Alfalfa County continues discussion on E911 issue By Samantha Smith Alfalfa County commissioners and citizens from throughout the county met Monday night to continue their discussion on the issue of Enhanced 911 services. The meeting, held at the Baker building in Cherokee, was filled with discussion concerning plans for funding, government grants, and what has been accomplished so far. Karen Hawkins, mayor of Cherokee, declared a quorum present and discussion concerning funding, system cost, and dispatchers began. Meeting attendee Daniel Cerny of Nescatunga opened the floor with his comments and concerns for the city of Cherokee and Alfalfa County. that the county cannot afford it, the communities need an effective 911 system. He said that the biggest thing to him is that the county knows what they are getting themselves into. A significant amount of the people in Alfalfa County are disabled and they need to know that they have a 911 system that they can depend on if and when the county implements it, he added. “We can’t afford to have it come back

and bite us in the end,” Cerny stated. “I want to see this 911 system come into existence without a huge burden, not only on the county, but a huge burden on the tax payers,” he added. Alva Pool to open Tuesday Alva’s pool will open on Tuesday after Memorial Day, not the traditional Saturday of that weekend, according to Alva Business Manager Steven Brown. “We are unable to open the pool until our lifeguards have completed their training and are certified,” Brown said Monday. Certification personnel were not available in time to open on Saturday this year, he said.

Neuman-Brattin announce engagement Nikki Neuman and Charley Brattin along with their parents are proud to announce their engagement and upcoming marriage. Nikki, daughter of Dr. Mark and Jody Neuman of Garden City, Kansas graduated from Garden City High School in 2004. Nikki graduated from Washburn University in 2008 with a Bachelor’s Degree in Elementary Education and Middle School Math. She is employed as a Math Teacher at Washburn Rural Middle School in Topeka, Kansas. Charley, son of Craig and Jeanette Brattin of Kiowa, Kansas, graduated

from South Barber High School in 2005. Charley graduated from Washburn University in 2009 with a Bachelor of Science Degree in Criminal Justice and an Associate’s of Applied Science Degree in Banking. In August of 2010 he graduated from the Kansas Highway Patrol Academy. He is employed by the Kansas Highway Patrol. The couple has planned the wedding for July 2, 2011 in Topeka, Kansas. A shower and meet and greet are being planned for the couple July 30th in Kowa, Kansas. The couple will make their home in Colby, Kansas.

Freedom Supt. Gleave forecasts no drop in carryover next year By Roger McKenzie School finances at Freedom should be at least as good going into the 2011-12 school year as they were last year coming into the 2010-11 school year. Superintendent Richard Gleave’s administrative report at Monday’s Freedom Public School’s Board of Education meeting was positive. “Comparing 2010 to 2011, we have encumbered $143,427 less and written warrants for $108,367 less than the time last year,” he said. “Revenues have been up in gross production the entire year, but state aid has been down (the entire year). We should have at least the same amount in our fund balance, if not more, when the (school) year ends on June 30.” Another positive was his feeling that the district will be getting a grant from Cargill for a school greenhouse. Not yet positive is the fact that the district is still looking for a half-time media specialist. No applications have been received, although Gleave said, “There is someone interested if we can get things worked out.” Principal Charla Gleave announced the Freedom Summer Reading Gang, a reading initiative that will start June 8 and continue each Wednesday from 10:30-11:30 a.m. through July 13. A teacher is assigned to help students. Volunteers are invited to also help out. She also noted Driver’s Education begins June 6. Actions taken by the board Monday

included approval of temporary appropriations for the upcoming school year. The routine approval was for the district’s anticipated needs based on 90 percent of this year’s figures. The totals approved were $1,383,800 for the General Fund, $139,496 for the Building Fund, and $38,044 for the Child Nutrition Fund. An encumbrance to pay Advanced Academics $150,000 has not been spent due to an on-going dispute with the company over billing. The Freedom school board voted to cancel the encumbrance for 2009-10 and move it forward to fiscal year 2010-11. The money will not be spent pending the outcome of the dispute. Despite a $4,000 increase in premium and a doubling of each deductible, the board took Supt. Gleave’s advice and approved insurance for the district in the upcoming school year from the Oklahoma Schools Insurance Group. The new premium is $20,984, up from $16,796 charged in the current school year. Supt. Gleave noted that a new insurance trust exists, but it is so new it has not had time to build up much of a reserve. That could leave schools that subscribe to it in the lurch if claims are too high. The increase is due to a lot of damage claims across the state. It also is not quite as bad when you consider that Freedom’s insurance premium for the current school year was actually $2,000 less than in 2009-2010. The

