A serious accident occurred Tuesday morning around 10:28 am near Camp Houston on Hwy 64 about 25 miles west of Alva. Alva emergency crews arrived at 10:59. The top photo, a wide-angle shot taken about an 75 minutes after the accident, shows the line of traffic backed up toward Alva. The Camp Houston store is in the upper left corner of the top photograph. The bottom scene is a telephoto shot of collision between a tanker truck and a large flat bed truck that occurred at the SE corner of the intersection. It was reported four people were injured. Alva schools advisory group has advice By Lynn L. Martin A group put together by Alva Superintendent Steve Parkhurst to brain-storm about the future needs of the Alva Public Schools met for a second time this past Monday. Ideas tossed out at the first meeting included a new building to house all elementary schools, which could save a lot of operating money. Perhaps an entirely new high school complex near the Alva Recreational Park or the Career Tech school, or even one midway in the county centrally located between all Woods County towns. At the most recent meeting, committee members said they had been talking to others around the community and it appears the latest ideas are less ambitious, but still able to achieve many of the goals of totally new buildings. Also there were ideas submitted that did not involve brick-and-mortar discussions. Rod Dunkin would like to see required extra-curricular participation so as to keep students better involved which could help reduce drop out rates. Kandice Allen echoed that thought: “By keeping kids involved, it tends to keep them out of trouble.” Several members are concerned how the sixth graders are just floating in limbo at the Alva Middle School waiting until they can participate in various sports as seventh and eighth graders. Parkhurst said they have been looking at sixthgrade sports but that would require more coaches and more transportation
equipment. Jane McDermott said she already believes we need an additional activity bus. Todd Holder said he wonders if we should be feeding some kids three times a day. Someone asked Principal Tim Argo to explain the “backpack” food program. He said it was in cooperation with the Alva food bank. When teachers or others suspect some kids aren’t being fed at home, they gently inquire of the parents if they mind if they sent their student home with a backpack of food. Argo said some parents accept the offer and others don’t. The backpacks can contain enough food for two children. Both Jane McDermott and Janice Melton expressed the desire to maintain the best possible schools in Alva, both facility-wise and employee-wise. Jane said the Alva Schools are the crownjewel of Northwest Oklahoma and she would like to maintain that position because it is easier to attract the best teachers with great facilities. Janet Cunningham mentioned she would like to see full day pre-K. Parkhurst noted that the Head Start program doesn’t have a contract now and he wondered if facilities could be built to include the 3-year-old age group of Head Start. Jesse Jones mentioned there was a lot of land available at both the Longfellow site and the Washington site. Bryce Benson picked up on that by suggesting it might be smarter to add on to those two schools and do away with Lincoln. The Lincoln site has very limited vehicular access and its multi-level design creates lots of water problems and handicapped access problems. Parkhurst said he liked the idea of building additional classrooms at Longfellow to form a big rectangle with

the playground in the middle so the kids are safer. Teachers and some parents have expressed alarm at observing adults parking at the school watching kids and taking photos when they are on the playground. Janet Cunningham, Janice Melton and Steve Parkhurst mentioned an interest in providing sexual harassment training at all grade levels. Karen Koehn said she would like to see a leadership class. Others mentioned they would like to see more math hours offered at the elementary level. Parkhurst said he had contacted OG&E and they are willing to help pay 80 percent of the costs of replacing the 60-year-old windows at Alva High School with energy efficient windows. He said there are 230 windows. Bryce Benson said he would sure like to see more parking space at Alva High School. There was talking of converting the grassy area on the SE side of the school to a paved parking area also. Jane McDermott mentioned the last bond issue will be paid off in the summer of 2016. If we could make these improvements with a similar size bond issue where payments would not change, the time could not be better because interest rates are about .5 percent compared to 2 or 3 percent for the previous bond issue. At the end of the meeting, Parkhurst summed up what he got from the meeting. He will meet with architects to get some cost ideas for additions at Longfellow and Washington Schools and an indoor activity facility at Alva High School. He will also look at possible grants to help supply new classrooms. The next meeting will be the third week of March.

