Candidate withdraws for Woods County Commissioner
Wallace, Kornele announce engagement
By Marione Martin One candidate for Woods County Commissioner has dropped out of the race. Biron Shirley withdrew his candidacy, leaving David Hamil as the only person running for district 1 commissioner. Incumbent Clint Strawn did not file. Four men have filed for Woods County Commissioner District 3. Republican candidates are the incumbent Mike Goucher, John Smiley and Mark Reed. Johnny Fuqua filed as a Democrat. Renetta Benson filed for Woods County Assessor and David Manning, the incumbent, filed for treasurer. They did not draw any opponents. The primary election will be June 24 with the runoff on Aug. 26 and the general election on Nov. 4.

Two musical plays in one week in Alva By Lynn L. Martin I made time to see both of the musicals performed in Alva last Thursday, Friday and Saturday. They were great. First, I would like to editorialize a bit that the community was deprived because both plays ran on the same days in the same week. I suppose there is no rule that the university needs to check with Act I as to when their plays run and there is no reverse rule that the Act I people need to check with the university when their plays are going to run. I just wish
Alva could have some type of fine-arts clearing house (hmmm – Maybe Graceful Arts) that could be a place to notify so there is a resource to check for possible scheduling conflicts. Add to the mix the “social event of the year” in Alva, the Lt. Governor’s Turkey Hunt Banquet. It was held on Thursday night as were the two musicals. It was almost impossible to attend everything. Oh yeah – we had a Renaissance fair occurring a couple of those days also.
I remember when the initial “Godspell” came out in the early 70s at the forefront of the hippie revolution in America. It was perceived as a shocking, irreverent blasphemy by many in an era that included other culture shocks such as men with long hair, women without make-up, flower children, Woodstock and preachers who actually got so bold as to preach without a coat and tie. Resignation, improvement projects and funding discussed by South Barber Board By Yvonne Miller South Barber USD 255 Superintendent Brad Morris gave his recommendations for 2014 Capital Outlay Projects, a teacher resigned, the 2014-15 school calendar was approved, the grading scale was again discussed, and the whirlwind of end-of-school activities was noted. South Barber Board of Education President Steve Allen presided over the April meeting Monday night attended by all members including: Mike Anderson, Mark Pollock, Dana Roark, Dooli Rugg, Deb Helfrich and Jeff Black. Seated by the president were Superintendent Morris and board clerk Julie Johnson. High school social studies teacher Nathan Gevelinger submitted his letter of resignation, which the board accepted. He will reportedly teach and coach at South Central. Capital Improvements and Funding Superintendent Morris presented the board his recommendation for the top capital outlay improvement projects in the district. He said USD 255 is receiving $700,000 in capital outlay funds. The top four projects are: • Pave high school parking lot that is in filled with pot holes and cracks. Estimated cost is $300,000. • Replace high school football bleachers (home side), replace wood with aluminum and expand press
box. Estimated cost is $215,000. (Board members said some type of improvement is necessary for visitor’s side.) • High school fire alarm and intercom and door security system (for both buildings). Estimated cost is $50,000. • Bus lease purchase (24 passenger). Estimated cost is $20,000. The plan is to borrow against the district’s capital outlay fund in the amount of $700,000. Steve and Bret Shogren with George J. Baum & Company municipal finance division attended the meeting to discuss financing the project. Steve Shogren reminded the board that borrowing against the district’s capital outlay fund was how they financed the grade school project last year. That was $925,000 and will be paid back by the end of this summer. Shogren and Morris confirmed the school district has an eight mill authority. Of that, $2.1 mills would generate approximately $700,000. Shogren said the total project cost is about $720,000. That additional $20,000 is for fees and other associated costs. Shogren said they’ll put a cap of 2.5 percent on the interest rate for the bonds. However he said, “I’m pretty sure we can get it for 1.5 percent.” Board member Anderson, who is a banker, said, “It’s cheap money any way you look at it.” Morris said this method to pay for
improvements “worked extremely well last year.” He said annual payments will be approximately $175,000 over four years. After the district budget is completed in July and the administration learns what the district’s valuation will be for next year, the board can decide whether to proceed with remaining projects, Morris said. Those other capital outlay projects Morris recommends are: grade school restrooms, district office roof and HVAC unit, high school doors and van purchase. The board approved Resolution 2014-1 to bond against the capital outlay fund in the amount of $700,000 for capital improvements. Other SB Board Business A 10-minute executive session was held to discuss non-elected personnel matters. No action was taken upon return to open session. Agenda items approved by the board include: a meal allowance reimbursement increase from $8.50 to $12 per meal, rental of a school bus by the Class of 1964 to tour Barber County during a class reunion, a district homeless policy that ensures any homeless children in the district have access to a free and appropriate public education, and use of the district facilities for summer activities. The 2014-15 district calendar was approved. The first day of school is Tuesday, Aug. 26. No school Friday, Oct. 10. Thanksgiving break is Oct. 2628. School dismisses at 1 p.m. Friday, Dec. 19, for Christmas break. Students return to class Jan 5. Spring break is March 16-20. No school on Good Friday or the Monday after Easter. Commencement is Sunday, May 10. Students’ last day of class is Friday, May 15. Under the site council report, PK-6 Principal Marcia Cantrell said the group has researched different universities about criteria they use for scholarships and admittance. Mary Ellen Wilhelm will compile the results and have it for board members prior to the May meeting. They are to vote on the grading scale.

