Rape, molestation charges filed against Enid man, 50 Girls, age 7, 9 at Great Salt Plains Lake By Jim Stout Charges of first degree rape and lewd molestation against Louis Buzz Bennett, 50, were filed Dec. 2 in Alfalfa County District Court following incidents involving two girls, ages 7 and 9, last July during a camping trip to Great Salt Plains State Park. worker Kaycie Felix. Doyle told Tanio Bennett had admitted certain acts toward the girls that led to the charges. Information was not available at press time on preliminary hearing or trial dates. Five counts of similar charges were filed against Bennett in Garfield County last October 9. Those included lewd or indecent acts to a child under 16, rape first degree victim under age 14, lewd or indecent acts to child under 16, forcible sodomy, and performing lewd act in presence of minor. A preliminary hearing is set for Dec. 28 on the Garfield County charges.

Money situation looks good for Alva schools By Lynn L. Martin The Alva school district revenue from gross production is down this month compared to what it has been, but still above last year at this time. In October, gross production revenue was $239,158.39, while in November the figure was $132,731.89. A year ago November the figure was $98,937.85. Income from state aid, state school land, and flex benefits is down. This year, the numbers respectively are $63,844, $9,114.62 and $47,197.83. Last year, the same funds yielded revenue of $85,243.00, $19,983.70, and $52,032.77. The school enrollment stands at: 136 at Longfellow, 136 at Lincoln, 186 student at the middle school and 233 students at the high school. Principal Steve Parkhurst said Alva High School is off to a good start in basketball having won all their games so far. The music department’s Christmas concert is scheduled for 2 p.m. Sunday. In answer to a board question from a previous meeting, Supt. Vicky Johnson reported the total money spent on enhancement programs such as Title I, etc., is $213,207 annually. That number does not include support material such as software programs. The filing period for board seat #2 ends on December 7, 2011, at 5 p.m. The district received a check $6,752.87 for a pig barn for the Vo-Ag department. Supt. Johnson said they are hoping to find other sources of funds so they can build a better facility for the students’ projects. Board Actions The board approved adding E-reader permissions and an acceptable use form
to the library policy. The board accepted a plan recommended by the superintendent to have the board policy manual customized by the Oklahoma State School Boards Association. The cost will be around $5000. Karen Mead’s request to resign as Alva Middle School cheerleader sponsor was approved. Tammy Duncan will take the position. The superintendent recommended that a teacher asked to attend Common Core meetings held after the regular school day to be paid $25 per meeting. Johnson estimated the number of meetings could vary from one per quarter to one per month. Board President Brian Gaddy suggested that the classroom teacher’s contract be modified by the teacher’s union to reflect this change. Parkhurst said negotiations could be reopened to discuss this in order to have the union blessing in this decision. Larry Parker suggested that this be implemented this year on a “gentleman’s handshake agreement,” then include the compensation when the union contract is negotiated next year. The board voted to pay 1/9 extra duty pay for the month of October to Cara Bradt for stepping up and handling the band work that month. Another agreement was approved with the Circuit Engineering District 8. The school district occasionally purchases road type signs from them. A letter of resignation was submitted by Karee Shirley as activity fund custodian and superintendent’s secretary. The board voted to approve the resignation effective December 31, 2011. Supt. Johnson expressed great regret at this
resignation. Becky Pingelton was employed as activity fund custodian and superintendent’s secretary. Other duties include alternate purchasing agent, insurance coordinator, and board minutes clerk. She has been serving in many of these roles for the Waynoka School District. Principal Parkhurst provided a report to the board that 39% of Oklahoma high school graduates need remediation in science, math or reading. Students from the Alva district come in at 30%.

