Martin Last month, Steve Ellis was re-elected to the Alva school board and the first order of business Monday night was for him to take the oath of office, sign the loyalty oath, and agree to the confidentiality statement. Ellis has been serving as board president and the other members voted for him to continue in that position. Jane McDermott will serve as vice-president with Linda Martin as clerk and Tiffany Slater as deputy clerk. The board heard their annual audit report from Buddy Carroll of the Chas W. Carroll firm. Overall, Carroll reported no reportable flaws in the bookkeeping of the Alva schools, and in particular praised the activity fund bookkeeping by Becky Pingleton. He gave the usual adverse opinion on the financial statement because state laws do not match standard accounting rules. Carroll was critical of the Christmas bonus the board provided to all full-time employees. He said the bonus was not mentioned in their employment contract and all employees are expected to do their best without additional pay. If the board is going to repeat that gesture, he prefers it be called a “one time stipend” rather than a bonus and it should be included in the contract. Also, he felt the wording was vague and was not addressed properly in the motion and in the minutes. Later, Superintendent Parkhurst said if we do this again, we’ll call Buddy and get the exact wording he would prefer. Board
member Jane McDermott mentioned the old saying “No good deed goes unpunished.” Proposed Legislation on Auditors Superintendent Steve Parkhurst expressed alarm at a proposed new state law that would require school districts to change auditor after five years of continuous use. The superintendent asked Buddy Carroll to comment and he said, “Of course, we’re not in favor of if for no other reason it would cause costs to go up. If every district in the state had to pay for a new auditing firm the extra hours it would take to come in and learn your system, your costs are going to increase. Our audits are smoother because your staff learns our working pattern and they are ready to produce the documentation we need to see.” He said some districts in the state have been caught in financial mismanagement with a superintendent resigning and a treasurer taking her own life and he believed these problems spurred this proposed legislation. Parkhurst also reviewed a few other bills, in particular expressing worry about (voucher) bills that would take public school money away for each student that wanted to attend a charter or private school. Also, there is HB 2860 that would require schools to teach civics classes. He said, “We don’t even teach civics anymore, and it would probably require hiring more teachers.” Also, there is a proposed bill that would do away with the state end-of-in-

Auditor Buddy Carroll struction tests and substitute the ACT test instead. He thought that was a good idea. Resignations The only resignation submitted was from Ramona Cummings, vocal music teacher. Superintendent Parkhurst praised the standard of excellence Cummings provided in her 34 years as a district employee. He believes her student choruses won 19 state championships during that time. In other action, the board renewed the contract with the Chas W. Carroll, PA, auditing firm; they renewed the OKTLE Oklahoma Employee Evaluation System for the 2016-2017 school year, and they agreed to renew the software lease with Municipal Accounting System for the fiscal year 2016-17. Superintendent Parkhurst told the board he had authorized school to be dismissed at 11:30 a.m. on Thursday, March 10, so students could attend the Ladybug’s appearance in the state basketball tournament. School is already out on Friday due to parent-teacher conferences, although many of those conferences are being held in the evening throughout the entire week. The board meeting ended with an executive session, after which all five principals were rehired for the next school year.