district has also received over $100,000 more in claims paid than premiums claimed since it joined OSIG. A routine item to adopt the length of school year by days or hours policy for the upcoming school year was quickly approved. The approval gives the district the choice to use either days or hours as needed to guarantee the district fulfills the requirements for length of the school year. Also approved was the district’s acceptance of core courses taught at the Northwest Technology Center for the purpose of meeting graduation requirements. The move allows students who may miss core courses such as English or math because of attendance at Northwest Tech to be taught that course or courses there. Board members came out of an executive session and voted to renew the contract for the 2011-12 school yea of support personnel Brenda Daughhetee, Dalene Dauphin, Peg Nixon, Dawn Wares, and Laurie Watson. The board did not renew the contract for custodian Monte Wilson. In other business, the board voted to approve the consent agenda, which includes minutes of the previous meeting, activity fund expenditures, and encumbrances for the General and Child Nutrition funds.

Changes in TV listings; a good place to eat By Lynn L. Martin This column will consist of several short items. A couple will have to do with changes at the Alva Review-Courier/Newsgram. We’re changing the format of the newspaper’s TV guide. For 21 years, it has been sized like the Newsgram, 8.5 x 11 inches. Beginning in June, we will reformat the TV guide to fit the 11 x 17 Alva Review-Courier product. This will reduce production costs. No longer will each copy have to be trimmed on a large paper cutter, nor will each copy have to be stapled. Because TV viewing has reached record lows, many newspapers have dropped publishing a TV guide. Part of the reason is the explosion of cable channels. It is difficult to publish a guide that includes the hundreds of traditional and cable channels available. We find, however, that if we miss inserting the TV guide, the phone immediately starts ringing at the newspaper. Because we have lower advertising rates in the guide, and because it is kept near the TV remote control all week long, we consider an ad in the TV listings the best bargain in our inventory.

Also, our revised version will include a listing of the best movies of the week which provides information for both satellite and cable viewers. One other change is the new TV guide will be wholly delivered in the Friday Alva Review-Courier. Presently, the distribution is split between mailed or thrown copies of the Friday newspaper and the Sunday newsrack or store delivered copies. Good Eating Cherokee has a really neat new restaurant called The Farmer’s Table. Actually, it is not all that new, but it has taken me awhile to accumulate three visits . . . which is my standard before I take the risk of bragging on a place. Doyce and Rachel Hager are the proprietors. It is a delicatessen type restaurant where they have a daily special. When Marione and I ate there on Monday, it was a meatloaf dinner, creamed peas and potatoes, roll and orange cake desesrt, all of which were excellent. It was served very quickly. If the daily special doesn’t appeal, then there is a menu of typical restaurant sandwiches that can be custom ordered. One reason it was difficult for me to accumulate three visits is they close at 6 p.m. It is clear the restaurant’s main business is during the noon-hour. The restaurant was filled to capacity, but because of the speed of service, the crowd rotates in

and out quickly. I’ll probably get in trouble for saying this, but Karen and Lon Hawkins, proprietors of the Cherokee Station restaurant treated their entire staff to a lunch at the Farmer’s Table when Marione and I ate there. Karen explained, “I’m not about to cook on my day off.” PayPal PayPal appeared on the scene about the same time as eBay, the internet auction service. It was a good way to safely pay for auction purchases. Now, the service has expanded far beyond eBay. PayPal is a safe way to send money to a business from either your credit card account or your bank account. The Alva Review-Courier has created a PayPal account. Right now, subscriptions may be purchased or renewed using PayPal. Soon, Action Ads and display ads can be paid using this method. We believe this will be particularly popular for those who want to place Action Ads. Such small ads are only sold on a pay in advance basis. Many customers frantically race to the newspaper office at the beginning their lunch break to meet the deadline for payment on Tuesdays. As soon as the PayPal payment method is in place, the payment can be made either by computer or over the phone.

Burlington School Board reemploys Feely, more personnel RENEW project, ‘Little Gym’ remodel options discussed

By Yvonne Miller Principal Joe Feely, certified and non-certified personnel were reemployed for the 2011-12 school year at the the Burlington Board of Education meeting last Thursday. Members present for the regular May meeting were: Terry Graham, Beth Guffy, James Maltbie, Roger Allen and Allison Armbruster. Others present were Superintendent Glen Elliott, Principal Joe Feely, Asst. Principal Aaron Randall, and Minutes Clerk Jan Hill. Career certified personnel reemployed includes: Travis Bradshaw, Barbra Davis, Judy Elliott, Dianna Feely, Vanessa Garvie, Veda Holt 2/7 of a day, Gary Jenlink 4/7 of a day, Danielle Jewell, Ragina Knedler, Stephanie Marteney, Lindsey Morgan, Jennifer Newlin, Jenell Newman, Kirsten Pruett, Terry Pederson, Aaron Randall, Randy Turney. Probationary certified personnel Robyn Turney was also reemployed. Non-certified personnel reemployed includes: Jan Hill, Ellen Knopf, Julie Allen, Neal Gordon, Barbara Hudgens, Dan Ratliff, Fawnda Martin, Marty Martin. The reemployment came in open

