Alfalfa commissioners say no deal to sale of mineral rights By Roger McKenzie “I don’t believe it’s in the county’s best interest.” Those words by Alfalfa County Commissioner Chad Roach were echoed by the county’s other two commissioners. As a result, an agenda item to possibly sell mineral rights to BCF Minerals of Tulsa was voted down. The company wanted to purchase the mineral rights to approximately 1.8 acres south of the Great Salt Plains Lake near Jet for $5,400. That number was based on a figure of $3,000 per acre. Nine road crossing permits were approved, all in District 1. The permits totaled $6,250.
A lease-purchase was approved for a John Deere 672 road grader for District 1. The agreement included the grader and attachments and totaled $227,091.48, including interest for 84 months. The grader was the same one brought up last week, but no action was taken at that time because the paperwork had it financed for 60 months rather than 84 months. A private property access agreement was approved for a site south of Byron. The commissioners approved minutes, one blanket purchase order, miscellaneous officers, reports and the consumable items report. No action was taken on an agenda item calling for a transfer of funds for a highway capital outlay in District 3 due to the lack of an accompanying resolution. The item will be part of next
week’s agenda. An item not on the agenda were demolition bids for a Fairgrounds building was to have been part of the meeting Monday, but County Clerk Bruce Martin admitted he forgot to put it on the agenda. He asked the commissioners to open the bids but take no action so that the Fair Board could take a look at them since a Feb. 15 deadline for the demolition is fast approaching. He noted the commissioners have done this before. The commissioners ruled that since it was not on the agenda, they would not open the bids for fear of being in violation of the Open Meetings Act. Martin also brought up a letter he had written to apprise the commissioners See Alfalfa Page 18

Vicky Johnson rehired as Superintendent for 2012-2013 By Lynn L. Martin At the end of the regular school board meeting Monday night, the Alva Board of Education entered into an executive session to evaluate the performance and the contract of first-year Supt. Vicky Johnson. The agenda provided for a vote after the executive session and Johnson was rehired for 2012-2013. Board President Brian Gaddy commented on Mrs. Johnson’s work with the Alva schools, “We had a very good pool of applicants when we initially hired her. We picked her because she was very strong at helping children reach more potential. So retaining Mrs. Johnson is a great opportunity for Alva to have a qualified person to help us meet the meet the new standards coming out. I think her philosophy and the board’s philosophy toward kids is very similar. We’re excited to have her and we look forward to more progress.” Reading Intervention Working Well Three years ago, with a grant from Northwest Family Services, Washington Elementary school started a quickresponse intervention program to help children who need reading support. At the invitation of Superintendent Vicky Johnson, reading specialist Sally Schmidt reported to the school board that in the third year, the program is producing phenomenal results. Schmidt explained the district uses an assessment program by Early Star Literacy, along with a couple of other testing methods and teacher referrals.
She said while the national minimum performances standards are at the 40th percentile, the Alva elementary schools have raised the minimum to the 50th percentile. Even that may be too low. Not one child in kindergarten scored below the 50th percentile. Only six children out of 79 in the first grade fell below that standard. Another improvement this year is that a committee of four faculty members does a monthly review of each student falling below the target percentile and works on strategies to help the student. They also provide the parents with additional material for home use. The program has proved so successful that it was moved to second grade at Longfellow and fourth grade at Lincoln School in 2010-2011. Now, in 20112012, it has been expanded throughout Pre-K through 5th grade. Schmidt said they hope to have the same program for math at Washington beginning next year. Skills Based Report Cards Longfellow Principal Steve Shiever told that Washington and Longfellow are looking at implementing “skills based report cards.” (Example: your child can recite 23 of 26 letters of the alphabet.) A consultant from the Putnam City schools will visit Alva soon to explain the concept. Shiever said, “Most of the teachers seem to be excited about it.” Enrollment reports from each site in
the district are as follows: Washington Early Childhood Center – 232; Longfellow Elementary – 137; Lincoln Elementary – 136; Alva Middle School – 191; and Alva High School – 237. The board members voted 4 – 0 to approve Randy Batt, superintendent of the Cache Public Schools, and Don Ford, superintendent of the Holdenville Public Schools, to terms on the Oklahoma Public School Investment Interlocal Cooperative. In employment changes, the board accepted the resignation of a cook, Rebecca Ramos; they hired Garrett Bebermeyer for 3/7 of a day for competitive athletics, and approved Heather Gottsch to participate in the sick leave sharing program. The board took no action on a request for a lease by Superior Resources, Inc. for oil and natural gas exploration and production. Kenneth Byrd, board member, questioned the accuracy of the property description. The board approved paying out of state travel for the football coaches to attend the Franklin Football Clinic in Dallas, Texas, Feb 17 – 20, 2012. The board entered into executive session to interview candidates who might be appointed to a board seat to complete Mark Rathgeber’s term. Lynda Martin, a retired teacher who holds a Master’s Degree was interviewed. She will be voted upon by the board at the next meeting.

