Accidental appropriations errors, executive sessions keep Alfalfa commissioners busy By Roger McKenzie Alfalfa County Treasurer Valerie Vetter kicked off Monday’s meeting of the Alfalfa County commissioners by quickly responding to a couple of accidental computations that were in error on a recent appropriations document approved by the county. She appeared to detail the errors, how they happened and what has been done to assure they won’t happen again. No action was needed by the commissioners who praised the treasurer for
being so thorough in handing the matter. One of the errors was a typo that affected appropriations for highway cash available for use by the commissioners. The total amount available for each commissioner was correct. The other was a computational mistake that involved funds for the EMS. The EMS, which is operating well financially, was not harmed at all because the mistake actually gave them credit for more revenue, not less. Corrections have been made and will appear in the next report. Vetter visited with the auditor’s office and has taken steps to prevent the problem from reoccurring. Most of the rest of the commissioners’ meeting was taken up by not one but two executive sessions, The first and longest involved interviewing three candidates for the position of Alfalfa Commissioners’ secretary to replace Phoebe Angle who is leaving. The commissioners narrowed down a large field recently to four candidates. One could not come Monday, but the other three were interviewed. No action was taken, pending an upcoming interview with the fourth
candidate. The second executive session, much shorter, was with Assistant District Attorney Westline Ritter. She spoke with the commissioners regarding a recently filed lawsuit against the county involving a minor who was injured by a door in the courthouse. The lawsuit seeks in excess of $10,000 and attorney’s fees and court costs for sustained injuries to the child’s “mind and body.” No action was taken pursuant to the executive session. Fourteen road crossing permits were approved totaling $13,250. Nine, totaling $6,250, were located in District 1. Three, totaling $4,750, were in District 2. District 3 had two permits, totaling $2,250 in fees. A private property easement was approved in District 1 in the Southwest Quarter of Section 30, Township 29, Range 12. The rest of the meeting consisted of the routine approval of the minutes of the previous meeting, maintenance and operations warrants, and blanket purchase orders.

South Barber gets EMC-KAKEland Reading Caravan award
By Yvonne Miller South Barber PK-6 school students in Kiowa, Kan., had a treat Friday. Wichita KAKE News Anchor Susan Peters read a story to them in person. And their school received $500 to purchase new books for the library. This is the result of a partnership between EMC Insurance Companies and KAKE-TV who formed the EMCKAKEland Reading Caravan designed to promote the importance of reading to elementary school students. Teacher Delores Diel wrote the application for South Barber Elementary. Each month the Reading Caravan travels to the winning school in the KAKE viewing area. EMC presents $500 to the school to help fund its library and/or reading programs. Students had fun listening and participating as Peters, a petite darkhaired beauty, read The Napping House to them with animation. As the TV camera scanned across the gymnasium full of students, youngsters waved, smiled and cheered – hoping to see themselves when the piece aired on the newscast the next day.

‘When you have open government, you have better government’ By Lynn L. Martin I attended a conference entitled “Oklahoma Sunshine:12 Forging a commitment to Open Government” in Edmond, Okla., at the Oklahoman Building on Saturday. The main thrust of the conference was to help educate journalists, officeholders, and journalism students from the state’s larger universities about the importance of using the open meetings and open records laws to make sure officials at any level are not misspending taxpayer funds. Several heavy-weight speakers were on the agenda including State Auditor and Inspector Gary Jones. Also on the program were House Speaker Kris Steele, Rep. Jason McMurphey and Senator David Holt. It was a stroke of luck by the program schedulers that Jones was present since he released a report about three days earlier that an investigative audit by his office revealed that the Oklahoma State Department of Education maintained two “hidden slush funds” that were not reported to auditors. The State Auditor encouraged the media members present to be even more aggressive at publishing check registers, payroll records, and other financial transactions by taxpayer supported entities because when the general public has a chance to see these records, they may spot possible irregularities that should be investigated by news reporters and external auditors. That suggestion of publishing more financial records was brought about because the auditors could not find records of travel, hotel and meal expenses incurred by state education officials at offi-