Debit/credit card fraud hits home By Lynn L. Martin I received a call from a Woods County friend telling me that someone had made false charges to his debit card and the caller wanted to know if I had any advice for him. Of course, he had already reported it to his bank. He wanted advice beyond that. I said, “Well, I know that credit card holders are protected by federal law to a maximum loss of $50.00. Quite frankly, I don’t know if debit cards enjoy the same protection.” He said the false charges in this instance totaled $1500.00 from fraudulent
use for online dating services. So I called the expert of experts, Brian Hofen at Central National Bank. He agreed to answer my questions. Brian said that each of the debit or credit card companies such as VISA, Mastercard or Discover may have a different limit but in most cases customers are responsible for up to $50 of the fraud. Brian explained that when a bank receives such a report from one of their card holders, the bank usually issues a temporary credit back to the customer for the amount of the fraud. Then they investigate to make sure the customer didn’t contribute to the fraud by writing their pin number on the card so thieves would have easy access if they physically obtained possession of the card or if the customer had simply handed over his/her

Then I asked, “Do you have any other advice?” What he said was very good advice that I had never considered. “It is not a good idea to use debit cards online. This is because any fraudulent use takes money from your bank account . . . the very money you need to pay your bills and buy groceries. If you use a credit card online, at least the loss is from money you never had in the first place,” he said. Despite this column, I think many people are overly afraid of purchasing online. I only use credit cards and deal only with major vendors with whom I have confidence. PayPal is a very good interim method for online payment since they provide a money back guarantee.
Little Sahara bust brings six arrests By Jim Stout Six campers at Little Sahara State Park were arrested after a park ranger observed what he believed to be underage drinking. His follow-up resulted in discovery of marijuana activity as well. According to an affidavit filed Nov. 29 in Woods County District Court, Park Ranger Ryan Webster arrested and transported to Woods County Jail six Edmond residents for possession of marijuana inside a state park. The six are Joshua James Lay, 18; Kyle William Wesley Johnson, 20; Austin Ray Payne, 20, Nathan Hunter Rosecrans, Phillip Stewart Walford, 21, and Bridgette Jane Lee, 19. By press time Tuesday, criminal marijuana possession charges had been filed in District Court on Lay, Johnson and Payne. Additionally, Payne and Lee were charged with misdemeanor possession of low-point beer by person under 21, and Johnson with possession of paraphernalia. Walford was charged with furnishing beer to a person under 21. No charges were filed in court by press time on Rosecrans.

Waynoka BOE hears of e-textbook grant Look at gym renovations
By Stacy Sanborn Waynoka Board of Education called their meeting to order at 7: 30 p.m. Monday night amidst the onset of the area’s first snow. After roll call, Superintendent Peggy Constien began tackling the long list of agenda items. First up on the consent agenda was the discussion of various funds, all of which concern reports and items of a routine nature normally approved at board meetings- minutes, financial reports, encumbrances, etc. Each item was unanimously approved. Discussion and possible action to add and/or modify policies was next. Members decided to bypass the Leave Sharing Agreement (an agreement in which employees can opt to share their personal leave time with other employees) due to the cumbersome nature of paperwork and instead focus on current workplace drug and alcohol testing policies. Constien said right now bus drivers are the only ones subject to drug testing and subsequent random drug tests. She asked members if school maintenance workers (custodians) and mechanics should be subject to drug testing as well. Members decided to allow Constien to do more checking on the subject to see what policies were in place at other schools across the state. Right now teachers are not being drug tested either she said.