Search warrant leads to additional charges Drugs plus stolen computer By Jim Stout Cherokee Police Chief Chris Ferrell found the computer he was looking for with a search warrant, but while he was at it, he and Officer Roger Cushman discovered three stashes of marijuana and other paraphernalia. That added misdemeanor possession charges against Lana Kay Sheree Hizey, 30, and her boyfriend, Earnest Tyrone Mills, 45, both of Cherokee. Mills was already facing charges of assault and battery on Hizey following an incident at the same residence last month. Hizey was also charged with “knowingly
concealing stolen property” according to court records. Chief Ferrell was searching for a laptop computer when he discovered two bags of marijuana inside a black canvas bag in a bedroom closet. More was observed in a transparent Rubbermaid container in the kitchen with two “roaches,” of marijuana on the kitchen counter. After booking Hizey into Alfalfa County Jail, Ferrell obtained an additional search warrant and found two used syringes and a metal spoon with black residue in a purse Hizey had asked to take with her to jail, but Ferrell made her leave it in the house. In the bathroom, an additional syringe was found and in the same closet the first stash was found,
Officer Cushman discovered a seveninch glass pipe with residue under some women’s clothing. Inside some socks in a purple expanding file, two additional pipes were found. In the top drawer of a bedroom dresser, Chief Ferrell discovered a bag about the size of a softball containing more “green leafy substance” but in the second drawer, underneath some women’s underwear, he found the computer he was looking for. The serial numbers matched the stolen one that sent him out with the first search warrant. Other items found during the search indicated both Hizey and Mills were living at the address and that Hizey was also known as Lana Obar and Lana Mills.

‘Best Practices’ trip detailed by CISD superintendent Ellis focusing on improving academics By Roger McKenzie Cherokee school superintendent Cory Ellis gave a power point report Monday night that detailed to the school board members a trip he and 11 elementary teachers took in early December. The Georgia trip was to witness first hand some “best practices” in action. The trip, from Dec. 3-5, was paid for with federal money especially allocated to Cherokee to help improve academics after the elementary school did not meet Average Yearly Progress standards last year Three teachers who took part in that trip were present Monday night. They told the board members how exciting and useful the trip was. A follow-up is planned to further enhance the experience. The trip and the intensive focus on academics in Cherokee has the teachers really excited about new ways to enhance the educational experience for their students. They agreed the trip was an eye-opener. Reorganization with board members and personnel was a big part of Monday’s meeting. The Cherokee School Board reorganized. President Cheryl Washburn was replaced by Ken Girty, who was elected as the new board president. T.J. Allison was selected as the board’s vice president, while Amber Wilhite is the board’s new clerk. A number of employee changes were approved. The resignation of Ted
Atchley, who taught speech art, and seventh grade English, was accepted. Margaret Smith of Cherokee was hired to a 3/7ths position to replace Atchley as the speech teacher until the end of the school year. Hired to a 6/7ths position to teach seventh grade English was Bretta Woodward of Enid. She will also teach eight grade English and help with keyboarding and speech. E.J. Diel, who moves over from the school kitchen, was hired to fill a vacant custodian position, The CISD board went into executive session to conduct its evaluation of the superintendent. No action was taken after the board came out of executive session. However, the board did vote to rehire Supt. Ellis for the 2012-13 school year. They also approved a $4,885.75 adjustment to his salary to make up for insurance he canceled since he is covered under wife’s employment. The treasurer’s report and activities report were approved by the board. The former showed a nice increase in gross production revenues from the previous year. To date, $110,657.54 has been received, an increase of over $40,000 at this time a year ago. Total revenues to this point in the school year are over $622,700. A year ago that figure was just under $558,700. Board members also approved minutes of previous meetings and
General Fund encumbrances totaling $19,369.81. In new business, President Girty brought up a suggestion that the school district look into obtaining portable, automated defibrillators for school buildings in the interests of safety.

