Tours of new Kiowa Hospital and Community BBQ April 2 New rural health clinic to open April 7; new hospital and ER to open April 8 By Yvonne Miller It’s been years in the making, but finally the new Kiowa District Hospital (KDH) is a bricks and mortar reality. The hospital board, administration and staff invite the public to tour the new facility, located at 1002 S. Fourth St., in Kiowa, Kan., next Tuesday and Wednesday.

Tour times are Tuesday, April 1, from 10 a.m. to 1 p.m. and Wednesday, April 2, from 5:30 p.m. to 6:30 p.m. Call the KDH business office at 620-825-4131 to arrange in advance for your guided tour. On Wednesday, April 2, MW Builders of Temple, Texas, construction contractors of the new facility, will host

a BBQ for the community at the new hospital site. The BBQ is from 5:30 p.m. to 7:30 p.m. The hospital board and administration ask the public to come out and show their appreciation to MW Builders for their “commitment to construction excellence and support of our community.” The facility is described by leaders as “an all-new, state-of-the-art 25,000 square foot hospital and clinic,” ready to serve the healthcare needs of areas surrounding Barber County, Kan., including north central Oklahoma. Interim Hospital Administrator Steve Davis, hospital Chief Financial Officer Janell Goodno and MW Builders Project Manager Jay Jernigan led members of the media on a tour of the new facility last week. What this reporter found was indeed a state-of-the-art facility. A soft blue-green and taupe color scheme throughout is welcoming and peaceful. Wide hallways, everything ADA accessible, and a nice flow for traffic from one area to another is especially welcome compared to the crowded, cobbled facility the district leaves at 810 Drumm St. No longer will patients have to try and squeeze into a tiny, inaccessible See Kiowa Page 22

Freedom school board approves senior trip By Lynn L. Martin The Freedom Board of Education reviewed the plans for the annual senior trip at their meeting Monday night. Sponsor Bryant Weber explained that besides himself, four seniors will be making the trip. These include Rhett Mullins,, Kanako Ogura, Rosanna Hoffmann and Bruno Manno Mendonca. The students will leave Freedom at 1 a.m. on Friday, March, 23, and head to Tulsa International Airport. They will depart the airport at 6:50 a.m,m arrive in Washington, D. C., at 11:30 a.m. and check into their hotel. Some of the stops on their week-long trip include the Smithsonian Museum, the National Archives, Arlington National Cemetery, and many other famous Washington tourist attractions. On Monday, they will head to New York City and see a Broadway play at 8 p.m. that night. Other stops will include the Today Show, Rockefeller Center and the NBC studios. Audit Report Buddy Carroll, P. A., was in attendance to present the annual audit report. He said he did not identify any material weaknesses and found no instances of non-compliance. He said there were no reportable items but a few minor matters that could be handled in a management letter. Those included not having an organized system for providing the federal program files, because it took a lot of time to print them out; the lunch

program expenditures being overstated by $6,600; the child nutrition program not matching the estimate of needs by $828; one contract person who was supposed to be paid $15,000 being underpaid by $19; and another contract person being paid in excess of their $44,000 contract by $1,700 because of a duplicate payment for the summer reading program. Carroll concluded his report by saying the superintendent will need to submit a letter of corrective actions that will be taken to the State Department of Education. Superintendent’s Report Superintendent Danny McCuiston had the unfortunate experience of hitting a deer while he was driving a school Suburban a couple miles south of Freedom. Damage was $5,004, with Roach’s Body Shop of Woodward handling the repairs. The school’s deductible is $1,000. The superintendent said a staff meeting will be held this week to gather input on how to make up for lost time because of bad weather. The district needs to make up about eight hours of classroom time. McCuiston reported on HB 3399 at the State Capitol. It is a proposal that would repeal the Common Core statutes passed four years ago and replace them with a homegrown alternative. Language in the bill re-emphasizes that decisions about curriculum, textbooks

