Alfalfa commissioners agree to new road crossing fees By Roger McKenzie Oil and gas producers who want to put water lines through county owned culverts under Alfalfa County roads or who string seismic cables across county roads will have to pay for the privilege in the near future. Companies who cross county roads currently pay fees that vary in amount depending on whether they bore under the road or actually cut the road. But they haven’t had to pay a fee for going through culverts or for seismic cables. On Tuesday at the Alfalfa County

Commissioners meeting, a discussion of road crossing permits was held and $500 fees for each of the above crossings received consensus support. The policy concerning road crossings will be revamped to include the new fees and it will go into effect after a general notification is sent out via email to the oil and gas companies. Those companies who currently have lines through county culverts under roads or have seismic cables on county roads will not have to pay the new fees. Any future such crossings once the fee policy is established will have to be paid for via a permit. Commissioner Chad Roach noted

that some companies have been bad about leaving pipe in the culverts after they are no longer needed. Large pipes in small culverts also can lead to the culvert clogging up. “We can’t blade the road” was another comment from commissioners describing the inconvenience the county incurs due to seismic cables crossing roads. The $500 fee for such cables will be imposed per mile of road, not for every single cable crossing a road. Jet man charged after fight with mother

By Marione Martin Gage Boehm of Jet was charged in Alfalfa County District Court with domestic abuse on Jan. 27 folowing an altercation with his mother. Alfalfa County Dispatch sent an officer to the Boehm home in Jet where written statements were taken from both Terri Boehm and her son Gage. According to the affidavit, both stated that they got into a struggle over a phone during which the son shoved the mother, causing her to fall and receive a cut above her left eye. The affidavit states Terri was intoxicated at the time.

Timberlake FFA and Goss-Zabaneh engaged 4-H compete in livestock judging Evin Goss and Tony Zabaneh II

Bob and Margaret Goss of Carmen, are pleased to announce the engagement and upcoming wedding of their daughter Evin Ann to Tony Zabaneh II, son of Tony and Elizabeth Zabaneh, Independence, Belize. The bride-elect is the granddaughter of Orpha Goss of Carmen and the late Robert Goss, and the late Thelma and Glen Taylor of Knox City, Texas. She is a 2010 graduate from Oklahoma State University with a Master of Agriculture. She works for the Belize Banana Growers Association. The groom-to-be is the grandson of Jane Usher of Belize City and the late Henry Charles Usher, and the late Isabel and Emilio Zabaneh of Santa Ana, El Salvador. He graduated in 2001 from the University of Louisiana Lafayette with a Bachelor of Science in plant science. He is a farmer on his family’s farms. The couple will exchange vows on April 28, 2012 in Enid, with Rev. John Bizzell officiating.

Timberlake FFA and 4-H Team competed at the 2012 NW District Livestock Judging Contest on January 25th in Enid The Timberlake 4-H won 2nd High Team overall in the Jr. 4-H Division and also Jaden Severin was 10th high individual and Jake Thorp was the high individual. Team members are Jake Thorp, Jared Nickel and Jaden Severin. The Timberlake FFA Team was 5th High Team overall in the Jr. FFA Division. Jamie Thorp was 5th high individual in that division as well. FFA team members are Jacob Henderson, Kate Birkenfeld, Jamie Thorp and Cheyenne Gaff.

degree in Corporate Communications from the University of Central Oklahoma in 2007. She is currently employed at Gaisford & Associates in Alva. Cody is the grandson of Verle and Bonnie Brady of Alva and Joyce and the late F.M. “Junior” Erikson of Stillwater. He is a 2001 graduate of Alva High School and earned his Bachelor of Science degree in Business Administration from Northwestern Oklahoma State University in 2006. He is currently employed as the Director of Business and Customer Relations at Erikson Steel in Alva. He serves as the chairman of the Cherokee Strip Museum Association, chairman-elect of the Quality of People/ Leadership NW Oklahoma Committee, member of the Alva Hospital Authority and Share Medical Center Foundation. A late afternoon wedding is planned for Saturday, April 7th, 2012 at Hopeton Church in Hopeton, with Pastors Marion Hadsell and Bob Brown officiating. There will be a cake and punch reception in Alva following the ceremony. Upon returning from a honeymoon to Florida, the couple will make their home in Alva.