Lois, daughter of Vera Dawson (Butler) and Marion Emory McMurphy, was born on December 21, 1931, near Ferry, Oklahoma. She passed away in Oklahoma City on the 4th of March 2016 at the age of 84 years, 2 months and 14 days. She attended the Alva school system and graduated with the class of 1949. On Monday, September 20, 1954, Miss McMurphy was married to James Maurice Dickey in Buffalo, Oklahoma. To their marriage five children – Lana Jo, James W., Jamie, Jack and Jennetta – were born. Following their marriage they lived on the farm in the Capron area. She was preceded in death by her husband, her parents and an infant son, Steven. Lois is survived by her three daughters, Lana Jo and her husband Mark Briet and Jamie Dickey all of Oklahoma City and Jennetta Murry of Alva, two sons, James W. and his wife, Kim of Tulsa and Jack of St. Helens, Oregon, 21 grandchildren, 34 great-grandchildren, seven great-
great-grandchildren, a number of other relatives and friends. Contributions may be made in her memory to Oklahoma Medical Research Foundation For Pancreatic Cancer. LESLIE R. COGGINS Leslie Ruel Coggins, age 44, passed away from a motorcycle accident on February 28, 2016, at Northwest Texas Hospital in Amarillo, Texas. He was born October 2, 1971, at Kiowa Hospital, Kiowa, Kansas, the son of Les and Dee Coggins of Kiowa. He grew up in Kiowa and graduated from South Barber High School in 1990. Leslie enjoyed riding his motorcycle, working on any kind of vehicle and being a handyman as well as always helping friends and neighbors. Les never knew a stranger. He worked for BNSF Railway as a conductor and engineer. Leslie is survived by his wife, Julie Strickler Coggins, of Haysville, Kansas; four children, Cesley Coggins, Codey Coggins, and Brantlee and Brayden Coggins; his parents, Les and Dee Coggins of Kiowa; four brothers, Jim (D’Narda) of Cheney, Kansas; Mike (Shana) of Kiowa; Charles (Cheris) of Anthony, Kansas; and John (Kristi) of Kiowa; several nieces and nephews, great nieces and nephews, two uncles and their families, and many, many friends. A celebration of his life will be held at the Haysville Christian Church,

Superintendent resigns at Freedom Schools By Lynn L. Martin Freedom School District Superintendent Danny McCuiston turned in his resignation Monday night after a two-hour executive session item that included his evaluation and an agenda item calling for the “employment, hiring, appointment, promotion, demotion, disciplining or resignation of individual salaried officers or employees.” Other employees resigning included Jennifer William, science teacher, and a resignation/retirement from Sharon Harper. Shane Morris made a motion to rehire Becky Castor as speech-language patholo-
gist. Also, Calvin Neil was hired on an extra-duty contract to transport soccer players. All certified staff was rehired unanimously. They are: Donna Fearing, Kellie Badley, Kent Bilyeu, Lauren Blubaugh, Cynthia Leiter, Calvin Neil, Holly Neil, Katie Strehl, Charlotte Selfridge, Bryant Weber, Jeanne Weber, Bretta Woodward and Margaret Woodard-Smith. budgets and possibly create a construction priorities list. During their special meeting of Feb. 18, the board had vowed to act quickly on infrastructure problems, especially leaking roofs that were damaging the entire building. Superintendent McCuiston said the architectural firm simply failed to meet the board meeting deadline with their proposal. Morris said the board needs to call a special meeting as soon as the information arrives so that further delays can be avoided. The district continues to be battered by unexpected expenses. About two weeks ago, the sewer backed up in four gym locker rooms and in the coach’s office. One quote has been received of $13,800 from Boomer on pulling up the carpet, removing lockers and cabinets, making the necessary repairs and them putting it all back in. The superintendent also said water damage was caused in the south classrooms because a boiler pipe contacted the wall, which wore a hole through the pipe causing a leak. He said, “The entire wing was drained, pipe replaced and the wing brought back up to proper pressure. We will work on repairing the floor damage caused by the leak.” This caused additional repair expenses