cial events. Finally, one auditor contacted the hotel where the officials stayed and obtained records from the hotel which revealed $20,000 had been expended. When they asked to see the hotel records of how the $20,000 was paid, that’s when the hidden accounts were discovered. Several at the Oklahoma Sunshine meeting commented during audience participation that the two “slush funds” represent quite an embarrassment to all levels of education in the state since they are constantly pleading for more money from the legislature. Auditor Gary Jones described during his remarks that former State Superintendent Sandy Garrett did not respond to numerous telephone calls from his office during the investigation. He said he even approached her one to one that he needed to talk to her when they both happened to be at the State Capitol, but she did not contact him. This avoidance raised the auditor’s suspicions even more. He did note that he has been accused of making this a “partisan witch hunt” because he and Garrett are of opposite political parties. Jones forcefully said that accusation is false and that any auditor who found hidden accounts would have responded in the same manner. Jones argued that because state employees were used to solicit the “donations” in the accounts on state time in state paid facilities that caused the funds raised to become funds of the State of Oklahoma and should have been reported to auditors. The following comes from news reports by the Daily Oklahoman. The funds were established during the tenure of State Supt. of Schools Sandy Garrett. She claims the funds were legal and appropriate and saved the taxpayers thousands of dollars. Damon Gardenhire, spokesman for the state education department, said when state schools Superintendent Janet Barresi took office and realized they were paying $25,000 a year to have the accounts managed, she had them closed. The investigation was released Wednesday by the state Auditor and Inspector’s Office and detailed how state education department officials spent
about $2.3 million over the course of 10 years out of two undisclosed funds. The accounts were used to purchase food and alcohol at annual education conferences hosted under the leadership of former state school superintendent Sandy Garrett. “Really the $2.3 million is a savings to Oklahoma,” Garrett said. “Those are monies raised over 10 years. They were totally audited. ... The educators of this state felt like it was very crucial to have a two-day conference where they could understand the new laws and the amended laws.” The state auditor said it’s up to law enforcement and state leadership to determine where the investigation will go. It’s shocking if indeed the findings are true,” said House Speaker Kris Steele, R-Shawnee, who had not read the entire audit report. “I do not believe it is appropriate to expend government money, taxpayer resources on nongovernment services.” Aaron Cooper, spokesman for the governor, said Gov. Mary Fallin is talking with her legal counsel and the Attorney General’s office about where to go from here. “The governor is committed to transparency and accountability in state government and will work to ensure this does not happen again,” Cooper said in a written statement. Garrett said that they had an agreement to have the Oklahoma State School Boards Association manage the accounts. OSSBA is a nonprofit organization that serves member school districts across the state. Contracts signed by Garrett show that the money was to be transferred to new accounts managed by OSSBA, and the association would receive $25,000 a year to manage the accounts. The contract also stipulates that an annual audit will be paid for out of the new accounts. The investigative report says that, in February 2010, almost all of the contents of the slush funds — roughly $92,000 — was transferred to OSSBA. “The remaining balance in the accounts — $783.51 — was deposited into a state revolving fund, Gardenhire said.

Parenting through Timberlake separation and class restores divorce scheduled stock trailer Divorcing parents are often faced with many new problems during this difficult time for the entire family. Although their marriage is ending, their role as parents continues through their lives. To help make this transition easier, Northwest Family Services Inc. staff member Ginger Smith, M.B.S. will be teaching their Parenting Through Separation and Divorce class Monday night, March 19, 2012. The class will be in Cherokee from 6 p.m. to 9 p.m., in the Civics Room (1st floor) of the Alfalfa County Courthouse, 300 South Grand. To enroll, please call Northwest Family Services at 580-3272900. Participants must pre-enroll; the class will be canceled if there is inadequate pre-enrollment. Class costs $30 per person. This class was designed at the request of the courts to help divorcing couples understand the problems their children may experience during and after a divorce or separation. It will fulfill the court order for all divorcing parents. Parents will learn skills to parent cooperatively, even though they are divorced.
In the class, parents will learn how to effectively communicate with their children and with their former spouse. They will practice reflective listening skills and will study various active communication techniques and non-verbal communications. They will also practice workable negotiation styles for dealing with conflict and rules for effective expressions. Recognizing and avoiding Pain Games is another topic of consideration. Parents will learn to recognize and cease games like I-Spy, Set-up, and Wishbone, which are likely to hurt the children. Class members will also discuss various options for parenting, such as joint custody and mediation. In 2012, the Parenting Through Separation and Divorce Class will be taught monthly on the third Monday rotating sites as follows: March 19 - Cherokee, April 16 – Alva, May 21 – Fairview, June 18 – Cherokee, July 16 – Alva, August 20 - Fairview, September 17 – , NoCherokee, October 15 – Alva vember 19 – Fairview, December 17 – Cherokee.