and learning materials would be left to local school boards. Principal’s Report Principal Brett Hill told the board about the annual college remediation report that tells of the first year performance of students in Oklahoma colleges and lists the schools they attended. In Woods County only Alva and Freedom were mentioned. Freedom did not have the minimum five students to compare, while Alva showed a remediation rate of 36.4 percent. The state average is 39.4 percent. Woodward county schools averaged 40.7 percent while Alfalfa County schools averaged 20.8 percent. Hill said he was pleased that nearly 100 percent of parents participated in the parent-teacher conferences before spring break. The school made a profit of $1,200 on their spring book fair. Mrs. Wares will be able to purchase several hundred dollars worth of books for the library as a result. The athletes are getting ready for track meets this spring. Their first track meet will be this Thursday in Fairview. Marcus Heald was recently awarded an all-conference badge at the annual high school academic quiz bowl ceremony. Freedom students did well at the Woodward stock show. Austin Reed won Reserve Champion Chester White Barrow and made the sale of champions, netting him a $4,500 premium.

Lynn Says

Texas responds to Governor’s call for $10,000 bachelor’s degree

By Lynn L. Martin The following article was written byt Nick Clunn, an adjunct professor at Montclair State University in New Jersey. Online Courses Seen as Pillar to $13K Degree Texas Gov. Rick Perry called on state education officials in 2011 to create a $10,000 bachelor’s degree. A three-year, $13,000 bachelor’s degree announced this week by Texas education officials relies heavily on a statewide online course as a means of delivering the program at such a low cost. The Texas Higher Education Coordinating Board announced the start of the Texas Affordable Baccalaureate Degree Program on Wednesday, a week after a soft launch at South Texas College and Texas A&M University-Commerce. The colleges collaborated with the board over the past several years to develop the

program. Education officials said work on the program came in response to a challenge made by Perry in 2011, when he called on state universities to develop a fouryear baccalaureate degree that costs no more than $10,000. Van Davis, the board’s director of innovations in higher education, told the Texas Tribune that Perry’s challenge “actually created a lot more discussion and conversation at the institutions than what folks thought.” He said the degree “is very unique of all the state responses in that it really does begin to reinvent and redefine higher education.” “The launch of this program answers that call and demonstrates to institutions around Texas and the nation that facultydriven collaboration and the adoption of game-changing innovations in highereducation delivery can create new, affordable pathways to degree attainment,” board Commissioner Raymund Paredes said on Wednesday. It is likely that skeptics will watch the program closely as some raised doubts early on that it wouldn’t offer the same quality of instruction as a traditional four-year degree. Textbooks Included Students can earn the first 90 credit hours online, the board said, with the last 30 credit hours offered in both a faceto-face and online format. It allows stu-

dents to advance through lower division coursework as soon as they prove mastery of a concept – a mastery they might well have had when they enrolled. The cost is $750 per seven-week period, which includes access to electronic textbooks. Students can satisfy the requirements of as many courses as they can within that time frame without a change in the price. A $1 million grant from the education-technology organization Educause and the Bill & Melinda Gates Foundation is helping to fund the program. Supporters of the program touted the importance of having an online component as early as 2011. The lessons that will lead to the issuance of the degree will attempt to impart the skills employers have identified as necessary for the 21st century, officials said. Those who devised the curriculum consulted with third-party education groups to make sure students graduate with a degree that is meaningful, Davis said. “We also listened to what national and regional employers are saying they really want: graduates with critical thinking skills who are quantitatively literate, can evaluate knowledge sources, understand diversity, and benefit from a strong liberal arts and sciences background,” Davis said. “This isn’t just another business degree.”