born August 7, 1946, to Dell Meadows and Ruby (McIntosh) Meadows in Wynona, Oklahoma, in the train depot, and left this life on Thursday Jan. 30, 2015, at Integris Bass Baptist Hospital, Enid, Oklahoma. He graduated from high-school at Quay, Oklahoma. Jim married Jaunita Harper October 20, 1984 and gained a daughter, whom he claimed to love as his own. His pride and joy was his granddaughter “Tooter.” He also enjoyed being a cowboy, driving trucks, and being with family. Jim worked at several jobs including, Cherokee Sale Barn, Alfalfa County Feeders and Caruthers Trucking. He was preceded in death by his wife, Jaunita, his parents, sister, Alice Lawerence, Wayne Gene (Cactus) Meadows and a daughter Misty. Jim is survived by his daughter, Paula Huff, granddaughter “Tooter” Carolyn Marie Huff, sisters Bea (Jim) O’Brien, Nettie (Sherman) Smith and Kay (Katey) Meadows, a special niece, Ruby Anna Marie “Little Jackass” Bartlett and numerous nieces and nephews, brother and sister-in-laws, Caroline Germany, Andy Tuxhorn, Max (Linda) Tuxhorn, Elmer (Sue) Tuxhorn, and Jane (Ron)

1. Install an Alarm System You can purchase a "do it yourself" security system for as little as $25. The least expensive systems are incredibly basic but do one thing really well: sound the alarm. You’ll get a keypad and door sensors (maybe a few window sensors) with your initial purchase; one quick installation later, and your system is primed to shrill if a burglar breaks in. When you free up extra funds, you can add-on to your system: window sensors, wireless keyfobs, motion detectors, and more. A monitored home security system through an alarm company really is the safest, most secure option for protecting your family and home. The monthly fee can be more affordable than you think – less than one dinner out for two – and the added security can save your possessions and lives. Consider it. 2. Deadbolt Your Doors Did you know that 34% of intruders enter through the front door and another 22% enter through the backdoor? That’s a startling statistic, but it provides an amazing clue to beeng up our security: Start with your doors. One of the easiest and most costeffective solutions is to install a deadbolt. Please don’t go with the $3 cheapie from the local dollar store; instead, invest in a quality deadbolt (they usually run about $25). And, of course, use your deadbolt at all times – even when you’re home. 3. Curtail With Curtains Experienced burglars like to “case” a home before they ever break in, so they can determine whether your goods are worth the risk. One of the easiest things you can do to make your home burglar-unfriendly is to install curtains or blinds and then use them. Secure Sliding Doors If you have sliding doors in your home, place a wooden rod (a cheap curtain dowel will sufce) in the track frame. 5. you were loading the trunk. Maybe your son was taking his bicycle out on a sunny afternoon. Maybe you were washing the car. It’s easy to leave the garage door open and even easier to forget that you have. The solution: A garage door timer (less than $40) that automatically closes after a preset period of time. (There’s a manual override, in case you purposely want to keep it open.) 7. Be Safe You might want to rent a safe deposit box at your bank. Also, you can buy a small, reproof safe for under $40. Eliminate Flowery Hidey-Holes Make sure your landscaping does not provide convenient hiding spots for would-be burglars. Trim large bushes and trees that obscure entrances to your home, and eliminate shrubbery around your home’s perimeter. If your green thumb is itching to do something near the windows and doors, plant burglar deterrents: thorny, spiked, and otherwise pain-inducing landscaping.

Bartons celebrate 50th wedding anniversary Johnny Barton and Margaret Turner were united in marriage on Feb. 26, 1965, in Alva. Before retiring, Johnny was a professor and dean at Northwestern Oklahoma State University in Alva and then was a speech pathologist
and administrator at NORCE in Enid. Margaret was a tag agent at the Alva Tag Agency and owner of Sunset Road. Johnny and Margaret have three children, Cheryl Listen and husband Herb of The Woodlands, Texas; Paul and Melinda Barton of Alva; and Tammy
Brown and husband Scott of Alva. They have four grandchildren, Megan and Colton Brown and Emily and Andrew Barton. The couple will be honored with a special dinner during a family vacation to be taken at a later time in the year.
Juvenile attempting to deliver contraband By Marione Martin Officers say a Henryetta woman is accused of enlisting a juvenile to help her deliver contraband to an inmate at James Crabtree Correctional Center (JCCC) a Helena. According to Alfalfa County Court records, the incident occurred on Feb. 8. Alfalfa County Deputy Sheriff Alpha Lathrom was dispatched to Helena to assist JCCC and Helena Police Chief Jim Dykes in apprehending and transporting individuals for attempted delivery of contraband. When Lathrom arrived, he learned that Dykes was on his way to the Alfalfa County courthouse in Cherokee with one suspect in custody and another following in the suspects’ vehicle. He asked Lathrom to follow the vehicle to prevent any attempt to escape. At the courthouse, Dykes told Lathrom that Dawn Ward Lucretia, 37, told him she had recruited a juvenile to throw bags of illicit materials over the prison wall and that she had driven him to Helena for that purpose. Before any delivery was accomplished,
the juvenile was apprehended by Crabtree officers Hodgson and Phillips who surrendered the prisoner to Dykes. The correctional officers found a bag containing five parcels in the juvenile’s possession. Dykes then found Lucretia in a vehicle in the parking lot of a grocery store at Pioneer and First in Helena. Sheriff Rick Wallace and Deputy Lathrom interviewed the juvenile and Lucretia after they waived their rights. Lucretia told them she had been hired for $200 to obtain and make the delivery
to Roderick Ward who was also being compensated $200 to distribute the parcels inside the facility. Lucretia said she recruited her nephew and legal ward to approach the prison and throw the package over the fence. The parcels contained in excess of a pound of smoking and chewing tobacco, three cellular phones and three accompanying chargers. Lucretia has been charged with conspiracy and with encouraging a minor to commit a crime, both felonies.