Teacher changes at SB elementary, Supt Morris contract renewed By Yvonne Miller South Barber’s Board of Education met Monday night for their first meeting of 2012. All members attended including: President Kent Swartz, Michael Anderson, Janet Robison, Dana Roark, Bob Schrock, Deb Helfrich and Jeff Black. Also at the board table was Superintendent Brad Morris and Board Clerk Julie Johnson. They learned of many changes in teachers at the elementary. This is because longtime teacher Jill Jacobs retired due to health issues. She didn’t return for the spring semester. Board accepted Jacobs resignation effective March 1. Elementary Principal Marcia Cantrell gave her recommendations to the board about the teaching changes. Board approved teacher Holly Johnson to replace Jacobs as an upper elementary teacher for 4th, 5th and 6th grades. Johnson was teaching 5th and 6th grade socials studies and was a para for two hours. Board approved hiring Janet Elwood, a longtime teacher whose been retired several years, but substituted a lot since her retirement. She was employed as a temporary Title I Para. Cantrell and Superintendent Morris said the district seeks a teacher to fill the two hours Johnson taught and the four hours of para work she did. Morris also said the temporary high school custodial position remains open.
That’s as custodian Terry Wolf recovers from back surgery several months. Although longtime high school Speech and English teacher Pat Noble resigned from teaching many years ago, she continued to help the district, teaching a few classes part time for several years. Noble submitted her resignation from that part time position, effective at the end of this school year. Morris Contract Renewed for 2012-13 Board members met in approximately 50 minutes of executive sessions to discuss the contract of Superintendent Morris. Following, the board approved renewal of his contract for 2012-13. The board then met in a five minute executive session to discuss non-elected personnel matters with no action taken upon return to open session. Morris provided an updated Kansas Dept of Education school finance reform plan made for Governor Brownback. If approved this plan would not take effect until 2013-14. Other Business Board approved current bills $292,419.38. In the site council report, Principal Cantrell said they are in process of reviewing drug-testing policies from other schools as they assemble one that will work at South Barber. As President of the South Central Kansas Special Education Cooperative, Swartz reported they continue the process to hire a new executive director.

Hardtner man injured in crash with oilfield truck By Yvonne Miller Hardtner man Todd Ediger, 42 was injured when his vehicle collided with an oilfield truck. The accident happened at 1:54 p.m. January 3, at the intersection of Gyp Hills and Hackberry Roads, three miles west of Hardtner, according to Barber County Sheriff’s Deputy Aubrey English. Joey Evans, 27 of Medicine Lodge was at the intersection starting to proceed north on Gyp Hills Road in a 2004 Ken-
worth. The truck is owned by Midwest Oilfield Service. Ediger was driving a 2002 Chevy Avalanche. The deputy said Evans told him his view was obstructed by one of the truck mirrors and he didn’t see the oncoming Avalanche. When he did, Evans said he swerved the semi to the left. Ediger reportedly swerved the Avalanche to the right. So impact was to the driver’s side of the Avalanche. Deputy English said Ediger was tak-
en to the Kiowa District Hospital by the Barber County EMS from Kiowa. The officer said Ediger had a broken leg, broken nose, cuts, etc., and was taken on to a Wichita hospital by ambulance. English said the Avalanche appeared to be totaled. He said the Kenworth had to be pulled out by a winch truck and there was some body damage, but he did not know to what extent. Deputy English said he issued a citation to Evans for failure to yield. He said lots of emergency personnel responded to the scene. “There were lots of hands helping out,” he said.

Green had previously talked with Commissioner Doug Morrow with regard to scrap wood burned with permission at the gravel pit site owned by Marie Alders. Green is Alders’ niece and has her Power of Attorney. Martin’s letter said she is wanting the scrap moved off her property, not burned. Commissioner Morrow said the county is waiting for proper conditions for one last burn when conditions allow. Thereafter, scrap will be removed and another site will be used.

