Aline Star Cemetery Association meeting The Aline Star Cemetery Association held its annual meeting Tuesday, April 15. The yearly meeting is held on the third Tuesday of April in Aline for those who own burial space(s) or are interested in purchasing sites. Donations to maintain the grounds are appreciated at any time. According to the Aline Star Cemetery Guidelines section 12, item e, dormant season decorations need to be removed by April. The board met at Star Cemetery April 3 to clean debris, prohibited items and weather-worn decorations. The intent of this cleaning is to assist families and the mowing crew maintain the
attractiveness of the grounds. To alleviate some of the confusion, informative signs are posted on the outside fence. Improvements to the pavilion are ongoing. Window coverings provide protection from sun and wind. A windbreak has been installed along the walkway to the pavilion. There is no charge for the use of the pavilion. The intent of the cemetery association is to facilitate services to families, friends, and mortuaries. Pellow Monument Works of Enid has graciously donated 16 section markers for Star Cemetery. In addition to that generosity, foot-stones to identify
known, but unmarked, graves have been offered. Installation of theses improvements are planned during the warm weather season. Election of officers was held. Current positions include Gary Booze, president; Kaye Reibm, treasurer; Brenda Dixon, secretary; and board members Doris Booze, Melvin and Nina Ricke, and Cary and Nancy Anthony. The Aline Star Cemetery Association gratefully acknowledges the service and dedication contributed by the past president, John Eugene Lamle, and board members Lola Jean Lamle and Dan Baker.
Two charged with contributing to delinquency By Marione Martin A deputy on duty in Carmen noticed a vehicle turning into the park late at night and decided to check on it. According to documents on file, Alfalfa County Deputy Sheriff Blake Trekell was sitting stationary in Carmen about 11 p.m. on April 12. He saw a late model Chevy extended cab pickup drive into the Jiffy Trip parking lot. Approximately five minutes later the pickup left and traveled south down Third St., over the railroad tracks and into the Carmen park where he could no longer see it. Having past experience with criminal activity in the park late at night, Trekell walked about 300 yards across a wheat field in an attempt to see what was going on. He couldn’t see the vehicle but knew it had not left. He returned to his vehicle
and drove into the park, turning off his headlights once in the park. He saw the reverse lights from a vehicle parked behind a row of trees on the far south end of the park in a peculiar, concealed location leading to the town’s sewer lagoons. Trekell pulled in behind the vehicle and activated his emergency lights. It was now about 11:30 p.m. so the vehicle had been in the park approximately 20 minutes. Trekell made contact with the driver, a juvenile male, who handed his driver’s license and insurance verification out the window. Trekell could smell a strong odor of burnt marijuana from inside the vehicle. There were two adults inside whom Trekell recognized as Latasha Bebee and Jimmie Schmidt. After having the driver go back to his patrol vehicle and have a seat, Trekell asked what they were doing in the park. The driver said they were messing around, that they had left Schmidt’s house because they didn’t really like the
people there. He asked the juvenile if they had been smoking a little marijuana, and he replied a little. Trekell asked where the marijuana was, and the juvenile said he had it. From his pocket he retrieved a brass pipe with a burnt substance in the bowl that smelled like marijuana, a lighter and a small clear plastic bag with a green leafy substance that smelled and looked like marijuana. The juvenile said he had smoked about half a bowl, and his passengers had about the same. Trekell went back to the pickup and had Schmidt and Bebee step out one at a time so he could handcuff and detain them. Bebee passively resisted and demanded to immediately talk to her lawyer. She was placed in the deputy’s patrol vehicle. Trekell contacted the juvenile’s grandmother to come to the location and pick him up. Stupid Facebook post costs family $80,000 By Lynn L. Martin Most anyone who has spent a little time on Facebook reading posts from average people is occasionally appalled at the private information placed on the network. I see people placing detailed medical information about whatever ails them that would get a medical industry employee fired if they told the same information. Here’s a recent headline: “Thieves caught after posting pictures of themselves posing with their swag on Facebook.” Those two thieves are now serving 18 years in jail. But here’s the $80,000 story. The Third Circuit Court of Appeal of Florida has ruled that an employee’s disclosure to his daughter of the existence of his settlement with his former employer breached the confidentiality
clause of the settlement agreement. The employee had sued his former employer for age discrimination. Thereafter the parties entered into a settlement agreemeent that contained a confidentiality clause prohibiting the employee from discussing its terms with any entity or person except his attorneys, professional advisors and his spouse. After settling the case,the employee and his wife told ther college-age daughter about the settlement. The daughter then posted the following message on her Facebook page: “Mom and Pop Snay won the case against Gulliver. Gulliver is now officially paying for my vacation to Europe this summer. SUCK IT!” Gulliver refused to pay Snay $80,000 under the settlement contract, due to breach. The appellate court ruled in favor of the employer. The court pointed out that Snay could have negotiated the confidentiality agreement to include his daughter, but he did not. The daughter’s Facebook post cost her father $3,478 per word.
Two face drug charges By Marione Martin A police officer saw a couple of men crossing the street in the early hours of the morning and decided to talk to them. The two ended up with drug charges. According to documents in the case, Cherokee Police Officer Christopher Horstman was returning from the gas station with a beverage for the dispatcher when he saw two men crossing Grand from east to west. Since it was after 2:30 a.m. he turned around to talk to them. As the officer approached, one of the men began walking fast and went around the corner at Oklahoma Ave. When Horstman turned on his lights, he saw the other man pushing items into his back pocket. He saw something blow out of the pocket and go under his vehicle. The man turned around and said he lost something out of his pock-
et so Horstman backed up to locate the item. He found a small baggie containing a small amount of a white powdery substance. He asked the man, later identified as Carl Crawford, about the bag and he said it was not his. Horstman told him that he had watched it blow out of his pocket but he still denied it was his. Horstman asked for Crawford’s driver’s license and then went to retrieve the other man. Horstman found Charles Garner walking from behind Bumper-toBumper. He asked what he was doing, and Garner said he was just walking to some family’s residence. He had Garner get in the patrol vehicle and took him back to Crawford’s location. He contacted Alfalfa County and asked for