Interesting wedding point made by Wichita preacher By Lynn L. Martin With over 4,000 weddings photographed, I’ve seen most of the twists that people try to use to make their wedding “unique.” At a wedding in Wichita this past week, it was the minister who came up with the unusual twist. When we first arrived, he came to me and said something special was going to happen during the ceremony and he pointed out the likely location so we could be alert with our still and video cameras.

The background is this. The bride, Julie Hart, is a Wichita police officer. Her husband, Justin Moore, is just a regular guy. During the sermon portion of the ceremony, the preacher was emphasizing the need for commitment in marriage. He then pulled from his pocket a set of gold-plated handcuffs like law enforcement people use. These were real handcuffs. The only difference is they were gold-plated with the couple’s name and wedding date engraved. He asked the couple to place one of the cuffs on each of their own wrists. He then emphasized how much cooperation would be required for them to do even the most routine tasks such as eating, lifting items or even walking together. He got a small laugh when he commented how proficient the bride was at placing the handcuffs. Next, the preacher gave a golden key to each individual of the couple. The groom started to unfastened his cuff, but the preacher said, “No. No. I don’t want you to unlock the handcuffs. Remember, this is about commitment. What I want
each of you to do is throw that key as far away as you can.” There was a lake nearby and it was quite possible the keys could end up in the lake. The bride and groom looked at each other for a few seconds, and the groom was the first to throw his key. Then the bride threw her key even further away. “Okay, you are now committed to each other the way the Bible wants you to be committed in marriage,” said the minister. Then he said, “I think I have one more key if I can find it.” The crowd laughed as he fished around in both of his trouser pockets and finally came up with the extra key. He handed it to the couple and he told them they could go ahead and release themselves since they would need both hands for other parts of the ceremony. Of course, the couple now owns a nice set of handcuffs that certainly will serve as a reminder of their commitment. Thanks to the preacher’s warning, we caught the scene well with a couple of still cameras and a couple of video cameras.

On Saturday, April 19, the Hawley Volunteer Fire Department (HFD) will be conducting their 11th Annual Benefit Fish Fry. The meal will begin at 4:30 p.m. and will continue until 7 p.m. Everyone is welcome to come and enjoy a great meal. The menu includes deep fried catfish, hush puppies, potato salad, coleslaw, baked beans and dessert; for the non-fish lovers, chicken strips will be available upon request. Donations will be accepted at the door and all funds will be used to support the ongoing work of the HFD. Although no minimum donation is required, please remember that your gifts help support the work of the fire department. The Hawley Fire Department serves as the primary response agency for 100 square miles in Western Grant
County. They also work with the other fire departments in Grant, Alfalfa and Garfield counties. Currently the department has 22 members. Five are nationally certified emergency medical technicians (EMT), seven are emergency medical responders, three are Firefighter I certified, and one member is certified in basic critical incident stress management, advanced critical incident stress management and peer support. Members of the HFD are: Chief Jeff Bollman, Deputy Chief William Weve, Maintenance Chief Jay Elson, Training Officer Jamie Elson, officers Ronny Philbrick and Jared Bollman, Chaplain Gary Lillie, and firefighters Steve Clover, JoAn Clover, John Rayner, Cliff Biby, Bob Worth, Genevieve Riley,
Randy Elson, Jordan Clover, Tyson Neilson, Dakota Gaff, Kimber Misak, Ty Barnard, Carol Philbrick, Cody Misak and Marti Elson. Board members overseeing the fire department are Joe Waggoner, Lynden Reid, Dell Ransom, Ann Bollman, Randy Kraus and Treasurer Tara Neilson. This year the tent will be back to enable more people to be seated. There will be fish and room for everyone! Parking will be at the church across the street to the east. Schubert-Akin to run 20th Boston Marathon for MS research Tells of her passion for this historic race and emotions of running it after bombing By Yvonne Miller Jennifer Schubert-Akin, a 1975 graduate of Burlington High School, prepares to run her 20th consecutive Boston Marathon. That in itself is a feat, but the fact that she’s raised over $64,000 for Multiple Sclerosis (MS) in those 20 years is a more than a tribute to her sister Yvonne, who was diagnosed with MS at age 25 and happens to be this Newsgram reporter.
Those of you who know me realize how this debilitating, progressive disease can slowly rob an otherwise healthy person of their ability to walk and more. The disease affects all its victims differently. I am blessed to do somewhat well considering the everyday uphill battle. Much thanks is due to my incredible family and friends. The good news is because of your
donations MS research has created many breakthroughs that can help prohibit progression of some forms of this incurable, autoimmune disease affecting the central nervous system. My MS specialist, Dr. Gabriel Pardo in Oklahoma City, told me there are some new promising treatments about five years down the road. Again, that’s thanks to research dollars through your donations. Congratulations go out to Ryan Tomlinson, Aline-Cleo High School senior, for placing at the state level at this year's Oklahoma Technology Student Association (TSA) State Conference held in Midwest City April 1-3. Tomlinson placed third in the architectural computer-aided drafting (CAD) competition and fifth in the 3D engineering CAD competition.