Kiowa City Council February meeting, sets burn period dates, D.A.R.E. Graduation Friday
more financial figures back to council for their consideration. Bulk fuel purchasing options were discussed as the most economical way to supply the city’s generator. Full capacity of the fuel tank at the generator is approximately 2,600 gallons. The generator consumes approximately 124 gallons of fuel per running hour for peak shaving or curtailment to lower the city’s utilization with the Alfalfa Electric Cooperative (AEC). In 2014 the generator ran for approximately 31 hours of peak shave and curtailment, consuming around 3,875 gallons of fuel. The city doesn’t have an additional fuel storage tank at the generator site. CoMark can provide set pricing for a certain amount of fuel within a certain range of months. Council will consider and took no action on the issue. Council discussed city street superintendent and police chief requests for replacement vehicles. Council directed Law to get cost estimates and report back to them. The large banners that hang over Main Street for groups like FFA Week or Myrtle King Day were discussed. Law said because of wind, some of the utility poles the banners were hooked to almost broke. Law suggested council consider an alternative for displaying the banners downtown. Council wants to insure the banners are displayed, maybe hooked to different poles. Regarding capital improvement requests, Law said he had it up on the city website for anyone to submit a specific project they want to see fixed. He didn’t receive a single request. Law said council budget priorities will be put in a comprehensive list, given cost estimates and reviewed. Under council items, Lambert asked about getting the generator at the water well near Sharon up and running and said he’d like it to be finished soon. Before adjournment, council held a 10 minute executive session for nonelected personnel, a disciplinary review. Law said no action was taken upon return to open session.
Stormwater improvements, new speed zones near hospital and curves west of Kiowa By Yvonne Miller An item that will probably most affect readers is a reduction in speed limits on the south edge of Kiowa, Kansas, near the new hospital and also west of Kiowa from the curves. This was one of the items discussed at the February meeting of the Kiowa City Council. Councilman Bill Watson presided over the 7 p.m., meeting until the arrival of Mayor Brandon Farney at 7:47 p.m. All other council members were present including: R.L. Simpson, Russell Molz, Tom Wells and Mark Lambert. Also seated at the council table were: City Administrator Nathan Law, City Clerk Marlo Rugg and City Attorney Laurel McClellan. Administrator Law said the city council requested that the Kansas Department of Transportation (KDOT) review speeds on the south end of Kiowa (on 4th St.) that goes beside the new hospital. KDOT’s recommended speeds show a reduction for northbound vehicles just south of the railroad tracks when the speed limit drops to 50 mph instead of 65 mph as it was currently. The speed limit still reduces to 40 mph at the city limits sign. For southbound traffic, the speed limit increases to only 50 mph (instead of 60 as it was) once motorists leave the 40 mph zone at the city limits sign. Additionally, the speed limit reduces directly west of Kiowa to the curves. Instead of 65 mph when traffic leaves Kiowa, the speed limit for westbound vehicles is reduced to 50 in the short, straight section to the curves. Those coming from the curves and eastbound toward Kiowa have a warning speed of 30 mph. In his report, Law told council that Shirts and More is Kiowa’s first business to take advantage of the Main Street Facade Program offered by the Barber County Economic Development. Law encourages any Main Street business to at least call or drop by his office to inquire
how they can benefit from this program which has a $1000 project limit. Burn Period and Trash Alert Council set a spring Burn Period for March 13 – 29. This is a time residents can burn yard waste, but need to first check with Barber County for any burn bans at that time due to wind, etc. Trash truck operators reported to Law they continue to have issues with oversized trash barrels and unbagged trash. The limit per residential customer is no more than two 32 gallon lidded trash barrels per week. Law said the trash operators try to be kind when working with elderly residents or infrequent violators. However, the operators have been given authority to issue fines/fees for those violating the rules. Law asked that council assist staff and employees on spreading the word. DARE Graduation at Grade School Friday Police Chief Steven Johnson said Officer Howerter has his second Drug Abuse Resistance Program (DARE) fifthgrade class ready for graduation which will be at 10 a.m., this Friday, Feb. 20, in the South Barber elementary school gymnasium. Stormwater and More Capital Improvements, Banners Regarding stormwater improvements, city crews began working to expose and shape the storm ditch around Kiowa’s General Store on the east end of Main St. Law said the ditch is so deep it poses a considerable safety risk if left uncovered. The past three years, the city has reserved funds for stormwater improvements. Of the $203,777 in capital improvements, Law said $156,527 is available for this project. Like the lagoon repair project and street work, administration said the city can do projects in certain increments and avoid costly engineering expense. The state has requirements that must be met and the city has liability if they do projects themselves. Administrator Law will bring