The Waynoka Historical Society will have a special presentation on Saturday at the Santa Fe Depot at Waynoka Station when Judy Ferguson will portray Harvey Girl Ruby Pearl Caudell at 2 p.m. The depot is next to the BNSF Transcon at the west end of Waynoka Street. Fred Harvey began a partnership with the Santa Fe Railroad in 1876, offering fine food service, elegantly served, to rail passengers. The Harvey House at Waynoka was built in 1910 with a formal dining room, lunch counter and rooms on the second floor for Harvey employees’ living quarters. Ruby Pearl Caudell was a Harvey
Girl in Waynoka in the late 1920s. She was a fun-loving girl from Kansas with a sense of humor, and sometimes found it difficult to ignore funny situations that arose as she served the traveling public. She was interviewed by the Daily Oklahoman about 30 years ago. She related her life story, including the decision to become a Harvey Girl, working for Fred Harvey, her marriage and family. It is an amazing story of her life. Among the stories that she related was one in which Oklahoma humorist and philosopher Will Rogers ordered prunes at the lunch counter. Fred Harvey, an Englishman, is credited with civilizing the west when he brought women west to work in his railroad eating houses along the Santa Fe Railroad when there were few reasons for women to go west. He brought fine dining to the American Southwest where
there had been very few reliable sources of food for the traveling public. Judy Ferguson has performed as Ruby Pearl in a number of towns in Oklahoma and southern Kansas. Proceeds benefit the Waynoka Historical Society. For further information, call 580-824-5871.

