taught by Jeff Lantz). Williams said that Malone is moving to Kiowa with a high school age son. The board hired Jerydth Twymann as an online program facilitator. She’ll replace Veda Holt who taught Spanish. Shaffer confirmed foreign language will

Camping trip interrupted by drug charges By Marione Martin A Cherokee man was on a camping trip with his son when he was arrested on drug charges. According to court records, the incident occurred on Saturday, July 30, at the Great Salt Plains State Park in Alfalfa County. Ranger Ryan Webster contacted Gabriel Vaughn Eisler about 11:20 p.m. while Eisler was staying in the tent camping area of the River Road Campground. This was the second time Webster had spoken to Eisler after an initial contact about 10:15 p.m. to talk about camping fees. Both times, Eisler was accompanied by a juvenile boy he said was his son. Eisler said he planned to camp with his “ex” and “the other guy” who had left around five. He said they had his cellphone so he couldn’t contact them. There was one boat and one truck at the campsite, and Eisler said they belonged to his employer. After his first visit, Ranger Webster conducted a public records check on Eisler and learned on July 11, 2016, he was arrested in Grant County and charged with driving under the influence, possession of a controlled dangerous substance and possession of marijuana. Webster contacted Alfalfa County Dispatch and learned that Eisler did not have any warrants but his driver’s license was suspended.

Just before talking to Eisler the second time, Webster saw him operating the truck on River Road. He contacted Eisler at the same campsite and asked if his license was suspended. Eisler said, “No, I got it renewed four days ago.” When asked if he had his renewed license with him, Eisler said he did not and provided an Oklahoma ID card. Webster observed that Eisler was becoming fidgety and nervous as well as evasive to questions. Webster asked Eisler if he had anything illegal on his person or at the campsite. Eisler initially said no. Webster noticed a large bulge in Eisler’s right side front pocket of his shorts. He asked what it was, and Eisler didn’t answer. Webster asked if he had drugs in his pocket, and Eisler said he had a pipe. Webster asked him to remove it. As Webster watched, Eisler removed several items including a torch style lighter from his pockets. He said the pipe was in his pocket, and Webster removed it. The glass pipe with burnt residue was attached to a piece of rubber tubing, half of a pen and a pill bottle with red duct tape. The pill bottle contained a white crystal-like substance that Eisler said was meth. Webster handcuffed Eisler and read his Miranda rights. Eisler said, “This s--t has ruined my life.”

A short time later a truck pulled up to the campsite with the people Eisler said he was going to camp with. The woman confirmed the juvenile boy was her son and was given custody of the boy. A dog at the scene was also released to the woman. Before impounding the truck and boat, Webster did an inventory. He asked Eisler if there was anything illegal in the truck. Eisler said he wasn’t sure but said he had some pipes in his camping bag. During the inventory, Webster found a black bag with two small baggies in an inside pocket. One contained a white powder residue, and the other contained a white crystal like rock substance that later tested positive for methamphetamine. After releasing the truck and boat to the towing service, Webster took Eisler to the Alfalfa County Jail for booking. On Aug. 3 in Alfalfa County District Court, Gabriel Vaughn Eisler, 29, of Cherokee was charged with two felonies: (1) possession of controlled dangerous substance (CDS) within 1,000 feet of a school or park and (2) possession of CDS in presence of a minor under 12. He was also charged with a misdemeanor of unlawful possession of paraphernalia. Bond was set at $5,000 and has been posted. Eisler’s next court appearance is Aug. 10 at 9:30 a.m.

Symposium Aug. 11 for those affected by Anderson Creek Wildfire Includes Woods, Barber and Comanche county landowners

The Comanche Pool Prairie Resource Foundation will be holding a Pasture Map introductory symposium 7-9 p.m. Thursday, Aug. 11, at the People’s Bank, Sunset Room, Medicine Lodge, Kansas. Pasture Map has generously contributed to ranchers up to $120,000 in-kind toward the cleanup effort for a maximum of 100 to attend that were affected by the unprecedented Anderson Creek Wildfire.