CAROL LEE HULL KASSIK Carol Lee Hull Kassik, 89, teacher, passed through the narrow gates of Heaven to join her family on April 13, 2014. Memorial services will be Friday, April 18, at noon at Waynoka Methodist Church. Carol was born on July 5, 1924, in Waynoka to Jesse Carroll and Ellen Olive (Barber) Hull. As a member of the greatest generation, she served in World War II as a corporal in the Womens Army Corps. Carol received her bachelors in elementary education from Northwestern Oklahoma State University and a masters in special education from Northern Arizona University. A lifelong educator, she taught all grades but found her passion in special education, retiring from Kingman (Ariz.) public schools. She volunteered as a foster grandparent in Wichita, Kan., public schools and as a reading tutor for KANSEL. Carol was preceded in death by her parents; sisters Della Mae Schuette, Chrystal Burt; brothers Jesse (Jack) Hull. Darrell Hull and Winston Charles Hull. She is survived by daughter Carolyn Sue (Michael) Bunch, Wichita, Kan.; grandchildren Mike (Malinda) Brozek, Topeka, Kan.; Tina Payne, Valley Center, Kan.; Taylor (Velora) Bunch, Wichita; great grandchildren Kylie Payne, Nate Brozek, Ben Brozek, Jerod Payne, Lauren Lucas; siblings Dorothy (JB) Shepherd, Ruth Downs, Janie Kanaga, Rev. Donald (Cindy) Hull, all of Waynoka; Eleanor Blain, Sugar Land, Texas; and a host of loving extended family members. Alfalfa County commissioners discuss courthouse heating and air system By Rebecca Kinney The bulk of Monday’s Alfalfa County commissioners meeting was spent on a one and one-half hour conference telephone call with Guernsey Architects mainly about heat/air systems for the courthouse, although other remodeling topics were mentioned. The construction process will call for the demolishing sidewalks and areas in the alley to allow for installation of duct work. In the past the county has had issues with water overflows. They also discussed ceiling plans and the need for protection against vandalism. The basement floor plan was covered. Existing heat pumps will be replaced with horizontal heat pumps. They will be able to re-use much of the duct work in the jail area. The existing lighting will be replaced with new lighting and ceilings everywhere except in the jail area. The entire first floor will be remodeled. Plans call for the first floor electrical to be included in the electrical generator plans. The courtroom will stay in business while construction is underway. Construction phasing of work was also discussed. They’ll have a new call next week if anything comes up. Estimated project cost is $2,437,735. Clarification The April 7 agenda had an entry on the county commissioners’ meeting reading “Application and Certificate for Payment #5 from Reeder General Contractor on a new fairgrounds building for $186,302.60.” The county