Obituaries ALFRED LLOYD ‘JAKE’ JACOBS KIOWA, Kan. – Alfred Lloyd “Jake” Jacobs was born March 27, 1925, in Alfalfa County, Okla., to Arthur E. and Anna L. Rader Jacobs. He passed away April 17, 2014, at the age of 89 years and 20 days. Funeral services were held Monday, April 21, at 11 a.m. at the Kiowa Congregational United Church of Christ. Burial followed in the Riverview Cemetery. Arrangements were by Lanman Funeral Home, Inc. of Kiowa, Kan. Condolences may be shared with the family at www.lanmanmemorials. com. Jake served in the U.S. Army from 1944 to 1946 in the 3159th Signal Service Battalion in the Philippines and Japan. RUSSELL L. WARRINGTON On April 19, 2014, after a brave fight, Russell L. Warrington, 67, left his earthly home headed for a better place. He was born June 25, 1946, in Hardtner, Kan., the son of Harry H. and Pauline Coggins Warrington. He was retired from MissouriPacific Railroad. He was a United States Army veteran and was a member of the American Legion. On June 30, 1968, he married Vickie Gregg in Kiowa, Kan.; she survives.
Alfalfa County commissioners have very short meeting By Rebecca Kinney Each Alfalfa County commissioners meeting begins with several routine items on the agenda that never change: call to order, invocation, flag salute, minutes, M & O warrants for payment, and blanket purchasing orders. This week’s road crossing permit revenue was greatly reduced to $3,500 for six permits compared to last week’s 24 permits for $40,250.
The commissioners took no action on the burn ban, which means any person wanting to conduct outside burning needs to check with the fire chief in his area of the county for permission. A discussion was had on the resolution for safety incentive. They will need to check with ACCO website to see if a missed safety meeting can be retaken. The commissioners did not receive a conference call from utility rebate con-
sultants. They are to be told the commissioners are not interested in placing the item on the agenda again. An invoice was paid for bridge inspection covering two bridges. The also accepted the bridge inspection report for all districts. Finally, in unforeseen business it was mentioned that the Cherokee Head Start is looking for a new building to occupy.

On April 3 and 4, 17 members of the Waynoka chapter of Family, Career and Community Leaders of America (FCCLA) traveled to Oklahoma City for the 68th Annual State Convention at the Cox Convention Center. Members started off their trip with Eichen’s famous fried chicken and okra. Following dinner the students headed to Bricktown to take in the Oklahoma City National Memorial. We took a cell phone tour of the Outdoor Symbolic Memorial. The Field of Empty Chairs at nighttime was breathtaking. Friday brought a lot of excitement with convention. During the opening session 1st and 2nd place STAR Events winners were
recognized on stage including Brooklinn Weber, Austin Durkee, Maria Wilcox, and Josiah Darr. The keynote speaker for this session was Mike Smith, founder and executive director of Skate for Change. He shared with us his childhood story and challenged us to work toward leaving a legacy. For the closing session Ashley Wells and Hannah Darr were recognized with the 1st and 2nd place STAR Events winners. Grant Baldwin was the keynote speaker for the closing session. Baldwin is an entrepreneur and author of the book Reality Check. He challenged students to make wise decisions and to think about the consequences of those decisions on
others. For the third year in a row, the Waynoka Chapter was honored with floor seating for being one of fifteen chapters recognized as Gold Star Chapters. The chapter also received an award from the Oklahoma Alumni and Associates group for having 75 percent of their family and consumer sciences classes affiliated as FCCLA members. Following the convention the students enjoyed a meal at Earl’s Rib Palace and had a great time riding go-carts and bumper cars and playing miniature golf and arcade games at Andy Alligators. The students learned a lot at convention and enjoyed celebrating a successfully year.

Additional cracks found in closed bridge in Oklahoma
By Kristi Eaton, Associated Press OKLAHOMA CITY (AP) — Additional cracks have been found on a bridge in central Oklahoma that connects two towns, the state Department of Transportation announced Tuesday, noting the new problems are similar to those that led to a major bridge collapse in Minnesota in 2007. The 76-year-old James C. Nance Memorial Bridge, connecting the towns of Lexington and Purcell, has been closed since January after 10 cracks were found. The engineering team hired to repair the bridge had completed work on more than 260 potential flaws when workers discovered two new cracks had developed, said Mike Patterson, the transportation department's executive director. ODOT Chief Engineer Casey Shell said at Tuesday's news conference that the new cracks are near what are known as gusset plates, which is the same area that failed during the Interstate 35 bridge collapse in Minneapolis in 2007. Thirteen people were killed and more than 100 were injured. "We wanted to make sure that these were reinforced and stiffened so we didn't have that concern here in Oklahoma on our bridge," Shell said. The extra repair work is expected to cost an additional $1 million to $1.5 million, bringing the project's total to about

$15.5 million. Officials said it isn't expected to delay the scheduled June 14 re-opening of the bridge. The first new crack was discovered 10 days ago, followed by a second crack, Shell said. John Kulicki, senior technical adviser for bridge engineering firm Modjeski and Masters, said he was surprised the bridge was continuing to crack while repairs were being made. "We would have expected with the traffic off the bridge, the cracking would have stopped," Kulicki said. "But it continued. And then as the temperature warms up, it still continued ... that's counterintuitive. Usually steel gets tougher as it gets warmer." The closure of the bridge has caused headaches for residents and businesses of the two towns. Normally, it takes about 5 minutes to drive between the communities, but the closure has upped that to 45 minutes. "It's a disappointment, but they're doing all they can to repair them," Purcell Register editor and publisher John D. Montgomery said of the cracks. "Hopefully, they can still meet their deadline to open." Last week, Gov. Mary Fallin announced that the U.S. Small Business Administration had denied her request for loans for businesses affected by the closure. The federal agency said they could not offer loans because the bridge was closed for maintenance, not because of a sudden event causing severe damage, such as a natural disaster.