was a 3rd degree knight in the Knights of Columbus, serving as District Deputy and Grand Knight, and being named the Oklahoma Knight of the Year while a member of the Alva Council. He was a charter member of the Kiowa Knights of Columbus, Council #7373. Bob also taught catechism for many years in the religious education program at Kiowa. He served on the school board of the Hardtner Public Schools for years while his children attended school there, and he was also on the FFA board for three years. Bob was so proud of his family, and his happiest times were those spent with them. Any gathering, big or small, put a smile on his face. When the work was finished, or a timely rain allowed, Bob loved to take camping trips, most of which were to the Colorado Rocky Mountains with his family. He also shared a love of metal detecting with his sons. Bob and Pat loved to dance, attending all of the local dances at what is now the Kiowa Community Building. They loved dancing so much that they even journeyed to Wichita many Saturday nights to dance at the Cotillion Ballroom. Throughout his lifetime, they danced at many family wedding dances. It was hard to tell who was having more fun, Bob and Pat or the kids and grandkids watching them. He loved singing songs to his kids, grandkids, and great-grandkids, and his family so enjoyed hearing them. Even during his last couple of years at the nursing home, he could be heard belting out songs clear down the hall when family was visiting. In his final days, Bob often reminisced about family harvests and dreamed of climbing on his combine and cutting wheat once again. He had a wonderful sense of humor and always enjoyed making people laugh. He will be greatly missed. Lesson of posing in photography By Lynn L. Martin I’ve been getting myself mentally prepared for the next digital photography class coming at the Northwest Technology Center January 25, 2012. This will be the fourth session, and I find myself changing content a bit each time. One vast improvement in the next class will be a teacher’s aide for students who are not very good on computers. I’ve been told that 8 of the 12 class positions are filled. So whether you take one of those classes or not, here’s a free lesson on group composition. Photoshop is the modern day darkroom In the class, computers are needed because we teach about four points in Photoshop that are sufficient to perfect most photographs. It is a very RARE photo that doesn’t need some type of “darkroom” work. Photoshop is the modern day darkroom. Computer correcting is an essential part of improving your digital photography. One of the things I’ve figured out is whether you use a simple point and shoot camera or a fancy one with lots of controls, you can take great photos. It IS very helpful if you can learn to use the camera controls. I’ve said many times I could take a great set of wedding photos with my little Canon Elph because posing and composition is really what makes or breaks a picture. You would have to compromise on lighting with the Elph, but it could be done. When posing a family group, you generally like to avoid “line-‘em-up-shoot-‘em” posing . . . where the group is lined up in “firing squad execution” style. I admit that avoiding that pose is difficult when hurriedly shooting a row of new Kiwanis club officers. So occasionally I toss all good posing principles to the wind and take a shot quickly because speed is the highest priority that day. What is called “pyramid” posing is a very pleasing approach to group photography. You want the tallest person in the group to be in the middle. If you put them on the end, then the group “runs downhill.” Review of these three photos Let’s take a look at the pictures accompanying this column. Surely everyone can immediately see that the top picture is a well-done pyramid pose. There are several characteristics that are important. (1) There is no “head-jump” greater than one head height vertically. (2) There is no horizon line cutting the group inhalf. (3) The group is slightly leaning into the center which leads your eyes to the center. (4) Horizontal head spacing is equal. (5) Finally, despite the risky trees, none are growing out of heads. The posing is very well done. Let’s look at the middle picture. (1) While the head jumps are well done on the right three people, the guy on the left is a total miss. (2) Yes, the horizontal head spacing is great on the right, but the guy on the left is out in left field. (3) The light value rule is horribly disobeyed. The light value rule is your eye naturally goes to the brightest thing in the picture . . . which in this case is ... trousers. This is a VERY bad clothing choice. (4) Finally, you subtly try to minimize overweight people (like letting other people overlap them.) You don’t want your FIRST reaction to the portrait to be, See Says Page 27

“Oh my, that guy is fat,” and that was my reaction. (4) The background horizon line cuts through the group and that is never good. The bottom picture is better, but has problems. (1) Good handling of the horizon line. There is none. (2)The row of five people is a little too “line‘em-up-shoot-’em.” One could get away with five in a row if the bottom two were better placed. (3) The vertical head jumps are horrible, probably three or four head separation. This so great a separation that the composition tends to be two separate pictures in one: the top picture and the bottom picture. The goal is to have ONE picture. I think I would have left the top row as is, but spread them apart a bit, then moved the two on the ground to behind the top row about a half a head height
above them, then zoomed in and cropped the legs. Who needs a photo with the bottom half nothing but 10 legs? (4). There’s a light value rule violation again. The six people in dark shirts look great. Why have one stand out from the others in white? Go find another dark shirt.

Many know Chonita as longtime owner of The Clothes Horse in Kiowa, Kan., and Alva in the 1970s and 1980s. The Clothes Horse was located on the west side of Alva’s downtown square (where Merle Norman is located now). She’s most recently been the Hardtner City Clerk until her battle with cancer forced her to quit. One of her three sons, Tracy, said Monday that Chonita is at Southwind Hospice.