Special bond issue meeting scheduled March 21
Principal Michael Meriwether went over the last few years of a college readiness report to which Tackett responded, “I think an important number is the number of kids that have to take zero tests ... not in algebra, but in everything else, we are ahead of the state average for kids that don’t have to take zero classes in college, which is a big deal to people’s pocketbooks.” Almost to the agenda’s end, it was voted and approved to renew the contract with Employee Evaluation Systems, Inc. for OKTLE for the 2016-2017 school year. Lastly, a fundraiser request for the selling of T-shirts and hoodies for the boy’s baseball team was approved. With no new business, the meeting adjourned.
Waynoka School purchases new bus
By Stacy Sanborn Waynoka Board of Education met this past Monday night for their regularly scheduled meeting. The oath of office was administered once again to long time Seat 1 holder, Rick George. Reorganization of the board resulted in the re-election of Marinda (Mindy) Zook as president, Rick George as vice president, and Andy Ferguson as clerk. Members Clint Olson and Don Blalock were also present as the group started down the agenda. The first item of business was the opening of bids for the purchase of a new bus. Out of the few bids received, the board voted and approved the purchase of a 29-passenger bus priced at $53,459, from Midwest Bus Sales out of El Reno. In the consent agenda, Superintendent Loren Tackett said gross production was down dramatically with amounts just half of the 2014-2015 school year, but still more than previous years. He said they’re looking at receiving about $500,000 still. Spending wisely, the school is about $38,000 ahead of this time last year but, of course, the activity bus was purchased plus the addition at the hog barn, he said. Oil has gone back up the past few days, but with economic uncertainty, they will not be spending money foolishly and will head into the next school year in good condition. Superintendent’s Report The consent agenda was approved
and Tackett began his report. He said he went to Oklahoma City to see the kids receive the state academic champions medal and was proud of their good work. He mentioned how the baseball and softball season has started and complimented the appearance of their field. In more serious news, Tackett said the auditor had come and is now requiring him (and other schools) to write up a list of things to look at as accomplishments before they can be given a stipend. He said it was a really clean audit, that there were only two small issues that he can easily remedy. He went on to say it was Waynoka’s turn to be monitored by the state department for end-of-year testing (regular and special ed). This will be in the form of a desk monitor, so someone will be on site to look at how the testing is administered and to make sure the school is following all procedures correctly. Testing starts around the beginning of April. “We’re not scared of this,” Tackett said, and told the group that this is something that has to be done about every five years. The cafeteria is being monitored, too. Bond Issue Meeting Mindy Zook then asked about when bond issue talks will take place and it was decided that a special meeting will be held at 7:30 p.m. on March 21. Tackett said he will try to get the architects there to answer questions. Principal’s Report
Carmen woman facing drug charges By Marione Martin A Carmen woman is facing a felony charge in Alfalfa County following a search of her home. According to court papers, Alfalfa County Undersheriff Glenn Oister served a search warrant on the residence of Tina Ray Owens and Thomas Ray Harper at 421 N. Fifth in Carmen. The warrant was served on Nov. 18, 2015, at 6:30 a.m. Found and seized were a glass pipe with residue, a gold metal spoon with residue and a plastic container of a green leafy substance. The items were submitted to the Oklahoma Bureau of Investigation Northwestern Regional Laboratory for analysis. On Dec. 18, 2015, Oister received the criminalistics examination report stating the pipe and spoon tested positive for methamphetamine and the green leafy substance was positive for cannabis (marijuana). Tina Ray Owens, 37, of Carmen has been charged with felony possession of controlled dangerous substance. She was also charged with a misdemeanor of possession of controlled dangerous substance.

