minor. Dirksen was also charged with five misdemeanor counts of furnishing tobacco products to a minor. Dirksen admitted to DA Investigator Robert Banks she had intercourse and oral sex on “six or seven” boys ranging in age from 13 to 16, according to a court affidavit filed December 8. She said she transmitted photos of her genitalia on her cellphone to three of them and said she had received similar photos from some of the boys. She admitted to Banks she provided marijuana to three of the boys and testimony in the affidavit indicated

she also provided tobacco products to some of them. The incident came to light when Dirksen told the mother of one of the boys she was having sex with “several young boys.” The mother confronted her son who admitted the sexual activity and named another teen who was involved. The two mothers then conferred and began extensive reports to Sheriff Charlie Tucker who requested the assistance of Banks in the investigation. Court records indicate she made her initial appearance Friday and is scheduled for a status docket January 11.

AC commissioners hire maintenance person, ‘Seal’ dispute delays meeting adjournment

By Roger McKenzie Because the end of November came on a Wednesday, the Alfalfa County commissioners met on Wednesday, Nov. 30, that week. In addition to signing payroll checks, the commissioners had a busy meeting that included an executive session. Following the executive session, they announced they had hired Manley Hotchins of Cherokee as a full-time maintenance worker at the courthouse. Hotchins was one of four candidates interviewed for the job over the past several months. He will start at the beginning of January. Twenty road crossing permits were approved—11 in District 1, eight in District 2, and one in District 3. The approvals came with a request for County Clerk Bruce Martin to sign and stamp them during the meeting, to which Martin replied, “I’m not going there.” At the end of the meeting, the matter was revisited, but Martin did not yield to a request to get his seal to stamp items requiring it. Bridge conference reports from Circuit Engineering District #8 were approved. The conference reports resulted from meeting between the commission-

ers and the engineers regarding bridge inspections conducted in each district and the resulting priorities that are needed. Invoices for those inspections were approved. The invoices, which will be picked up by the Oklahoma Department of Transportation, were for $16,245 (Dist. 1), $21,580 (Dist. 2) and $19,735 (Dist. 3). A holiday schedule for the county that coincides with the state schedule and a meeting schedule for the commissioners’ meetings were approved. Also given the okay was a private property easement request in District one at 501 Central Street in Byron. Commissioners gave the county clerk approval to advertise for six month bids (for routinely used materials) and for grader bids in District 1. Martin told the commissioners they could also choose to use recent grader bids. An agenda item to seek bids for insulating the District 2 barn received no action because the work was expected to cost less than $10,000, the level that triggers a bid requirement for such work. Martin asked the commissioners why the floor in his office had not been dust mopped in a while. He was told that the

office was too full of land men because of the oil and gas boom. It was suggested he could open his office early to accommodate a cleaning. In other business, the commissioners approved payroll warrants and maintenance and operations warrants. It wasn’t on the agenda, but the commissioners were asked about the courthouse elevator. It was announced that the elevator had been repaired at last and was operating for the first full day that morning.

AC commissioners institute new ‘seal’ policy, reject Nov. 30 minutes By Roger McKenzie A new dispute between the Alfalfa County commissioners and Alfalfa County Clerk Bruce Martin was apparently resolved at the Dec. 5 commissioners’ meeting with a new policy resolution approved unanimously as the first order of business. Martin was absent from the meeting and thus had no response. The new policy, effective immediately, says that in order that business can be conducted in professional, timely, and efficient manner, that “all paperwork will be signed, dated and attested by the Alfalfa County Commissioners and the Alfalfa County Clerk or a representative from the county clerk’s office.” Deputy Clerk Roberta Jamison, who took over for the absent Martin, was sent to bring back a seal to give official approval to paperwork attended to during the meeting. She applied the county seal and signed items in Martin’s absence. The new policy was put on the agenda after a “stand-off” at the end of last week’s commissioner’s meeting (held Wednesday, Nov. 30) that delayed its adjournment. Drug rumors prompt From Page 4 investigation at Alfalfa Freedom Public School By Roger McKenzie Freedom Public School Principal Charla Gleave told the school board at its meeting Monday night that she was investigating rumors of possible drug use by students. She emphasized the rumors were unsubstantiated—hence the investigation. She said the school has a no tolerance policy regarding illegal drugs. She noted that if a problem is found, the school could close the campus so that no students could leave the campus and come back later in the day. She also said that as a preemptive measure and to encourage students to adhere to the school’s policy of no drugs, she would consider a campus visit by a drug dog. The short meeting that lasted just over an hour, including an executive session, by the Board of Education for the Freedom Public school contained just three items—the Consent Agenda, administrative reports, and vote to renew Supt. Richard Gleave’s contract through the 2012-13 school year. Supt. Gleave’s contract was renewed and the Consent Agenda, which included minutes of the November meeting, activity fund expenditures and encumbrances for the General Fund and Child Nutrition Fund was approved. The General Fund took in $12,500 in receipts and spent only $7,600, leaving a balance of $1,800. Checks written on the Activity Fund totaled almost $7,500. In addition to addressing the drug