Kiowans share memories of Kiowa Hospital’s 810 Drumm home as they move to new By Yvonne Miller On Sunday afternoon in blustery conditions, a small group of mainly locals gathered on the lawn of the site at 810 Drumm that was the home of the Kiowa District Hospital from August 16, 1951, to early April 2014. It was time to celebrate the past, ending one chapter as the hospital is now operating at its new home on the south end of Kiowa at 1002 S. Fourth St. Friends of the Kiowa Hospital and Manor Foundation organized the event attended by mostly people who were employed there throughout the years. One of those was Dr. M.D. Christensen, “Dr. Chris,” who provided medical care for the people of this area for 41 years before his retirement in 1994. He and his wife Roberta attended the celebration and were lovingly recognized by Foundation President Judy Schrock. “Our children were born here, friends and family have been rushed to the ER, surgeries have been performed, we have said goodbye to loved ones, and healing has occurred in these rooms. This building holds special meaning to us,” Schrock said. How Kiowa’s Hospital Began Excerpts were read from the book of Kiowa’s historian, the late Jean Brown. The first doctor arrived in “Old Kiowa”
in 1881. The first doctor-owned hospital was established in “New Kiowa” in 1909 and changed ownership or location five time in the next 35-40 years. From 1947 to 1951 there was no hospital in Kiowa. Kiowans remedied that with the formation of the Kiowa Hospital District on Feb. 6, 1950. The “Hospital Construction Act,” approved by the Kansas Legislature in 1949, made it possible. Brown’s book stated the first meeting of the new hospital district was held Feb. 20, 1950. Elected Board of Directors members were A.J. Reed, chairman; Max Guthrie, vicechairman; Clarke McIlree, secretary; John D. McGee, treasurer (who became a longtime administrator at the hospital); Lester Wiley, member. Schrock said, “Warren `Racehorse’ Jones donated the hospital building site

City of Kiowa has good audit, takes action toward improvements Delay for new Chief Theater seats, so no show until at least first weekend of May By Yvonne Miller Kiowa’s City Council covered an agenda that focused on many future improvements for the city with street projects and capital improvement projects. The full agenda took near two and a half hours for the council to complete Monday night. All members attended the meeting led by Mayor Brandon Farney including: Bill Watson, R.L. Simpson, Russell Molz, Tom Wells and Mark Lambert. City Administrator Nathan Law, City Clerk Marlo Rugg and City Attorney Laurel McClellan also sat at the table. Chief Theater New Seat Update Administrator Law gave an update on new seats for the Chief Theater. The seats were to arrive early this week so they could be installed for movie-goers this coming weekend. However, Law received word delivery of the seats is delayed. The problem is the necessary preparation for the new seats has
already been done, which means there are no longer seats in the theater. Wells Paint Service of Kiowa was hired to paint the interior of the theater and also to remove the seats. Tom Wells said that was all accomplished on time. Bob Cox and his wife Pam run the theater as a service to the community. As of Tuesday, April 15, Cox said he believes the seats will be delayed enough that they probably can’t have a movie until the first weekend of May. The Chief Theater will announce the re-opening. Street Projects and Funding Council members have spoken at length about street projects and financing options. Beth Warren with Ranson Financial attended and explained financing options to the council. Council members have differing views whether or not to pay money down toward the street work and how many years they wanted for payment of the general obligation (GO) bonds for the street projects. After discussion they agreed on a 10-year pay off schedule for the GO bonds to finance the approximately $255,000 project. This will keep the annual payment around $25,000, which the council believes will be attractive to bidders. The council passed resolutions 262 and 263, which approve the project and authorization of the bond sale. Planning Commission Talks Capital Improvements At its March meeting Kiowa’s Planning Commission discussed five issues to bring before the council. They are: street improvements to the Humphrey addition from a citizen’s request; drainage ditch rehabilitation around sewer lagoons; lighting on the south end of Kiowa; restructure streets; pave, including curb and gutter. The Humphrey addition will have the debate of who pays for any improvements. Drainage ditch rehabilitation will remain about the same, but could consider a stormwater fund to pay for larger projects. The commission does not plan to move ahead with lighting on the south end of town along Fourth Street at this time. Later in the meeting, Police Chief Steven Johnson said the water tower needs to have a light for safety’s sake with the medical helicopter coming into the new hospital in that location. The council approved the Planning Commission’s list of priorities for inclusion in the 2015-2020 Capital Improvements and Equipment/Vehicle Replacement Plan. Audit, Vehicle Purchase and Other Business Randy Ford presented the city’s annual audit for year ending Dec. 31, 2013. He gave the city a good audit and said, “You complied with the budget fund.” He said there are no serious violations and he has no recommendations. He said, “The staff is easy to work with and gives me anything I need.” The council then complimented the staff on their good work. An Open Letter to the Residents of Woods County District 3. Dear Friends and Neighbors,
My name is John A. Fuqua and I am writing to announce my candidacy for Woods County Commissioner in District 3. I am a third generation resident of Woods County and have lived and worked in Woods County's third district nearly all my life. As a business owner and cattle rancher in Woods County I understand the need to maintain a viable infrastructure to transport our goods to market and supply our services to customers. I believe maintaining and improving our infrastructure is the top priority of the ofce of County Commissioner. If elected, I will ardently pursue any and all state and federal monies that are available for the maintenance and construction of roads and bridges. I plan to manage the budget to ensure law enforcement, the volunteer re departments, and ambulance services will continue to operate in District 3. I will promote and work with new businesses, and present District 3 in a positive light. I will work closely with the commissioners of District 1 and 2 to make all of Woods County a good place to live and work. Woods County has become a beacon for economic development and energy investment. I, like many of you, have seen the decay of our existing infrastructure due to the increased use and trafc. This wave of investment in our county has been a true blessing, but like all endeavors it must be managed properly. My business has taken me to all areas of Woods County and has required me to work with our current county commissioners, public and private utilities and oil companies. While working with these varied entities I have acquired the skills necessary to balance the needs of large scale economic development with the interest of our land and property owners. While we invite the outside world to partner with us in investing in the future of our county, we ask that while here, they respect our way of life and our public and private properties. Like generations of my family before me I am highly invested the future of this district. I have served and want to continue serving my community. I believe that I am capable of meeting the challenges awaiting our next county commissioner. for a water/sewer truck replacement. Bill Bogner attended the meeting to answer questions about his bid. It’s for a 2013 Chevy Silverado Crew-Cab oneton truck. Cost is $31,300. The council considered other bids. Regarding work on the two water towers, the council approved a contract with Central Tank Coatings, Inc for $30,900. The council agreed to have staff advertise for seasonal labor. The swimming pool is to open Memorial Day, which is May 26. Law reported that the city’s generator was paid for as of last month. This frees $44,405 to use for another project, he
said. Under council items, Molz said he’s had complaints from residents who said some law enforcement is marking tires if they are parked in front of an establishment where alcohol is served. Chief Johnson said he will check it out. Molz also said he heard a request from a resident who has property near the old Ellis Field and wants to put in a carport, but is concerned about a city alley going through his property. Watson said the alley behind his Main Street business needs work after the bowling alley demolition. He said concrete is an issue and the little it’s rained, the alley is a pond.