By Sean Murphy, Associated Press OKLAHOMA CITY (AP) — Sheriffs from across the state gathered at the Capitol on Tuesday to voice concern about the increasing number of state prisoners who are being removed from county jails and processed into the state prison system of public and private jails. The state's new prison director, Robert Patton, announced earlier this month that he was working to alleviate the county jail backup, which had swelled to more than 1,900 inmates. Many of the sheriffs who packed the Senate gallery count on the $27 daily per-prisoner reimbursement from the state to help fund jail operations, like medical and food contracts. "When that money goes, it will have to be supplemented from somewhere," said Beckham County Sheriff Scott Jay,
who receives an estimated $274,000 annually to pay for housing state inmates. "We may have to cut deputies out on the road." Prisons spokesman Jerry Massie said Tuesday that the backlog has been reduced to about 1,000, with more transfers underway. "We're still following the plan," Massie said. Patton, a 30-year veteran of the prison industry, was hired in January after the former director, Justin Jones, had a series of high-profile clashes with the governor's office and Republican legislative leaders about the growing use of private prisons, which Jones opposed. Patton has said he supports the use of private prisons. For some counties, clearing out jail inmates who already have been sen-
tenced by a judge to serve prison time helps ease overcrowding or free up bed space for more lucrative contracts to house federal or municipal inmates. But most Oklahoma counties will lose a consistent revenue stream that is typically used to offset the cost of jail operations with Patton's plan to move inmates out of their jails, said Ray McNair, director of the Oklahoma Sheriffs Association. McNair said sheriffs received little advance notice about Patton's plan, and are struggling to adjust to it. "They're his inmates. We can't tell him what to do," McNair said. "But at least give them a call. Take it slow and give them time to adjust their budgets." Patton said he hopes to have all the state inmates in county jails cleared out by the end of May.

WICHITA, Kan. (AP) — Two airlines have announced new flights beginning this summer from airports in Hays and Great Bend, where there has been no service since late March. United Express, operating by SkyWest Airlines, announced Monday that it will begin daily round-trip flights between Hays Regional Airport and Denver on Aug. 1. The 12 weekly flights will be on Bombardier’s 50-seat CRJ200 turbojets. Officials at the Great Bend Municipal Airport announced in March that SeaPort Airlines, based in Portland, Ore., will begin offering 18 weekly round trip flights from Great Bend to Wichita and Kansas City in early June. The flights will be on nine-passenger Cessna Caravans. The communities lost air service when Great Lakes Airlines announced it would stop serving the airports as a part of a larger reduction in services to several communities, The Wichita Eagle reported (http://bit.ly/1hkuUbD ). Previously, Great Lakes offered service from Great Bend to Denver, with a stop in Hays.
“Having access to reliable, local air service is critical for the economic development of communities and we look forward to the start of these new United Express flights in Hays,” Mike Thompson, SkyWest Airlines vice president of market development, said in a statement. When Great Lakes stopped service in Great Bend, “we saw an opportunity there in Kansas,” said SeaPort executive vice president Tim Sieber. “Denver is a large airport with many connections. We think Wichita offers an easy connection relative to Denver.” Great Lakes Airlines said it was reducing service to several communities because new federal requirements had caused a shortage of pilots for the airline. In July, the Federal Aviation Administration announced it would require co-pilots to hold an Airline Transport Pilot certificate, which requires 1,500 hours of total flight time. Previously, co-pilots were required to have 250 hours of total flight time. The new rules also require co-pilots to have more training and testing specific to the airplanes they fly.