Kiowa Hospital District ends 2011 in the black By Yvonne Miller “It was a very good year,” Kiowa District Hospital Board President Zack Odell said after hearing the unaudited financial report. Hospital CFO Janell Goodno said that district-wide (combined hospital and manor) showed a profit of $120,000. That’s of course with tax support. Without tax dollars the district would have been in the red. With the addition of $838,126.51 non-operating revenue (which is mainly tax money) the hospital showed a profit of $350,982.49 in 2011. With $61,297.51 tax money, the manor’s loss was $231,009.77. Board member Lori Schrock said the figures show the importance of tax support and how it works. Board members want it to be clear why the nursing home gets just $5,000 tax dollars per month. It’s due to optimizing the maximum amount of tax dollars the hospital receives through the Medicare Cost Report. These dollars benefit the entire district. Goodno reported that due in part to increased valuation, the hospital district is to receive $869,522 tax money in 2012. Hospital CEO Aldeen “Van” Vandeveer attended the January monthly meeting Thursday along with CFO Goodno. Board members present included: Schrock, Odell, Robert Armbruster, Robert Stark and Dan Lukins. Another source of revenue is the Tax Credit Grant Program through the Kansas Department of Commerce. Vande-

veer said in 2010-11 the district received $145,000 tax credit money. People who donate get tax advantages. The CEO hopes the district can utilize this again in 2012. Goodno told the board that $47,820.73 in bad debt was turned over to a collection agency. The board made a decision that anyone whose bill was turned over to collection will be required to pay up front for outpatient services at the clinic/hospital. Hospital and Manor December Financials and Statistics For December 2011, the hospital showed a profit of $3,281.32. That’s with the addition of $84,212.45 tax support. The hospital’s total days of acute and swingbed care of 2011 were 652, higher than 602 days in 2010. Goodno said that is good since many rural hospitals saw a decline in similar numbers. December acute and swingbed days totaled 57 which Goodno said is the highest since May. Clinic visits in 2011 were within 35 of 2010 which had 4385. In December, the manor had a resident census of 24 which is 66.7 percent of occupancy. As of Tuesday the census was 23, according to Manor DON Nicole Tronsgard. For December, the manor showed a loss of $37,962.32 with the addition of $5,000 tax money. Total resident care revenue was $124,951.65. Vandeveer said agency nursing pay for December was fairly high. Tronsgard said the manor plans an-

other Certified Nurse Aide (CNA) class February 13. She said by employing more nurse aides they can reduce agency nursing pay. Attempted Break-in at Manor Vandeveer said on January 17 at 1:30 a.m., there was an attempted break-in at the manor. Nursing staff told the administrator that at first someone attempted to get in the west door which triggered the alarm. Next the east door alarm sounded. Vandeveer said the culprits got the door open a little ways – causing about $2,000 damage. The administrator commended KPD Officer Ryan Laney for his quick response. Whoever tried to break in disappeared and was not found. Vandeveer said the disturbance awoke many residents and was “scary” for all involved, although thankfully no one was injured. Foundation and New Hospital Building Updates Vandeveer told board members about the meeting to happen with the Barber County Commissioners and PBC the following Monday. Results of that meeting are in a separate article. Friends of the Kiowa Hospital and Manor Foundation President Judy Schrock said members work with a consultant. They are mailing out a monthly newsletter. She said in January they sent out “Ask” letters to hospital and foundation board members and employees requesting financial or in-kind support. The Foundation asks for support from the entire community. “We need 100 percent support from the local level,” Schrock said. “We are building a base. Our fundraising is making progress.” Other Hospital Board Business The board approved the 2012 Capital Equipment three-year Budget with the provision that Vandeveer will notify the board prior to equipment purchase. Goodno said they are entering healthcare records into the new electronic system. The go-live date for that mandated Electronic Health Care Records system with Nextgen is June 15. Board members spent near one hour in executive session to discuss nonelected personnel; legal issues; and the monthly Risk Management/Quality Assurance report. Upon return to open session the board approved the RM/QA report before adjournment.

In person voting Obituary available in school election Registered voters in Alfalfa County who become physically incapacitated after 5 p.m. Tuesday, February 7th, won’t have to miss the February 14, Annual School Election for Alva SD IO-1; Special Election for Aline-Cleo SD I-4 and the Special Town of Jet Election, County Election Board Secretary Kelly Stein said. Stein said state law permits registered voters who will be unable to go to the polls because they became incapacitated after 5 p.m. Tuesday, February 7, to vote on an emergency basis. “Physical incapacitation” includes a variety of conditions---injury, illness, childbirth---that prevent a person from voting in person at the polls on election day. “If you think that you or someone you know fits into this category, contact the County Election Board office at 580-596-2718 as soon as possible for more information,” Stein said.