There will be no cost to ranchers for participation. Pasture Map allows ranchers to keep track of herd weight records, will auto-calculate the daily feed intake of each herd based on average daily gain, making forage calculations a snap. Pasture Map creates and subdivides fence lines while calculating acres and perimeters. It also records grazing moves and forage recovery days, and takes GPS photos of monitoring points while tracking herd weights and average daily gains. Please confirm your reservation via email at cpprf.org@gmail.com. This event will be limited to the

first 50 participants due to space limitations. A second symposium will be scheduled based on rancher participation rate.

Chuck wagon design wins McDonald’s mural competition Submitted by Jim Richey Beverly Kinzie, president of the Alva Mural Society, and Joey Blanton, owner of the local McDonalds restaurant, announced that the chuck wagon is the winning mural design. Kinzie and Blanton counted ballots Monday, Aug. 8. According to Kinzie, there was excellent participation in the balloting, and the chuck wagon design won by just a handful of votes. They expressed thanks for all who participated in the design selection voting. All three designs were well represented. The winning mural design depicts a cattle drive cook preparing a cast iron kettle meal over a campfire with a chuck wagon in the background and hungry

cowboys eating cross-legged on the ground. Buttes and prairie grass in the background are reminiscent of Oklahoma Territory in the 1870s when Woods County was the location for cattle drive trails and free range ranching. Mural artist Don Gray will paint the 10-foot-wide mural in his Vancouver, Washington, studio and ship the mural to the committee in Alva, where it will be mounted to the east side of the McDonalds building in late September 2016. Gray’s artwork is already well represented in Alva. He painted the Corky Share mural on the Professional Building in downtown Alva and the three murals mounted on the south side of Alva High School. Skyelar Green, Jet, Oklahoma, is the 2016 North American Sport Taekwondo Association 5-year-old National Champion of Olympic Sparring and Traditional Sword Sparring. His 8-year-old sister Ariana Green took Bronze (third place) in Olympic Sparring. Skyelar and Ariana are the grandchildren of Mary Green of Jet. Skyelar is pictured with his award. The smile says it all!

Grab your clubs and play in the Monty Thompson Memorial Golf Outing Saturday Tee off at 10 a.m. at Anthony Golf Course; Proceeds support South Barber School By Yvonne Miller It’s not to late for all the avid golfers in the area to get their clubs out and head to the Anthony Golf Course. It’s time for the Monty Thompson Memorial Golf Outing, this Saturday, Aug. 13, at 10 a.m. Longtime educator and then principal

in the South Barber School District at Hardtner and Kiowa, Thompson loved to golf. Over the past seven years since Thompson lost his battle with melanoma cancer, the golf outing has raised over $40,000 toward educational materials

and activities for the South Barber School District. This is through the Monty Thompson Continuing Educational Foundation. Even if you don’t golf, you can donate to help support youth. Checks can be made to MTCEF. If you want to play golf or just donate, contact organizer Mike Miller 316-765-4143. Checks can be mailed to Miller at 419 N. 11th, Kiowa, KS 67070.

Jailers not charged in Oklahoma inmate’s strangulation death

OKLAHOMA CITY (AP) — A grand jury has determined no charges will be filed against two Oklahoma jailers in the strangulation death of an inmate who was restrained by jail staff. District Attorney Jason Hicks released the grand jury's findings Monday, The Lawton Constitution (http://bit.ly/1LD0zus ) reported. Darius Robinson, 41, died in April at the Caddo County Detention Center in

Anadarko. An autopsy determined that Robinson died from asphyxiation caused by "manual compression of the neck." The medical examiner classified Robinson's death as a homicide. The medical examiner's report said Robinson became violent and agitated, and that jailers used pepper spray and placed him in a neck hold to subdue him. The Caddo County Sheriff's Office released video of the April incident last

month. In the video obtained by The Oklahoman, Robinson appears to lunge toward jail staff before being tacked to the floor. One staff member appears to restrain Robinson by the neck until he stops resisting, and another staff member handcuffs Robinson while he's lying restrained on the floor. The grand jury recommended ways to improve jail safety, including an annual review, allowing the jail administrator to monitor employee training progress, examining proper restraint training and improving policies that may be outdated. Family attorney Malik Z. Shabazz has said he believes Robinson would be alive if not for what he called the "outrageous excessive force" of jail officials.