Constien moved on to discuss fund raising policies. She said a policy states children cannot go door to door to raise funds, and in a small community like Waynoka, such a policy is too restrictive. Members agreed. Item #7 on the agenda was discussion and possible action on a $100 professional development stipend. Constien emphasized the importance of school employees to continually develop professionally and said the stipend was for that purpose only – not a gift. Checks were cut to employees for this reason, totaling $4,563.94. The motion was unanimously passed. Constien moved along to the next item on the agenda – the transference of a 1st grade student. She said the student’s parents wanted their child to attend a virtual school, citing the transfer was not the result of anything the school did, but rather parental preference. She said passing the motion was just a formality and members passed unanimously. Constien moved on to other agenda items and told members the new OSSBA policy manuals should be completed and ready before school dismisses for the summer. She said an official 2012 OSSBA Legislative Liaison was needed, and board member Rick George designated himself. Principal Michael Meriwether was not present to give the Principal’s Report. In the Superintendent’s report, Constien told the group expenses “were down pretty good”, and a donation to the activity fund allowed them to buy new televi-
sions for the locker rooms. She said the donation was for the athletes and the new TV’s would allow them to review film. Constien also said that federal grant money has allowed them to order 20-something new tablets for a classroom. The tablets are the same kind NWOSU uses she said, and the purchase will allow them to possibly cut back on buying hardback books since they are EBook compatible. Item #10 on the agenda was the discussion and possible action on a feasibility study regarding Waynoka School properties. Constien said the gym may need an extensive fire alarm and sprinkler system installed, an expense estimated at $50,000-$60,000. She said besides the alarm and sprinkler system, they are looking at expensive plumbing costs – that new restrooms would need to be installed. Restroom stall requirements are 2:1 – there must be 2 stalls for females to every 1 for males. She suggested the feasibility study for the school’s older properties. The study would “size-up” the properties, checking on the heating and air units, plumbing, lighting, etc. She said the study would cost about $5,000-$6,000 and may be a lot cheaper in the long run if they find the older properties to be adequate enough to host activities. Members agreed, and said they wanted to see exactly what variables were included in the study before signing on the dotted line. In new business, Constien said the school was having many problems with school buses. “I think we’re going to have to buy a used bus,” she said, “The issues have been non-stop.” She said she has priced some used buses in the area, but didn’t know that much about the subject. Rick George told Constien he would help with the matter. Members discussed mileage, passenger capacity, diesel vs. gas, etc. Item #12 on the agenda was the discussion and possible action to convene in executive session to discuss resignations received to date and employment of a cafeteria cook. After the session, the board members voted unanimously to accept the resignation of Kerri Truesdale as cook.. The meeting adjourned at 8:32.

After retirement he enjoyed nine wonderful years training hunting dogs and furthering his experiences in his lifetime hobbies, hunting and fishing, as well as making many friends wherever he went. He lived these years dedicated to acquiring and training dogs and enjoying personal hunting adventures. Most of the people he met through these experiences became lifetime friends. He is survived by siblings: brother, Pat and Patricia Babcock of Pueblo, Colorado; sister, Carol and David Wolgamott of Hardtner, Kansas. nieces and nephews: Shelley Colborn, Charla Turner, Mike and Jay Babcock, Becky McCarthy, and Durwin Wolgamott and other relatives and friends . Memorial services will be held at Billings Funeral Home, Woodward, Oklahoma on December 10, 2011 at 10 a.m. Internment was December 15, 2011, in Freedom Cemetery, Freedom, Oklahoma. Military rites will be held at the cemetery following the memorial service. Memorials to the Freedom Museum and the Youth Hunter Safety Programs through the Oklahoma Wildlife Federation. She was a cook and bus driver at Drummond Public Schools, and was a Secretary and Para at Attica, Kansas, but most importantly a grandmother. She was a member of St. Boniface Catholic