Wind turbine project for Woods County By Lynn L. Martin A $300-$400 million wind-turbine electrical generation project was presented to the Woods County commissioners Monday morning by Heath Herje, senior development manager of Tradewinds Energy. He was accompanied by Clark Bixler, a local employee who is contacting landowners and obtaining leases on land in southern Woods County. They started
the leasing work back in July and now have about 17,000 acres under contract for the Sundance Wind Project. The project includes land in Woods, Major and Alfalfa counties, most of it south of Avard and one mile north of Morning Star Church. The firm plans to start off by building 170 two-kilowatt units at a cost of $2 million per turbine producing about 376 megawatts of elec-
tricity. They hope to make use of the Avard Rail Park to ship in some of the components, which would be significantly more economical than using the large trucks on the highways. The firm expects to bring in 100-200 workers to start construction in the first quarter of 2017. After construction is complete, an estimated 20 full-time employees will be needed to reside in the area to maintain the turbines. Herje said the Woodward career tech is training turbine maintenance employees and students are being signed to contracts even before they graduate, as the wind farm business is booming. He said turbine costs are down about 60 percent from ten years ago. The five-year ad valorem exemption has gone away so local taxing entities will benefit immediately. Herje estimated $500,000 tax revenue annually will benefit mainly the Waynoka School District, but possibly also the Aline-Cleo district. The construction will be primarily in the district of Commissioner John Smiley. The other commissioners, Randy McMurphy and David Hamil, hinted they would like some wind farm construction and the resulting revenue in their districts. However, they learned that northwest Woods County will be not be considered because of an endangered species, the lesser prairie chicken, that resides there, and nor will eastern Woods County because of the nearness of Salt Plains Lake and Refuge, which attracts migratory birds. The engineer explained they are not willing to get involved in those types of fights with environmentalists. They like building in northwest Oklahoma because they have receptive land owners, good wind speeds and the new transmission line. The turbines are expected to have a minimum life of 50 years.
South Barber Lady Chieftains State-bound Thursday By Yvonne Miller Thursday a trail of vehicles will travel from Kiowa, Kansas, to Dodge City, Kansas, to watch the Lady Chieftains compete in the state tournament. Last Saturday, the Lady Chieftains became Class 1A Division 1 Sub-State Champions. They beat Pretty Prairie 55-27

The game between the two teams at the state playoffs is Thursday (tomorrow) at 4:45 p.m. They play at the Civic Center, 2110 1st Ave., in Dodge City. The community is invited to a pep rally Wednesday (today) at 3:15 p.m. There will be a honk parade as the girls leave town Thursday.

Oklahoma FFA Foundation announces interns The Oklahoma FFA Foundation recently announced the participants in the Foundation’s 2016 Leadership Intern Program. Bayli Hyde of the Burlington was selected for the program. Kendall Brashears, executive director of the FFA Foundation, made the official announcement this week. The intern program is designed to provide high school FFA members with the unique opportunity to observe first hand development and management techniques used to construct and facilitate the Oklahoma FFA Convention experience. Participants develop a profile of their FFA leadership program in an application form and those applications are then judged by a statewide panel from the Foundation Board of Directors. Four high school juniors are selected from FFA chapters across the state. The two boys and two girls report to the Cox Convention Center in
Oklahoma City on Monday, April 25, for their three-day experience. Students will assist in setup of the foundation and alumni booths, have one-on-one sessions with various state staff and other convention professionals, assist with various banquet and leadership sessions, escort VIP guests to various functions, and much more. Students will have time in their schedules to attend leadership workshops,attend various banquets, and spend time with their home chapters during evening events. Interns will be foundation guests and will receive complimentary accommodations at the Renaissance Hotel and will also receives stipend for meal functions not covered during the convention. Other Oklahoma FFA Foundation Leadership Intern participants include: Dawson Haworth of the Fairview FFA, Breyden Codding of the Guthrie FFA, Hailea Hooten of the Perkins-Tryon FFA.
Burlington school board accepts bids for tractor, lights and insulation By Yvonne Miller Burlington’s Board of Education held a special meeting that lasted just under 30 minutes Monday evening. President Terry Graham called the meeting to order with the following members present: Allison Armbruster, Robert Hill, T.J. Rockenbach and Aaron Smith. Others attending were Superintendent Glen Elliott, Principal Shane Feely and Minutes Clerk Tamre McGinnis.

reviewed quotes from Rieger Welding of Manchester for insulation and Thomasy Electric of Cherokee on lighting. The board approved the bid from Rieger Welding of $15,500 for removing old insulation and replacing with closed cell foam insulation. They accepted the bid from Thomasy Electric for $12,759.00 for 18 LED fixtures, removing old fixtures, re-piping conduit as needed and pulling in new wire. The board also approved warrants of $26,439.65 from the general fund.

