Alfalfa commissioners accept bids

By Roger McKenzie Six months bids for materials and services used by the county and a lone bid for a motor grader for District 1 were opened and approved at Monday’s Alfalfa County commissioner’s meeting. The six-month bids were all accepted. They provide the county with a sure price for a good or service during the sixmonth time span. The county makes use of the bids as the need arises to maintain county roads and bridges. About 30 bidders submitted bids for such services as welding and construction and a variety of items such as signs or materials such as asphalt, cement, and gypsum. Only one bid was received for a new motor grader for District 1, catching commissioners somewhat off guard. It came from Yellowhouse Machinery

Company of Enid. The bid for a 2012 John Deere grader Model 672G totaled $199,459. The commissioners chose to finance the grader for 84 months at 3.75 percent interest. The monthly payment will be $2,703.47. Part of the approval was for two options that will provide for a grader blade and for a snowplow. The options will add almost $16,500 to the cost of the grader. Down time on the internet prompted a request by the extension office for the county to change its internet provider. Instead, the commissioners voted to start moving the entire courthouse over from internet service provided by AEC to service from AT&T. Commissioner Chad Roach noted that the entire courthouse used to cover

by one internet provider. He suggested a move back to that set-up under AT&T will save money and mean less down time. Permission was given to the county clerk to advertise for bids for removal of the old Show Barn at the fairgrounds. The building is to be completely removed down to the concrete. A total of 28 road crossing permits were approved. As normal, most of them (12) were in District 1. However, not normal was the 10 requests in District 3. Six of the request total were for District. 2. In other business, the commissioners approved minutes of their previous meeting, as well as blanket purchase orders, miscellaneous officers reports, and maintenance and operations warrants.

Kiowa Hospital patrons see drawings of new hospital

‘Where Community and Care Come Together’ capital campaign begins By Yvonne Miller Last Wednesday evening, about 25 patrons of the Kiowa Hospital district gathered at the community building in Kiowa, Kan., to see and hear how plans to build and finance the new hospital are

progressing. GLMV Architects Tod Ford and Mark McCluggage and Todd Cunningham with MW Builders attended to make brief presentations and answer questions. They were seated at the head table with Hospital Foundation President Judy Schrock, Hospital CFO Janell Goodno, Hospital Board Member Robert Armbruster, Hospital Board President Zack Odell and Hospital CEO Aldeen “Van” Vandeveer. Project History Giving a brief history, Vandeveer reminded that Barber County voters first passed a bond election in November 2008 for improvement of health care facilities in both Kiowa and Medicine

Lodge. The commissioners halted a plan for the hospitals to build new as the proposed price tag was too high they said. Finally in the spring of 2010 the commissioners approved $10 million tax money for the two Barber County hospitals – $6 million to Medicine Lodge and $4 million for Kiowa. After much research of the KDH Planning Committee chaired by Karla Johnston, Kiowa’s board approved to build new with MW Builders and GLMV Architects. The price tag is an estimated $6.5 million. The Hospital Foundation was established to raise the additional funding needed, referred to as See Hospital Page 19

GAP funding. The builders and architects told how the existing structure, built in 1950 with later additions, had many functional problems. They explained how building new was the most cost efficient. They also told how it alleviates the inconvenience of building during daily hospital operations. health clinic is 25,362 square feet. Ford said the facility is designed around patient care and staff. There is one centralized entrance which gives a sense of privacy to patients, he said. A centralized nurses station is near ER, patient rooms and waiting room. The layout gives privacy to ER which he said the existing ER does not have. The new ER has a separate waiting room and there is an ER Only Drive. “That’s good for the patient and public,” Ford said. The clinic has eight exam rooms, not only convenient, but important for infection control, Ford said. There will be a metal building outside for maintenance. Parking areas will be designated for public, staff, doctors, etc. Odell commended the staff “for addressing needs – not wants. “ Financing Addressed Vandeveer said the hospital is in

the competitive application process to obtain a $2.5 million USDA Loan for 3.75 percent. He spoke optimistically about the hospital’s chance of securing the loan. They should know sometime in February, he said. As Chairman of the Hospital Foundation, Judy Schrock said they’ve already received some donations. They are kicking off the “Where Community and Care Come Together” campaign to raise funds. Contact Judy or the hospital if you’d like to make a tax deductible donation. She said the foundation is working diligently to raise funds. They received $25,000 from the First State Bank, Judy said appreciatively. She anticipates making an announcement about more financial news in February. The Foundation is not only helping raise the GAP Funding – but also the estimated $1 million it will take to equip the new hospital.