Church, Sharon, Kansas and Altar Society. On April 29, 1972 she married Randy Dick at Sharon. He survives. Other Survivors include her mother Emma Rikli, Drummond, two daughters, Dana Landwehr and husband Randie and Jana Scripsick and husband Mike all of Sharon, Kansas; one brother, Billy Clyde “B.C.” Rikli, Enid, two sisters, Mary Jo Fleer, Drummond, and Jane Kimball, Pueblo, Colorado; seven grandchildren, Little Randie Landwehr, Landon Landwehr, Zack Barker, Celie Landwehr, Emmie Landwehr, Cali Scripsick, and Cauy Scripsick; and several nieces and nephews. She was preceded in death by her father and a brother, Don Rikli. Vigil Service will be at 7 p.m., Wednesday, December 7, 2011 at St. Boniface Catholic Church, Sharon, Kansas. Mass of Christian Burial will be at 11 a.m., Thursday, December 8, 2011 at the church with Father Firmin Kyaw officiating. Burial will be in St. Boniface Cemetery, Sharon, Kansas. Obituaries LYLE BAKER BABCOCK Lyle Baker Babcock was born May 3, 1943, in Freedom, Oklahoma, to Glenn Baker Babcock and Mildred Elvira (Lile) Babcock. Soon after he was born, the family moved to a farm on Keno Creek, eighteen miles NW of Freedom. Lyle Baker lived there until he graduated from Freedom High School in 1961. He passed away at his home in Woodward, Oklahoma on November 16, 2011. He attended schools at Pleasant Valley Grade School, Lookout, Centerview Grade School, rural Freedom; and Freedom Public School Freedom. He furthered his education at Northwestern State University in Alva, Oklahoma, for one year and then completed the Electronics Technician Program at Okmulgee Technical School in Okmulgee, Oklahoma. His first employment in electronics was at Freedom Radio and Television Shop in Freedom . During this time he lived at home with his parents for a while and helped them with farm work after his Dad had his first heart attack. He also helped neighbors with farm and ranch work . The United States Military sent him the traditional greetings that young men all received for many years in American history. This was during the Vietnam War , and he reported for the required entry testing for the military. Due to his scores in electronics, he was contacted by the U S Coast Guard to spend his time with them in his chosen career. The next six years of service for the United States were both adventurous and valuable preparation for his lifetime career. He paid his dues to his country and came home prepared for a lifetime career. His working years included Automatic Power, a Division of Penwalt Corporation in Houston, Texas; Kay Electric and WR Grace of Woodward, and Western Farmers Electric of Mooreland. In 1990 Lyle obtained Bear, a Labrador Retriever. This experience proved to be a lifetime hobby and led him to a wonderful pastime after his retirement in
NORMAN ‘BUZZ’ BARTON Funeral services were held Friday, December 2, 2011 in Vian, Oklahoma, for Norman “Buzz” Barton Sr., who passed away November 29, 2011 at the age of 79. He was a well-known educator and superintendent. DORIS HOUK Doris Lavina Patten Graves Houk, age 94, daughter of Robert A Patten and Amy E (Fifer) Patten was born October 31, 1917 on a farm west of Knowles, Oklahoma. The third of four daughters, she attended school at Knowles, until her family moved to a farm east of Gate 1932. She graduated from Gate High School in 1935, and matriculated to Northwestern State Teachers College in Alva, Oklahoma. Outback Riders ride in with gifts By Stacy Sanborn For the 5th year in a row, Outback Riders have been the unseen heroes for many kids across the area. On Friday, they delivered a mass of toys to Alva’s Department of Human Services for Woods County children. Toys have been dropped off in Cherokee
already and Fairview’s delivery is scheduled next. The toys were purchased from the proceeds of Outback’s Toy Run held in October in Aline as well as donations from businesses in Woods, Alfalfa, and Major counties. Outback Rider Patsy Thomas said many individuals, including the bikers, buy toys for the event and help make it all possible. Besides toys, club members have delivered several bicycles, diapers, gloves, and hats to each DHS office in the three counties.
Their good deeds don’t end there. Outback Riders are also participating in the Angel Tree project, purchasing gifts (for kids and seniors) across three counties. “We are also planning to help the food banks in the area with some of their needs,” Thomas said. “A big thank you goes out to all who gave a donation or a toy,” she said, “Also to the Outback Rider members for all their hard work to make this Christmas a little brighter for many children and families in our community this year. Bless you all.”