The Timberlake FFA Ag Mechanic’s class just recently finished with its three month restoration process with one of the FFA’s livestock trailer. The trailer was completely sanded down from front to back, primed, painted, and clear coated. Along with new lights inside and out, new diamond plate metal installed on the front and fender wells, new tires and rims, a Timberlake FFA decal and pin striping, and a twelve pen system inside for the hauling of livestock. Molz donates to theater, police chief resigns, council divided on housing
By Yvonne Miller The Kiowa (Kan.) City Council held an over three hour meeting Monday night, covering a two-and-a-half page agenda. Mayor Brandon Farney presided over the meeting with all councilmen present: Bill Watson, Brian Hill, Russel Molz, Brandon Poland and Mark Lambert. City Administrator Nathan Law also sat at the council table as did City Clerk Marlo Rugg and City Attorney Laurel McClellan. Molz Donates $90,000 for Chief Theater Projector In his report to council, Law thanked local longtime oilman and farmer Jim Molz for his $90,000 donation for improvements at the Chief Theater. Specifically, the donation will purchase a muchneeded new projector. “Outstanding,” is the word Law used to describe the gift. Law said he couldn’t find enough words of appreciation for
Molz and his generosity to the community through the years with youth and other projects. “I hope Jim and the rest of the family know how sincerely appreciated they are for what they’ve done for this community. It is truly amazing,” Law said. Law told the Newsgram the roof replacement on the theater building is over $82,000. They need over $200,000 for total theater improvements, he said. Police Chief Resigns, to Advertise for New Chief Near the end of the meeting, Kiowa Police Chief Mike Moreland presented his resignation effective March 31. Moreland became Kiowa’s police chief three years ago and now that he’s turning 65 said it’s time to retire. He told council he would work part-time for a while if they need him. Moreland recommended council appoint Kiowa Police Officer Ryan Laney as chief to replace him. Council said they will advertise for
the police chief position. However, they appointed Officer Laney as Acting Police Chief, effective April 1. In this temporary position, Laney can apply for the fulltime chief position like any other officer. Moreland requested purchase of two more tasers for the police department as they have one. Cost is $2086. Council agreed the city will pay for one. The cost of the other taser will come from the police VIN Fund. Council Divided Opinions on Manufactured Housing Code Law recommended council approve Ordinance 390 which establishes a manufactured home and recreational vehicle code for the city as suggested by the planning commission. ELBERT LEROY STAUFFER Elbert LeRoy Stauffer was born on the family farm west of Cherokee on September 18, 1924 to Charles David and Clara Eva Andree Stauffer. He passed away from cancer March 10, 2012 at the age of 87 in Derby, Kansas A graduate of Lambert High School, he married Neomi Marie Johnson in 1944. He married Betty Hay from Cherokee in 1989. He is survived by his two daughters, one grandson, four great grandchildren, several cousins, nieces and nephews, as well as his two step daughters and their children. With this code a trailer or mobile home is not allowed on a single lot, only in a mobile home park. The reason Law brought this subject to council’s attention is he has at least four people wanting to put a single-wide trailer in Kiowa, mainly for oil and gas purposes, he said. The administrator said he won’t issue a building permit without a clear definition in the paperwork. That’s why he proposed Ordinance 390. “We’re zoned for residential, but no other areas,” Law said. Lambert said, “I see this as just another deterrent to keep people away from Kiowa.” Poland said, “It puts a standard of housing in your town.” Molz told council, “You better take these boys’ money while they are here. You’re going to run off your business.” Beyond the oil and gas traffic, Molz mentioned hook-up availability for harvesters’ trailers. “Why doesn’t the city own a trailer park?” Molz asked. Watson moved to approve the ordinance, seconded by Poland. Those two voted yes with Hill, Lambert and Molz voting no so the motion failed. Despite the failed motion, Mayor Farney said the administrator still needs direction. McClellan spoke of the threat of devaluing neighborhoods. The attorney told council, “You aren’t going to get it decided tonight.” So Law said that he must deny those building permit applications and recommend that those wanting to park mobile homes go through an appeals process that will take about six weeks. Poland asked Law to look at the policies of surrounding towns.