Bagenstos earns third bid to national tournament Norman – Cherokee High School (CHS) senior Avery Bagenstos was named to the National Speech and Debate Association’s (NSDA) West Oklahoma National Team last weekend at the University of Oklahoma. Bagenstos earned his position with his dramatic interpretation, “Every Brilliant Thing” by Duncan Macmillan. The West Oklahoma District of the NSDA encompasses all the schools west of I-35, including the metro-area schools. “This is a real feather in his cap,” CHS speech coach Jason Paris said. “Making the national tournament one time is tough. Making it three years in a row is a real accomplishment. Each year, the pressure increases to go back. Districts is the toughest competition we see all year, except for the national tournament itself. It’s open class, and NSDA limits each school’s entry, so coaches only have room to enter their top competitors. That leads to some pretty stiff competition. They’re the best

Students earn their national qualifications through their districts, which hold annual doubleelimination tournaments in which students compete until eight or fewer competitors remain. Only the top three advanced to nationals in dramatic interpretation this year. “I feel really lucky to be going back,” Bagenstos said, “The competition in dramatic interp was the best I’ve ever seen at districts. From the first round, I knew I was really going to have to earn it this year. Fortunately, it turned out okay.” Bagenstos, the son of Dirk and Lesley Bagenstos, holds the degree of Superior Distinction with the NSDA. In addition, he currently holds two Oklahoma AllState Awards for speech and debate, three for theatre, and four for track and field. He has led the theatre team to two consecutive state titles, was instrumental in two track and field state titles, and
started in 2013 state championship football game.

Kiowa’s city administrator explains new electric bill and small error
By Yvonne Miller Residents and business owners may have noticed their last month’s electric bill with the City of Kiowa was a little higher than usual. City Administrator Lou Leone confirmed there was “a small error in last month’s (electric) bill.” He said the cost of the fuel adjustment was figured incorrectly. “There was a glitch in the math we used to figure the fuel adjustment (the cost of energy),” Leone told the city council at their March meeting Monday night. Leone said that the error amounted to an overcharge of about $9,700 across the entire city. Customer
March bills mailed out this month will include a fuel adjustment in the form of a credit based on individual usage. Using his own personal city bill for his home, Leone said his credit will be about $14. “With change sometime there are glitches. Staff has since corrected,” Leone said The City of Kiowa charges customers 7.8 cents per kilowatt hour which is a constant that does not change. Leone said when electricity wheels in to Kiowa circuits, it slows while spinning and by the time it’s ramped back up to go out and serve