rumors, Principal Gleave in her report noted that teachers will be having several training opportunities in the near future. Reading is a concern and additional reading plans are being implemented, she said, including a mentor program to provide encouragement and help for students outside of school. Semester tests will be taken Dec. 1920. Also, the DIBELS (Dynamic Indicators of Basic Early Literacy Skills) test will be taken again and the staff Christmas Party is set for Dec. 19. In his report, Supt. Gleave noted two recent meetings he attended that both focused on providing options for on-site students to take on-line courses. Parts for the school’s new greenhouse are still being shipped. Some have arrived broken and will be sent back to be replaced, Gleave said. The school is receiving new technology for its Promethean smart boards and will be instituting professional training when it arrives this month. Gross production revenues were down for November and Gleave told the board, “I don’t know why.” For the month of November, the district received $10,387.46, which is $8,000 less than in the previous month, and $6,000 less than a year ago. REA tax is also down about $1,000 from the previous month. “We need gross production to improve so we can quit dipping into the fund balance,” he said.

Those minutes read as follows: “Even though it was not on the agenda, (Commissioner Chad) Roach approached Martin as to why he would not bring his stamp to the meetings and Martin said he would not go there and would not discuss it. After about a 30-minute stand-off between the commissioners and Martin, Roach moved to adjourn.” After the resolution was read Monday, Commissioner Chad Roach said he had previously talked to State Auditor Gary Jones about the new policy. Said Roach, “He (Jones) said this was good policy for any county to have.” .Roach said, “I disagree with the minutes. It says ‘even though it was not on the agenda.’ Well, signing the road crossings was on the agenda. I did not approach it as a separate item. That was to be included in the signing of the road crossings. He (Martin) knew that in advance and still refused to bring it (his stamp), so I vote to disapprove the minutes.” All three commissioners agreed to disapprove the minutes. The issue, according to the commissioners, is that it can take several days to have documents such as road crossings “sealed” so that work crews can post them on work sites. That delays the work and that hurts the companies working in the county. Moving on, the commissioners approved 18 road crossing permits (which received signatures and a seal during the meeting)—12 for District 1, four for District 2, and two for District 3. The companies requesting the permits were Atlas Petroleum, Mid-American Midstream, Select Energy Services, SandRidge, and Crescent Services. Also approved were bridge closing resolutions for all three county districts. The resolutions followed meeting with district 8 engineers about county bridges of less than three tons capacity that are in need of repair or closing. District 1 has already made necessary repair to two of three bridges on its list. The third is now closed. District 2 has one bridge which is closed and District 3 has two. They will be replaced or repaired.

Ways to wither your mind By Lynn L. Martin It seems like all folks over the age of 40 mention their failing memories. That certainly has happened to me. I’ve resorted to a normally excellent substitute for my fading brain cells: a Smart Phone. A Smart Phone is a cell phone with all sorts of added features. Sadly, you have to be pretty darn smart to run a Smart Phone. One of the features I thought I had mastered was keeping my daily calendar

on my Smart Phone. This is really handy. If I have to be at a certain place at a certain time I enter the event in my Smart Phone. I have mine programmed to notify me through vibration or a beep ten minutes before the event is supposed to occur. Usually this works great. Within Alva one can get virtually anywhere in ten minutes. There are hundreds of times my Smart Phone has nudged my memory to start heading somewhere. Well, this morning, it failed to warn me of a medical appointment. After I was about ten minutes late, I got a call from the calendar keeper basically saying, “Where are you?” I apologized and was in the office within about three minutes. I started thinking about this. When I

made the appointment I made zero effort to “file” the appointment in my mind. I deliberately chose not to waste brain-cell storage because I knew silicon chip storage would do the chore of remembering for me. Even when I awoke this morning and glanced at the Smart Phone calendar to see what was in store for the day, I saw the appointment but did not concern myself with actively “remembering it” because I knew the phone would jog me at that proper time. Well, the phone failed me. I’m not sure why. No doubt it was operator error. I probably was 12 hours off and chose p.m. instead of a.m. or something like that. Just a couple of years ago I could routinely multiply double digit numbers (24 x 23) in my mind and usually be correct. But my Smart Phone has a wonderful large number calculator on it and I now use it for such math. When I see such a problem I automatically reach for the Smart Phone thinking, “I’m too tired for this.” (Ok, I just tried it and was correct. 20 x 24 is 480, and 3 x 24 is 72. Add 480 + 72 and it is 552.) But the point to this column is proving the old saying, “Use it or lose it.”