session following about a one hour executive session. Updating the “Little Gym” Representing the Burlington Education Foundation, Brent Garvie discussed the “little gym” remodeling options with the board. Replacing the floor is a top priority. Garvie said contingent on how much money is raised, improvements will be made to the kitchen, restrooms, etc. The board approved continuation of this RENEW project which the BEF began promoting earlier this winter. Superintendent Elliott Updates and More Board Business The Oklahoma Legislature adjourned Friday. Superintendent Elliott told the Newsgram that the word is education will take a 4.1 percent cut in state aid next school year. He said with everything considered that cut will be nearer 10 percent. Administrators are still trying to figure out what the impact of the legislative moves will mean to their schools. One legislative move is certain, Elliott said. To help finances, legislators are delaying mandatory kindergarten for two years. Elliott said school and property insurance is estimated to increase some 20 percent next year, according to an article in the Daily Oklahoman. The superintendent report that all of the school’s e-rate paperwork is submitted. They still wait to see how much they’ll receive. He reminded

board members of the OSSBA/CCOSA conference in August. The board discussed the 2010 district profile and the 2010 district dropout report which is 0 (zero), 0%. Encumbrances, change orders, and warrants for the General, Building, Child Nutrition, and Bond funds were approved. The April Activity Fund report was approved. A contract with Alcohol and Drug Testing, Inc. for 2011-2012 was approved. A loan agreement for food service deficits was approved. Unused personal days for which employees will be paid were reviewed. Temporary appropriations for 20112012 – General Fund - $1,360,442.00; Building - $85,340.00; Child Nutrition - $54,920.00; and Bond - $10,000.00 were approved. The board voted to offer student insurance with Student Resources for 2011-2012, and approved the 20112012 technology plan. --Updates on the building project were discussed. The board approved an agreement with J.D. McCarty Center for speech services for 2011-2012.

The couple was married in a garden ceremony on May 24, 1986 at the bride’s parents’ home in Dacoma, Oklahoma. Dawn’s parents are Roger and Pauline Kassik of Dacoma. Shawn’s parents

are Nina and the late Charles Burkes of Carmen. The couple resides in Oxford, Kansas where Shawn teaches and coaches at the high school. Dawn is a receptionist for Kansas SRS offices in Winfield, Kansas. The couple has two sons. Baye Burkes who just completed his sophomore year at Cowley County College in Arkansas City, Kansas. Olson’s celebrate 40th wedding anniversary Wade and Merlene Olson of Aline, Oklahoma will celebrate their 40th wedding anniversary with their children, grandchildren, family and friends on Saturday, June 4, 2011, at the Aline Senior Citizen Center at 7 p.m.. The couple requests no gifts or cards, only your presence. Wade Olson and Merlene Phillips

were married on June 4, 1971 in the Friends Church in Alva. They lived in Aline, since their marriage. Wade has worked in the oil fields for 26th years. He now has been working at VAP and has worked there the last 11 years. Merlene was a homemaker and has worked since 1990 at the Central National Bank of Alva. They also raise

cattle. Their children hosting this celebration are: Wesley and Sara Olson, Enid, Shannon and Royce McDowell, Enid, and Derek and Lindsey Olson, Yukon. They have five grandchildren, Wyatt and Anna Olson, Garret and Jessi McDowell and Lilly Olson.

the 23rd day of May at the age of 75 years, 8 months and 20 days. He attended school in Hawthorne, California, attending the Williams Grade School, Washington Middle School and the Leuzinger High School. After high school he married Ercelia Felix. To their marriage seven children; Larry, Danny, Bobby, David, Ernie, Cindy and Michael were born. On August 10, 1975 Lucky married Marcia Faye Wright in Hazelton, Kansas with whom he spent the next 35 years. To this marriage was born one son, Ronnie on February 18, 1991. Marcia passed away August 26, 2010 He and Marcia owned and operated many businesses in Alva and had one of the best softball teams in the area during the oil boom of the 80’s. He enjoyed raising chows and collecting model cars and other collectables. Lucky traveled across the United States, with Marcia always by his side, as he worked in the construction trade.