South Barber school board hires elementary principal; board member Anderson resigns Lady Chieftains to state playoffs Thursday – honk parade about 10:30 a.m.; Pep rally Wednesday 3:15 p.m.; School surplus auction Saturday, April 30 By Yvonne Miller After longtime PreK-6 Principal Marcia Cantrell submitted her retirement/ resignation to the South Barber Board of Education in December, they’ve been in the search process for someone to fill the position. Final interviews were last week. Following an executive session toward the end of the March meeting Monday night, the board hired Eric Stoddard as the new PK-6 Principal, according to South Barber Superintendent Dr. Andi Williams. Stoddard will move to Kiowa with his wife, Ashley. He’s been a teacher and coach in the Valley Heights School District located in northeast Kansas. The Valley Heights website shows Stoddard taught sixth grade and was the head coach for junior high girls basketball. At the South Barber Board of Education meeting Monday night all board seats were filled except the one usually occupied by Michael Anderson. The board unanimously accepted his resignation. A co-worker at People’s Bank (where Anderson was employed in Kiowa) told the Newsgram that he moved to Sterling, Colorado, where he is a vice president at North Star Bank. He is reportedly nearer to his aging parents there. Anderson’s at-large board term still has approximately three-anda-half years remaining. The board is to appoint someone to fill his position for the remainder of the term. Interested individuals should contact Superintendent Williams at the central
office. Board members attending the meeting were: President Steve Allen, Mark Pollock, Melissa Simpson, Dooli Rugg, Deb Helfrich and Mariah Doherty. Board Clerk Julie Johnson also sat at table with Superintendent Williams. Superintendent Williams Reports Superintendent Williams updated the board on numerous topics that were discussed. She said a District Surplus Auction is planned for Saturday, April 30, at 9 a.m. A huge variety of the school’s items that are no longer needed will be displayed by the vo-ag building. The P-1 Group HVAC maintenance agreement is working well, she said. A report is coming together about P-1’s master plan for the high school. Plumbing issues were resolved at the elementary. Workers found a pair of underwear stuck in the line that was the source of the problem, Williams said. The HVAC units at the weight room were used when they were put in there many years ago and were no longer working. She said South Barber’s Rec Commission paid half to replace the units. She said the search is still on for a 10-passenger van. Williams said they are planning a Professional Development Tech Camp this summer in July. More South Barber Board Action The board accepted the resignation of junior high cheerleading sponsor Samantha Inman, effective Thursday, March 24. That day both junior and senior high cheer tryouts are scheduled. The junior high tryouts start at 3 p.m.,
with the high school level following, Principal Brent Shaffer confirmed. Payment of current bills was approved totaling $74,909.34. Clerk Johnson said this total is not as large as usual since the meeting was held a week earlier due to spring break next week. These bills don’t include a payroll, which will be doubled up at the next meeting. A superintendent evaluation document was approved. The board also approved a long list of Kansas Association of School Boards (KASB) policy updates. Williams gave them a list of “first reads” of more policy updates. Principals Update on Students and Events As reported in a separate story, the South Barber Lady Chieftains are SubState Champions. They play in the state tournament in Dodge City Thursday afternoon at 4:45 p.m. Accompanied by their chapter advisor, Kyle Jacobs, FFA officers attended the board meeting Monday night and did a Parliamentary Procedure presentation. FFA students have many accomplishments that will run in upcoming separate stories. Principal Cantrell said the Red Wheel Foods kickoff was a huge success. Sales end Friday. On April 8 students can look forward to seeing the inside of a Life Watch helicopter that will be displayed at the Kiowa District Hospital – if it’s not in use. Cantrell said she received an email from KLN On Watch feedback. She said that group said they were happy with the team’s efforts and accomplishments. Principal Shaffer reported on many student successes. In sports he said the junior high boys and girls teams both finished the season 10-6 and were third in the HOPL Tournament. The

Timberlake FFA Week Dalton Jantz, Timberlake FFA Reporter Timberlake FFA participated in National FFA Week Feb. 22-28 by organizing and hosting several different activities throughout the week. On Monday, members of the high school were invited to compete in a livestock judging contest in the hallway. The winner of the livestock judging contest was Jamie Thorp. On Tuesday, the officer team provided a teacher appreciation lunch to the teachers and staff of the high school. Freshman members also took part in Greenhand Day. Wednesday, FFA members met at the ag building after school and had a family feud night, where the students played the popular TV game in a tournament style
competition. Thursday, the high schoolers could enter an agriculture photo contest. The winners of the photo contest were Jamie Thorp, Mrs. Pecha and Dustin Fraizer. Friday was Agricultural Education Day; officers asked agriculture-related questions over the intercom throughout the day. Students who answered the questions correctly won a free pop at lunch. FFA members also created a promotional FFA video to celebrate FFA Week, which was shared on the Timberlake FFA Facebook page. Sunday, members attended church as a group at the First Baptist Church in Helena. Throughout the week the chapter had dress-up days every day and encouraged other high school students to participate.
Each year during FFA Week, the officer team likes to organize a community service project. This year the FFA chapter held a Kiss the Cow contest where four high school teachers would be put into the contest and the teacher’s jar that raised the most money had to kiss a cow. The teachers who agreed to participate were Garett Powell, Brandon Barnett, Jordan Severin and Paula Burkes. FFA officers sold items at lunch to raise money for the contest. The chapter ended up raising almost $500. The money raised will be donated to Stamp Out Starvation in Cherokee, a nonprofit group that provides nutritious meals to needy children. The teacher whose jar raised the most money was Mr. Barnett, who in return kissed the cow.