South Barber does well at dairy contest The South Barber FFA Chapter attended the Dairy Foods and Dairy Cattle competitions in Winfield, Kansas. In the Dairy Foods competition, members competed in identifying cheeses, milk fat, and milk defects. In the Dairy Cattle competition, members examined the cattle on their performance, then gave reasons to judges. The chapter walked away with numerous awards. The A team in dairy foods placed fifth overall, the B team placed fourth, and the greenhands placed first. The A team in Dairy Cattle placed second overall, while the B team placed first. Individual awards included Emily Rugg receiving sixth overall in dairy foods, Anna Perez receiving eighth in dairy foods. Joseph Bowden tied for first in Greenhand Division and was second on tie breakers. Slater Blick received fourth and Trae Rathgeber placed seventh. Trenton Jahay placed seventh overall in A team dairy cattle.

Martin The Bill Johnson Correctional Center (BJCC) advisory board did not have a lot on the agenda last Friday when they met before honoring Deputy Warden Jason Bryant for his promotion to warden at James Crabtree Correctional Center in Helena. Treasurer Freelin Roberts announced that an emergency purchase of a vacuum cleaner for $162.78 was completed since the last meeting. Warden Janice Melton said it would have taken stacks of paperwork and a lot of time for her to make the purchase from state funds. The purchase was made from the prison chapel funds, which had a remaining balance of about $1,000. She explained they really like to keep the chapel neat and the purchase was sincerely needed. Freelin Roberts went on to say that the “prison chapel care fund” still has a balance of $41,501.77 to take care of maintenance in the future. Warden Janice Melton In her report, Warden Janice Melton expressed extreme satisfaction with the quality of “academy training” being conducted at Northwester Technical Center in Alva for new employees at BJCC. In particular, she praised Charlotte Hadwiger for “leading the charge” in holding these regional academies. The next course in Alva will start on March 2, 2015. She said the DOC closed down the main academy at Redlands Community College as a cost saving move. Melton said this created a problem in that no centralized academy now existed. But because Northwest Technical Center had previously conducted the academy a few years ago, a model was already in place here in Alva and it is working out quite well for DOC. She said, “This is a very inexpensive option, and we can avoid paying per diem and lodging costs to send Alva area students to academy sites a long ways away.” The goal is to have 15-20 students per academy session, but some drop out. This last academy finished up with eight graduates.
The warden said, “William S. Key Correctional Center has had people from the oil-field breaking their doors down wanting jobs. It hasn’t affected us here yet, but we are hoping the applicant shortage may be disappearing.” Renae Stewart, the warden’s assistant, says the creation of an arts program is still on tap. At the last meeting of the Advisory Committee the group voted to provide some funds for purchase of supplies. The project was delayed when the supervisor, Mrs. Prigmore, was promoted to a different DOC facility. Then her husband stepped up to fill the position and take off with the project, and then he was also promoted out of the job. She said Mr. Lau has taken on the responsibility and is about to get going. Prison Rape Elimination Act Warden Melton said BJCC was the subject of an audit to see how well they are doing to eliminate the problem of sexual harassment among prisoners and staff. She said they have not received the final report but said many changes in the physical plant have been made. She pointed to a solid door in the room and said they are now putting glass in each door (32 doors) so offenders can see what’s on the other side before they open it. They also improved the privacy level in showers and bathrooms. She said, “There is a fine-line between security and some degree of dignified privacy.” She explained they want prisoners to have some privacy while taking showers or going to the bathroom, but that privacy can also make it a highrisk area. Two more audits are on the scene. An operations audit will occur the first week of March and an educational accreditation audit will happen in August. The warden wound-up her remarks saying the DOC is at crisis level of overcapacity and she mentioned that Kiwanis was told the DOC has been told to expect growth of 1100 inmates this year, and frankly, she has no idea where they can go. Opening up some closed private prisons may be the solution.