WITH GREAT APPRECIATION Our hearts are full of thankfulness for our friends and loved ones who have shown such love in the care and at the passing of our loving husband, father, and grandfather, Max Faulkner. In the seven months of Max's long journey, he was helped by many. Among these are Dr. Self and his staff, Share Medical Center staff, Alva Ambulance crew and Max's much-loved doctors and staff at University of Arkansas Medical Sciences Center. Thanks to pastors Harold Henson, Ron Olson, and John Smith for the touching memorial service and to the Alva First Baptist church for use of their facilities. The delicious funeral meal provided by the Baptist, Alva Wesleyan, and Cedar Grove Church ladies was much appreciated. The gifts of flowers, food, kind thoughts and memorials were a blessing to us. As Max often said “There are a lot of good people in this world.” We thank God for each of you.

Woods County commissioners hear from Piper

By Lynn L. Martin The three Woods County commissioners were lectured by Marceline Piper, who was listed on the agenda, about following a practice of allowing oil field firms to run temporary waterlines on county rights-of-way owned by landowners. She said, “All of you know you have an easement to use for roads for the public. You know the other grassy surface belongs to the landowner. So since you know that belongs to the landowner, you don’t have any right to allow others to trespass on their property. “I was down at the state landowners meeting on Saturday, and visited with three ‘big’ attorneys and they had never heard of this practice. I assured them this practice is common throughout Oklahoma because county commissioners take the advice of a hired woman who’s the head of the Association of County Commissioners. She has no legal training, and yet she is giving legal advice.” Commissioner Mike Goucher spoke

and said, “She doesn’t normally give legal advice. She reports what the district attorneys individually tell us to do.” Piper countered, “Well, before she passes it out, she should still check the laws. And from now on, I think you commissioners should not give permission for an oil company or anyone else to use property that belongs to the private landowner.” County Commissioner Clint Strawn asked, “Do you think we should have a part in the permission process with the easement that goes from the center of the road to your fenceline?” Marceline replied, “I suppose in some manner you should be involved.” History of Road Crossing Permits Mike Goucher said, “May I answer some of that for you? Let me explain how we got where we are today. In August of 2007, the Rodco firm approached us for a road crossing permit. On advice of the then district attorney, our current road crossing permit was created and put in place through a board action of the county commission-

ers. The DA’s office wanted us to protect the public from running into things such as pumps, pulled-out lines, holes in the road and similar hazards. So the safety issue is how we got involved in the permit process. “That helped because they stopped cutting our roads. At least that stopped all the phone calls in the middle of the night about all of that crap. They now go through the tin-horns and the bridges and it is safer. We did not realize we were breaking any laws like that and we were told it was an approved practice that goes on statewide. So that’s what we’ve done all this time. “Since then, we’ve learned otherwise. We knew permanent lines were not to be there, but temporary lines were never discussed in this light like it has been this winter. “So I sat down with attorney Larry Bays this past Thursday afternoon. He is willing to work with us (the county commissioners), the landowners and See Piper Page 30

Norman, where Paul began graduate school at the University of Oklahoma. After five years, he earned his PhD in plant ecology and was hired to teach at his alma mater, Northwestern Oklahoma State University. Paul found his true calling as a teacher, covering classes in botany, biology, genetics, ornithology, and a favorite, resource awareness. His colleague, Dan Shorter, was a lifelong friend, and the two experienced wonderful adventures taking students on local field trips, as well as out of state and even to Mexico. He retired from Northwestern in 1994. Paul had many hobbies and interests, such as collecting stamps, flying airplanes, banding birds, collecting books and traveling. He was always ready to start a trip! He was an especially good photographer. His plant specimens at the OU Herbarium are known for their artistry. He was active in the community, serving on boards for the museum and his local rural water district. He was a long time member of the Oklahoma Academy of Science, Oklahoma Ornithological Society and Oklahoma Native Plant Society. For many years, he taught Sunday school at Cedar Grove Wesleyan Church.