Storms cause flooding, possible twisters in southern Plains By David Warren DALLAS (AP) — Powerful storms dumped heavy rain on parts of Texas, Arkansas and Oklahoma on Tuesday, causing flooding that led to a school bus rescue, property damage from tornadoes and the death of a boater whose canoe capsized in strong winds. By the time the slow-moving storm system leaves Texas and Oklahoma — likely Wednesday — it could dump up to a foot of rain on some areas, said National Weather Service meteorologist Jennifer McNatt. It could linger in Arkansas and Louisiana through Friday. EF-1 tornadoes — the weakest type — touched down Monday and Tuesday morning in a rural area southwest of Fort Worth, Texas, according to weather service meteorologist Juan Hernandez. Damage to homes and businesses was reported in several communities. Hood County Sheriff Roger Deeds told Dallas-Fort Worth station KXAS-TV that several mobile homes were damaged and four people
were injured overnight. Authorities near Houston said they’ve recovered the body of a 22-year-old man whose canoe capsized as he and another man were fishing in a bayou near Galveston Bay. Dallas-based utility Oncor at one point reported more than 40,000 customers without power Tuesday as strong winds brought down trees and traffic lights. Winds of up to 70 mph were reported and tornado warnings were issued for parts of central and eastern Texas. Emergency personnel waded through thigh-deep water to rescue six children from a school bus caught on a flooded road north of Fort Worth. McNatt said that in addition to flash flooding, there’s widespread river flooding, but the damage isn’t expected to be extensive. “We’ve had a relatively dry January and February, so the lakes aren’t full and the rivers aren’t as full, either,” she said. and forecasters said parts of the state’s southeast could get up to 7 inches. The weather service issued a flood advisory for the Illinois River near Tahlequah, in eastern Oklahoma, cautioning that it could rise to 10.9 feet by Friday, which would nearly reach its flood stage of 11 feet. The Poteau River near the town of Panama, which runs through Arkansas and Oklahoma, could also flood, the weather service said. Flood stage for the river is 29 feet and the rains were expected to cause the river to reach 32.7 feet by Thursday. Pete Snyder, a weather service meteorologist in Tulsa, said the storm system “is somewhat meandering,” and could dump a lot of rain through the rest of the week. In northwestern Arkansas, heavy rain was expected to begin Tuesday evening and last through early Friday, with up to 8 inches possible west of Little Rock. The service said minor to moderate flooding could occur on the Ouachita, Little Missouri, Fourche LaFave, Petit Jean and Saline rivers. The system is not related to one that brought powerful thunderstorms to much of California on Monday, walloping the Sierra Nevada with blizzard conditions and briefly knocking out power at the Los Angeles airport.

MARCH 15 LAST DAY TO ACCESS PERSONAL PROPERTY The Woods County Assessor’s office would like to remind everyone that March 15 is the last day to assess farm equipment, business personal property, and mobile homes, without penalty. Also March 15 will be the deadline to apply for homestead exemptions for the 2016 tax year and apply for an additional exemption if one’s total gross household income, from all sources, was under $20,000. This is also the deadline to apply for a homestead property freeze if one is over 65 and the total gross household income is below $64,900.