KENNETH DEAN MYERS Funeral services for Kenneth Dean Myers will be 10 a.m. Friday, February 3, 2012, at the Alva First Baptist Church with Dr. Greg Hook officiating. Interment will be in the Garrison Cemetery near Dacoma under the direction of Marshall Funeral Home of Alva. Kenneth Dean Myers, son of the late Carl and Effie (Keith) Myers, was born September 25, 1917, at Dacoma, Oklahoma, and passed away January 30, 2012, at Alva, at the age of 94 years, 4 months, and 5 days. Ken enlisted in the Marines in 1937 at the Marine Corps Recruiting Depot in Los Angeles, California. He retired from the Marine Corps in 1959 as a Warrant Officer 4. He served in the South Pacific during World War II and during the Korean Conflict. On July 6, 1943, he was united in marriage to LaVeeda Dugan. To this union three children were born, Ken Myers, Jr., Patti Kilbourne, and Pam Myers. He was an avid gardener and wherever they lived he spent hours in his vege-

table garden, whistling while he worked. While living in the Pacific Northwest, he loved to go hunting and fishing. In the earlier years he belonged to a flying club and earned his private pilot’s license for land and sea. Ken became a Christian as a teenager in the early 1930s under the preaching of his grandfather, Pastor Joe Keith, at the Dacoma United Brethren Church. The Myers lived in Washington State from 1946 to 1986 when they moved to Alva. Ken worked for a time in the Maintenance Department at NWOSU. He is survived by his loving wife of 68 years, his children; 9 grandchildren, 14 great grandchildren, and 2 great great grandchildren. He will be greatly missed by all. Bring your energy to ‘The Big From Page 4 Rural Brainstorm’ this weekend Alfalfa By Yvonne Miller If you believe in rural Kansas and want to bring new energy into finding solutions for issues facing rural areas – what better way than to participate in “The Big Rural Brainstorm.” Medicine Lodge man Roger Ringer serves on the Kansas Sampler Foundation that organizes “The Big Rural Brainstorm” this weekend (Feb. 3-4) in Newton at the Meridian Center. Ringer said, “We want the input of all interested people, especially young adults in the age range of 20-39, who chose to stay in rural areas.” The goal of the Big Rural Brainstorm is to bring people together from every

aspect of rural life and create innovative solutions that are achievable, especially by volunteer-led communities. Ringer has the Bunkhouse Bed and Breakfast at Wildfire Ranch seven miles north of Medicine Lodge. He’s a representative of small business owners, educators, people in economic development, etc. who serve on the foundation. Registration is open to anyone who lives or works in a rural community and wants to be part of a solution; good rural advocate thinkers and people who can see the big picture; PowerUps (2139s who are rural by choice); PowerOns (40+ who are still passionate about rural living); representatives from all aspects of rural life; and, especially, representatives from volunteer-led communities. under county roads. And if, as in at least one case, a company constructs its own culvert under a county road, then it will not be charged to run a line through it. Said Commissioner Doug Murrow, “There will be isolated instances where we will have to make a judgment call.” Under the current policy, oil and gas companies paid Alfalfa County $16,250 for 25 road crossing permits which were approved at Tuesday’s meeting. Ten of those came into the commissioners’ office that same morning. Nineteen of them, totaling $16,250 were in District 1. District 2 accounted for two and a half permits (one was shared with District 3) totaling $3,000, while District 3 had three and a half permits totaling $2,000. In other business, the commissioners approved a resolution calling for the closing of County Road 690 south of Latimer Road in District 1. The road, four miles east of Byron, is more like a trail, according to Murrow and has never been used. The closing has been advertised for three weeks in the local newspaper. A fund transfer for bridge work in District 1 was approved. The commissioners also approved two private property easement agreements—one in District 1 and one on District 2. Also approved were minutes of the previous meeting, payroll warrants, and maintenance and operations warrants.