They have many friends and family from coast to coast. Mr. Steffen is preceded in death by a son, Danny Steffen; his parents; and three brothers; Billy, Russell and Lawrence. Lucky is survived by seven children: Larry, Bobby, David, Ernie, Cindy, Michael and Ronnie Steffen. He is also survived by four nephews, Russell Mark, Daniel Blair, Lawrence Kraig and Eric Dean; and many other family and friends. Contributions may be in his memory to his Love Fund.

online at www.whartonfuneralchapel. com. Helen Mae, daughter of Pearl (Bolenbaugh) and William Luckert was born on March 11, 1922 on the farm south of Carrier, Oklahoma. She passed away at the Alva Share Medical Center on the 23rd of May at the age of 89 years, 2 months and 12 days. She attended the Carrier school system where she graduated with the class of 1940. Helen attended the Enid

General Hospital Nursing School where she graduated in 1944 and became an RN; working for Dr. Jacobs and Dr. Hinson in Enid. Miss Luckert was married to Harold G. Wamsley on September 17, 1949 at the Carrier Congregational Church. To their marriage two sons; Roger Lee and Gerald Neal (Jerry) were born. Harold passed away on April 9, 1991. Following their marriage they lived in Enid. In 1955 they moved to Oklahoma City, where she worked as a private duty nurse and was also a homemaker. In 1965 they moved to Alva and owned and operated Wamsley Oil Company. Mrs. Wamsley was a member of the Alva First Presbyterian Church serving

as an elder and deacon and retired in 1988. She is preceded in death by her parents. Helen is survived by her two sons; Roger and Gerald and his wife Diana all of Alva, Oklahoma. Two granddaughters; Tanner and Katie, three step grandchildren; Heath and his wife Jocelyn of Wichita Falls, Texas, Matthew and his wife Ashley and Lyndee Nickel all of Alva, a brother and his wife Richard and Vivian Luckert of Oklahoma City, a number of nieces, nephews, other relatives and friends. at this time. County Commissioner Doug Murrow asked city manager Don Bowman what exactly the plan was for funding the E911 system. Murrow said that the commissioners needed to see that it was feasible. Bowman did not have a clear answer, however he stated that the dispatch is already in place and they are currently collecting $4,500 per month. If they can keep collecting money at the same rate, in three years they will have $135,000 that would go immediately towards paying for the new system. Murrow also pointed out that with a three-year cushion, the county could use that money for upgrades in the future as

well. County Commissioner Chad Roach voiced his concerns throughout the whole meeting. He continually reminded those in attendance that the county will need funding for a whole lot more than just dispatching and buying a system. “If we could keep it in the county, that’s great – but we really have no way of funding it,” Roach stated bluntly. He pointed out the fact that Woods County and Grant County have implemented the system and still can’t afford it even with their shared resources. They would like to recruit Alfalfa County to help with expenses, but some Alfalfa County citizens are still skeptical about the idea.

Don Bowman noted that the equipment that is currently in use will be obsolete in 18 months so either way something will need to be done. Chad Roach said that the county commissioners want the absolute best for the county, but they want to be able to afford it. As of right now, the sales tax that has been placed on the county is maxed out and the county simply cannot afford to implement the system alone. Daniel Cerny spoke up once again and offered a suggestion concerning government grants for technology. He shared ideas regarding where to look for grants and who to contact for help in writing a grant proposal. Doug Murrow and the rest of the county commissioners decided they needed more details on a plan for funding before they would vote on the issue. The motion to lay the issue on the table was moved and seconded. The next meeting was scheduled for Monday, June 27th in the Baker Building in Cherokee.

Short Springs annual meeting set May 30 Friends and neighbors of the Short Springs Cemetery will once again gather for the annual meeting of the Short Springs Cemetery Association at 11 a.m. Monday May 30 on Memorial Day . The meeting takes place in the Historic Short Springs School house, located ½ mile east of the cemetery, on Highway 64, approximately 8 miles

East of Alva. This one room school house, over a century old, was recently declared eligible for listing on the National Register of Historic Places. In addition to a short business meeting, there will be a special program, entitled “Remembrances” by Peggy Fox. This year’s special music will be provided by Franklin Murrow. A potluck meal will follow the

meeting and program. Drinks will be provided, but people need to bring their own table service, and dish to share. This meeting always attracts attendees from several states. Most are descendants of the early homesteaders, and have family buried in the Short Springs Cemetery. However, the general public is always welcome to attend this unique Memorial Day event.

Medicine Lodge grad sets OSU track record By Roger McKenzie There’s a record in the Oklahoma State University track and field books and it can be traced back to Medicine Lodge and Alva. The record-setter is Taylor Buck, the grandson of Alva’s Jerry and Vickie Eshleman. A Medicine Lodge High School graduate, Buck is the son of Tina and Mark Buck. The OSU sophomore recently broke an OSU record in the high jump that

dates all the way back to 1979. He set the record and won first place on May 6 at the Arkansas Twilight Meet in Fayetteville with a leap of 7’0¼ “. That broke the school’s 36-year-old record of 7’0”. Until his record setting leap, the walk-on from Medicine Lodge had a personal best of 6’10”. Needless to say, OSU coach Dave Smith is proud of his high jumper—as are his parents and grandparents.