South Barber Board buys AC unit, hear of student accomplishments Temporary custodial job open

By Yvonne Miller The South Barber Board of Education meeting Monday night had a small amount of business and several announcements of student’s achievements. Board members presented included President Kent Swartz, Jeff Black, Deb Helfrich, Dana Roark, Janet Robison and Michael Anderson. Member Bob Schrock was absent. Also at the table was Superintendent Brad Morris and assistant board clerk Mary Lynn Meyers. The superintendent announced that high school custodian Terry Wolf had back surgery and will be out three to four months. So the school seeks a temporary replacement for that position. Morris also reported the HVAC unit that services teacher Mary Rose’s room (in the vo-ag building) was recently replaced out of necessity. He said the cost to replace the original unit is about $6900. Regarding future school finance (the Governor’s Excel in Education Plan), the superintendent said they now await Governor Brownback’s State of the State address. Board Business Bills totaling $230,055.82 were approved for payment. Reporting as President of the South Central Kansas Special Education Cooperative, Swartz said that Director Ryan Cunningham resigned.

Board approved a new Superintendent evaluation form. Swartz recommended this form as written by the Kansas Association of School Boards and used the the spec ed cooperative. The approval was after a few changes. A new District Technology Plan was approved. Board members discussed and tabled using an ACH system for the South Barber payroll. The cost will be about $25 per month. The board plans to make a decision at a future meeting after obtaining more information. Swartz asked Cantrell (who is working with the site council), “Where are we on drug testing? “ Cantrell replied, “Not very far.” She said the council has not yet narrowed down details and is “maybe too broad.” Cantrell offered, along with site council member Dooli Rugg, to write a draft over Christmas break. Council liked the idea. Board members Helfrich, Robison and Swartz reported on seminars they attended at the state school board convention. Some of those were on: energy savings; sports concussions; etc. Student Achievements Grade 7-12 Principal Fred Gillig announced that freshman Bryce Roberts was selected as one of the five $3000 Certiport-Kansas State Scholarship winners. This is based on Bryce’s achievement of the Microsoft Office Specialist Certification and essay submission. Gillig said 8th grader Ana Wilhelm learned she is a district winner of the

VFW Auxiliary Patriot’s Pen Writing Contest. Ana was the local VFW winner and presented her essay, “Are You Proud of Your Country?” at the community’s Veteran’s Day program. Her essay will now move on to state level competition. At the NWOSU Prep Classic Basketball Tournament, the Chieftain boys’ team placed 3rd place. High School Basketball Homecoming is Friday, January 13. At the Cherokee Junior High Basketball Tournament the Tornado’s boys’ team, placed 3rd. SB FFA placed fourth in public speaking and fourth in leadership at Arkansas City.

Prague worker dies in oilfield accident By Stacy Sanborn Prague resident Michael Grissom was killed at about 9:30 Monday morning when a 500-foot poly-pipe he was unloading unexpectedly tilted and rolled off, killing him almost instantly, according to Woods County Undersheriff Steve Ward. The accident occurred at a work site about 1/10 mile north of Logan and 410. Grissom, 50, was working for Rainmaker Sales, Inc of Shawnee.

Alfalfa commissioners open truck bids

By Roger McKenzie Truck bids, road crossing permits, and a fund transfer to replace a burned out truck highlighted the Alfalfa County commissioners’ meeting on Monday. Bids for a one-ton crew cab 4-wheel drive truck for District 3 were opened and tabled for consideration. Three bids were received. The bid from Vinton Baker Ford in Fairview was for a 2012 F350 and totaled $28,578. A bid from Washburn Ford in Alva for a similar truck was $27,725. The low bid was $27,013 for a 2012 Silverado truck from Croft Chevrolet in Cherokee. Thirty road crossings permits were approved. The requests came from seven different companies. Sixteen of the requests were for Dist. 1, 12 for Dist. 2, and two for Dist. 3. After last week’s resolution approved by the commissioners, County