Paul died March 23, 2014, at Share Convalescent Center, completing a long life of 90 years, 11 months and 9 days. Diel applies for and receives grants for South Barber Elementary

By Yvonne Miller South Barber USD 255 Pre-kindergarten teacher Delores Diel applied for and received three grants to benefit the elementary school. One of those was a $500 grant from Alfalfa County Electric (AEC). Diel said that money enabled her to purchase a big book display and storage unit in addition to curtains for her pre-k room. A $1,000 grant came from the South Central Community Foundation (SCCF). Diel said this grant went together with $800 raised by a concession stand organized by elementary physical education teacher Deb Hitchcock. Diel said the money was used to purchase a new sound system for the elementary gym. Diel obtained a $300 grant through SCCF and the South Central Kansas Special Education Cooperative (SCKSEC). This money will help purchase a digital camera so she can display pictures on her classroom Smart Board. Diel expressed thankfulness for the generosity of these organizations.

the attorneys (I assume the ones who came to the mineral owners meeting) to come up with one document that addresses the whole thing. “So we realize we’re wrong right now. The solution to correct it is not here and if everybody will work with a cool head, give him (Larry Bays) to finish tax-season at the middle of April, he’ll get something worked up. I’ll contact him after April 15th and because I’ve offered to help to get this thing done because it puts everybody in the state of Oklahoma in jeopardy of an illegal position as it stands now. We realize that, but I don’t know the exact answer to it. “When I visited with you the other day, I asked ‘What fees do the landowners want from this? How shall it be figured? By the rod?’ Because we want to sit down with representatives from the oil companies, the county commissioners and the landowners and figure this out. I’d like to see one set fee for this and not have to put up with individual bargaining. “I don’t want to see the county commissioners drug into this trying to settle fee disputes with individual landowners who maybe don’t like each other. We don’t need to deal with that. “We need to reach an agreement on this because the big oil companies are saying, ‘We’ll truck everything if we have to instead of using surface lines.’ I don’t want to see that because it will tear up our roads even more!” Piper departed seemingly satisfied with the mid-April target date for the groups to meet. Waynoka City Council position remains vacant

By Laura Scott Troy Bradford, Michael Duvall, Susan Bradford, Litty Bittner, Tim Crissup, Ronnie Pitts and Mayor Andy Bowen were present for the Waynoka City Council meeting on Wednesday, March 19. Travis George was absent. The consent agenda was approved by the city council. This included W.U.A. checks in the listed amount of $136,492.40, METER fund in the amount of $250, and the minutes of the regular meeting from Feb. 19. The mayor has ordered a new appraisal on the nursing home so that it can be prepared to sell. Police Chief Whitney was unavailable to make his report. He was in Alva interviewing a suspect. The ambulance has made nine runs for the month of February. Annual inspection has been taken care of and cleared. Everything has been fixed that was needed including the lights and a bend in the door. On Saturday, March 29,, from Lincoln over to Broadway Street will be closed for a driving course sponsored by OSU. Troy Bradford suggested putting two ambulances on the surplus. This will be considered and discussed in the future. City council members approved the purchase of a Trackhoe from Enid New Holland for $22,500 to be paid from the restricted sales tax account. The current balance on the account is

$270,000. This will be used as a part of the Downtown Streetscape Project and other future street projects. The council also approved the purchase of a mole from Ditchwitch of Oklahoma not to exceed $4,500. The city council previously voted to approve street closings at noon on Friday for the snake hunt celebration. Cecil Street, Missouri Street and Santa Fe will be closed in a way that works for everybody. This item was placed back on the agenda so that the city could leave access to the ATM available to traffic. Council members voted to amend the street closings so that only a portion of the street would be closed. The council continues to discuss whether to approve Ordinance No 2014-781. The purpose is to amend the code to match city practices so that having a non-intoxicating or low-point beer in public places during snake hunt and street dances is allowed. “I feel like this one gives the city council more control by including a provision for a sign. I feel that by making it very clear that we are okay with non-intoxicating beverages, we would have more credibility to write a ticket,” said Mayor Andy Bowen. A motion was made for this discussion to be continued at next month’s meeting. Meanwhile, demolition activities on Lot 3 are in progress. This will be completed before the snake hunt, de-