Regional leaders to discuss oil and gas impact in Kiowa Friday By Yvonne Miller Oil and gas activity is pumping a great deal of money into the area economy, as well as more traffic, housing issues and much more. Regional leaders plan to discuss the impact of oil activity in their communities this Friday, February 3. The meeting is in Kiowa, Kan., at the Community Building from 10 a.m., to 1 p.m. The idea of regional collaboration is of interest among community leaders. They’ll discuss the idea as well as share experiences, plans and concerns. Tina Davis, Barber County Economic Development director, will tell “what we know to-date” about existing and potential oil activity in this area. Alva City Manager Steven Brown will also share information. Kiowa and Medicine Lodge mayors will welcome the crowd and give

opening remarks. A brief presentation of a sample proposal regarding preliminary planning efforts (from Design Studios West/ Community Solutions) is on the agenda. Carol Meyer, Kansas Department of Commerce, will facilitate discussion. Kiowa City Administrator Nathan Law said the goal is to determine the

interest and possibilities of working together at a regional level. So far, Law said representatives from the following jurisdictions indicated they plan to participate: Kiowa, Barber County, Medicine Lodge, Alva, Pratt, Pratt County, Kingman, Kingman County, Harper County, Anthony, Sumner County, and Cowley County.

Register by Feb. 10 to vote in presidential primary Friday, February 10th, is the last day to apply for voter registration in order to be eligible to vote in the March 6th, Presidential Preferential Primary Election, Alfalfa County Election Board Secretary Kelly Stein said. Stein said that persons who are United States citizens, residents of Oklahoma, and at least 18 years old may apply to become registered voters. Persons who have never been registered to vote before or who are not currently registered in the county of their residence and persons who are registered but who need to change their registration information may apply by filling out and mailing an Oklahoma Voter Registration Application form in time for it to be postmarked no later than midnight Friday, February 10. Stein said that applications postmarked after that time still will be accepted and processed, but the applications will not be approved until after March 6, 2012. The County Election Board responds in writing to every person who submits an application for voter registration. The response is either a Voter Identification Card listing the new voter’s precinct number and polling place location or a letter that explains the reason or reasons the application for voter registration was not approved. Stein said that any person who has submitted a voter registration application and who has not received a response within 30 days

should contact the County Election Board office. Oklahoma Voter Registration Application forms are available at the County Election Board office located at 300 S. Grand

Ave., Cherokee, and at most post offices, tag agencies, and public libraries in the county. Stein said that applications also are available on the Internet at www.elections.ok.gov.

Woods County 4-H Members participate in NW District Livestock Judging Contest The NW District Livestock Judging Contest was held in Enid at the Garfield County Fairgrounds on January 25, 2012. The contest consisted of 16 teams from 7 counties – Woods, Garfield, Kingfisher, Alfalfa, Noble, Dewey, and Major. Representing Woods County junior 4-H were Curan Olson, Logan Meriweather, Traben Redgate, and Colton Budy all of Waynoka 4-H; Shadee Nettles, Garrett Radford, Ross Murrow, Cathy Mapes, Juile Owen, Rozlynn Murrow, Jentrey Lancaster, Cole Koppitz, Caleb Chapman, and Wyatt Radford all of Alva 4-H. The Waynoka 4-H team of Curan Ol-

son, Logan Meriweather, Traben Redgate, and Colton Budy placed first as a team in the contest. The Alva team of Ross Murrow, Cathy Mapes, Juile Owen, Rozlynn Murrow placed 5th. In the individual contest Ross Murrow place second, Colton Budy placed fifth, Logan Meriwether placed fourth and Traben Redgate was eighth. This program, like many 4-H programs, is led and expanded through the use of volunteers. Timberlake academic team qualifies for state The Timberlake High School Academic Bowl Team recently qualified for the 2012 Class A State Tournament, to be held on the campus of Redlands Community College in El Reno on February 4, 2012. It is the fourth time in five years, including third straight, that Timberlake has qualified for state. With three close wins over Goodwell and Burlington, Timberlake finished as the Consolation Champion of the Area Tournament that took place in Shattuck. The team’s overall record is 26-7.

January 24, 2012 5:26 a.m. ambulance & rescue needed at 600 block of N 5th in Carmen, lady is having severe stomach pain, could hear her screaming in background, advised Helena Ambulance and Carmen, need to hurry, in severe pain, advised slowed down by train. 10:48 a.m. report of keys locked in car at Carmen Jiffy Trip, caller advised her dog was in car & it locked the door, her purse & keys are in the car. 1:19 p.m. respondent advised need to do something with the 18 wheelers, they almost caused a head on wreck because they are not paying attention. 3:25 p.m. report of speeding rock trucks northbound between Cherokee & Driftwood, one truck was speeding, almost hit her in the rear, gave tag info, no insurance found on trailer, could not find truck. 4:47 p.m. report of 2 speeding tanker trucks 1 ½ to 2 miles east of 4-way stop, are right on the back of her car, they are trying to pass her with other traffic meeting them, gave tag info of truck that passed her with another semi meeting them, caller advised they went west towards Alva, advised units, he would wait at city line for tankers. 8:30 p.m. report of a car on a lease road that is not supposed to be there at 3 north & 3 east & back to lease road, could not tell any description of the vehicle, advised unit, in area, no vehicle but gate was open, out of vehicle closing gate. January 26, 2012 12:31 p.m. welfare check at 200 block of N 6th in Jet, caller advised that someone called and told him that an individual