Kiowa Tree City USA 16th Consecutive Year Council approved donating $600 to Kiowa’s Tree Board to replace and maintain shrubs and trees in the city right of ways and parks. Member Carra Mayberry said this is the 16th consecutive year for Kiowa’s designation as a Tree City USA. To date, 162 trees/bushes were planted. Member Bev Miller said the Downtown Beautification Project is ongoing with flower pots in front of businesses. Tree Board members Fred Gillig, Sharon Kimmell and Mike McGinley were reappointed for a 2012-2015 term. Longtime member Melvin Conrad and his wife moved to Wichita. Carra mentioned how much the board misses Melvin. Mayor Farney read and signed a proclamation designating April 27 as Kiowa’s Arbor Day. Other City of Kiowa Business • Council approved Barber County Development annual dues, $3,078. • Previously council approved purchase of a street sweeper from Kay Equipment. Council approved keeping financing with local banks and making monthly payments. • Resolution No. 249 for a purchasing policy that sets spending limits for au-
thority heads was approved. • Resolution No. 250 received approval. It’s for a capital improvements plan and vehicle/equipment replacement program. • Council approved having city staff make improvements to the chlorine room at the well house at a estimated cost of $4,670.89. • There were some inquiries but no bids on the city-owned building at 630 Main Street (the old Slusher building next to the dilapidated bowling alley building.) One negative comment was about the pigeons living in the bowling alley building and the stench they generate. Law recommends that the city have employees or contractual labor clean-up the property. • The city’s mobile radio system needs updated. Council approved the cost of $22,818 to replace and narrowband. • Council approved Ordinance No. 391 to increase court costs from $93.50 to a maximum of $98. Hill and Watson voted no. • Council is advertising for a Pool Manager and a seasonal laborer to mow, etc. • A tornado siren test is supposed to happen today (Wednesday) about 12:15 p.m.

South Barber Livestock Judging Contest, 4-H Results
By Tim Marshall, County Agent On February 29, 2012, Barber County 4-H livestock judgers competed at the South Barber FFA livestock judging contest in Kiowa. The contest consisted of eight placing classes, one set of oral reasons, and one set of questions for the 4-H members. In the Regular 4-H division, Barber County was represented by ten judgers. The team of Cade Lonker, Luke Fisher, and Clay Holcomb finished in 1st Place with a score of 1206. Each of these in-
dividuals finished the day in the top 10 with overall individual placings of 1st, 2nd and 10th respectively with scores of 415, 411 and 380. The Regular 4-H division consisted of 22 judgers from 5 counties. In the Beginner 4-H division, there were 7 judgers from Barber County. From the field of 14 in the division, Barber County 4-H members claimed five of the top ten scores: Faith Poland, 1st; Easton Rector, 3rd; Sterling Rector, 4th; Kirk Fisher, 6th; and Allie Hoch, 7th.
Kevin Cosper is a freshman at AlineCleo High School. He was chosen as Student of the Month for January. His philosophy about school is “Just do your work and do it efficiently.� He enjoys competing in Academic Bowls and hanging with friends. He gets his inspiration from his parents, John and April Cosper, Cleo Springs.

Drake enlists in Kansas National Guard By Yvonne Miller South Barber senior David Drake enlisted in the Kansas National Guard in February. Drake will train one weekend a month with the Recruit Sustainment Program in Dodge City, Kan., until his graduation from SBHS in May. Then he’ll ship out for 10 weeks of Basic Combat Training. In the fall Drake will attend KState as a simultaneous member of the National Guard and the Reserve Officer Training Corp (ROTC). When he graduates, Drake will be a Commissioned Officer. At that time he’ll decide whether to remain with the National Guard or serve actively in the armed forces. “I am very proud of this young man,” SFC David Johnson, Recruiting and Retention NCO with the Kan. University of Kansas announces fall 2011 honor roll Katie May Sternberger of Hardtner, Kansas, an undergraduate student at the University of Kansas earned honor roll distinction for the fall 2011 semester. Waynoka High School student selected as national youth delegate Maria Wilcox, of Waynoka, a student at Waynoka High School has been selected to represent Oklahoma as a National Youth Delegate at the 2012 Washington Youth Summit on the Environment at George Mason University. Wilcox has been awarded opportunity to join a select group of 250 students from across the country to participate in an intensive study week-long of leadership in environmental science and conservation. Wilcox was chosen based on academic accomplishments and a demonstrated interest and excellence in leadership in the sciences and conservation studies. George Mason University along with partners, National Geographic and the National Zoo are excited to welcome the nation’s youth scholars to Washington, D.C. With distinguished faculty, guest speakers, and direct access to elite D.C. practitioners, the Washington Youth Summit on the Environment offers aspiring environmentalists and student leaders an unparalleled experience. The weeklong program is held at George Mason University’s state-of-the-art campus.