Marathon requires that runners meet a qualifying standard by running another marathon within a specific time requirement. “For example, for women in my age group (55-59), the qualifying standard requires running a marathon in 4:10:00 (four hours, 10 minutes) or less. I met this standard in the 2013 Boston Marathon by finishing the race in 3:58:33.” That was just minutes before the first bomb exploded. The Newsgram had a feature on SchubertAkin’s experience. She said, “This year’s race will include all the things that make the Boston Marathon special: the worldclass runners, the few thousand runners who run for various charities (including the National MS Society), Patriots’ Day celebrations, the Boston Red Sox playing at historic Fenway Park (one block from the Boston Marathon course) and, of course, the hundreds of thousands of cheering, celebrating spectators who line the course from Hopkinton to Boylston streets each year. “But this year will be different. Unlike my previous 19 Boston Marathons (beginning in 1995), this

year will be a complex mix of emotions: sadness, anger, joy and relief. Superstar” quickly followed and there were lots of people rolling in their graves. Marione said we saw “Godspell” back them, probably in Wichita, but since it was over 40 years ago, I don’t remember a thing. I reminisce about that era simply to observe that it’s hard to believe what all the controversy was about after seeing the play Friday night. It is an extremely complex musical and Isileli Ofiu (of Northwestern Oklahoma State University Choral Department fame) was superb playing the role of Jesus. The play consists of several of the parables in the four gospels acted out with the Biblical points being well made. This version was modern-
ized a bit with Twitter being mentioned and Donald Trump being cited as a rich man. I loved the set. It was an incredibly accurate re-creation of the front entrance to the fine arts building. Instructor Kimberly Weast did an amazing job of putting this all together, although I haven’t seen her close enough to notice whether she accumulated any gray hairs. The “Forever Plaid” production by Act I was also a blast. I particularly relate to this musical because it features the music of the close harmony male quartet groups that was so popular when I was a young DJ at my Dad’s radio station in the mid 1950s. Thursday night, I knew virtually every word to nearly all the songs because as a teen I used to have my feet up on the broadcast console desk and sang along as we played music at KTTR. Songs like “No, Not Much,” “Love is a Many Splendored thing,” “Sixteen Tons,” “Three Coins in the Fountain,” “Chain Gang,” “The Banana Boat Song” and so many more. Since this was the third time for Darrell Kline, Todd Holder, Randy Mitchel and Bill Marshall to perform this play in about as many decades, they are really good.