spite the fact that some problems have slowed completion. The city council continued discussion of the Downtown Streetscape Project, which was previously approved at the meeting in February. An update from Arlin Vancuren via e-mail was given. “Our plan right now would be to bid the project with a start date of September 1. Jim Hoos needs four months to get the water project done,” said Andy Bowen. No suggestions were made for a bond issue. However, early discussion was held on amounts. The seat remains open in Ward 3. The city council decided at this time to take no action. Council members are considering reducing the number of council seats in each ward due to the fact that the seat continues to remain vacant. Those who are registered to vote and are interested in the open council position, please see Sharlotte Bolar, city clerk at City Hall. The council approved the Disadvantaged Business Enterprises Program of the City of Waynoka for the Waynoka Municipal Airport. A protest has been made regarding the application from the Sandrat Society Campground to sell low-point beer at 931 Cody St. The campground is currently in an agricultural zone. Alfalfa County commissioners Fort Hood widow fears losing house have short meeting By Rebecca Kinney The Alfalfa County commissioners took no action on transfering a 2001 Ford ambulance from the Alfalfa County EMS to the Carmen Responders until they figure out a way to handle insurance and ownership. due to taxes

OKLAHOMA CITY (AP) — The widow of a soldier killed in the Fort Hood shooting could get relief from a $6,000 tax bill under a measure that would grant some families benefits similar to those given after acts of terrorism. Jennifer Hunt, 30, had been married just short of three months when her husband, Jason, was killed in the rampage at Fort Hood on Nov. 5, 2009. Hunt said she was misinformed at the time of her husband’s death and believed that she qualified for a property tax exemption, but this year received a $6,000 bill for back taxes. The new measure would extend the exemption to the surviving spouse of a person killed during an act of violence occurring within a federal military installation which could be classified as “terrorism” or “combat related.”

Birth control rule seems to divide Supreme Court By Mark Sherman WASHINGTON (AP) — Seemingly divided, the Supreme Court struggled Tuesday with the question of whether companies have religious rights, a case challenging President Barack Obama’s health overhaul and its guarantee of birth control in employees’ preventive care plans. Peppering attorneys with questions in a 90-minute argument, the justices weighed the rights of for-profit companies against the rights of female employees. The discussion ranged to abortion, too, and even whether a female worker could be forced to wear an allcovering burka. The outcome could turn on the views of Justice Anthony Kennedy, often the decisive vote, as his colleagues appeared otherwise to divide along liberal and conservative lines. As the court heard the challenge brought by the Hobby Lobby chain of stores and others, demonstrators on both sides of the issue chanted outside in an early spring snow. The justices upheld the overall health care law two years ago in a 5-4 ruling in which Chief Justice John Roberts cast the deciding vote in favor of Obama’s signature domestic legislation. The latest case focuses on a sliver of the law dealing with preventive services, including contraception, that must be offered in a company’s plan at no extra

charge. The family-owned companies that are challenging the provision provide health insurance to their employees but object to covering certain methods of birth control that they say can work after conception, in violation of their religious beliefs. The justices have never declared that for-profit corporations, as opposed to individuals, can hold religious beliefs. The companies in this case, and their backers, argue that a 1993 federal law on religious freedom extends to businesses. Among the groups opposing the administration is the U.S. Conference of Catholic Bishops. As it happens, Obama is to meet this week with Pope Francis. The Obama administration says it’s not just about birth control, that a Supreme Court ruling in favor of the businesses also could undermine laws governing immunizations, Social Security taxes and minimum wages. Kennedy voiced concerns about the rights of both female employees and the business owners. He wondered what would happen if an employer ordered a woman who works for him to wear a burka, a full-length robe and head covering commonly worn by conservative Islamic women. He asked: Does the employer’s religious belief “just trump?” Later in the 90-minute argument, however, he seemed troubled about how