South Barber 6th graders named TERRIFIC Kids By Yvonne Miller The word TERRIFIC brings to mind the words “fantastic” or “the best.” Those words and many more attributes describe elementary students in the TERRIFIC Kids program at South Barber. The acronym is spelled with an emphasis on the following: Thoughtful; Enthusiastic; Respectful; Responsible; Inclusive; Friendly; Inquisitive; Capable. Named TERRIFIC Kids for October are 6th graders: Taylor McClothlin, daughter of Nicole Tronsgard and Robert McClothlin; and Trae Rathgeber, son of Brad and Daphne Rathgeber. Named November TERRIFIC Kids for November are: Kayleigh Velasquez, daughter of Johnny and Racquel Velasquez; and Hunter Spicer, son of Sam and Cathy Spicer. Principal Marcia Cantrell said each

teacher watches for the TERRIFIC Kids qualities every month in their students and turns in the boy and girl with the most checks to the principal. Then Cantrell tallies the votes to determine the winner.

Terrific Kids is sponsored by Kiwanis International. The Gifted Students at the high school organized this program for 6th graders through their facilitator/sponsor Dick McCall, a Kiwanian.

Public intoxication arrest leads to firearms charges

By Jim Stout Firearms charges were added to public intoxication against Charles Pester, 49, Enid, after he ran out of gas west of Aline and “wandered up” to the residence of Bud Anthony around 4 a.m. last Friday. Anthony phoned Undersheriff Brandon Powell, according to an affidavit filed later that day in Alfalfa County District Court. Seeing signs of intoxication, Powell asked Pester to take a breath test. “There’s no need,” Pester told Powell in the affidavit. When Powell asked how much he had to drink, Pester reKristina Schmidt is the Aline-Cleo November Student of the Month. Her philosophy for school is: show up, do your work, try your best, and have fun. She receives inspiration from her parents and grandparents. Her parents are Richard and Cynthia Schmidt, Cleo Springs.

plied, “Several beers.” Powell placed Pester under arrest for public intoxication and went to check on Pester’s car to confirm it was off the roadway. Looking through the window of the car, Powell saw an open 30-pack of Busch Light beer in the back floorboard along with a rifle in the back passenger seat and a .357 Magnum handgun which he later learned was loaded with seven rounds, the affidavit states. After transporting Pester to the Alfalfa County Jail for booking, a background check revealed Pester was a convicted felon resulting in charges of possession of a firearm after felony conviction.

‘Tis the Season for Scams

Attorney General Pruitt; AARP offer tips and warnings for Oklahomans

By Karee Pyeatt Public Information Officer Oklahoma Attorney General’s Office Attorney General Scott Pruitt cautioned Oklahomans to be aware of scams and fraud by criminals taking advantage of good will during the holidays. “Oklahomans are known for being generous to their neighbors, but they need to be cautious of fraud this time of year and make sure their donations are going to help a reputable and worthy cause,” Pruitt said. AARP Oklahoma State President Marjorie Lyons applauded Pruitt for reminding consumers about holiday

fraud, especially older Oklahomans who are particularly vulnerable to scams. “Con artists can be the Grinch who stole Christmas for seniors, which can be devastating to someone who already must stretch their dollars just to cover basic costs of living,” Lyons said. “We all want to do our part to help charities, which is why it’s critical to make sure you are donating to a legitimate organization.” Pruitt said before Oklahomans donate to a group, they should do research and contact the organization personally to ensure their donation is going to a reputable cause. Taking extra steps can give peace of mind as well as help donations land in the right hands. The Attorney General’s Public Protection Unit provides the following See Scams Page 46

Tip on meth suspect brings From Page 42 three agencies in for arrest Scams By Jim Stout After receiving a tip on methamphetamine activity from a confidential informant, officers from three agencies teamed up to arrest the suspect and confiscate three baggies of methamphetamine. Arrested was Larry Leonard, 55, of Lawton on charges of possession of methamphetamine with intention to distribute. Officer Patrick Hawley received the tip which included the name of the suspect, the description of the vehicle, the amount of the meth, and the destination which was 621 Linden in Alva, according to a court affidavit filed in Woods County District Court Monday. Trooper Randy McCullough learned the suspect did not have a valid driver’s license and was wanted on a warrant in Jackson County. Trooper McCullough spotted the vehicle, an older model blue pickup, near

Hopeton, the affidavit continued. Officer Hawley teamed up with Deputy Keith Dale to wait in an unmarked car with a full view of the Linden residence and when the suspect arrived, the officers pulled in behind Leonard’s pickup. Trooper McCullough informed the subject of the warrant and driving without a license. Officer Hawley handcuffed the subject, the affidavit states, then searched the vehicle. He found three jeweler baggies of meth. Officer David Cummings and Deputy Dale inventoried the vehicle and found four empty jeweler baggies. On booking at the Woods County Jail, Officer Hawley learned Leonard had been arrested for possession of CDS, theft, domestic, assault and battery with a deadly weapon, and false pretense/bogus check/con game. He is on a suspended sentence for the assault and battery until 2014.