Traffic stop leads to drug arrest By Marione Martin A traffic stop resulted in drug charges for a man stopped near Cherokee. According to court documents, on Feb. 3 about 8:55 p.m. Alfalfa County Deputy Sheriff Dillin Munholland was traveling south on Highway 8 from Highway 11 when he noticed a white Chevy Impala in front of him. The vehicle was swerving back and forth in the lane. It crossed the center line just north of Cherokee city limits and then swerved to the right and crossed the fog line Munholland activated his emergency lights to conduct a traffic stop. The vehicle slowed down and came to a stop
on the bridge just north of Cherokee. Munholland asked the driver to move the vehicle off the bridge for safety which he did. When Munholland approached the driver’s door and asked for a license, he observed the driver was acting very nervous and would not make eye contact. He asked the driver to step out of the vehicle and sit in his patrol vehicle while he checked his license. Once inside the patrol vehicle, Munholland noticed a strong odor of raw marijuana coming from his person. He asked Andrew Michael Craig, the driver, about the smell, and he said he didn’t know anything. Munholland told him he could smell marijuana, and Craig said, “You said you could smell it.” Muholland asked where the marijuana was located, and Craig said there might be some under the driver’s seat. Munholland asked dispatch for another law enforcement unit and did a quick pat down of Craig, placing him in handcuffs but not putting him under arrest. Munholland advised dispatch he was going to conduct a free air sniff with his K-9 Joshi. The canine gave a positive alert on the driver’s side door. Munholland opened the driver’s side

Munholland also found three and onehalf pink tablets in the center console of the vehicle which were later identified as Schedule 2 Adderal by poison control. He also located a round blue container with burnt residue inside. Sheriff Rick Wallace arrived to assist. Munholland read Craig his Miranda warning. Sheriff Wallace asked Craig where he got the illegal narcotics, and Craig said a friend. Craig was taken to the Alfalfa County Sheriff’s Office for booking. Munholland, with Craig’s permission, drove his car to the sheriff’s office so his boss could come and get it. Craig, 24, of Booker, Texas, has been charged with unlawful possession of a controlled drug without a valid prescription and possession of a controlled dangerous drug, both felonies. He’s also been charged with a misdemeanor of possession of drug paraphernalia.
Cherokee school board rehires two principals By Lynn L. Martin The Cherokee Board of Education held a special meeting last week to discuss the re-employment of Jeremy Hickman as high school and middle school principal, and Ruth Richmond as elementary pPrincipal. After moving into executive session, the board returned to open session and unanimously voted to rehire the two. Another motion was made to provide both with a cost of living raise of 1.7 percent. Board members present for the meeting were Amber Wilhite, Jeff White and Melissa Kimminau. Board members absent were Kory Littlefield and Tony Hellar.

Alfalfa County commissioners meeting By Leslie Nation CHEROKEE – The Alfalfa County commissioners met on Tuesday morning since the courthouse was closed on Monday due to President’s Day. After calling the meeting to order, the commissioners reviewed and approved the minutes from the meeting on last Monday. They then approved the M & O warrants for payment, blanket purchase orders and road crossing permits. Other items on the agenda that were approved by the commissioners were: • Resolution between Alfalfa County and ODOT for Project #J2-9785(004)RB State Job Piece #29785(04) and Projects #J2-9798(004)RB State Job Piece #29798(04) as well as the project maintenance, financing, and right-of-way funding agreement, • Four surplus property resolutions, • 11 resolutions for disposing of equipment, • Approved a bid of $32,742.00 from Croft Country Chevrolet for one or more pickups,
• Request to remove Dennis Frisk as requisitioning officer and remove Glen Oister as receiving officer, and add Oister as requisitioning officer and Sarah Wagoner as receiving officer for Sheriff Office, • Request to remove Raymond Donley as receiving officer and add Laura Hague as receiving officer for Dist. #2, • Transfer from C-2A Treasure M & O to C-3 Treasure Capital Outlay for $3,700.00 for furniture, • Luckinbill Invoice for $134,698.52 for partial payment heat/air and generator. February 3, 2015 7:25 p.m. Minor accident, Woods County advised of vehicle accident, non injury, the road is not blocked, Woods Co has dispatched fire and ambulance.