has taken some pills, would like a welfare check, unit enroute, no one is answering the door, advised unit if any door is unlocked to go in & check to see if they are ok & alive, individual is asleep but seems like under alcohol or pills, no ambulance is needed, still visiting with individual, enroute to Behavorial Service in Alva. 3:06 p.m. report of a cow out 1 west of Carmen, advised possible owner, will go and check. January 27, 2012 8:26 a.m. report of a reckless driver eastbound on Hwy 64 county line/Ingersoll, unit was advised and enroute. 10:13 a.m. report of stolen car keys at 200 block of S D St in Carmen, respondent advised some kid has stolen her keys, she left them in the ignition late last night & when taking her child to school, they were gone, has her house key on there also, wants everyone in Carmen to know about this & take their keys out of vehicle, she is sure it is kids because they would have taken her vehicle if they were an adult. 7:26 p.m. motorist assist at 8/45 Jct in Carmen, lady is broke down just north of the Carmen jct on west side of road, advised unit, does not find car will look around, no contact made, must have gotten help. January 28, 2012 12:26 a.m. Woods Co called and asked for assistance to go to Carmen on an individual that ran away or left, not sure, talking to respondent about this case. 1:19 a.m. report of smoke in basement west & north of Burlington, needed FD to his house, smoke in basement, no flames, paged Burlington FD & are enroute, all units heading back to station, fire is out. 1:32 p.m. report of a truck that has been at the washout in Ingersoll for a week, would like to have it removed, wanted to contact owner and ask to move it, OHP advised the trooper has already tried to locate owner, someone was going to talk to the owner & advise him that he can have it impounded & it would not cost him anything but will cost owner. 1:57 p.m. respondent needs a deputy to come out to Aline now, caller advised they are out of town & her dog got out, neighbour has posted on Facebook that she is trying to sell this dog, respondent advised it is illegal to sell someone else’s dog, wants something done right now, advised they never feed the dog & are looking for a good owner, great dane, has

jumped the fence, she is in heat, neighbour called wanting animal controls number, advised animal control does not handle Aline. 8:38 p.m. caller wants an officer to assist her in getting her kids back from her ex-husband’s girlfriend west of Aline, caller said her ex told her to shut her mouth & she was not getting the kids, supposedly said his girlfriend would barricade the door so she could not get kids, agreement is not in writing, it is a verbal one between ex-husband and respondent, unit is enroute, mother has custody. January 29, 2012 12:31 a.m. emergency line advised caller had fallen & hit head, possible head injury at 200 block of W 5th, advised Helena Ambulance & Rescue, enroute to hospital in Enid. 8:52 a.m. report of cows in the road 1 mile east of McWillie on Hwy 45, caller ran them in the ditch, black angus with tag on them, called several possible owners, tried individual that was named owner several times, will not answer his phone. 9:27 a.m. report of cows out 3 miles west of Helena, left message with possible owner, called back, weren’t theirs but he did send the hired hand out there to put them away & check on the last call on cows we got, advised they were another individual’s & he is out there right now fixing the fence. 12:08 p.m. report of cows out 2 miles north on Hwy 11 & west of Burlington, called one possible owner, no answer, tried another, advised they were another person’s, he will call him & get it taken care of. 5:21 p.m. report of power out in Carmen, the south side of city is without electricity, caller has a young baby & didn’t want to wait until it got dark outside, advised CPD, they advised they no longer take care of that, we will have to call AEC, advised AEC, dispatcher advised they will get someone out there to check it out. 5:39 p.m. 911 call, respondent needed a sheriff deputy to come unlock his car on east side of grain elevator in Cherokee, advised CPD, will go down & check it out. 9:16 p.m. CPD advised a rape victim was at the Pizza Hut with Cherokee officer and ambulance, needed a county officer ASAP, possibly occurred in Alfalfa Co, not in city limits, ambulance enroute to St. Mary’s Hospital in Enid.