Clerk Bruce Martin brought his official stamp to the meeting so he could stamp the permits during the meeting. In a related matter, Commissioner Chad Roach once again said he would not approve the minutes of the meeting for Nov. 30. He noted the minutes still read that the discussion about bringing the stamp to the meetings was not on the agenda. He argued that just as the commissioners signing items at their meetings is a part of the agenda even though not mentioned officially that the county clerk having to stamp items is also a part of the agenda. County Clerk Bruce Martin told him to make a correction. After initials were applied by each commissioner, the minutes of that meeting were approved. A $10,000 fund transfer was approved for Dist. 1 from its maintenance and opera-

tions budget to capital outlay for the purpose of replacing an old truck that burned following an electrical short. The 1980’s truck was insured and insurance will also apply to the cost of replacing it. Now that the courthouse elevator is once again in service, the commissioners approved a service contract with American Elevator to keep it running. The one-year contract will cost the county $469 every three months. Resolutions were approved for disposing of old and no longer needed items from the county commissioners’ office which has been undergoing remodeling for the first time in perhaps decades. An auction will be held to dispose of the items, but a date has not yet been set. Also approved were forms to allow posting of load limit signs on county bridges for all three county districts, a private property easement, and a fund raiser for the Chip Committee. The later is a taco pile-on which will be held Jan. 20. Minutes for the Dec. 5 meeting and maintenance and operations warrants were also approved.

Nuisance Properties in Kiowa causing a stink By Yvonne Miller Cleaning up nuisance properties is an issue discussed repeatedly by the Kiowa City Council as a top priority. Now there’s a stench brewing about as ugly as some of the unsightly properties. Council appointed City Administrator Nathan Law as the public officer to enforce Ordinance No. 354. Earlier, council passed this ordinance that deals with nuisance properties. The purpose is to protect environmental quality, safety and aesthetic value of both commercial and residential properties. As public officer, Law drove the streets of Kiowa taking pictures of properties he saw that fell into violation of the ordinance. Law said he mailed about 18 letters to Kiowa property owners who he said had violations of the ordinance. He included a copy of the ordinance for the property owners to see. He intended to send more letters. However, he said some council members started questioning the letters and to whom they were sent. “There’s many unhappy people,” Law said. “I got a lot of push back from people saying `other properties are worse than mine,’” He added, “It’s the nature of the beast for people to not like getting a letter.” The enforcement officer said that most people responded to the letter they received. They had within 10 days to abate the nuisance or call or go by the city office. If they called within the 10 days, letter recipients got 30 more days to take action “because they took the initiative,” Law said.

People who did not respond or abate the nuisance received a municipal court complaint. Open Meeting Law Violation? Early morning, Monday, November 28, council held a brief special meeting to hold a public hearing on the proposed budget amendment as announced at the regular November meeting. They were also to act on couple of other items. Mayor Brandon Farney and Councilman Bill Watson were absent. Councilman Brandon Poland conducted the meeting with councilmen Brian Hill, Mark Lambert and Russel Molz. Law and City Clerk Marlo Rugg also attended. With no public comment, council approved the budget amendment as published. The action approves an increase in the electric fund budget by $106,122; and the solid waste /refuse fund by $10,278. Council again discussed the city’s old street sweeper in need of repair. They decided to have Street Superintendent Gary Johnson make the decision to either repair or consider a used or new machine in next year’s budget. Other action was approval of a Cereal Malt Beverage license for Medicine River Ranch and Oil, d/b/a The Little Store. The license was renewed for the remainder of the year at the prorated amount of $29.11. This is because of the new ownership. Regular annual renewal is January 1. What reportedly happened after the meeting adjourned is what’s in question of violation of open meeting laws. Law said Poland left and the remaining three council members lingered, talking about a nuisance property at 722 Drumm Street. Council passed a resolution (with Hill voting against) at their regular November meeting for clean-up of that property. Despite that action, the three councilmen reportedly urged Law not to pursue it. “They (council members) did not take action, however they tended to make it clear not to send out anymore letters,” Law said. “We have a question. What qualifies as an open meeting? Our quorum is four, but a majority is three out of five council members,” Law said. He said the conversation in question after the regular meeting lasted about 20-30 minutes. Law said that Kiowa News Publisher Rex Zimmerman (whose office is next door) came back to the city office because he saw the councilmens’ vehicles. Rex reportedly told the group he thought the meeting was over since it was adjourned. “It’s my fault,” Law said. “I should not have answered anymore questions with those three after the regular meeting. It just doesn’t look right. City business was being discussed – it’s not advisable. Laws are there for a reason. It’s about following the law.” “Council cannot take binding action without an agenda item,” Law said. Regarding the nuisance properties, Law said, “There is some miscommunication between me and the council. I’m doing everything according to the ordinance.” “I need to get it clarified exactly what the council wants. They are the council – I’m just carrying out policy. If they are uncomfortable with the ordinance – they need to change it,” Law said. “These are those tough decisions that need to happen.” Law said he anticipates a big crowd at the council’s regular monthly meeting December 19 (rescheduled because of the December 12 middle/high school Christmas music program at 7:30 p.m.) “Keeping your property clean shows you have pride in your community,” Law said.