and a member of Kappa Delta Pi, the National Honor Society for Colleges and Universities. She became the Secretary to the Registrar and worked as an accountant throughout her college career and two years afterwards. Doris received her Bachelor’s of Science in Business with a minor in Mathematics in 1939. On November 23, 1940, Doris married Gerald Graves in Wichita, Kansas. They made their home in Hardtner, Kansas, where she taught Business at the high school and he farmed and ranched until he enlisted during World War II. Gerald was assigned to the Signal Corps and attached to the 5th Air Force. He was stationed at Camp Crowder, MO, Neosho, MO, Columbia, SC and Lake Wales and Lakeland, FL. Doris accompanied him and worked as a secretary or an accountant until he was deployed to the Pacific Theater in December of 1943. Doris returned to Gate and stayed with her parents, giving birth to a baby girl Julia May, in February 1944. Doris began teaching again in the fall, and Gerald returned in November of 1945, again taking up farming and ranching as well as running a Grade A dairy east of Gate. Another baby girl, Bonnie Geraldine, was born in 1946, and a son, Gary Allen, in 1953. Doris taught at Rosston, Gate and Laverne from 1958 for seventeen years, retiring in 1972. She taught her own son mathematics at the last class graduated from Gate High School. While raising her family and teaching full time, she was also awarded her Masters of Education in Mathematics from Northwestern in 1967; at the same commencement her daughter Julia received her Bachelor’s degree. She and Gerald were active in the Gate community, helping to start the Short Grass Sams Camping Club in Laverne and serving as the financial secretary of the Gate Friends Church for many years. She was a charter member of the Gate PTA, and the secretary of the Gate Neighborhood Association sponsored by the Daily Oklahoman. She was a 4-H sponsor for 25 years and received her 50 year membership pin from the Home Extension Club. She was a member of the Oklahoma Retired Teachers Association and received her 70 year alumni pin from Northwestern in 2009. Gerald and Doris enjoyed their retirement years, following their many grand-
children in their various endeavors, and traveling to south Texas each year in their motor home. Gerald died on March 29, 1989 after 49 years of marriage. Shortly afterwards, Doris ran into her high school sweetheart. Doris joined Robert Houk of Bolivar, Missouri in marriage in December 1989 and they divided their time between homes in Bolivar, Gate and McAlister, Texas. Bob was an avid golf player and Doris became a charter member of the Ladies Golf Association in Laverne, OK and of Bolivar, MO. In Bolivar, Doris joined the First Baptist Church of Bolivar and was born again by submersion. After eight happy years, Bob preceded her in death on July 23, 1997. In 1999 Doris moved into the Homestead Retirement Center in Alva, Oklahoma as one of the first residents. She attended the First United Methodist Church and was active in the United Methodist Women. She continued to play golf and was always involved in the lives of her grandchildren and great-grandchildren spread over Oklahoma and Arizona. She loved to boast that all of her children and nearly all of her grandchildren completed a college education. Several times a year she would travel to Arizona to visit; often, she took her golf clubs with her, even though she would be met at the plane with a wheelchair! She and her daughter Julia attended many concerts and theater at the college and in the community, as well as shopping trips to Oklahoma City. She was a member of the Woods County Retired Educators Association, the Red Hat Society, the Residents Council at the Homestead, and the Woods County Democrats Club. She was preceded in death by her parents and her sisters Mrs. Rose McCarty of Parsons, KS; Esther Collins of Eugene, OR; Frances Lochner of Beaver, OK, Thelma Graves of Seattle, WA. Doris is survived by her daughters Julia Bays and her husband Larry of Alva, OK; Bonnie Bower and her husband Jim of Enid, OK; son Gary Graves and his wife Jolena of Gate, OK; and stepson Richard Houk of Rock Hill, SC and by 10 grandchildren: Jeremy Bays and his wife Holly of Dacoma, OK; Jerrod Bays of Alameda, CA; Emily Nayar and husband Renish of Oklahoma City; Jennifer Sparks and her husband Steve of Pond