be offered online. Twymann has been a Pratt instructor for about seven years and a substitute teacher for about two years. She will commute from Anthony, the superintendent said. Karen Lambert submitted her letter of resignation as head cook at the high school. Kaley Stoner was hired as a kitchen cook and replaces Lambert. Superintendent Williams said she’s reduced the number of cooks from four to three in a cost saving effort. Regarding meal prices, the board confirmed the prices charged if someone wants second helpings. At the elementary that cost will be $1, which is up from 75 cents. At the junior high and high school the cost is $1.25 for seconds. The superintendent said the established food and milk supplier, Ben E. Keith of Edmond who will become a primary vendor for USD 255. Williams said the district can save six cents per container of milk. “We can save $18,000 on our grocery bill by going with Ben E. Keith,” Williams said. The board approved the move. Helfrich is the board’s Governmental Relations Network representative. As they need an alternate, the board approved board member Doherty.

The board also accepted the resignation of Roy Henson as assistant football coach. Shaffer confirmed they still seek a replacement. Johnson reminded board members who will be up for reelection next year. They are: Mark Pollock, Steve Allen and Dooli Rugg. The filing deadline is June 1, 2017. After a retreat, the board voted to adopt the following district mission statement and tag-line “The mission of South Barber USD 255 is to guide each student along his or her path from dependence to independence to passionately enrich our world.” Tag-line: “My path. Our world.” P1 Rep Dana Dunn, a business development executive with P1 Group of Wichita, did a continuation of his presentation regarding a master plan of improvement at South Barber High School. The 60,400 square foot building was built in 1970. He said P1 began this master plan Jan. 15 and it’s now Aug. 8. He presented a 100 percent review, discussing facility improvement measures and financial planning. Dunn spoke with urgency about the need to replace gas piping. “The line is deteriorating, rotting. It must be replaced.” He said a big problem is that the school’s

gas meter is located 1,204 feet away from the school. If anything goes wrong with that line, the school is responsible, Dunn said. He told the board P1 has negotiated with Kansas Gas Service (KGS) to move that line for $8,000, which Dunn said is “a great deal.” Dunn said the pipe on the roof that feeds the HVAC units is also rotting and needs to be replaced. He said plumbing fixture upgrades of $172,000 “must happen.” He spoke of many things that need overhauled. Building a brand new high school would cost an estimated $19.6 million, Dunn said. The deferred maintenance P1 suggests would cost an estimated $3.5 to $4 million, he said. Dunn provided a variety of options the board could proceed with some or all of the master plan. Following executive session some board members openly commented about the P1 plan. Simpson reminded that the Barber County Commissioners did not select P1 for their next big project after using them once. Pollock said they had been happy with P1’s work at the elementary school. He said P1 always came back and fixed anything that was wrong. Williams said she wants a closer look at pricing. President Allen said each board member should study the master plan proposal in the books prepared by P1 for them. Send questions and comments back to the superintendent. Then she will again meet with the P1 representative.

Mental exam ordered for man charged in girl's death McALESTER, Okla. (AP) — A judge in Pittsburg County has ordered a mental evaluation for a 21-year-old man charged in the death of his toddler daughter. District Judge James Bland ordered the evaluation Friday for Devin Sizemore, who is charged with first-degree murder in last month's death of his 21-month-old daughter, Emily Sizemore. Police say that Emily Sizemore was found unconscious in a pond in Krebs and was later pronounced dead at a hospital. Bland ordered the court case stayed until the evaluation is complete. Sizemore's attorney, Matthew Sheets, requested the mental competency evaluation, writing in court papers that Sizemore is unable to assist him in preparing his defense. First Assistant District Attorney Chuck Sullivan tells the McAlester News-Capital (http://bit.ly/2axiKoP ) that prosecutors are still determining whether to seek the death penalty in the case.