He was unable to locate anything. Horstman read Garner his rights and asked him about Crawford and the baggie. Garner said he did not know Crawford and was unaware of the baggie, its origins or its contents. He told the officer he could check his personal bag. Horstman went back to Crawford and read him his Miranda rights. He said the baggie was in his pants and blew out but he did not know what was in it and it was not from that evening. The contents of the baggie later field tested positive for methamphetamine.. Trekell and Horstman went back to Garner and asked to search his bag. He gave permission. Inside was a small baggie identical to the baggie retrieved on the ground. In it were multiple smaller baggies. When Garner was asked about the bags, he said he was disposing of them for an individual. Carl Dwayne Crawford, 52, of Enid has been charged with a felony of possession of a controlled dangerous substance. Charles Jamel Garner, 22, of Cherokee has been charged with a misdemeanor of unlawful possession of marijuana.

Former bank worker admits embezzlement
WICHITA, Kan. (AP) — A southeast Kansas woman will be sentenced in July for stealing more than $180,000 from a bank where she worked. The U.S. Attorney's office says 42-year-old Erie resident Sherrie Landell pleaded guilty Monday to one count of embezzlement by a bank em-
ployee. Landell worked at a branch of Exchange State Bank in the Neosho County town of St. Paul. She maintained the bank's general ledger account and an account designated for accounts receivable on certificates of deposit.
She admitted stealing interest due on the certificates of deposit and other funds, then altering the bank's records to hide her crime. Landell began the embezzlement in 2007. The scheme was uncovered by a regulatory exam and independent audit in 2013.

state Rep. David Dank, a critic of the legislature's pattern of approving new tax breaks without calculating the budget impact first. "If I handled my business like they do out here, I'd be riding a bicycle to work." Nevertheless, Republican Gov. Mary Fallin, who is pushing to cut the top personal income tax rate from 5.25 percent to 5 percent, said a basic strategy of lower taxes and more incentives will pay off in the long run. This approach "is an important way to stimulate the economy, create jobs and help middle class families," Fallin said defending her plan. Many of the two-dozen state legislatures controlled by Republicans have increased business tax incentives in recent years, arguing that resulting business growth would make up the difference. Especially during the recession, the lost tax revenue led to layoffs and funding cuts for schools and social programs. But many states later began easing up. Indiana's House Republicans restored some education and road funding in 2013 instead of approving all of the income tax cut Gov. Mike Pence
proposed. In Oklahoma, though, the diversion of tax revenue has been continuous and dramatic, with new breaks approved piecemeal without projecting how much money would be left. According to the state budget office, only 44 percent of revenue now goes into the General Revenue Fund, which supports most major state programs like schools, prisons and child welfare. Seven years ago, the share was 55 percent. The tax breaks granted range from tiny slices of the state's roughly $7 billion annual budget — like the $47,000 a year in sales tax forgiven for purchases by the Boys and Girls Clubs— to hundreds of millions of dollars for the burgeoning wind industry and oil and gas producers. The state pays wind farms' local property taxes for the first five years, at a cost of $28 million annually, and grants credits covering most of the taxes owed for selling the energy produced. "It's very easy for somebody who lives in western Oklahoma to look at those industries and see how they're benefiting our state," said Republican Rep. Mike Jackson of Enid, whose ru-
ral district is dotted with wind farms, citing the jobs that both industries create. Fallin's proposed personal income tax cut would cost about $147 million annually. The legislature is also considering new tax credits for rural housing construction, fundraising by cheerleaders, and chapel building. Already, Oklahoma has about $188 million less to spend on state programs than last year. By all appearances, revenue would seem to be no problem with so much prosperity on display. Hydraulic fracturing and horizontal drilling have opened up vast new oil and gas plays. The Oklahoma City skyline has been transformed with a massive new 50-story skyscraper built by oil company Devon Energy. Unemployment has dropped below 5 percent. However, funding for public schools is now $200 million below where it was in 2009, while student enrollment is up 40,000. State employees haven't received a raise in more than six years and disability programs are suffering. "It's like $43 a case for diapers for a 23-year-old," said Lance Davis, whose 23-year-old son, Tomas, is confined to a wheelchair with cerebral palsy and is on a 7,000-name waiting list for a medical equipment stipend. "When it's a person that uses several in a day, those things add up." Preston Doerflinger, Gov. Mary Fallin's chief negotiator on budget matters, said state agencies can save money by becoming more efficient, but that the Legislature should consider the budget impact when approving new tax credits. "Unfortunately, in this building sometimes we have difficulty thinking past our noses," he said.
