NWOSU football game moved to tonight due to hurricane

Thanks to Hurricane Isaac, Northwestern Oklahoma State’s Ranger football team will have the distinction of being the first NCAA football game in the country when the football season kicks off this week. With the threat of heavy rains from Hurricane Isaac headed towards Arkansas later in the week, the Great American Conference announced Tuesday that two football games – Northwestern Oklahoma State at Ouachita Baptist and Southern Nazarene at Henderson State – have

received permission to move their Thursday night games to Wednesday night. The Rangers and Tigers, originally slated to kick off, at 7 p.m. on Thursday will now start at 6 p.m. tonight. The Crimson Storm and Reddies, also originally scheduled to play on Thursday, Aug. 31), will open their seasons tonight one hour after the start of the NWOSUOuachita Baptist game.

“The Great American Conference and the affected institutions appreciate the NCAA granting us the flexibility to start our season one day early,” GAC Commissioner Will Prewitt said. These two games will represent the first two NCAA football games in the country for the 2012 season. The Ranger game will be broadcast on the local radio station here.

Alternative education will stay in Freedom By Roger McKenzie Freedom Public School Superintendent Danny McCuiston told school board members at Monday night’s school board meeting during his superintendent’s report that Freedom will not use Waynoka ISD as its alternative education site this year. Instead, the district will be its own site. That development was part of a lengthy report on a variety of subjects to the board. Currently, no students are in need of alternative education at this time, McCuiston noted. He also said he wasn’t aware of how many students were sent to Waynoka last year. He said the district will arrange for local alternative education as needed. The current savings to the district include a $7,828 state allocation and the cost of transportation and employee time for that transportation. However, if and when a student or students require alternative education, then the district will utilize that allocation as well as pay for teacher time, supplies, etc. ● Also in his report, he noted that students are trying to go through 20-20 on-line course offerings too fast. He indicated he will be having a conversation with students urging them to slow down to avoid having to start over. “I don’t feel they are aware of how rigorous the content is,” he told the board. ● Distance learning equipment has not worked fully in three years, he told the board. He said he has contacted Pioneer Telephone, without a reply as yet, to get someone to come out and fix the problem, which will expand the capa-

bilities of the system and allow it to be more interactive. ● The internet connection used by the district has been too slow. Supt. McCuiston also reported that the district’s e-rate (charge for internet) has been approved. It allows for a faster connection speed that McCuiston said he will work with Pioneer to provide. ● A change that will be instituted this year in the kindergarten through second grade is the establishment of a learning center room adjacent to those classrooms. The establishment of such a room will make for more convenient access by teachers and students. ● The superintendent also reported that the results of last year’s final accreditation visit was received recently with no strikes against the district. ● A potential problem was averted, not without some anxiety, after the fire marshal visited and discovered a malfunctioning fire alarm sensor. It will be repaired. ● Discussion of federal programs — how they have been used and how they are being used — will be the focus of a public meeting geared toward parents and those with questions to ask about such programs. The public meeting is scheduled for Sept. 11. ● Supt. McCuiston presented board members with kits specially designed for them to explain the state’s new A through F district grading system. The roll out of the system to the general public is scheduled at a later date. Consulting for Special Education At the superintendent’s recommendation, the school board members voted

to contract with Empower Schools of Oklahoma City to provide consulting, training, and other services to the district to help the special education program meet all its legal requirements and to help insure better outcomes for those students needing special education services. If used to its fullest extent, the maximum cost of the contract to the district will be $12,730 according to McCuiston. That is less than the $16,500 in IDEA (Individuals with Disabilities Education Act) funds received by the district. Those funds help pay for the salary of Debra Bixler, the local teacher assigned to special education. The contract will provide quarterly training to Bixler and other school staff. It will insure that if a certified specialist in areas other than those Bixler is certified in will be available as needed for consultation with Bixler and the parents of the students. Rhoads hired The cook/janitorial position filled by Jovita Rhoads was made official when her contract was approved. She will be paid $9.50 per hour. Termites and pests Supt. McCuiston noted some “unlucky” discoveries were made during school inspection in the summer. Three locations have termite problems — the science room, the Project Hope room, and an equipment room. He presented two bids for both pest and termite control which he solicited from Terminex and Orkin. The cost of the two services over five years were $14,604 for Terminex and $19,380 for Orkin. The board voted to hire Terminex. The average annual cost of the services for both pest and termite control will be just over $2,900. The school district will make monthly payments to maintain the services. New carpet A number of areas are under consideration for new carpeting. However, only one bid was received — from Carpet Direct of Woodward. McCuiston showed the board members two carpet samples — a product similar to what is in place now and an upgraded version that he said would last longer and be easier to maintain. The total cost of five areas to be carpeted were almost $33,000 for the higher quality carpet and See Freedom Page 28

just over $24,600 for the other sample. No action was taken as board members were interested in obtaining more bids. The carpet would have no pad and be glued to the floor. Work would also be done in stages with various areas being carpeted later. Student handbook changes approved Student hand book changes, including the addition of lunch detention, some dress code changes, and the prohibition of styrofoam-type cups, were approved.

Unused sick leave No action was taken on requests to allow some unused sick leave to be reimbursed to retiring employees. There was some confusion on the state statute regarding this, as well as Freedom ISD policy. More research will be done. Housekeeping items The board approved some housekeeping items in which it ● added the word “official” to its earlier vote to accept the Tulsa model for teacher evaluation. The addition of the extra word made sure that only the Tulsa model will be used. ● adopted a state mandated change that affects teachers hired from now on. The change affects requirements to be called a career teacher. It also defines

probationary teacher and allows for their non-employment or dismissal under certain criteria. ● renewed the contract with Becky Castor for speech therapy services. The contract calls for guaranteeing Castor 10 hours a week at $75 per hour. As of Aug. 20, she has been coming from Woodward (with no charge for travel) twice a week for 30 minute sessions with five students. ● amended some contracts to reflect changes required by the new school schedule and to correct a wrong starting date. Two certified positions and two staff positions were affected. ● approved the consent agenda, minutes of the July 23 meeting, and encumbrances.