Living an Abundant Life

Most of us go through life, day to day, without clear direction or a sense of true purpose. Even though we struggle to gain what we think we desire, we often feel unfulfilled amidst all the possessions and acquisitions of our efforts. Our reaction to that emptiness is to redirect our focus towards yet another worldly pleasure or dazzling object. This new focus was probably introduced to our subconscious through a wellorchestrated advertising ploy, designed for just that frame of mind. The world in which we live has essentially evolved into a playground of two basic types of personalities; those who want and those who provide. Those that want are like bottomless vessels that can never be filled in spite of however much you pour into them. Those that provide are actually a more refined version of those that want, but they have found that they can fund more of what they themselves want by providing to those of who simply want. This description of our society, although a bit sarcastic, pretty accurately describes how many of us live our lives. An ever so few of us, eventually realize that we must have been intended for more than such a shallow existence, but most go on to consume one day after another, of precious life, in a quest for something that doesn't exist. How foolish would one feel to have reached the last days of his life, still chasing something that he didn't really want, and have never possessed what he truly needed? There is a better way. This is a way of transformation from emptiness to total fulfillment and divine purpose. This better way is clearly marked and documented so all who seek it will find it. This way is the word of God and while its script never changes, its message is living and ever changing in its inspiration for our course of life. Figuratively speaking, the Bible is heavens advertisement. God's word, our Bible, clearly gives us seven steps to obtaining an abundant Christian Life and they are as follows: FIRST: We must begin right. John 1:12 Tells us what a right beginning is: "But as many as received him, to them he gave the right to become children of God, "We must receive Christ as our savior who died for our sins. Trust the whole matter of your forgiveness to him. Rest upon the fact that he has paid the full price for our sin. SECOND: Confess Christ openly before men. 'Therefore whoever confesses me before men. Him I will also confess before my father who is in Heaven Matthew 10:32. "For with the heart one believes unto righteousness, and with the mouth confession is made unto salvation." Romans 10:10 the life of confession is the life of full salvation. THIRD: Study the word. "As newborn babies, desire the pure milk of the word, that you may grow thereby" 1 Peter 2:2 the word of God is our souls food, any person who neglects the word will find little success in a Christian life. All who do well in the Christian life are great feeders on the word of God. FOURTH: "Pray without ceasing." 1 Thessalonians 5:17 the one who truly wants to succeed in the Christian life must lead a life of prayer. Begin your day with thanksgiving and prayer in that we are thankful of the mercies of our past, and prayer for the needs of the coming day. David wrote "Evening and morning and at noon I will pray, and cry aloud, and he shall hear my voice" Psalm 55:12. We should take time in the midst of our busy and worrisome day for the refreshment of prayer and the regaining of strength so we may resist temptation. We should end our day with prayer and praise for what God has lead us through and the love he has shown us. The scripture of "pray without ceasing" doesn't mean literally to spend your life on your knees in prayer. It means to develop a heart of praise for our Lord and stay receptive to God's direction always. This is accomplished through the Holy Spirit who God gave us to help us stay in harmony with him. FIFTH: Go to work for Christ. Then he said to his disciples, "The harvest is plentiful but the workers are few." Matthew 9:37 We were created to serve and praise our Lord. He has chosen to accomplish his work here on earth through his faithful followers. When our hearts are truly focused upon God, we find delight in serving him and those of whom we share our world with. For when we help someone in need, we do it for our Lord who rewards us justly. SIXTH: Give generously. "The generous soul will be made rich" Proverbs 11:25 "He who sows sparingly will reap sparingly and he who sows bountifully will also reap bountifully. And God is able to make all grace abound toward you, that you, always having sufficiently in all things, may have an abundance for every good work" 2 Corinthians 9:6-8 Few things have more impact on our Christian growth and our own happiness as does our own generosity. SEVENTH: Keep pushing on. Never give up the cause, for success in any endeavor depends as much upon our own determination and fortitude as anything. Our struggle in this world should always be founded upon our desire to serve our Lord. When setbacks come and the storm overtakes us, we have the promise that our Lord will be there with us. If God is with us, who could take us down? 2 Timothy 4:7. “I have fought the good fight, I have finished the race, I have kept the faith. This statement is one that all Christians should be able to proclaim at the end of their days here on earth.