the logic of the government’s argument would apply to abortions. “A profit corporation could be forced in principle to pay for abortions,” Kennedy said. “Your reasoning would permit it.” The three women on the court, Justices Ruth Bader Ginsburg, Elena Kagan and Sonia Sotomayor, repeatedly questioned Paul Clement, representing the businesses, whether blood transfusions, vaccinations and laws against sex discrimination would be subject to the same religious objections if the court ruled for his clients. “Everything would be piecemeal and nothing would be uniform,” Kagan said. Clement acknowledged that courts would have to decide on a case-bycase basis, but he said only the kind of family-owned companies he represented would make such claims, not large, multinational corporations. “That’s something that’s not going to happen in the real world,” Clement said. Roberts at one point suggested that the court could limit its ruling to just such companies. One key issue before the justices is whether profit-making corporations may assert religious beliefs under the 1993 religious freedom law or the First Amendment provision guaranteeing Americans the right to believe and worship as they choose. Waynoka decide to rezone and resubmit an application, then future discussion will be held. Despite having a county permit, the campground can be fined for selling beer without a city permit. The city council denied the application for a beer license. En Avant member Sara Hernandez was present to introduce the group’s next fundraising project, a brick labyrinth. The suggested proposal for building is at the Waynoka walking trail. “We would like to sell engraved bricks to go in the labyrinth approved by the city council and installed on city property,” said Sara Hernandez. “We are open to suggestions for the location, and would love to have it downtown or as a part of some of the beautification projects where more people can see it.” At this time En Avant is not asking for any money from the city, but for permission to build the labyrinth on city property. The city council voted to grant permission for members to sell bricks to fund the project. Plans for the labyrinth are to be completed in two years at most, with a concrete foundation to keep the bricks from moving and sinking into the ground. The labryinth will be a minimum 25 feet in diameter in size. The consent agenda for the Waynoka Utilities Authority was approved. Nursing home cleanup has been completed. The mayor recommended not repairing the building, but instead having an additional appraisal to sell the building as is. The nursing home building will likely be auctioned off; however, this agenda item will be continued to next month. “The city pool has not been looked over yet, but everything looks to be intact,” said Public Works Director Jim Hoos.

Birth Control

The court could skirt that issue by finding that the individuals who own the businesses have the right to object. But the justices still would have to decide whether the birth control requirement impinges on religious freedom, and if so, whether the government makes a persuasive case that the policy is important and has been put in place in the least objectionable way possible. Kennedy showed some interest in the argument that the companies could simply decide not to offer any health insurance to their workers and instead pay a tax of $2,000 per employee. That route might allow the court to sidestep some thorny questions in the case. Clement objected that businesses would find themselves at a competitive disadvantage in a situation where other employers were offering insurance. But when Kennedy asked Clement to assume that the company would come out the same financially, Clement acknowledged that the government

might have a strong case. Conservative justices pressed Solicitor General Donald Verrilli Jr. over the administration’s argument that for-profit corporations have no claim to religious expression. “If you say they can’t even get their day in court, you’re saying something pretty, pretty strong,” Justice Samuel Alito said. Some of the nearly 50 businesses that have sued over covering contraceptives object to paying for all forms of birth control. But the companies involved in this case are willing to cover most methods of contraception, as long as they can exclude drugs or devices that the government says may work after an egg has been fertilized. The largest company among them is Hobby Lobby Stores Inc., an Oklahoma City-based chain of more than 600 crafts stores in 41 states with more than 15,000 fulltime employees. The company is owned by the Green family, evangelical Christians who say they run

their business on biblical principles. The Greens also own the Mardel chain of Christian bookstores. The other company is Conestoga Wood Specialties Corp. of East Earl, Pa. The business is owned by the Hahns, a family of Mennonite Christians, and employs 950 people in making wood cabinets. Members of both families were at the court Tuesday. The justices made a couple of humorous references to their epic consideration of the health care law in 2012, which also pitted Clement against Verrilli. When Clement persisted in calling the $2,000-per-employee tax a penalty, Sotomayor jumped in to insist that it’s a tax. “She’s right about that,” Roberts said, recalling his opinion upholding the law’s centerpiece that individuals must be insured or pay a tax. A decision is expected by late June.