customers there is a line loss, which is typical. Kiowa’s line loss is currently about 12 percent, Leone explained. That loss added with other charges/ fees equates to some $250,000 every year that is absorbed by the city, he said. “The ideal line loss is no more than six to nine percent,” the administrator said. “From this day forward, the city will start recouping six percent of its line loss from customers,” Leone said. He explained this additional money will help improve Kiowa’s electrical system with equipment, new poles, meters, etc. At the council’s regular March meeting Monday night, they took action to improve the city’s existing electric grid – the means through which power is generated, transmitted and distributed to the end user. Ultimately the project will reduce line loss and reduce the need for a transformer at the Kiowa Substation, according to Leone. This will be a two-year project that also reduces the need for a bond issuance, etc. Three of the city’s

circuits are running on a 4160, which Leone and council described as an outdated system. Only one runs on the more updated and efficient 14-4 system. This project is to convert the entire grid to 14-4. Last fall the Kiowa City Council approved the city joining Energy Management Project (EMP3), which became effective in January 2016. That was after the adviser the council hired, Greg Wright, provided figures the City of Kiowa could save 20-21 percent annually by joining Energy Management Project (EMP3). Other Kansas cities in the EMP3 Pool include: Holton, Seneca, Osage City, Burlingame, Horton, Chapman, Jetmore, Neodesha, Sterling, Girard and Wamego. The pool management is Kansas Municipal Energy Agency (KMEA). “The council’s choice to join KMEA is still the right choice,” Leone said. He confirmed that KMEA and Western Farmers Electric Cooperative (WFEC) entered an agreement. Kiowa has received electricity through WFEC for years. Shortly after Kiowa join the EMP3 group, Alfalfa Electric Cooperative
(AEC) decided not to renew the journeyman contract between AEC and the City of Kiowa. Even under the old journeyman contract, any time the journeyman exceeded 20 hours a week, Kiowa was charged for overtime. Additionally, Kiowa paid for any additional personnel beyond the terms of the AEC contract. To replace the longtime lineman, Kiowa hired two new ones at the February City Council meeting. They are Dusty Robinson and Clay Nichols. Leone explained that by having two journeymen/linemen they are saving money. Most of the work requires two journeyman and some of the work in the past was contracted out. By keeping the work in house, Kiowa saves from having to pay higher fees. For example, Leone said it cost between $2,000 and $3,000 to put up an electric pole. Now with two linemen to do the job it costs just $1,000. He said the cost of 39 new poles was going to be around $117,000 and will now be about $39,000. The remainder of Kiowa City’s Council’s March meeting will run in a separate story.

Superintendent McCuiston provided the following revenue comparisons as of March 1, 2015-2016. The good news is revenue from local sources in fiscal year (FY) 2015 increased from $545,088.58 to $745,572.90 in FY 2016. Other good news was that 4 mil taxes and mortgage taxes went up from $39,607.96 to $47,048.60. The Federal revenue increased from $12,643.24 to $22,928.00. The bad news is the state revenue declined from $525.843.67 to $387,073.99. This source includes REA, gross production, tag money and school land taxes. Overall, the revenue totals for FY 2015 were $1,122,183.45 compared to $1,211,623.49 in FY 2016, an increase of $89,440.04. The problem is expenditures increased $124,803.33, leaving a deficit of $35,363.29. Other matters contributing to money problems is that DCP Midstream of Colorado filed a tax protest in nine Oklahoma counties on the second half of their taxes, including Woodward County, which has part of the Freedom School District. This will stall collection for Freedom’s general fund of $3,130.86 and the building fund of $447.39, totaling $3,578.25. If the protest is denied, then Freedom will eventually collect that money. If it is upheld, it is removed from the budget. Sports The Freedom schools have four boys co-oping soccer with Alva High School, and two junior high boys co-oping baseball with Waynoka. At Freedom, Coach Holly Neill is preparing her high school boys and girls track teams for the upcoming track meets. Principal Brett Hill is working with junior high boys and high school girls on two separate golf teams. This week, Freedom has about 15 kids headed to Oklahoma Youth Expose to show pigs, sheep, goats and a few cattle.