Creek, OK; Julie Dome and husband Chad of Lavern, OK; Matthew Graves and wife Lisa of Gate, OK; Jamie Platt and husband Scott of Scottsdale, AZ; Becky Vineyard and husband Matthew of Scottsdale, AZ; Colby Bower and his wife Heather of Scottsdale, AZ and Megan Gomez and her husband Pablo of Scottsdale, AZ. She also was very proud of 18 great-grandchildren. The funeral will be on Wednesday December 7 at 2pm at the Gate Friends Church, with interment to follow. The family suggests that memorials be made to their charity of choice. KINSLEY M. LAMBERT Kinsley Marie, daughter of Amanda (Groves) and Brandon Lambert was born in Oklahoma City on February 4, 2011. She passed away at OU Children’s Medical Center on the 3rd of December at the age of 9 months and 29 days. Kinsley is survived by her parents; a sister, Delaney; a brother Kaden; her grandparents Virginia and Frank Lambert, Patti Greenland and Russ Groves; several aunts, uncles, cousins, other relatives and friends. Memorial Contributions may be made in her memory to the One Call Services, Parent Hotel. JAMES A. MALLONEE Graveside services will be on December 6, 2011 at 2 p.m. at Alva Municipal Cemetery with Reverend John Clapp, Bible Baptist Church, officiating. James Arvin, son of Katherine Elizabeth (Phillips) and Arvin Mallonee was born on June 16, 1947 in Alva, Oklahoma. He passed away at St. Mary’s Regional Medical Center in Grand Junction, Colorado on the 28th of November at the age of 64 years, 5 months and 16 days. Bob Beason, Sr. and Barrett used a jack to raise the vehicle off Bobby until the Alva Ambulance crew arrived. The Alva Fire Department Rescue team assisted in extracting Beason from beneath the vehicle. He was immediately transported to the Enid Hospital. The extent of his injuries was unknown at press time.

Waynoka Waynoka Museum sets FCCLA 1:30 Sunday open house Dominates District By Daressa Poe Nine Waynoka FCCLA Chapter members brought home eight first places and one second place on Wednesday, Nov. 30, at the North-2 District FCCLA STAR Events in Woodward. There are many different types of STAR Events, but most students develop a project, compile it in a notebook and present it at competition. The chapter was represented by nine students who competed in different events at this entry level of competition. Hannah Darr competed in the Senior Career Investigation event where she received first place on her project on the

CARL CLEO SETTLE Carl Cleo (Freck) Settle was born to Jesse Franklin and Ida Pearl McCause Settle at Gracemont, Oklahoma on June 15, 1929. He was the 10th of 13 children and passed from this world on December 3, 2011 at the age of 82. Carl joined the United States Army at the age of 17 on December 12, 1946. He was assigned to the 22nd Constabulary Squadron Troop C. (also known as the Lightening Cowboys) He was hon-
orably discharged from active service on May 1, 1948 and was then placed on active reserve status on July 6, 1948. On September 21, 1950 he was reactivated and was sent to Korea with the 728th Military Police Battalion Company D. He was again discharged from active service on September 8, 1951 but remained on reserve status until May 1, 1952. On December 24, 1951 he literally married the girl next door whom he had known since the 6th grade. Her name was Carol Maxine White. Little did they know what awaited them in life. Carl was an avid hunter and fisherman. He spent many happy times deer hunting with family and friends Carl was preceded in death by his father, mother, twelve brothers and sisters and his beloved son Paul. Survivors include his wife Carol of the home, son Daniel Settle of Eufaula, son Larry and Debbie Settle of Kingfisher, son Troy and Tessa Settle of Windsor Colorado, daughter Becky and Jonny Guffy of Byron, daughter Betsy and Troy Hormel of Enid, and daughter-inlaw Debbie Settle of Mustang. Also surviving are thirteen grand-daughters, one grand-son, sixteen great-grand children and a host of other relatives and friends.

November 30, 2011 1:24 a.m. report of someone ringing doorbell and running at 700 block of S Kansas, caller advised a white car was driving around the block a lot, advised CPD and they said it was local unit driving in area, they were looking for an individual that had went into a house in that area. They believed he was drunk and couldn’t find his house. 7:00 a.m. report of cow out across the street from residence on Hwy 45, left

December 1, 2011 6:16 a.m. report of stop sign down at 3 mile corner, unit advised eastbound sign down from truck hitting it, advised ODOT. 5:18 p.m. report of gun stolen from 700 block of N Central, wanted to make a report on it, unit advised. 6:10 p.m. report of a truck hauling combine with no lights, backing up traffic at bridges, truck was 5 miles east of
